PR delays FY23 audited financial statements for commonwealth, PREPA until early ’26 By THE STAR STAFF

P

uerto Rico now expects to release its audited financial statements for fiscal year (FY) 2023 -- covering both the commonwealth and the Puerto Rico Electric Power Authority (PREPA) -- by the third quarter of 2026, according to a notice filed with the Electronic Municipal Market Access (EMMA) system. The statements, originally scheduled for completion this month, were delayed after PREPA informed the Treasury Department that its FY23 audit will not be finalized until the January-March 2026 period, the Dec. 19 filing said. Timely publication of audited financial statements is a key requirement under the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA, for ending the mandate of the Financial Oversight and Management Board. The delay means Puerto Rico remains out of compliance with that condition. Although the oversight board said recently it was winding down its supervision of Puerto Rico’s finances, officials have cautioned that, without robust fiscal guardrails, the island risks reverting to the chronic deficits that previously contributed to its financial crisis. The board has emphasized the need for adopting modified accrual accounting practices to ensure that government spending

aligns with revenue. Although Executive Order OE-2025-011 mandates agencies to create responsible budgets and promote fiscal sustainability, progress has been inconsistent. Notably, the government has failed to implement uniform financial reporting standards across all entities, with the latest audited financial statements dating back to fiscal year 2022. Timely audits are crucial for achieving transparency and regaining access to credit markets, as required by the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA, for the conclusion of federal oversight. The Government Accountability Office has pointed out that delays in financial reporting hinder investors’ ability to accurately assess risk. To rebuild confidence, Puerto Rico needs to deliver audited financial statements within six months after the fiscal year ends, address ongoing audit deficiencies, and adhere to municipal market disclosure standards, the Board has said. Despite Puerto Rico successfully restructuring a significant portion of its $72 billion debt, the oversight board warns that achieving genuine fiscal independence hinges on transparency, accountability and structural balance. The board is advocating for legislative reforms aimed at instituting multi-year financial planning, consensus revenue forecasting, and strict debt management policies. Without those measures, officials warn that Puerto Rico’s hard-earned stability could be jeopardized.

recibo Mayor Carlos Ramírez Irizarry and Ponce Mayor Marlese Sifre Rodríguez announced this week a joint initiative with the city of Cali, in Colombia, to promote cultural brotherhood and willingness to join efforts to promote recognition by the United Nations and its cultural affiliate, UNESCO, of salsa music as an Intangible Cultural Heritage of Humanity. “Salsa is much more than a musical genre: it is an essential marker of identity, a shared legacy that has accompanied the daily life, celebrations and cultural expressions of our communities,” Ramírez Irizarry said. “In Arecibo, Ponce and Cali, salsa has been a way of naming us, of recognizing ourselves and of finding each other; a living heritage that is transmitted from generation to generation and that defines the cultural character of our cities.” The Arecibo mayor, along with his Ponce counterpart, traveled to Cali for the signing of the agreement this Friday to promote the salsa rhythm. he United States military has dispatched a number of transport and cargo planes to the Caribbean this week, as President Donald Trump continues to ramp up military pressure on President Nicolás Maduro of Venezuela, whom Trump has threatened with military action. Over the past week through Tuesday, C-17 heavy-lift cargo planes — which are largely used for transporting military troops and equipment — conducted at least 16 flights to Puerto Rico from U.S. military bases, according to flight tracking data reviewed by The New York Times. The actual number of flights

may be higher, as some military flights do not appear on public flight-tracking websites, according to air traffic control communications The C-17s flew to Puerto Rico from bases in New Mexico, Illinois, Vermont, Florida, Arizona, Utah, Washington state and Japan. It was unclear how many troops or other equipment were transported aboard those flights. Defense officials declined to comment. The United States Central Command has said that some 15,000 troops are already deployed in the Caribbean, one of the country’s largest naval deployments in recent years. On Monday, Trump called it a “massive armada” and said that he

was planning action on land in Venezuela “soon.” The Wall Street Journal reported on Tuesday that the United States has also recently moved special-operations aircraft to the Caribbean. Trump in August secretly signed a directive to the Pentagon to begin using military force against certain Latin American drug cartels that his administration has deemed terrorist organizations. Since then, more than 100 people have been killed in a series of more than two dozen boat strikes. Legal and military experts have raised questions about the legality of the administration’s military campaign. Congress has not authorized the strikes, nor has it declared a war on Venezuela.

he Financial Oversight and Management Board for Puerto Rico is not aware of any companies seeking to succeed LUMA Energy as the island’s transmission and distribution operator. The remarks in a social media post come as debate intensifies over the future of Puerto Rico’s energy transformation. Transitioning grid and generation operations from the Puerto Rico Electric Power Authority (PREPA) to private operators has

been a cornerstone of the island’s energy reform. The shift is mandated by Puerto Rico Act 120-2018 and the PREPA Fiscal Plan, both of which require private-sector involvement to modernize the system. Every administration has endorsed such a transformation, citing the need for expertise to stabilize and improve the grid. The oversight board emphasized that it is unaware of any candidates to replace LUMA or that the Public-Private Partnerships Authority has launched a transparent, competitive process

to identify alternatives. “The return of transmission and distribution operations to PREPA would be an unacceptable outcome and contrary to law and policy,” the board noted. While discussions about modifying or even terminating the current contract continue, the board warned that any changes must avoid operational chaos. “This process must be managed carefully to ensure continuity and compliance with Puerto Rico’s energy policy,” it said.

International scientists promote protection of nature’s rights in Puerto Rico & the Caribbean By THE STAR STAFF

aribbean scientists are warning about the urgent need to legislate in Puerto Rico and the Caribbean to protect the rights of nature, as has already happened in 40 countries that have achieved important legal victories for endangered animal species, preservation of natural habitats and the defense of the planet. “It is up to us in Puerto Rico to look toward the Caribbean, protect endangered species, and promote legislation for endemic species. In Belgium, they have just enshrined ecocide against nature into law,” said professor and ecologist Dimaris Acosta during a discussion at the University of Puerto Rico, Mayagüez Campus (RUM by its acronym in Spanish) earlier this week. “They created an embassy to protect endangered fish in the Baltic Sea. It is up to us in the Caribbean to be better ancestors for future generations and sow the seeds of protecting the rights of nature. We may not see the effects of having a better, more sustainable planet, but our descendants will.” The concept of the rights of nature -- the subject of an international scientific gathering at RUM sponsored by the Puerto Rican Coalition for the Inherent Rights of Nature, the Segarra Boerman Foundation, and Para La Naturaleza -- posits that nature has its own existence and is not subject to human control. It is also linked to human rights and well-being because, to survive, human beings depend on a healthy ecosystem. In countries where those rights are enshrined in law, any citizen has the legal capacity to represent nature in court.

My involvement stemmed from the turtles and their nesting grounds, something that concerned me,” Veelenturf said, highlighting the achievements of the protected turtle nesting areas and a wildlife refuge in Panama in 2024. “I consulted books like David Boud’s ‘The Rights of Nature,’ which proposes a legal revolution to change the world. In Panama, this was achieved in two years. I met with Congressman Juan Diego Vásquez, who introduced the legislation in 2022. Now, any citizen can bring a case in defense of nature.” Participants in the discussion included Monique Johnson, geoscientist (Trinidad and Tobago/Bahamas); Dimaris Acosta, microbial ecologist (Puerto Rico); Machel Donegan, geographer (Jamaica); Eladio Fernández, conservation photographer (Dominican Republic); Juan Pablo Álvarez Rosario, phycologist (Puerto Rico); Carlos Torres, ecologist (Puerto Rico); Callie Veelenturf, marine conservation biologist (USA/Panama); Andrea Terán, biologist (Ecuador); Steve Maldonado Silvestrini, artist and botanist (Puerto Rico); and Jaime Suárez Berrocal, artist (Puerto Rico). Álvarez Rosario noted that “we can protect the rights of nature.” “Whether through a community movement, at the municipal or watershed level, or at the state level, one thing that can happen is to promote a Caribbean union to take the fight for the rights of nature to another level,” the environmental scientist said. He added that in Puerto Rico, environmental organizations such as ISER Caribe and Cirom-PR, in dialogue with a fishing community, support the ecological restoration of coral reefs on Isla Magueyes in Lajas, using corals cultivated in nurseries, as well as the entire ecosystem surrounding the reefs. Such ecosystem restoration is achieved by reintroducing species such as sea urchins, crabs and microalgae. In this way, the marine habitat is improved and coastal erosion is reduced. The discussion included the participation of professionals from other disciplines, such as Dominican photographer Eladio Fernández, who documents environmental crimes with his photographs, stories that have had an impact and led to changes in public policy. Among them, he mentioned photos of eel fishing, a lucrative business in the Dominican Republic that could endanger the species. Another of Fernández’s photographic achievements was denouncing the mistreatment of flamingos, whose wings were clipped for display in hotels and tourist resorts. Following his denunciation, the flamingos have been removed from all the hotels and are now in a protected area. The coalition plans to continue public education on the topic in Puerto Rico and eventually promote legislation. Its commitments are outlined in the Declaration of Recognition and Defense of the Inherent Rights of Nature. Coquito was once a Puerto Rican secret. Now everybody knows. By TAYLOR ROBINSON

M

illy Rodríguez’s recipe came from her grandmother, who she said patented it in Puerto Rico in the 1940s. Minerva Minaya is known for a blend she has named Nostalgia. They sat side by side in a Spanish Harlem apartment complex, two of seven finalists in Coquito Masters, which has been crowning the best bottles of the Puerto Rican holiday drink in New York City for nearly 25 years. Both women have entered the contest many times, but neither has won first place. “I’m always the bridesmaid,” said Minaya, 66, “never the bride.” The ingredients in coquito are fairly straightforward — canned milk, cream of coconut, rum, and generous amounts of cinnamon and other spices — so the variation in measurements is what sets each bottle apart. For generations, families developed recipes and kept them top-secret, some so protective that they wouldn’t write them down for fear of leaks. But in recent years, because of social media and competitions like Coquito Masters, the drink has not been so locked down. At 787 Coffee, a Puerto Rican chain with locations around the city, NewYorkers can order a coquito latte with rum-infused espresso beans. This fall, the tea shop Matchaful rolled out a coquito matcha in a partnership with the indie group The Marías. Jimmy Fallon has even released a musical ode to the drink, called, simply, “Coquito.” This is “the Bad Bunny-fication of Puerto Rican culture,” said Aníbal Arocho, the head librarian at the Center for Puerto Rican Studies at Hunter College. He was

referring to a spike in interest in Puerto Rico and its traditions owing to the popularity of rapper Bad Bunny, who will be performing at the Super Bowl in February. “He’s made it OK for people to want to learn more about Puerto Rico and want to involve themselves in our traditions,” Arocho said. “But I’m a little bit wary when I see too much corporate co-opting of Puerto Rican culture.” Debbie Quiñones started Coquito Masters as a kind of dinner-party contest at her apartment, back in 2001, but quickly realized it had the potential to be bigger. “I had this goal of, like, let’s take coquito to the moon,” she said. Puerto Rican New Yorkers began selling the drink as early as 1935, if not earlier, according to Arocho. Since then, coquito has served as one of the Nuyorican community’s informal economies, a way for the diaspora to stay connected to its roots while generating economic opportunities within the community. Bottles generally go for $30 to $50. For years, the face of coquito-selling in the city was that of a community elder, who made the drink to be shared only with close friends, family and neighbors, and usually on a need-to-know basis.

“We all grew up knowing one,” said Irma Cádiz, 49, who makes coquito in Harlem under her trademarked nickname, Coquito Lady. “There was always that woman in the building, your abuela, your aunt who taught you.” In the days leading up to Christmas and New Year’s Eve, there is a frenzy to bottle and sell as much coquito as possible. Posts advertising the drink abound on Instagram, Facebook and TikTok, displaying prices, flavors and pickup rules. Posters are tacked up on beauty salon and barbershop walls, and there are seemingly endless flavors to choose from: pistachio, amaretto, cheesecake (Rodríguez’s specialty), sweet potato pie (an original by Cádiz). “This was always at the back of my mind: At one point, it will be discovered and mainstreamed,” said Quiñones, who created Coquito Masters. “So that kind of charged me to be more authentic and committed to promoting what we do.” For many of the city’s coquito sellers, the drink is just a side hustle to make some extra cash during the holidays. But making a profit at the prices customers have come to expect is becoming harder as grocery prices have increased.

“Not only is there so much competition, but it’s so much more expensive,” said Jamil Jimenez, 33, who makes coquito at her home in South Jamaica, Queens. She said she goes to a warehouse to get bottles at wholesale prices and shops at five grocery stores for ingredients. “It’s much more time-consuming now to find a deal,” she said. The woes of Rodríguez, who lives in East New York, boil down to how much she is paying for cream of coconut, the heart of traditional coquito’s flavor. She will only buy the Coco López brand but she’s noticed the price creep up recently, from a dollar a can to almost $4. “I’m telling you, from the bottom of my heart,” she said, “Coco López is killing me.” And yet, there she was Saturday, a finalist in Coquito Masters. She was complimentary of her challenger, saying that Minaya’s Nostalgia was as silky as tembleque, a coconut custard that is popular in Puerto Rico. As they waited to find out who won, attendees milled around, assessing shot glasses of coquito for taste, consistency and authenticity before casting their votes. A local band, Yotoco, played caroling music as people twirled on the dance floor, bumping hips and clapping to the rhythm of the congas. Quiñones, who had indulged in the occasional dance break when a song came on that she liked, took the microphone to announce the winner. It was, at last, Minaya. She smiled, seemingly unaware that her name had been read. Slowly, it dawned on her. “Oh, my God!” she said. “It’s my time!” Minaya looped an arm around her trophy and did laps around the room. Rodríguez came running over to embrace her. Cecil Brooks, a volunteer and longtime attendee, rushed over, too, wearing a sweatshirt that read, “Got coquito?” He was smiling ear to ear. “We have all these people now coming from New Jersey, from all over the city, which is amazing,” Brooks told Minaya, who is from Spanish Harlem. “But I’m so glad someone won who’s from our neighborhood.”

In Congress and at home, Omar faces Trump’s anti-Somali attacks By ANNIE KARNI

W

hen Rep. Ilhan Omar, D-Minn., became an American citizen in 2000, she viewed her U.S. passport with pride. But ever since President Donald Trump was first elected in 2016, she said, she has come to view it as a “document of safety.” “I have carried my passport with me since he first became president,” Omar, a Somali-born refugee who immigrated to the United States when she was 12, said in an interview on Capitol Hill this week, where she reflected on the latest cycle of dehumanizing personal attacks on her by the president. Trump had recently called her “garbage” at a Cabinet meeting and said of Somalis, generally: “I don’t want them in our country. Their country is no good for a reason.” At a Dec. 9 rally in Pennsylvania, Trump mocked Omar’s hijab, which he called a “little turban,” and complained that she “does nothing but bitch.” He added: “Why is it we only take people from shithole countries?” And back at home in Minnesota, the Trump administration surged Immigration and Customs Enforcement agents to her community in the Minneapolis-St. Paul region for the latest stage in its deportation efforts. Among those caught up in the enforcement push was Omar’s own son, an American citizen who is 20 and was stopped briefly on Dec. 13 by ICE agents. “It is clear to me that this surge came in direct response to Trump’s racist comments about Somali people, and about me in particular,” Omar wrote on Dec. 12 to Kristi Noem, the homeland security secretary. In Congress, she has long been a target of Republicans writ large. In 2023, House Republicans voted to remove Omar from the Foreign Affairs Committee over past comments about Israel that were widely condemned as antisemitic. Personal attacks on Omar, 43, have been an ugly staple of Trump’s speeches since she was first elected in 2018 and made history, alongside Rep. Rashida Tlaib, D-Mich., as one of the first two Muslim women elected to Congress. Now, as she attempts to help Somali refugees in her district weather Trump’s crackdown, she continues to absorb some of the president’s most vicious verbal attacks. During his first term, Trump caused a stir when he said that the four young Democratic women of color in the House who became known as “the Squad” should “go back” to the countries where they came from. Christianity is a dangerous faith By DAVID FRENCH

R

eligion is one of the most dangerous forces on Earth. If you’ve ever encountered true fundamentalists, you know why. When you combine eternal stakes with absolute certainty, it produces the kind of people who are happy to be cruel in the name of God. In fact, they can view their cruelty as a form of kindness. If they treat you with decency, doesn’t that make you comfortable in your sin? It’s important for them to take opportunities to confront people when you can — in other words, to tell people that they’re wrong, often in the most strident of ways. How else will they understand the gravity of their own sin? To the fundamentalist, disagreement is proof of apostasy. But it can be even worse than that — if you’re wrong, then you might lead other people into error, and that makes you dangerous. That’s one reason fundamentalists of all stripes are often such zealous censors. A fundamentalist can see every person who’s wrong as a kind of Patient Zero in a potential pandemic of paganism. And don’t think for a moment that fellow believers are spared the fundamentalists’ ire. They’re a chief target. They have no excuse for their errors, and they receive the most vitriol of all. The same principle can be applied to secular fundamentalists. Perhaps you’ve met them — the people who define themselves through their individual politics, who show a kind of sneering contempt for dissent, and are very, very concerned with who is platformed and who is not. Nothing I’m saying is original. I’m relaying an observation that’s been true since the first spark of faith in the human heart. There is a quiet, dark voice that whispers: “You are right. They are wrong. It is best for everyone if you rule.” Now let’s talk about the Christmas story. Every year, like clockwork, a series of debates breaks out in Christian America. When Jesus was born in a manger, did that mean he was homeless? When Jesus fled with his family to Egypt to escape King Herod’s order to kill all baby boys in the region of Bethlehem, did that mean he was a refugee? And when his family entered and lived in Egypt until Herod died, did that mean he was an immigrant? You can see why the debate matters, whether or not you are a believer. If the man Christians believe is the Messiah, part of the Trinity, the maker of heaven and earth wasn’t just human, but also a human of low social status in the ancient world — and

never elevated himself to any position of power on the earth — then that has immense implications for believers who want to imitate Christ. Organizaciones denuncian detención discriminatoria del ICE a inmigrante haitiano y exigen explicaciones POR EL STAR STAFF

AN JUAN – Las organizaciones a cargo de la campaña Migrar es un derecho exigieron a principios de esta semana explicaciones a la gobernadora Jenniffer González Colón, al secretario de Salud, Víctor Ramos, y al director interino de la Oficina de Investigaciones de Seguridad Nacional (HSI, en inglés) en Puerto Rico, Yariel Ramos, ante la ejecución de arrestos de personas inmigrantes en los alrededores de lugares sensibles como centros de salud, impidiendo y desalentando que dicha comunidad reciba los servicios de cuidado que necesita. La detención más reciente ocurrió en la mañana de miércoles, en el día de Nochebuena, cuando un hombre de origen haitiano fue detenido por agentes del Servicio de Inmigración y Control de Aduanas (ICE, en inglés) mientras acompañaba a su esposa, de casi seis meses de embarazo, a su cita de cuidado prenatal en Health Pro Med en Barrio Obrero. El hombre detenido, de 27 años, había solicitado una protección temporal (TPS, en inglés), corroboró la Unión Americana de Libertades Civiles (ACLU, en inglés) de Puerto Rico, con el apoyo de una abogada de inmigración. El TPS fue solicitado precisamente por la situación de inseguridad que vive Haití y el peligro inminente que representa cualquier caso de deportación. “En semanas recientes, el director interino de HSI en San Juan, Yariel Ramos, ha dicho en declaraciones a medios de comunicación que la agencia federal prometió no realizar arrestos en los hospitales y centros de salud. Sin embargo, sabemos y hemos denunciado que no se trata solamente de no hacer detenciones en el interior de hospitales, sino en los alrededores, como la comunidad ya ha denunciado en diversas ocasiones y como, en efecto, pudimos corroborar que ocurrió esta mañana. Esta acción discriminatoria tiene el mismo efecto de impedir y desalentar que personas inmigrantes tengan acceso a servicios de salud”, denunciaron la ACLU de Puerto Rico, Comuna Caribe, Kilómetro Cero y Amnistía Internacional de Puerto Rico. El hombre detenido es padre de una menor de un año y medio, y su esposa, de nacionalidad dominicana y con permiso de

residencia en Puerto Rico, cumple seis meses de embarazo en enero. El matrimonio acudía a la cita de cuidado prenatal de la mujer, cuyo embarazo es delicado y requiere un cuidado especial. Las organizaciones denunciaron que la detención del hombre, justo antes de entrar a la clínica, ocurrió sin el debido proceso de ley, de forma discriminatoria y motivada solo por su perfil racial. El TPS, precisamente, es un alivio migratorio que permite a inmigrantes vivir y trabajar legalmente en el país debido a conflictos armados, desastres naturales u otras condiciones extraordinarias que impiden su regreso seguro, protegiéndolos temporalmente de la deportación y ofreciendo permiso de trabajo. “La manera discriminatoria en que se ejecutan estas detenciones es inhumano siempre, pero particularmente denunciamos la frialdad con la que estos agentes y las agencias federales pertinentes ejecutan estas detenciones en el día de Nochebuena, ignorando por completo el impacto que causan en los núcleos familiares, en la niñez, las juventudes y en la comunidad migrante en general, además del impacto emocional y hasta físico en la persona detenida”, subrayaron las organizaciones. Las organizaciones también denunciaron la complicidad y falta de acción de la gobernadora y del secretario de Salud, quienes con su complicidad e inacción permiten que este tipo de violaciones de derechos civiles y humanos continúe ocurriendo en las calles de Puerto Rico, especialmente en las comunidades donde es conocido que habitan personas inmigrantes. El grupo también exigió acción por parte del alcalde de San Juan, Miguel Romero, quien ha tenido en sus manos la oportunidad de establecer protecciones mínimas mediante ordenanzas municipales, pero ha decidido no hacerlo. “Plantear que su administración no colabora, sin tomar acciones contundentes de protección a las comunidades inmigrantes que residen en la capital, es lo mismo que colaborar con las agencias y agentes federales que todos los días salen a la calle a ejecutar arrestos basados exclusivamente en perfiles raciales y políticas ilegales, anti derechos, e impidiendo el acceso a servicios de salud, pero también de educación y de justicia”, plantearon las organizaciones.

‘Sorry, Baby,’ ‘Lurker’ and the year’s great under-the-radar streaming films By JASON BAILEY

n what has become an annual tradition, this month’s guide to the hidden gems of your subscription services spotlights indies, genre movies and documentaries released this year — potential critics’ list or even award season contenders, available to stream at this very moment. ‘Sorry, Baby’ Eva Victor (“Billions”) is a delightfully offkilter screen personality, blessed with crackerjack comic timing and a way of delivering a witty line in the driest possible fashion, and her feature debut as a writer-director proves those gifts aren’t confined to performance. Victor stars as Agnes, a graduate student who is sexually assaulted by her professor and mentor (Louis Cancelmi) and tries Eva Victor and Naomi Ackie in a scene from “Sorry, Baby” (A24) to keep her life (and self) together in the aftermath. It could have been a fairly standard trauma sed on a real story.) (Stream it on Mubi.) ‘The Dead Thing’ Despite its title and presence on the horrorforward streamer Shudder, this indie from director and co-writer Elric Kane is much more of a character study, or even a psychological drama, than a traditional chiller. Blu Hunt stars as Alex, a young professional whose pattern of mostly empty dating-app encounters is broken by an intense connection with a handsome barista (Ben Smith-Petersen). But as soon as she’s hooked, he disappears, and she soon discovers his absence may be much more sinister than a simple ghosting. Kane quietly builds genuine dread and discomfort into his deliberate pacing, sparse visual scheme and unnerving sound design, while following his characters into the darker corners of their psyches with the judgment-free remove of an anthropologist. A tricky, intriguingly minimalist work from a filmmaker worth watching. (Stream it on Shudder.) ‘Borderline’ Since her breakthrough in the horror thriller “Ready or Not,” Samara Weaving has carved out a niche for herself as a contemporary queen of genre cinema, thanks to memorable turns in such small-but-solid pictures as “Azrael,” “Eenie Meanie” and this comic thriller from writer-director Jimmy Warden. Weaving is charismatic and credible as Sofia, a sex symbol and pop star who becomes the object of obsession for Paul (Ray Nicholson), an entirely unbalanced celebrity stalker who decides that he and Sofia are to be wed — much to her horror. The ferocity of Weaving’s performance is balanced nicely by Nicholson’s weaselly presence, as well as the scene-stealing bravado of Alba Baptista as Paul’s even more unbalanced accomplice. “Borderline” has to navigate some tricky tonal balances, but Warden loads the picture with enough enjoyably twisty energy to pull most of them off. (Stream it on Amazon Prime Video.) ‘Lilith Fair: Building a Mystery — The Untold Story’ Ally Pankiw (“I Used to Be Funny”) directs this warm, affectionate documentary account of the three-summer run of the women’s music festival Lilith Fair, orchestrated and fronted by Sarah McLachlan from 1996 through 1998. Pankiw details the hows and whys of its origins, and why it ended when it did. It’s very much a tribute to the importance of the festival, even when it was mocked at the time in popular culture (as illustrated by many cringe-worthy clips), but Pankiw also isn’t making a puff piece; she notes and respects many of the criticisms leveled at the festival, and recounts how the organizers adjusted to them and evolved. The performance footage is spectacular and the contemporary interviews are enlightening, while the subtle thread of McLachlan’s activism arc is affectingly threaded throughout. (Stream it on Hulu.)

Can this man finally defeat Mexico’s cartels? By JACK NICAS

A

fter a pack of assailants shot Omar García Harfuch three times in 2020, he began sleeping in his office. He was Mexico City’s police chief at the time and said a powerful cartel tried to assassinate him. Now Harfuch is Mexico’s top security official, tasked with dismantling those very groups. And he still spends many nights sleeping near his desk, with an armed soldier in combat gear outside his door. It is that sort of obsessive dedication to solving his country’s most seemingly unsolvable problem that has earned him the trust of President Claudia Sheinbaum and made him the face of Mexico’s most aggressive offensive against the cartels in more than a decade. The government says it is arresting cartel members and destroying drug labs at nearly four times the rate of the previous government. As a result, government data shows that homicides have fallen 22% so far this year from last, to their lowest level in a decade, and violent robberies are down 15%. “We’re not saying the problem is solved,” Harfuch said in his first on-the-record interview with the international media since becoming Mexico’s minister of security last year. But, he added, “what we’re doing is hitting the criminal structure at the bottom, in the middle and at the top.” His early success has helped mollify Washington. With Harfuch as the point person with U.S. security agencies, intelligence sharing has surged between the two countries, and President Donald Trump has shifted his attention to drug traffickers in South America instead of Mexico. Yet Mexico’s history says the smart money is on the cartels. Their criminal empires have outlasted everything past governments have thrown at them. While murders and robberies are down, reports of extortion, kidnappings and disappearances are up. And polls show that since Sheinbaum took office, the percentage of Mexicans who say they feel unsafe has increased by almost 5 percentage points, to 63% of the country. “Changing the perception in 14 months is more complex,” Harfuch said from his heavily guarded office in Mexico City. Security analysts say that while Harfuch deserves credit for his progress, Mexico’s cartels are too powerful, too rich, too heavily armed

(Luis Antonio Rojas/The New York Times) and too deeply entrenched in the political system to eradicate. “We have the best security secretary we could have,” said Eduardo Guerrero, a former Mexican security official and one of the country’s most prominent security consultants. “But frankly, it seems to me that the problem of organized crime has already surpassed Mexico’s institutional capacities.” Harfuch, 43, has consolidated control of Mexico’s security strategy unlike any of his predecessors, analysts said. He has direct leadership of a small but growing investigative force. He has influence over federal prosecutors, intelligence agencies and the armed forces. And he has deep support from Sheinbaum to set the agenda. (He was her security chief when she was Mexico City’s mayor.) “Omar is the undisputed leader of the security strategy in Mexico, not the military commanders,” Guerrero said. “He is a sort of security czar that we haven’t had before.” With that remit, Harfuch has acted decisively. In the first 14 months of the Sheinbaum administration, Mexican authorities say they have arrested nearly 39,000 people for violent crimes, seized 20,000 guns and destroyed 1,760 drug labs. Over an average 14 months under the previous administration, authorities made 10,400 such arrests, seized 8,300 guns and destroyed 445 labs. The approach is a stark contrast to the “hugs not bullets” strategy of Sheinbaum’s predecessor and ally, Andrés Manuel López Obrador, who sought to address root causes instead

of the violence itself. The new government has deployed thousands of security forces to patrol cartel strongholds and execute surgical strikes. That has helped ingratiate Harfuch to Washington. Trump administration officials have praised U.S.-Mexico security cooperation under his watch. John Creamer, the U.S. Embassy’s former No. 2 official in Mexico, said that as a nononsense former cop with years of experience working with U.S. agencies, Harfuch has calmed U.S. officials who were concerned about Mexico’s capability to combat the cartels. “He’s uniquely suited within the Mexican government to repair some of the bilateral relations that were damaged in the last few years and build constructive ties going forward,” Creamer said. Harfuch is the son of a prominent actress and a former labor secretary. His grandfather was the defense secretary during the Mexican government’s massacre of perhaps hundreds of student protesters in 1968. Harfuch climbed the ranks of the federal police before leading Mexico City’s security. Under his watch, the city’s murder rate fell by roughly 40%, according to government data. The press nicknamed him Batman for his crime fighting. He was elected senator when Sheinbaum sought the presidency but instead joined her administration. Now he is widely viewed as the government’s second most powerful official — and the natural successor as president when Sheinbaum’s term ends in 2030.

In the interview, Harfuch spoke in measured words and technical details. He cited local crime stats from memory. And he repeatedly made the point that Sheinbaum was in charge. When asked why this government would succeed when others had failed, he replied, “That’s because they didn’t have the president.” Twice during the interview, a red telephone on his desk rang. Harfuch said it was a direct line to Sheinbaum, and he hurried to take the calls. Sheinbaum leads a Cabinet meeting focused on security every weekday at 6 a.m., Harfuch said. “For years, I’ve had to sit at tables where it was, ‘Let’s coordinate,’ and it was just ...” he said, waving his hands in the air. Now they bear down on statistics, he said, and call local officials when they spot trends of violence. “We ask, ‘How many arrest warrants do you have for those drivers of violence? As the federal government, we’ll help you detain them,’” Harfuch said. “There isn’t a single governor who doesn’t support this security strategy.” Harfuch said their multipronged strategy focuses on bolstering intelligence to more precisely target operations, strengthening investigators and prosecutors to secure more convictions and coordinating action across federal and state security forces. The results have been a drop in violent crime, though by how much is debated. Harfuch frequently cites a 37% decline in the daily murder rate from when Sheinbaum took office last year. But some analysts dispute that approach, and instead point to government data that shows the 21,743 homicides through November are 22% fewer than the same period last year. Still, not everything is improving. Kidnappings and extortion are each up 3% this year, and disappearances are up 9%. Human rights groups have suggested the administration may be hiding homicides in the disappearances numbers. Harfuch denied that and said many missing people have been found. The government has shown early success in its efforts to fracture the Sinaloa cartel, one of Mexico’s most infamous criminal groups. Yet at the same time, Mexico’s other criminal juggernaut, the Jalisco New Generation cartel, has appeared to gain ground. “Weakening one cartel, of course, strengthens the other,” Harfuch said. “Sorry for stating the obvious.”

T

he United States’ aggressive campaign against tankers carrying Venezuelan crude has thrown the country’s oil industry into disarray, jeopardizing its government’s main source of revenue. President Nicolás Maduro of Venezuela has been struggling to adjust to President Donald Trump’s dramatic escalation of pressure against his government, which has seen U.S. law enforcement agents taking action against three tankers involved in the export of Venezuelan crude, according to people close to the Venezuelan oil industry. They spoke on condition of anonymity to discuss sensitive matters. Venezuela’s ports are piling up with tankers filled with oil, as officials fear releasing them into international waters and into the cross hairs of the United States. Tankers bound for Venezuela have turned around midway, shipping data shows. And shipowners are canceling contracts to load crude, the people said. In the past two weeks, the United States seized one sanctioned tanker carrying oil as it sailed from Venezuela toward Asia. It intercepted another oil vessel that was not under U.S. sanctions. And the U.S. Coast Guard tried to board a third tanker as it was on the way to Venezuela to pick up cargo. The measures have paralyzed Venezuela’s oil export industry, according to the people and shipping data. Oil accounts for a vast majority of the country’s foreign currency earnings. To keep the country’s oil wells pumping, the Maduro government is considering borrowing privately owned tanker ships to store the crude until it figures out how to sell the resource, the people said. But that would only go so far.

“This can’t go on for months on end,” said Jim Burkhard, global head of oil crude research for S&P Global Energy, a research firm. Maduro is also weighing a more forceful response, the people close to the industry said. Venezuelan gunboats have started accompanying ships carrying Venezuelan oil and oilbased products, but the escorts appear to stop at the limits of the country’s territorial waters. The government is considering going further and putting armed soldiers on tankers bound for China, the main importer of Venezuelan oil. Such a move would complicate the U.S. Coast Guard’s attempts to interdict them, but it could also draw Maduro into a military conflict against an armada of U.S. Navy warships that Trump has assembled in the Caribbean in recent months. Trump has accused Maduro, without providing evidence, of flooding the United States with drugs and of stealing oil from American firms. Some industry insiders have described the obstacles facing the Venezuelan oil industry as critical. These challenges are threatening to snuff out its modest recovery after years of economic crisis. In recent years, Maduro has quietly abandoned the resource at the heart of his socialist movement. His officials have handed over oil concessions to dozens of private companies and ceded operational control in joint projects between the state oil company and multinational firms. These overhauls bore fruit, with oil production ticking up to about 1.1 million barrels per day this year, from about 360,000 barrels in the second half of 2020. US economic growth surged in third quarter of 2025 By TALMON JOSEPH SMITH

T

he U.S. economy grew at a vigorous pace through the end of September, despite the uncertainty created by tariffs and widespread concerns about affordability among households. Economic growth rose at a 4.3% annual rate in the third quarter, the Commerce Department reported earlier this week, an acceleration from the previous quarter. The third-quarter reading showed that, even in the face of negative consumer sentiment and a softening job market, the roughly $30 trillion economy started October on relatively solid footing as a whole, outperforming the bearish expectations of some experts only months before. “It shows an economy that is mostly solid, actually still firing on most cylinders if not all cylinders, though I still think we have a lot of noise in the quarter-to-quarter data,” said Michael Pearce, chief U.S. economist at Oxford Economics. “Most of the strength is coming from wealthier households.” Disposable personal income, after taxes and adjusted for inflation, was flat, a sign of nagging price increases still eating into purchasing power. Yet a barometer of underlying growth that measures both private investment and household consumption held firm, a signal of underlying strength. Much of the growth in the third quarter came from military spending. Total corporate profits rose by $166 billion in the third quarter, compared with an increase of $6.8 billion in the previous quarter, a sharp improvement. But business investment, which has been fueled by the build-out of artificial intelligence systems,

notably cooled. Still, the economy has remained far more resilient than many economists had expected, particularly given President Donald Trump’s sweeping tariffs. Although tariffs have undoubtedly raised the costs of some goods, consumers have continued to spend. Consumption, which constitutes roughly 70% of the economic pie in a typical year, rose at a 3.5% annualized pace in the quarter. “Even as consumption takes the reins back from investment, the economy maintains considerable momentum,” said Paul Ashworth, chief North America economist at Capital Economics. Swings in the balance between exports and imports caused by global trade fluctuations induced by the Trump administration’s volatile tariff policies are also still having an impact on the data. Earlier this year, companies rushed to front-run an oncoming cost increase from tariffs by loading up on products, sending imports surging. Once the tariffs went into effect, imports dropped off sharply while exports picked up. Such big swings in trade can skew the quarterly numbers, and economists say it will make more sense to look at the year overall. The White House on Tuesday heralded the latest reading. In a series of posts on social media, the Council of Economic Advisers said that strong consumer spending in the third quarter evinced the public’s “confidence in the economy,” while the uptick in exports in recent months underscored how Trump’s policies had touched off “an export boom.” Lower-income families are wrestling with slowing wage growth and rising costs of various household goods, like beef, coffee and furnitu-

But even as some major corporations have announced workforce reductions, the limited extent of overall layoffs is still buttressing activity. And much of consumption growth has come from spending by affluent and upper middleclass Americans, who have continued paying for travel, recreation, restaurants and other discretionary purchases. Spending related to AI contributed to almost half of “year-over-year growth in GDP” in the first half of the year, according to estimates by Principal Asset Management. Most analysts expect that these investments are likely to persist. But the data from the third quarter shows that the trend may be lumpier than some have projected, as intellectual property investments decelerated compared with previous months. Other newly released numbers showed orders for durable goods also fell in October, even as an expansive build-out in data centers marches on.

The boom, which several skeptical financial analysts fear may transform into a bubble, has helped buoy broad-based gains in the stock market. The benchmark S&P 500 index has risen about 17% year-to-date and the tech-heavy Nasdaq index has performed even better, with gains of over 20%. The consensus among experts is that growth in the fourth quarter and in 2026 will be positive, though likely less robust than the pace identified in the third quarter. Most major bank research teams expect growth to decelerate in the fourth quarter but remain steady in the new year — at a pace of about 2%. “That is still a solid pace of growth,” Pearce said, “but potential growth has slowed as net immigration has declined rapidly.” Still, the federal tax cuts passed by Congress this year and signed into law by Trump are expected to boost consumer spending in 2026. The mood among the business community and investors is “definitely bullish,” said Rebecca Patterson, an economist and former chief investment strategist at Bridgewater Associates. That confidence is based on “a combo of monetary and fiscal stimulus, AI, deregulation, supportive financial markets and bank activity.” Markets are also betting that the Federal Reserve, which has lowered interest rates moderately throughout this year, will persist with what analysts call an “accommodative” stance in 2026, further reducing rates to support the economy — particularly if further weakness is exhibited in the labor market. Some worry, though, that interest rate cuts alone may not be enough to halt a possible slowdown, whether it stems from a panicked halt in AI investment or some other, unexpected shock.

Fifty years after free agency, another shock to the system looms By BRITTANY GHIROLI / THE ATHLETIC

W

hile Kyle Schwarber (five years, $150 million) and Edwin Díaz (three years, $69 million) agreed to record-breaking free-agent deals a few minutes apart Dec. 8, agent Scott Boras held court with dozens of reporters at baseball’s winter meetings in Orlando, Florida. Boras, who does not represent Schwarber or Díaz, discussed his own free-agent group, which includes third baseman Alex Bregman, pitcher Ranger Suárez and first baseman Pete Alonso, who days later signed a five-year, $155 million deal with the Baltimore Orioles. Later in the day, Boras sat next to his client Dylan Cease as the pitcher was formally introduced by the Toronto Blue Jays after signing a seven-year, $210 million deal, the largest free-agent contract in Blue Jays history. This offseason, there may not be any deals that exceed the ones signed by Shohei Ohtani (10 years, $700 million) and Juan Soto (15 years, $765 million), but the money flowing in free agency is an indication that the baseball business is good. For how long is anyone’s guess. Last month, multiple general managers said they were not approaching this winter any differently despite the collective bargaining agreement between owners and players entering its final year. Negotiations on a new collective bargaining agreement could be contentious. Both sides want to challenge the current system; team owners believe freeagent salaries have gotten out of control, and the players union wants to challenge certain teams to spend more. It’s a story that has been going on for 50 years, ever since arbitrator Peter Seitz’s landmark decision birthed free agency as we know it, forever changing the sport’s labor economics and tilting its power structure. On Dec. 23, 1975, Seitz ruled in favor of pitchers Andy Messersmith and Dave McNally, both of whom filed grievances claiming that they should not be held to the sport’s antiquated standard reserve clause, which automatically extended a player’s contract for an additional year unless the player was released, retired or traded — effectively binding a player to one team and removing his ability to negotiate with other clubs. The 1976 collective bargaining agreement, completed in July after a brief March lockout, included a provision for free agency after six years of MLB service time.

“There was no question it was disruptive and historic,” said former big leaguer Phil Garner, who was a part of the player negotiating team. He added, “We were trying to do something that had never been done before: dismantle the whole system.” Before the Seitz decision, there was outfielder Curt Flood, who, after being traded from the St. Louis Cardinals to the Philadelphia Phillies after the 1969 season, filed an antitrust suit after the commissioner at the time, Bowie Kuhn, rejected his request to become a free agent. “After 12 years in the major leagues, I do not feel that I am a piece of property to be bought and sold irrespective of my wishes,” Flood wrote in a letter to Kuhn. Flood lost his case in the Supreme Court. No active player testified on his behalf, fearing retaliation from team owners. “He kicked the door open for players protecting themselves and making sure they were treated in a reasonable, honorable manner,” his widow, Judy Pace Flood, said. “And it cost him dearly.” In the 1970 labor agreement, under former union head Marvin Miller’s guidance, the players bargained for the right to have an impartial arbitrator to hear grievances, an important step that removed the conflicts from the legal system. Three years later — after a 17-day spring training lockout — a salary arbitration system was agreed upon that raised the salaries of players with a certain amount of service time. Miller would later say the marriage of arbitration and free agency changed the sport’s economics. “It was so hard to get money then because you had no alternative. When I hurt my arm, they cut my salary,” said Jim Palmer, who spent his entire 19-year career with the Orioles. “Everything was a struggle then. You had to beg, you had to get on your knees and grovel to be treated fairly.” In November 1974, Jim Hunter, whose nickname was Catfish, became the sport’s first free agent when he won his arbitration case against the Oakland Athletics owner, Charles Finley. In that case, Hunter claimed Finley had breached his contract by failing to pay $50,000, half of Hunter’s salary, into an annuity fund. Seitz, the neutral arbitrator in this case, ruled with Hunter, who went on to sign the first multimillion-dollar deal in baseball history, a five-year contract with the New York Yankees worth $3.25 million.

(Michelle Farsi/The New York Times) “I regard that as the seminal case,” said Donald Fehr, who assisted on the Messersmith-McNally case as a young lawyer and later served as the executive director for both the MLB and NHL players unions. “After Hunter, all players understood the magnitude of the restraints.” Still, baseball players feared for their careers. Hunter was one of the best pitchers in the game; of course, he wasn’t going to be blackballed. But what about everyone else? Messersmith was the first to wade into uncharted territory. After the Los Angeles Dodgers refused to include a no-trade clause in his 1975 contract, he refused to sign and instead played under a renewed contract. The union filed a grievance. Miller then approached McNally, who was playing for the Montreal Expos without a contract and had sat out a good chunk of the season with a sore arm, to join the grievance. McNally knew he was going to retire, but he wanted to make things better for the younger players. Despite pressure from their owners and significant sums being offered to both players, McNally and Messersmith moved forward with the grievance. And after presenting their cases, the players won. In December 1975, Seitz ruled the two players were bound to their teams for only one year, not perpetuity. The reaction from the league was visceral. Seitz was fired from the arbitrator panel. Kuhn said the decision was a disaster for “the great majority of the players, for the clubs and most of all for the fans.” Seitz’s decision was upheld in federal district and appeals courts, the latter of which occurred during a lockout in spring 1976. McNally and Messersmith were free agents, but what about everyone else?

The San Juan Daily Star In March, Kuhn called off the lockout, not wanting to miss any regular-season games. The players agreed to start the season without a new agreement in place. Team owners knew the reserve clause system was over. The question was: How would free agency work? The owners first proposed a 10-year wait for free agency, which the union shot down, seeing little difference between that and the lifetime bind of the reserve clause. Finley, the A’s owner, wanted free agency every year, which would have flooded the market every winter and thus depressed player salaries, but it did not gain much traction. Miller and union leadership were OK with setting a higher bar for free agency. They figured that by allowing only a few players to become free agents every year, scarcity would create bidding among teams and drive up salaries. They were right. “We were scared to death they were going to listen to Finley because he had it right,” Garner said. He added: “We agreed to six-year free agency, with the caveat that we had arbitration.” They reached an agreement on the eve of the All-Star Game in July, and it was ratified by the players in August. Some of the first free agents that winter included future Hall of Famers such as Reggie Jackson and Rollie Fingers. In total, 25 free agents made $25 million that first year, led by Jackson’s $2.9 million salary for the eventual World Serieschampion Yankees. Despite Kuhn’s sentiment that the game would suffer, fans came out in record numbers in 1977. MLB set a season attendance record (38.7 million), and as fans watched the Yankees and their high-priced stars win it all, they seemed excited by the possibility that their team was one or two free agents away from greatness. For players, the impact on salaries was immediate, and it wasn’t just one or two stars. “It was like turning on a fire hose and trying to drink from it,” said Steve Rogers, who negotiated a three-year, $240,000 deal with Montreal heading into 1977. We demanded a different system. And now what the owners need is a system to protect themselves, and they don’t have it.” Whatever happens during negotiations over the next year could reshape the sport forever.
