An unborn child is now recognized as a human being under island’s Penal Code

Gov. Jenniffer González Colón signed Senate Bill 923 on Thursday, amending Article 92 of the Penal Code to establish that, for the purposes of subsections (g) and (h) of Article 93, the term “human being” will include the unborn child at any stage of gestation within the mother’s womb.

The legislation, filed as Administration Bill A-098 on Jan. 12, became Law 18-2026 after receiving

the governor’s signature.

According to the official statement, the amendment complements Law 1662025, known as the Keyshla Madlane Law, which classifies as first-degree murder the intentional and knowing killing of a pregnant woman when this also results in the death of the unborn child.

The statute aims to harmonize existing criminal provisions by expressly including the unborn child within the definition applicable in those articles of the Penal Code.

Housing secretary rejects any connection with irregularities at vehicle inspection center

The Department of Justice confirmed Thursday that it received a referral related to Housing Secretary Ciary Pérez Peña regarding allegations concerning a vehicle inspection center in Yabucoa registered in the official’s name.

According to reports, an investigation revealed that the center faces multiple administrative allegations and alleged operational irregularities.

The referral was filed by Reps. Swanny Enit Vargas and Ramón Torres Cruz of the Popular Democratic Party, and will be processed by the Public Integrity Division and Office of the Comptroller of the Department of Justice, headed by Prosecutor Sonia Martínez Ortiz.

The housing secretary on Thursday forcefully denied a series of allegations stemming from an anonymous sworn statement attributed to an employee of the Department of Transportation and Public Works (DTOP). The claims suggest irregularities involving a vehicle inspection center connected to her family.

DTOP Secretary Edwin González Montalvo confirmed on Thursday that an investigation is underway into records related to the Yabucoa inspection center.

In a written declaration, the housing secretary emphasized that the business in question is a family-owned inspection center in which she has had no operational, administrative, or decision-making role since February 2017. She noted that official DTOP communications related to the center were addressed directly to the individuals who run the business, underscoring that she has not intervened in any of its affairs.

She also clarified that the deficiencies identified at the inspection center were technical issues, not criminal vio-

lations, and that many inspection centers across the island experienced similar problems. For that reason, she called the insinuations against her “incorrect and selective.”

Pérez Peña categorically rejected any suggestion of improper influence -- either to benefit her family’s business or to affect any public official. She labeled contrary claims as “false and defamatory.” She added that if anyone believes they possess evidence of illegal or unethical conduct, “it is their responsibility to present it to the appropriate authorities.”

While acknowledging that public scrutiny is an inherent part of government service, she drew a firm line at accepting defamation, particularly, she said, when accusations come from the “darkness of anonymity.”

“Neither my family nor I have requested or received preferential treatment,” the secretary stated. “Anyone who says otherwise is lying and has the obligation to prove it in the proper forums.”

Energy Bureau: Towns’ participation in streetlight servicing is legally viable

Must follow uniform rules with clear technical parameters, coordination with system operator, & regulatory safeguards

Avilés Deliz presented on Thursday the results of a study on the legal feasibility of municipal participation in the installation, repair and maintenance of streetlights, as well as the status of the Community Public Lighting Program.

The official noted that the analysis evaluated municipal participation in light of Law 57-2014, Law 17-2019, the Municipal Code, and the current contractual framework of the electrical system. The study concluded that such participation is legally viable, provided it operates under uniform regulations from the PREB with clear technical parameters, coordination with the system operator, and regulatory safeguards.

“The Energy Bureau reaffirms its role as regulator of the

electrical system, promoting orderly and regulated municipal collaboration to accelerate implementation and strengthen the resilience of public lighting in Puerto Rico,” Avilés Deliz said in a written statement.

The presentation took place at a meeting with mayors held

in the island House of Representatives and led by Speaker Carlos “Johnny” Méndez Núñez along with Rep. Víctor Parés Otero, who indicated they will work on legislation to establish the legal framework through law.

As of Sept. 30, 2025, the Community Public Lighting Program had 114 projects and an approximate allocation of $1.676 billion in federal funds.

The PREB also issued three resolutions to activate projects previously excluded from the implementation plan and reallocate $527 million in federal funds to begin Phase 1 in 35 municipalities that did not have active allocated funds.

In addition, it requested information from LUMA Energy regarding agreements signed with municipalities related to public lighting and the applicable technical criteria.

The determinations aim to reinstate excluded projects, expand the number of participating municipalities, accelerate implementation in pending municipalities, and maximize the use of available federal funds. Mayors must submit comments to the PREB on or before March 6 for the drafting of the regulations that will govern municipal participation.

Virtual emotional support workshop offered for special ed assistants

Education Secretary Eliezer Ramos Parés announced Thursday that the agency will offer the workshop “Basic Strategies for Emotional Support in the Classroom,” aimed at special education assistants for students in regular, transitional, and irregular enrollment categories.

The training will take place today from 12:30 p.m. to 2:30 p.m., via the Microsoft Teams platform, and will be available to participants from all Regional Education Offices.

“The professional development of our service assistants is key to supporting students’ emotional well-being and strengthening classroom dynamics,” the education secretary said in a written statement. “Initiatives like this workshop contribute to creating more humane and supportive educational spaces

focused on the real needs of students.”

Alayra Figueroa, associate secretary of special education, said the initiative aims to expand the professional skills of staff who provide direct support to students in the Special Education Program.

“At the Special Education Secretariat, we continue to promote practices that foster more effective and sensitive daily interventions regarding the socio-emotional well-being of students,” she said. “This training addresses the need to prepare staff to support the holistic development of students within inclusive educational environments,.”

The workshop will be offered as part of a collaborative agreement with the University of Puerto Rico. Those interested can access the link https://adistancia.upr.edu/estrategias to participate in the training.

Lawmaker: Prohibition on drones at national parks, airports etc. is not new

Rep. José Aponte Hernández, chairman of the House Committee on Federal and Veterans Affairs, reiterated Thursday that the use of unmanned aerial vehicles, better known as drones, is prohibited by federal regulations in airports, docks, bases and national parks.

“We have recently seen people on social media asking why there are signs prohibiting the use of drones at locations such as San Felipe del Morro Castle,” Aponte noted in a press release. “The answer is simple: Part 107 (The Small Unmanned Aerial Vehicle Rule) of Federal Regulation Number 14 clearly states that drones

cannot be flown in areas near airports, docks, bases, and national parks. This statute regulates the use of drones weighing less than 55 pounds, which are the ones commonly used by citizens.”

“This ban is not new; it came into effect in 2014, and the reason is important: for the safety of those who visit these national parks, since drones can have accidents and fall on people or spaces designated as historical, causing damage that could be irreparable,” the veteran legislator added.

Since last Monday, a controversy has arisen on social media regarding photographs detailing the “No Drones” signs in the area of El Morro. Some have mistakenly inter-

preted the signs as something new, Aponte pointed out.

The former House speaker also noted that federal regulations require all drone operators to obtain a Remote Pilot Certificate after passing a Federal Aviation Administration (FAA) aeronautical knowledge exam every 24 months. Additionally, all drones must be registered with the FAA.

Since 2013, Aponte has been involved in legislation to regulate the use of drones in Puerto Rico. He is the author of Law 68-2021, better known as the “Law to Limit the Use of Images Captured by Unmanned Aerial Systems,” which prohibits the use of the vehicles for recording, taking photographs, and surveillance of private property or areas with a reasonable expectation of privacy.

Biopharmaceutical firm to set up plant in PR with $46 million investment

Puerto Rico’s strategy to attract advanced manufacturing investment appears to be gaining momentum with the recent announcement that global biopharmaceutical company PharmaEssentia will establish a new manufacturing subsidiary on the island.

The initiative, revealed Thursday by La Fortaleza Public Affairs Secretary Jean Peña Payano and Economic Development and Commerce (DDEC) Secretary Sebastián Negrón Reichard, represents an estimated $46 million investment.

As part of its expansion and diversification strategy for the U.S. market, Taiwan-based PharmaEssentia will develop a biologics manufacturing facility in Puerto Rico to support growing global demand for BESREMi (ropeginterferon alfa-2b), an innovative treatment for hematologic diseases, including cancer. The project was facilitated by Invest Puerto Rico in coordination with other government agencies.

The company expects to generate more than 90 direct jobs in its initial phase, with additional growth projected as operations ramp up. PharmaEssentia aims to secure the necessary regulatory approvals to begin manufacturing on the island by 2027.

“Puerto Rico continues consolidating its position as a hub for advanced manufacturing, with the talent, infrastructure, and regulatory expertise that global companies seek,” Negrón Reichard said. “This investment from Asia

demonstrates that our island is successfully competing for high-value, long-term projects.”

PharmaEssentia founder and CEO Ko-Chung Lin said the decision aligns with the company’s global growth and resilience strategy.

“We are proud to take this important step toward establishing our manufacturing footprint in U.S. territory, with Puerto Rico as our strategic center for serving the U.S. market,” he said, adding that the investment underscores the company’s long-term commitment to reliably serving patients worldwide.

Puerto Rico is home to one of the most robust biopharmaceutical ecosystems globally, with decades of experience in regulated manufacturing, a highly skilled workforce, and advanced industrial infrastructure -- factors that continue positioning the island as a preferred destination for world-class investment and a key component in strengthening the global pharmaceutical supply chain.

The PharmaEssentia project advances the government’s reshoring strategy launched last year. On March 18 of last year, Gov. Jenniffer González Colón signed Executive Order 2025-012 during a meeting with private-sector and government leaders. The directive aims to

encourage manufacturers to relocate operations to Puerto Rico under the slogan “Made in Puerto Rico is Made in the USA!”

“Puerto Rico is ready to welcome and expand multinational companies and continue consolidating its position as a key player in the national supply chain,” the governor said, citing the island’s established manufacturing base, trained workforce, strategic location, and enhanced incentive framework.

The executive order created a task force led by Negrón Reichard and composed of representatives from DDEC, Invest Puerto Rico, the Puerto Rico Industrial Development Company, the Puerto Rico Federal Affairs Administration, the Puerto Rico Science, Technology & Research Trust, and other public- and private-sector stakeholders. The group is charged with advancing policies and initiatives that support reshoring and industrial investment.

“Puerto Rico is already a leader in sectors that include biopharmaceuticals and medical devices,” Negrón Reichard said. “Through this Executive Order, we are better positioning ourselves to attract even more investment at a critical time for U.S. manufacturing reshoring. We are ready to welcome more companies and facilitate their growth on the island.”

Resident commissioner co-sponsors bill to expand capital access for small business

Resident Commissioner Pablo José Hernández Rivera has joined as a co-sponsor of House Resolution (HR) 7229, the Territorial SBA Loan Guaranty Adjustment Act, a bipartisan measure aimed at expanding access to capital for small businesses operating in U.S. territories. The bill, introduced on Jan. 22, seeks to address longstanding disparities in financing that have hindered economic growth across areas such as Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands.

“Small businesses are the economic engine of Puerto Rico, but they often face barriers to securing fair financing,” Hernández Rivera said in a statement. “This bill recognizes those inequalities and draws a direct line between federal policy and economic development in the territories.”

Puerto Rico and the other territories have long struggled with structural challenges -- including fragile infrastructure, limited banking

competition, and repeated disruptions caused by natural disasters and economic shocks. By strengthening federal loan guarantees, supporters argue, the measure could spur new private lending, drive the expansion of local enterprises and support job creation.

HR 7229 amends Section 7(a) of the Small Business Act to raise the federal loan guarantee rate to 90% for SBA-backed loans made to “covered territory businesses.” This significant increase means the federal government would shoulder a larger share of the risk, making lenders more willing to issue loans in regions where economic uncertainty often depresses credit availability.

However, the 90 percent guarantee would not apply to all SBA loans. The bill explicitly excludes certain categories, including those issued under paragraphs (9), (14)(A), (16), (31), or (34) of the Small Business Act, as well as loans under designated SBA pilot programs.

The measure also includes a technical conforming amendment to ensure that the new guarantee structure is properly incorporated into

the existing statute.

HR 7229 was introduced by Rep. James C. Moylan (R-Guam), with Rep. Kimberlyn King-Hinds (R-Northern Mariana Islands) as the initial co-sponsor. Hernández Rivera’s support adds further territorial alignment behind the proposal. The bill is currently before the House Committee on Small Business.

According to legislative trackers, the bill is still in its introductory phase and has not yet received a committee vote.

Hernández Rivera emphasized that the measure could play a critical role in unlocking long‑restricted capital flows on the island. Puerto Rico’s small businesses -- which make up the overwhelming majority of the island’s employer base -- often face higher loan costs, stricter collateral requirements, and limited lending competition compared with their mainland counterparts. Enhanced federal guarantees could ease those barriers while encouraging private-sector investment in key growth areas.

If enacted, the proposal would mark one of the most significant federal adjustments to ter-

ritorial small‑business financing in recent years, supporters say. For many local entrepreneurs, it could mean the difference between stagnation and expansion.

Trump administration to end surge of immigration agents in Minnesota

The Trump administration said Thursday that it was ending its deployment of immigration agents to Minnesota, unwinding an aggressive operation that has stretched for more than two months despite loud opposition from residents and local officials.

For many Minnesotans who had watched the federal government exert its will on their state — wielding law enforcement power and physical force at a scale that had no modern American precedent — the announcement signaled a welcome shift. Still, some expressed skepticism about whether the administration would follow through.

Since the immigration crackdown began late last year, federal agents have shot three people in Minneapolis, including two U.S. citizens who were killed. Officials said agents also arrested more than 4,000 immigrants in Minnesota, some of whom had been convicted of serious crimes.

The deployment of some 3,000 agents, outnumbering the police forces in Minneapolis and St. Paul, led to extraordinary clashes between residents and officers, as well as volleys of recriminations between state and federal leaders.

For weeks, protesters trailed federal agents through the streets of the Twin Cities, blowing whistles to alert people to their presence and sometimes angrily confronting them. The agents, often traveling in convoys of SUVs with out-of-state license plates, their faces obscured by masks, responded regularly with force and threats of arrest. And while the Democrats who run Minnesota referred to the operation as an illegal occupation, Republicans in Washington accused local officials of obstruction and opened criminal investigations.

On Thursday, Tom Homan, the White House border czar, declared the operation a success, saying that “a significant drawdown has already been underway this week, and will continue to the next week.”

Homan said he had made arrangements for U.S. Immigration and Customs Enforcement agents to have more access to inmates at county jails in Minnesota, and he described conversations with state officials as productive. He did not immediately provide examples of newfound cooperation on immigration matters from local jurisdictions.

“As a result of our efforts here, Minnesota is now less of a sanctuary state for criminals,” Homan said.

Minnesota Gov. Tim Walz, who described the operation as “an unprecedented federal invasion in all aspects of life,” said he was “cautiously optimistic” after the announcement by Homan. Walz said there had been no change in state policy on immigration enforcement. The sheriff’s office in Hennepin County, which operates the largest jail in the state and does not coordinate with ICE, said Thursday that its policies had also not changed.

“They left us with deep damage, generational trauma,”

Walz said. “They left us with economic ruin in some cases.”

And many local leaders qualified their relief with suspicion, urging residents not to let down their guard immediately.

“I’ll believe it when I see it,” said Elliott Payne, the president of the Minneapolis City Council.

The influx of agents to Minnesota, which the administration named Operation Metro Surge, began around Dec. 1. But it picked up intensity after the new year, and the fatal shootings of Renee Good, a poet and mother of three, and Alex Pretti, an intensive-care nurse, set off protests across the country.

The Trump administration rushed to cast Good and Pretti as domestic terrorists, persisting even when some of its claims were contradicted by videos. Also last month, an agent shot and wounded a Venezuelan man who officials said was in the country illegally and had resisted arrest.

Bipartisan concern about the killing of Pretti, who was shot Jan. 24, led to something of a tone shift. Gregory Bovino, the Border Patrol commander who had been leading the crackdown, was removed and Homan was dispatched to Minnesota, where he struck a more conciliatory tone and vowed to focus agents’ attention on immigrants lacking legal status who had arrests or convictions on their records.

On Thursday, Homan thanked by name some of the Minnesota officials who have been singled out for criticism by others in the Trump administration. He said President Donald Trump had agreed to the decision to wind down the operation.

“We’ve seen a big change here in the last couple weeks,” Homan said. “And it’s all good changes.”

Some in Minnesota described the operation’s end as a victory for the residents who protested and filmed immigration agents even when they faced legal and physical threats.

“It’s clear that the commitment of our neighbors made it untenable for ICE and federal agents to continue to operate its occupation of our city and state,” Jason Chavez, a member of the Minneapolis City Council, wrote in an email to residents. “This isn’t as a result of capitulation from elected leaders.”

Homan said that the drawdown should not be seen as a sign of the administration changing its stance on immigration enforcement.

“President Trump made a promise of mass deportation, and that’s what this country is going to get,” Homan said.

Even as Homan and local officials began meeting behind closed doors, the Trump administration remained at odds with Minnesota leaders over policies that limit cooperation on immigration enforcement. Although Minnesota does not have sweeping statewide “sanctuary” measures for immigrants, federal officials have complained about limited access to immigrants held in county jails and about municipal limits on cooperation in Minneapolis and St. Paul.

The Trump administration has repeatedly defended its work in Minnesota as a necessary response to that limited cooperation, as well as to widespread fraud in state welfare programs. State and city leaders filed a lawsuit claiming that the operation was an unconstitutional violation of state sovereignty but failed to persuade a judge to grant an injunction. Minnesota officials have also asked for state officers to be allowed to join federal agents in their investigations into Pretti’s and Good’s killings, but have so far been rebuffed.

From the beginning of the deployment, residents in the heavily Democratic Twin Cities had formed neighborhood chat groups and started informal patrols to monitor and sometimes confront immigration agents.

Federal officials said those protesters had often crossed the line into obstruction or violence, and several of them were charged with federal crimes. Activists accused federal officials of systematically using threats, tear gas and physical force against nonviolent protesters and of squelching First Amendment rights. A federal judge briefly imposed restrictions on agents’ actions toward protesters last month, but her ruling was blocked by an appellate court.

Other lawsuits, which have not been resolved, accused immigration agents of illegally using racial profiling and not providing consistent access to lawyers for people who were detained. The Trump administration has denied those claims.

The practical effect of Thursday’s announcement remained somewhat unclear. Homan said last week that he was pulling about 700 agents out of the state. But in the days that followed, many residents and local officials said that immigration agents still seemed to be all around and that the region still seemed to be enmeshed in the crackdown.

Homan said “a small footprint of personnel” would remain in Minnesota, while most agents would be sent back to their home bases or to other locations.

US brings dozens of foreign military chiefs to Washington

Dozens of military chiefs from the Western Hemisphere gathered earlier this weeek in Washington for the first time to discuss a wide range of security issues that the Trump administration says are paramount to safeguarding the United States.

The rare meeting to strengthen regional cooperation was convened by Gen. Dan Caine, the chair of the Joint Chiefs of Staff. It brought together top military leaders from 34 countries, Pentagon officials said on social media. Officials said earlier that the participants would include military chiefs from nations such as Denmark, Britain and France that have territories in the area.

During Wednesday’s daylong event at a Washington hotel, Caine led a discussion on the administration’s new national security and defense strategies, which prioritize the Western Hemisphere over Asia and the Middle East, according to officials briefed on the conference.

Gen. Francis L. Donovan, the new head of the military’s Southern Command, which oversees operations in Latin America and the Caribbean, pressed for further coordination to fight drugtrafficking and transnational criminal groups in the region, said the officials, who spoke on condition of anonymity to discuss conference details.

Gen. Gregory M. Guillot, the head of U.S. Northern Command, which oversees homeland defense and Greenland, spoke about border controls and how advanced sensors — in space, on land, in the air and at sea — can help nations monitor their borders, the officials said.

Defense Secretary Pete Hegseth addressed the gathering as it opened. Joseph M. Humire, the acting assistant defense secretary for homeland defense and the Americas, posted pieces of Hegseth’s remarks on social media in which the defense secretary said the United States was “on offense” against “narco-terrorists” in “our hemisphere.”

“We must work together to prevent any adversary or criminal actor from exploiting your territory or using your infrastructure to threaten what a great former American president, Teddy Roosevelt, once called ‘permanent peace in this hemisphere,’” Hegseth said, according to Humire’s post.

according to a U.S. official who spoke on condition of anonymity because he was not authorized to speak publicly about the gathering.

The official said the gathering was akin to a meet-and-greet for many of the attendees, in addition to being an opportunity for discussions on strategy and future plans for the region.

Between sessions, dozens of officers and enlisted service members from the armies, navies and air forces of a wide array of nations milled about in the hotel lobby, chatting and checking their cellphones.

Caine, a former F-16 fighter pilot and Pentagon liaison to the CIA, has limited experience in Latin America. In late November, he visited Trinidad and Tobago, a tiny nation in the Caribbean that was a training area for Marines before the U.S. raid last month in which President Nicolás Maduro of Venezuela was captured. Trinidadian leaders are seeking to broaden military ties with the Pentagon.

In his first year as Joint Chiefs chair, Caine has won the trust and confidence of the White House and Hegseth, overseeing

successful U.S. military operations to bomb three Iranian nuclear sites in June and the Maduro raid. Now his civilian bosses have assigned him the first major steps in enhancing military cooperation in the Americas.

The gathering underscores the potential military implications of the administration’s “Donroe Doctrine,” a Trumpian rebooting of the Monroe Doctrine of 1823, which staked U.S. claims over the Western Hemisphere, as well as new security strategies that prioritize the hemispheric region.

Aides to Caine and other U.S. military officials cast the meeting Wednesday in terms of strengthening security cooperation among regional partners, but it comes at a fraught time for Washington’s relations with its immediate neighbors as well as allies in Europe.

Tensions have flared over the U.S. commando raid in Venezuela and the recent contentious debate between Trump and European allies over the future of Greenland.

Prime Minister Mark Carney of Canada delivered a stark speech in Davos, Switzerland, last month describing the end of the era underpinned by U.S. hegemony. He called the current phase “a rupture.”

The United States is intensifying pressure on Mexico to allow American military forces or CIA officers to conduct joint operations to dismantle fentanyl labs inside the country, according to U.S. officials. The push comes as Trump presses the Mexican government to grant the United States a larger role in the battle against drug cartels that produce fentanyl and smuggle it into the United States.

Last month also saw the fight over Greenland escalate and then cool off. Trump has said the United States needs Greenland for national security.

After threatening to seize the island by force, he signaled that he was open to compromise. Indeed, NATO military leaders are expected to discuss a possible Arctic mission later this week.

The most basic responsibility of an officer of the law is to obey the law. The police and federal agents have enormous powers. They can arrest people, forcibly enter their homes and commit violence in the government’s name. If they violate the rules for using those powers, they can become abusers of the citizens they are entrusted to protect.

The Department of Homeland Security under President Donald Trump has followed this dark path. Too often over the past year, its behavior has been lawless.

In enacting Trump’s immigration crackdown, officers from the department have repeatedly defied the Constitution. They have violated the First Amendment by trampling on citizens’ rights to speech and assembly. They have subverted the Second Amendment guarantee of the freedom to bear arms. They have violated the Fourth Amendment’s prohibition of unreasonable searches.

The department’s officers have pushed other federal laws to the breaking point and beyond, often ignoring judicial orders in the process. They have moved detainees to skirt a judge’s jurisdiction. They have deported detainees in violation of judges’ rulings. “ICE has likely violated more court orders in January 2026 than some federal agencies have violated in their entire existence,” wrote Judge Patrick Schiltz, who was appointed by President George W. Bush.

As insidious as this behavior has been, the lack of accountability

for it may be even worse. Trump and his top aides are shielding Homeland Security officials and agents who break the law from consequences. After agents killed Renee Good and Alex Pretti in Minnesota, the Trump administration initially blocked civil rights inquiries into the shootings. The administration instead impugned the victims with statements that video evidence refuted. Vice President JD Vance and Stephen Miller, Trump’s close aide, made comments suggesting they believed that agents had unbounded authority to act as they wanted. Congress must now intervene and stand up for the law. It has the leverage to do so. Late last month, Democrats and a small number of Senate Republicans, alarmed by the administration’s behavior, rallied to block future funding for Homeland Security. In exchange for new funding, Democrats are rightly insisting on changes to the administration’s behavior. As negotiations drag out and the shock of events in Minneapolis recedes, the political pressure to rein in DHS may fade. Congress should hold firm.

Congressional Democrats have released a list of demands, and they are largely sensible. In several items, Democrats insist on a return to the checks and balances crucial to democratic governance. The Trump administration, for example, has been issuing its own warrants (known as administrative warrants) that allow agents to enter a home without a finding of probable cause by a judge; Democrats say the administration must instead seek a traditional warrant from a judge. They are right. Under the current approach, the administration could potentially enter anybody’s home, without a judge’s oversight, under the guise of searching for illegal immigrants.

Other items would introduce vital accountability for Homeland Security agents and officials. Immigration and Customs Enforcement agents could no longer wear masks as part of their standard gear. They should show their faces, as other public officials — like police officers, judges and lawmakers — do. Masks diminish public trust and facilitate lawlessness. For similar reasons, officers should also need to wear identification on their uniforms when interacting with the public, as the Democrats demand. Officers should undergo more extensive training and adhere to reasonable use-of-force policies. They should wear uniforms and equipment that do not resemble those of an invading army. Many of these standards are the same ones that police departments follow.

The Democrats’ list also rightly includes restraints on the leaders of the Department of Homeland Security. They would have to end the racial profiling now being used to question and detain many Latino, Asian and Black people. They would have to preserve evidence after a violent encounter and share it with local officials. Detainment facilities would need to meet basic standards for humane treatment.

The list is overly broad in places and offers a reminder of why many Americans have lost faith in the Democratic Party on this issue. Democrats should make clear that they support the legitimate enforcement of immigration law. They should avoid the sweeping statements that some members of the party have used in recent years,

including calls for sanctuary cities, the decriminalization of border crossings and the abolition of ICE. Recent polls show that Trump’s thuggish immigration policies are unpopular — but that more Americans still trust the Republican Party on immigration than the Democratic Party.

In the course of negotiating with congressional Republicans, Democrats can drop the more questionable items on their list and stand firm on the vital ones. Even more important, congressional Republicans should summon more political courage than they have for most of the Trump era and join Democrats in insisting that the administration follow the law. Conservatives have long bemoaned the corrosive effects that unchecked illegality and disorder bring on society. When the illegality stems from the government itself, the damage is even worse.

After 250 years of republican rule, it can be hard for many Americans to imagine what happens to a country when its government goes rogue. The residents of Minnesota and other cities subject to the Trump immigration crackdown have recently experienced a version of it. People have been harassed, humiliated, assaulted and even killed by federal law enforcement. And people do not know where to turn for help, because government officials who are supposed to protect them are the ones doling out the abuse. When societies start down this road, they often continue.

Restraining the Department of Homeland Security is important for its own sake. But it also has the potential to become a model for how Congress can confront the Trump administration’s lawlessness in other areas, including the Justice Department’s transformation into a tool of Trump’s personal interests. If Congress insists that Homeland Security follows the law or loses its funding, the message will be powerful.

Anew year brings thrillers galore, with evil emerging from a pandemic, a summer camp and a rideshare app.

‘No More Time’

Death, isolation and conspiracy theories are just three of the pandemic-era horrors that drive this eerie thriller, the debut feature from writer-director Dalila Droege.

To escape city life, a couple (Jennifer Harlow and Mark Reeb) drive until they reach a mostly deserted mountain town, one of many such communities barely hanging on in an America under siege by an unnamed contagion. Armed and on edge, they settle in at an abandoned home and get to know the few neighbors they have, including a little girl who claims her mother flies in the clouds. What this couple doesn’t know is that they’re being monitored by a mysterious stranger who communicates with trees, the kind of supernatural touch that Droege uses sparingly, to her film’s benefit.

What the story lacks in plot, it makes up for in a mood that’s as artful as it is disorienting. Jay Keitel’s stark cinematography and Mary Ellen Porto’s unnerving sound design do the heavy lifting, alternating between chilling and warm, mirroring how horribly topsy-turvy our world felt not that long ago. If you’re willing to revisit that sanity-crushing time, this film is worth the nightmare it might trigger. (Rent or buy it on major platforms.)

‘Friendship’

HBO Max includes this dark comedy in its “Make It a Thriller Night” category.

It’s not immediately evident why a film called “Friendship,” that stars Tim Robinson, a master of cringe comedy, would be in the same company as “Blood Simple.” But this feature debut from writer-director Andrew DeYoung is just as dark as that and other films about awful people doing terrible things in ordinary circumstances.

As Robinson does in “The Chair Company,” his nutso HBO Max comedy series, he plays a suburban Everyman dad who makes well-intentioned but savagely awkward attempts to connect with other people. Here that man is Craig, a corporate middleman who befriends Austin (Paul Rudd), a handsome weatherman and guitarist in a punk band. Eager for bromantic affection, Craig falls hard for his friend, an obsession that quickly turns toxic.

Did I mention this is a comedy? Your enjoyment will depend on your tolerance for Robinson’s Craig, a Frankenstein’s monster of Pee-wee Herman and Josef, the title killer in the “Creep” films and series. Let’s call it cringe horror. (Stream it on HBO Max.)

‘Marshmallow’

Morgan (Kue Lawrence) gets shipped off to summer camp even though he’s still mourning the sudden death of his grandfather. One night, the counselors tell a campfire ghost story about a maniac doctor who created monsters out of mutilated bodies he stored at his cabin. The campers are warned that they may encounter the boogeyman doctor roaming the grounds.

It’s best not to know much more about Daniel DelPurgatorio’s shape-shifting film before watching, which you should, especially if you’re willing to have your heart

broken. The film isn’t set in the 1980s, the golden era of summer camp horror movies, and for good reason: Its coming-of-age concerns — about loss, identity, memory — are more timeless, much like they are in “The Plague,” a stellar new horror film about tween anxieties.

Andy Greskoviak’s script loses steam midway through as it relies too heavily on cat-and-mouse games. But then comes a twist that subverts expectations about what came before and about what camp-set horror should be. This film made me deeply nostalgic for the 1980s, just not in the way I expected. (Stream it on Shudder.)

‘In Our Blood’

Emily (Brittany O’Grady) reluctantly travels from Los Angeles to New Mexico to visit her estranged addict mother, Sam (Alanna Ubach), for Thanksgiving. Emily’s friend Danny (E.J. Bonilla), a cinematographer, joins her, insisting that it will be good for both women if they document their reunion on camera.

But the following day, Emily’s mother goes missing, triggering a search that her mother’s tight-lipped friends don’t seem eager to join. A severed pig’s head that winds up in Emily and Danny’s hotel room is the first of many omens that something sinister

is afoot.

This crafty little thriller looks and feels like nonfiction — no surprise, considering that it’s the first narrative feature from Pedro Kos, an Oscar-nominated documentary filmmaker. Kos and screenwriter Mallory Westfall seamlessly and convincingly weave together fiction with documentary techniques to tell a compelling (if well-tread) story about addiction and its lasting scars. A genre detour at the end turns the mostly naturalistic film into something more supernatural and silly, but also enjoyably bloody. (Rent or buy it on major platforms.)

‘Self Driver’

Horror fans who are rideshare drivers — or anyone who hustles to make ends meet — will get a demented kick out of this resourceful thriller from Canadian writerdirector Michael Pierro.

D (an excellent Nathanael Chadwick) is a Toronto rideshare driver who spends his day picking up the usual finance bros, wasted party girls and older grouches. But he’s got bills to pay, so when one of his customers offers him the chance to work for a shady new company that pays its drivers generously, D accepts. But there are catches: Drivers must accept jobs, never talk to their customers and, if they turn down or quit a job, their fare will be docked or eliminated.

Determined to get paid, D does what the app tells him to, including, in the film’s most distressing scene, making $50 for every punch he lands on a sad sack customer — a kink-like transaction that D seems to relish.

Although it feels like a short film stretched thin, “Self Driver” is nonetheless a keenly-observed and engaging meditation on how soul-sucking the gig economy is, and the lengths people will go to make a paycheck in a world stacked against the working class. (Stream it on Tubi.)

Wall Street sinks as tech rout deepens on AI angst

Wall Street’s main indexes reversed sharply on ⁠Thursday ⁠as investors intensified their selloff of technology shares and ⁠fled transport stocks amid worries about artificial intelligence disruption, while they digested the latest labor market data and awaited a key inflation report.

After starting the day higher, equity indexes turned negative in morning trading and losses deepened as investors sought safer investments.

At a time when investors have been stressed out about the impact AI would have on competition, a less-than-impressive quarterly update from Cisco Systems’ soured the market on technology stocks broadly. Transportation companies also got caught up in worries about AI disruption.

“The broader ⁠narrative within the market ⁠is what sectors and industries can increase productivity from AI investments, and on the flip side, what industries are going to be disrupted by AI,” said Jack Herr, primary investment analyst at GuideStone Funds.

“We see this as a ‘prove it’ year for AI. We need to start seeing some return on investments.”

After Wednesday’s stronger-than-expected jobs report fueled worries the Federal Reserve could now be less likely to cut rates, investors braced for the January Consumer Price Index report, due on Friday.

Thursday’s data showed the number of Americans filing new applications for unemployment benefits decreased by less than ⁠expected last ⁠week, likely as disruptions from winter ⁠storms lingered.

“We’re in that in-between zone between two key economic macro reports,” said Marc Dizard, chief investment officer at Huntington Wealth Management. He added the market is also contending with concerns about the impact of AI on ⁠companies such as Cisco.

Cisco shares slumped 11%, making it one of the biggest drags on the S&P 500 after the networking equipment provider posted quarterly adjusted gross margin below estimates.

At 2:29 p.m. ET (1929 GMT), the Dow Jones Industrial Average fell 482.69 points, or 0.96%, to 49,638.21, the S&P 500 lost 80.93 points, or 1.17%, to 6,860.54 and the Nasdaq Composite was down 389.25 points, or 1.69%, to 22,675.88.

known to authorities, who had visited her home in the past, including in the spring. She had dropped out of school about four years ago, the police said, and had began transitioning from male to female around that time.

Now the names and lives of some of the victims are emerging through online tributes to their brief lives.

Abel Mwansa Jr. was a bright, smiling 12-year-old boy who was scheduled to celebrate his 13th birthday next month, according to a Facebook post. The son of immigrants from Zambia, his father was a pastor. He started seventh grade at Tumbler Ridge Secondary School in September. On Tuesday, he did not make it back home.

“If I had power to give life I would have brought you back to life together with others that where killed alongside you but son my power is limited,” his father, Abel Mwansa Sr., wrote in the Facebook post accompanied by a photo of the boy.

“Seeing your child murdered at this age is heartbreaking. I was broken when I saw you packed in that BLACK BAG lifeless and zipped up like those we see in movies was devastating.”

Ezekiel Schofield, 13, an avid hockey player with a local team, was also killed in the shooting, his grandfather Peter Schofield said in a Facebook post.

Not yet named among the dead are two more girls and a 39-year-old female educator.

Maya Gebala, 12, is fighting for her life at the British Columbia Children’s Hospital in Vancouver. Maya was shot in the head and neck and was in critical condition. “We are told it is bleak,” her mother, Cia, wrote in a Facebook message late Wednesday.

The family is raising money for Maya’s care, and her mother said in a message that she wanted more doctors to have “eyes on her.” But in a public post Wednesday evening, she said doctors were not optimistic.

On a Facebook post that included photos of her holding Maya’s hand in the hospital, as well as photos of her playing hockey, her mother wrote: “My climber. My builder. My hockey star. Fight hard baby. They say you cant. They don’t know you like we do.”

The young lives lost and upended in Canada’s mass shooting NATO remains vital to US security, ex-ambassadors and generals say

Calling the NATO alliance “the cornerstone of United States national security” and “vital” to preserving American global interests, eight former U.S. ambassadors to NATO and eight former U.S. supreme commanders in Europe on Thursday issued a joint letter arguing for continuing Washington’s commitment to the alliance.

The letter came as a Trump administration official told NATO’s defense ministers that Europe must take primary responsibility for its own security. But the official, Elbridge A. Colby, the undersecretary of defense for policy — who is the chief architect of the administration’s focus on countering China — also said “this is not an abandonment of NATO.”

The letter’s signatories, a bipartisan

group of retired senior generals and diplomats who have served under every president from 1997 until last year, said that NATO was “far from being a charity,” but was instead a “force-multiplier” that allowed the United States to project power and influence “in ways that would be impossible — or prohibitively expensive — to achieve on its own.”

The group timed the letter to the opening of the annual Munich Security Conference, set to begin Friday in a fraught atmosphere. Questions about President Donald Trump’s commitment to European security and the NATO alliance hang over the meeting, as does his demand to take Greenland away from Denmark, a NATO member. Before the conference, NATO defense ministers met Thursday at alliance headquarters in Brussels, where Colby, the Pentagon’s top policy official, stood in for

Defense Secretary Pete Hegseth.

Trump administration officials have said the United States remains committed to NATO and to its principle of collective defense, including the preservation of the American nuclear umbrella. They say European allies must do more to share the burden of conventional deterrence in Europe as the United States faces new challenges in the Indo-Pacific. Trump takes credit for pushing NATO allies to spend more in their own defense.

Colby affirmed to the defense ministers that the nuclear umbrella would remain over Europe, and that the United States would continue to contribute military capabilities to Europe, although “in a more limited and focused fashion.”

He did not address how many U.S. troops would remain in Europe, as the Pentagon concludes a highly anticipated

review of its force deployments around the world.

“Let me stress something: There is nothing anti-European about this vision,” Colby told the defense officials from NATO’s 31 other member countries in prepared remarks posted on the Pentagon’s website. “To the contrary, it reflects hope and indeed confidence in Europe’s capacity to act substantially and vigorously.”

He added: “If Europe rises to this moment, if it truly embraces primary responsibility for its own defense, then the alliance will emerge stronger, more resilient, and better prepared for the challenges ahead. And the trans-Atlantic bond will not weaken — it will mature.”

But European doubts about U.S. commitment are rife, especially as Trump seems to favor Russia’s position in negotiations to try to end the war in Ukraine.

Trump’s threats to Cuba’s oil suppliers put Mexico in a bind

When President Donald Trump declared a “national emergency” last month, accusing Cuba of harboring Russian spies and “welcoming” enemies such as Iran and Hamas, it came with a warning: Countries that sell or provide oil to the Caribbean nation could be subject to high tariffs.

The threat seemed to be directed at Mexico, one of the few countries still delivering oil to Cuba. This month, he even said that he had specifically asked President Claudia Sheinbaum of Mexico to cut off its supply.

Mexico and Cuba’s long alliance — rooted in economic and cultural cooperation and a shared wariness of U.S. intervention — survived and even deepened after the Cuban Revolution, when Mexico preserved ties with Havana even as much of the region aligned with Washington.

Sheinbaum now faces a fraught balancing act: upholding her country’s historical alliance with Havana, while managing its vital yet increasingly tense relationship with the United States.

The Sheinbaum administration has been careful not to provoke Trump, who has strained Mexico’s economy with tariffs and threats of military action to stop fentanyl from crossing the border. He has also threatened to withdraw from the free trade deal with Canada and Mexico, the U.S.’s largest trading partner.

Sheinbaum has largely held to her country’s commitment to Cuba, a Communist country, where people are struggling with surging food costs, constant blackouts, a lack of critical medicine and dwindling fuel. But Mexico has not sent any oil to Cuba since early last month.

“No one can ignore the situation that the Cuban people are currently experiencing because of the sanctions that the United States is imposing in a very unfair manner,” she said during a news conference Monday. She added that Mexico had deployed two navy ships carrying more than 814 tons of humanitarian aid — mostly staple foods and hygiene supplies — to Cuba.

Cuba, whose main oil provider was Venezuela, has faced chronic fuel shortages for years, but the situation has become far more severe since last month, when Trump took control of Venezuela’s oil supply. He halted deliveries to Cuba, which now only has a fraction of the oil it needs.

She has also called for diplomatic talks between Mexico and the United States, and has offered her country as a mediator for discussions between Washington and Havana.

President Miguel Díaz-Canel of Cuba said Thursday that his government was open to negotiations with the United States. Trump has warned that Cuba should strike a deal, which he has not elaborated on, “before it is too late.”

With the taps effectively running dry, Sheinbaum seems focused on keeping Mexico’s historical loyalty alive.

Hers is the only Latin American country that has consistently opposed the U.S. economic embargo of Cuba since it began more than 60 years ago, even as the tenor of the relationship between Mexico and Cuba has varied under different presidents.

Fidel Castro and Che Guevara, two key figures of the Cuban Revolution, first met while in exile in Mexico City in 1955, and began planning a guerrilla war that would sweep the island and change the course of Latin American history. They followed in the footsteps of José Martí, a Cuban national hero who lived in Mexico before returning to his land, where he died in 1895 fighting for independence from Spain.

The Cuban Revolution was also an inspiration for antigovernment movements in Mexico in the 1960s, said Rafael Rojas, a Cuban historian at the College of Mexico.

He said that Morena, the leftist governing party of Sheinbaum, has “a nostalgic, very sentimental view of Cuba.” To a significant part of the party’s leadership and base, he added, “Cuba appears as a victim of the empire and must be helped.”

Mexico had been sending about 22,000 barrels a day, but that figure dropped to about 7,000 toward the end of 2025

— which was still far less

Mexico has long been a refuge and transit point for Cubans, especially since the United States ended its policy in 2017 of allowing Cubans who arrived without visas to stay, and as the island’s economic crisis has deepened in recent years.

After Cuban leftists planned their revolution in Mexico in the 1950s, Manuel Antonio de Varona, founded an anti-Castro movement in Mexico City in 1960. Generations earlier, during the Mexican Revolution, Mexican figures fled to Cuba.

Since the revolutionaries took control of Cuba in 1959, Mexico has proved useful as a negotiator between the United States and Cuba, said Ricardo Pascoe, the former Mexican ambassador to Cuba under the conservative president Vicente Fox in the early 2000s.

During parts of the Cold War, Pascoe said, Washington kept tabs on Cubans through intelligence shared by Mexico, but Mexico also was Cuba’s gateway to the rest of the world. And though past right-wing Mexican presidents did not share Cuba’s political or economic policies, Mexico maintained friendly diplomatic ties and trade partnerships.

Under the Morena party — founded by Sheinbaum’s predecessor, Andrés Manuel López Obrador, who built closer ties with Díaz-Canel of Cuba — Pascoe said that the Mexican government has become more ideologically aligned with Cuba.

“That has placed Mexico and the president of Mexico in a very complicated position,” he said. “Because Mexico’s economy continues to depend on its relationship with the United States yet it wants to have a privileged political relationship with a recognized adversary of the United States.”

Ricardo Monreal, who leads the Morena legislators in the lower house of congress, said there is a conservative sentiment in Mexico that does not agree with the country’s current relationship with Cuba. But he insisted that Mexico “cannot accept” a policy that affects essentials such as food and energy.

“I feel that this is the worst crisis in Cuba’s modern history because of the pressure of the blockade and the strangulation it is suffering at the hands of the United States,” he said. “We cannot assume a position of contempt or indifference toward what Cuba is suffering.”

Employers hired swiftly in January after a dismal 2025

The U.S. economy put in a strong showing at the start of 2026, following a year of disruptions that depressed both the demand for labor and its supply.

Employers added 130,000 jobs in January, the Labor Department reported Wednesday, in a release delayed from last week by a short government shutdown. The unemployment rate fell to 4.3% from 4.4% a month earlier.

The peppier-than-expected reading is a sign that the labor market might be emerging from a period of extremely slow hiring brought on by a trade war that made companies hesitant to hire, an immigration crackdown that lowered the number of available workers and a federal government firing spree.

Annual revisions to earlier data, which are routine but have been larger than usual in recent years, darkened the picture of 2025. The economy added only 181,000 jobs last year, down from an earlier estimate of 584,000. Not counting the pandemic year of 2020, that is the slowest pace since 2010, the midst of the Great Recession.

“The revised numbers tell a more accurate story of what people were experiencing, which was really, really, really slow job growth and stagnation on a pretty major scale,” said Nicole Bachaud, a labor economist with the job search website ZipRecruiter.

For perspective, the economy added nearly as many jobs last month alone as the entire gain during all of 2025. “This is giving a glimpse of what might be a turning point for the market as stabilization is taking place,” Bachaud said. “This is a pretty significant shift.”

It’s too soon to tell if the January numbers represent a real acceleration. The numbers may have been flattered by a seasonal quirk: Retailers hired many fewer seasonal workers than usual over the holidays. If fewer were laid off in January, that would translate into a stronger reading after the Bureau of Labor Statistics adjusts for typical seasonal fluctuations.

The end of last year saw the lowest number of job openings since late 2017, and since last July there have been more unemployed people than there are jobs available for them. Measures of consumer sentiment have been downbeat — The Conference Board’s index of whether workers see jobs as easy or hard to find was as pessimistic in December as it’s been since early 2021, when the economy was still emerging from the pandemic.

But there is some evidence that the labor market may be grinding back into gear. Gross domestic product growth has been very strong, which could allow companies to make more investments that in turn increase their demand for labor. Surveys of manufacturers have been trending more optimistic, following two years of job losses and lackluster output. A broader

measure of unemployment, which includes people working part time who would rather have more hours, dropped back to where it was last summer.

Companies are also expecting a boost from lower taxes and deregulation this year, as well as potentially lower interest rates if the White House stops raising tariffs and inflation recedes further.

“You’re hearing, ‘last year was pretty good all things considered, we survived the Trump tornado, and 2026 is looking all right, too,’” said Andrew Zatlin, managing director of SouthBay Research. “If I’m making all this money now, odds are the first quarter will also be super good.”

President Donald Trump celebrated the stronger-than-expected employment report on social media Wednesday morning and again called for lower interest rates. The Federal Reserve will see one more jobs report before it meets again in mid-March, but generally a falling unemployment rate is not seen as an argument for lowering borrowing costs, which tend to stimulate hiring. In fact, investors moved their expectations for the next rate cut to July from June after the jobs report was released.

It is not clear that the U.S. economy will be able to sustain this pace of growth. Part of the reason for the slow hiring last year was that the Trump administration clamped down on immigration and ramped up deportations. That helped keep the unemployment rate from rising drastically even as job creation slowed, since fewer people were looking for work.

January brought a good sign for labor supply. The share of people in their prime working years who are either employed or

looking for a job reached 84.1%, the highest level since 2001. Still, the labor force is projected to flatline if immigration remains depressed.

One thing hasn’t changed from last year: Job growth continues to be dominated by health care, which packed on 82,000 jobs in January. Construction added another 33,000, mostly among the specialty trade contractors that have been very busy building data centers. The federal government lost another 34,000 jobs and is down by 10.9% since reaching a peak in October 2024.

“Health care has been carrying the load for the past couple of years in the private sector,” said Augustine Faucher, chief economist with PNC Financial Services Group. “I am concerned about the breadth of job growth, and the question is, how long can the economy continue to go with basically only health care adding jobs?”

Wage growth has remained strong; average hourly earnings for private sector workers rose 3.7% since this time last year, a pace that’s been fairly consistent for the past year and a half. The workweek also lengthened slightly, which will put more money in workers’ pockets.

Few analysts expect a strong rebound in manufacturing, which has shed 313,000 jobs over the past two years. But there are signs it could be finding its footing.

“I think we’re seeing a manufacturing environment that’s going to start to stabilize,” said Stephanie Roth, chief economist with Wolfe Research. “You tend to need to have a proper recession to have a real early cycle environment, but this could be like the mid1990s, where you get a bit of a reset.”

This Valentine’s day, offer up bubbly from Germany

Sekt, the term for sparkling wine made in Germany, has a very long history, and for much of the post-World War II era, not an especially happy one. Through the end of the 20th century, most sekt was cheap, slightly sweet and industrially produced.

But the last decade has seen a sekt rejuvenation. The wines have improved greatly, whether easygoing pétillant-naturels or highend cuvées as complex and graceful as many Champagnes. Today, German sparkling wines can stand with any made around the world.

What accounts for this reorientation?

“The winemakers have understood fully that in order to make great sekt, you need to start with the right site and parameters that differ fundamentally from still wines when growing grapes for sekt,” said Anne Krebiehl, author of the exceptional book “The Wines of Germany,” who writes for Vinous, a wine website.

“Sekt is no longer a dirty word, as it used to be,” she said. “It has regained status and is on trend, because when people spend more money, they get something infinitely better.”

I’ve been trying over the last year to drink as much sekt as I could find, and I agree with Krebiehl. It’s really good. The biggest problem is that many of the best producers make only small amounts of sparkling wine. Nonetheless, shopping in New York, I was able to find 10 excellent bottles that I highly recommend.

Many sekts are made with riesling, but not all. Some are made with pinot noir and chardonnay, the major grapes of Champagne, and which, by the way, are becoming more and more important as still wines in Germany, too. Others are made of pinot blanc, or elbling, a lesser-known grape with a long history in Germany. As always, it’s not the grape that matters so much as the quality of the farming and the winemaking.

At this time of year, just before Valentine’s Day, it seems appropriate to talk about sekt. For a holiday devoted to love, Valentine’s Day giving seems entirely reflexive — a box of chocolates, a dozen roses, a bottle of Champagne. A robot could do it and, in some cases, probably does.

Wouldn’t a truer demonstration of affection require more consideration? Switch it up. Candy, flowers and bubbles absolutely speak to romance, but at least ponder some alternatives. Instead of Champagne, for example, why not one of these bottles?

I could not find some of my favorite

around Germany. But recently, she started to produce small lots of her own wines. The Mythos Réserve — made of chardonnay, pinot noir and pinot meunier — is smooth, elegant and gently carbonated. It’s lovely now but will age beautifully. If you love sparkling wine, this is a name to seek out. (Vom Boden)

Wasenhaus Pinot Noir and Pinot Blanc Brut Nature NV, 10% to 13%, $75

Wasenhaus in the Baden region has been in business for just about 10 years and already is one of the more coveted labels from Germany. Chistoph Wolber and Alexander Götze, who met while both were working in Burgundy, run the winery. Their pinot noirs, chardonnays and pinot blancs are wonderful. This is the first of their sekts that I’ve tried, and it lives up to their other wines. It’s fresh and pure, with rich flavors that linger long after you swallow. (Vom Boden)

sekts. If you see bottles of sparkling wine from Lauer, Von Winning, Keller, Moritz Kissinger and Jonas Dostert, snap them up. They are superb.

These are, too, though as I said, they are not always easy to find. Still, they’re worth the effort, and if you come up empty, there’s still always Champagne.

Here are the 10 bottles, beginning with the least expensive.

Hild Mosel Elbling Sekt Brut NV, 10% to 13%, $22

South of Trier, as the Mosel River approaches Luxembourg and France, it passes through the Upper Mosel region. It’s not the part of the Mosel made famous by riesling and ridiculously steep slate vineyards on towering hillsides. The landscape is less breathtaking; the soils are limestone; and the primary grape is the ancient, little-known elbling. This sparkling wine, from Matthias Hild, is straightforward, vivacious, lightly smoky and very easy to drink. The range given for the alcohol content? U.S. law gives leeway of 1.5 percentage points in either direction for wines below 14%, so labeling it as 10% to 13% is perhaps a more honest approach than labeling it as 11.5%. M. Schömann Mosel Zeltinger Himmelreich Riesling Trocken NV, 11.5%, $32

I’ve never had Schömann wines before, but this sparkling riesling is a fine introduction. Made from biodynamically farmed grapes, it is light and graceful, with floral and ginger flavors. It would make a fine aperitif before a romantic dinner. (Nectar Imports, Staten Island, New York)

Hofgut Falkenstein Mosel Pet Nat NV, 11.5%, $35

I like pretty much everything I’ve had from Falkenstein, from their dry and sweet rieslings to this pétillant-naturel. Like most

pét-nats, this is an easygoing, casual wine, bursting with freshness, energy and citrus flavors. (MFW Wine Co./Lars Carlberg Selections, New York)

Immich-Batterieberg Detonation Bubbles Mosel Riesling Extra Brut 2021, 11.5%, $37

Immich-Batterieberg, an old estate with a history that stretches back to the 15th century, takes one of the freshest approaches to marketing German wine with the bold labeling and bolder name of this bottle, Detonation Bubbles. Made with organically farmed riesling and fermented twice as they do in Champagne, the wine is full of energy and character, with floral, citrus and ginger flavors. Von Buhl Pfalz Riesling Brut 2020, 12.5%, $45

Reichsrat Von Buhl, a historic producer in the Pfalz, has made a special effort in recent years to focus on sparkling wines. This 2020 is among the rewards of those efforts. It’s refined and creamy, gently carbonated and the sort of wine that you can appreciate for its grace and complexity and enjoy with a meal. (The German Wine Collection, Carlsbad, California)

Robert Weil Rheingau Riesling Brut 2020, 12%, $58

Robert Weil has been one of the best producers in the Rheingau since its inception in 1875. This sekt, made entirely of riesling using the Champagne method, is sleek and bone dry, with all the cool elegance of an icy martini. (Loosen Bros. USA, Salem, Oregon)

Lena Brut Nature Mythos Réserve 2021, 12%, $65

Each of the other producers I recommend here makes a range of wines in addition to sekt, but Lena Singer-Fischer is a sparkling wine specialist. She manages her family’s cellar, which produces sparkling wines for estates

Stein Mosel Blanc de Noirs 0 Dosage 2019, 12.5%, $75

This blanc de noirs from the idiosyncratic Ulrich Stein was made of old-vine pinot noir and bottled without sulfur dioxide, the almost universally used stabilizer and antioxidant. It is refined and complex, bone dry, with aromas and flavors that seem to change by the minute. It’s not a party bottle; it requires attention and contemplation. (Vom Boden)

Stein Mosel Riesling Ohne Erna ‘vB-X’ Sekt Reserve 2015, 12.5%, $75

This is a rare sekt with 10-plus years of aging and is produced only in top vintages. In 2015, only a single large barrel was made, and like the blanc de noirs, it was also bottled without sulfur dioxide. It’s fascinating to compare this bottle, made of riesling, with the blanc de noirs. It seems deeper and richer, perhaps because of the extra aging, and it, too, is remarkably complex. (Vom Boden)

Fecha de Vencimiento: 2 de junio de 2094. Se entenderá que todo licitador acepta como bastante la titularidad de la propiedad y que todas las cargas y gravámenes anteriores y los preferentes al crédito ejecutante antes descritos, si los hubiere, continuarán subsistentes. El rematante acepta dichas cargas y gravámenes anteriores, y queda subrogado en la responsabilidad de los mismos, sin destinarse a su extinción el precio del remate. La Subasta se llevará a efecto para satisfacer a la parte demandante la suma de $157,174.85 de principal, incluyendo la suma de $32,499.52 de principal diferido, más intereses sobre dicha suma al 4.625% anual, desde el día 1ro. de febrero de 2023, hasta su completo pago, más recargos acumulados, más la cantidad de $15,500.00 estipulada para costas, gastos y honorarios de abogado, así como cualquier otra suma estipulada en el contrato de préstamo, todas cuyas sumas están líquidas y exigibles. La escritura de hipoteca fue modificada posteriormente, según escritura número 311 de fecha 4 de noviembre de 2011, ante la Notario Ileana Quintero Aguiló, a los efectos de aumentar la suma de principal a $171,299.76, intereses comenzando el 1ro de octubre de 2011, al 3.5% anual, con pagos mensuales para principal e intereses de $663.60 y vencimiento el 1ro de septiembre de 2051. Se modificó además el tipo mínimo para la primera subasta en caso de ejecución a la suma de $171,299.76. Dicha hipoteca fue modificada nuevamente, según escritura número 233 de fecha 16 de octubre de 2014, ante la Notario Rosanna Rivera Sánchez, a los efectos de reducir la suma de principal a $169,349.52, intereses comenzando el 1ro de octubre de 2014, al 4.625% anual, con pagos mensuales para principal e intereses de $626.27 y vencimiento el 1ro de septiembre de 2054. Se modificó además el tipo mínimo para la primera subasta en caso de ejecución a la suma de $169,349.52. Que la cantidad mínima de licitación en la primera subasta para el

inmueble será de $169,349.52. Si no produjere remate ni adjudicación la primera subasta, en la segunda subasta servirá de tipo mínimo las dos terceras partes del precio pactado, es decir la suma de $112,899.68. Si tampoco hubiere remate ni adjudicación en la segunda subasta, regirá como tipo mínimo de la tercera subasta la mitad del precio pactado, o sea la suma de $84,674.76. De declararse desierta la tercera subasta se adjudicará la finca a favor del acreedor por la totalidad de la cantidad adeudada si esta es igual o menor que el monto del tipo de la tercera subasta, si el Tribunal lo estima conveniente. Se abonará dicho monto a la cantidad adeudada si esta es mayor. La propiedad se adjudicará al mejor postor, quien deberá satisfacer el importe de su oferta en moneda legal y corriente de los Estados Unidos de América en el momento de la adjudicación y que las cargas y gravámenes preferentes, si los hubiese, continuarán subsistentes, entendiéndose que el rematante los acepta y queda subrogado en la responsabilidad de los mismos, sin destinarse a su extinción el precio del remate. La propiedad a ser vendida en pública subasta se adquirirá libre de cargas y gravámenes posteriores. Podrán concurrir como postores a todas las subastas los titulares de créditos hipotecarios vigentes y posteriores a la hipoteca que se cobra o ejecuta, si alguno o que figuren como tales en la certificación registral y que podrán utilizar el montante de sus créditos o parte de alguno en sus ofertas. Si la oferta aceptada es por cantidad mayor a la suma del crédito o créditos preferentes al suyo, al obtener la buena pro del remate, deberá satisfacer en el mismo acto, en efectivo o en cheque de gerente, la totalidad del crédito hipotecario que se ejecuta y la de cualesquiera otros créditos posteriores al que se ejecutan, pero preferente al suyo. At Rafael G. Amalbert Court in Juncos, the Valencianas earned all three points by defeating Corozal with set scores of 25-18, 25-19, 18-25 and 25-22.

With Juncos leading 2-1 in sets, the fourth set was tied at 20 when the Valencianas strung together four consecutive points: a backcourt attack by Haley Bush, a deflected shot by Jordan Iliff, a successful conversion by Naya Gross after a pass from the Pinkin, and a deflected shot by Corozal’s Ivania Ortiz for a 24-20 lead.

Juncos closed out the match 25-22 after a service error by Ortiz.

The Valencianas improved to 3-7 with 9 points, climbing into fifth place.

Corozal failed to score in the loss and remained in third place with a 5-4 record and 15 points.

The home team’s offense was divided between Bush (25), Gross (21) and Leandra Mangual (16).

Juncos prevailed in attacks 72-55 and in defense 98-82. Both teams recorded 12 assists, while Corozal led 7-6 in blocks, 5-3 in service aces, and 54-39 in assists.

Atenienses surprise Caguas in gripping 5th set

At Juan Aubín Cruz Coliseum in Manatí, the Criollas of Caguas and the Atenienses of Manatí went to the final set,

with the hosts ultimately winning with scores of 26-28, 2518, 25-19, 13-25 and 16-14.

In the deciding frame, Manatí reached set point first, 14-12, with an attack by Chareika Carrión from zone four. Caguas knotted the score on a service error by the Atenienses’ Emily Elliot and a block by Genesis Collazo on Carrión.

The Atenienses clinched the win after two errors by the visitors: a missed serve by Andrea Serra and a wayward attack by Valeria Flores.

At Salvador Dijols Court in Ponce, the Cangrejeras of Santurce defended their undefeated record on the road but had to fight tooth and nail against the tenacious Leonas.

First-place Santurce added 2 points with the victory, improving to 7-0 with 19 points.

Ponce (3-6, 8 points) added a point.

Valencianas win in 4 sets, Atenienses & Cangrejeras survive in 5 Cayey nears 1,000 wins in Double-A

The Toritos of Cayey and the Maratonistas of Coamo notched victories on Wednesday in the Double-A Superior Baseball League.

The Toritos’ win was the franchise’s 999th, just one shy of 1,000, a milestone achieved by only five teams in Double-A history.

Visiting Cayey routed the Polluelos of Aibonito 18-9 at Hermanos Marrero Stadium. The Toritos scored 10 runs in the first inning and tallied 18 hits in the game. Christian Torres and Osvaldo Torres homered for Cayey. Torres drove in five runs and scored three, while Iván

de Jesús had four hits, three runs scored, and two RBIs. Nelson Molina also crossed the plate four times.

Andrés Varona earned the win in relief with one inning pitched, while Raúl García took the loss after allowing the Toritos’ first six runs.

Meanwhile, the Maratonistas defeated the Cachorros of Ponce 4-2 at Luis Guillermo Moreno Stadium in Santa Isabel. Elmer Alvarado led the offense with two RBIs.

Joseph López was the winning pitcher in relief with two innings pitched, and Félix Sánchez recorded the save. Roberto Fabián Feliciano took the loss for Ponce, allowing three runs.

Ukrainian Olympian is disqualified over helmet honoring war dead

AUkrainian athlete was disqualified from the Winter Olympics on Thursday over his plans to wear a helmet honoring countrymen killed in the war with Russia, a decision that drew outrage and touched off the biggest crisis of the Games in Italy.

Olympic officials had told the athlete, Vladyslav Heraskevych, that the helmet violated the Games’ prohibition on political speech. Heraskevych, who competes in skeleton, a sledding event on an ice track, had said this week that he planned to race with it anyway.

Moments before the competition Thursday morning, Heraskevych held talks at the track in Cortina d’Ampezzo with the president of the International Olympic Committee, Kirsty Coventry. The meeting ended with Heraskevych barred from competing and Coventry and the athlete’s father both in tears following a failure to reach a compromise.

“I felt that it was really important to come and talk to him face to face,” Coventry, who is presiding over her first Olympic Games, told reporters after the meeting.

Coventry’s direct and personal intervention underscored the stakes of a dispute that reverberated from Cortina to Milan, where the IOC leadership is based during the Games, and all the way to Ukraine, where President Volodymyr Zelenskyy praised Heraskevych’s courage and denounced Olympic officials for playing “into the hands of aggressors.”

“His helmet, bearing the portraits of fallen Ukrainian athletes, is about honor and remembrance,” Zelenskyy wrote in a social media post. “It is a reminder to the whole world of what Russian aggression is and the cost of fighting for independence.”

Speaking to reporters in Cortina, Heraskevych insisted that he had not broken any rules.

“There are things more important than medals,” he said. “I stood up for what I believe in.”

The IOC said that it had no choice but to disqualify Heraskevych in order to preserve what its chief spokesperson, Mark Adams, described as “the sanctity of the field of play.” In the view of Olympic officials, the athlete’s helmet, featuring portraits of 21 Ukrainian athletes killed in Russian attacks, violated a prohibition against political messages during competitions.

In 2020, Olympic officials loosened the rules to allow athletes to make statements during the Games on social media or to journalists, but not while competing or on the medal stand. Heraskevych had worn what he called his “remembrance helmet” during practice runs this week, but a clash had loomed for days over his use of it in the competition.

Adams said at a daily news conference Thursday that the IOC had offered concessions to Heraskevych, including allowing him to wear a black armband to honor the fallen athletes and permitting him to bring his helmet into a post-race media zone. The athlete refused those offers.

Adams said the IOC’s rules must remain in place for the Games not to descend into “chaos,” given other conflicts around the world.

“If everyone wanted to express themselves in that way beyond a black armband, it would create a field of play which becomes a field of expression,” he said.

Although the IOC has portrayed the war in Ukraine as one of many conflicts, Russia’s Olympic committee is the only one formally suspended from Olympic competition. That ban came into effect in 2022 after the Russian committee absorbed official sporting bodies in four occupied regions of Ukraine.

The IOC said that Heraskevych would be allowed to remain at the Olympics, even though he is no longer eligible to compete.

The skeleton competition proceeded Thursday, but Heraskevych’s disqualification loomed over the event.

Ivo Steinbergs, the coach of the Latvian team, prepared a protest letter and was encouraging other teams to sign it. The letter demands Heraskevych’s reinstatement and a clearer distinction from the IOC between a memorial tribute and political advocacy.

Steinbergs said it was crushing to have seen Coventry and other officials call Heraskevych into a meeting before the first heat of the competition Thursday morning, then to see him emerge with a disqualification letter and his father next to him in tears.

“And that was the end of his Olympics,” Steinbergs said. “He was going for this for 12 years, and they just stole it from him.”

Tom Johansen, the coach of the Danish skeleton team, said it was unfair to expect an athlete from Ukraine to put the war out of his mind at the Olympics and “just act like a robot.”

His son, Rasmus Vestergaard Johansen, a racer who called Heraskevych a friend, said: “He is representing young people who died way too early, and I don’t think any athlete, any people, should go through what Ukraine and what Vlad have gone through.”

Ukrainian officials and other athletes have expressed support for Heraskevych. On Tuesday, Olena Smaha, a Ukrainian who competes in luge, wore a message on her glove during her competition that said: “Remembrance is not a violation.”

Before being elected to lead the IOC last year, Coventry, a Zimbabwean who is a two-time gold medalist in swimming, had been part of a group of athletes that helped the organization create its current rules on athlete expression.

In her first year as president of the organization, the IOC has tried to draw a firm distinction between sports and politics, with Coventry insisting that sports must be a “neutral ground.”

But in Italy, the IOC has faced questions over the presence of some Russian athletes at the Games, competing under “neutral” status. And on the day of the opening ceremonies last week, a protest broke out in Milan over the presence of U.S. Immigration and Customs Enforcement personnel on a State Department security team for the Games.

Fans who gathered to watch the first two heats of the skeleton Thursday lamented that Heraskevych had been disqualified.

“It’s not political. It’s a tribute to his friends,” said Paolo Dallago, who lives in Cortina. “It’s remembering that there’s still a war, and a lot of people are dying.”
