ieques Mayor José “Junito” Corcino Acevedo announced Thursday that the Infrastructure Financing Authority (AFI by its initials in Spanish) and the offshore island’s municipal administration have completed and officially delivered the new medical facilities in Vieques to the Puerto Rico Department of Health, according to the established schedule. The investment in the project, totaling $85 million, makes it the most modern healthcare facility in Puerto Rico, with an approximate capacity of 59,000 square feet.

The new facility will provide access to general and specialized medical services for Vieques, including dialysis, an emergency room, outpatient clinics, a pharmacy, a laboratory and diagnostic imaging services, among others. The inauguration ceremonies will be held as soon as the relevant health and government inspections are completed, the mayor noted. Corcino Acevedo expressed his gratitude for this fulfilled commitment, which benefits all Vieques residents, and acknowledged the support of all members of the municipal, state and federal governments.

ducation Secretary Eliezer Ramos Parés announced on Thursday a restructuring of the school calendar to facilitate a gradual return to schools after the Christmas break, with an open house scheduled for Jan. 9 and the start of classes for students on Monday, Jan. 12, 2026. “The start of the school year remains scheduled for January 8, when teaching and non-teaching staff will report to their schools to begin workshops and training,” Ramos Parés said in a written statement detailing the adjustments to the calendar.

He said the open house will be held on Jan. 9, providing a space for parents and guardians to talk with teachers and school staff to coordinate academic strategies and address specific situations before students return to the classrooms. “This restructuring was carried out at the request of the school communities, which highlighted the importance of this prior contact with teaching and socio-emotional support staff,” Ramos Parés said. “We sat down and outlined a strategy that does not affect the students’ instructional days.” The school calendar includes 93 instructional days during the semester and sets the end of the academic year on May 29.

Gov’t proposes calendar to address LUMA’s requests to move lawsuits to federal court By THE STAR STAFF

a Fortaleza Chief of Staff Francisco Domenech clarified on Thursday that the calendar for addressing LUMA Energy’s requests to transfer the lawsuits filed by the island government to annul the supplementary contract to federal court is a proposal presented by the Puerto Rico government itself and not an order issued by U.S. District Judge Laura Taylor Swain. “The calendar I mentioned regarding how to address LUMA’s requests for removal to federal court is the calendar that the government of Puerto Rico has proposed to the judge,” Domenech said at a press conference from La Fortaleza. “It is not that the judge has ordered it at this time.” Swain is overseeing the Puerto Rico Electric Power Authority’s (PREPA) bankruptcy under Title III of the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA. Domenech noted that under the proposed plan, the parties would submit a joint report on Dec. 22; the motions to return the lawsuits to state court would be addressed on Jan. 7; LUMA would have until Jan. 21 to respond; and the government until Feb. 4 to reply to that response. “Any oral hearing on the matter that may be necessary would be held at the omnibus hearing that the judge

has already scheduled for Feb. 8, as part of the Title III calendar,” the official stated. Domenech added that even with the aforementioned schedule, the government intends to act more quickly. “Even with an aggressive calendar of a month and a half, the government intends to be even more aggressive in moving the case forward,” he said. Domenech said the Energy Czar and the Justice Department, headed by Secretary Lourdes Gómez Torres, will continue to advance the legal work while addressing both the court orders and the motions filed by LUMA Energy, the embattled private operator of PREPA’s energy transmission and distribution system. “We hope that the judge can accept or do something aligned with the proposed dates,” he said. Domenech reiterated that the government’s position is that the lawsuits should be handled in Puerto Rico under the doctrine of parens patriae, given that they involve essential services. “We believe the Puerto Rico Supreme Court is the proper venue,” he said. Meanwhile, as previously reported by the STAR, Gov. Jenniffer González Colón signaled earlier this week that a third lawsuit could be forthcoming after LUMA moved to transfer the latest legal challenge -- aimed at blocking the extension of its contract -- to federal court. “We knew they would file a motion to take the case

to federal court to avoid addressing it locally,” the governor told reporters on Wednesday. “The big difference now is that, since this involves the government of Puerto Rico and myself, there’s no citizenship issue.” “This will be resolved in court, but we were prepared,” she added. “The justice secretary, through the solicitor general, will file another motion to address this. The government has studied this thoroughly, and our attorneys -- both at the state and federal level -- are ready.”

Unemployment rate for October goes up slightly By THE STAR STAFF

uerto Rico’s unemployment rate went slightly up in October compared to the same period last year, according to the latest findings from the Department of Labor and Human Resources (DTRH by its initials in Spanish) Worker Group Survey. The seasonally adjusted unemployment rate stood at 5.7%, unchanged from September and slightly higher than the 5.4% recorded in October 2024. DTRH Secretary María del Pilar Vélez Casanova emphasized that the results confirm the consistency of positive indicators observed throughout the year. “This report reaffirms the stability of Puerto Rico’s labor market and validates the reliability of the data we’ve seen over recent months,” Vélez Casanova said. “These figures are essential for

supporting workers, driving economic activity, and promoting sustainable development on the island.” The analysis also showed a modest uptick in the unadjusted labor force participation rate, which rose from 44.5% in September to 44.6% in October. However, this represents a slight decline compared to October 2024, when participation stood at 44.7%. The number of unemployed people, seasonally adjusted, remained steady at 71,000, with no change from the previous month. The total labor force for October was estimated at 1,239,000, down by 1,000 from September but up by 8,000 compared to October 2024. Employment held at 1,169,000, unchanged month-over-month, but up by 4,000 year-over-year. The DTRH also noted that the nonfarm payroll employment survey for October is still under review by the U.S. Bureau of Labor Statistics and will be released at a later date.

During the forbearance period, NFE expects to continue to advance the completion of its restructuring with the company’s stakeholders, the firm said in a statement this week. The company reportedly has an estimated debt of about $9 billion. NFE is a global energy infrastructure company founded

to address energy poverty and accelerate the world’s transition to reliable, affordable and clean energy. Besides operating PREPA’s legacy power plants, NFE has a liquefied natural gas (LNG) supply agreement with the Puerto Rico government that is slated to last at least seven years at an estimated cost of about $4 billion. The company owns and operates natural gas and LNG infrastructure and an integrated fleet of ships and logistics assets to deliver turnkey energy solutions to global markets. The resolution by Meeks, the top Democrat on the Foreign Affairs Committee, aimed to end the strikes against vessels in the Caribbean or Pacific “unless authorized by a declaration of war or a specific congressional authorization for use of military force.” The United States has carried out at least 25 strikes on vessels accused of ferrying narcotics to U.S. shores since the campaign began in September, killing at least 95 people in the Caribbean and Pacific. The measure offered by McGovern, a leading anti-war voice in Congress, sought to force the Trump administration to ask Congress for authorization to use military force before engaging in hostilities “within or against Venezuela.” For months, the U.S. military has been building up a large naval force in the Caribbean as Trump continues to threaten to strike inside Venezuela. Tuesday’s announcement of a blockade appeared aimed at targeting a crucial economic lifeline to inflict more pain on the Maduro government. “I do not want any war in Venezuela,” McGovern said before the vote. “I am deeply troubled by the idea of endless wars of America spending more of its treasure on wars that are not clearly defined,” he added, “at a time when we cannot even provide health care in this country.”

Just two Republicans, Reps. Thomas Massie of Kentucky and Don Bacon of Nebraska, joined nearly all Democrats in backing the proposal to end the boat strikes, which was defeated on a 216-210 vote. Reps. Henry Cuellar and Vicente Gonzalez, both from Texas, were the only Democrats to vote against Meeks’ resolution. Bacon and Massie were joined by Rep. Marjorie Taylor Greene of Georgia as the three Republicans backing the measure to bar an attack on Venezuela, which was rejected 213-211. Cuellar was the sole Democrat to vote against it. Armed with charts, graphic photos and stories of affected families, Republicans opposing the resolutions accused Democrats of ignoring the drug epidemic that kills thousands across the country. “Democrats don’t want the president to be able to defend America,” Rep. Brian Mast, R-Fla., chair of the House Foreign Affairs Committee, said before the vote. “Even more tragic is the fact that nearly 80,000 Americans overdosed last year on fentanyl, cocaine, and other cartel-trafficked drugs. The Democrats don’t want to protect you from that, either.” Democrats countered that they were trying to preserve Congress’ prerogative to maintain oversight authority over matters of war. “There’s not a Democrat who doesn’t believe that 100,000 overdoses is an appalling outcome,” Rep. The movie I was afraid to see By DAVID FRENCH

was afraid to see “The Voice of Hind Rajab.” I knew that the movie is based on the recordings of a 5-year-old Palestinian girl in the Gaza Strip, trapped in a car with the bodies of her family members, speaking with rescue workers. I knew that the girl — Hind Rajab — was eventually killed, too. And I knew that the film was made by Kaouther Ben Hania, the Tunisian director who has invented ways to mix documentary and fiction filmmaking that make it impossible to look away. The movie isn’t suspenseful, in the sense that you know how the story ends. And it is eerily kind to the viewer, who never has to see the little girl stuck in the car, the little girl terrified of being killed, the little girl dying. All you see are the rescue-center workers at their office in Ramallah (the film was actually shot on a set in Tunisia) — computers, glass partitions, a soaring but sterile view of the sky. Their task is to coordinate: to get clearance for an ambulance in Gaza to pick up the child. It’s an eight-minute drive for the ambulance, but the car can’t set off until its mission and route are approved — we never know exactly by whom. Eventually, as I knew going in, the ambulance would be shelled by Israeli forces and everyone would die. What I didn’t realize when I resisted seeing the movie was that these deaths were not its subject. The subject of the movie is the moral injury inflicted on people who became

implicated in these deaths, even as they tried to prevent them. Had I known, I might have been even more scared of seeing “The Voice of Hind Rajab,” because this focus hits even closer to home. The most important word in this film is “coordination.” This word is whispered and yelled, mouthed with desperate need, shouted with disdain, and called forth as though it were a magic spell. Coordination is the process by which rescue workers arrange for a safe route for an ambulance. At one point, Mahdi, one of the four central characters in the film, explains the process: He calls the Red Cross in Jerusalem; the Red Cross calls a unit of the Israeli Defense Ministry called COGAT, which stands for Coordination of Government Activities in the Territories; COGAT and troops on the ground agree on a route, which is communicated to the Red Cross, which sends it to Mahdi — who said, “But receiving the route doesn’t mean we have the green light. The green light to deploy the ambulance is another step from A to Z. I have to follow this procedure to the letter, because if we don’t, they could shoot at our ambulance and say it’s our fault.” It’s a long process, and like any bureaucratic process, it consists primarily of waiting. Omar, another rescue worker, who has been speaking to Hind directly, finds the waiting intolerable. He wants to bypass coordination and dispatch the ambulance directly. But Mahdi can’t risk the lives of the rescue workers on the ground. The people in this film have no choice but to coordinate, but their relationships to coordination are different. Mahdi seems to see it as his duty to follow the rules, because that will keep the maximum number of people alive. Omar sees himself and his colleagues as becoming complicit in inflicting fear, injury and ultimately death on the little girl. Mahdi points to photographs of Palestinian rescue workers who have died: He is struggling to protect those who remain. Omar yells at him. “How can you coordinate with the army who killed them and all those people?” he asks. Eventually, they come to blows. Omar curses about green lights and coordination, and shouts, “It’s because of people like you that we’re occupied.” At one point in “The Voice of Hind Rajab,” Omar proposes that the Palestinian Ministry of Health call the Israeli military to pitch the idea that they rescue Hind and use her for propaganda purposes. The people in the room seem stunned at the suggestion. It may sound brilliant, but it would not work. An unspoken understanding hangs in the air — Palestinians have been so thoroughly dehumanized by the Israeli media that it’s unimaginable that even a 5-year-old girl could be seen as anything but the enemy. Eventually, there is an approved route, but still no “green light.” The little girl, of course, cannot understand how it is that adults are failing to help her. what we can.” She repeats: “We need to coordinate to get there.” It has been more than two hours. One of the last times we hear the word, it’s Hind’s mother who is speaking. She has been patched in so she can speak with her child. She wants to know whether the team has coordinated. The rescue workers assure her they have. They were about 200 feet from Hind when the ambulance was shelled. She lived for at least an hour after that. “The Voice of Hind Rajab” had its premiere at the Venice Film Festival in September and took the Grand Jury Prize, the second-highest honor. A few days later, it was screened to great acclaim at the Toronto International Film Festival. High-profile U.S. distribution companies came calling. But then, the producers Odessa Rae and Elizabeth Woodward told me, one by one the companies peeled off. In the end, Woodward, who has a small distribution company, put together something akin to self-distribution. The movie opens in New York and Los Angeles on Wednesday. Elsewhere in the world this film, shortlisted for the Oscar for best foreign movie, has major distributors — but not in the United States or Israel. That’s a kind of coordination, too.

But there are a lot of film experts in the newsroom, and in a terrific year for the big screen, we wanted to get a sense of what stuck with them the most. Guillermo del Toro finally reached his North Star with this saga, and though he deviated often from Mary Shelley’s novel, he captured the heart of its Gothic splendor and anguish, while offering glimmers of hope that don’t feel cloying. ‘Friendship’ Stream it on HBO Max. This comedy — call it cringe or black, both apply — starring Tim Robinson as an annoying dude whose obsession with his neighbor (Paul Rudd) crosses the line is just surreal enough to discombobulate and just real enough to disconcert. ‘Hamnet’ In theaters. This deeply moving meditation on art, life and especially death may be named after the son of Shakespeare who died at just 11, but it’s Agnes, the Bard’s wife played by Jessie Buckley, who left us shattered. ‘Hedda’ Stream it on Amazon Prime. Ibsen’s classic play “Hedda Gabler” feels bracingly fresh in director Nia DaCosta’s update, which sets the tale of a trapped wife, her husband and her lover in a more diverse 1950s Britain. The beating heart is Tessa Thompson’s biting performance. ‘If I Had Legs I’d Kick You’ Rent or buy on major platforms. Mary Bronstein’s drama of a mother barely coping with her daughter’s mysterious illness has divided audiences. But if there’s one thing they agree on, it’s Rose Byrne’s bravura performance as the stressed-out mom. ‘It Was Just an Accident’ Buy it on major platforms.

Former prisoners of the Iranian regime spot a man they think was the guard who tortured them. The operative word being “think.” ‘KPop Demon Hunters’ Stream it on Netflix. This delightful animated musical about a K-pop girl band saving the world from demons not only conquered evil but also the pop-culture universe, spawning a rabid crossgenerational fandom we could get behind. ‘Lurker’ Stream it on Mubi. Rent or buy on other major platforms. A fandom we can’t get behind is what this not-quite-a-thriller explores when a pop star on the rise (Archie Madekwe) adds a seeming rando (Théodore Pellerin) to the entourage. ‘Marty Supreme’ In theaters Dec. 25. It sounds like satire — a sports drama about table tennis? But director Josh Safdie brings the edgy energy of “Uncut Gems” (which he made with his brother, Benny) to give Timothée Chalamet his best showcase yet. ‘One Battle After Another’ Rent or buy on major platforms. Paul Thomas Anderson’s politically charged American epic starring Leonardo DiCaprio as a washed-up revolutionary plunged back into the fight, now for his daughter’s life too, balances white-knuckle action with dark humor, and is already being heralded as a masterpiece. ‘The Perfect Neighbor’ Stream it on Netflix. Constructed almost entirely of footage from police bodycams, home security cameras, interrogation rooms and news reports, this documentary about the 2023 killing of a Florida woman by her neighbor epitomized the evolution of the true-crime genre. ‘Roofman’ Rent or buy on major platforms. Remember the movie star? Channing Tatum clearly does, giving soul and charm to this tale of a career criminal who winds up living in a Toys ‘R’ Us after he escapes prison. ‘The Secret Agent’ In theaters. In sun-drenched Recife, Brazil, in the 1970s, a widower is hiding out from the dictatorship’s enforcers. Go for the brilliant performance by Wagner Moura, stay for Udo

When their mother dies, a famous stage actress (Renate Reinsve) and her sister must deal with the even more famous director father (Stellan Skarsgard) they were estranged from in Joachim Trier’s wonderfully humane drama. ‘Sinners’ Stream it on HBO Max. Rent or buy on other major platforms. Ryan Coogler’s blockbuster vampire extravaganza, starring Michael B. Jordan as twins who open a juke joint in Jim Crow-era Mississippi, also triumphs as a meditation on the tethers of the past and the mystical, immortal nature of music. ‘Sirat’ Returning to theaters in 2026. A father searching for his missing daughter in Morocco learns she might be at another concert, across the Sahara. That’s all you should know going into this Oliver Laxe action drama that still has us shaken. ‘Sorry, Baby’ Stream it on HBO Max. Rent or buy on other major platforms. This isn’t the kind of indie film where people can’t verbalize their problems. But naming them and coming to terms with them are quite different things in this beautiful drama from writer-director-star Eva Victor. ‘Train Dreams’ Stream it on Netflix. In this adaptation of Denis Johnson’s much-loved novella, the arc of one unremarkable life proves epic as we follow Joel Edgerton’s laborer from the early 20th century to the space age. ‘Weapons’ Stream it on HBO Max. Rent or buy on other major platforms. In this horror hit about the dark arts, director Zach Cregger unleashed a torrent of twists, turns, broken twigs and bashed-in faces — and conjured up one of the year’s biggest pop-culture icons out of a lipsticksmeared, red-wigged villain.

Wall St gains as markets take easing inflation in stride, Micron leads tech rally W all Street’s main ‌indexes climbed on Thursday as a soft inflation ‌report kept alive chances of interest rate cuts by the Federal Reserve, while chipmaker Micron’s blowout forecast assuaged some worries about tech sector valuations. Consumer prices increased less than expected in the year to November, while the Labor Department’s Bureau of Labor ‍Statistics did not publish month-to-month CPI changes after the 43-day shutdown of the government prevented the collection of October data. “The November CPI was much lower than expected ... this is likely to ⁠raise questions over certain adjustments statisticians had to make given the lack of the October data,” said Art Hogan, chief market strategist at B. Australia mourns the youngest victim of the Bondi Beach shooting By DAMIEN CAVE

very mourner entering the funeral home in one of Sydney’s oldest Jewish neighborhoods received a sticker that said “Matilda” in purple script, above a smiling bumblebee holding a menorah. A woman in a long, black skirt wiped tears from under her glasses as she placed it on her black blouse. A grandfather, carrying flowers and a cane, seemed to speak for everyone there for Matilda — a smiling 10-year-old and the youngest of the 15 victims who were killed in Sunday’s horrific attack on a Hanukkah festival by Sydney’s Bondi Beach. “She should be alive,” he said. Tears and wails poured forth from Matilda’s parents and family members. They stood at the front, near shiny helium balloons and a mountain of flowers. None of it could obscure the casket at the center of a modest building, built in the 1940s by an earlier generation of Jews who had pushed Australia to become a refuge for Jewish refugees and Holocaust survivors. The pain of past and present — or just the pain of many — seemed to swirl through the room, intertwining like streams of smoke from sticks of incense. It had only been a few days since two gunmen, who authorities said were motivated by Islamic State group ideology, opened fire on a crowd of hundreds. Witnesses said they waved bystanders away to target their fire on the Jews who had gathered for the festival of light. Rabbi Yehoram Ulman lost his son-in-law, Rabbi Eli Schlanger, and several close friends in the attack Sunday. On Thursday, he led the service for Matilda. “It’s really an impossible task to be able to stand here today and try to give some words of comfort,” he said. So he turned to the Psalms. “Man, his days are like grass: like the flower of the field, so he blossoms,” he said, reading from Psalm 103. “For a wind passed over it …” It took a lengthy silence before he could reach the next line — “and it is gone.”

They were Ukrainian immigrants who gave her what he described — in a country where the song “Waltzing Matilda” is an unofficial national anthem — as “the most Australian name that could ever exist.” “From darkness they struck to where candles glowed bright, a child of celebration was lost to terror’s night,” the poem began. The gathered mourners hugged and cried. The mood was somber, understated and warm. Men in black T-shirts and sneakers lifted metal chairs over each other to give women a seat. Some but not all wore yarmulkes. As the standing room only crowd slowly departed, Russian, English and Ukrainian passed through conversations of condolence beside a dark brown donation box that said in large golden letters: “IN MEMORY OF OUR 6 MILLION MARTYRS.” It was one of the building’s many references to the Holocaust. For the crowd of several hundred Thursday, survival and grief dominated. Anecdotes spread through the departing procession, about other friends wounded or killed in the recent attack, or targeted in the spate of arsons last year that seemed to build toward Sunday’s massacre. “I just can’t take it anymore,” said one woman to another, noting she had just spoken to someone who lost relatives in the Oct. 7 attacks in Israel two years ago. “It’s not normal.” A few blocks away, I ran into Minns walking back to his car. Likewise, in some Latin American nations, there is growing suspicion that Trump is trying to provoke Maduro to take action and create a violent episode that would be a casus belli for expanded U.S. military operations — perhaps even war — against Venezuela. Citizens across the region often cite the history of U.S. imperialism in the Western Hemisphere. Their suspicions are underscored by the bellicose language of Trump in his announcement, which was as vehement an expression of gunboat diplomacy as anything an American president has said in recent decades. “Venezuela is completely surrounded by the largest Armada ever assembled in the History of South America,” he wrote on social media. “It will only get bigger, and the shock to them will be like nothing they have ever seen before.” He added that the coercive military operations would continue until Venezuela returns “all of the Oil, Land, and other Assets that they previously stole from us” — an undertaking that the country would have to do “IMMEDIATELY.” Trump appeared to be referring to the Venezuelan government’s placing the oil industry under state control in 1976, which led to almost all U.S. oil companies leaving the country. Ford and three missile-firing Navy destroyers in November added about 5,500 military personnel to a force of 10,000 troops already in the region, roughly half ashore in Puerto Rico and half aboard a dozen warships. With more than 15,000 military personnel, the U.S. buildup is the largest in the region in decades. What happens next in response to Trump’s latest directive is not clear. U.S. Navy vessels in the Caribbean had already been shadowing tankers that are under sanctions in international waters as they approached Venezuela, aiming to deter them and prompt their captains to turn around, current and former Navy officials said Wednesday. Barring that deterrence, U.S. commanders and law enforcement officials said they were preparing at least two possible courses of action. One is to identify and seize ships under sanction with other agencies as a law-enforcement operation, once legal warrants are approved. That would follow the example of the Skipper’s seizure. The other route would involve the use of armed, helicopter-bound U.S. Navy boarding teams from warships in the region, current and former Navy commanders said. That becomes likelier if oil tankers have Venezuelan naval escorts.

Monllor Capital invests in solar module producer Solx By THE STAR STAFF

onllor Capital Partners LLC (MCP) has signed a membership interests purchase and sales agreement (MIPA) with Solx Holdings LLC, the domestic solar module manufacturer establishing a premier one-gigawatt production facility in Aguadilla. MCP is leading the equity funding for Solx’s $4 million Seed-2 capital raise, to enable Solx to reach commercial production by the end of January 2026, according to a statement. The first tranche, exceeding $1 million, closed this week, with subsequent closings scheduled for January, according to the private equity manager. Solx represents Puerto Rico’s most significant renewable energy manufacturing initiative and is an example of U.S. public policy of onshoring critical manufacturing. Solx is 100% domestically owned and operated, free of foreign interest, and is building one of North America’s most advanced intelligent assembly lines for premium solar modules. The Aguadilla facility is designed to supply up to one gigawatt of annual manufacturing capacity starting in the second quarter of 2026. The facility is a major economic catalyst for the region. resident Donald Trump’s blockade on oil tankers under sanction near Venezuela will almost certainly make it more difficult for the country to export oil. But it was unclear Wednesday how sweeping the prohibition would prove to be. More than 400 tankers have moved Venezuelan oil or related products since 2019, according to Samir Madani, cofounder of TankerTrackers.com. These vessels are part of a bigger fleet of ships that trade oil illicitly, often by disguising their whereabouts. But only about 40% of such tankers that have transported Venezuelan crude have been placed under U.S. sanctions, said Madani, whose firm monitors

global shipping. Analysts have interpreted the blockade Trump announced late Tuesday as applying only to those designated vessels, meaning Venezuela would continue to have ways to export its oil, at least theoretically. Administration officials did not immediately respond to questions seeking clarification on the scope of the U.S. blockade. Venezuelan oil reaches the global market on tankers engaged in illicit trade and also via Chevron, which pumps oil in the country and is allowed to export it under a license from the U.S. government. Other Western oil and gas companies operating in Venezuela are no longer getting paid for the fuel they produce there.

That said, the U.S. seizure of a sanctioned oil tanker and other activities in the Caribbean Sea appear to be making fleet operators more reluctant to move Venezuelan oil. Several tankers that had been headed toward Venezuela recently turned around, said Matt Smith, an analyst at Kpler, another shipping data firm. Vessels are likely to proceed with “extreme levels of caution here,” Smith said. Venezuela produces around 850,000 barrels of oil a day, according to S&P Global Energy, which is less than 1% of what the world consumes. U.S. oil prices rose modestly after Trump said he was ordering a blockade, trading around $56 a barrel Wednesday, up less than 2%.

US plans to scrutinize foreign tourists’ social media history By CHRISTINE CHUNG

ravelers visiting the United States from countries like Britain, France, Germany and South Korea could soon have to undergo a review of up to five years of their social media history, according to a proposal filed last week by U.S. Customs and Border Protection. The change would affect visitors eligible for the visa waiver program, which allows people from 42 countries to travel to the United States for up to 90 days without a visa as long as they first obtain electronic travel authorization. In a document filed last Tuesday in the Federal Register, CBP said it plans to ask applicants for a long list of personal data including social media, email addresses from the last decade, and the names, birth dates, places of residence and birthplaces of parents, spouses, siblings and children. Under the current system, applicants

from visa waiver countries must enroll in the Electronic System for Travel Authorization program. They pay $40 and submit an email address, home address, phone number and emergency contact information. The authorization is good for two years. This move from CBP follows similar actions by the U.S. government to conduct social media reviews for some visa applicants, including seekers of the H-1B visas awarded to skilled foreign workers, as well as applicants for student and scholar visas. It also follows the government’s pending plans to collect a new $250 visa integrity fee from many visitors, though visitors from visa waiver countries are exempt from that fee. The travel industry has pushed back on the visa integrity fee. In November, a coalition of more than 20 tourism and travel businesses signed a letter of opposition, citing concerns that the fee would discourage millions of prospective international visitors

to the United States, including those traveling to events like next year’s World Cup. A travel industry official who spoke anonymously because his organization had not yet had time to review the proposal said CBP did not brief industry stakeholders on the plan, which he called a significant escalation in traveler vetting. In the notice, CBP said it would accept 60 days of public comments on the proposal. If the plan is approved, CBP could enact the changes gradually over the following weeks and months, the immigration law firm Fragomen said in an alert. Bo Cooper, a partner at Fragomen, called the government’s new approach to social media screening a “paradigm shift” from when agencies used social media to verify specific facts, such as criminal activity. “The new method involves looking at online speech, and then denying travel based on discretion and policy about the

kinds of things that get said,” Cooper said, adding, “It’ll be interesting to watch the tourism numbers.” The firm warned that the government’s increase in data collection could result in longer waits for travelers to get authorization to visit the United States, in addition to “an increased likelihood of being flagged for closer scrutiny.” Sophia Cope, a senior staff attorney for the Electronic Frontier Foundation, a digital rights group, said in a statement that the mandatory social media disclosure and surveillance would “exacerbate civil liberties harms.” “It has not proven effective at finding terrorists and other bad guys,” she added. “But it has chilled the free speech and invaded the privacy of innocent travelers, along with that of their American family, friends and colleagues.” CBP did not immediately respond to a request for comment.

Caguas celebrates Caribbean Stars’ title & first Class A baseball finals appearance By THE STAR STAFF

he city of Caguas celebrated a double sports achievement earlier this week with the Caribbean Stars’ fifth consecutive championship in women’s soccer and the first-ever qualification of a Caguas team for the national Class A baseball final. “At the Hall of Fame, we congratulate the Caribbean Stars team and the club president, Bernice Nieto, for achieving their fifth consecutive title, placing them just one away from the record for consecutive championships,” said Luis Domenech, the secretary of the Caguas Sports Hall of Fame, in a written statement. “It is a great achievement in the history of Caguas sports.” The Caribbean Stars, based in Caguas,

won the Puerto Rico Women’s Major Soccer League championship by defeating the Puerto Rico Surf of Guaynabo, 4-2. The team, coached by Claudia Jaime, finished the regular season undefeated with a record of 13 wins and one draw, and advanced to the final after beating MK Elite of Gurabo 6-0 in the semifinals. Domenech also highlighted that, for the first time, a Caguas team reached the final of the Class A Baseball league organized by the island Department of Recreation and Sports. The Caguas Indians, who prevailed against La Costa of Cerro Gordo in the semifinals, will now face the Jueyeros de Jauca of Santa Isabel for the island championship.

Ponce, Caguas & Mayagüez pick up victories in LBPRC By THE STAR STAFF

he Ponce Lions, Caguas Criollos and Mayagüez Indians notched victories on Wednesday night in the Roberto Clemente Professional Baseball League (LBPRC by its initials in Spanish). A five-run rally in the eighth inning gave the Ponce Lions (Leones) a 10-7 victory over the Santurce Crabbers (Cangrejeros) at Hiram Bithorn Stadium in Hato Rey. With their fifth consecutive win, the Lions improved to 19-12 and moved to within half a game behind first-place Santurce (20-12). Ponce scored four runs in the second inning with a display of timely hitting as defense and control issues surfaced for Santurce. Lions outfielder Jacob Berry reached base on an error by Crabbers starter Eduardo Rivera on a throw to first base. Rivera then walked Anthony Calarco, and Matt Batten sacrificed with a bunt to advance the runners. With runners on base, Sammy Hernández singled and Aldemar Burgos doubled to make the score 3-0. The fourth run came on a groundout by Matt Bottcher. The Crabbers quickly responded in the bottom of the inning, tying the score against veteran pitcher Freddie Cabrera. After two outs, Jack López drove in Christian Vázquez and Juan Centeno to make it 4-2. Then, consecutive hits by Andrew Velázquez, Rubén Castro and Edwin Arroyo tied it up at 4-4. In the fourth inning Santurce took the lead,

After two scoreless innings, the Lions rallied for five runs in the top of the eighth thanks to an error by Arroyo, a sacrifice fly by Berry, and a pair of hits by Batten and Chris Arroyo, making the score 9-7. Edwin Díaz doubled in Ponce’s 10th run in the ninth inning for what would be the final tally. Left-hander Julio Torres improved his record to 4-0 after earning the win by working one inning in relief. Andrew Marrero recorded his 12th save of the season to remain the league leader in that category. The loss went

to Andre Scrubb (0-1), who allowed four runs, three of them earned, in one-third of an inning. Meanwhile, the Criollos routed the San Juan Senators (Senadores) 13-3 at Yldefonso Solá Morales Stadium in Caguas. Caguas now has a .500 record at 16-16. The last-place Senators dropped to 9-22. A solo home run to right field by Yariel González opened the scoring for the Senators with two outs in the first inning against Criollos’ starter José de León (1-3). That was the only offense they could muster against the right-hander, who earned the win after working five innings, during which he allowed two hits and struck out six. The Criollos answered with eight runs in the bottom of the inning against pitchers Brandon Komar and Agnel Miranda. RBI singles came from Luis Vázquez, Onix Vega, recently activated Tomás Nido, and Bryan Torres. MJ Meléndez drove in a run with a sacrifice fly, and Kristian Campbell added another with a double, giving Caguas an 8-1 lead. The Criollos continued the assault in the next inning as an RBI groundout by Vázquez and a two-run homer by Noah Mayers extended the lead to 11-1. The loss went to Komar (0-1), who allowed six runs in two-thirds of an inning. At Isidoro “Cholo” García Stadium in Mayagüez, a grand slam by Isan Díaz gave the Indians a 7-6 walk-off victory over the Carolina Giants (Gigantes).

The Indians now have a 15-15 record, while the Giants fell to 15-17. Veteran catcher Martín “Machete” Maldonado supplied the Indians’ first run with an RBI line drive to left field in the second inning. Three scoreless innings later, the Giants took the lead in the top of the sixth inning when two singles, by Johnathan Rodríguez and Deniel Ortiz, combined with a wild pitch from pitcher Keylan Killgore to make the score 4-1. Mayagüez scored two runs in the seventh on groundouts by Eddie Rosario and Emmanuel Rivera to narrow the gap to 4-3, but Carolina extended the lead to 6-3 in the eighth on a single by Miguel Pabón. The Indians loaded the bases in the bottom of the ninth with singles by Matthew Lugo and Rivera, and a walk to Anthony García, setting the table for Díaz’s game-winning hit. Left-hander Matt Tenuta (1-0) earned the win, pitching one scoreless inning. Righthander Osvaldo Berríos (2-1) took the loss, allowing four runs in two-thirds of an inning.
