ov. Jenniffer González Colón signed Executive Order 2026-003 on Thursday, officially approving the first comprehensive revision of the Cidra municipality’s Land Use Plan in 26 years. The instrument will allow for updating land use and guiding the municipality’s development. “With this update, the mayor of Cidra will be able to execute development plans for his municipality in a planned and sustainable manner, with updated information that is aligned with the needs of the citizens,” González Colón said in a written statement. The governor said the updated plan will attract investment, strengthen local infrastructure, and promote responsible growth for the benefit of the municipality’s communities. The Cidra Land Use Plan was originally adopted in 2000 and underwent a comprehensive review during 2025 through a collaborative agreement between the municipality and the Puerto Rico Planning Board, in order to address current conditions, environmental challenges, and urban growth patterns. As part of the process, the Municipality of Cidra held public hearings where drafts of the Memorandum, the Progress Report, the proposed Minor Modification to the Puerto Rico Land Use Plan, and the Final Plan, with their respective maps and supporting documents, were presented. The plan also incorporates measures for the protection of natural areas, water resources and ecosystems in the municipality, including forested areas, cave systems and critical areas for the conservation of the Puerto Rican plain pigeon, as well as strategies to mitigate flood and landslide risks. Planning Board Chairman Héctor Morales Martínez said the review incorporates a vision focused on sustainability, resilience and the quality of life of Cidra residents, while Mayor Delvis Pagán Clavijo emphasized that the plan will facilitate responsible economic development and the protection of the municipality’s natural resources.

Ports Authority clarifies that all federal allocations to airports that generate revenue must be invested in that facility By THE STAR STAFF

very airport in the United States, including Mercedita International Airport in the municipality of Ponce, that receives federal funds and generates revenue as a result of those allocations, must reinvest the funds to cover operational costs, structural improvements, and maintenance at that facility. That fact of regulation was confirmed by Puerto Rico Ports Authority Executive Director Norberto Negrón earlier this week. “Every airport under the administration of the Ports Authority that receives a grant from the Federal Aviation Administration (FAA) is required, by federal regulation, to use the revenue generated by these allocations exclusively for improvements, maintenance, and operation of that facility,” the official said in a press release on Wednesday. “No, I repeat, they cannot be used for any other purpose.” According to Title 49, sections 47107 (b) and 47133 of the United States Code, all income generated by federal grants, whether

through the FAA or another entity such as the Department of Defense, can only be used for the operation and maintenance of the airport, capital improvements and noise mitigation measures within the premises, among other things. It is not permitted to use the income for general expenses, economic development unrelated to aviation at the airport, public projects unrelated to the facility, among others. On Tuesday, Rep. Angel Fourquet Cordero filed House Joint Resolution 263, which orders the Ports Authority to use the income received as a result of the recent lease agreement formalized with the United States government, through its military components, for the use of areas or facilities at Mercedita, for maintenance needs at that airport, among other things. “We recognize Representative Fourquet’s intention to support the efforts being made by Governor Jenniffer González’s administration, in conjunction with the Ports Authority, to improve the infrastructure at Ponce’s Mercedita Airport; however, federal regulations are extremely clear on these matters,” Negrón added.

House to investigate Puerto Rico’s energy capacity for AI By THE STAR STAFF

ep. José Aponte Hernández has joined Rep. Ángel Morey Noble to spearhead an investigation into Puerto Rico’s power generation capacity and the measures being taken to address soaring electricity demand driven by artificial intelligence (AI) technologies. “Since 2021, we have worked on the issue of AI algorithms, their potential, and the challenges associated with their use. By 2025, the AI industry generated over $173.56 billion in economic activity in the United States. In fact, 14.1% of the nation’s Gross National Product ($254.4 billion) for the last quarter of 2025 is closely tied to AI products,” Aponte said Thursday. “Alongside this historic surge in AI adoption, electricity consumption has increased to levels never seen before with any technological innovation. Our goal is to evaluate whether we have the generation capacity to meet the demand that is already on the horizon.” According to U.S. Department of Energy data, electricity consumption by AI platforms, such as data centers, surpassed 183 terawatt-hours in 2024, representing 4.4% of total U.S.

Aponte signed on as co-author of the measure earlier Thursday. AI technologies -- particularly large language models, or LLMs -- require massive computing resources. Training those models involves thousands of graphics processing units, or GPUs, running continuously for months, consuming enormous amounts of electricity. Experts warn that by 2030-2035, data centers could account for 20.4% of global electricity consumption, an unprecedented figure that would place immense pressure on power grids worldwide. Several U.S. states, includingVirginia, Oregon, Washington and California, are already assessing their electrical systems to identify strategies for reducing energy use by AI computing clusters. California, for example, is exploring ways to maximize transmission and distribution networks and prioritize generation infrastructure in high-demand areas.

he Mayagüez Campus of the University of Puerto Rico (RUM by its acronym in Spanish) hosted the second edition of the UPR-Notre Dame Winter School for Artificial Intelligence, an academic gathering that brought together professors and students from several university campuses to foster collaboration in the field of artificial intelligence (AI). “This second edition, organized between the two universities, aims to attract individuals interested in learning and developing technical skills in artificial intelligence to apply them to research projects,” said Ubaldo Córdova Figueroa, a professor in the Department of Chemical Engineering at

RUM, in a written statement. “These connections are important for fostering collaboration and interdisciplinary work.” The meeting included participation from the Río Piedras, Bayamón and Carolina campuses of the University of Puerto Rico (UPR), as well as the University of Notre Dame, with an educational agenda focused on how AI is transforming scientific and engineering research. Brett Savoie, professor of chemical and biomolecular engineering at Notre Dame, highlighted the academic exchange between the two institutions and the value of the responsible use of AI technology. “These have been three days of intense learning in which we have recognized the research being conducted at the University of Puerto Rico and exchanged recent advances

in artificial intelligence,” Savoie said. UPR President Zayira Jordán Conde noted that AI represents a strategic tool for research and the island’s economic development, emphasizing the importance of preparing students and faculty for a knowledge- and technology-based economy. RUM Chancellor Agustín Rullán Toro said the institution promotes the development of cutting-edge applications and knowledge through collaboration between faculty and students, and stressed the pride taken in hosting scientists and experts on the subject. Mayors group endorses proposal for towns to repair streetlights By THE STAR STAFF

group of mayors led by Jorge Morales (Cabo Rojo), María Vega (Vega Alta), José “Junito” Corcino (Vieques), Edilberto Romero (Culebra) and Orlando Ortiz (Naranjito) endorsed on Thursday the proposal that municipalities be allowed to assist in the repair and replacement of streetlights within their jurisdictions. The initiative comes from the Speaker of the House of Representatives Carlos “Johnny” Méndez Nunez and House Government Committee Chairman Víctor Parés Otero.

“We believe that this is a very good alternative that should be evaluated and implemented,” Morales said. Corcino added his firm support for the proposal. “Municipalities know firsthand where these streetlights are located and when they break down,” the Vieques mayor said. “That’s why we believe we can contribute not only to their repair but also to the maintenance needed for their continued operation.” On Dec. 31, the Puerto Rico Energy Bureau (PREB) ordered “one of our consultants to conduct, in the first instance, the required legal study and, if necessary, the corresponding technical study.”

On Dec. 21, the House speaker and the San Juan District 4 legislator sent a communique to the PREB requesting that it study the feasibility of allowing towns to participate in the streetlight repairs. According to data from the Federal Emergency Management Agency, 70% (363,311) of the island’s 519,015 streetlight poles were damaged by hurricanes Irma and Maria in September 2017. Grid operator LUMA Energy has been allocated some $3,866,875.00 for streetlight repair work in its operational budget for fiscal year 2025-2026, a sum that is slated to increase to over $11.9 million for the next fiscal year.

Homelessness count to tally citizens from mainland US By THE STAR STAFF

omelessness trends, including citizens moving from the United States without resources, to homeless youth and older adults who are left on the street, will be priorities in the count of homeless people that the Continuum of Care (CoC PR-502) will carry out Jan. 28-29, supported by nonprofits and the Family and Agriculture departments, in the northern region of Puerto Rico. “The purpose of this new count is to identify new trends in homelessness in order to explore how we improve our service responses,” CoC PR-502 President Belinda Hill said. “We know that one of the every 10 calls we receive for services are from homeless people who come from the United States to ask for help thinking, mistakenly, that in Puerto Rico it is easier to find a place in a home. Likewise, [from experience] we understand that it is difficult to count homeless youth, so for two years we have had a coordinated system of young people to help in that task. Older adults who are left on the street due to evictions or economic problems are another group that we want to assess [to determine] if it has increased in Puerto Rico.” The count will be conducted in the streets of 24 municipalities in northern Puerto Rico, including San Juan, which

CoC PR-502 Executive Director Liz Mónica Lamboy noted that “the requirement of the count is part of a federal regulation to be able to apply for funds from the federal government for homeless housing services.” “The results of the count are used by Congress for the allocation of funds for the different homelessness organizations,” she said. “The current administration of President Donald Trump has shifted some of the priorities to address homeless people and one of the questions to ask as part of the interviews that are done in the count is if people are accessing mental health and substance abuse treatment services.” Although the federal requirement is to conduct a homeless count every two years, CoC PR-502 decided to do it annually in the island’s northern region. In last year’s count, carried out in accordance with U.S. Department of Housing and Urban Development guidelines, the U.S. Department of Homeland Security identified 1,031 homeless people, of whom 40.7% were experiencing situations of chronic homelessness and 75.9% reported some condition of vulnerability, such as problematic substance use, mental health issues or physical impairments.

Aguas Buenas promotes initiatives to benefit veterans By THE STAR STAFF

o facilitate access to essential services, guidance and comprehensive support, the Municipality of Aguas Buenas continues to strengthen its support for the veteran community of Aguas Buenas and all of Puerto Rico through the Veterans Advisory and Support Center, an initiative that opened its doors last November and has already positively impacted more than 40 veterans. “This is a genuine commitment to our veterans in Aguas

Buenas and throughout the island,” Mayor Karina Nieves Serrano said. “Beyond providing services, it’s about supporting them, guiding them, and ensuring they can access the resources they are entitled to.” Some 65,000 veterans reside in Puerto Rico, representing about 2.4% of the adult population. The mayor added that the center offers guidance, counseling, and support services on health-related issues, as part of a collaborative effort with the Office of the Veterans Advocate and the San Juan VA Medical Center. It also provides legal support

to advise veterans on their rights, particularly in priority areas such as health, education, services at the Veterans Hospital and support for their families. The center, which offers services on Tuesdays, Wednesdays and Thursdays from 8 a.m. to noon, also assists veterans in applying for and processing state and federal benefits, including pensions, medical care services, socio-educational workshops, and other direct services designed to improve their quality of life. The center is located in the former Plaza Agrícola on Padre Quiñones Street in the town center.

Island economy added 7,000 jobs in November from year ago By THE STAR STAFF

Jenniffer González Colón and Economic Development and Commerce (DDEC by its acronym in Spanish) Secretary Sebastián Negrón Reichard announced that nonfarm payroll employment in Puerto Rico reached 965,900 jobs in November 2025, marking an increase of 7,000 jobs compared to November 2024, according to the latest data from the U.S. Bureau of Labor Statistics. Seasonally adjusted figures from the Establishment Survey show that Puerto Rico achieved a historic milestone with 767,400 private-sector jobs, the highest level ever recorded

on the island. Several key industries also posted record numbers: Trade, Transportation and Utilities reported 192,900 jobs, Leisure and Hospitality (Tourism) 102,300 jobs, and Education and Health Services 129,300 jobs. “These data confirm that our economy is generating jobs in a sustained and continuous manner, particularly in strategic sectors that directly impact economic activity and the quality of life for our families,” the governor said. “We remain focused on strengthening an investment and development climate that supports job creation and expands opportunities across the island.”

The DDEC secretary highlighted that year-over-year job growth was driven by high-performing sectors. “In November 2025, leisure and hospitality and education and health services led job creation, with increases of 4,000 jobs (4.1%) and 3,500 jobs (2.8%), respectively,” Negrón Reichard said. “Trade, transportation, and utilities added 2,000 jobs (1.0%), while construction grew by 1,200 jobs (3.1%), reflecting a diversified and expanding economy.” Additionally, the Household Survey reported a seasonally adjusted labor force of 1.239 million people in November 2025. Total employment reached 1.169 million, while unemployment remained historically low at around 5.7%.

Republicans block effort to check Trump’s power in Venezuela By ROBERT JIMISON and MEGAN MINEIRO

he Senate earlier this week blocked a resolution that sought to force President Donald Trump to seek congressional approval for any U.S. military action related to Venezuela. Republican leaders were able to garner enough support for their procedural maneuver to kill the resolution after Sens. Josh Hawley of Missouri and Todd Young of Indiana flipped their position and joined the effort to stop it from coming up for a vote. The shift brought about a 50-50 tie, which was broken late Wednesday in favor of Republican leadership by Vice President JD Vance, in his role as president of the Senate. Hawley and Young were part of a group of five Republicans who last week joined all Democrats in supporting the measure aiming to curb the president’s war powers. The move prompted backlash from Trump. In a social media post, he condemned the Republican senators’ “stupidity” and said they should lose their seats in Congress. White House officials and GOP leaders had been pressing the five defectors to change their votes. The effort to derail the measure began almost immediately after last week’s vote and centered on arguments that U.S. forces were no longer operating in Venezuela and that the mission was complete. Administration officials and Republican leaders have sought to portray the military action as a discrete one rather than a protracted open-ended engagement, downplaying concerns raised by lawmakers about what could come next. On Tuesday, Sen. James Risch, R-Idaho, the chair of the Foreign Relations Committee, asked the White House in a letter to confirm that Operation Absolute Resolve had ended and that “U.S. military personnel are no longer involved in hostilities in Venezuela.” In a response sent Wednesday morning, Secretary of State Marco Rubio emphasized the limited scope of the operation and assured Risch that “there are currently no U.S. armed forces in Venezuela.” He also said that any future military actions that placed U.S. forces into hostilities would be undertaken “consistent with the Constitution” and that Congress would be notified in accordance with the War Powers Resolution. Such notifications from the Trump administration have come only after military operations have been carried out, including the dozens of strikes on vessels in the Caribbean Sea and Pacific Ocean and the operation to capture

Hawley said that assurances from Rubio in the letter, and in phone calls from the secretary and Trump, had convinced him that the resolution was no longer needed. Similarly, Young said that after multiple conversations with Trump administration officials, he had secured “fairly extensive personal assurances related to our future intentions in Venezuela.” He also said that Rubio had agreed to appear before the Senate Foreign Relations Committee next month for the first public hearing on the military campaign, which began with strikes on boats in the Caribbean and culminated with the capture of Maduro. The resolution, led by Sens. Tim Kaine of Virginia, Adam Schiff of California and Chuck Schumer of New York, the minority leader, all Democrats, together with Sen. Rand Paul, R-Ky., would have directed “the removal of United States armed forces from hostilities within or againstVenezuela that have not been authorized by Congress.” Its defeat follows two other unsuccessful attempts to reassert congressional authority on matters of war last year in the Senate. Paul, the sole Republican to cosponsor the resolution, said that he too had spoken with Trump but was unmoved. He criticized party leaders for “playing games” and accused the administration of misleading lawmakers. “Oh, it’s a drug bust. Oh, we’re going for drugs. Oh, it’s not really drugs, now it’s oil,” he said. “So see, the bait and switch has already

happened.” Last week, Hawley said that efforts to reassure senators in classified briefings that Trump did not plan to put U.S. boots on the ground did not sway him. “He thinks that’s unlikely, which is great — that’s terrific,” Hawley said at the time. “But what I had to vote on today was: Does Congress need to authorize future in-country military operations? And I think we probably will need to under Article One.” Now, he said that recent assurances from Rubio to “follow the relevant statutes in the Constitution” and not place U.S. ground troops in Venezuela without consulting Congress were enough.

“Nobody knows what will happen,” Hawley said Wednesday morning, “and that is why the commitment today from him to follow the relevant statutes, the notification procedures and to come back to Congress, I think, is really significant.” The resolution was defeated with a procedural motion that challenged the resolution’s relevance by arguing that because U.S. troops are not currently in Venezuela, the issue is not germane. “It’s pretty clear, in my view at least, that there are no hostilities that exist today, which, as I’ve suggested before, means that it shouldn’t be accorded privilege on the floor,” Sen. John Thune of South Dakota, the majority leader, said Wednesday morning. The procedural move, a sleight of hand to cut off debate and avoid the possibility of an embarrassing defeat for Trump, provided the Republican defectors an off-ramp without fully appearing to abandon their objections. Sens. Susan Collins of Maine and Lisa Murkowski of Alaska, along with Paul, were the only Republican defectors who affirmed their positions on Wednesday. Democrats argued that the U.S. military remained involved, and they insisted that congressional oversight was required. “There are U.S. military seizing Venezuelan oil every day. There’s U.S. military striking Venezuelans on boats in the water every day. We’re not occupying their country without the military,” Kaine said. “We just went in and deposed their government. We are controlling who governs the country. We are controlling when Venezuelans are entitled to have elections again. We’re controlling their chief economic asset. That’s all being done by the U.S. military.”

Tim Walz of Minnesota sought to calm quickly escalating tensions in his state Thursday, asking protesters to demonstrate peacefully and pleading with President Donald Trump to back off his threat to deploy the U.S. military to Minneapolis. The White House, meanwhile, accused Walz and other local leaders of encouraging violence. On Wednesday evening, another shooting by a federal agent — the second there in a week — touched off more clashes between protesters and law enforcement officers in Minneapolis. In response, the president said he would consider invoking the Insurrection Act, which allows him to use the military to quash an insurrection or invasion. Walz implored him to “turn the temperature down” and “stop this campaign of retribution.” The Wednesday shooting and the threats from the White House rattled a city already seething after a federal agent killed a woman there last week. In the days since, the administration has doubled down on aggressive tactics that local officials say are meant to spread fear and provoke backlash. ep. Nydia M. Velázquez (D-N.Y.) has a word of warning for Zohran Mamdani, the New York City mayor she just helped to elect: Back off city politics. Tension has quietly been growing between the two Democratic allies for weeks over who should succeed Velázquez in Congress as she retires after 32 years representing parts of Brooklyn and Queens. But Velázquez pushed it into the open Thursday in an interview with The New York Times, when she formally endorsed Antonio Reynoso, the progressive Brooklyn borough president, as her successor, and cautioned the new mayor that his decision to campaign for Assembly member Claire Valdez, a fellow democratic socialist, could drive a wedge through the coalition that put him in office. “Honeymoons are short, and people need to pay attention to the work at hand,” she said, when asked if she had any advice for Mamdani. “Primaries sometimes can be a distraction from the work that you need to do,” she added, arguing that the mayor’s involvement “opens up fights” among groups he needs to govern. Velázquez, 72, indicated there was more she would leave unsaid for now. “I’m trying to be respectful,” she said. The growing distance between Velázquez and Mamdani, 34, just two weeks into his term was striking after an almost yearlong partnership that began when Velázquez became the

first member of Congress to back Mamdani’s long-shot campaign for mayor. She used her stature as a respected elder stateswoman of the left to vouch for the little-known Assembly member and helped him stitch together a coalition of traditional progressives and ascendant democratic socialists. He, in turn, has called her “an inspiration.” Mamdani certainly has good reasons for urging Valdez to run and endorsing her campaign. He has praised her record as a union organizer and lawmaker, and he is motivated to use his own success last November to help democratic socialists expand their foothold in local and congressional offices. But the dispute with Velázquez also underscores the risks of his approach and demonstrates why many of Mamdani’s predecessors have steered clear of intraparty clashes once in office. Mamdani’s active political maneuvering has been notable. Since winning in November, he has already intervened to clear the field for another ally, Brad Lander, to challenge Rep. Daniel Goldman in a Democratic primary for a Brooklyn and Manhattan House seat. He also worked to quash a potential primary challenge by Chi Ossé, a City Council ally, against Rep. Hakeem Jeffries, the House Democratic leader. The primary race between Reynoso and Valdez in New York’s 7th District, though, has emerged as perhaps the most painful for the left, in part because of the candidates’ similarities. Both are well-liked and share commitments to strengthening workers’ rights, opposing the Trump administration and taxing the rich.

This is not how a normal president speaks By JAMELLE BOUIE

ot long after his second inauguration — and still riding high on his return to power — President Donald Trump issued a stark proclamation on social media. “He who saves his Country does not violate any Law,” he wrote on X and his Truth Social platform, paraphrasing Sergei Bondarchuk’s 1970 film “Waterloo.” Since Trump saw himself as saving the country, the message was simple: He was beyond the law, if not above it outright. This wasn’t a feint; in the weeks and months to follow, his administration would break, skirt and ignore the law in pursuit of the president’s agenda. As he nears the end of the first year of his second term, Trump has turned his attention to the world abroad. Days after the start of the new year, he launched an attack on Venezuela that killed dozens of people and ended with the “kidnapping” — a word the president said was “not a bad term” for what happened — of Nicolás Maduro, the nation’s authoritarian ruler. Flush with the glow of a successful operation, Trump then threatened military action against Cuba, demanding that the nation’s regime negotiate “BEFORE IT IS TOO LATE,” and raised the possibility of strikes on Mexico. He has also begun to talk threateningly again about Greenland, in what appears to be a naked land grab fueled by dreams of 19th-centurystyle territorial expansion. (And why Greenland? Well, it is the nearest large landmass on Mercator projection maps, and Trump is nothing if not a simple man.)

Defending all of this in a recent interview with four of my New York Times colleagues, Trump declared that he was not subject to international law or, really, any law in his conduct of foreign affairs. “I don’t need international law,” he said, “I’m not looking to hurt people.” Asked if there were any limits on his power, Trump named his conscience. “Yeah, there is one thing,” he said. “My own morality. My own mind. It’s the only thing that can stop me.” In his 2024 campaign for the White House, Trump told cheering audiences that he would be a “dictator,” but only for one day. This interview, to say nothing of his actions over the past year, makes clear that Trump sees himself as something like a dictator, and he wants to be one for a bit longer than 24 hours. Trump is, in his mind, an elected monarch — although not an enlightened one — whose whims are law and whose power extends to every inch of the United States and every corner of the Western Hemisphere. It should go without saying that this is not how a normal president speaks. Virtually all previous presidents have understood themselves as they are: agents of the federal Constitution. Even Andrew Jackson, condemned as “King Andrew the First” by his Whig opponents for his unapologetic expansion of presidential authority, described himself as an “instrument” of the Constitution and promised, in his first inaugural address, to “keep steadily in view the limitations as well as the extent of the executive power trusting thereby to discharge the functions of my office without transcending its authority.” Trump’s assertion of unlimited authority — subject only to his moral judgment and his mind (whatever that means) — is a total rejection of popular sovereignty and the logic of the Constitution. And for as much as the Trump administration speaks of defending Western civilization, the president’s MAGA absolutism is also a challenge to the foundations of the Anglo-American political tradition — to the settlement of the Glorious Revolution and the defeat of Stuart claims of divine right and parliamentary subordination. Another way to understand this is that Trump does not see himself as a constitutional officer. His power, as he sees it, flows from his person — not the office and certainly not the people, whose only role, in his view, is to legitimize his desires. Trump is an anti-constitutional figure whose very presence on the American political scene is nothing less than a fullspectrum assault on republican government and democracy. And it is a testament to the rot in our political system that in a little less than a year, he has, with the help of Republicans in Congress, put the American republic on life support, where it struggles with the creeping sickness of despotism. In fairness to Trump, however, he is not solely to blame for the present state of affairs. His claim to unlimited presidential power rests significantly on the work of the chief justice of the United States, John Roberts. In Trump v. United States, Roberts and his Republican colleagues anointed the office of the presidency with immunity from criminal prosecution for “official acts,” defined — somewhat vaguely — as anything

extending from the president’s “core constitutional powers.” Never mind that this language had no basis in the constitutional text or its drafting and ratification. Never mind that the framers, in fact, seemed to accept the possibility that a president might be criminally prosecuted for actions in office after impeachment and removal. For Roberts, judicial accountability for wrongdoing was secondary to separation of powers and the “energy” of the executive. The president, in his view, has to be able to act, and the aim of Trump v. United States was to allow the president to perform the full breadth of his duties without ever needing to look behind his back. The American public, then, is left not with a president but with a man who imagines himself master and behaves like a tyrant. A man whose agents brutalize ordinary citizens and then defame them in the wake of their deaths, who has turned the nation’s law enforcement apparatus against his political enemies and who threatens the nation’s allies with military force. A man who takes no interest in the work of government but welcomes corruption and who treats half the country as conquered territory — vassals to abuse as he sees fit. If the only things Trump thinks can stop him are his own morality and his own mind, our task — at least for those of us who view the state of things with outrage and anger — is to show him the folly of his words.

RUJILLO ALTO – El alcalde de Trujillo Alto, Pedro Rodríguez González, informó el jueves la disponibilidad de un programa de ayuda económica para el pago de los servicios de agua y energía eléctrica dirigido a residentes de 62 años o más o personas con alguna incapacidad que enfrenten atrasos en sus facturas. “Garantizar el acceso continuo al agua y a la energía eléctrica es fundamental para la salud y la seguridad de nuestros ciudadanos”, dijo Rodríguez González en declaraciones escritas. Explicó que la iniciativa ofrece hasta 350 dólares mensuales para el pago de energía eléctrica y hasta 200 dólares mensuales para el servicio de agua, por un periodo máximo de seis meses consecutivos, aplicable únicamente a la vivienda principal del solicitante. El programa está dirigido a personas

con ingresos bajos o moderados que mantengan facturas atrasadas por un máximo de seis meses consecutivos. En el caso de la energía eléctrica, la ayuda puede alcanzar hasta 2,100 dólares, mientras que para el servicio de acueductos el total máximo es de 1,200 dólares. Rodríguez González indicó que la vigencia del programa se extiende hasta el 13 de marzo de 2026, sujeta a la disponibilidad de fondos, y que los solicitantes deberán cumplir con los requisitos de elegibilidad y presentar documentación relacionada con identidad, ingresos y certificaciones de deuda.

ver the past week, the musicians of the Puerto Rico Symphony Orchestra (PRSO) have been walking around in a daze, their heads in the clouds. Or so their conductor Rafael Enrique Irizarry believes. In a text talk with the STAR, the orchestra’s associate music director outlined his own reasons the audience at Saturday’s concert could have the same reaction: “Judicious selection of musical themes” and the orchestra’s goal “to educate, to inspire and to edify” are the elements needed to have every audience member walking on air, too. On Saturday night at 7, the PRSO will offer its unique antidote to Sanse overdose with a program of movie scores dedicated to the recent centennial of the birth of American composer and conductor Henry Mancini (1924-1994). The more intimate setting will pay homage to the creator of “Pink Panther,” “Moon River” and scores of other masterpieces, such as Oscar winners “Breakfast at Tiffany’s” and “Days of Wine and Roses.”

Due to this judicious selection, the 2026 film tribute “will linger in [the audience’s] memory for a long time after the applause has died down,” said the artistic adviser to the Puerto Rico Conservatory of Music and graduate of Jacobs School of Music at Indiana University at Bloomington. “And that is the point.” These kinds of concerts were a magnet for audiences in Puerto Rico before they became the universal bulwarks they are now. However, they had long been missing from the schedule, said Irizarry, who has introduced many new genres and composers to local audiences. This is not strictly a pops concert, he noted, referring to the monosyllable description of the concert as a “derisive” term. “We will not be remiss in fulfilling our storied mission: in continuing to educate, inspire and to edify,” he adds in his professorial way, known to his many followers on radio and other venues. The subjects of his eclectic radio programs have ranged from Julie Andrews to Zarzuela and his courses from medieval to Space Age.

Spanish prosecutors investigate sexual assault claims against Julio Iglesias By JASON HOROWITZ

panish prosecutors said earlier this week that they were investigating claims that Spanish singer Julio Iglesias had sexually abused two of his former employees. The two former employees filed a complaint with a Spanish high court on Jan. 5, according to officials there. On the same day, two Spanish-language news outlets published a three-year joint investigation into broader allegations of sexual assault and harassment by Iglesias. Russell King, who is listed on his website as Iglesias’ lawyer, did not immediately return a request for comment. Sony Music, the singer’s record label, also did not immediately return a request for comment, and a message sent through the

singer’s official website went unanswered. The outlets that conducted the investigation, the news site elDiario.es and the television network Univision Noticias, wrote that Iglesias had not responded to repeated requests for comment. Iglesias, 82, has sold hundreds of millions of records and achieved international success over his six-decade career for his love ballads, including his 1984 recording of “To All the Girls I’ve Loved Before” with Willie Nelson, which became a hit in the United States. Iglesias is a beloved figure in Spain, and his website introduces him as “the best-selling Latin artist in history.” He is also the father of singer Enrique Iglesias. Prosecutors did not release further information about the accusations. The New York Times has not independently verified the claims made in the joint investigation

by the two news outlets. The journalists included the testimonies of 15 former employees who worked for the elder Iglesias between the late 1990s and 2023. None of them spoke on the record. The women described a climate of intimidation, abuse and harassment, where women were recruited based on their looks and were subjected to inappropriate questions from Iglesias about their sexual preferences and anatomy. Two women, who went unnamed and were identified as having worked for the singer as a domestic worker and a physical therapist in the Dominican Republic and the Bahamas, described how they were assaulted or coerced by superiors to engage sexually with him in 2021. One of the women, who went by a

pseudonym, told elDiario.es and Univision Noticias in graphic manner how Iglesias sexually abused her almost every night. The other woman, who was also identified by a pseudonym, told the media outlets that Iglesias had inappropriately touched her against her will. Isabel Díaz Ayuso, the conservative governor of the Madrid area, said on social media that the region would “never contribute to the discrediting of artists and still less so when it comes to the most universal of all singers: Julio Iglesias.” At a press briefing in Madrid, Elma Saiz, a minister in the left-wing government, said the accusations would be investigated “to the very end” because there could be “no room for impunity in any area of society.” She added, “We will not look the other way.”

Top U.S. banks reported stronger fourth-quarter profits this week, with Goldman Sachs’ investment banking fees jumping 25% on a dealmaking boost and rival Morgan Stanley reporting a 47% surge in investment banking revenue. Citigroup clinched record revenue from M&A advisory last year. “We are seeing an accelerating pipeline in M&A and IPOs,” Morgan Stanley’s chief financial officer, ‍Sharon Yeshaya, said in an interview with Reuters, adding that the bank expects more deals in healthcare and industrial sectors. rime Minister Benjamin Netanyahu of Israel has asked President Donald Trump to postpone any plans for a U.S. military attack on Iran, a senior U.S. official said Thursday, even as the Iranian government continues to grapple with nationwide protests. Netanyahu spoke to Trump on Wednesday, the same day the U.S. president said he had received information from “very important sources on the other side” that Iran had stopped killing protesters and was not going forward with executions. That appeared to signal that Trump was backing away from a potential U.S. attack on Iran, which he has been weighing for days. However, Trump sent a similar ambiguous signal in June even after he had largely made up his mind to order an attack on Iran. And a senior U.S. official said late Wednesday that Trump had not set aside the military options his commanders had presented in recent days, and whether he ordered an attack depends on what Iranian security agencies do next in regard to the mass protests. Qatar, Saudi Arabia, Oman and Egypt, all partners of Washington, have also been asking the Trump administration not to attack Iran, said an official from a Gulf Arab nation. Senior officials from those countries have been calling U.S. officials with that message over the last two days, the official said. They have told the Americans that a U.S. attack could lead to a wider regional conflict. At the same time, those Arab nations have been telling Iranian officials not to attack countries in the region if the United States decides to strike Iran, the official said. The four

Netanyahu also spoke to Vice President JD Vance on Tuesday, the same day that top Trump aides met in the White House to review military options, U.S. officials said. The White House declined to comment. The Israeli prime minister’s office did not reply to requests for comment. Karoline Leavitt, the White House press secretary, said Thursday that U.S. officials had gotten reports that Iran had held off on planned executions, reiterating a comment

that Trump made the previous day. “The president and his team have communicated to the Iranian regime that if the killing continues, there will be grave consequences,” she said. Israeli defense officials have assessed that the rate of the killings of protesters in Iran has dropped, two Israeli officials said. That is largely because the government’s lethal crackdown and cutting of internet service across the country have resulted in smaller protests since Sunday. The anti-government protests have been taking place since late December and could be the largest in Iran in decades. Iran ordered its airspace closed to commercial flights late Wednesday but has reopened it. U.S. officials have been preparing for Iran to retaliate against an attack by striking U.S. military assets in the region, mainly a U.S. air base in Qatar or troops stationed in Iraq and Syria. But Israel could also be a target for Iran. Iran fired many ballistic missiles at Israel during a 12-day war between the two nations in June that the United States also took part in by striking three Iranian nuclear sites. Some of the Iranian missiles got past Israeli air defenses and killed civilians. To retaliate against the U.S. strikes in June, Iran fired ballistic missiles at Al Udeid Air Base in Qatar, the largest U.S. military base in the Middle East. About 10,000 troops are stationed there. The Iranian barrage caused no deaths or injuries. In recent days, the Pentagon had begun moving some troops from the base as Trump weighed options for a U.S. strike on Iran. A Pentagon official said Thursday that the Defense Department has lowered the alert level at the air base and that troops have been returning.

The Iranian government has cut off internet service across the country, and it has been difficult to get information about the events unfolding there. Security forces have killed hundreds or thousands of protesters to try to end the broad anti-government demonstrations, according to Iranian officials and human rights groups outside the country. Two Iranian officials told The New York Times on Monday that at least 3,000 people had been killed. More than 2,500 people have been killed since the protests began, according to Human Rights Activists in Iran, or HRANA, an organization based in Washington. Norway-based Iran Human Rights said that more than 3,400 had been killed and thousands of others injured. One of those killed was a Canadian citizen, Canadian Foreign Minister Anita Anand said in a post on social media Thursday. Trump has said since Jan. 2 that he could order an attack on Iran if the government harms protesters, even though he has denounced people who demonstrate against his policies in the United States. On Tuesday, he wrote on social media that Iranian protesters should take over government institutions and that “HELP IS ON ITS WAY.” Iran’s judiciary said Thursday that it had not issued a death sentence for Erfan Soltani, a protester whose execution had been widely reported as imminent and drawn international attention. California investigates Elon Musk’s xAI over sexualized images xAI.

alifornia’s attorney general earlier this week said the state had opened an investigation into Elon Musk’s artificial intelligence company, xAI, for generating sexualized images of women and children. The inquiry will examine whether xAI, which owns the social media platform X and created the AI chatbot Grok, violated state law by facilitating the creation of nonconsensual intimate images. Starting in late December, X was flooded with images generated using Grok of real people, including children, in underwear and in sexual poses. “This is very explicit. It’s very visible. This isn’t a bug in the system, this is a design in the system,” California’s attorney general, Rob Bonta, said in an interview. “That’s why we launched an investigation today, because of the shocking and potentially illegal nonconsensual sexually explicit material that has been produced using Grok.” The investigation adds to pressure xAI is facing over the images, which victims and regulators have decried. Britain launched a formal inquiry into the issue Monday as regulators there examined whether X violated an online safety law. Officials in India and Malaysia have also said they are investigating

California law prohibits the use of AI to create nonconsensual sexual images, Bonta said. Musk’s xAI could face monetary penalties of $25,000 per image, and the state could also secure a legal injunction that would prohibit the company from continuing to generate such images, he added. “The whole world could see it and observe it,” Bonta said of the deluge of images that Grok generated and posted on X. “There were tens of thousands of engagements.” X did not immediately respond to a request for comment on the California investigation. In a Jan. 3 statement posted on X, the social media company said it would remove illegal content depicting children and permanently suspend accounts that asked Grok to create such images. California Gov. Gavin Newsom said of the investigation that “xAI’s decision to create and host a breeding ground for predators to spread nonconsensual sexually explicit AI deepfakes, including images that digitally undress children, is vile.” He added, “The company must be held fully accountable under the law.” On Thursday, the Grok account on X began responding to requests for

AI images only from X subscribers who pay for certain premium features — and continued to generate intimate images for those users. Grok will still create those images for any user on its separate app and website. Musk has shared posts arguing that xAI is no different from other tech tools that offer AI image generation or image editing software like Photoshop. On Wednesday, Musk posted that he was “not aware of any naked underage images generated by Grok. Literally zero.” He added, “When asked to generate images, it will refuse to produce anything illegal.” Later that day, Musk encouraged X users to prove him wrong. He shared a post from a user who said Grok had not created fully nude imagery when prompted, and added: “Can anyone actually break Grok image moderation? Reply below.” Grok may face additional scrutiny in the coming weeks. On Monday, Liz Kendall, Britain’s technology secretary, said the government would begin more aggressively enforcing a law next week that makes it illegal for people to create nonconsensual intimate images. The country also plans to draft legislation to make it illegal for companies to provide tools designed to make such illicit images.

How a travel writer became Timothée Chalamet’s ping-pong nemesis By PICO IYER

“I

’m guessing you don’t get angry very often,” film director Josh Safdie was saying to me on Zoom about 18 months ago. We’d never met or spoken, but he’d seen me on screen. “That’s probably true,” I replied. I was sitting in a tiny hotel room in Paris on a warm summer evening. “Great! Well, I want you to be angry at every moment. Enraged! You’re going to get Timmy Chalamet in a headlock.” This wasn’t what is often said to a retiring writer in his 60s who lives in an obscure suburb in Japan. But only a few days after an email arrived in July 2024 — the subject line read: “Pico Iyer/Feature Film Opportunity”— I was being contacted by a moviemaker famous for casting nonactors. “I’ve never acted in my life,” I protested, even as I remembered how professional basketball player Kevin Garnett shone in Safdie’s “Uncut Gems.” “Not even in high school. Not in a student movie.” Safdie had no doubt of that. But he’d watched a TED Talk I’d delivered on PingPong as a guide to life and come away thinking that no one might be better suited to play a humorless, uptight, domineering British table tennis official in 1952 trying to contain a feisty and impudent upstart from New York based on Ping-Pong legend Marty Reisman. I can’t say he was wrong. My talk had explained how, playing Ping-Pong in Japan three times a week for 21 years, I’ve seen the sport I first learned in the United States completely upended. We only ever play doubles here in Nara, and we change partners every five minutes, using playing cards to choose teams at random. This means that nobody ever loses — or wins — for long, all the more so since we engage in best-of-two games, and

matches often end in a tie. Nothing could be more different from the furious, flamboyant, winner-takes-all spirit of Reisman, whose wild individualism I’d heard about while playing the sport as a boy. Safdie’s offer was intriguing because it sounded like an invitation to a very foreign country, a film set. Acting for the first time wouldn’t be comfortable or easy, I knew, but it would take me places I’d never been before. I’ve been lucky enough, as a traveler, to visit Yemen, Antarctica and North Korea; now I could go on a fresh kind of adventure, to a land with its own language, laws and intricate codes. Yet my calendar was packed — speaking engagements would be taking me to New Hampshire; Pittsburgh; Dubai, United Arab Emirates; and Kyoto, Japan, in the next few weeks — and shooting was due to start soon. Somehow, miraculously, Safdie and his endlessly resourceful casting director, Jennifer Venditti, found a way to make the stars align, and, not long after our Zoom call, I was sitting alone in an empty room along a tunnel in the bowels of a huge sporting arena in New Jersey, waiting to shout at Timothée Chalamet’s Marty. Our star hadn’t wanted to meet me offcamera, so I waited and waited until late one evening I was hurried upstairs to what looked to be a crowded office and started staring into

the camera of Darius Khondji, the legendary cinematographer, as the heartthrob of millions stormed in to yell at me. I’d spent weeks trying to learn my lines, alone at home, but now I was hearing completely different sentences shooting out as Marty and I began swapping insults on the fly. I’d never realized how hard it might be to keep a straight face as a man with a handheld camera circled me like a panther. My own cinematic tastes, I’ll confess, run mostly toward Terrence Malick and other ethereal and contemplative films: One drop of water falls from an icy roof, and then another. My wife can’t stop teasing me for my love of “inaction movies.” Yet part of the magic of journeying to this distant land was that wizards work with every kind of master; in the long hours of waiting, I could talk to them all. Some days I’d find myself in the empty stands chatting with Jack Fisk, the gentle maestro who put together the astonishing sets for most of Malick’s movies, as well as “Killers of the Flower Moon.” Another evening I exchanged notes with Geza Rohrig, the intense Hungarian poet whose acting had carried the Holocaust film “Son of Saul” to an Academy Award and who would be playing Jesus in the next Malick project. Day after day, I returned to my empty room to sit in a boxy suit and suspenders be-

fore abruptly being summoned late at night to shout at our young star. Sometimes the nights went on so long that we didn’t have time to shoot the lengthy speech I’d prepared; other times I was hustled into a small room and had to improvise a commentary. Two months later, days after I’d completed a monthlong American book tour — babbling on the power of silence — the crew landed in Tokyo for some final scenes. Now my job was to stand onstage in the February cold as a huge pig appeared nearby and smiling Japanese dancers performed some elaborate choreography when not shivering in the winter sun. In New Jersey everything had seemed vast and anonymous; now my “trailer” was a dark room in a nearby karaoke parlor, and Japanese colleagues were scurrying around, handing everyone blankets and delectable snacks. It was easy, as one day gave way to another, to wonder why I’d forsaken the warmth and comfort of my desk for a world as strange to me as Easter Island. But if ever I were feeling out of sorts, I had only to look at our director, our star, our costume designer — even my poor stand-in — to see that they were working twice as long and hard, with never a word of complaint. Indeed, Chalamet was in the midst of a frenetic awards-season campaign back in the United States, thanks to his star turn in the movie “A Complete Unknown.” I still don’t know how any of my scenes fit into the larger picture; I don’t even know whether its ending is a happy or a sad one. The film doesn’t arrive in Japan until March. The scene of Marty and me furiously pushing and pulling at each other — the promised headlock went through many iterations — probably ended up on the cuttingroom floor. But as soon as our last scene wrapped, our star raced across the stage and threw his arms around me, signaling that we no longer had to keep shouting in each other’s faces. Hours later, he was dressing up to greet hundreds of screaming fans at a red-carpet premiere for “A Complete Unknown” in Tokyo, then flying across the Pacific to honor his role as Bob Dylan, the first songwriter to win the Nobel Prize in literature. I was on the train back to the two-room apartment my wife and I have shared for 33 years, eager, after weeks of watching Ping-Pong on set — but never getting to play — to do nothing more than flex my backhand topspin with my neighbors once again.

1. Establecimiento de la Oficina de Comisionado Residente en Washington en el Centro de Bellas Artes de Caguas costeado con fondos municipales.

Mi voto a Favor fue Condicionado: Se solicitó que se aclaren las funciones y prioridades de dicha oficina en Caguas. Se especifiquen también sus requisitos y presupuesto que incluya las partidas de:

No se ha recibido informe alguno de la Oficina del Comisionado Residente en Washington en Caguas.

3) Utilidades 2.Sistema de Transportación Pública en Caguas

El informe presentado reveló que, a lo sumo, 4% de la población utiliza el Sistema de trasportación del municipio. Esta servidora recomendó: 1) Se utilicen criterios objetivos de necesidad de trasportación pública como edad avanzada y estatus socioeconómico para determinar las rutas. 2) Se incorporen los hospitales y centros médicos de Caguas a las rutas de transportación con paradas cercanas (10 metros) y accesible para los pacientes.

1)Ya se establecieron paradas del Trolley en Hospital Menonita y Hospital Pavía Caguas.

3. Presupuesto 2025-2026

• Un análisis operativo del presupuesto reveló que solamente el 37% de presupuesto esta dedicado a servicio directo al ciudadano. • Interesantemente, hubo una dismunucións en las partidas de SALUD y SEGURIDAD.

Esta servidora votó en contra del presupuesto por su baja eficiencia y desproporción entre gastos administrativos y servicios.

2)No se estableció parada solicitada por Consolidated Medical Mall, ni Consolidated Medical Plaza.

Ejemplo 1 : menos de un 50% de las solicitudes de ama de llaves estaban presupuestadas por “ falta de recursos”. Ejemplo 2: Ejemplo: el 31 de diciembre 2025, vándalos averiaron el generador de emergencia de nuestra Alcaldia ( en pleno pueblo). Su remplazo costó $200,000.

4. Manejo irregular del Municipio Autónomo de Caguas( MAC ) de propiedades declaradas estorbos públicos

1) El MAC subcontrató con compañías de bienes raíces esta función. El manejo fraudulento por una de esas compañías generó consecuencias legales y económicas adversas al MAC (más de $50,000). 2) Esta servidora indagó: No se han establecido mecanismo(s) para prevenir la recurrencia de estas situaciones en el MAC.

Esta servidora efectuó una consulta formal a la Oficina del Contralor sobre: 1) este manejo, sus consecuencias económicas 2) las responsabilidades explícitas de la rama legislativa en la fiscalización de este asunto.

5. Plan Estratégico del MAC para próximo decenio.

La compañía V2A fue consultada por la rama ejecutiva para asistir en la formulación del plan estratégico del MAC.

Esta servidora presentó en la secretaria de la Legislatura Municipal una Resolución para que 1) se comparta CABALMENTE la metodología, datos crudos y análisis de la encuesta efectuada por V2A. 2) se provea información formal sobre la pericia(s) de los integrantes de la Compañía V2A.

El 30 de junio 2025, en una brevísima presentación a la Legislatura Municipal V2A presentó que los cagüeños encuestados cibernéticamente identificaron como primordial problema de Caguas la SEGURIDAD.

PENDIENTE a que se agende esta Resolución.

6. Protección de Derechos Civiles de Migrantes

Para salvaguardar los derechos humanos básicos de los migrantes especialmente en lugares sensitivos como facilidades de salud, escuelas y lugares de culto.

Esta servidora presentó una resolución en la secretaria de la Legislatura Municipal para estos efectos. La resolución se encuentra bajo revisión del consultor legal de la Legislatura.

7. Visita a las Comunidades

Como Legisladora Municipal, he visitado varias comunidades desde el Bo. San Antonio al Bo. Beatriz en Caguas.

El reclamo mas común expresado ha sido: falta de seguridad.

8.Pintura del Edificio de Bellas Artes Caguas

El diciembre del 2025, el MAC aportó $ 200,000 para arreglos en el Centro de Bellas Artes de Caguas. De esa cerca del 75% son para pintar el edificio.

Se votó en contra por no considerarlo una prioridad de la población cagüeña.

The Pirates’ offense looks much more competitive than it did at the end of last season, and they appear to be going from pretender to contender thanks to the solid work of their general manager.

Cherington made a significant threeway trade with the Rays and the Houston Astros that landed the Pirates second baseman Brandon Lowe, who hit 31 home runs, slugged .477 and drove in 83 last season for Tampa Bay. Cherington then signed Ryan O’Hearn, a first baseman and outfielder, to a two-year, $29

Toronto Blue Jays Key additions: Dylan Cease, Cody Ponce, Tyler Rogers, Kazuma Okamoto. The Blue Jays, the defending American League champions, have been clear they are not going to rest on their laurels. They made a big splash by signing one of the most consistent starting pitchers over the past five years in Dylan Cease to a seven-year, $210 million contract. Cease is the only pitcher in MLB to make at least 30 starts, throw at least 160 innings and strike out at least 200 batters each of the last five seasons. The Blue Jays also upgraded their relief pitching, signing submariner Tyler Rogers to a three-year, $37 million contract to fortify the back end of their bullpen and provide them a different look among their leverage relievers. Rogers has been a durable reliever since making his MLB debut. He has experience pitching in a variety of relief roles.

The Chicago Cubs made a significant move over the weekend, reaching a five-year, $175 million deal with freeagent third baseman Alex Bregman. That followed the Cubs’ move last week to acquire right-handed pitcher Edward Cabrera from the Miami Marlins, and they have also spent more than $30 million to bolster their bullpen, setting them up to be a contender in the National League. Which other teams have also done strong work to improve so far this offseason? Let’s take a look. Baltimore Orioles Key additions: Pete Alonso, Shane Baz, Taylor Ward, Ryan Helsley, Andrew Kittredge, re-signing Zach Eflin. The Orioles have done the most to improve their club, and it has been the best offseason of Mike Elias’ career. Elias, the team’s president for baseball operations, has injected power into the offense by signing first baseman Pete Alonso (38 homers for the New York Mets in 2025) to a five-year, $155 million pact and trading for outfielder Taylor Ward (36 home runs for the Los Angeles Angels in 2025). Not only will Alonso and Ward give the Orioles a legitimate middle-ofthe-order power duo, but they should also take the pressure off Baltimore’s young hitters, giving them much-needed protection. Shortstop Gunnar Henderson, catcher Adley Rutschman, second baseman Jackson Holliday, third baseman Jordan Westburg, outfielder Colton Cowser and Samuel Basallo, who can play catcher and first base, have high ceilings but have yet to live up to their potential. Having those veterans in the middle of the lineup should help the younger hitters thrive. Becoming a top-five MLB lineup in 2026 is in reach. He pitched well for the St. Louis Cardinals, but his production plummeted after a deadline trade to the Mets. If the Orioles can get his release point and arm angle back to where he was in his prime and tighten up his pitch sequencing, he could get back to being a dominant closer. Kittredge began last season in the Orioles’ bullpen. He pitched well for them, and then pitched even better after a midseason trade to the Cubs. The San Juan Daily Star The most underrated move of their offseason was signing right-hander Cody Ponce to a three-year, $30 million deal. He has the stuff to develop into a midrotation starter this year, with an upside even higher than that. Ponce was a second-round pick of the Milwaukee Brewers in 2015, but spent the last four years learning how to pitch in Japan and South Korea. He could be the most undervalued free agent signing of the winter; his stuff is that good, as shown by his 252 strikeouts in 180 2/3 innings and a 1.89 ERA last year with the Hanwha Eagles in the South Korean league. The Blue Jays also made headlines recently when they agreed to a deal with Japanese star Kazuma Okamoto. The acquisition of Okamoto, who can play first and third and has a little experience in left field, is puzzling because his best position is first base, where Vladimir Guerrero Jr. plays. Okamoto is a below-average defensive third baseman, and the Jays have built their team around above-average defenders. Offensively, he does fit into their scheme as he is a contact hitter with plus power and solid plate discipline who puts the ball in play and does not strike out. Toronto is probably not done yet. The Okamoto signing does not prevent the Blue Jays from signing Kyle Tucker or Bo Bichette (who would play second base, if they brought him back). Atlanta Braves Key additions: Robert Suarez, Mauricio Dubón, Mike Yastrzemski, re-signing Ha-Seong Kim and Raisel Iglesias. The Braves’ biggest moves thus far were to sign Robert Suarez, the former Padres closer and National League saves leader, to a three-year, $45 million deal and to re-sign their incumbent closer, Raisel Iglesias, to a one-year, $16 million contract. Iglesias is expected to be the Braves’ regular closer, but Suarez will be able to fill in for the ninth inning when Iglesias needs a day off and will help the Braves shorten games as a shutdown eighth-inning reliever, as well. Their other big signing was bringing back shortstop Ha-Seong Kim on a one-year deal worth a guaranteed $20 million. Kim is healthy, has won a Gold Glove and provides a solid combination of power and speed. The other thing the Braves did was improve their depth in the infield and outfield. They traded infielder Nick Allen to the Astros for the versatile Mauricio Dubón in a lopsided trade in their favor. Dubón is an elite utility man who can play all over the infield and outfield, if needed. Then they added Mike Yastrzemski in free agency, signing him for two years and $23 million. Yastrzemski can play all three outfield positions and gives them a solid left fielder when Jurickson Profar is the designated hitter. The back end of the Braves’ bullpen is improved, the shortstop position has been solved, and the roster depth is the best it has been since they won the World Series in 2021. Boston Red Sox Key additions: Sonny Gray, Willson Contreras, Johan Oviedo, Jake Bennett.

The Red Sox took advantage of their relationship Answers to the Sudoku and Crossword on page 21 with their former head of baseball operations Chaim Bloom, who is now running the Cardinals, by making two trades with him. Boston traded some good prospects that Bloom was high on for starter Sonny Gray and first baseman Willson Contreras. Gray is the Red Sox’s new No. 2 starter and slots behind their ace, Garrett Crochet. Contreras is a significant upgrade at first base and will supplant Triston Casas and others there. The Red Sox’s chief of baseball operations, Craig Breslow, also improved the rotation depth by trading more prospects for Johan Oviedo and completing a prospect challenge trade, sending right-hander Luis Perales to the Nationals for left-hander Jake Bennett, who is closer to being ready for the big leagues than Perales. In his trades, Breslow did hold on to the team’s very best prospects, but at the same time, he did trade away a big chunk of farm system depth. The Red Sox are not done making moves, as they remain in the running for Bichette and Eugenio Suárez, among others. Los Angeles Dodgers Key additions: Edwin Díaz, re-signing Miguel Rojas. The Dodgers really had only two glaring needs entering the offseason — an impact closer and an improved outfield corner, whether it be in right or left field. It didn’t take them long to solve the closer role, as they signed the best closer in the National League, Edwin Díaz, to a reasonable three-year, $69 million contract. Díaz is a real game changer in the ninth inning for the Dodgers. Now it will be interesting to see if they can improve the outfield, putting an exclamation point on their offseason. They were the best team in baseball if they didn’t make any moves, but with Díaz, they’re even better. Kansas City Royals Key additions: Isaac Collins, Lane Thomas, Nick Mears, Matt Strahm. The Royals wanted to improve their outfield, and although their first choice would have been to trade with Boston for Jarren Duran or Wilyer Abreu, they did a solid job by dealing for the Brewers’ Isaac Collins and signing Lane Thomas in free agency. Both players are platoon-type outfielders, but with Matt Quatraro managing, they’ll be in great shape in terms of getting the most out of both players. Thomas can rake against left-handed pitchers (.292/.359/.500 against lefties over his career), although he doesn’t hit well against right-handers. Collins was one of the better rookie outfielders in the NL in 2025, playing well defensively and getting on-base at a good clip while stealing 16 bases. The best move they made was landing left-handed reliever Matt Strahm from the Philadelphia Phillies in a trade. Strahm, who began his big league career with Kansas City, punched out 70 batters in 62 1/3 innings with a 1.075 walks plus hits per inning pitched and a 2.74 ERA for the Phillies in 2025. He will join Lucas Erceg in setting up for closer Carlos Estévez.
