Resident Commissioner Pablo José Hernández Rivera presented his Strategic Plan for Federal Funds this week, an initiative that turns his district office into a center for guidance and access to information on federal funds for municipalities and non-profit organizations (NPOs) in Puerto Rico.
“The objective of this plan is to stop municipalities and non-profit organizations from being left out of federal funding opportunities due to a lack of information, technical capacity, or orderly access to the processes,” the resident commissioner said. “The goal is for the island’s municipalities and organizations to be able to compete for federal funds with more information, better preparation, and a more organized approach. This plan gives us the structure to achieve this by 2026 and to do even better in 2027.”

educational program of 12 to 16 webinars annually; establishing the district office as the official gateway to federal information, with a resource hub and a monthly newsletter for alerts and updates; decentralizing access to information through regional forums by senatorial district, targeting municipalities and nonprofit organizations; and maintaining an ongoing inventory of projects using standardized forms and internal management tools.
The plan addresses challenges faced by municipalities and nonprofit organizations, such as limited access to timely information from federal agencies and gaps in technical and regulatory preparedness. During the pilot year 2026, the District Office aims to reach more than 35 municipalities, engage 60 nonprofit organizations, maintain an inventory of at least 80 projects, and respond to 75% of inquiries within 72 hours or less.
The plan envisions 2026 as a year of education and institutional strengthening, focused on building technical capacity, organizing a comprehensive inventory of projects, and standardizing the relationship between municipalities and NPOs with the district office, in coordination with the relevant federal agencies.

The strategy clarifies that the Resident Commissioner’s Office offers guidance, education and coordination with federal agencies, but does not draft proposals or prepare budgets for third parties, nor does it intervene in the allocation of funds, in strict compliance with congressional ethical standards.

Gov. Jenniffer González Colón signed Law 25-2026, which amends the Puerto Rico Veterinary Practice Act to clarify revalidation requirements and create a provisional licensing mechanism to expand the availability of veterinary services on the island.
The measure, corresponding to Senate Bill 110, was authored by Sen. Carmelo Ríos and amends Articles 3 and 12, as well as adding a new Article 12.2 to Law Number 194 of Aug. 4, 1979, as amended.
“Experts recommend taking pets to the veterinarian at least once a year for a general checkup to assess the animal’s physical health, weight, dental condition, skin, eyes, and ears, as well as any signs of underlying diseases. For senior pets, checkups may be recommended more frequently, such as every six months,” González Colón in a written statement. “They also recommend a series of essential vaccinations, mostly annual,
that protect against common and serious diseases; some of these are required by law. These visits and vaccinations help prevent serious illnesses and detect health problems before they become more serious, contributing to a longer, healthier life for pets.”
The new law establishes a mechanism for students or professionals trained in the United States or abroad to enter the workforce under the supervision of a licensed veterinarian while they complete certification and recertification requirements.
As explained, the number of pets in homes has increased in recent years, leading to a greater demand for veterinary services, without a corresponding increase in the number of practicing veterinarians in Puerto Rico.
The legislation aims to facilitate the reintegration of new professionals into the market, allow them to gain supervised experience, and contribute to strengthening the network of veterinary services to serve both pets and the productive

Gov. Jenniffer González Colón has signed Joint Resolution 12-2026 to designate a section of PR-866, in the Levittown neighborhood of Toa Baja, as Olga Tañón Avenue, in recognition of the singer’s artistic career and social contributions.
“For four decades, Olga Tañón has made us dance, vibrate with her voice and charisma, feel proud of her international achievements, and empower us as women through her songs,” the governor said in a written statement. “The ‘Woman of Fire’ is also a compassionate woman who has been a vocal advocate for causes such as raising awareness about invisible disabilities. This resilient mother has been an example of tenacity. Today, we are honored to have her voice and image to promote tourism and explore the beauty of our island as a spokesperson for the ‘Yo Te Quiero Puerto Rico’ campaign, alongside
another of our prides, Daddy Yankee. And now, we honor her life’s work and contributions by naming this avenue after her.”
The measure designates the section of PR-866 that runs from Boulevard Avenue to the Aquino Bakery, at the intersection with Amalia Paoli Avenue, in the Municipality of Toa Baja, as Olga Tañón Avenue.
The legislation was authored by Rep. Pedro Julio Santiago Torres and co-authored by Speaker of the House Carlos Méndez Núñez and Rep. José Torres Zamora.
Olga Teresa Tañón Ortiz was born in San Juan but grew up in Levittown. She began her artistic career in the late 1980s and launched her solo career in 1992. Over more than three decades, she has received Latin Grammy Awards, Billboard Latin Music Awards, and Premio Lo Nuestro awards, among other accolades.
The date of the official unveiling ceremony will be announced at a later date.

Former Speaker of the Puerto Rico House of Representatives Zaida “Cucusa” Hernández Torres reacted Thursday to remarks made by Senate President Thomas Rivera Schatz, asserting that “the great white shark” will not run for governor of Puerto Rico because “he is a coward.”
Regarding the Senate president’s controversial post -- part of a dispute that began when Rivera Schatz criticized Gov. Jenniffer González Colón for holding a meeting of the New Progressive Party directorate during working hours -- Hernández Torres stated that Rivera Schatz has a tendency to publicly attack women.
“In all these years that he has been Senate President, for the third time, there have always been rumors that he would run for governor and that now he will, but he will not run for governor of Puerto Rico because he is a coward and could not bear a defeat,” the former House speaker (1993-1997) said.

The former lawyer reiterated that the veteran legislator has had the opportunity to run for governor, but hasn’t because he has been unwilling “to go against anyone who could defeat
him.”
“He did it with [former governors Luis] Fortuño, with Ricky Rosselló, [Pedro] Pierluisi, and [current governor] Jenniffer [González Colón].”
She added that Rivera Schatz resorts to insults and attacks on women as a political strategy.
“He has a pact in politics. He wants to attack women, use foul language, hurl insults, yet we see him being very friendly with Senator Eliezer Molina because supposedly there was going to be a fight …” she said. “But of course, in political parties there are always people who like politicians to insult, fight, act like they’re in charge, and in that Senate, what’s missing is for everyone to line up like children in school, because everyone has to do what he says.”
Hernández Torres, who presided over the lower chamber during then-governor Pedro Rosselló’s first term, also pointed out that a person who tells someone to shut up is not a leader.
“That says very little about a leader,” she said. “How can I tell someone to shut up or complain because I give them more time to ask a question?”

The Puerto Rico Legislature has approved House Bill 505, a major update to the island’s Resident Investor Incentive Program, setting new rules for tax benefits and extending the program’s lifespan.
Under the revised law, individuals applying after Dec. 31, 2026, will face a 4% income tax rate on interest, dividends and capital gains -- up from the current 0% -- but will gain access to a significantly extended sunset date of 2055, up from 2035.
Existing beneficiaries with approved tax decrees will keep their 0% rate unchanged. Those who apply before Jan. 1, 2027, can choose between the old 0% framework or the new 4% rate with the longer extension. To close loopholes, the law now requires primary residences to be purchased directly by the investor, their spouse, or a trust -- banning indirect purchases through entities like LLCs.
The bill, which heads to Gov. Jenniffer González Colón’s desk for signature and then to the Financial Oversight and Management Board for review, is projected to boost Puerto Rico’s General Fund by $27.8-$60.6 million in fiscal year 2027, rising to an estimated
$270.7 million by 2037.
The Resident Investor Incentive Program was originally introduced in Puerto Rico under Act No. 22-2012 and later incorporated in 2019 within the Puerto Rico Incentives Code. Under the program, eligible individuals who relocated their primary residence to Puerto Rico would enjoy a 0% income tax rate on interest and dividend income and for capital gains accrued and realized after becoming a Puerto Rico resident. Both Act No. 22-2012 and Act No. 60-2019 included a sunset for the Resident Investor Incentive Program in 2035.

Carlos “Johnny” Méndez Nuñez on Thursday announced the creation of a task force to review Law 154-2008, better known as the “Law for the Welfare and Protection of Animals” with the purpose of creating a new law that is in line with the times and new technological realities.
The task force will be led by House Vice Speaker Yashira Lebrón Rodríguez, the District 8 (Bayamón) representative.
“Law 154-2008 was progressive when it came into effect, but almost two decades have passed since then and although amendments have been made, we believe it is necessary to create a new animal welfare law, which incorporates the most advanced statutes and is in tune with the reality we live in Puerto Rico in the third decade of the 21st century,” Méndez said.
The task force will have 60 days to evaluate the law, as well as pending legislation and new ideas and concepts, in order to present the bill before the end of the current
ordinary session on June 30.
“Two-thirds of households on our island have a pet, and that number is increasing every year. However, there are over 500,000 dogs and almost 600,000 cats roaming our streets; data that we must take into consideration when developing the new law,” the legislative leader noted. “Likewise, owning a pet entails a responsibility for its care and well-being. This is something the task force will have to examine closely, as well as the structure of penalties for cases of animal abuse, among other issues.”
Cases of animal abuse against dogs and cats have been on the rise for the past five years. According to news reports, some 187 cases of animal abuse were recorded in 2023. By 2025, that number had doubled.
As part of his commitment to animal welfare, Méndez created the platform “Leaving Footprints; Love Fair for Our Animals’, a program that, since March 2025, has impacted communities in municipalities such as Bayamon, Toa Baja, Camuy, Hatillo, Quebradillas and San Juan, with vaccination fairs and low-cost veterinary services.
In total, about 1,200 pets -- dogs and cats -- have been vaccinated against rabies.

“We believe it is necessary to create a new animal welfare law, which incorporates the most advanced statutes and is in tune with the reality we live in Puerto Rico in the third decade of the 21st century,” Speaker of the House of Representatives Carlos “Johnny” Méndez Nuñez said.

Economic Development and Commerce Secretary Sebastián Negrón Reichard stressed that the project “aligns with our economic diversification strategy and with the goal of positioning Puerto Rico as a strategic hub for the provision of advanced healthcare services.”

Gov. Jenniffer González Colón and Economic Development and Commerce (DDEC) Secretary Sebastián Negrón Reichard have announced a $15.5 million investment by Carelon Global Solutions Puerto Rico LLC, a technology and operational support services company for the healthcare sector.
The expansion will entail a new operation in Mayagüez, creating 550 new jobs, and the expansion of Carelon’s San Juan operation, which will add another 100 new jobs, for a total of 650 newly created positions.
The initiative includes the establishment of a new operation in the Guanajibo Industrial Park in Mayagüez, on land owned by the Puerto Rico Industrial Development Company (PRIDCO). The move represents a strategic expansion into the western region of the island, as well as the continued growth of Carelon’s operations center in San Juan, which focuses on call center services and claims processing for local and federal health programs.
In Mayagüez, the new workforce will represent an estimated annual payroll of $18.3 million. Meanwhile, the San Juan operation, with its new positions, will entail an approximate annual payroll of $26.7 million. Together, both initiatives reinforce the company’s long-term commitment to Puerto Rico and its workforce, representing an estimated annual payroll of over $45 million.
“The expansion of Carelon Global Solutions demonstrates that Puerto Rico is a competitive destination for world-class companies in strategic sectors such as technology and healthcare services,” the governor said. “This investment not only creates quality jobs but also drives regional economic development and strengthens our economic transformation.”
As part of the effort, the DDEC approved a package of economic incentives that includes incentives for job creation and for the acquisition of machinery and equipment, which has allowed the company to double its workforce. Meanwhile, PRIDCO granted rent credits and reimbursements exceeding $900,000 for improvements to the leased infrastructure in Mayagüez.

Cayey Mayor Rolando Ortiz Velázquez and District 29 (CidraCayey) Rep. Gretchen Hau Irizarry announced Thursday that as part of the community services of the Dos Generaciones (2Gen) Center, a breastfeeding training session will be held this Friday, Feb. 20 as part of creating an educational space designed to strengthen knowledge, promote healthy practices, and support the well-being of mothers, babies and their families.

In Colorado, historically a hub of coal mining, legislators are planning to give drivers a $2,000 discount on new electric vehicles, more than double the current amount offered by the state.
In Virginia, where data centers are driving a record surge in electricity demand, lawmakers want to make it easier for counties to approve sprawling solar farms.
And in California, a longtime leader in environmental policy, legislators want fossil fuel companies to help cover soaring home insurance costs caused by wildfires and other climate disasters.
Across the country, Democratic-led states are accelerating their efforts to address climate change as action stalls at the federal level. Their initiatives took on newfound urgency last week, when the Trump administration moved to stop regulating greenhouse gases from the burning of fossil fuels, the main driver of Earth’s dangerous warming.

Experts said a patchwork of state climate policies was no substitute for federal leadership. But they added that state action would be crucial for the United States — historically the largest emitter of greenhouse gases — to continue shifting away from fossil fuels and toward cleaner energy while President Donald Trump remains in office.
“The transition to cleaner, nonfossilized fuel is happening very rapidly even though Donald Trump is trying to slow down this progress,” said Jay Inslee, a Democrat and the former governor of Washington state. “The states are tremendous powers in this clean energy transition we’re going through.”
The Environmental Protection Agency on Thursday overturned the scientific determination that carbon dioxide, methane and four other greenhouse gases were a threat to public health and welfare. Known as the endangerment finding, the ruling had required the government to limit these gases from passenger cars and trucks, oil and gas wells, power plants and other industrial facilities.
The end of federal greenhouse gas limits is an obstacle, but not a death knell, in the fight against climate change on the state level, experts said.
Colorado helps explain why.
In 2019, Gov. Jared Polis, a Democrat, set an ambitious goal of reducing the state’s greenhouse gas emissions 50% by 2030, from 2005 levels. Colorado is now on track to meet this goal by 2032, a two-year delay for which local leaders have largely blamed the Trump administration’s environmental rollbacks.
Will Toor, the executive director of the Colorado Energy Office, said the erasure of greenhouse gas limits on cars was an especially big blow. Transportation is the largest single source of greenhouse gases in Colorado and in the United States.
To get more drivers into electric vehicles, Colorado legislators are trying carrots rather than sticks. In the coming
weeks, they plan to introduce a bill that would provide a $2,000 tax credit toward new electric vehicle purchases starting in 2027, up from the current amount of $750. (Colorado already expanded an additional rebate of up to $9,000 for low- and moderate-income households to buy new EVs after the Republican-controlled Congress repealed a federal incentive of up to $7,500 last summer.)
“Trump is slowing down the transition, but the overall trajectory in Colorado will still be toward a pretty rapid reduction in greenhouse gas pollution and rapid adoption of electric vehicles,” Toor said.
Across the country in Virginia, lawmakers are eager to expand solar energy.
The Virginia House and Senate recently passed a bill that would prohibit local governments from banning large solar projects. The legislation would also provide guidance for localities by recommending that solar projects be built at least 150 feet away from homes and at least 50 feet from roadways.
Opposition to solar projects, as well as wind farms, has grown across the country in recent years. Some critics of solar facilities have falsely claimed that they are expensive and inefficient, while others have raised concerns about the loss of prime farmland to development.
Nearly two-thirds of Virginia’s counties have passed ordinances that effectively prohibit large solar facilities, either through outright bans or unworkable restrictions. For instance, Fluvanna County requires solar farms to be built at least 375 feet from property lines and 500 feet from homes, which is difficult in parts of the region between Charlottesville and Richmond.
The trend could prevent Virginia from meeting its aggressive target of running on 100% renewable electricity by
2050. Power demand is also soaring statewide, in large part because of a boom in artificial intelligence data centers, which can use as much electricity as a small city.
“We need to do everything we can to get more cheap energy online, and that means a lot more solar,” said state Sen. Schuyler VanValkenburg, a Democrat who sponsored the bill, which is expected to reach the desk of Gov. Abigail Spanberger in the coming weeks.
Representatives for Spanberger, a moderate Democrat who took office in January, did not respond to questions about whether she would sign the measure.
Besides large solar farms, momentum is also building for small solar energy systems that can fit on balconies and in backyards. Lawmakers in 24 states have introduced bills that would allow homeowners and renters to install these systems, which produce enough electricity to power a laptop or small refrigerator.
The buzz behind so-called balcony solar units is bipartisan. In Utah, which last year became the first state to allow these systems, state Rep. Raymond P. Ward, a Republican who sponsored the bill, said the concept had broad appeal.
“People are like, ‘Oh, I can just buy that and plug it in?’” Ward previously told The New York Times. “‘Oh yes, I want one of those.’”
When it comes to climate measures among the states, many are looking toward California, which has been a national leader since the 1950s, when severe smog in Los Angeles helped galvanize the modern environmental movement.
Gov. Gavin Newsom, a Democrat, announced one of the nation’s most aggressive climate goals in 2020: banning the sale of new gasoline-powered vehicles by 2035. But last year, Trump blocked California from enforcing the ban, which 11 other states had intended to follow.
At the same time, Newsom and Democratic lawmakers backtracked on other green initiatives in an effort to address the high cost of living in the state. For instance, they backed legislation that would keep oil refineries open and make it easier to drill for oil in California.
But some of the biggest climate hawks in the California state Assembly are now promoting a measure that would require oil and gas companies to help pay for home insurance coverage. The cost of this coverage has skyrocketed in recent years because of wildfires, including the devastating blazes that tore through the Los Angeles area last year.
“If your house is burning down and your insurance costs are quadrupling, or you no longer have insurance, your life is now more expensive and worse because of climate change,” said state Sen. Scott Wiener, a Democrat who introduced the legislation.
Beyond the insurance bill, Wiener added, California “needs to triple down on our state-level climate policies now that Trump has just eliminated all of the federal rules.”

It was announced as the first big blizzard of the year in California, and the warnings were stark. The National Weather Service posted Sunday that avalanche danger was “high” — it rated the danger 4 out of 5 — and said travel to avalanche-prone areas was “not recommended.”
As many families cut short their Presidents Day weekends and rushed home to beat the storm, 15 intrepid skiers, including four professional guides, ventured out Sunday for a three-day trek into a remote part of the Sierra Nevada where just a few weeks earlier a man had been buried in an avalanche.
Another one struck at 11:30 a.m. Tuesday, as the group was finishing up its trip in the middle of the blizzard.
“Avalanche!” someone yelled just before the group was buried, according to survivors’ accounts relayed to Capt. Rusty Greene of the Nevada County Sheriff’s Office.
“It overtook them rather quickly,” Greene said.
Wednesday, officials announced that eight of the skiers had been found dead after being overcome by the avalanche, which was the size of a football field. Another skier was missing and presumed killed. It was the worst snow disaster in modern California history.
Six members of the group, one man and five women, were rescued after they contacted the authorities Tuesday afternoon by using avalanche beacons and their iPhones’ SOS satellite functions. They sheltered under a tarp until rescuers reached them.
Rescue teams used a snowcat, a vehicle with tanklike treads, and traveled hours over rugged terrain before making contact with the six survivors at 5:30 p.m. Tuesday, said Sheriff Shannan Moon of Nevada County. The survivors led them to three people they had found, who were all dead, she said. The rescue team then located five other people who had also been killed. It took several hours for the rescuers and survivors to leave the mountain in the dark. Two of the six survivors were taken to a hospital for treatment.

person; a 3.0 is large enough to bury a car.
The authorities did not immediately identify the dead, but the Placer County sheriff, Wayne Woo, said that one of the people who had died was the spouse of a member of the rescue team that rushed to find survivors. In a separate statement, Sugar Bowl Academy, a ski-focused school near the avalanche site, said multiple victims had ties to its community. Because of the hazardous conditions, the eight bodies had not been brought down as of Wednesday evening. Of the nine dead or presumed dead, seven were women and two men.
The avalanche struck Tuesday morning near Castle Peak, a backwoods area near Truckee, California, that is cherished for its beauty. It was not far from the site of one of California’s most notorious disasters, the decimation of the Donner Party in winter 1847, when three dozen settlers died of starvation and exposure during a fierce winter, and some survivors resorted to cannibalism. The area is now a major ski destination for the San Francisco Bay Area and the Sacramento region.
danger inherent in the pattern of this year’s snowfall, one that Blackbird staff members appeared to be aware of. In a video posted by the company Sunday, a staff member pointed out that fresh snow on top of a “weak layer” from the preceding months could lead to “unpredictable avalanches.” The video was filmed on Mount Rose, about an hour drive from Castle Peak, where the avalanche struck.
On Sunday, when the group set off, the Reno, Nevada, office of the weather service posted on social media that avalanche danger was “high” for Sunday through Tuesday, rating it as 4 out of 5 in danger. The post said travel into avalanche terrain was “not recommended.”
Warnings of avalanche danger in the backcountry of the Tahoe Basin are not uncommon and happen several times a year during big storms. The Sierra Avalanche Center had most recently issued a high danger warning on Christmas Day of last year; it was one of 10 days with such a warning in 2025.
Tuesday morning, the weather service issued avalanche warnings across the region, including the greater Lake Tahoe area, through at least early Wednesday. “Large avalanches are expected across backcountry terrain,” the warning said.
The warning, which echoed what the Blackbird staff member had posted in his Sunday video, explained that rapidly accumulating snowfall was piling on top of “weak layers in the existing snowpack.” The danger was compounded by gale-force winds causing snow to blow and drift. “Natural avalanches are likely, and human-triggered avalanches large enough to bury or injure people are very likely,” the weather service said.
Ryan Ochoa, a spokesperson for the Truckee Fire Protection District, said Tuesday that rescuers from the department had tried to make it to the skiers soon after the initial call for help late Tuesday morning but could not reach their remote area. The storm had also ruled out efforts to use a helicopter to rescue the stranded skiers, Ochoa said.
Heinz Mueller, a mountain guide in the village of Andermatt, Switzerland, said that few people who are buried in avalanches survive longer than half an hour.

Mountain guides and backcountry skiers said Wednesday that they were struggling to understand why the 15 skiers had gone out in such treacherous conditions. But they empathized that the thrill of backcountry skiing, the joys of slicing through powder away from groomed ski resort slopes, makes it inherently dangerous.
The 15 skiers caught in Tuesday’s avalanche had been staying at the Frog Lake Backcountry Huts, according to a statement from Blackbird Mountain Guides, the company responsible for the tour group. The huts are in a remote valley connected to the outside world by only a dirt trail. But they are less than 2 miles, as the crow flies, from Interstate 80, the highway that bisects the Sierra. The highway was closed during the height of the storm, deemed too dangerous to use by authorities.
In an email, Blackbird staff members referred all questions about the avalanche to the Nevada County Sheriff’s Office.

“If you are buried in an avalanche and you are still breathing, the hole you are breathing in starts to form ice, and then it’s the same like you are breathing in a plastic bag,” he said. He said when he was trapped, he had managed to make a larger breathing hole, but that by the time he was rescued, he had been close to death, as his body temperature had fallen precipitously.
The avalanche was the deadliest in the United States since one in 1981 on Mount Rainier in Washington state killed 11 people, according to data compiled by the Colorado Avalanche Information Center. A 1982 avalanche in Alpine Meadows, a Sierra Nevada ski resort, killed seven people and was considered the deadliest in modern California history until Tuesday’s disaster.
Across the United States, an average of 27 people have died in avalanches annually over the last 10 winters, according to the avalanche information center. So far this season, there have been six reported deaths.

Afederal judge in Minnesota found a Trump administration lawyer in civil contempt of court earlier this week, a significant escalation between the judiciary and the executive branch amid a ballooning caseload triggered by President Donald Trump’s immigration raids and novel interpretations of law.
According to the ruling, by Judge Laura Provinzino of U.S. District Court in Minnesota, the government failed to return “identification documents” belonging to Rigoberto Soto Jimenez, a detained immigrant whom she had ordered to be released with all of his property returned. The judge ordered a $500 daily fine imposed on Matthew Isihara, an administration lawyer, for each day the documents are not returned, beginning Friday. In Minnesota and elsewhere, Immigration and Customs Enforcement has been arresting thousands of immigrants who have lived in the United States for years after entering the country illegally.
“Judge Provinzino’s order is a lawless abuse of judicial power,” Daniel N. Rosen, the U.S. attorney for the District of Minnesota, said in a statement.
An online profile belonging to Isihara identified him as a military judge advocate now detailed as a special assistant U.S. attorney. The case docket indicates that the contempt ruling came after a 93-minute hearing.
Soto Jimenez, according to court filings, is a Mexican citizen who has lived in Minnesota since 2018 with his spouse, who is a lawful permanent resident. He was arrested Jan. 14. Like many others, he filed a writ of habeas corpus, a legal challenge that asks the courts to consider whether his detention has any legal basis. The government’s lack of respect for court rulings stemming from
such petitions has been raised by judges in the District of Minnesota, where the chief judge compiled a list of nearly 100 violations of court orders in habeas cases since Jan. 1, and in New Jersey, where the Justice Department admitted 52 violations since Dec. 5.
Provinzino, who spent years as a federal prosecutor, had ordered the government to release Soto Jimenez “from custody in Minnesota” by Feb. 13. An order she issued Tuesday indicates that the government failed not only to return his documents, but also to release him in Minnesota as she had initially specified.
In an interview, Erin Lins, Soto Jimenez’s attorney, said that the government had released his client without his
documents in El Paso, Texas, where he was being held, and that he stayed in a shelter overnight before flying home. She said the government had located her client’s documents and that she expected to receive them Thursday. “I appreciate the government acting promptly after today’s hearing in resolving this,” she said. “It’s just unfortunate that it had to get to this point.”
“Federal judges are at their wits’ end when it comes to the government,” said Muneer I. Ahmad, a Yale Law professor who represents immigrants as part of the school’s Worker and Immigrant Rights Advocacy Clinic. “Judges are no longer willing to give the benefit of the doubt to the federal government that they’re acting in good faith and with the integrity expected of government lawyers. It’s really quite extraordinary.”

Ahmad said he believed that Wednesday’s ruling by Provinzino, who was appointed by President Joe Biden, marked the first time that an official from Trump’s second presidential administration had been held in contempt of court.
David A. Super, a law professor at Georgetown, agreed. “This is the first clear case of contempt this term that I know of,” he said. Unlike criminal contempt, he noted, civil contempt, which imposes penalties to induce compliance, is beyond the president’s pardon power.
While civil contempt rulings are very uncommon, they are not entirely without precedent. A judge held Betsy DeVos, Trump’s education secretary during his first term, in civil contempt and fined the department she headed $100,000. Another federal judge, while stopping short of a contempt ruling, ordered lawyers from President Barack Obama’s Justice Department to undergo ethics training.

Americans of the revolutionary generation did not think of themselves as direct heirs to Western civilization, a term that wouldn’t come into vogue until the 20th century. If anything, they saw their new nation as a break with the European past — a new civilization rooted in popular sovereignty and republican self-government.
“The independence of America considered merely as separation from England, would have been a matter but of little importance,” Thomas Paine observed in the early 1790s, “had it not been accompanied by a revolution in the principles and practice of governments.”
In 1793, Nathaniel Chipman, a Vermont jurist and veteran of the Revolutionary War, put it a little differently: “The government of the United States exhibits a new scene in the political history of the world,” he wrote.
Among the major founders, Thomas Jefferson — his infatuation with France notwithstanding — was perhaps the most emphatic about the “ocean of fire” between the Old World and the New. “America,” he wrote in an 1823 letter to James Monroe, “has a set of interests distinct from those of Europe, and peculiarly her own. She should therefore have a system of her own, separate and apart from that of Europe. While the last is laboring to become the domicile of despotism, our endeavor should surely be to make our hemisphere that of freedom.”
Decades later, Abraham Lincoln — who claimed Jefferson as an intellectual forefather and often honored him for his foresight — made this distinction in more abstract form in the Gettysburg Address, elevating the United States as the one place where humanity would learn whether “a new nation, conceived in liberty” could “long endure” or whether “government of the people, by the people, for the people” would “perish from the earth.”
In his second term, President Donald Trump has held himself and his administration out as a bulwark in defense of Western civilization — the last, best hope for the grand heritage of the West against lawless incursion from foreign others.
“We cannot rebuild Western civilization, we cannot rebuild the United States of America or Europe, by letting millions and millions of unvetted illegal migrants come into our country,” Vice President JD Vance declared last February. During the 2024 presidential campaign, Stephen Miller, the architect of Trump’s immigration program, warned that reelecting Joe Biden would represent the “assisted suicide of Western civilization.” And in his eulogy for Charlie Kirk in September, Miller declared that the “legacy and lineage” of the MAGA movement “hails back to Athens, to Rome, to Philadelphia, to Monticello.”
And this Western civilization, Secretary of State Marco Rubio explained in his address to the Munich Security Conference last week, rests on a pillar built on both ethnic and religious nationalism and a rigid sovereignty backed by hard borders and a jealous contempt for international cooperation. In his speech, he decried “an unprecedented wave of mass migration that threatens the cohesion of our societies, the continuity of our culture and the future of our people.”
It should be said that this formulation makes no particular sense for the United States, a pluralistic, polyglot nation that has throughout its history sustained profound levels of immigration from countries around the world. In fact, Rubio’s formulation begins to make real sense only when you see that his idea of “our people” is narrow and exclusive. “We are bound to one another by the deepest bonds that nations could share,” Rubio said, “forged by centuries of shared history, Christian faith, culture, heritage, language, ancestry and the sacrifices our forefathers made together for the common civilization to which we have fallen heir.”
This, again, is a strange claim to make of either the United States or, especially, Europe, a region that’s home to dozens of cultures and languages, whose history is practically defined by centuries of catastrophic ethnic and religious conflict — whose divisions produced two of the most destructive wars in human history — and whose national and linguistic identities are relatively modern inventions dating to the 17th, 18th and 19th centuries.
Nothing in Rubio’s account bears any relationship to the exceptional qualities emphasized by either the revolutionary generation of Americans or the Civil War generation or even those Americans who, during and after World War I, developed and deployed the idea of the study of Western civ as part of an effort to improve “the citizenship, the intelligence, and the moral and spiritual life of the nation,” as Nicholas Murray Butler, a former Columbia University president, put it.
But this vision of a singular Western heritage extending to the American present — of a civilization defined by a common tongue, shared belief and hierarchy of value — does bear an interesting relationship to the imagined feudal Europe that shaped the political imagination of Southern slave owners in the decades before the Civil War.
Part of what this entailed, ideologically, was a rejection of the Declaration of Independence, both as a statement of equality and as a decisive break with the past. John C. Calhoun, a South Carolina statesman who served briefly as secretary of state under John Tyler and was a pro-slavery political theorist, condemned Jefferson’s proposition that “all men are created equal” as a “hypothetical truism” and, in practice, “the most false and dangerous of all political errors.” The truth as he saw it was that American civilization extended out from the Old World, an inheritance reserved for those who could claim the mantle of whiteness.
It is here, in this antipathy toward the egalitarian and universalist elements of the American founding — which is to say those parts of our national heritage that we owe to the liberal values of the Enlightenment — that the connection between the antebellum feudal obsession and the Trump administration’s vision of sovereignty and Western civilization becomes clear, if not obvious. Both are tied to a racial (and religious) conception of culture and bound up in notions of human hierarchy. The “one people” threatened by migrants in the United States and Europe, by Rubio and Trump’s account, are people of direct European descent, shorn of their particular histories and presented as a single, imagined whole. words, as white, first and foremost.
And for the larger MAGA right, as it was for the slaveholder radicals, the Declaration of Independence and its powerful vision of human equality stands as one of the chief obstacles to its effort to consummate its vision of domination and exclusion.
Writing in 1859, Lincoln commented on those in his time who disparaged Jefferson’s words, accusing them of “supplanting the principles of free government” and restoring those of “classification” and “caste.” Today, we have a movement that sees as its aim the destruction of what is best in the American tradition — a movement that, as Lincoln put it, “would delight a convocation of crowned heads, plotting against the people.”

In a striking potpourri of precedent-breaking modern music, the Puerto Rico Symphony Orchestra (PRSO) will unveil three unique pieces this Saturday, with the help of Costa Rican guest conductor Norman Gamboa and Coral Lirica de Puerto Rico directed by native islander Jo-Anne Herrero.
Gamboa, who has directed several orchestras in the Southwest United States, is considered one of the outstanding conductors of his era. Herrero, a mezzo-soprano with many operas to her credit, here and abroad, has dedicated much of her career to choral preparation, including as director of the chorus of Opera de Puerto Rico.
The unusual program will open with a brief modern piece by Costa Rican composer Carlos Escalante Macaya, entitled “De garúas aguaceros y escampes” (“Of Drizzles, Showers and Clearings”), a musical triptych depicting a typical rainstorm of the Central American and Caribbean region.
The featured “soloist” of the first half of the evening will be Coral Lirica performing a work by Brazilian composer Heitor Villa-Lobos (1887-1959).

The Portuguese title “Rasga o coração” translated as “Desgarra el corazón” in Spanish, is generally translated into English as “Rend the Heart,” a dramatic and poetic reference to the tone of the original Brazilian poem. The extremely difficult piece draws on Brazilian street rhythms and begins with some percussive indigenous sounds of the vast South American country.
The work proposes that even the roughest of storms in this tempestuous landscape cannot be compared to the pains of the heart.
The piece is especially challenging for
the choir and the director because the singers must sing in the slapping rhythms of the Brazilian landscape.
The score has so many challenges that director Herrero declined to speak to the STAR about it. The audience will have to let her magic hands do the talking.
After the tumultuous emotions of the preceding pieces, Hungarian composer Bela Bartok, in his after-intermission five- movement

“Concerto for Orchestra” employs a unique concept -- the orchestra, itself, is the featured instrument. Instead of highlighting one violin, clarinet or bassoon (among others), Bartok gives free rein to all instruments, which alternate as full sections, not one performer.
The work, unique in the world’s orchestral repertoire, has been a favorite among contemporary audiences since it was written in 1943.
The concert will be presented Saturday at 7 p.m. in the Pablo Casals Symphony Hall at Luis A. Ferre Performing Arts Center in Santurce.

Sunday afternoon at the Puerto Rico Conservatory of Music will keep the competitive juices flowing along with the Academy Awards and other measures of excellence.
Student awards for the Miramar institution’s “2025 Interdepartmental Competition” will be presented along with an entertaining program, according to information provided by Roselín Pabón, emeritus musical director of the Puerto Rico Symphony Orchestra, who also directs the Conservatory Symphony Orchestra.
The students have put their talents on the line during their intense first semester, and the next Family Concert will be their chance
to show who has been doing their practicing.

The winners will be presented during a concert of contemporary and classical music, “a varied and entertaining program with something for everyone,” Pabón said.
The program includes a work by a faculty member, Italian composer Alberto Guidobaldi, Pabón told The STAR.
Other selections are by Alan Hovhaness, a 20th-century North American composer of Armenian descent; Robert Schumann, of the German Romantic Period; and Max Bruch, a German 19th-century composer, said Pabón, who will conduct the program, the orchestra’s third Sunday concert this academic year.
The Family Symphony Concert program will be presented at 4 p.m. Sunday at the Conservatory, on Ponce de León Avenue in Miramar.

In a crowded courtroom earlier this week, a lawyer drew a picture of a frowning stick figure and projected it on a screen in front of Mark Zuckerberg, Meta’s CEO.
The figure represented a vulnerable child. The plaintiff’s lawyer asked Zuckerberg, 41, clad in a navy blue suit and gray tie, whether a reasonable company should help, ignore or prey on the child.
“I think a reasonable company should try to help a person that uses its services,” Zuckerberg said on the stand in California Superior Court of Los Angeles County.
Zuckerberg, who founded Facebook in his college dorm room in 2004, was testifying in a landmark tech addiction case against Meta and YouTube that is the first in a flood of lawsuits filed by minors, school districts and state attorneys general claiming that social media platforms, much like cigarettes or slot machines at casinos, are addictive and harmful. The tech companies have denied the claims.
Zuckerberg’s appearance in court — his first time testifying about child safety in front of a jury — was highly anticipated. Meta, which owns Instagram and Facebook and has more than 3.5 billion users, has come under fire as one of the biggest providers of platforms for teenagers. Parents, as well as tech policy and child safety groups, have accused the company of hooking young people on its apps and causing mental health issues that have led to anxiety, depression, eating disorders and

self-harm.
Those concerns have mounted globally. In 2024, the U.S. surgeon general called for adding warning labels to social media explaining the platforms were associated with mental health harms for adolescents. In December, Australia barred children younger than 16 from using social media. Malaysia, Spain and Denmark are considering similar rules.



Zuckerberg has faced particular ire. He has been called before Congress for questioning about child safety on multiple occasions. In one 2024 hearing, he was forced to stand and apologize to parents who said social media contributed to their children’s deaths.
Dozens of U.S. state attorneys general have also sued Meta over allegations of child sexual exploitation and other issues. In New Mexico, a trial began this month over a case brought by the state’s attorney general, Raúl Torrez, accusing Meta of allowing predators to reach children and having chatbots that harmed young people.
In internal documents that surfaced in some of the lawsuits, Zuckerberg and other Meta leaders repeatedly played down their platforms’ risks to young people, while rejecting employee pleas to bolster youth guardrails and hire additional staff.
Some of those documents were on display during the opening statements of the bellwether case Zuckerberg testified at Wednesday. A 20-year-old Californian, identified as KGM, sued YouTube, TikTok, Snap and Meta in 2023, accusing the companies of engineering their apps to create compulsive use. That led to her body dysmorphia, anxiety and depression, she said. KGM settled with Snap and TikTok for undisclosed terms.

KGM’s lawyer, Mark Lanier, said during his opening statement this month that Instagram and YouTube’s apps were built like “digital casinos” that profited off
addictive behavior. He pointed to internal documents from Meta and Google, which owns YouTube, comparing their technology to gambling, tobacco and drug use. In a 2015 memo, Zuckerberg encouraged executives to prioritize increasing the time that teenagers spend on Meta’s apps.
Meta said in its opening statement that KGM’s mental health issues were caused by familial abuse and turmoil. The company presented medical records to show that social media addiction was not a focus of her therapy sessions.
Adam Mosseri, Instagram’s CEO, testified last week that the app was not “clinically addictive.” Still, he added, social media could cause harm if used too much.
YouTube said in its opening statement that it was not a social media company and that its features were not designed to be addictive. Neal Mohan, YouTube’s CEO, was scheduled to testify this week, but the plaintiff’s lawyers removed him from the witness list. It was unclear why.
On Wednesday, Lanier grilled Zuckerberg about the company’s history with child safety and his prior appearances in front of Congress.
Meta’s communications staff worked to curate Zuckerberg’s public image, making his social media posts seem more “human” than “robotic,” according to internal documents shown by Lanier. In 2017, one document showed that staff members advised Zuckerberg to demonstrate more empathy when speaking about child safety issues.
“I’m actually well known to be sort of bad at this,” Zuckerberg said of past testimonies and media appearances.
Another internal document showed that in 2015, roughly a third of all 10- to 12-year-olds in the United States, or 4 million children, used Instagram. Children younger than 13 were not allowed to create accounts, Lanier said.
Instagram is not a harmful product, it is a valuable service, Zuckerberg said. As a result, “people will want to use it more,” he added.
Zuckerberg kept his answers short. At times he challenged Lanier, saying past statements were being taken out of context. Zuckerberg also questioned the relevancy of decadeold documents.
In response to questions about topics that included child safety, philanthropy, old emails and even comments he made in an interview on “The Joe Rogan Experience” podcast, Zuckerberg used the same answer more than a dozen times.
“You’re mischaracterizing this,” Zuckerberg repeated.
Midday, Judge Carolyn Kuhl ordered everyone in the courtroom to remove their smart glasses, fearing someone was recording the testimony with AI versions like those made by Meta. It was a matter of safety for the jury, she said.
At the end of Lanier’s questioning, he and six other people unrolled a 50-foot collage of selfies KGM had posted on Instagram, many of them with beauty filters. He asked Zuckerberg if Meta ever investigated her account for unhealthy behavior. Zuckerberg didn’t answer that question.
Meta’s lawyers took over questioning after lunch, and Zuckerberg told the story of creating Facebook as a college student. The goal of the company, he said, is the same today: “helping people stay connected.”


As Wall Street’s love affair with artificial intelligence heavyweights cools, some investors are pivoting to infrastructure companies they expect to benefit from AI capital spending, a shift that is spawning a slew of new products.
After huge gains in recent years, shares in AI tech giants such as Alphabet and Amazon have suffered sharp declines as investors worry returns from their massive investment in developing smarter AI systems won’t justify such lofty valuations. To profit from that spending spree, investors are focusing on the companies getting the checks -- chipmakers, data center builders and utility firms providing the physical nuts and bolts behind the AI revolution, say asset managers.
Many such stocks, including Caterpillar , optical communications provider Lumentum and data storage company Western Digital have posted double-digit gains this year, while the S&P 500 has returned 0.52% and the Roundhill Magnificent 7 ETF, which captures the performance of the so-called AI hyperscalers, has lost 7.3%.
That performance is spurring exchange-traded fund providers such as BlackRock, VistaShares and Impax Asset Management to rejig their offerings and launch new products, with some betting on a diverse -- and increasingly niche -- roster of AI infrastructure plays.
“Our goal is that every time someone like Meta or Amazon invests in a data center, the cash registers ring across our portfolio,” said Adam Patti, CEO of VistaShares, which launched its Artificial Intelligence Supercycle ETF in December 2024. It gained 58.4% in 2025 and is up 16.87% this year.
While the ETF includes AI heavyweight Nvidia, the semiconductor giant’s weighting is less than half that of South Korea’s SK Hynix, whose chips are used in data centers. The ETF’s other top holdings include chipmakers like Micron and Intel.
“When Meta says that it’s going to spend $100 billion, it’s going into these companies,” said Patti.
Likewise, BlackRock’s iShares A.I. Innovation and Tech Active ETF now has 74% of its $8.8 billion in assets invested in AI infrastructure plays, ranging from chipmakers that train AI models to power companies, up from 59% a year ago. That’s “where the revenues are right now,” said Jay Jacobs, BlackRock’s U.S. head of equity ETFs.
Healthy returns from holdings like Fabrinet and Monolithic Power Systems have boosted the fund’s returns to 3.2% this year. The BlackRock fund has pulled in $7.9 billion in new



capital over the last 12 months, according to data from VettaFi.

British police on Thursday evening released Andrew MountbattenWindsor, formerly known as Prince Andrew, after taking him into custody for several hours, intensifying a long-running crisis for the monarchy over his ties to convicted sex offender Jeffrey Epstein.
Authorities had arrested the former prince on suspicions of misconduct in public office after accusations that he shared confidential information with Epstein while serving as a British trade envoy. Under British law, suspects are often released after questioning but later charged.
The Thames Valley Police said in a statement Thursday evening that “the arrested man has now been released under investigation.”
The arrest underscored a striking contrast in the official responses to the Epstein files. British authorities have moved aggres-
sively to investigate the possibility of crimes emerging from the 3 million pages of correspondence with Epstein, while police in the United States have not.
Buckingham Palace has been clouded by scandal for years over separate allegations that the former prince sexually abused a young woman. In an effort to stem the fallout for the monarchy, King Charles III last year stripped his brother of his royal titles and evicted him from the Royal Lodge, his sprawling residence in Windsor.
In a remarkable written statement, Charles confirmed his brother’s arrest. A spokesperson said Buckingham Palace had not been informed of the arrest before it took place Thursday morning.
The police were seen Thursday morning at the Sandringham Estate, the privately owned 20,000-acre country retreat of Charles and Queen Camilla in Norfolk, England, where Mountbatten-Windsor is living.
Mountbatten-Windsor has consistently denied wrongdoing. His representatives did
not immediately respond to requests for comment.
Here’s what else to know:
— Royal response: Charles said he supported a “full, fair and proper process” regarding the investigation of his brother, adding that he backed the authorities involved: “In this, as I have said before, they have our full and wholehearted support and cooperation.” He added: “Let me state clearly: The law must take its course.”
— New disclosures: British police have not released details on the specifics of the investigation, but a number of documents released by the U.S. Justice Department last month suggest they may be investigating whether Mountbatten-Windsor improperly shared confidential government documents with Epstein.
— Earlier accusations: Virginia Roberts Giuffre, one of Epstein’s victims, said the financier had trafficked her to MountbattenWindsor around 2001, when she was a teenager, and that he had forced her to have sex
multiple times. In 2022, he paid Giuffre an undisclosed sum to settle a lawsuit in a New York court in which she said he had raped and sexually abused her when she was 17.
Mountbatten-Windsor, who did not admit to any of Giuffre’s accusations against him in announcing the settlement, has denied any wrongdoing in relation to his friendship with Epstein.

Broader orbit: The Epstein files have implicated several other members of the British elite. Police are investigating whether Peter Mandelson, a longtime British political operative who served as ambassador to the United States, committed “misconduct in public office” by sharing sensitive government documents with Epstein. He denies any criminal wrongdoing. The latest files also revealed that Sarah Ferguson, Mountbatten-Windsor’s ex-wife and the onetime Duchess of York, had carried on a long and personal correspondence with Epstein long after the disgraced financier was convicted of soliciting prostitution in 2008.

In recent weeks, the U.S. military has built up forces close to Iran, in what President Donald Trump has referred to as an “armada.”
Trump is now deciding whether to take military action against Iran as soon as this weekend, officials said. But unlike last June, when the United States joined Israel in attacking nuclear sites in Iran, the president’s objectives are less clear.
The armada includes the aircraft carrier Abraham Lincoln, which is accompanied by three warships that are equipped with Tomahawk missiles and that were used to strike two of Iran’s nuclear facilities last June. The warships also carry air defenses. The carrier’s stealthy F-35 fighters and F/A-18 attack planes are well within striking distance of dozens of targets in Iran, if Trump were to order them into action.
In a major increase of firepower, the U.S. recently ordered a second aircraft carrier strike group to the region. This includes the Navy’s most advanced aircraft carrier, the USS Gerald R. Ford, and three of its accompanying destroyers. On Wednesday, they were on course
to the Strait of Gibraltar, according to flight and ship-tracking data reviewed by The New York Times. The Ford’s warplanes were used in the Jan. 3 attack on Venezuela that captured President Nicolás Maduro.
Additionally, another destroyer was sent to the Northern Arabian Sea, and one is en route, according to a Navy official, bringing the total in the wider region to 13 destroyers.
The Muwaffaq Salti Air Base in eastern Jordan appears to have become a central node for the U.S. air assets of the buildup. At least two waves of attack aircraft arrived at the base between mid-January and mid-February, bringing the number there to nearly 30.
In addition to the attack aircraft, four electronic warfare jets, which are used to jam radar and communications systems, arrived in Jordan at the end of January. And a Jan. 30 satellite image showed at least five MQ-9 Reaper drones at the base.
Flight tracking data and satellite imagery suggest that the United States is also moving additional aircraft, including refueling planes and reconnaissance aircraft equipped with sophisticated sensors and cameras, into the region. Dozens of tanker and cargo aircraft have also recently repositioned from the United States to bases spanning Europe to supply the
forces in the Middle East.
And the Pentagon has dispatched more Patriot and THAAD air defenses to the region to help protect troops there from retaliatory strikes by Iranian short- and medium-range missiles. There are about 30,000 to 40,000 U.S. troops in the region.
Long-range bombers based in the United States that could strike targets in Iran are on a higher-than-usual alert status. The Pentagon
heightened the alert status in January, when Trump requested options to respond to a government crackdown on protests in the country.
Since then, several special operations, surveillance and refueling planes have been sent to the Diego Garcia military base in the Indian Ocean. The location is known as a forward deployment airfield for long-range B-2 stealth bombers.

Former President Yoon Suk Yeol of South Korea was sentenced to life imprisonment on Thursday after be-




ing found guilty of masterminding an insurrection when he declared martial law in 2024, a move that plunged the country into a constitutional crisis.
Prosecutors had demanded a death sentence for Yoon, 65, who has been on trial since April on a series of criminal charges stemming from that short-lived martial law declaration. The judges at the Seoul Central District Court on Thursday ruled on the most serious of them: being the ringleader of an insurrection.
It was the most momentous criminal trial in South Korea since former military dictator Chun Doo-hwan was sentenced to death nearly 30 years ago on the same charge.
While sentencing Yoon to life imprisonment, presiding Judge Ji Gwi-yeon said Yoon had “flouted legal procedures and resorted to violent means to try to incapacitate the National Assembly and undermine democratic norms.”
Ji said that while Yoon deserved a harsh sentence, he took into account Yoon’s age and the fact that he had refrained from using lethal force during the period of martial law.
Yoon, who denied the charges against him, has a week to appeal the verdict and ruling.
The verdict will offer closure to many South Koreans left exhausted by the tumultuous period that followed Yoon’s declaration. The drastic measure had threatened to unwind decades of democracy South Koreans had won through great sacrifice after many years of mili-


tary rule.
Protesters opposed to Yoon gathered outside the courthouse Thursday. Many called for the maximum punishment. “Death sentence! Death sentence! Death sentence!” they chanted at one rally.
But the verdict is unlikely to heal divisions in a deeply polarized country where the former president still has a sizable base of loyal supporters, some of whom also turned up at the courthouse.
Yoon declared martial law on the night of Dec. 3, 2024, saying it was necessary to eliminate what he called “antistate forces” within the opposition-dominated National Assembly. He called the legislature a “den of criminals” who he said used their parliamentary majority power to paralyze his government.
His decree banned all political activities and placed the news media under military control. Armed troops raided the National Assembly and the National Election Commission. The court on Thursday also found that Yoon had ordered troops to arrest his political enemies.
Public outrage almost immediately scuttled Yoon’s attempt to rule by martial law. As soon as they saw Yoon declare it on TV, citizens rushed to the National Assembly to confront the troops who had come to take over the legislature under the president’s orders. While the crowd held the troops back to prevent them from seizing its main chamber, lawmakers gathered inside and voted down his decree in the middle of the night.
Yoon was forced to withdraw it af-

ter six hours. But his power grab set off South Korea’s worst political crisis in decades, with its democracy undergoing a stress test as the country impeached the president, arrested those involved in the martial law episode, and elected a new leader, Lee Jae Myung.
The court’s ruling said that what Yoon and his collaborators did during the short period of martial law was an act of insurrection. Yoon has said that his declaration was a legitimate use of presidential power to alert South Koreans to the danger posed by his enemies in the political left.

— Political polarization: South Korea’s political divide was on display outside the courthouse, where pro- and anti-Yoon groups blared their respective slogans through loudspeakers.
— Other rulings: The court that sentenced Yoon also delivered verdicts on seven other officials, all of whom were indicted on charges of playing a role in his imposition of martial law. Five were convicted and two were acquitted.
— Historical echo: Yoon’s insurrection trial revived memories among many South Koreans of Chun Doo-hwan, the widely reviled dictator who was found guilty of the same charge nearly 30 years ago.

CATAÑO – La firma de la Ley 24-2026 convierte en política pública la designación del Frente Marítimo de Cataño como Zona de Turismo Gastronómico, estableciendo un marco estructurado de planificación, inversión y coordinación interagencial para fortalecer su desarrollo económico y potenciar su proyección turística.
La ley delimita el área que comprende el Malecón Edwin Rivera Sierra, la Avenida Las Nereidas y la Avenida Barbosa hasta La Puntilla de Cataño, reconociendo oficialmente un espacio que se ha consolidado como eje comercial, cultural y recreativo del municipio.
El alcalde de Cataño, Julio Alicea Vasallo, destacó que esta nueva herramienta legislativa se alinea con uno de los pilares de su gestión administrativa desde que asumió la alcaldía en 2021: impulsar el desarrollo económico mediante el fortalecimiento del Frente Marítimo, la atracción de visitantes, el respaldo a comerciantes y la creación de actividad económica sostenida.
“Desde el 2021 hemos trabajado para convertir el Frente Marítimo en un motor de desarrollo económico y oportunidades para nuestros comerciantes, con impacto directo en la calidad de vida de nuestros residentes. Esta ley fortalece esa dirección de trabajo y nos provee un marco adicional para continuar ordenando, promoviendo y creciendo una zona que ya es parte esencial de la vida económica y cultural de Cataño”, expresó Alicea Vasallo.
Económico y Comercio (DDEC), el Departamento de Transportación y Obras Públicas (DTOP), el Instituto de Cultura Puertorriqueña (ICP), la Junta de Planificación, la Oficina de Gerencia de Permisos (OGPe), la Oficina de Gerencia y Presupuesto (OGP) y otras entidades pertinentes, con el fin de impulsar estrategias de mercadeo, planificación e infraestructura.
“La Compañía de Turismo será fundamental para organizar y fortalecer el componente de turismo interno, que es donde se construye la base sólida de visitantes recurrentes. La coordinación interagencial permitirá que esa promoción esté alineada con planificación, infraestructura y desarrollo económico real”, añadió el alcalde.
Alicea Vasallo subrayó que el Municipio buscará complementar estos esfuerzos mediante coordinación estratégica con el Destination Marketing Organization (DMO), Discover Puerto Rico, con el propósito de proyectar el Frente Marítimo más allá del mercado local y
posicionarlo como una experiencia gastronómica y cultural atractiva para visitantes del mundo, aprovechando el momento de crecimiento sostenido que vive la industria turística en Puerto Rico.
“Puerto Rico vive uno de los momentos de mayor crecimiento en su industria turística. Esta ley nos permite insertar formalmente al Frente Marítimo dentro de esa oportunidad histórica y elevar el posicionamiento de Cataño como destino”, agregó.
El primer ejecutivo municipal informó que el Municipio ya trabaja en medidas concretas para darle vida plena a la ley, incluyendo el fortalecimiento del calendario de eventos culturales y gastronómicos, mejoras en señalización y ordenamiento del área, apoyo a comerciantes para elevar estándares de servicio, integración del servicio de lanchas como experiencia turística complementaria y estrategias de promoción coordinadas con el sector privado.
Asimismo, explicó que el marco interagencial permitirá facilitar coordinación y prioridades de infraestructura para continuar transformando el Frente Marítimo en un espacio competitivo, atractivo y sostenible. El alcalde expresó su agradecimiento a la gobernadora Jenniffer González Colón por convertir la medida en ley, destacando que su firma activa herramientas concretas para fortalecer el desarrollo económico de Cataño y la proyección turística del Frente Marítimo. El instituto se enorgullece en destacar la integración de la Dra. Itza Acevedo, Oftalmóloga a sus oficinas. La doctora formó sus estudios académicos de medicina en el Recinto Ciencias Médicas de Puerto Rico donde se graduó en el 2014. Ahí además hizo su residencia hasta el 2018. Siempre le interesó la cirugía, le gustaba la cirugía cardiotorácica. Luego trabajó con distintos programas haciendo microcirugías, esto le generó un gran interés. Gracias a esto, empezó a buscar información sobre oftalmología y las cirugías pequeñas y se enamoró de la profesión. En el 2018 viajó a Daytona Beach en Florida donde pudo practicar su profesión. Ahora regresó para integrarse a las nuevas facilidades de Puerto Rico Eye Institute en Bayamón, que se unen a las ya existentes en Caguas.

“Tenían seis oftalmólogos y yo soy la séptima. Los que empezaron Puerto Rico Eye Institute, que son el Dr. Carlos Fernández y la doctora Stephanie Vale estudiaron conmigo, hicimos la residencia juntos. Somos muy amigos, muy unidos y desde hace unos añitos ellos me están diciendo ‘mira, vente para acá con tu gente’ y este año pasado me convencieron”, afirmó la Dra. Acevedo.
La doctora afirmó que la presencia de Puerto Rico Eye Institute en Bayamón ha contribuido a mejorar el acceso a los servicios oftalmológicos especializados.
“Lo que yo he escuchado de los doctores que he visitado, es que hay una necesidad de especialistas en oftalmología bien grande, que las citas están para meses y meses. En Puerto Rico Eye Institute tenemos citas para el mismo día. Ahora mismo, si alguien me llama para una emergencia, yo veo al paciente. Tenemos un equipo super grande para esto mismo, tratar de que el paciente tenga una experiencia y trabajar lo más rápido posible para ver todos esos pacientes. En adición tenemos muchos tratamientos para ojo seco, diferentes tipos de especialidades con los retinólogos, los especialistas en glaucoma, tenemos un especialista en córnea que si hay necesidad de subespecialista la tenemos dentro del mismo grupo. En el lado derecho se está construyendo una parte muy grande para tratamiento de ojo seco, en el lado izquierdo está toda la clínica donde pue-
ojo seco y cirugía de cataratas. Cuentan en adición con los láseres para tratar el glaucoma y sus diferentes tipos; láseres para limpiar el lente dentro del ojo. También cirugía mínimamente invasiva de glaucoma, se trabaja con “Lentes Premium”, que son lentes que ayudan a que el paciente no utilice tanto los espejuelos. Desde el 2023 también tienen los “Light Adjustable Lenses”, que son unos lentes que se pueden ajustar luego de que el paciente sane de la cirugía y cambiar el ‘outcome’ de la misma. Adicional trabajan la condición de Pterigión (Pterygium), que es un crecimiento benigno, carnoso y con vasos sanguíneos en la conjuntiva que se extiende desde la parte blanca del ojo hacia la córnea. Comúnmente llamado “Ojo del Surfista” o “carnosidad”, es causado por la exposición solar (UV), polvo y viento. Aunque no es canceroso, puede causar seque-

den estar trabajando simultáneamente cuatro o cinco doctores a la vez. Hay óptica, hay láseres, están los tratamientos dentro del mismo piso, básicamente del mismo grupo y allí con un equipo super bueno para tratar de darle la mejor atención al paciente. Y eso le trae a Bayamón todos esos especialistas que van a estar viniendo y un acceso a todas estas personas el norte y áreas adyacentes” expresó.
Sobre las experiencias que han marcado su forma de ejercer la medicina, la doctora Acevedo enfatizó en la importancia de lograr una empatía con los pacientes, ponerse en el lugar de ellos.
“Yo creo que la mejor experiencia para ejercer medicina es ser paciente. En el 2010 yo necesité cirugía de emergencia y eso fue entrando a la escuela de medicina. Y al uno ver toda la perspectiva del paciente comienza a ejercer la medicina un poquito diferente, donde no solamente es prioridad poder hacer un diagnóstico y tratar una condición sino el humano detrás de todo. También entrené con el doctor Enrique Silva, que en paz descanse, que fue el jefe del Departamento de Cirugía en el Hospital Auxilio Mutuo por muchísimos años y este doctor trabajaba literal con el corazón en la mano, un doctor buenísimo, quería muchísimo a sus pacientes y él me enseñó a ser bien cálida con mis pacientes y de verdad importarme y querer a mis pacientes. Y esa visión la he mantenido y la he traído ahora a Puerto Rico Eye Institute, donde estoy a la orden de todos”, expresó.
Dentro del campo de la oftalmología, existen varias condiciones, entre las más comunes se encuentran el ojo seco, la glaucoma y la degeneración macular.

dad, irritación, visión borrosa o astigmatismo si avanza. PREi trabaja con esta condición y trabaja con las cirugías al respecto.
“Las cataratas son básicamente el número uno si no el número dos después de ojo seco, conjuntivitis y problemas de orzuelo; esos también son bastante comunes”, sostuvo la doctora.
Existen síntomas o señales que deben alertar a una persona que necesita una evaluación oftalmológica. En primer lugar la pérdida de visión o pérdida del campo de visión, esto es algo que necesita atención médica el mismo día. Otros síntomas son pérdidas graduales de visión, pérdida de visión en la noche, problemas de ojos que arde, pica y está constantemente irritado, lagrimeo constante que no se vá, molestia o dolor en el área del ojo, en el área del temple. Estos son detalles importantes que se deben evaluar.
Hay condiciones que muchas veces se ignoran o se normalizan y que deberían evaluarse a tiempo, en muchas ocasiones aprenden a vivir con eso o simplemente no lo crean importancia al momento. Es de suma importancia evaluarse porque son condiciones crónicas que se pueden resolver y ayudar al paciente a tener una vida normal que quizás no saben que pueden volver a experimentar.
Después de los 50 años, se recomienda una evaluación oftalmológica todos los años, pero, si usted decide hacerse exámenes antes de los 50, se recomienda hacer un examen cada dos años. Cualquier persona con historial de glaucoma o degeneración macular debe evaluarse en el caso que si tiene la condición en la sangre o por genética se pueda corregir a tiempo y se pueda prevenir la pérdida de visión. Un paciente diabético se debería evaluar al momento del diagnóstico porque la diabetes
causa Retinopatía Diabética y lamentablemente los pacientes pueden perder su visión y son situaciones que en PREi pueden ayudar a prevenir. Luego que hay perdida de visión, no es mucho lo que se puede hacer para volver atrás. Pacientes de condiciones crónicas como es el Lupus y Artritis Reumatoidea también deben ser evaludados, ya que existen muchos cambios de visión asociados a efectos secundarios de los medicamentos de dicha condición. La compensación justa y razonable que el Municipio Autónomo de Vega Baja estima para la adquisición objeto de esta acción, con todo derecho, título o interés que puedan tener las partes con interés en la misma, es la suma de $398,000.00. Sin embargo, se deduce de esta cantidad la suma de $15,580.40 por el concepto de deuda de contribución sobre la propiedad inmueble y se deduce de esta cantidad la suma de $156,880.00 por concepto de multas a favor del Municipio. Luego de realizadas las referidas deducciones, solo si comparece alguna parte con interés al caso de autos, el Municipio Autónomo de Vega Baja tendría que consignar en el tribunal la cantidad de $225,539.60 como justa compensación por la propiedad que se pretende expropiar. Conforme lo establecido en el Artículo 4.012A inciso (f) del Código Municipal de Puerto Rico, el municipio no vendrá obligado a consignar dinero alguno sobre la expropiación al radicar la demanda. Dicha obligación comenzará al momento en que el o los demandados comparezcan al tribunal mediante las alegaciones responsivas contenidas en su contestación a la demanda. La parte demandada tendrá tres años contados desde la sentencia de expropiación para reclamar dicha cantidad al tribunal. En caso de que el demandado comparezca al procedimiento, el municipio sólo podrá descontar de la justa compensación que debe consignar, la cantidad adeudada de contribuciones sobre la propiedad y la cantidad adeudada por concepto de multas y los gastos de limpieza y de mantenimiento de la propiedad, en que el municipio haya incurrido, según lo dispuesto en el Artículo 4.010 del Código Municipal de Puerto Rico. The start of the sixth week of the Women’s Superior Volleyball League (LVSF by its initials in Spanish) season saw the Valencianas of Juncos, the Pinkin of Corozal and the Cangrejeras of Santurce emerge victorious on Wednesday night.
At Rafael G. Amalbert Coliseum in Juncos, the Valencianas rallied from a 2-1 deficit in sets to force a tiebreaker, in which they prevailed, and split the points with the Leonas of Ponce.
Ponce took the 2-1 sets lead when, in the third set, they broke a 22-22 tie with a spike from newly signed Nia Parker Robinson, who was effective in attacking against the hands of the Juncos block at position two. On the next play, a well-placed spike from Jordan Wilson from the back row gave them the set point.

The Juncos team responded with two consecutive points, including a block on Abby Akey, to even the set and force extra points. After another tie at 25, two consecutive attacks by Wilson from zone four secured the set win for the Leonas. Juncos regrouped, won the fourth set, and in the fifth, they pulled away to a 9-3 lead with an attack by Leandra Mangual from zone two. The Valencianas reached set point at 14-6 with Haley Bush scoring from zone four, and went on to seal the victory after an attack error by Stephanie Enright.
The scores were 19-25, 25-18, 25-27, 25-21, 15-9.
With the win, Juncos added two points and improved its record to 4-9 with 12 points accumulated. Ponce (4-8) added one point and also has 12 points overall.
On offense, Bush stood out for the Va-
lencianas with 27 points, followed by Marcelle Báez, Naya Gross and Mangual with 11 points each, in addition to Kelly Sánchez’s 10 points.
Wilson was the top scorer for Ponce with 22 points.
On the legendary Carmen Z. Figueroa Court in Corozal, the Pinkin defeated the Criollas of Caguas in straight sets with scores of 26-24, 25-19 and 25-18.
Corozal earned all three available points to improve their record to 7-5 with 21 points, remaining in third place. The Criollas, who suffered their second consecutive loss -- the fifth in their last six matches -remain in second place with a 7-6 record and 22 points.
The Pinkin’s double-digit offense was led by Jordan Iliff with 15 points, all on attacks, and Ivania Ortiz with 13 points, while Adriana Rodríguez added 11 points and Sharlissa de Jesús contributed 10.
Alexandra Sczech led Caguas with 14 points and Génesis Collazo added 10.
The game between the Cangrejeras of Santurce and the Atenienses of Manatí at Juan Aubin Cruz Coliseum was forfeited in favor of visiting Santurce.

After a couple of disappointing races, Mikaela Shiffrin was down to one event Wednesday in her bid to end her poor Olympic stretch. Luckily for her, it was her best event, the slalom, in which she has won nine World Cup titles, four world championships and an Olympic gold medal in 2014.
And sure enough, Shiffrin delivered to win the gold medal. Starting seventh on the first run, Shiffrin had a quick hesitation early on, but righted herself and put up the best time on a short, flattish course by a big margin of eight-tenths of a second. That lead held up through a crowded field of 95 skiers.
“I had a little bit of butterflies to be sure, but I felt prepared to take on the
nervousness,” she told NBC after the run.
The gold medal was hers for the taking on the second run, and she grabbed it, clocking the second-fastest time to easily win gold by a wide margin over Camille Rast of Switzerland.
Along with her 2014 slalom gold medal, Shiffrin won a giant slalom gold in 2018 but did not medal in any event in 2022 despite being a heavy favorite. At these Games she had surrendered a lead in the team combined to finish fourth and was just 11th in the giant slalom. This despite leading the overall World Cup this season and winning more World Cup races in her career than any Alpine skier ever.
But she emphatically ended her history of hard luck at the Olympics on Wednesday.

Afew days before Italian skiing legend Alberto Tomba ignited the Olympic cauldron to start the 2026 Winter Games, he greeted his pet rooster near his home in the hills outside Bologna and opened a door beside a sign reading “My Happy Place.”
“Here, I have 2,500 bottles,” Tomba, 59, said as he entered part of a stone farmhouse he had converted into a wine cellar. Dressed in black, with gelled curly hair and oversize sunglasses, the winner of three Olympic gold medals walked under a portrait of himself in his prime and reached for a giant bottle of sparkling wine from 1996.
It featured a caricature of himself racing in a fluorescent ski suit. Known back then as “Tomba la Bomba” for his blazing speed, outsize personality and more outsize appetites, Tomba has since developed a taste for fine wine.
He has visited “more cellars than slopes,” he said, and read so deeply about wine that, by his own telling, he was named “an honorary sommelier” by the Italian Sommelier Association (which did not return requests for confirmation). Over the years, many of the labels on his dust-caked bottles have peeled off. He spilled wine that had been sitting in a cloudy glass onto the gravel floor (“The smell is good for ambience,” he said) and refilled it from a label-less bottle.
“I opened it 10 days ago,” he said, swirling the glass. “It’s a ’98.” That vintage happened to be the year Tomba ended a skiing career that had made him a national icon. He was so famous that broadcasters once broke away from Italy’s national song competition to let viewers watch him ski. He had so much swagger that he once shouted, “I am the new messiah of skiing!” and ate a piece of Christmas cake between runs. (“I had a small slice,” he recalled with a shrug.) He traveled with munitions of Parmesan cheese and signed women’s ski pants while women wore them. He dated Miss Italy, drove a red Ferrari and became, for a time, the most flamboyant expression of Italy’s late ’80s id.
Nearly 40 years after Tomba first burst onto the slopes, the return of the Winter Games to Italy this month has brought him back into heavy circulation. Italian media scrums are once again forming around him as he makes headlines.
His face graces the covers of this month’s GQ Italia and the local magazine in Cortina d’Ampezzo, a town hosting some of the Games. He has a book out (“The Longest Slalom”) and is the face of

streaming services and luxury brands, one of which brought Tomba to a Cortina boutique this week where fans mobbed him as he signed hundreds of posters. He drew hearts, blew kisses, accepted blown kisses and tested a super fan who told Tomba to “ask me anything” about the minutiae of his skiing career.
While Tomba certainly appears to be enjoying the Olympic limelight, his long après-ski has not been entirely victorious. In 2000, he made his acting debut in a poorly reviewed crime series, playing a cop tasked with protecting a beautiful witness. Tomba said the “action scenes came natural to me,” but he wished he had started slower “as a supporting actor, an extra.”
He got into flipping houses, but turned down offers to coach and commentate, he said. Tomba’s father, a wealthy textile merchant, “banned me,” Tomba said, from taking skiing-related jobs that would diminish his Olympic aura.
For all the medals that had been draped around his neck, Tomba seemed to carry a chip on his shoulder, harboring old grievances, blaming two-faced friends, the Italian media and nebulous forces for things perhaps not panning out as expected since his retirement.
“In Italy, everything is forgiven except success,” he said during an interview a few days before the Games began this month.
hilltop vineyards, he said, and listening to music on his phone’s speakers, including a theme tune from “Miami Vice.” He usually stays up until 2 a.m. channel-surfing and avoided skiing because, he said, crowds would pursue him on the slopes. “I go fast, and they follow me,” he said.
He ordered a bowl of lettuce and grilled chicken, noting that he had to slim down in preparation for lighting the Olympic cauldron in Milan. To keep in shape, he said, he sometimes runs the roughly 4 miles from the cellar to his house, where he lives close to his brother and mother, Maria Grazia Dalla Mora. Tomba used to call her from pay phones after victories and these days, he said, he wakes up early to check on her before going back to sleep.
“You look good,” Dalla Mora, an elegant 83-year-old, said as she arrived at the trattoria. “Something is different.”
“I shaved,” he said.
His mother told stories about his youth — the way he and his brother performed ski jumps over peacocks, his “notable absences” from school and the way her late husband sacrificed all his free time to drive Albi, as she, like his friends, called her son, around the country. The food arrived and Tomba started picking from his companions’ plates.
He washed mouthfuls down with wine, and then glasses of water, and then water mixed with wine that he threw back like shots. He greeted a woman he hadn’t seen for decades — “You look great,” he said, taking off his sunglasses — but later argued that “Tomba la Bomba, sex bomb” was a media creation that he had to play along with. His famous televised flirtation in 1992 with Katarina Witt, the German figure skater, “was all set up” by an American television producer. Tomba said he was not the party animal who, as he once had read, stayed up all night before a race in the company of six women.
“Come on, six women?” he said, his mouth full of a spinach omelet that his mother had ordered but didn’t finish.
He was always joking, he said — that was what no one understood.
“Nothing bad about that,” his mother said with a shrug, adding that her son’s lightheartedness was necessary to combat the “violent stress” and loneliness of the downhill racer. She did wish he had settled down, she said, but family life was “not for him.”
Maybe it wasn’t too late, Tomba said, emptying a nearby plate of tagliolini onto his own.
“A child now?” his mother said. “It was in ’98 that you should have had one.”
“If I’m a bachelor it’s her fault,” he said, ordering dessert. “Because no one was ever good enough for her.”
She rolled her eyes as his laments mounted. “Calm down already,” she said.

The truth, he said as he ordered the house red in a favorite trattoria near his home, is that he is a simple, misunderstood guy. He likes feeding his rooster Porto and mourns the death of his other rooster, Gallo, eaten by a fox. He wears a Tomba Fan Club bracelet and, he said, enjoys the company of his devoted fans, some of whom used to follow him to finish lines around the world. He is at peace walking around
He chuckled and shrugged and drenched scoops of vanilla ice cream with Grand Marnier and finished his mother’s crema Catalana.
“After this don’t eat any more today,” she said. “Or tomorrow.”
Throughout the lunch and his visit to the cellar, Tomba insisted that his fan club’s headquarters, run by Loris Righi, best captured who he was and required a visit.
“Welcome to Tombaland. Here, the party continues,” Righi, 66, said as he opened a garage door off a rural road that evening, revealing walls and ceilings papered with bright posters and magazine clippings, thousands of pieces of fan mail (“Dear Alberto, I love you, I love you”), used ski suits, gloves, ski bags. Videos of a young and victorious Tomba ran on a perpetual loop. Sometimes, Righi said, Tomba dropped by and “we live the great memories together.”
