Airbnb generated a record $1.87 billion in economic impact for Puerto Rico in 2025, marking a 10% increase from the previous year, as the island experienced unprecedented tourism growth. The amount represents Airbnb’s contribution to the island’s gross domestic product.
Data from Airbnb indicates that about 2.3 million local and visiting guests contributed $513 million in tax revenue, excluding taxes directly collected and remitted by Airbnb.
Overall, Airbnb’s total economic activity in Puerto Rico reached $3.02 billion, including direct, indirect, and induced effects across the supply chain. Of this total, $1.87 billion is value added -- that is, wealth that remains circulating within the island’s economy.

The surge in 2025 was largely fueled by event tourism, particularly a historic music residency that spiked demand for accommodations and services. Airbnb’s diverse offerings helped accommodate this influx, extending economic benefits beyond traditional tourist zones.
“The 2025 results confirm that Puerto Rico is experiencing one of the most vibrant periods in its tourism history,” said Carlos Muñoz, Airbnb’s director of public policy for Central America and the Caribbean. “Airbnb has played a key role in supporting this growth, helping turn tourism into income, jobs, and opportunities for families, communities, and local businesses island-wide.”




Airbnb guests spent an estimated $2.22 billion at local businesses -- about $4 for every dollar spent on accommodation. The largest portions went to restaurants, supermarkets, transportation, entertainment, and shopping.

On average, each Airbnb guest spent $270 per night in Puerto Rico, or about $947 per visit, underscoring tourism’s importance to the local economy.
Employment, income, and benefits for communities
Airbnb-related economic activity supported more than 32,000 jobs and generated more than $1.05 billion in labor income in 2025. Puerto Rican hosts collectively earned over $458 million, giving thousands of families a direct stake in the island’s tourism boom.
The platform recorded over 8.2 million overnight stays and 2.3 million guests in 2025, highlighting Airbnb’s central role in Puerto Rico’s growing and diversified tourism sector.
Airbnb said the results underscore the need for a uniform and fair regulatory framework to support the sector’s growth and benefits. The company reiterated its commitment to work with the Puerto Rican government on balanced regulations, including facilitating room tax collection and supporting long-term, sustainable tourism development.

Arecibo Mayor Carlos R. Ramírez Irizarry announced that, as planned, the bid for the coastal erosion mitigation project in the area of the Radioville urbanization and the Barrio Obrero sector has been awarded.
The notice was published on Dec. 15, 2025 with a deadline for submitting proposals of Jan. 20 and the official award date of Feb. 20.
“As is customary in these processes, the names of the three (3) participating bidders and their cost proposals were read aloud. The bidders 3MG and PSC were present at the opening and were given the opportunity to review the proposals,” Ramírez Irizarry said.
The winning bidder was Tetra Tech PR LLC.
The project to manage coastal erosion off the coast of Barrio Obrero and the Radioville development in Arecibo has received a budget allocation from the Federal Emergen-
cy Management Agency (FEMA) for the construction of two breakwaters, the mayor added.
In September 2025, a meeting was held at the Francisco “Paco” Abreu Community Center, where the mayor stated that “under our administration, the request for federal funds for the development of these projects was formally submitted.”
“We recognize the legitimate interest of the communities, who, prior to our administration, unsuccessfully sought government assistance to address this situation,” Ramírez Irizarry added.
Coastal erosion is one of the most pressing environmental and infrastructure problems facing Puerto Rico in general, and certain sections of the island’s coastline, including the northern coast in Arecibo in particular.
“It is important to note that a project of this nature, due to its complexity and the number of agencies involved, can take years to complete, requiring highly trained and experienced personnel from both the public and private sectors,” the mayor said.

Josué Colón Ortiz, Puerto Rico’s energy czar and executive director of the Public-Private Partnerships Authority, has announced the arrival of the first shipment of state-of-the-art power generation units.
The new units, capable of operating on both natural gas and diesel, are expected to add some 150 megawatts to the island’s electricity supply.
Colón Ortiz, along with officials from the U.S. Department of Energy and representatives from Genera Puerto Rico -- including company President & CEO Winnie Irizarry and Vice President of Government Affairs Iván Báez -- oversaw the arrival of the turbines and supporting equipment at the Port of Ponce last Thursday.

The turbines, manufactured by General Electric Vernova, are LM2500-XPRESS Gas Tur-
bine models. Each unit can produce up to 24.5 megawatts of electricity and can start operating within minutes, making them ideal as “peaker” units used during periods of high demand. The total investment in the six-generation systems is about $358 million, funded by federal resources secured by Gov. Jenniffer González Colón.
Additional components for the remaining four units, including generators, were also received. Colón Ortiz noted that the new systems are over 95% modular, allowing for rapid and efficient installation and seamless integration with existing generation and transmission infrastructure.
“These modern systems will enable the retirement of older, less efficient units, reducing production costs and improving the efficiency
and capacity to meet peak energy demand and emergency situations,” Colón Ortiz said.
He added that the rest of the components for the remaining turbines are expected in the coming months.
Highlighting the significance of the project, Báez said the new “peaker” units “represent a key modernization of Puerto Rico’s generation fleet.”
“Their integration will replace inefficient equipment with more modern and efficient technology, strengthening the electrical system’s capacity to respond to demand spikes and unforeseen events.”
The six units will be installed in pairs at sites in Yabucoa, Guayama (Jobos), and Ceiba (Daguao), marking a crucial step in the transformation of the island’s electrical system, the officials said.

The financial health of Puerto Rican consumers worsened in 2025, according to a new report released this week by Estudios Técnicos Inc.
The firm’s Consumer Financial Fragility Index rose over the year, reflecting increases in loan delinquencies, personal bankruptcies, and unemployment across the island.
Economist Leslie Adames noted in a written statement that the index climbed from 0.33 in the first quarter to 0.46 in the fourth quarter, showing “continued deterioration in consumers’ financial position, with no signs of stabilization.”
The index, which measures financial fragility on a scale developed by Estudios Técnicos, is based on five indicators: delinquencies of 30 to 89 days on consumer and mortgage loans, unemployment, personal bankruptcies, and inflationadjusted real annual income. The latest reading of 0.46 places Puerto Rico in the moderate financial fragility range.

quarter. Meanwhile, the unemployment rate increased from 5.4% to 5.7% over the same period.
Despite a modest increase in inflation-adjusted real
annual income -- from $24,069 to $24,714 -- Adames said the gain was not enough to counteract negative trends in other areas.
Delinquency rates worsened across several loan categories. Consumer loans past due by 30 to 89 days rose from 2.70% to 3.47% over the year. Mortgage delinquencies increased from 1.18% to 1.36%, credit card delinquencies climbed from 2.31% to 2.48%, and auto loan delinquencies jumped from 2.77% to 3.72%.
Adames noted those rates were higher than the average of the last five years, adding that the extra liquidity from federal stimulus programs during the pandemic is now gone, making it harder for consumers to keep up with spending and debt payments.
Looking ahead, Adames warned that several risks could further weaken consumer finances in 2026. They include rising consumer debt, ongoing inflation, changes in U.S. tariff policy, and the restructuring of the Puerto Rico Electric Power Authority’s debt -- which could lead to higher costs for households and businesses.

Gov. Jenniffer González Colón sent a letter this week to U.S. Secretary of Health and Human Services Robert F. Kennedy Jr. in response to the notice of methodological changes for calendar year 2027 to Medicare Advantage capitation rates and payment policies for Parts C and D.
“Puerto Rico cannot continue operating under a formula that does not reflect our reality,” the governor said in a written statement. “We are working directly with federal agencies and our PRFAA [Puerto Rico Federal Affairs Administration] office to achieve specific adjustments that protect our senior citizens and
vulnerable populations. This is a priority for our administration, and we are personally leading it.”
González Colón requested administrative action to address structural inequities in the calculation of Medicare Advantage rates for Puerto Rico, a situation that, she argued, puts the island at a disadvantage compared to the states.
The governor indicated that Medicare Advantage has more than 676,000 beneficiaries in Puerto Rico, including over 305,000 people with dual Medicare and Medicaid eligibility. She added that methodological changes without considering the local context could have disproportionate effects on a system that, she said, operates with the lowest reimbursement levels
in the nation.
González Colón maintained that Puerto Rico continues to be ill-affected by a methodology based on the traditional fee-forservice model, which, she said, does not reflect the local market and causes distortions. She also pointed out that the situation generates instability, pressure on providers, and limitations on infrastructure investment and retention of healthcare professionals. Among her proposals, the governor requested that the Centers for Medicare & Medicaid Services establish a national benchmark floor of at least 0.70 and implement temporary administrative measures to ensure stability and predictability while the structural issues are addressed.

Gov. Jenniffer González Colón earlier this week announced the appointment of engineer José Antonio Rivera Ortiz as the Puerto Rico Aqueduct and Sewer Authority’s (PRASA) new regional director for San Juan, amid mounting water supply problems impacting sectors of the metropolitan area.
“After a lot of review and interviews, the reality is that we looked for who was one of the best regional directors that the Authority has, who had years of experience and knowledge of the system, and engineer José Antonio Rivera Ortiz is going to be appointed as the new regional director of San Juan,” González Colón said at a press conference in Arecibo late Wednesday.
Arecibo District Sen. Brenda Pérez Soto, meanwhile, announced that González Colón and PRASA Executive President Luis González Delgado have committed to immediately replacing the water pipes in the Arrozal neighborhood in Arecibo’s Los Muertos sector, a community that has been without potable water service for 15 months.

The announcement came after a press conference in which
the governor announced the allocation of $213 million for the reconstruction of water infrastructure in Puerto Rico. Pérez Soto said the governor personally approached her to inform her that she had already spoken with the PRASA chief and was immediately authorizing the replacement of the pipes that have been causing water flow problems in that community.
González Colón also said she visited the affected area and confirmed that the senator’s request would be addressed urgently.
“I am deeply grateful to the governor for giving me this news and for bringing justice to a neighborhood that has been forgotten for so long,” Pérez Soto said. “I also thank Mr. Luis González [...] because work will soon begin to install new pipes that will correct the water flow problem in the area. [...] We hope that this sad story of 15 months without water will soon end.”
The senator added that she has already scheduled a meeting with the newly appointed PRASA northern regional director, Erika Maldonado Santiago, in order to bring her up to date on the numerous water service deficiencies in the area.

District 22 Rep. Joe “Joito” Colón Rodríguez will be relocating his offices this Friday to the Jofrain Rivera Indoor Court on Highway 146, Km 18.7, Bo. Frontón, in the Sabana sector of Ciales, from 9 a.m. to 1 p.m.
The lawmaker will be available to assist all residents of Frontón and surrounding neighborhoods and areas who require his intervention or any government assistance. In addition, several Puerto Rico government offices also will be present to offer direct services to citizens.
The service fairs are part of the legislator’s programmatic commitment to remain present in the communities
that make up District 22. Municipalities such as Utuado, Lares, Jayuya and Adjuntas have already been impacted by the initiatives, which have resolved many situations for the district’s residents.
“When I came to Ciales, I pledged to serve every single resident, and I am putting my words into action,” Colón Rodríguez said. “We have already taken numerous steps, such as establishing a Department of Transportation and Public Works (DTOP) office; we have explored solutions to the water situation; we have held discussions with Mayor Jesús Resto and offered our support, because our people must be our priority. [...] Furthermore, we will be opening a permanent district office to serve our friends in Ciales.”

ManpowerGroup’s 2026 Global Talent Shortage Survey revealed that the difficulty in filling vacancies in Puerto Rico is 75%, which represents an increase of 22% compared to last year’s results and 3% above the global average. After having been the jurisdiction with the least talent shortage last year at 53%, this year the survey places Puerto Rico in 15th place among the 41 participating countries, very similar to what happened in 2024 when the talent shortage index was 78%, noted the company’s general manager in Puerto Rico, Melissa Rivera Roena.
She said Slovakia (87%), Greece and Japan (with 84% each) are the countries with the greatest problems finding talent. In contrast, those with the least difficulty are Finland (60%), Poland (57%) and China (48%).
“The data shows that we haven’t reached the peak level we faced in 2023 when the shortage reached 83%, but we must see the results as an important indicator,” Rivera Roena said. “We need to delve deeper into the causes and strengthen measures so that filling vacancies isn’t a difficulty, but rather that our workplaces are attractive to talent.”
The survey was conducted between Oct. 1 and Oct. 31, 2025 with a sample of 39,000 employers in 41 countries. The specific questions were: How difficult is it for you to fill positions compared to last year? What are the hardest positions to fill? What are the most valued skills? And what are you doing to address the talent shortage?

Rivera Roena said companies with 50 to 249 employees face the greatest difficulty (85%), followed by those with 250 to 999 employees. Conversely, larger companies with more than 5,000 employees reported the least difficulty in finding the talent they need.

Afederal judge in Boston earlier this week found that the Trump administration’s policy of summarily deporting immigrants to so-called third countries — nations other than their countries of origin — is unlawful.
In an 81-page ruling, Judge Brian E. Murphy of the U.S. District Court for the District of Massachusetts wrote that the government must first try to deport detained immigrants to their home countries — or to countries designated by an immigration judge when the immigrants were ordered removed from the country. After that process, immigration detainees must be given “meaningful notice” before being deported to another country, to allow them the opportunity to raise any fears they have that they might be persecuted or tortured there.
Murphy, who was appointed to the bench by President Joe Biden, paused his own order for 15 days, which gives the government time to seek an appeal.
Still, the ruling amounts to a sweeping repudiation of one of the administration’s most aggressive deportation policies, one in which immigrants are flown to distant places to which they have no ties, including Eswatini, Rwanda and Ghana. A report released this month by Senate Democrats claimed that the administration had spent more than $32 million in taxpayer funds to persuade third countries to accept roughly 300 deportees.
Deportations to third countries have been a high-profile component of the administration’s broader effort to depict migrants as “barbaric” criminals who should be dealt with harshly — and to persuade migrants to self-deport and leave the country voluntarily. Immigrants have also been sent to El Salvador and South Sudan, two countries with documented human rights violations. The administration has discussed sending them to Libya as well, The New York Times has reported.
“This is a forceful statement from the court that the administration has been violating the law,” said Trina Realmuto, a lawyer for the migrants in the case.
In an emailed statement, Natalie Baldassarre, a Justice Department spokesperson, said that “the district court continues to ignore clear law.”
The ruling does not apply to migrants whom the government is seeking to deport using “expedited removal” authorities, which

to offer detainees a chance to challenge their removal.
In his ruling, Murphy struck that policy down. He recounted a series of incidents where the government “repeatedly violated, or attempted to violate” his order that detainees be given additional due process before being shipped off to third countries. One of those, the flight to Djibouti, took place after detainees were given less than 24 hours’ notice. He characterized that event as a “flagrant” and “willful” violation of his order that detainees have the chance to challenge their deportations.
In his ruling, Murphy noted that during a hearing in the case, he had asked an administration lawyer if it was the government’s position that it was “fine” to send detained migrants to a third country “as long as the department doesn’t already know that there’s someone standing there waiting to shoot” them.

allow the quick removal of migrants who cannot prove, upon arrest, that they have been in the United States for longer than two years.
The case has already reached the Supreme Court once, when eight deportees with criminal records were held for days on a U.S. military base in Djibouti after Murphy ordered that they remain in U.S. custody. The Trump administration filed an emergency application to the Supreme Court, which then allowed the men to be handed over to the government of South Sudan. The Supreme Court cited an earlier ruling that paused an order from Murphy that required the government to give detainees the opportunity to object to their removal and raise fears of persecution or torture.
The Supreme Court’s ruling in July amounted to temporary guidance while the case continued to be litigated. The justices have not yet offered a final judgment as to whether they believe the policy is legal. Any challenge to Murphy’s new order is likely to go first to the 1st U.S. Circuit Court of Appeals, which has often ruled against Trump’s policies, but could then return to the Supreme Court for review.
Still, in internal guidance from July, the Homeland Security Department cited the Supreme Court’s emergency order and said that if the government had received credible “diplomatic assurances” from the government receiving them that deportees would not be persecuted or tortured, they were not required

Trump administration officials announced earlier this week that the federal government would withhold $259 million in Medicaid funds to Minnesota, the latest effort by the federal government to pull funding from Democraticled states as President Donald Trump rails against a major welfare fraud scandal there.
Federal judges have blocked most of the Trump administration’s efforts to claw back funds from states including Minnesota, New York, California, Illinois and Colorado. The states have decried the cuts as politically motivated, adding that they would harm hundreds of thousands of people. The Trump administration has pointed to allegations of fraud to justify the cuts.
The latest action targeting Medicaid funds will almost certainly be challenged in court.
Vice President JD Vance, who led a news conference detailing the plans, said that he felt “quite confident that we have the authority to do this,” adding that the Trump administration had to “turn the screws on them a little bit so they take this fraud seriously.” Trump had tasked Vance
in his recent State of the Union speech with leading a new anti-fraud effort.
Responding on social media, Gov. Tim Walz of Minnesota, a Democrat, said that the move was part of a “campaign of retribution.”
“This has nothing to do with fraud,” Walz said. “The agents Trump allegedly sent to investigate fraud are shooting protesters and arresting children. His DOJ is gutting the U.S. Attorney’s Office and crippling their ability to prosecute fraud. And every week Trump pardons another fraudster.”
Walz was referencing the fatal shootings of Renee Good and Alex Pretti, the detention of 5-year-old Liam Conejo Ramos, the firing of federal prosecutors and Trump’s pardons of convicted fraudsters such as Adriana Camberos, David Gentile, and Todd and Julie Chrisley.
In January, the Trump administration moved to withhold funding for food stamps and other hunger relief programs in Minnesota. A federal judge blocked that order. The Department of Health and Human Services also tried to freeze $10 billion in funding for child care subsidies, social services and cash support for low-income families in Minnesota, New York, California, Illinois and Colorado. A federal judge
blocked that order, too.
This month, the Trump administration again moved to withhold a smaller pot of Health Department funds that included grants aimed at curbing HIV and other sexually transmitted infections. A federal judge blocked that move, and his order broadly enjoined the government from terminating public health grants “based on undisclosed agency priorities.”
The cuts to social and health care services came as Trump has fixated on allegations of fraud in Minnesota, claiming, without evidence, that similar large fraud schemes are playing out elsewhere in Democratic-led states.
Trump has repeatedly claimed that there is so much fraud in the system that his administration would be able to balance the national budget once he eliminated the waste in Democratic-led states — a mathematically impossible feat, given the amount of funding involved compared with the size of the deficit. In reality, the annual deficit has risen significantly in the first year of Trump’s second term. The federal government is now expected to run a $23.1 trillion budget shortfall over the next nine years, according to forecasts by the Congressional Budget Office, a $1.4 trillion increase since Trump returned to the Oval Office.

Alawyer for Nicolás Maduro, the Venezuelan leader who was seized from his country by U.S. forces last month and charged with federal crimes, says that the Trump administration is blocking the Venezuelan government from paying Maduro’s legal fees.
The lawyer, Barry J. Pollack, said in a letter made public on Wednesday that because his client, Maduro, and the government of Venezuela are subject to sanction by the Department of the Treasury, it was necessary to obtain a license so that he could represent Maduro and be paid by Venezuela.
A license was granted on Jan. 9, Pollack said, but three hours later the Treasury Department’s Office of Foreign Assets Control amended it so that it would not authorize the payment of defense costs by the Venezuelan government.
As a result, Pollack said in his letter, dated Feb. 20, Maduro cannot afford his services. He argued that the Treasury Department was “interfering with Mr. Maduro’s ability to retain counsel” and his Sixth Amendment right to the counsel of his choice.
“The government of Venezuela has an obligation to pay Mr. Maduro’s fees,” Pollack wrote. “Mr. Maduro has a legitimate expectation that the government of Venezuela would do so.”
Pollack said he had asked the Treasury Department on Feb. 11 to reinstate the original license. If it does not act on the request, he said, he would ask Alvin K. Hellerstein, the federal judge overseeing Maduro’s case, to intercede. The Treasury and Justice departments did not immediately reply to a request for comment.
The Office of Foreign Assets Control, known as OFAC, grants licenses to allow companies and individuals to enter into arrangements that would normally be barred with countries subject to U.S. sanctions. In this case, if Pollack was to represent Maduro or to be paid by the Venezuelan government without such a license, he could be penalized.
Pollack said in his letter that, after the U.S. blocked payment of defense costs by Venezuela, OFAC had granted several licenses allowing Americans to engage in transac-

tions with the Venezuelan government — even though, he argued, the denial of those licenses would not have raised any constitutional issues.
It is unclear whether the unusual circumstances of Maduro’s capture have anything to do with the situation. It is possible that the U.S. government believes that Maduro has other means by which to pay his lawyer. In that case, the Justice Department may ask Maduro to provide evidence that he has no other assets.
The question of Maduro’s defense fees — and who exactly will represent him — has been an issue since the outset of the case. Before his arraignment, he was assigned a court-appointed lawyer, who was replaced by Pollack at the plea hearing.
Then, another lawyer, Bruce Fein, joined the case, saying he had received information “from individuals credibly situated within President Maduro’s inner circle or family” who had informed him that they “trusted no one in Maduro’s hastily arranged initial representation.”
After Pollack protested, Hellerstein removed Fein from the case.
Maduro and his wife, Cilia Flores, were seized from a Caracas, Venezuela, compound in early January and transported to the United States, where Maduro was charged in U.S. District Court in Manhattan with narcoterrorism conspiracy and cocaine importation conspiracy. He and Flores have both pleaded not guilty and are being held in a Brooklyn detention center.
Pollack said in his letter that the license granted to Flores’ lawyer allowed her to receive funds for her defense from the Venezuelan government.

For President Donald Trump and his allies, the 2024 election was less a vote for a new administration than it was an enabling act for a new sovereign. The public had done more than give Trump the White House the way it might bless any candidate with presidential power. In their view, the vote was akin to regime change, the start of a new Constitution, a new covenant and a new commandment: Thou shalt have no other laws before Trump.
What followed, in the first year of the president’s second term, was an effort to subordinate the entire society to the whims of one man. He did not do this alone. Rather than defend its prerogatives as the first branch among equals, the Republicanled Congress neutralized itself as a constitutional force, deferring to Trump as he destroyed the federal bureaucracy, subverted the rule of law, targeted opponents and rivals with threats and blackmail and governed by executive decree. And, eager to implement its baroque theories of unlimited presidential power, the Republican-led Supreme Court gave sanction to Trump’s effort to remake the executive branch in his image, even when history, tradition, law and the will of the people through Congress said otherwise.
Worse, in the months before Trump won his second election, this same court freed him from fear of criminal prosecution in an extraordinary declaration of presidential immunity. The court opened the door to rampant corruption and abuse of power,

and Trump walked right through it.
But as confident as the president and his boyars appeared to be in those first months, they were also in a race against the clock. The reality of the situation was that the American people — or at least, a little less than half of the people who cast ballots in November 2024 — did not vote for Trump to be an outer-borough Viktor Orban. They voted for lower prices and greater prosperity. And each moment the president spent on his ideological obsessions — from his attacks on racial integration in government to his effort to punish pro-Palestinian speech on college campuses — was one he did not spend on the promises that put him into office.
The most self-destructive of the president’s obsessions was his single-minded devotion to tariffs, which promised to undermine the economy and raise the cost of everyday life for millions of Americans. In fact, according to a recent report from the nonpartisan Tax Foundation, the president’s tariffs cost the average household $1,000 over the course of last year.

to consolidate a new authoritarian regime before the opposition could get its footing and before the broader public could react to the transformation.
Winston Churchill is said to have joked that “Americans can always be trusted to do the right thing once all other possibilities have been exhausted.” Something along those lines seemed to take place over the course of 2025, as Americans slowly woke up to the president’s assault on their liberties.
In particular, they saw the unilateral destruction of federal agencies, the military occupations and the use of masked men to snatch and grab immigrants as the start of something dangerous, and they began to react. First with protests and then at the ballot box.

Then there was immigration. As many voters heard it, Trump would direct the nation’s immigration resources toward people who had committed violent crimes. The “worst of the worst,” as he likes to put it. But as he — and especially Stephen Miller, his chief domestic policy adviser — meant it, “mass deportation” was a plan to remove as many brown-skinned immigrants from the country as they could get their hands on, illegal or otherwise. If those immigrants were undocumented or had pending legal status, then the administration would target them as if they were criminals, seizing law-abiding people to send to squalid detention camps in Texas and Florida, where they would be deported to whatever country might take them. And if those immigrants had legal status — if they had done things the right way — then the administration would do everything it could to nullify that status, so that it could target them with the full force of the federal government.
To pursue its project of mass deportation, the president and his allies in Congress pumped tens of billions of dollars into both Customs and Border Protection and Immigration and Customs Enforcement. This cash infusion — which made the agency as well funded as some of the world’s militaries — went to hiring new officers and constructing new facilities, including the conversion of vast warehouses capable of holding thousands of people in cramped conditions. It also funded operations in cities targeted by the president, if not for high rates of immigration, then for political opposition. With masked agents toting militarygrade weapons as they seized people off the streets or from their homes, both ICE and the Border Patrol ceased to be law enforcement agencies and began to operate instead as statesponsored paramilitaries, loyal to the leader and not to the rule of law.
To assist that paramilitary, the president would also turn the U.S. military against the public with showy occupations of major cities, including the nation’s capital, which itself would be adorned with images of a glowering Trump as our dear leader — Big Brother with a spray tan. But, again, the clock was ticking. To remake the nation, Trump had to move fast. He had
November saw large Democratic Party victories in Virginia and New Jersey — elections considered bellwethers of the public mood. Then came Operation Metro Surge, the Trump administration’s attack on Minnesota — and the twin cities of Minneapolis and St. Paul in particular — under the pretext of immigration enforcement. And in response to this tyrannical exercise of arbitrary authority, ordinary Minnesotans organized to protect their neighbors from seizure and rendition. Two of those Minnesotans, Renee Good and Alex Pretti, were killed by immigration agents for their resistance. The White House thought that this might intimidate the opposition. What it did instead was enrage much of the country.
On Tuesday, Trump gave his State of the Union address. “What a difference a president makes,” he said. Trump believes he is popular, strong and successful. The truth says otherwise. Trump is as unpopular as he’s ever been. His approval in highquality surveys from CNN, the American Research Group and Reuters hovers between 36% and 40%. His disapproval rating reaches as high as 60%. Even the most skilled presidents would struggle to recover from this kind of collapse. We can safely assume that, for Trump, things will only get worse.
What Trump has, a little more than one year into his second term, is a failed presidency: one that has crashed on the rocks of his ambition to supplant constitutional government with that of his own will. Yes, Trump has done a tremendous amount of damage. And yes, he has degraded American democracy to the point where it is on life support. But he’s failed to make himself a dictator, and the public is poised to punish his party for his transgressions.
Unfortunately, that will be the easy part. It’s what comes after that that will test our ability to make the union whole again.

Hizo su año transicional en el Hospital Municipal de San Juan y de ahí partió hacia Denver, Colorado siendo la primera mujer e hispana en hacer su residencia allí. Durante la escuela de medicina rotó por varias subespecialidades, pero fue la oftalmología la que cautivó su atención. Al visitar por primera vez las clínicas de oftalmología como estudiante se impresionó al ver cómo el ojo, pese a ser un órgano tan pequeño puede ser afectado por muchas enfermedades y así mismo cómo tantas enfermedades sistémicas del cuerpo pueden manifestarse en el ojo. Según cuenta, quedó deslumbrada al presenciar por primera vez una cirugía de cataratas. Fue así como empezó su camino hacia la oftalmología, que lleva practicando desde hace 13 años, los cuales dice han sido de mucho aprendizaje y mucha satisfacción, donde ha intervenido con muchos pacientes con diversas patologías. En ese tiempo ha atendido más de 10 mil pacientes y ha realizado alrededor de 100 mil cirugías. Los últimos nueve años practicó la oftalmología en Carolina del Norte y recientemente regresó a la Isla para integrarse a Puerto Rico Eye Institute en Caguas y en sus nuevas facilidades en Bayamón.
Las condiciones o problemas visuales más frecuentes que atiende en su práctica son el ojo seco, las cataratas y los problemas relacionados a la diabetes en el ojo. La doctora afirmó que su prioridad es que cada paciente se sienta escuchado, orientado y seguro sobre las decisiones relacionadas con su salud visual.
“La verdad es que me tomo tiempo de escucharlos, de hacerlos sentir cómodos, conocerlos como persona y al crear ese vínculo de confianza ellos me dan más información, se adhieren más al tratamiento y esto al final lleva a resultados más óptimos”, sostuvo.
A su juicio, el síntoma o señal principal que debe alertar a una persona de que necesita una evaluación oftalmológica es si nota una disminución o pérdida de visión. Otros síntomas que deben alertar a los pacientes es si tienen nuevos flotadores o destellos de luz en su visión, dolor en el ojo o hasta un ojo rojo que no mejora.

También brinda servicios como tapones lacrimales y terapia de luz para mejorar los síntomas del ojo seco.

“Es de suma importancia que los pacientes acudan a sus exámenes de rutina para prevención, ya que hay varias enfermedades oculares que no muestran síntomas al principio y cuando ya los muestran puede ser un poco tarde para poder intervenir y ayudar con esa condición. Un ejemplo de eso es la glaucoma, donde las personas pierden visión en su periferia sin darse cuenta inicialmente, y a lo largo de los años se va disminuyendo la visión hasta que pueden quedar ciegos. Esto se puede captar a tiempo en una evaluación de prevención”, enfatizó.
La especialista apuntó que, de acuerdo a la Sociedad Americana de Oftalmología, si el paciente no presenta síntomas ni problemas de visión, se le recomienda hacerse exámenes oculares regulares según su edad: De 20 a 39 años: Cada 5 años. De 40 a 54 años: Cada 2 a 4 años. Luego de eso ya a partir de los 50 se deben examinar cada año, porque a partir de esa edad ya se empiezan a notar más las enfermedades oculares.
“Dios nos ha dado solamente dos ojos, que lamentablemente si uno pierde visión no existe en las investigaciones nada que recupere la visión una vez la perdemos. Por ejemplo, si nosotros perdemos un diente podemos tener un diente de una prótesis; si perdemos en un accidente en una pierna podemos tener una prótesis tambien, pero para el ojo eso no existe, así que es importante priorizar nuestra salud visual y acudir a un oftalmólogo, y en PREi estamos a su disposición para verificar que todo esté bien. Estamos con las puertas abiertas y los brazos abiertos para atenderlos de

manera individualizada y con mucha confianza para que podamos llegar a nuestras metas de tener una salud visual de excelencia. Así que yo les recomiendo que no lo dejen para mañana, que estamos abiertos y en la mejor disposición para ayudarlos”, enfatizó.

This Saturday’s Puerto Rico Symphony Orchestra (PRSO) concert may feel a bit like deja vu. After all, the longplanned classical concert with the cryptic title of “Paulus” just might have a few music lovers scratching their heads. Who is Paulus to have a whole concert named for him?
After all, didn’t we just learn about concerti for orchestra, introduced by the genre’s inventor Bela Bartok in 1943?
But wait, the prolific but little known composer Stephen Paulus (1949-2014) wrote another five-movement concerto for orchestra in 1982-83, a full four decades after his Hungarian standard bearer wrote the concerto featuring the large ensemble.
Be that as it may, as soon as Associate Music Director Rafael Enrique Irizarry raises his baton at Saturday’s opening offering it will be clear that Paulus owes more to the bombastic and iconoclastic works of Russian Igor Stravinsky than to the output of the folk-inspired and meditative Bartok, who engaged more with the non-European folk music of the Roma and Magyar tribes of Hungary and Rumania.
Yet Paulus, who spent most of his life in the cold extremes of Minnesota, including the twin cities of Minneapolis/

St. Paul, is “American in the truest sense of the word,” Irizarry said in a text talk with The STAR.
In a week filled with polished run-throughs at the orchestral home venue, the maestro recalled “the cosmopolitan rhetorical devices used early in the 20th century by composers like [Aaron] Copland, [William] Schumann, [Roy] Harris, [Charles] Ives and others.”
Paulus, a double Grammy winner (posthumously), penned more than 600 works of almost every genre.
Second on the program, Irizarry -- himself educated in Puerto Rico, Indiana, California and Venezuela, the latter known for its innovative musical educational programs -- has continued the North American theme on an entirely different note, with “The Summer of 1915” by Samuel Barber (1910-1983), inspired by contemporary poet James Agee about the last days of innocence before warfare broke out all over Europe, eventually dragging the U.S. into the fray of World War I.
Agee and Barber take the audience back over a century to the idyllic pre-war days of the laid-back southern rhythms of Knoxville, Kentucky in an innocence achieved less than half a century after the abolition of slavery in the New World’s southern agricultural belt.
Those idyllic days, spent chatting with neighbors on porch steps, reach out slowly but luxuriously.
This nostalgia, in the original English, will be delivered in the limpid, pure soprano tones of Puerto Rico’s Laura Miah Ramos, called “the perfect voice” by British composer John Ritter when she sang his “Magnificat” here with the PRSO. Conservatory-trained in San Juan, she is now completing her master’s degree in opera at Yale University.
Barber’s work was commissioned by American soprano Eleanor Steber and later performed/recorded by such an imposing interpreter as Leontyne Price.
However, in later years, following the lead of lyric soprano Dawn Upshaw, who won a Grammy for her child-eye’s view of the same back porch, the interpretation changed. After Upshaw came several lighter-voiced sopranos, including Kathleen Battle, Sylvia McNair, praised for her “intimate and dreamy version,” and Renee Fleming, who has performed it in the nostalgic sylvan atmosphere of The Shed at Tanglewood Music Festival in western Massachusetts’ Berkshire Mountains, an evocative setting.
But perhaps no one related to the local classical music scene can forget the intricate prose text and crystalline vocal line that the late Susan Pabón (née Young) performed here in 1982, coinciding with the World’s Fair in Knoxville. That local premiere was a perfect vehicle for her “crystalline voice, supreme vocal color and perfect diction,” and “emotive clarity,” in the words of music critics.
And while following in Pabón’s footsteps is no walk in the park, veteran Irizarry, who recalls the late soprano with fond admiration, promises her successor will take those steps in stride, setting another bar for Agee and Barber.
“Miss Ramos will beautifully soar above the orchestra

showing off her glorious vocal instrument in the rewarding acoustics of the Casals Symphony Hall,” he confidently predicted after rehearsal. “She’s the real deal.”
The concert culminates with a “Symphonic Fantasy” by German composer Richard Strauss (1864-1949), a concert version of his sumptuous, but overlong, opera “Die Frau Ohne Schatten” (The Woman Without a Shadow).
Strauss wrote this version in 1947, when he was broke and nearly broken by World War II. Barely surviving as an exile in Switzerland, he lived on credit provided by an admiring and principled innkeeper, who carefully preserved Strauss’ previous manuscripts as collateral.
The opera, written during World War I some 30 years earlier, is a sweeping, mythological fantasy about love, sacrifice and redemption (spiced with Freudian psychology) that leaves an uplifting message through its most enduring themes.
Irizarry, who has wielded the PRSO baton for almost two decades, told this reporter he hopes his modern selections will enlighten and entertain, as every well balanced program is obligated to do.
A toast to Paulus. May he join his better known 20th century colleagues in a perfect concert.

U.S. stock indexes turned sharply lower on Thursday, the day after a less-than-stellar earnings report from artificial intelligence vanguard Nvidia dragged technology shares which have provided muscle to the recent rally.
A pivot back to cyclical sectors helped limit the Dow’s losses, while a 3.6% drop in the Philadelphia SE Semiconductor index helped drag the tech-laden Nasdaq down 1.5%.
With Thursday’s drop, the SOX, which has surged 15.3% year-to-date, is on the verge of snapping what


the chipmaker provided above-market estimates. But the world’s richest company by market cap wrestled with increasingly difficult year-on-year comparisons as its revenue growth decelerates. Its shares were down 4.9%.
“Nvidia’s results, while they were good and showed substantial growth year-over-year, they did not hit the high end of some people’s expectations,” said Joseph Sroka, chief investment officer at NovaPoint in Atlanta. “Now the news is over and there’s probably a little bit of profit taking and we’re seeing money now rotate back to the victims from earlier in the week, the software companies that were portrayed to be the ultimate victims of AI.”

Technology shares in general, and software and chips in particular, have see-sawed in recent weeks as investors wrestle with uneasiness over the massive costs and potential disruption of nascent AI technology.
While all three major U.S. stock indexes are on track for modest weekly losses, the S&P 500 and the Nasdaq are poised to close lower on the month. The Dow remains on track to post an advance in February.

Advancing issues outnumbered decliners by a 1.04-to1 ratio on the NYSE. There were 310 new highs and 63 new lows on the NYSE.
On the Nasdaq, 2,069 stocks rose and 2,574 fell as declining issues outnumbered advancers by a 1.24-to-1 ratio.
The S&P 500 posted 35 new 52-week highs and one new low while the Nasdaq Composite recorded 74 new highs and 80 new lows.

At the 360 rooftop bar, in the heart of Caracas, Venezuela, all the tables were taken, even though drinks can cost more than several months of base wages for many.
Sitting with friends on a recent February evening, Verónica Sanguino, 19, who works at a fish market, said she had saved for weeks to afford the night out at the open-air lounge.
Her group clinked wineglasses and nibbled on ceviche as they sat with a stunning view of the city, which was bombed last month by U.S. forces during the capture of Venezuela’s leader, Nicolás Maduro.
“We go out just to slip away for a moment from this country’s reality,” Sanguino said.
In a city that refuses to be humbled by decades of misrule, such scenes are starting to spread.
I first started living in and covering Venezuela in 2006, and this month I made my first trip here in years. I was stunned at what I saw: a proud capital city laid low by economic decline, authoritarian rule and an immense brain drain but showing signs of stirring back to life.
New restaurants are multiplying, and nightclubs are packed. Startups are flourishing in what some dare call the start of an economic revival.
Much of the budding optimism is grounded in hopes that Venezuela’s moribund oil industry could show growth this year. Authoritarian restrictions are also, tentatively, starting to ease as political prisoners are released and Venezuelans test censorship limits and take to the streets in small protests.
Still, the moment is fragile, and serious limitations abound. Caracas remains something of a bubble, where wealth is concentrated in the hands of a small elite, and only a fraction of Caraqueños, as the city’s residents are known, can afford its pricey nightspots.
The unusual warming of ties between Venezuela and the United States is also in its infancy. The U.S. government is aggressively pressing for economic and political changes, potentially fueling pushback in a country where the ruling Socialist Party has long viewed U.S. meddling as anathema.
The economy’s crash over the last decade prompted many inhabitants to flee. Once-legendary traffic jams have given way to breezy commutes on highways conceived by American urban planner Robert Moses.

compared it to Baghdad during the Iraq War, is also much safer these days.
Crime specialists attribute this shift to the migration of members of gangs like Tren de Aragua, now operating up and down the Americas, and a campaign of extrajudicial killings by elite police units. These specialists say a bigger threat now comes from security forces like the Bolivarian National Police, the primary law enforcement agency at the federal level, which is notorious for extortion and demanding bribes.
Other changes are subtler but no less profound. Images of Hugo Chávez, who died in 2013 and was the founder of the regime that has controlled Venezuela for nearly three decades, used to be ubiquitous across Caracas, reflecting the personality cult his followers created.
Now paintings of El Comandante, as Chávez was known, are largely limited to the old center and the bastions of his remaining followers. That is a reflection, some say, of the market-oriented policies that Delcy Rodríguez pushed to adopt in a bid to stabilize Venezuela’s economy before becoming interim president in January.
“The color red has been gradually disappearing from the cityscape,” said Asdrúbal Oliveros, an economist, referring to the color that is not merely an aesthetic choice but a source of revolutionary identity for the Chavismo movement Chávez forged.
Still, in an interview at Loccal, a trendy coworking space, Oliveros emphasized that Venezuela’s economy, while showing promising signs of growth, remains volatile.
Many of the new investments in Caracas got underway before Maduro’s capture, while Rodríguez, long a top ally of the deposed leader, began exposing the economy to market forces, he added. But to return the economy to its size before Maduro drove it into the ground by spending excessively and printing large amounts of money, which unleashed hyperinflation, Venezuela would need to grow about 10% a year for the next 10 years, Oliveros said.
Inflation is galloping at an annualized rate of roughly 560%, Oliveros estimated, eroding the base salaries of many public-sector employees to the equivalent of about $2 a month. At the same time, a de facto use of dollars instead of the domestic currency, combined with a reliance on imports, has produced jawdropping prices for many items and services in Caracas.
Deodorant or shampoo, for example, can be 30% more expensive in Caracas than in a Walgreens store in Miami. Cocktails at some new bars go for $17 or more.
“This city has the wages of Zimbabwe, the public services of Bangladesh and the prices of New York,” said Phil Gunson, a British political analyst who has lived in Caracas for decades, over lunch at La Estancia, a steakhouse where a Porterhouse goes for $160. The place was nearly full on a recent Thursday afternoon.
Underscoring a demand for high living, which Venezuela’s socialist-inspired revolution never managed to stamp out, ritzy new eateries are opening around the city. One is Filomena, an Italian seafood restaurant that opened less than three months ago in the verdant hillside district of San Román.
“The country is turning a corner,” said Andrés Elizalde, the general manager of Filomena, where customers can easily spend $200 apiece on Maine lobster, grouper in truffle foam, caviar and imported wines.
A vast majority of Caraqueños will never experience Filomena’s delicacies. Most eke out an existence that relies heavily on government subsidies.
Elsewhere in Caracas, there are signs that the socialist thinking that has informed government policies for decades still has a role in providing a safety net, albeit frayed, for many in the city.
I came across evidence of this one afternoon at a street fair in Parroquia San Pedro, a poor area with decaying art deco apartment buildings.
Under tents, public employees offered various free services like blood pressure exams,
blood tests, eye exams, basic medicines, haircuts and even therapeutic massages to people, in addition to vaccinations and nail trimming for dogs and cats.
“Things like this make life here bearable, even pleasant,” said Katy Valderrama, 53, a high school teacher who showed up to get her blood pressure checked; she had her dog, Duque, in tow. Nearly 200 others waited patiently in line for the state-provided benefits.
With such contrasts on display, my head was spinning. After racing from one interview to the next, I escaped on my last full day to hike up El Ávila, the mountain range rising majestically above Caracas, separating its urban sprawl from the Caribbean Sea.
On my way down, on an empty street near my hotel, half a dozen officers on motorcycles with the Bolivarian National Police suddenly swarmed around me.
While grasping rifles, they asked for my ID, conducted a pat-down search, made me empty my pockets, threatened to detain me and looked incredulous when I told them I was in the country on a journalist visa.
I took a deep breath as I remembered this police force’s fearsome reputation. I also recalled how the Maduro regime had in recent years arrested foreign visitors and accused them of hatching destabilization plots, without offering any evidence, before freeing them in prisoner exchanges.
Calmly, I showed them an electronic copy of my visa on my phone. I told them they should call the Ministry of Communication and Information if they had further questions, since senior officials there had granted me permission to be in the country.
With a predatory grin, the leader of the pack grudgingly handed my passport card to me and told me to get on my way.
I walked briskly down the hill. It was a jarring reminder of how the city’s charms have long been served with a sense of menace, and how the changes washing over Caracas remain a work in progress.

The targeted strikes on Iran being considered by the Trump administration would probably be aimed at nuclear and missile sites in the country. But the president has yet to specify, to either the American people or the troops who would carry out his orders, exactly what he wants this military engagement to accomplish.
In his State of the Union speech Tuesday, President Donald Trump appeared to suggest a goal — that Iran needs to say the “secret words” that it will never have a nuclear weapon. But Iran has already essentially made that promise, even if it has enriched enough uranium to make intelligence officials scoff.
U.S. officials say they doubt that Iran is ready to make a deal, but that the strategy behind targeted strikes would be to force its leaders to make concessions.
More immediately, the objective would be to damage Iran’s nuclear and missile facilities.
Trump declared that Iran’s three most important nuclear sites were “obliterated” in U.S. strikes last year. They were not obliterated, but they are not operational either, according to officials who have reviewed the intelligence.
For Israel, the most critical immediate threat is Iran’s missiles. Destroying them would limit the country’s ability to retaliate against Israel and military bases in the region that house U.S. troops. American military officials say that while their bombers and Tomahawks can significantly damage Iran’s missiles, it could manufacture more. And Iran has spread out some of its launch sites, making an attack more difficult.
But any damage from a U.S. strike would more likely serve two symbolic purposes. Several administration officials said it would allow Trump to claim a military victory against an old
foe. But top officials also hope it would drive Iran to give up its nuclear enrichment program, although some current and former officials doubt whether it would accomplish that.
Gen. Dan Caine, the chair of the Joint Chiefs of Staff, has said in Situation Room meetings that while the U.S. forces amassed in the Middle East could carry out small or medium strikes, there would be a potentially high risk of American casualties and a negative effect on American weapons stockpiles.
“When we initiate contact, we should expect Iran to launch 100 missiles at U.S. bases, because that was what they did to Israel in June,” said Maj. Gen. Paul D. Eaton, a retired Army veteran of the war in Iraq. U.S. troops, he added, have neither Israel’s vaunted Iron Dome air defense system nor its vast bunker network that helped keep casualties down during the country’s armed conflict with Iran in June.
Trump, Eaton said, “has failed to make the case to the American people for why we are conducting this war of choice.”
In his address Tuesday, Trump said his preference was to solve the issue diplomatically. “We are in negotiations with them. They want to make a deal,” he said, without explaining what kind of agreement his administration was trying to reach.
Analysts have noted that Iran is in a weak position but appears unlikely to make a diplomatic deal, given how much it has invested in its nuclear program.
“It is unlikely that Iran is going to accede to President Trump’s demands and give up its nuclear program,” said Joseph Zacks, a former senior CIA officer and an adjunct fellow at the Foundation for Defense of Democracies. “We are likely headed to a military confrontation.”
Should discussions in Geneva on Thursday fail to result in any consequential progress,

Zacks said that there was a possibility of an initial limited strike to demonstrate to the Iranian government America’s “seriousness of purpose in order to propel the regime to understand the gravity of its intransigence and return to the negotiating table.”
But Zacks predicted that any sort of limited strike would probably have the opposite effect and harden the Iranian position, adding that it was “not in the supreme leader’s DNA to make concessions on the Iranian nuclear program” that went beyond the deal reached during the Obama administration. Trump withdrew the United States from that agreement during his first term.
Privately, some senior administration officials are skeptical that diplomacy will work,
prompting a debate over what military option would most effectively force Iran to make a deal on its nuclear program.
The Trump administration has debated two plans. One would be a major strike aimed at hitting a huge number of targets over a sustained period of time. Critically, it would also try to decapitate the government by forcing the supreme leader, Ayatollah Ali Khamenei, from power.
But Trump seems to favor a targeted, limited strike on the missile and nuclear sites. The purpose, in addition to damaging missile stocks and production, would be to force the Iranians to negotiate.
U.S. officials have said that if Iran did not accept their demands after a targeted strike, Trump would then consider the larger strike as a follow-on mission.
But two U.S. military officials said that despite the administration’s military buildup in the region, the Pentagon does not have the forces or munitions needed for an extended bombing campaign. Seven to 10 days, one of the officials said, is about how long the U.S. military positioned in the region could continue strikes.
In meetings on Iran, Caine and CIA Director John Ratcliffe provided options and intelligence to the president and his advisers. But, to the frustration of some of Trump’s advisers, the discussions have centered more on tactics than on the broader strategy the administration is trying to pursue.
The United States has long assessed that the supreme leader will not be willing to give up Iran’s nuclear program, and that the more Iran is attacked by the United States, the more likely he is to believe his country’s best defense will be to get a nuclear weapon.

In a nod to voter frustration over rising electricity prices, President Donald Trump on Tuesday said he was negotiating pledges from major tech companies to pay a greater share of the energy costs associated with new data centers.
Silicon Valley is spending hundreds of billions of dollars to build power-hungry data centers for artificial intelligence as demand for electricity is increasing across the United States. That has led to widespread fears that the AI boom could cause utility bills to spike for ordinary households.

Trump’s announcement during his State of the Union speech was light on details, and experts said that any promises by tech companies to pay more for their electricity could be difficult to verify or enforce in practice. Yet the move underscored the extent to which White House officials and Republicans have worried that rising electricity prices could hurt them in the midterm elections this year.
“We’re telling the major tech companies they have the obligation to provide for their own power needs and can build their own power plants so no one’s prices will go up,” Trump said. He called it a “ratepayer protection pledge.”

Taylor Rogers, a White House spokesperson, said Wednesday that tech companies would join Trump at the White House next week to formally sign the pledge.
Data centers being built today can use as much power as a small city, and they often require large new transmission lines, power plants and other costly upgrades before they can be connected to the local electric grid. Historically, utilities have spread those upgrade costs — which can reach billions of dollars — among all customers in their regions.
But politicians are increasingly calling on tech giants to foot most or all of the bill for these upgrades. In recent weeks, both Microsoft and Anthropic have publicly pledged to pay higher electricity rates to cover their costs. Many tech companies are also building their own power plants, largely fueled by natural gas, as Meta is doing with a data center in El Paso, Texas.
“We absolutely want to pay our fair share of all costs associated with serving us,” Briana Kobor, head of energy market innovation at Google, told a recent gathering of utility regulators in Washington.
Experts say that such pledges could potentially help curb electricity costs for everyone else but the effects would depend on the specifics of the plan. “If you could wave a magic wand and have tech companies pay for every nickel that’s being spent on infrastructure, that would have a significant effect,” said Ari Peskoe, who directs the Electricity Law Initiative at Harvard University.
“But it gets complicated in practice,” he said. “There are a lot of big question marks here.”

expenses should be assigned to new data centers, such as the cost of upgrading transmission lines. The contracts that data centers sign with local utilities are typically confidential, which can make it hard for the public to verify whether tech companies are paying all of their associated costs. In some parts of the country, regional grid operators and regulators may also need to rewrite complex rules on how to allocate their costs.
It is also unclear whether any pledges from the major tech giants would apply to the smaller third-party developers that are often the ones building data centers and negotiating power contracts.
On a call with reporters Wednesday, Energy Secretary Chris Wright said, “Every name you know that’s developing a data center has been in dialogue with us.”
The tech companies expected to appear with Trump next week include Amazon, Google, Meta, Microsoft, xAI, Oracle and OpenAI, according to a White House official. Fox News first reported on the list of companies.
Josh Levi, the president of the Data Center Coalition, a trade association, said in a statement that tech companies plan to “work closely” with the administration on the issue. “We appreciate President
Trump’s focus on winning the global AI race, and we share his commitment to the continued responsible development of the data center industry, alongside a more affordable, reliable electric grid that serves all customers,” he said.
Some environmental groups and Democratic lawmakers criticized the pledges as largely symbolic and noted that other Trump administration actions to throttle wind and solar power could drive up energy costs.
“A handshake agreement with Big Tech over data center costs isn’t good enough,” Sen. Mark Kelly, D-Ariz., wrote on social platform X. “Americans need a guarantee that energy prices won’t soar and communities have a say.”
The Energy Department also announced Wednesday morning that it would loan $26.5 billion to two electric utilities, Georgia Power and Alabama Power, to help build new gas plants and batteries, and upgrade nuclear plants and transmission lines. The loan would allow the utilities to reduce their borrowing costs by about $300 million per year, officials said, and allow Georgia Power to enact a three-year rate freeze at a time when data centers are expanding rapidly in the region.

The seventh week of the Women’s Superior Volleyball League (LVSF by its initials in Spanish) season began on Wednesday night with victories for the Criollas of Caguas and the Pinkin of Corozal.
At Salvador Dijols Coliseum in Ponce, the Criollas withstood a strong push from the host Leonas, who extended the match to a tiebreaker set, before finally securing the win and returning to the win column after three consecutive losses.
The set scores were 25-23, 25-23, 21-25, 15-25 and 15-11.
With the win, Caguas added two points to remain in second place in the standings with an 8-7 record and 25 points. Fifth-place Ponce (5-10, 16 points) earned a point in the loss.
In the final set, the Criollas jumped to 7-0 lead with a run that included an attack by Jenaisya Moore from position four. The Leonas responded with a 10-4 run to close the gap to a single point, 11-10, still in favor of Caguas, but it wasn’t enough to complete the comeback.

Caguas dominated Ponce 15-10 in blocks, while the
Leonas were superior in attacks (68-54), defenses (127109), passes (49-41), and assists (20-12). Both teams finished with five aces.
The Caguas offense was divided between Genesis Collazo (22 points), Moore (19), Alexandra Czech (13) and Diana Reyes (11). Collazo contributed five blocks.
Wilson led the way for Ponce with 29 points, followed by veteran Stephanie Enright with 20.
Corozal avenges loss to Manatí
In the night’s other game, the Pinkin avenged their previous loss to the Atenienses of Manatí, winning in four sets to take all three points of the match.
Third-place Corozal improved to 8-7 with 24 points, while Manatí remained in fourth place with a 5-10 record and 17 points.
Set scores were 25-22, 25-21, 23-25 and 25-22.

arly last season, Kevin Roach, the Pittsburgh Pirates’ video coordinator, approached the team’s young ace, Paul Skenes, and asked him if he was interested in pitching for the U.S. team in the World Baseball Classic.
Skenes is exactly the type of person who would want to represent the United States on the world stage. Before he was a Cy Young Award winner and one of the best right-handed pitchers in MLB, he was an Air Force cadet who once left baseball practice to chew out his peers who were not standing for the national anthem.
But, being a top American pitcher, he is also precisely the type of player who has historically turned down such an opportunity.
As mighty as the World Baseball Classic has become, one of the tournament’s most obvious holes has been how many of the game’s greatest American pitchers have not participated: Justin Verlander, Max Scherzer, Zack Greinke, Chris Sale, Jacob deGrom and Gerrit Cole among them.
In years past, the U.S. team operated with a “B” team pitching staff. The country’s pitching stars — or their teams — chose the perceived safety of spring training back fields rather than risk injury while facing Japan or the Dominican Republic. So the question Roach had for Skenes had often returned a disappointing answer.
“Would you want to pitch for Team USA?” Roach said.
It wasn’t so much a choice made in the moment as it was one Skenes manifested at 14, watching U.S. outfielder Adam Jones rob the Dominican Republic’s Manny Machado of a home run in the 2017 WBC. “That was something I decided a long time ago,” Skenes said recently. “If I had a chance to do it, I would.”
Roach, who works with the U.S. team, messaged its manager, Mark DeRosa. Before long, the team had announced Aaron Judge of the New York Yankees and Skenes of the Pirates as the hitting and pitching pillars of its WBC roster. Landing Skenes “put the world on notice that we want our best representing Team USA,” said the team’s general manager, Michael Hill.
More of the best kept agreeing to play until, for the first time, the team had a pitching staff to match its star-studded lineup. Skenes and Tarik Skubal form a two-headed beast of reigning Cy Young winners. Logan Webb and Joe Ryan round out the rotation, though Ryan’s lower-back inflammation could put his participation in jeopardy. The back end of the bullpen is occupied by Mason Miller, David Bednar and Garrett Whitlock. Even 37-year-old retiree Clayton Kershaw is in for mop-up duty. At long last, the U.S. pitching staff truly resembles a collection of the country’s best arms.
“Wow,” Bednar said.
“Insane,” Ryan said.
“It’s going to be fun,” Skenes said.

Lance Lynn, Adam Wainwright, Kyle Freeland and Miles Mikolas. Japan had Shohei Ohtani, Yu Darvish, Yoshinobu Yamamoto, Shota Imanaga and Roki Sasaki. No pitcher on the U.S. staff received even a down-ballot Cy Young vote the previous season.
When DeRosa began recruiting for the 2026 Classic, which begins March 5, he sensed a groundswell of interest from American players. Perhaps that is only natural when the lasting image from the previous WBC is Ohtani
striking out Mike Trout of the United States to win it. In 2023, DeRosa cast a wide net, phoning one player after another. This time, he took as many calls as he made. Not every pitcher said yes, but enough did to challenge the narrative that, as DeRosa put it, “for whatever reason, in the United States, our best arms don’t show up.” The Ringer’s Ben Lindbergh calculated that compared with the U.S. pitching staffs from the past four Classics, this one is at least 71% better in prior-year wins above replacement and 47% better in projected WAR.
DeRosa began the process of building his dream U.S. pitching staff by writing down three names: Skenes, Skubal and Zack Wheeler. Skenes was immediately in. Wheeler was in until undergoing shoulder surgery. Skubal was a complicated case. He is in line for a free-agent megadeal this fall. Would the tournament be worth it to him? DeRosa and the U.S. pitching coach, Andy Pettitte, kept in contact with him.
Skubal had the itch. He did not want to miss out. Early in the offseason, at the players’ union’s meetings in Scottsdale, Arizona, Skubal peppered Skenes about his WBC preparation. “I took him aside: ‘Hey, what’s your plan? What’s your vibe? What do you got on all this?’” Skubal recalled. Skenes walked away thinking there was a 50-50 shot Skubal would be on the WBC roster. There was still a lot for Skubal, his agent Scott Boras and the Detroit Tigers to iron out.
In the meantime, DeRosa fortified the late innings. In November, Miller, the flame-throwing San Diego Padres reliever, was in Hawaii with his wife, Jordan. They had discussed the possibility of him pitching for the United States, so when DeRosa phoned to gauge his interest, Miller had a response ready: “Of course.” Bednar, the Yankees’ closer, got a call, too. “I was fortunate enough to get asked to do it again,” said Bednar, the only returning pitcher from the 2023 U.S. roster. “It was a pretty easy yes.”
The more stars who committed, the easier the recruiting became.
In December, Skenes heard from Skubal again. He was in.
“He was pretty fired up,” Skenes said. “I take a ton of pride in being able to wear the USA
across the chest,” Skubal said. “It’s something I’ve never had the opportunity to do. I think it is the best country in the world. It will also be another really special thing in my career, just being able to share the clubhouse with all those guys that are elite, at the top of today’s game. They’re all superstars. Getting to all come together for one common goal will be pretty special.”
There is an inherent conflict between the U.S. team’s championship aspirations and MLB teams’ preparation for the long regular season. This has led to friction over parent clubs prohibiting pitchers with recent arm injuries from participating in the WBC or, for those who begrudgingly approved, placing them under onerous use limits.
Would the Pirates’ hopes of carving a path to the postseason this year be safer if they kept Skenes at spring training and encased him in Bubble Wrap? Yes. Would protecting him be a detriment to baseball fans worldwide? Undoubtedly.
So sending Skenes to the WBC brings on a blend of emotions: “Supporting the greater good of the game, and having a pit in our stomach,” Pirates General Manager Ben Cherington said.
The event has exploded in popularity and become increasingly more important to players. Cherington said he wanted to support that, trusting players to prepare properly for the WBC — and the season.
“Of course,” he said, “you’re going to be holding your breath a bit through it.”
Similar arrangements were struck between pitchers and decision-makers across the sport. Starters tweaked their offseason routines to be on the mound for early spring training games, rather than ramping up slowly with simulation games. Relievers will be at full gas a few weeks early. Preller encouraged Miller to work with the Padres and U.S. pitching coaches and strength staffs to ensure all were on the same page as he ramped up his throwing program.
Miller appreciated Preller’s support. “Obviously, from a team’s perspective, there’s not a ton of upside,” Miller said. He added: “I’m not naive enough to ignore that. But it’s kind of a once-in-a-lifetime thing.”
In San Francisco, the Giants’ president of baseball operations, Buster Posey, who won a gold medal at the 2017 World Baseball Classic, asked Webb to reconsider his choice and pitch for the U.S. team later in his career. But Webb already punted once. In 2023, he was a late omission from the U.S. roster, choosing to stay in Giants camp instead.

“Obviously, they have their thoughts about it,” Webb said last month. “I think that’s known. But at the end of the day, it’s my decision.”
The decision by Webb and the others made to pitch for the U.S. team illustrates how far the pendulum has swung in the past decade. In 2017, New York Mets starter Noah Syndergaard declined an invitation to pitch in the WBC and said, “Ain’t nobody make it to the Hall of Fame and win the World Series playing in the WBC.”
That still is true. But, more and more, American pitchers are deciding it sounds like a good time anyway.
