Vieques receives tractor for clearing seaweed from beaches

By THE STAR STAFF
Anew specialized tractor for collecting sargassum, or brown macroalgae (seaweed), was delivered Thursday to the offshore island municipality of Vieques.
With an investment of $155,480 allocated by Speaker of the Puerto Rico House of Representatives Carlos “Johnny” Méndez Nuñez, the modern “sargassum harvester” is a 2026 Workmaster 120 model and was to begin operations immediately and will be used mainly in the Sun Bay beach area.
The House speaker who joined Vieques Mayor José “Junito” Corcino Acevedo to receive the tractor, noted that “we took the necessary steps, reallocating funds” during preparation of the fiscal 2026-27 budget “so that the municipality would have the resources to purchase this sargassum harvester.”
Securing the allocation involved coordinating with the Financial Oversight and Management Board and the Office of Management and Budget.
Corcino noted that the harvester “has a very important purpose: to clear the Sun Bay beach area, one of Vieques’ main tourist attractions.”
“Our island municipality needed this equipment, and now we have it,” he said.
According to data from the National Oceanic and Atmospheric Administration, 2025 broke the record for sargassum accumulation

in the Tropical Atlantic, with over 40 million metric tons. This year’s accumulation is expected to surpass 45 million metric tons. The previous record was 36 million metric tons, recorded in 2005. Sargassum season in Puerto Rico typically begins in May and extends until mid-October.
SIP panel names prosecutor to look into allegations against ex-DDEC chief
By THE STAR STAFF
Puerto Rico’s Special Independent Prosecutor Panel (PFEI by its initials in Spanish) has appointed attorney Ana Paulina Cruz Vélez to examine materials filed by La Fortaleza Chief of Staff Francisco Domenech Fernández involving former Economic Development and Commerce (DDEC by its acronym in Spanish) Secretary Sebastián Negrón Reichard.
Ygrí Rivera Sánchez, who chairs the panel, confirmed the appointment.
Cruz Vélez brings experience from several areas of Puerto Rico’s legal system, including work as a Justice Department prosecutor, a special independent prosecutor, a private attorney and a judge.
Rivera said Cruz Vélez will assess the documents referred to the panel and prepare a preliminary investigative report. The matter reached the PFEI after Justice Secretary Lourdes Gómez Torres recused herself and sent the case directly to the panel.
The PFEI chairwoman said Gómez’s recusal triggered the legal process requiring the panel to assign an investigating prosecutor. That prosecutor will draft the kind of preliminary report
the Justice Department would ordinarily submit, including a recommendation on whether to appoint a special independent prosecutor.
Domenech took the allegations to the Department of Justice and the Office of Government Ethics in June, submitting two sworn statements along with evidence to support claims of corruption against Negrón Reichard.
The complaint alleges that Negrón Reichard, while leading DDEC, engaged in at least five acts of corruption tied to conflicts of interest. It further claims his actions benefited at least five clients of Reichard & Escalera by $74,111,000. Héctor Reichard de Cardona, Negrón Reichard’s grandfather, is the firm’s principal partner and shareholder.
The request for investigation also points to the appointment of attorney Ernesto J. Zayas García as director of DDEC’s Incentives Office. Negrón Reichard appointed Zayas García on March 17, 2025, three days after Zayas García ended his work as a partner at Reichard & Escalera, where he had advised corporations on decree matters before that same office.
Rivera said the scope of Cruz Vélez’s review will be confined to the allegations made against Negrón Reichard.

Drought
reaches
61.4% of Puerto Rico
By THE STAR STAFF
The U.S. Drought Monitor showed a deterioration in moisture conditions in Puerto Rico on Thursday; 61.4% of the island is experiencing some level of drought, while another 21.3% remains abnormally dry.
Data valid as of July 7 show that 50.9% of Puerto Rico is in moderate drought (D1) and another 10.5% is in severe drought (D2). The report lists no areas under extreme (D3) or exceptional (D4) drought.
The Drought Monitor -- produced by the National Drought Mitigation Center, the National Oceanic and Atmospheric Administration, the U.S. Department of Agriculture and NASA -- uses five categories to classify drought conditions and serves as a reference for agricultural disaster declarations, loan eligibility and water resource planning.
Drought.gov noted that Puerto Rico faces a recurring risk of drought due to its reliance on rainfall for human consumption and agricultural production. The report highlights that the extreme drought of 2014-2016 necessitated water rationing that affected over a million people and caused agricultural losses exceeding $14 million. It also notes the 2020 drought, which led to new rationing measures and a drought emergency declaration. The publication adds that rising temperatures and projected changes in precipitation patterns could favor longer dry seasons and shorter, more intense rainy periods -- factors that could exacerbate drought conditions on the island.
DDEC fines Politank $80,000, warns tax decree could be annulled
By THE STAR STAFF
The Department of Economic Development and Commerce (DDEC by its acronym in Spanish) has imposed an $80,000 administrative fine on Politank Corp. following a new review by the Office of Incentives for Business (OIN) in Puerto Rico that found multiple compliance failures tied to the company’s tax-exemption decree under former Law 20-2012.
The findings appear in a supplemental memorandum dated July 8 and sent by DDEC Secretary Carlos J. Ríos Pierluisi to Senate President Thomas Rivera Schatz in response to an ongoing legislative information request. According to the document, the OIN conducted a fresh audit of Politank’s decree, No. 17-20-S-163, and identified three main issues: failure to file required annual reports for tax years 2020, 2021 and 2025; late or incomplete filings for 2017, 2019, 2022, 2023 and 2024; and an alleged transfer or change of control made without prior authorization, as required by Article 10(c) of Law 20-2012.
DDEC assessed a $10,000 penalty for each missing, late or deficient annual report, bringing the total fine to $80,000. Politank has 20 calendar days to submit the evidence and information requested in the deficiency notice, and 15 calendar days to correct or justify any incomplete filings. If the company cannot show that the reported transfer was approved in advance, qualifies for a statutory exception or received retroactive authorization, the OIN may seek to annul the decree effective as of the transfer date.
The matter reached the Legislature after an internal DDEC audit dated June 2 and signed by then-OIN director Ernesto Zayas García recommended evaluating sanctions against Politank, including fines and possible revocation of its decree. Rivera Schatz later asked DDEC and the Treasury Department for detailed information on the decree’s status and any related administrative or tax actions.
Before issuing the supplemental memorandum, DDEC had told the Senate that Politank’s decree remained active and that the initial audit was not a final administrative determination. Ríos Pierluisi said he ordered a de novo review of the file after the audit became public.
Politank has drawn public scrutiny because of its connection to La Fortaleza Chief of Staff Francisco Domenech Fernández, who founded the firm and reportedly owned it until late 2024. The case also overlaps with allegations by former DDEC Secretary Sebastián Negrón Reichard, who claimed Domenech intervened on behalf of Politank clients in matters referred to the Office of the Special Independent Prosecutor Panel. Those allegations remain under investigation and have not resulted in findings of wrongdoing.
Treasury officials have said they cannot begin any recoupment process for potentially unpaid taxes until DDEC issues a final determination on whether the decree will be revoked or annulled. Once DDEC reaches a decision, the Treasury Department said it will proceed under applicable laws and regulations.
DDEC defended the renewed review, saying the agency is responsible for protecting the integrity of Puerto Rico’s incentives program, which includes more than 10,000 active decrees. The agency told the Senate that all decree holders must receive the same procedural guarantees before any final administrative action is taken.
Later on Thursday, Politank Corp. President Manuel Torres Nieves alleged that the audit process conducted by the OIN is selective, noting the nearly 10,000 unaudited decrees within the agency.
“However, we must raise a red flag regarding the selective nature of this process targeting our company for an alleged audit, given that there are some 10,000 decrees at the Department that have gone unaudited for nearly a decade,” the company stated in a written release signed by Torres Nieves. “We have become aware -- through media reports and later via a received communication -- of information regarding alleged findings from an audit conducted by the Office of Business Incentives in Puerto Rico.”
“Regarding these alleged findings -- which we dispute and intend to contest -- our legal counsel will address them in a timely manner within the appropriate administrative, ethical, and judicial forums,” the company asserted in the statement. “We expect our constitutional right to due process to be guaranteed -- a right that has not been upheld in this instance -- as we did not receive the proper notifications, and confidential documents have been made public.”
Politank added that, out of deference to the administrative processes regarding which the DDEC had not notified the company in recent months, it would not issue further comments.

Puerto Rico to maintain $63.1 million in agricultural incentives for new fiscal year
By THE STAR STAFF
Gov. Jenniffer González Colón announced on Thursday that Puerto Rico will maintain the historic increases in agricultural incentives approved last fiscal year, keeping the full $63.1 million investment intact for 2026-2027.
The announcement, made alongside Agriculture Secretary Irving Rodríguez Torres in Cidra, ensures that farmers, ranchers, fishers and other agricultural producers will continue to receive expanded state-funded support without any cuts.
The governor highlighted that for the first time in years, the administrative orders authorizing the incentives were signed during the first days of the fiscal year. This change allows farmers to begin applying immediately rather than waiting months for the program to open. Applications are available through the Agriculture Department’s AgroPerfil platform and regional offices, with a deadline of Oct. 31, 2026.
González Colón said the early approval is meant to give producers more certainty as they plan their operations. Rodríguez Torres added that keeping the expanded benefits signals stability for the sector and eliminates delays that previously slowed the application process.
The incentive package preserves increases across a wide range of agricultural activities. Support continues for

fertilizer and soil inputs, beef cattle purchases, cacao seedlings, drone technology for spraying and fumigation, and
machinery rentals for land preparation and other essential work. Regional infrastructure and equipment projects remain eligible for partial cost coverage, and the poultry program will continue expanding to include small producers with flocks of 1,000 birds. The pork industry will retain its incentive for replacement sows.
Major allocations also remain unchanged. The Permanent Improvements Program will continue with $7.9 million to support infrastructure, equipment, technology and expansion projects. The dairy industry will again receive $12.2 million to stabilize production. The agricultural wage subsidy remains one of the largest components, with $33 million dedicated to payroll support and worker retention. Farmworkers will continue to receive the Christmas bonus for certified agricultural wages above $200, and coffee harvesters will continue to receive $1.50 per almud (approximately 8.8 pounds) of ripe coffee picked.
Officials said the continuity of the incentive package is intended to help producers manage rising costs and encourage investment in modernization and expansion. The total state investment remains at $63.1 million, matching last year’s historic level.
Farmers interested in applying can do so through AgroPerfil or by visiting regional Agriculture Department offices.
La Fortaleza says it knows nothing of an FBI probe of Domenech
By THE STAR STAFF
La Fortaleza said Thursday in response to public remarks made by Senate President Thomas Rivera Schatz that it has no indication of any investigation by the FBI of La Fortaleza Chief of Staff Francisco Domenech Fernández.
Public Affairs Secretary Jean Peña Payano said the administration has not received any notice, request or communication from federal authorities regarding Domenech.
“At the moment, we have no knowledge of any investigation involving the chief of staff,” Peña Payano said during a press conference.
Asked directly about Rivera Schatz’s televised claim that the FBI is looking into matters related to Domenech, he replied: “That, you have to ask them. We have no indication of anything like that.”
Peña Payano added that the administration will not engage in responding to “every speculation, every attack, every allegation,” noting that no federal entity has issued a request for documents, a subpoena, or any other form of inquiry to La Fortaleza.
Gov’t defends DDEC’s $80,000 fine against Politank Corp.
Peña Payano also addressed questions about the $80,000 administrative fine imposed by the Department of Economic Development and Commerce (DDEC by its acronym in Spanish) on Politank Corp., the lobbying firm founded by Domenech before entering government (see related story on page 3).
He said the sanction demonstrates that “there will be
no impunity,” emphasizing that the DDEC secretary acted within the law and followed the audit findings.
“The fine was established by the government of Puerto Rico, by the DDEC secretary, and it was quite forceful,” Peña Payano said.
Politank, he noted, has the right to challenge the sanction through the administrative process.
Peña Payano reiterated that Domenech is no longer linked to the company and that the deficiencies cited by DDEC do not relate to his functions as chief of staff. Domenech previously spent more than eight hours testifying before the Senate’s Committee of the Whole on matters involving Politank and his former clients. DDEC issued the fine against Politank because of multiple noncompliance failures required as part of a tax decree.
Claim that employee transfer sought to ‘buy silence’ is rejected
The public affairs secretary also dismissed Rivera Schatz’s suggestion that the transfer of former DDEC official Norberto Almodóvar Vélez to the Department of Housing was intended to “buy his silence.” Peña Payano said the employee is performing administrative duties and is not handling federal funds or permits.
“There is an administrative process underway,” he said. “People have labor rights, a presumption of innocence, and acquired rights in an investigation that is currently sub judice,” he said.
Peña Payano added that he has not yet received an update on the internal human resources process at DDEC related to Almodóvar but will follow up personally.
Almodovar is under public scrutiny following a com-
plaint filed by Sebastián Negrón Reichard, the former DDEC secretary, who accused former Permits Management Office officials of improper interference in agency operations. The Department of Justice, through its Public Integrity and Comptroller Affairs Division (DIPAC), conducted a preliminary investigation and recommended appointing a special independent prosecutor. An SIP was subsequently appointed.
According to DIPAC’s findings, there is sufficient cause to believe that Almodóvar may have violated Article 254 of the Puerto Rico Penal Code, which addresses undue intervention in governmental operations, as well as Article 261, which concerns undue influence. The agency also cited potential violations of Articles 4.2(b), 4.2(f), and 4.2(s) of the Government Ethics Office Organic Act.

Gexit sets off scramble for new Senate candidate in Maine
raham Platner’s announcement that he was suspending his Senate run in Maine has plunged Democrats into a foggy, fast-paced search for a replacement — with a growing group of contenders already jostling to become the party’s new nominee.
On Thursday, Dr. Nirav Shah, a former health official, and Shenna Bellows, the party’s nominee for the Senate in 2014, became the latest Democrats to officially enter the contest, joining a fast-growing field. Shah and Bellows ran for governor last month but came up short.
In early June, Platner won the Senate nomination after more than 150,000 Democratic primary voters cast ballots for him. Now, with Platner having dropped out of the race after a rape allegation he denies, the state’s Democratic Party has been left to find a new candidate with a process it is creating on the fly.
To formally remove himself from the ballot, Platner must submit a signed request to the Maine Secretary of State’s Office by a July 13 deadline. As of Thursday morning, he had not submitted one, said Jana Spaulding, the deputy secretary of state for communications. Platner plans to file the paperwork Monday, according to an aide for Platner. Axios previously reported on his plan.
The state party has said it will pick a new candidate through a nominating convention before a July 27 deadline set by state law. The timing and specifics of the convention had not been set as of Thursday morning. But the party was considering having some 500 Maine Democrats join the more than 100 members of the state party to vote on the nominee at the convention, according to three people with knowledge of the proposals, who spoke on the condition of anonymity to describe private discussions. Party leaders emphasized that the exact process had not been finalized, and it was not immediately clear how the voters would be chosen.
It is rare for a party to replace its nominees in a Senate race. And it’s extremely rare for the replacement to win.
The Democrat who emerges from the process in Maine will carry the party’s hopes of unseating Sen. Susan Collins, a Republican incumbent, in a race that Democrats see as key to their chances of taking back the Senate in November.
After Platner, a progressive, populist

Graham Platner, a Democratic candidate for the Senate, campaigns in Sabattus, Maine, April 29, 2026. oysterman, departed the race Wednesday, a small group of ambitious Democrats quickly moved to join the contest to replace him.
Troy Jackson, a former president of the Maine Senate favored by some progressives, said he was running. He came up short in the Democratic primary for governor in Maine last month.
“There is a powerful movement of working-class people in the state of Maine, and millions more across America who are ready to send a progressive fighter to the Senate,” Jackson, a fifth-generation logger from Allagash in northern Maine, said in a statement. He added, “I’m in.”
Hours before he entered, he secured the endorsement of Rep. Ro Khanna, a California progressive who was once one of Platner’s most vocal supporters.
Shah, a public health researcher who led Maine’s response to the COVID-19 pandemic, said Thursday at a news conference in Freeport that his campaign for governor had captured the support of many of the same voters who had backed Platner.
“When it comes to matters of policy, there is very little light between Graham and me,” said Shah, emphasizing his and Platner’s support for universal healthcare and raising taxes on the wealthy, and their shared status as outsider candidates. He said of Platner’s supporters, “We invite them, we welcome them.”
Bellows, the former Senate nominee, said in a statement that she was running to “forge ahead with a campaign that fights for working people” and to stand up to a “broken system.” In 2014, she lost to Collins by 37 percentage points. She finished behind Shah and Jackson in the ranked-choice governor’s primary last month, though her candidacy was competitive.
Jordan Wood, another progressive, also said he was entering the race. A former congressional staff member, Wood narrowly lost in the House primary in northern Maine’s swing congressional district last month.
“I’m running for U.S. Senate because to beat Susan Collins, Democrats need a candidate who can provide a true contrast and run an unapologetically progressive campaign,” he said in a text message late Wednesday. He had briefly entered the Democratic Senate primary in Maine last year before pivoting to the congressional race.
Earlier Wednesday, Dan Kleban, a
founder of a brewery, said he was joining the contest, writing on Substack that Maine voters “deserve a Senator who will fight for us, not one who enables Trump at every turn.” He also had a short-lived bid for the Senate last year.
The candidates moved quickly to appeal to the voters who flocked to Platner’s movement-like campaign. But they were still beginning to distinguish themselves from one another. Other candidates may also join the contest.
The Maine Democratic Party voted Wednesday to approve the convention in a meeting with more than 100 state party members. Leaders in the state party were expected to meet again Thursday to move toward finalizing the process.
“We are going to have a nominating convention,” Charles F. Dingman, chair of the Maine Democratic Party, said Wednesday night. “And it is going to be representative.”
Another question was how involved Platner might be. On Tuesday, he received pushback from the state party, which accused him of trying to intervene in the effort to replace him before he had even exited the campaign.
“We have repeatedly reiterated to Graham Platner’s team that they have no role in determining our U.S. Senate nominee,” Devon Murphy-Anderson, the party’s executive director, said in a video on social media.
In a statement made by hand-held video that he issued Wednesday, announcing that he was suspending his candidacy, Platner said he was “not trying to dictate to anyone” who his replacement should be. But he argued that the process should reflect “the will and the values of the people that built” his political movement.
Many of his supporters said they felt defeated by the turn in the race. “I am hugely disappointed,” said Kat Higgins, 64, a retired nurse. “I really, really liked what he said. I think everything has to change.”
Judge quashes Justice Dept. subpoena in 2020 election inquiry
By ALAN FEUER
Afederal judge in Atlanta earlier this week cast serious doubts on the Justice Department’s efforts to reinvestigate President Donald Trump’s false claims that he was cheated out of victory in the 2020 election, saying that the five-year statute of limitations for any possible crimes arising from the race had “long expired.”
The finding by the judge, William M. Ray II, came in a sternly worded order that quashed a grand jury subpoena that prosecutors had issued in April. The subpoena sought what the judge described as a “staggering” amount of personal information about thousands of election workers in Fulton County, Georgia, who took part in the administration of the count — and recount — of the vote in 2020.
The judge’s determination that prosecutors had missed their window to bring charges stemming from the 2020 election was a blow against the Justice Department’s attempts to bolster one of Trump’s loudest and longest-lasting falsehoods: that he lost the race to Joe Biden only because of widespread fraud.
In service of the president’s claims, federal law enforcement has undertaken an extraordinary series of investigative steps. In January, the FBI sent agents to seize hundreds of boxes of records, including original ballots, from a Fulton County election warehouse. And just last week, the bureau deployed an army of FBI analysts to sort through the seized materials.
While Ray’s ruling did not stop prosecutors from pursuing their inquiry in Fulton County, it appeared to throw a major roadblock in the case by putting in writing a finding that it was essentially too late for anyone to face indictment. The ruling also raised questions about the underlying purpose of the inquiry, which election integrity experts have long claimed was simply to erode trust in elections in the minds of American voters.
“These records, even if they lead to the DOJ finding individuals who worked for Fulton County in the 2020 election who support the theory that the 2020 election was not fair, would not lead to information that could be used to charge anyone with anything, at least not any viable charge,” Ray wrote. “That is because the statute of limitations for any pos-

sible crime arising from the 2020 election has long expired.”
Robb Pitts, chair of the Fulton County Board of Commissioners, celebrated the decision on Tuesday. Pitts said in an interview that he hoped it “bodes well for the other kind of battles that have been happening in Fulton County, regarding either past elections and future.”
But he alluded to some of the damage done by the repeated investigations into the county, which he saw as being directed from “up the chain” at the White House. He viewed the request for the private information of so many election workers as “intimidation” and said it was having a chilling effect on voters.
In his ruling, Ray, who was appointed by Trump, also found that the subpoena for the workers’ information was “an arbitrary fishing expedition” by the department and amounted to an “unreasonable” use of the invasive powers of grand juries.
“Everyone, whether you support the president or
you do not, or whether you believe the 2020 election was fair or believe that it was not, should be concerned about the DOJ’s ability to utilize the power of the grand jury to appropriate your private information without a legitimate purpose,” Ray wrote.
Few presidential contests in modern American history have been as thoroughly investigated as the 2020 election. Over more than five years, every conspiracy theory from Trump and his allies — including false claims about election workers, mail ballots and election machines — has been examined, reexamined and ultimately debunked by election officials from both political parties and, in many cases, by members of Congress, judges and law enforcement.
Fulton County, which encompasses most of Atlanta, has long been a Democratic stronghold and is the most populous county in Georgia. The unproven claim that county election workers somehow helped Democrats steal the 2020 election was a major part of a wide-ranging but ultimately fruitless effort by Trump and his supporters to reverse Biden’s victory in the state.
Ray’s ruling was the latest embarrassment for the Justice Department, which has struggled in recent months with using grand juries in several criminal inquiries, many involving Trump’s political agenda. Prosecutors in U.S. attorney’s offices across the country have repeatedly failed to persuade grand jurors that charges were warranted in politically tinged cases and have also been accused of severe misconduct when presenting indictments to grand juries.
It was never entirely clear why the Justice Department issued the sprawling subpoena in Fulton County seeking the names, addresses, email addresses and phone numbers for every county employee — both paid and volunteer — who worked on the 2020 election. Ray wrote that prosecutors claimed they were “engaged in legitimate law enforcement activities” and wanted to reexamine Trump’s long-standing allegations that his defeat was based on fraud.
But while the judge acknowledged that a grand jury could be part of that inquiry, he cautioned that prosecutors do not have “the right to use the grand jury to do whatever the DOJ wants.”

NEW YORK TIMES EDITORIAL
An uncomfortable lesson from Platner’s campaign
By THE EDITORIAL BOARD
Graham Platner is out. Just months ago, the oyster farmer and Marine combat veteran looked like the answer to the question Democrats keep asking themselves: Where are the candidates who can excite people? Platner, running in Maine for the U.S. Senate, drew crowds most politicians only fantasize about, won Bernie Sanders’ endorsement and, after Gov. Janet Mills suspended her own campaign, pulled even the reluctant party establishment in behind him. Now he has suspended his campaign, brought down by an allegation of rape, which he denies, that landed atop months of damaging revelations.
Maine Democrats are scrambling to field a replacement before the state’s deadline late this month, leaving in peril a seat that is key to their chance of flipping the Senate. It’s tempting to treat this as a story of one flawed man and a vetting process that failed. There is truth in that, and the party should absorb the obvious lesson about scrutinizing candidates before it pours itself into them. But the more uncomfortable lesson is the one that the Platner boom offered before the bust. The hunger that lifted him — the overflow crowds, the volunteer armies, the sense that here, at last, was someone who meant it — was real. It was also a hunger the party keeps trying to satisfy with a personality instead of a purpose.
Let’s concede what is true in the case for candidates

like Platner. Democrats do need fresh, charismatic, younger contenders, and they should stop treating the next name in line as an entitlement. A party is strongest when it is a genuinely big tent, willing to host real disagreement rather than enforce a single approved script. Voters can tell the difference between a coalition and a focus group, and they are drawn to the former.
But a big tent is only worth pitching if something is argued inside it, and that is precisely what this midterm cycle has lacked. Handed the chance to litigate what the party actually believes, Democrats have mostly declined. What is the party’s answer on immigration, moving beyond its proper outrage at President Donald Trump’s methods to include an affirmative account of who should be allowed in and how? What would it do about the cost of housing, beyond lamenting it and suggesting inadequate fixes? What does it want from the public education system? What is its response to the disruption that artificial intelligence is about to send through the workforce and society more broadly?
On each of these issues, voters keep saying the same thing: They want change, they want action and they are tired of being managed. The discontent reaches the party’s own base. In Associated Press-NORC surveys, many Democrats have described their party as weak or ineffective, and by early this year only about 7 in 10 still viewed it positively, well below where it once stood. Among all voters, the party’s favorability rating is below 40%.
One sign of the party’s dysfunction came in May, when the Democratic National Committee released an embarrassing autopsy on the party’s presidential loss in 2024. Instead of offering honest reflections and a vision for the future, the report resembled an incomplete homework assignment, filled with notes like, “This section was not provided by author.” It was another missed chance to chart a new path.
The party’s private answer, too often, seems to be that Washington is broken and therefore nothing can be done. Why stage a fight over specifics that will only expose divisions? But that gets the task exactly backward. If Democrats believe government can still work, the way to prove it is to say, concretely, what they would do with power. Refusing to say doesn’t make the party look unified. It makes it look as if it has nothing to say, and it surrenders the language of change to the other side, which is only too happy to claim it.
This is the deeper reason the Platner phenomenon should unsettle Democrats. Platner’s appeal was never really about oysters or facial hair. It was that he seemed to stand for something. He was angry on voters’ behalf about an economy that seems rigged for the powerful, and he was unafraid to say so. People responded to the promise of conviction. That signal is the one the party ought to be reading. The tragedy of a campaign like his is not only that it collapsed, as it deserved to, but that so much energy was poured into a messenger before anyone was sure of the

message.
Maine will choose someone else, and may yet field a candidate who can take the seat. But Democrats nationally should resist the comforting conclusion that their problem was simply the wrong man. The next charismatic outsider will struggle to succeed if there is nothing solid beneath the charisma. Personality is not a platform. A fighting posture is not a program.
What the party owes voters this year is not another savior but a set of answers — plain, specific, sometimes divisive answers to the questions constituents are asking to improve their lives. That is how you convince someone that you are listening: not only by hunting for a better messenger, but also by finally having something to say. Right now, too much of the Democratic Party’s identity is defined by what it stands against. The trouble in Maine goes beyond a single candidate. It is a party still hoping a contender will spare it the harder work of deciding what it stands for.

ISABELA
2026 Emmy nominations: ‘The Pitt’ and ‘Hacks’ lead the pack
By JOHN KOBLIN
Last year, “The Pitt” pulled off a surprise best drama win at the Emmy Awards, besting shows with bigger budgets, stars and ratings.
This year, “The Pitt” will enter the Emmy Awards in September as a juggernaut.
The HBO Max medical series collected 25 Emmy nominations Wednesday, the most of any show and nearly double its haul from last year.
The show’s stars, Noah Wyle and Katherine LaNasa, winners from last year, were nominated again, along with six other actors from the show.
“The Pitt” is the favorite to take best drama honors again, but it will face stiff competition.
Apple TV rookie sci-fi drama “Pluribus” also had a big day, scoring 18 nominations. This tees up a second consecutive year that HBO Max and Apple TV will have a showdown for best drama. (Last year, Apple TV’s “Severance” competed against “The Pitt.”)
Apple TV and HBO Max also had plenty of other good news.
In the comedy categories, the final season for “Hacks” went out strong, scoring 24 nominations, a record for the category. “Hacks,” which streams on HBO Max, will compete against “Widow’s Bay,” the Apple TV horror-comedy that rode a wave of momentum just as Emmy voting opened in mid-June. “Widow’s Bay” earned 19 nominations.
Jean Smart landed yet another nomination for best actress in a comedy for her role in “Hacks,” putting her at the doorstep of history. If Smart wins, she will tie Cloris Leachman and Julia Louis-Dreyfus for the most acting Emmys won by a single performer. She will compete against Quinta Brunson (“Abbott Elementary”), Elle Fanning (“Margo’s Got Money Troubles”), Lisa Kudrow (“The Comeback”) and Ayo Edebiri (“The Bear”).
In the limited categories, Netflix’s “Beef” scored 16 nominations, and HBO Max’s “DTF St. Louis” received 13.
The Television Academy unveiled nominations for the 78th Emmy Awards at the academy’s Los Angeles headquar-

ters in an event hosted by Liza Colón-Zayas (“The Bear”) and Jeff Hiller (“Somebody Somewhere”). The primetime Emmys ceremony will be held Sept. 14, in a ceremony hosted by Mariska Hargitay, the longtime star of “Law & Order: SVU.”
HBO Max had another huge Emmy day, scoring 122 nominations, the most of any outlet. Netflix was in second with 111 nominations, and Apple TV earned 89, a new high for the tech giant.
Steve Carell (“Rooster”) and Martin Short (“Only Murders in the Building”), somewhat inexplicably still in search of their first Emmy acting wins, both earned nominations in outstanding actor in a comedy. They will face off against Yahya Abdul-Mateen II (“Wonder Man”), Jason Segel (“Shrinking”) and Matthew Rhys (“Widow’s Bay”). That was the first of two acting nominations Wednesday for Rhys, who was also nominated for outstanding actor in a limited series (“The Beast in Me”).
The lead actress in a limited series category is packed with stars and promises to be one of the most anticipated awards for September. Former Emmy winners Claire Danes (“The Beast in Me”), Sarah Snook (“All Her Fault”) and Sally Field (“Remarkably Bright Creatures”) will compete against Carey Mulligan (“Beef”) and Sarah Pidgeon (“Love Story: John F. Kennedy Jr. and Carolyn Bessette”).

Rhea Seehorn, the star of “Pluribus,” was nominated for best actress in a drama and will be gunning for her first Emmy win after two unsuccessful tries for her role in “Better Call Saul.” (The beloved AMC series notoriously never won an Emmy, despite a whopping 53 nominations.) She will have lots of competition, however. Zendaya, a two-time winner, was nominated again for the final season of “Euphoria.” Carrie Coon (“Gilded Age”), Chase Infiniti (“The Testaments”) and Keri Russell (“The Diplomat”) also earned nominations.
There were several notable snubs. Jeremy Allen White, a two-time winner for best actor in a comedy
for his performance in “The Bear,” was shut out of the race Wednesday. “The Bear,” once an Emmy darling, has fallen out of favor with voters, and dropped to just eight nominations this year. The show earned 23 nominations just two years ago.
“Stranger Things” went out with a whimper, with Emmy voters delivering the final season a mere seven nominations. They also left it off the best drama list.
In the variety category, “Saturday Night Live” will be up against “Last Week Tonight With John Oliver,” as well as “Jimmy Kimmel Live!,” “The Daily Show” and the — now canceled — “Late Show With Stephen Colbert,” which ended in May.
This will be one of the tightest races this year. Emmy voters gave Colbert a big win in 2025, so it’s an open question whether they want to anoint him once more. It’s possible they will support Kimmel’s show after so many in the industry rallied behind him when his show got suspended last year. Of course, Oliver, “The Daily Show” and “SNL” are also plenty used to being in the winners’ circle, so the race could tip in any direction.
The TikTok-fueled resurgence of “Dancing With the Stars” earned the long-running ABC series a nomination in the reality category for the first time in a decade. It will be up against a two-time winner, “The Traitors,” along with “RuPaul’s Drag Race,” “Survivor” and “Top Chef.”
There is some cautious optimism in Hollywood this year, after several recent films saw unexpectedly robust ticket sales. But the TV business continues to be locked in a contraction and a state of anxiety.
There were 212 series submitted for Emmy consideration in the drama, comedy, limited series and TV movie categories, a 7% drop compared with last year, representing a fourth consecutive year of declines. Compared with 2022, when television was thriving in its so-called Peak TV era, the number of series eligible for a top program award is down a staggering 39%.

Nasdaq ends sharply higher; chip surge offsets Iran worries
The Nasdaq ended sharply higher on Thursday, as Micron Technology fueled a rally in chip stocks that eclipsed fears that renewed U.S. and Iranian attacks might prolong the Middle East conflict and fuel inflation.
Tehran said it hit U.S. military targets in Kuwait, Qatar and Bahrain following U.S. strikes against Iran on Wednesday.
The PHLX chip index surged 3.06%, up for a second straight session. The Dow and the S&P 500 also closed higher.
Micron Technology jumped 4.5% after the company laid out plans to invest more than $250 billion in the U.S. through 2035, to benefit from demand for memory chips to supply the boom in artificial intelligence.
Applied Materials climbed 3.2% and Sandisk surged 7.6%.
AI-related stocks have been volatile lately as investors worried about the sustainability of a rally that has helped Wall Street reach record levels in 2026.
“This is still very much an AI bull market. For a bit, it was starting to broaden out, but that’s contingent on oil prices and interest rates staying anchored, and with this flare-up in the Middle East, that calls that part of the bull market into question,” said Ross Mayfield, investment strategy analyst at Baird in Louisville, Kentucky.
Meta Platforms rose after Reuters reported that the company plans to manufacture AI chips starting in September.
The S&P 500 climbed 0.81% to end the session at 7,543.66 points. The Nasdaq gained 1.30% to 26,206.89 points, while the Dow Jones Industrial Average rose 0.27% to 52,487.41 points.
Seven of the 11 S&P 500 sector indexes rose, led by information technology, up 1.65%, followed by a 1.46% gain in consumer discretionary.

Following Thursday’s gains, the S&P 500 is up about 10% in 2026, and it remains down less than 1% from its June 2 record high close.

With quarterly reporting season set to get under way, analysts on average expect S&P 500 earnings to increase 24% year-overyear, with technology companies accounting for much of that increase, according to LSEG I/B/E/S.
The S&P 500 is trading at about 20 times expected earnings, down from 21 a month ago.

US and Iran sink into violent cycle after latest strikes
By MAX BEARAK, YEGANEH TORBATI, ISMAEEL NAAR and ERIC SCHMITT
The United States and Iran exchanged fire for a second consecutive day Thursday, extending a pattern of hostilities that had all but shattered their fragile truce and left the Middle East suspended between war and peace.
Both countries appeared to intensify their attacks in this latest round, expanding the scope or number of targets. The U.S. military said overnight that it had struck more than 170 targets in Iran during the previous 48 hours, a significant uptick. And Jordan — which hosts some U.S. military forces but had not been a focus of Iran’s ire in recent flare-ups — said it had intercepted Iranian missiles in its airspace. Iran also said it had fired at U.S. targets in the Persian Gulf nations of Qatar, Kuwait and Bahrain.
It was unclear whether the fighting
would continue to worsen. Iran threatened on Thursday to expand its attacks to other U.S. military facilities in the region, a day after President Donald Trump said he thought the ceasefire was “over,” even as he suggested he was still open to peace.
Iran said 14 people have been killed and 78 injured in the latest round of tit-fortat strikes, which began after Washington accused Iranian forces of targeting commercial vessels in the Strait of Hormuz.
The U.S. military said its strikes had focused on military targets on the Iranian coast to degrade the threat to commercial shipping in the strait. Iran has not directly taken responsibility for strikes in the waterway, but has insisted that ships adhere to a designated route through its own territorial waters.
Iranian authorities said U.S. strikes overnight had hit a stretch of railway connecting Tehran to the northeastern city of Mash-
had, where Iran’s slain supreme leader, Ayatollah Ali Khamenei, was expected to be buried later Thursday. The claim could not immediately be verified and the U.S. military had no comment.
The burial Thursday follows days of funeral ceremonies for Khamenei, who was killed in U.S.-Israeli strikes at the start of the war. The events have been meticulously stage-managed by Iran across several cities to project national unity and defiance to Iran’s enemies.
Hours before the latest overnight U.S. strikes on Iran, Trump dismissed further talks on a long-term peace deal as “a waste of time,” and Iran’s top negotiator, Mohammad Bagher Qalibaf, warned, “Hit, and you’ll be hit.” But as he flew back to Washington, Trump said that Iran had called him because they “want to make a deal so badly.” Iran has not signaled publicly that any new negotiations are underway.
Here’s what else to know:
— Energy markets: Oil prices remained elevated after the latest round of fighting. Brent crude, the international benchmark, traded at around $78 a barrel Thursday, down from its peak during the war but above its preconflict level of around $72.
— Funeral delays: The burial of Khamenei in the holy city of Mashhad was delayed by several hours Thursday. Iranian authorities said large crowds in the Iraqi cities of Najaf and Karbala, where hundreds of thousands had gathered for the funeral procession Wednesday, had led to the delay.
— Qatar mediation: Qatar’s prime minister, Sheikh Mohammed bin Abdulrahman Al Thani, spoke by phone Thursday with regional counterparts and condemned the attacks on ships in the Strait of Hormuz, the critical waterway for global shipping that Iran has sought to control.
Final stage of Ayatollah Ali Khamenei’s funeral begins after delay

The coffin of the Ayatollah Ali Khamenei is carried into a shrine during a funeral procession in Najaf, Iraq, on Wednesday, July 8, 2026. The procession is a mass outpouring of grief for another nation’s ruler — one who, as a pre-eminent Shiite Muslim cleric and political strategist, spent decades extending Iran’s influence deep into Iraq, and across the Middle East. The final stage of the funeral procession for Ayatollah Ali Khamenei, the former supreme leader of Iran, set off through the holy city of Mashhad on Thursday afternoon, after days of public ceremonies that drew hundreds of thousands of mourners in Iran and Iraq.
The procession in Khamenei’s hometown began hours later than scheduled and unfolded against the backdrop of renewed strikes between the United States and Iran. Iranian officials said U.S. forces had struck railway bridges in the
country’s northeast, disrupting passenger services on the route between Tehran, the capital, and Mashhad.
The claim could not be immediately verified, and the U.S. military did not immediately respond to a request for comment.
Tens of thousands of mourners gathered to watch the truck carrying Khamenei’s coffin as it traveled through Mashhad to the sprawling Imam Reza Shrine where his body will be buried.
Many of the mourners had been there since before dawn, filling streets, mosques and the gold-domed shrine. Some waved flags bearing the Ayatollah’s portrait and carried huge signs with slogans vowing to avenge his killing. Overhead sprinklers sprayed water into the air to cool the crowd in the scorching heat.
Iran has sought to present the funeral as a show of unity and defiance against the United States.
As the procession passed along the city’s packed boulevard, many mourners wept and moved to the front of the crowd to lay their hands on the side of the truck carrying the coffin.
The start of the procession was postponed by about eight hours, Iran’s state broadcaster IRIB reported, blaming the delay on large crowds Wednesday in the Iraqi cities of Najaf and Karbala. The explanation, which was attributed to the funeral’s organizing committee, did not specify why the high number of mourners in Iraq would have caused a delay.
The United States and Iran have ratcheted up hostilities this week, trading strikes for a second consecutive night after President Donald Trump said Wednesday that he thought
their ceasefire was “over.”
Iranian railway officials said that because of the attack on the railway line, buses would take stranded passengers to Mashhad. Authorities had previously said they expected over 1 million people to attend the final day of the funeral.
On Wednesday, a convoy carried Khamenei’s coffin through the streets in Najaf and Karbala, where hundreds of thousands of mourners prayed and weeped for the Shiite Muslim cleric. Iraq is home to the Middle East’s second-largest Shiite Muslim population after Iran.
Crowds began arriving in Mashhad late Wednesday, streaming into the holy city from across Iran and abroad. Long after midnight, the streets around the shrine were packed with people waving Iranian flags, chanting religious slogans and commemorating the life of Khamenei.
Inside the Imam Reza Shrine, one of the holiest sites in Shiite Islam, thousands of worshippers kept vigil through the night.

Horror becomes routine as more bodies emerge after Venezuela quakes
By EMMA BUBOLA
Two weeks after twin earthquakes struck Venezuela, people are still clawing with their bare hands at the massive concrete columns that crushed their family members. Some have set up makeshift tents on top of collapsed homes so they can keep on digging, seemingly inured to the smell of decomposing bodies, some partially exposed.
Only, now, the objective has changed.
“There are no survivors here,” said Víctor José Calderón Castillo, who said he lost about 20 family members in the quakes. He was sitting on top of the remains of a building where he believed three were still buried. “We are looking for bodies,” he said.
The grinding search through mountains of rubble, after back-to-back earthquakes flattened entire residential buildings along Venezuela’s northern coast, most in the state of La Guaira, has never stopped.
The government has confirmed nearly 3,700 dead, but the scale of the destruction and the shortage of equipment to remove the debris mean that thousands of people are still unaccounted for.
So while the desperate searches early on were punctuated by miracle rescues, with each passing day, a hellish landscape trapping unknown numbers of crushed corpses is hardening into an everyday reality.
Many international search and rescue teams have left, but large numbers of family members remain at crumbled sites.
After complaining that the government did little to help them rescue relatives in the first, critical hours, they now fear that officials will tear down damaged buildings and remove rubble without any care for bodies.
So the same frenzied determination that drove the relatives’ search for survivors has now turned to pulling out the dead.
Sitting on top of the rubble of a de-

meant it was likely that 20 bodies could be found on the ground floor, said Esteban Marín, 33, who was looking for two relatives inside.
So far, only a single hand was visible through the debris.
Dayana Delgado’s 8-year-old son, Brayner, was playing basketball on a court when a building collapsed onto it. For the first few days, Delgado said she spent every hour digging through the rubble. It was the only way, she added, to keep the anguish at bay.
Now she was living in a makeshift encampment in front of the pile of debris that had likely crushed the boy as cranes combed through it.
“I am swimming, swimming, swimming and I am drowning myself,” she said. “I want them to find his body, so this nightmare can be over.”
stroyed building in La Guaira, Breykel Rosas, 27, was collecting bones he believed belonged to his niece’s cousin, an 11-yearold boy.
He stored them in a light blue cotton pillowcase, then began striking a massive column of concrete with a sledgehammer. He was still looking for his 5-year-old niece who had also lived in the building. She would have turned 6 on Wednesday.
Next to him was Orange Castillo, 23, a tall, burly man clutching his brother’s old teddy bear. “I have my little brother here,” he said, pointing at the tangled mass of debris on which he was standing, and where he thought his 18-year-old brother was trapped.

A few feet away, a group of young men hiked down the rubble carrying a white body bag containing two bodies. Another group of men followed shortly after with another two-person body bag.
Along La Guaira’s waterfront, on every pile of debris or destroyed building, there were clusters of men, patiently sawing through rebar inside concrete, slowly chipping away at the mass of ruin.
They are digging on the lower floors of tall buildings tilted so steeply it looks like they could collapse at any second. Amid warnings of a potential sanitary crisis, people use their surgical masks to wipe away tears.
“The fear is completely gone,” said Gregorio Torres, 41, who wore a cast after breaking his arm digging through rubble where he said his wife and 15-year-old son were buried. “When you are looking for your family you have no fear.”
Balanced on debris often dangerously close to huge cranes combing through the wreckage, Venezuelans talked to each other constantly, describing the layout of apartments to provide clues on where to dig for bodies.
They discussed the final moments of a life before the earth began to shake. A play date, a soccer game on TV — each memory became a hint where to look.
In the seaside town of Catia La Mar, a meeting taking place the day of the quakes in a tall waterfront apartment
Through the fog brought on by long sleepless nights, some Venezuelans said they were convinced they could still hear their family members calling for them. Videos of miracle rescues circulating on social media became a reason to hope — and to criticize the heavy machinery shifting roughly through the rubble, potentially harming anyone left alive.
“We always go down there, we yell for them, we call them by name: ‘Are you there? Answer us.’ But so far, we haven’t had a response,” said Marry Alexander Escobar, 46. He said four family members were buried in an apartment building in La Guaira.
Even after a priest and a group of nuns prayed for the dead at building sites in La Guaira on Tuesday, some survivors held on to a mixture of hope and delusion.
“The mourning makes them hear things,” said Salatiel Slongo Kloss, a Brazilian firefighter who had come to help. His colleague, Jefferson Navarro, a firefighter from Paraguay, said that they were most likely hallucinations. “Starting from now it’s basically impossible to find survivors,” he said.
Emergency responders shared these grim conclusions in a whisper, however, not wanting to crush the hopes of waiting families.
Still, the dwindling rescue efforts were visible. Deninson Quijada, 39, a Venezuelan firefighter, said his bosses had ordered him to move on from rescues.
“It’s not worth it,” he said. “We can’t do anything anymore.”

A few officials signaled support for higher rates at Warsh’s first meeting
By COLBY SMITH
Afew officials at the Federal Reserve said they could have supported raising interest rates at their meeting in June to address resurgent inflation, according to minutes from the gathering released earlier this week.
The record of the meeting, which was Kevin Warsh’s first as chair, underscored the extent to which concerns about rising prices have come to dominate the central bank in the wake of the war with Iran. Officials also appeared on guard to fresh inflationary pressures stemming from booming demand tied to the build-out of artificial intelligence infrastructure.
Officials described inflation as “well above” the Fed’s 2% target, with several people stressing that price pressures had “become more broad based.” The minutes indicated overwhelming support for higher rates in the event that inflation does not decelerate, especially if the labor market remains stable.
“In such scenarios, almost all of these participants indicated that some policy firming would likely be warranted to return inflation to 2%,” the minutes said. If inflation retreated soon to that level, almost all the officials said it would probably justify a move by the Fed to hold rates steady or eventually lower them.
At June’s meeting, officials were essentially split down the middle about the need to raise rates, having overshot their inflation target for five years.
Those leaning toward higher rates worry that borrowing costs at the current range of 3.5% to 3.75% are not doing much to constrain economic activity and in turn keep a lid on inflation, which has surged to a three-year high after the war with Iran. Others make the case for the central bank to hold rates steady given their expectations that inflation will decelerate after the recent blip, although they emphasize that the outlook is highly uncertain.
According to the minutes, most officials said the risks to inflation were “still tilted to the upside,” adding that “elevated commodity prices and supply disruptions could persist longer than currently anticipated.”
On Wednesday, President Donald Trump indicated that a preliminary truce reached to end the war with Iran might be on the verge of collapse, igniting concerns

about a renewed energy shock that could further stoke inflationary pressures.
The minutes were only marginally pared down compared with those released under Warsh’s predecessors. That stood in contrast to the Fed’s decision last month to publish a much more abridged policy statement to accompany the central bank’s vote to keep rates steady for a fourth straight gathering.
June’s statement emphasized the central bank’s commitment to “deliver price stability,” but removed any guidance about what it might do next on rates to achieve that. It also provided a more abbreviated overview of the Fed’s assessment of the economic backdrop and did not include any indication of how policymakers viewed the risks to either inflation or the labor market.
The minutes indicated that these changes had broad-based support, with a number of officials describing the moment as an “opportune time to consider significant changes.” In particular, a majority of policymakers wanted the Fed to drop what had previously been described as an “easing bias,” which detailed until June conditions that would lead the central bank to consider further rate cuts.
Curtailing communications is a central pillar of Warsh’s efforts to change how the Fed operates. He has long opposed the
institution’s penchant for cuing up markets ahead of policy moves, including its provision of quarterly forecasts that capture how officials see rates evolving alongside growth, inflation and unemployment in the coming years.
Warsh’s opposition to so-called forward guidance extends beyond the immediate policy decisions the Fed makes. He has also demurred from offering details about the circumstances under which he would support moving rates up or down, and about how he weighs the risks to his outlook. In-

stead, he has stressed the importance of policymakers having a “family fight” as they deliberate each move.
Other officials have pushed back on the utility of providing explicit signals about the Fed’s plans for rates in light of the enormous uncertainty now plaguing the economy. But they have also underscored the importance of sharing insights with the public about their own thinking.
“If your reaction function is not well defined and markets don’t understand it, then you do need to talk,” Christopher Waller, a governor, said at an event on Monday. “It’s important to communicate your reaction function — be clear about what your objectives are and how you would respond to the data.”
To Waller, the risks to the economy have “completely flipped around,” he said, pointing to the fact that inflation had surged and the labor market had stabilized. “That changes how you might want to think about policy,” he added.
John Williams, president of the Federal Reserve Bank of New York, acknowledged that inflation was far too high for the central bank’s liking but he seemed less concerned about future risks given the recent decline in energy prices. Moreover, he stressed that the Fed was “well positioned” to handle any forthcoming shocks.
The Fed next meets at the end of the month. Investors do not expect the central bank to raise rates then, although the lack of direction from Warsh has kept open the possibility. Some argue that doing so would help fortify the chair’s pledge to get inflation back down to target and bolster his credibility.

Karla Claudia and the two-time champion Bravas of Cidra will look to stay alive against the Prodigiosas of Sabana Grande in Saturday’s Game 4 of the Women’s Premier Softball League Series B semifinals.
By THE STAR STAFF
The “Road to Glory” phase of the Women’s Premier Softball League (LPSF by its initials in Spanish) resumes on Saturday, with Juncos and Sabana Grande one win away from advancing to the 2026 Crown Series.
The Valencianas of Juncos and Prodigiosas of Sabana Grande lead their respective bestof-five semifinal series, 2-1.
In Series A, the runner-up Leonas of Ponce will host the Valencianas at Toño Feliciano Park in Ponce, starting at 7 p.m.
Meanwhile, Series B continues at Luis “Papa” Rivera Park in Cidra, where the twotime champion Bravas will fight to stay alive against the Prodigiosas, also at 7 p.m.
If necessary, the deciding fifth games will be played on Sunday starting at 4 p.m. Juncos would host at Felipe Díaz Park, while Sabana Grande would host the deciding game at Quintín Hernández Park.
This weekend, Article 11.14 of the competition regulations also comes into effect, re-
garding substitutions for players called up to the Senior Women’s National Team.
The rule allows players called up for National Team international commitments to be replaced by “guest players” at the same position -- in addition to those normally permitted by the regulations.
Each team may make one substitution for each player called up, up to a maximum of three.
Guest players may remain active for up to five days after the National Team commitment concludes.
After that period, the original player regains her spot on the active roster for the remainder of her team’s participation.
All “Road to Glory” games will be broadcast live on YouTube.

Juncos, Sabana Grande seek spots in LPSF Crown Series Heartbreak and anger in Egypt over a stinging World Cup loss to Argentina
By LYNSEY CHUTEL and RANIA KHALED
As Egypt’s players slumped in defeat after the final whistle in their World Cup match against Argentina earlier this week, their fans broke down in tears.
Egypt was ahead 2-0 with roughly 10 minutes left to play. But Argentina — winners of the last World Cup in 2022 — quickly scored three goals, the final one in stoppage time, to knock Egypt out of the tournament.
Egypt was always the underdog against Argentina, led by global superstar Lionel Messi. But fans dared to hope after an early goal in a drama-filled match that fueled conspiracy theories and allegations of biased refereeing.
“I am sad that we lost a dream we lived for 80 minutes,” Amr Hussien, an Egyptian who watched on Tuesday from a cafe in Cairo, said in an interview. “And sad that our journey
ended in this way.”
For many Egypt fans, their team had another opponent on the field: the French referee François Letexier. Players and fans accused him of being partial to Argentina, owing largely to a disallowed goal by Egypt’s star forward, Mostafa Ziko in the 58th minute after a video review.
“Life is unfair. The world is unfair. OK. But why isn’t there any fairness in sports?” Hossam Hassan, Egypt’s coach, said at a news conference after the game. “There seems to have been pressure on the Argentine side on the referee that has brought about this outcome.”
FIFA did not immediately respond to a request for comment.
For many fans, it was the latest example of corruption that has plagued FIFA, the world soccer body.
Khalid Telima, a 41-year-old communication manager in the Cairo suburb of Giza, said his family was in tears at the end of the game.
“There was clear discrimination against us, and clear corruption in front of everyone’s eyes,” he said.
When Gianni Infantino took over as FIFA president in 2016, part of his stated ambition was to reform the organization’s reputation for corruption.
Many fans said they believed the team was being punished for the country’s political support for Palestinians, including the Egyptian coach’s decision to wave the Palestinian flag after Egypt’s earlier victory against Australia.
“I knew that standing with Palestine means you will pay the price,” said Raya Ahmed, 37, who was already preparing to take her children out into Cairo’s streets to celebrate when Egypt lost control of the game.

“My son cried to himself to sleep,” she added. “The whole nation was sad yesterday.”
Inside a makeshift roadside cafe in the central Gaza town of Deir al-Balah, neighboring Egypt’s near victory brought a rare distraction in the aftermath of a devastating war between Israel and the Palestinian militant group Hamas.
Palestinian spectators in the cafe erupted when Egypt scored its second goal. The owner of the cafe tossed pieces of desserts into the air in celebration. One teenager ran into the middle of the cafe, waving an Egyptian flag as others clapped and embraced. Someone played a drum.
The euphoria did not last though. VAR — the video assistant referee widely used in soccer — determined a foul on the play that discounted the goal.
“Egypt and Palestine are deeply connected,” said Bassam Nabhan, a 33-year-old lawyer watching at the cafe. “We wanted this victory because we needed a moment of joy after everything we’ve been living through. Instead, we went home disappointed.”
Online, Egyptian fans amplified a complaint throughout the tournament, that Messi and the Argentine team have received special treatment from FIFA referees. That the defending champions’ path to victory was somehow fixed is one of the conspiracy theories that has followed the game.
Until now, a famous Egyptian comedian, Bassem Youssef said he had dismissed the theories and truly believed that Messi “is the greatest player ever.”
“Now I believe every conspiracy theory. You guys are making his job easier,” he said in a social media post, pointing to a clip of Messi on his television.
None of it detracted from the pride fans felt for the team that beat Australia to win a knockout game for the first time. For many in Africa, it was a sign of greater representation after FIFA increased the number of qualifying spots available to African
teams from five to 10.
The Confederation of African Football wrote on social media: “They made millions believe. They made Africa proud.”
Kgomotso Modise, a South African news creator who watched the game from Johannesburg, said her heart was bleeding for Egypt.
“At some point, we were all delusional enough to believe that an African country would knock Argentina out of the World Cup,” she said on social media.
Dubai’s ruler, Sheikh Mohammed bin Rashid al-Maktoum, said on social media, “We are proud of their Egyptian spirit, and we thank them — as the world thanks them — for such an entertaining and wonderful match.”
Seeing the outcry and celebration online helped Mona Atef, a 49-year-old Egyptian who lives in Dubai, process her anger over what felt like an unjust loss.
“Now I feel more proud than angry because we played and lost with honor,” she said.

People gather to watch the World Cup round of 16 soccer match between Egypt and Argentina in Gaza City, July 7, 2026. After watching Egypt lead for almost the entire match, a last-minute victory by Argentina has driven fans to tears and conspiracy theories. (Saher Alghorra/The New York Times)
Justin Bieber and Burna Boy join inaugural World Cup halftime show
By THE STAR STAFF
Justin Bieber and Burna Boy will perform at the inaugural halftime show for the World Cup final on July 19, FIFA and the show’s producer, Global Citizen, announced on Wednesday, joining an already crowded and eclectic lineup that includes Shakira, Madonna and BTS.
FIFA, the global governing body of soccer that every four years hosts the World Cup, hopes that by introducing a halftime musical performance at this year’s final it can replicate the broad cultural success of the Super Bowl. The World Cup final has long been a quadrennial spectacle. According to FIFA, more than 1 billion people viewed at least a part of the last final, in 2022. This year’s game is set to begin at 3 p.m. Eastern at MetLife Stadium in New Jersey.
The show’s artists were selected by Chris Martin, the lead singer of Coldplay, who in May announced Shakira, Madonna and BTS through a video that included characters from Sesame Street and the Muppets. Coldplay, conductor Gus-
tavo Dudamel and the PS 22 Chorus, an elementary school chorus from Staten Island, New York, will also appear in the show, Global Citizen said.
A standard halftime break at FIFA-regulated matches lasts 15 minutes. Despite the multiple acts that have now been announced, FIFA and Global Citizen, a nonprofit organization that stages large-scale concerts to spotlight issues like hunger and poverty, have said the halftime show will last 11 minutes.
The inclusion of Bieber, as a co-headliner, and Burna Boy, as an additional performer, means that R&B and Afrobeats will further expand the show’s constellation of pop, Latin and Korean music.
Burna Boy, a Grammy-winning Afrobeats artist from Nigeria, is featured on Shakira’s song “Dai Dai,” the official anthem for this year’s World Cup. The duo performed it at the tournament’s opening game last month in Mexico City. In 2023, Burna Boy was a headliner of the halftime show at the NBA All-Star Game.
