s part of its efforts to accelerate the integration of renewable energy and add additional generation sources to the electrical system, LUMA Energy announced on Thursday the interconnection process of more than 90 megawatts (MW) from the Ciro 1 solar project, developed by Ciro Energy Group (CEG) in Salinas. The collaboration, the private grid operator said, represents a key step in the working relationship between LUMA and private developers, who play an essential role in the island’s energy development. The construction of the substation, designed and developed by CEG, is an essential requirement for the integration of the project, which will be able to supply the energy needs of more than 75,000 customers in Puerto Rico. The Ciro 1 project includes 260,000 solar panels, battery storage systems, and state-of-the-art digital technology capable of withstanding winds of up to 175 miles per hour. In addition, the new substation for the solar project incorporates state-of-the-art digital technology, which allows for a more agile response to outages, improves system stability, and strengthens service reliability for customers, LUMA said in a press release. The grid operator said the achievement also marks the beginning of a broader collaboration with local and international companies dedicated to expanding renewable generation on the island, with LUMA acting as the integrator of the new generation sources in line with industry standards. The interconnection processes, led by LUMA, ensure the correct

integration of the electrical systems and prepare the grid to operate with greater resilience in the face of adverse weather conditions, the grid operator added. “This is just the beginning of a new era for our power grid: smarter, more resilient, and ready for the future,” said Pedro Meléndez, LUMA’s chief capital programs and grid transformation officer, who emphasized that diversification in generation will allow the system to operate more efficiently and sustainably. “The integration of these new renewable energy sources demonstrates what we can achieve when the public and private sectors work together.” In a second phase, the integration of two other renewable generation projects, developed by Clean Flexible Energy, is planned, which will add an additional 220 MW. Finally, in a third phase, the Ciro 2 and Guayama projects, also developed by Ciro Energy Group, will be integrated, thus completing the incorporation of the planned 420 MW.

Education Dept. launches parent portal for real-time academic monitoring By THE STAR STAFF

he island Education Department will begin implementing on Friday the Parent Portal, a digital platform designed to allow mothers, fathers and guardians to directly monitor the academic performance and attendance of students in the public school system. “We have invested, and the department has been investing, in technology for communication, for information gathering, and for data management,” said Education Secretary Eliezer Ramos Parés at a press conference. The official said the portal will allow parents to access grades, daily attendance and evaluations in real time, and receive direct notifications from the schools. “Starting tomorrow, the parent portal will be launched at the Department of Education so that parents can be more

connected with the school regarding grades and attendance in real time,” Ramos Parés said. The Education chief noted that school principals will provide parents with an individual code for each student, which will be used to initially access the system and then consolidate multiple profiles into a single account. “Those with three children won’t have to make three separate entries; once they log in and access their student’s profile, they will have them all consolidated in a single profile,” he said. Ramos Parés added that the initiative seeks to facilitate family involvement in school life, even when parents have demanding work schedules. “We know that many of our parents also work, but that doesn’t diminish their sense of responsibility to stay connected with the school,” he said.

Energy Bureau demands more details on LUMA’s revised EV plan By THE STAR STAFF

he Puerto Rico Energy Bureau (PREB) has ordered LUMA Energy to provide additional information on its revised Electric Vehicle Adoption Plan (PR-EVAP) for fiscal years 2026 through 2028, following a Nov. 3 filing that included the updated plan and a proposed reporting template. The PREB determined that the submission requires further clarification and supporting data. The request this week comes after a series of filings and resolutions dating back to January 2023, when the PREB first directed LUMA to finalize its Phase I EV Plan and launch an interim time-of-use (TOU) rate for electric vehicle charging. Since then, LUMA has submitted semi-annual reports, rate case filings, and motions detailing progress on EV adoption efforts, including the development of charging infrastructure and rate design. In its latest order, the PREB seeks detailed responses on multiple fronts. It is asking LUMA to explain how the revised plan will address the lack of private and public charging infrastructure and improve electrical system reliability. Regulators also want specifics on how the

The PREB further seeks explanations on how outreach efforts will differ from past initiatives and benefit low-income customers. he Solar and Energy Storage Association of Puerto Rico (SESA) thanked Gov. Jenniffer González Colón and legislators from all parties for approving House Joint Resolution 193 (HJR 193), a measure that the organization says protects consumers while promoting modern, reasonable regulatory practices aligned with Puerto Rico’s public energy policy. By signing HJR 193, SESA said, the governor halted the illegal $300 fee imposed on solar customers and prevented the charge from being added to the bills and rates of all electrical system subscribers -- not just those with solar systems. In essence, HJR 5-2026, approved in the House last Sept. 4 (41-0) and in the Senate on Nov. 13 (25-0), eliminates charges to customers in cases of photovoltaic systems with less than 25 kilowatts of capacity and orders the Puerto Rico Energy Bureau (PREB) to adopt modern standards when completing a new Interconnection Regulation. For this purpose, it is given one calendar year from the date of the measure’s signing. In these cases, any modifications or improvements that may be required will be corrected by the transmission and distribution system operator. According to data from LUMA Energy, there are some 185,861 installed photovoltaic systems in Puerto Rico (as of Sept. 30, 2025). About 4,000 of the systems are installed each month. In 2024, the figure was 3,000 per month, and in 2022, it was around 2,600. The House speaker and Parés were the first legislators to denounce the charge in 2023. Members of the New Progressive Party joined as co-authors of the resolution, as did the delegations from the Popular Democratic Party, the Puerto Rican Independence Party and the Dignity Project party. Commissioned by the Puerto Rican government in 2023, the study examined critical policy areas and offered recommendations to accelerate progress and build long-term resilience. The report highlights two overarching goals: speeding up reconstruction and leveraging recovery efforts to create a stronger, more vibrant society. While some sectors have returned to pre-disaster norms, systemic issues persist across energy, health care, education, public safety and emergency

preparedness. Puerto Rico’s electric power system remains in crisis, with poor performance undermining economic growth and residents’ well-being. Accelerating improvements in grid reliability is deemed essential to avoid funding shortfalls and stabilize the economy, the report issued in December notes. Other sectors, though operational, continue to struggle with long-standing deficiencies. Health care faces Medicare and Medicaid funding gaps and outdated electronic health records. Emergency preparedness and public safety suffer from staffing shortages and structural weaknesses. Meanwhile, the public education system is described as “in crisis,” plagued by poor student outcomes and an oversized, unreliable teaching workforce. RAND urges prioritization of energy sector reforms to

top state law enforcement official said Thursday that federal agencies were denying Minnesota investigators access to evidence from a fatal shooting by an immigration enforcement officer the day before, preventing them from participating in the inquiry into an incident that officials have described in starkly different terms. Drew Evans, superintendent of the Minnesota Bureau of Criminal Apprehension, said Thursday that his agency had withdrawn from the investigation of the death of Renee Nicole Good, 37, as a result. “Without complete access to the evidence, witnesses and information collected, we cannot meet the investigative standards that Minnesota law and the public demands,” Evans said in a statement. Homeland Security Secretary Kristi Noem said it was a matter of jurisdiction. “They have not been cut out,” Noem said at a news conference Thursday, in response to a reporter who asked about state investigators. “They don’t have any jurisdiction in this investigation.” Gov. Tim Walz said at a news conference that “Minnesota must be part of this investigation.” “I say that only because people in positions of power have already passed judgment,” Walz added. He said that some of the federal government’s statements regarding the circumstances of the shooting had been “verifiably false.” Cindy Burnham, a spokesperson for the FBI office in the Minneapolis area, declined to comment. The dispute was the latest development in an escalating clash between state and federal officials, which has been building for weeks over immigration enforcement operations and fraud investigations in Minnesota, and boiled over after the killing of Good in her vehicle. Federal officers deployed tear gas to disperse demonstrators at a federal building on the outskirts of Minneapolis early Thursday, as outrage grew in the city and elsewhere over Good’s killing. City and state officials described those accounts variously as “propaganda,” “garbage” and “bullshit,” with a video analysis showing that the woman’s vehicle appeared to be turning away from the officer as he opened fire. Pointing to the differing accounts, Minneapolis Mayor Jacob Frey said in an interview Thursday that it was “problematic to say the least” that the state was no longer part of the investigation. By late morning, more than 100 immigration agents remained on the scene in tactical gear, with many wearing gas masks or ski masks. The Whipple Building is home to offices for several federal agencies, including the local ICE headquarters. The building also houses an immigration court, which was closed Thursday. Public schools were also closed across the city and will remain so on Friday, because of “safety concerns related to today’s incidents around the city,” school officials said in a statement. In addition to the killing of Good, there were reports of an altercation Wednesday involving Border Patrol agents at Roosevelt High School, about 4 miles from the scene of the shooting. Minneapolis has been on edge for weeks, amid a surge of immigration enforcement work that many local and state leaders said was bound to stoke chaos. Walz put the blame squarely on Trump and Noem, asking them to pull back federal agents and declaring at a news conference: “You’ve done enough.” Nonetheless, more federal agents are on the way. According to documents obtained Thursday by The New York Times, the Trump administration was deploying more than 100 U.S. Customs and Border Protection officials to Minnesota from Chicago and New Orleans. The Department of Homeland Security plans to pause operations in Chicago to support the operation in Minnesota. Border Patrol officials also plan to send all nonlethal weapons housed in Chicago to Minnesota, according to the documents. The deployment of additional Border Patrol agents is expected to last through the weekend, with a planned return to their cities on Sunday. The Department of Homeland Security declined to comment on the plans. Tensions between federal and state officials have been exacerbated by a fraud scheme that siphoned money from social service programs in the Minneapolis area. The president has unleashed xenophobic tirades, and he has made repeated, derisive comments about members of Minnesota’s large Somali diaspora, whose members make up a majority of the fraud defendants. The shooting Wednesday happened on Portland Avenue, less than a mile away from the spot where George Floyd was killed by police in 2020, prompting angry protests and tearful vigils late into the night.

Venezuelan opposition leader will publish a book in the US By ALEXANDRA ALTER

aría Corina Machado, the Nobel laureate and Venezuelan opposition leader, is publishing a book in the United States that lays out her vision for Venezuela’s political future. The book, which is being released by Regnery, a conservative imprint at Skyhorse Publishing, was written before the U.S. military raid that captured Nicolás Maduro, the ousted Venezuelan president. Publication was initially planned for Feb. 3 but has been pushed back in order to add new material addressing the recent political upheaval, said Tony Lyons, publisher of Skyhorse. He added that the house is “rushing” to get the book printed and into bookstores as soon as possible, and perhaps as early as next month. Titled “The Freedom Manifesto,” the 120-page book covers Machado’s proposals for “a ‘new era’ for a Venezuela without its dictator Nicolás Maduro,” as well as “the new national project she envisions,” according to a description on Skyhorse’s website. The book also draws from separate interviews with Venezuelans who have suffered under Maduro’s regime. Machado argues that Venezuela’s gover-

She also calls for the return of emigrants who have fled the country and for members of Maduro’s government to be brought to justice for “crimes against humanity.” A former legislator and longtime political activist who was nicknamed the “Iron Lady” for her conservative politics and bullish opposition to the Maduro regime, Machado was awarded the Nobel Peace Prize last year for leading an electoral challenge against Maduro, who declared himself the winner and rejected the election results. Machado has been a vocal supporter of the U.S. military buildup against Venezuela and called for the U.S. to help overthrow Maduro. She dedicated her Nobel Prize to President Donald Trump “for his decisive support of our cause.” After Maduro’s capture, Machado posted a celebratory call to action on the social platform X. “Venezuelans, the hour of freedom has arrived,” she wrote. And in an interview on Fox

News on Monday, she praised Trump and offered to share her Nobel with him. In the aftermath of Maduro’s ouster, Machado has been excluded from the Trump administration’s plans. Speaking Saturday, Trump was dismissive of her ability to lead a political transition in Venezuela. “She doesn’t have the support within, or the respect within, the country,” he told reporters at a news conference at Mar-a-Lago. The Trump administration has instead thrown its support behind Delcy Rodríguez, who was Maduro’s vice president, and is now serving as the country’s acting president. Lyons said the book came together quickly after Machado was awarded the Nobel. It was assembled based on a two-hour interview with her, and expands on the four-page “freedom manifesto” she released in November, in which she called for an end to Maduro’s rule. Lyons said he hasn’t been in touch with Machado since the U.S. captured Maduro, but that he plans to ask her to write a postscript that “covers her vision under the current circumstances of what the future holds” for Venezuela. Skyhorse is planning a first printing of 50,000 paperback copies, and also plans to print 5,000 copies of a Spanish-language edition.

ctor Mickey Rourke turned down more than $100,000 in donations raised online after he was evicted from his home in Los Angeles for owing nearly $60,000 in overdue rent. Rourke, 73, said in a video posted to his Instagram account Monday that it was “humiliating” and “embarrassing” that the status of his finances and living arrangements had become internet fodder. “I would never ask strangers or fans or anybody for a nickel,” he said. Eric Goldie, the owner of the house in which Rourke was living, filed a complaint against the actor in late December in Superior Court of Los Angeles County asserting that Rourke owned $59,100 in overdue rent. Court documents showed that Rourke had been given three days to pay the balance or move out, and that the monthly rent on the house, a three-bedroom home in the Beverly Grove neighborhood of Los Angeles, had been

raised to $7,000 from $5,200. A representative for Goldie did not immediately respond to a request for comment Tuesday. Rourke, who is known for a string of movies in the 1980s, including “Body Heat,” “Diner” and “9 1/2 Weeks,” has had a notoriously rocky career. He has struggled with drug and alcohol abuse, but was nominated for the best actor Oscar in 2009 for his performance in “The Wrestler.” Last year, he was cast in “Celebrity Big Brother U.K.” but left the show early after having used offensive language. Rourke’s manager, Kimberly Hines, said in an interview Tuesday that the actor had been living in the Beverly Grove house for nearly a decade and that the new owner had purchased the property in 2024. She said Rourke had been paying the rent until about six months ago “when the conditions became really unbearable.” Rourke said in his social-media video that mice and rats had been in the house and that

“the floor is rotten, one bathtub there’s no water, in two different sinks there was no water.” Hines said the owner had declined her offer to pay two months’ rent to buy Rourke time. She said that Rourke had contacted her Saturday asking for assistance. The next day, Hines’ office set up a GoFundMe page, which has since raised more than $100,000. “He knew that we were seeking help for him, but I don’t think he understood that it would become such a huge situation,” Hines said, adding that her office had created the page “in the spirit of helping Mickey in a very desperate situation.” Hines confirmed that Rourke had declined the money raised on GoFundMe. Donations on the page have been paused. According to Hines, Rourke moved into a hotel in West Hollywood on Sunday. She added that he would move into an apartment in Los Angeles’ Koreatown neighborhood within the next couple of days.

A court hearing is scheduled for April. “I admire Mickey because he really is a man of principle, and he doesn’t take help or charity or assistance from anyone,” Hines said. “But at the same time, I feel like people love him and he’s in a moment of need.”

The data indicates that the country is almost completely offline. Iranian officials did not immediately respond to questions about the cause of the shutdown, but the government has previously enforced internet blackouts during moments of crisis. During the country’s 12-day war with Israel last June, Iran blocked access to the internet, saying that it was a necessary security measure to stop Israeli infiltration. That measure also cut off the flow of information to the rest of the world. Experts believe that pattern is repeating. NetBlocks said in posts on social media that the shutdown is likely to “severely limit coverage of events on the ground as protests spread.”

enezuela’s government announced the release of what it described as “an important number” of political prisoners, both Venezuelan and foreign national, on Thursday, the first ostensible gesture of change by the new administration since the ouster of President Nicolás Maduro. Jorge Rodríguez, the head of Venezuela’s National Assembly, did not specify how many people would be freed but said that the releases would take place “in the next few hours.” The decision was made as “a unilateral gesture to reinforce our unwavering decision to consolidate peace in the republic and peaceful coexistence among all, regardless of political, religious, economic, or social differences,” Rodríguez said. Prisoners’ rights groups estimate that between 800 and 900 political prisoners are incarcerated in Venezuela, and they say that most are charged with crimes such as incitement of hate, conspiring to overthrow the government or terrorism for simply exercising basic political rights. The announcement, a longtime demand of the opposition in Venezuela, offered a flicker of hope, even as interrogations and detentions on the streets have continued. Martha Tineo, co-founder of the nonprofit Justicia, Encuentro y Perdón, a Venezuelan human rights group,

told The New York Times that some of the first political prisoners to be released would be those held in El Helicoide — an infamous prison known for its torture of inmates that was originally built as a modern mall in the heart of Caracas, the nation’s capital. “This announcement, if fully implemented, could represent a necessary step on the road to restoring democracy and unrestricted respect for human rights,” Tineo’s organization said in a statement, calling for the release of every prisoner. For years, Venezuela’s crackdowns have been followed by limited reprieves, which have included prisoner releases — a cycle that has exhausted Venezuelans. It remains unclear whether Thursday’s announcement signals any real shift toward political opening in the country. Maduro jailed thousands of people who protested his unsubstantiated victory claim in the 2024 presidential election, and in recent months he had stepped up the arbitrary detentions amid escalating tensions with the United States. Buy Greenland? Take it? Why? An old pact already gives Trump a free hand. By JEFFREY GETTLEMAN, AMELIA NIERENBERG and MAYA TEKELI

resident Donald Trump has ridiculed Denmark’s dog sled teams in Greenland. He has cited mysterious Chinese and Russian ships prowling off the coast. He seems increasingly fixated on the idea that the United States should take over this gigantic icebound island, with one official saying the president wants to buy it and another suggesting that the United States could simply take it. Just a few days ago, Trump said: “We need Greenland from the standpoint of national security.” But the question is: Does the United States even need to buy Greenland — or do something more drastic — to accomplish all of Trump’s goals? Under a little-known Cold War agreement, the United States already enjoys sweeping military access in Greenland. The United States has one base in a very remote corner of the island. But the agreement allows it to “construct, install, maintain and operate” military bases across Greenland, “house personnel” and “control landings, takeoffs, anchorages, moorings, movements, and operation of ships, aircraft and waterborne craft.” It was signed in 1951 by the United States and Denmark, which colonized Greenland more than 300 years ago and still controls some of its affairs. “The U.S. has such a free hand in Greenland that it can pretty much do what it wants,” said Mikkel Runge Olesen, a researcher at the Danish Institute for International Studies in Copenhagen.

Greenlanders now have the right to hold a referendum on independence, and Danish officials have said it’s up to the island’s 57,000 inhabitants to decide their future. A poll last year found 85% of residents opposed the idea of a U.S. takeover. Greenland’s prime minister, Jens-Frederik Nielsen, has repeatedly scoffed at the idea of being bought, saying this past week, “Our country is not for sale.” The relatively short, straightforward defense agreement between the United States and Denmark was updated in 2004 to include Greenland’s semiautonomous government, giving it a say in how U.S. military operations might affect the local population. The roots of the agreement go back to a partnership forged during World War II. After U.S. special forces captured Nicolás Maduro, the president of Venezuela, from a safe house last week, Trump seemed emboldened. Stephen Miller, a top aide, then claimed that Greenland should belong to the United States and that “nobody’s going to fight the United States” over it. Danish and Greenlandic anxiety skyrocketed. On Tuesday night, Danish and Greenlandic leaders asked to meet with Rubio, according to Greenland’s foreign minister. It’s not clear if or when that might happen. Tensions between Trump and Denmark’s prime minister, Mette Frede-

riksen, have been steadily rising, as Trump pushes to “get” Greenland, as he puts it, while Frederiksen refuses to kowtow to him. Just a few days ago, Frederiksen cited the 1951 agreement, saying, “We already have a defense agreement between the kingdom and the United States today, which gives the United States wide access to Greenland.” She urged the United States “to stop the threats” and said a U.S. attack on Greenland would mean the end of the international world order. European leaders issued their own statement Tuesday, also citing the 1951 agreement and saying, “Greenland belongs to its people.” Analysts said that if the United States tried to use the defense pact as a fig leaf to send in a lot of troops and try to occupy Greenland, that wouldn’t be legal either. According to the 2004 amendment, the United States is supposed to consult with Denmark and Greenland before it makes “any significant changes” in its military operations on the island. The 2004 amendment, which was signed by Gen. Colin Powell, who was then the secretary of state, explicitly recognizes Greenland as “an equal part of the kingdom of Denmark.” Peter Ernstved Rasmussen, a Danish defense analyst, said that in practice, if U.S. forces made reasonable requests, “the U.S. would always get a yes.” “It is a courtesy formula,” he said. “If the U.S. wanted to act without asking, it could simply inform Denmark that it is building a base, an airfield or a port.” That’s what infuriates longtime Danish political experts. If Trump wanted to beef up Greenland’s security right now, he could. But there has been no such official U.S. request, said Jens Adser Sorensen, a former senior official in Denmark’s parliament. “Why don’t you use the mechanism of the defense agreement if you’re so worried about the security situation?” he said, adding, “The framework is there. It’s in place.” But Greenland’s strategic location is not the only thing that has attracted Trump’s inner circle. The enormous island has another draw: critical minerals, loads of them, buried under the ice. Here, too, analysts say, the United States doesn’t need to take over the island to get them. Greenlanders have said they are open to doing business — with just about anyone.

Oil firms say Venezuela owes them billions over earlier investments By IVAN PENN

estern oil companies have been fighting to recoup tens of billions of dollars that they say Venezuela owes them — debts that could play a prominent role in efforts by President Donald Trump to compel U.S. businesses to produce more oil in the country. Exxon Mobil and ConocoPhillips top the list of oil companies with big financial claims against Venezuela, whose president, Nicolás Maduro, was captured by U.S. forces over the weekend in Caracas. American and European oil companies once had significant operations in Venezuela, ranked as having the world’s largest proven oil reserves. But most Western energy businesses abandoned the country after disputes with its leftist government, and since then corruption, mismanagement and neglect have greatly eroded oil production. The foreign oil companies have been fighting for two decades to be compensated for being forced out of the country under Maduro’s predecessor, Hugo Chávez. Oil executives and experts have said that until those debts are resolved these companies will be very reluctant to invest more in the country — something Trump has made one of his key aims for reviving Venezuela’s economy. In the mid-2000s, the Chávez government demanded that oil companies accept a smaller stake in Venezuelan projects without compensation. Most foreign companies left the country rather than accept the new terms. Trump on Saturday said he would defend the interests of U.S. oil companies, including their claims against Venezuela. “We built Venezuela’s oil industry with American talent, drive and skill, and the socialist regime stole it from us during those previous administrations, and they stole it through force,” he said. He added that the United States would “never allow foreign powers to rob our people.” ConocoPhillips’ claims against Venezuela add up to $12 billion, while Exxon Mobil, the largest U.S. oil company, has said the country owes it an estimated $20 billion.

That gambit has put it in a potential position to reap a significant reward as the Trump administration presses the country to accept greater U.S. investment. Exxon Mobil, ConocoPhillips and other companies have spent years trying to make Venezuela pay through international arbitration and cases in U.S. courts. “It’s a stigmatizing action against a country,” said Shon Hiatt, director of the Zage Business of Energy Initiative at the Marshall School of Business at the University of Southern California. “It’s basically telling everybody that they’re never going back in to the country.” European energy companies, including Italy’s Eni, France’s TotalEnergies and Spain’s Repsol, also invested billions of dollars in Venezuela, though their operations were much smaller than those of Exxon Mobil and ConocoPhillips, said Hiatt, who has long tracked the oil industry in Venezuela. While oil companies have categorized those debts as unlikely to be repaid, they are highly unlikely to give up on their claims.

ConocoPhillips may end up recouping some of its losses as part of a U.S. Bankruptcy Court’s auction of Citgo, an American subsidiary of Venezuela’s state-owned oil company, Petróleos de Venezuela. ConocoPhillips declined to comment beyond what it has said in regulatory filings. The company had substantial investments in oil projects in central and eastern Venezuela as well as off the country’s coast. International arbitration bodies have repeatedly ruled in Conoco’s favor, but turning those decisions into cash has been very difficult. Exxon Mobil has said in regulatory filings that it collected awards of $908 million related to its investment in the Cerro Negro Project in eastern Venezu-

ela and $260 million in compensation related to the La Ceiba Project on a port in the nation’s central region. But another $1.4 billion arbitration award was annulled in the International Center for Settlement of Investment Disputes. Exxon filed a new claim to restore the award, but that and the large majority of Exxon’s claims have gone unpaid. Exxon Mobil did not respond to requests for comment. Venezuela has contested many foreign oil company claims, and said it owes much less or nothing at all. U.S. and European oil companies have been speaking with the Trump administration about their next steps in Venezuela. But new investments pose significant challenges because of the political instability created by Maduro’s capture. Trump administration officials said Wednesday that the U.S. government would take control of sales of Venezuelan oil indefinitely under a deal being negotiated with the country. Money from those sales will be used to “stabilize the economy in Venezuela,” U.S. Energy Secretary Chris Wright told C-SPAN. Only later would the revenue be used to compensate U.S. oil companies for their claims against Venezuela, he said. But investors remain wary. So far this week, shares of Exxon Mobil and Chevron have fallen more than 5%, while ConocoPhillips’s stock price has slipped more than 7%. Even before the Trump administration seized Maduro, the cost of restoring Venezuela’s oil production would have been substantial. The Inter-American Development Bank, the primary source of development financing in South America and the Caribbean, estimated in 2020 that it would cost $10 billion a year over a decade to restore Venezuela’s oil production.

Killer whales find an ‘unlikely friend’ in dolphins By ALEXA ROBLES-GIL

n the waters off British Columbia, an unusual partnership unfolds. Resident killer whales trail Pacific white-sided dolphins to hunt Chinook salmon, and may even share fish scraps with them, a new study finds. From a boat, the interaction between the orcas and dolphins looks like organized chaos, the study authors said. But underwater, an opportunistic alliance gives orcas access to prey that would otherwise be less accessible. “Sometimes you can have an unlikely friend that helps guide you to a buffet or takes you to an underground speakeasy,” said Sarah Fortune, a marine ecologist at Dalhousie University and lead author of the study. Pacific white-sided dolphins, a playful species with distinctive white coloration, are often seen alongside a population of fish-eating orcas in coastal Pacific Northwest waters. The orcas appear to tolerate the dolphins, showing no evasive or aggressive behavior. Previously, scientists thought that the dolphins mobbed orcas or stole their prey. But the new study, published last month in the journal Scientific Reports, may be the first to document cooperative foraging between the species — showing that dolphins earn their share. Both species invest time and energy in this foraging activity, Fortune said. The findings dispel the idea that dolphins are “stealing bits of fish” from the killer whales and getting a “free lunch,” she added. To study the interaction, Fortune and her colleagues attached tags with suction cups to resident killer whales off Vancouver Island in British Columbia. Each tag was equipped with a camera and acoustic recorder, capturing underwater video and vocalizations. Drones filmed from above. The combination of underwater and aerial footage provided a fuller picture of the dynamics between the two marine mammals. As the orcas trailed behind the dolphins, the recordings documented every instance when a dolphin was near a killer whale, the echolocation clicks, whether the killer whale was locating the fish and whether dolphins were present when tagged whales ate at the surface. Scientists identified 25 occasions when

orcas trailed dolphins on foraging hunts. When the dolphins dove, the killer whales did, too. At greater depths, where the whales often catch salmon, the dolphins swam alongside, producing echolocation clicks and homing in on fish targets, perhaps acting as scouts for the orcas. The study documents eight occasions when orcas ate and shared Chinook salmon with other orcas; dolphins were present for four of them, in one instance scavenging fish scraps. From the acoustic data, scientists found that both species alternated periods where they echolocated. “We hypothesize that it could be that they’re eavesdropping on each other,” Fortune said. If the dolphin is echolocating, then the killer whale could potentially hear that return echo and map out where that fish target is, and vice versa, she added. “It’s some really cool, impressive data collection,” said Michael Weiss, research director for the Center for Whale Research in Washington state who was not involved in the study. “There’s certainly an interaction happening, and there’s probably benefits to one or both of them,” he added, but more data were needed to confirm that they were indeed cooperating. Erin Ashe, a marine conservation scientist at the nonprofit Oceans Initiative who was not involved with the new research, noted that studies like this one demonstrate how some animals, including dolphins, inhabit complex ecosystems in which they hunt, move, prey and evade predation. In contrast to the resident orcas that eat fish, a transient population known as Bigg’s killer whales hunt marine mammals, including sea lions, porpoises and dolphins. Both populations swim the same waters but avoid each other. “It could be that the dolphins are having some sort of refuge with the fish-eating killer whales,” Ashe said. “The refuge might allow dolphins to get close to killer whales that don’t pose a threat. They can sort of size up their predator on some level.”

It’s a great way to pause and reset your body and mind, said Elena Cheung, a yoga instructor and yoga teacher trainer in Seattle. Yoga can also help offset the effects of prolonged sitting, said Christiane Brems, a clinical professor of psychiatry and behavioral sciences at Stanford University and a registered yoga teacher. Yoga generally takes your body through a wide range of motion, which can relieve tension in your neck, shoulders and hips. The combination of movement and breathing in yoga also strengthens the mindbody connection. This greater awareness of your physical sensations and passing thoughts can help bring you a calm focus, which can help you perform better when you return to your to-do list, Cheung said. Some research also suggests that yoga can help reduce stress. Even 10 minutes of yoga can be enough to unwind and prepare yourself for the rest of the day. “Don’t think of it as a workout or trying to become more flexible,” Cheung said. “The point is to get movement in.” Before you begin, Brems suggests, sit and take a few minutes to reflect on your day so far, noting how you feel. This can help you determine what your body needs from this short session and how vigorously — or not — you want to move. Gently sway from side to side before settling into stillness. Let your head hang heavy, dropping toward the mat. Take five to seven breaths. Low lunge with a side bend Kneel on your mat. Step your right foot forward, stacking your knee over your ankle and your head and torso over your pelvis. Place your right hand on a block on the outside of your right hip. Lift your left arm up toward the ceiling. Keep your chest facing forward as you bend to the right, lengthening through the left side of your body. Hold for five to seven breaths and then switch sides. You can deepen the stretch by placing your hand on the ground instead of on a block.

Gently pull your leg toward your chest while keeping your pelvis grounded on the floor. Hold for five to seven breaths. Repeat on the other side. Supine twist Lie on your back and stack your knees over your hips in a reverse tabletop position. Allow your bent legs to fall over to the right. Extend your arms out to the side in a T shape. You can take your gaze wherever is comfortable — toward your right fingers, up to the ceiling or toward your left fingers. Hold for five to 10 breaths. Switch sides.

What would she do? What would we do? I tried to do the right things, but there are other measures a family can take before and during a trip to help keep children safe. Here are a few. he Cafeteros of Yauco came from behind and, in a thrilling fifth set, defeated the Plataneros of Corozal on Wednesday night to take a 3-2 lead in their best-offive semifinal series of the Men’s Superior Volleyball League (LVSM by its initials in Spanish). With the victory, Yauco is just one step away from advancing to the final series. The scores were: 18-25, 25-20, 23-25, 25-20 and 1513. With the match tied at two sets apiece, the deciding set began with an explosive start from the Cafeteros, who took a 3-0 lead thanks to three consecutive points from Colombian Juan Felipe Castañeda.
