he abrupt resignation of Héctor del Río Jiménez as chairman of the board of governors of the Puerto Rico Aqueduct and Sewer Authority (PRASA) intensified public scrutiny Thursday over how the public corporation has managed the ongoing drought and the newly implemented water‑rationing plan. Del Río stepped down immediately, alleging that the decision to impose 48‑hour service interruptions was never presented to or discussed with the board he led. In a letter to board members, he wrote that announcing and executing a rationing plan “without prior consultation or discussion with the Board of Governors” made it impossible for him to continue responsibly in his role. His departure comes as thousands of customers in the metropolitan area and surrounding municipalities began experiencing the first cycles of rationing triggered by critically low levels at the Carraízo and La Plata reservoirs. PRASA officials have warned that the measures could be extended if drought conditions persist. Senate President Thomas Rivera Schatz reacted sharply to the resignation, criticizing both the state of the water system and the agency’s handling of the emergency. While acknowledging the aging and deteriorated infrastructure, he stressed that the crisis demands precise coordination. He noted that the system, weakened by years of obsolescence and now strained by severe drought, requires “surgical precision in the management of valves and control of reservoir levels every 48 hours.” Rivera Schatz questioned whether PRASA’s leadership is equipped to manage the complexity of the situation, pointing out that the board was excluded from the decision‑making process. Resident Commissioner Pablo José Hernández Rivera also raised concerns, arguing that the crisis reflects not only a lack of rainfall but a lack of administrative capacity. “In PRASA there are two droughts: the one caused by lack of rain and the one caused by lack of capacity,” he said, urging greater transparency regarding internal processes and how the rationing plan was approved. Del Río revealed that he had originally submitted his resignation on July 3, but at the request of Gov. Jenniffer González Colón agreed to remain until mid‑September to ensure an orderly transition. He said the unilateral handling of the rationing decision changed that scenario entirely. He emphasized that the board must play an active role in major decisions, particularly those that directly affect the public. Despite the controversy, del Río highlighted accomplishments during his eight‑and‑a‑half‑year tenure, including financial stabilization, debt optimization, and securing capital for infrastructure improvements. In the hours following the news of del Río’s resignation, however, the governor questioned why the PRASA governing board did not meet more frequently during the drought. She noted that the drought had been forecast as early as March and May, that the Drought Committee had been meeting weekly since June 1, and that the water utility’s board had the authority to call special meetings.

Héctor del Río Jiménez, ex-chairman of the Puerto Rico Aqueduct and Sewer Authority board of governors (Facebook via Acueductos PR) “If we are in an emergency situation -- a drought situation -- and you see the governor of Puerto Rico holding public press conferences every week with all the relevant groups, the very least that should have been done was to convene regularly,” González Colón said during a press conference at a public secondary school in Orocovis, where she was marking the start of the new school year. The governor added that the PRASA board held a meeting on July 17 where, she recalled, plans for potential service interruptions were discussed because the Carraízo reservoir was at risk of running dry before the end of the month. When asked directly whether del Río had been informed about the rationing, the governor deferred the answer to PRASA’s executive president, Luis R. González Delgado, who subsequently denied that del Río was unaware of the rationing plans and asserted that the board chairman received information about the potential interruptions on “multiple occasions,” including a direct communication two days before his resignation. “It is important to clarify that the drought situation and the measures implemented or evaluated by PRASA to protect the water supply were discussed with the Board of Directors on multiple occasions,” González Delgado said in a written statement. The resignation marks one of the most significant developments since the drought emergency began, exposing apparent tensions between PRASA’s executive management and its governing board over how one of the agency’s most consequential decisions in recent years was made. The governor said she must now await a shortlist of three candidates, prepared according to the procedure established by law, to select the person who will replace del Río as the finance specialist member. The appointment will require the advice and consent of the Senate.

González Nieves officially retires as archbishop of San Juan Pope names Bishop Ramos Morales of Caguas as his successor By THE STAR STAFF

I

n a significant moment for the Catholic Church in Puerto Rico, Pope Leo XIV has accepted the resignation of Archbishop Roberto O. González Nieves, O.F.M., who had led the Archdiocese of San Juan for more than a quarter century. The pope has appointed Bishop Eusebio Ramos Morales of Caguas as the new archbishop, marking a transition that reshapes the leadership of the island’s metropolitan see. The announcement was made Thursday at theVatican and communicated simultaneously to the Puerto Rico Bishops’ Conference and the archdiocesan curia in San Juan. Archbishop González, 76, submitted his resignation June 2025 upon reaching the canonical retirement age of 75. His departure closes a tenure that began in 1999, when St. John Paul II appointed him to lead the archdiocese. Over the past 27 years, González became one of the most recognizable ecclesial figures on the island, known for his pastoral out-

reach, advocacy for social issues, and his role navigating the archdiocese through periods of political, economic and legal turbulence. Born in New Jersey to Puerto Rican parents and raised on the island, González entered the Franciscan order and was ordained a priest in 1977. His ministry took him from Boston -- where he served as auxiliary bishop -- to Corpus Christi, Texas, before his appointment to San Juan. He was installed as archbishop on May 8, 1999, the feast of Our Lady of Luján. During his years in San Juan, González became a central voice in public debates on poverty, migration, and the island’s political status. He also oversaw major diocesan restructuring efforts and shepherded the archdiocese through the aftermath of Hurricane Maria and Puerto Rico’s ongoing fiscal crisis. His successor, Archbishop‑designate Ramos, brings decades of pastoral and administrative experience. Born Dec. 15, 1952, in Maunabo, Ramos was ordained a priest in 1983 and quickly became known for his work in parish ministry and diocesan formation programs. Pope Benedict XVI appointed him bishop of the Diocese of Fajardo‑Humacao in 2008,

making him the founding bishop of Puerto Rico’s newest diocese. In 2017, Pope Francis transferred him to Caguas, where he has served for the past nine years. At 73, Ramos assumes leadership of the archdiocese at a moment of transition for the island’s Catholic Church. Several dioceses have undergone leadership changes in recent years, and the Vatican continues to evaluate pastoral needs across Puerto Rico’s six dioceses. Ramos is widely regarded among clergy as a steady, conciliatory presence -- a bishop who favors dialogue, pastoral closeness, and administrative clarity. His appointment signals continuity but also a renewed emphasis on unity within the Puerto Rican episcopate. Within the Vatican, the transition is seen as part of Pope Leo XIV’s broader effort to strengthen episcopal leadership in regions facing demographic shifts, economic strain, and pastoral challenges. The Puerto Rico Bishops’ Conference is expected to release a collective statement later this week. Local dioceses will begin preparing for the installation Mass, which is anticipated to take place in San Juan’s metropolitan cathedral later this year.

(Facebook via El Visitante PR) The appointment also comes as Puerto Rico awaits another major episcopal decision: the naming of a new bishop for the Diocese of Caguas, which becomes vacant with Ramos’ promotion. Additional changes may follow, as several bishops on the island are nearing retirement age.

With a combined investment of $536,500, the Fundación Triple‑S and the Fundación para el Futuro de la Salud granted 37 scholarships to medical residents and students in the health professions preparing for specialties where Puerto Rico faces critical gaps.

Triple‑S and the Fundación para el Futuro de la Salud granted 37 scholarships to medical residents and students in the health professions preparing for specialties where Puerto Rico faces critical gaps, from neurology and orthopedics to geriatrics, endocrinology, oncology, nursing and pharmacy technology. Beyond the financial support, both organizations emphasized the long‑term goal: ensuring that more highly trained specialists choose to build their careers in Puerto Rico. One of those success stories is Dr. Marcantonio V. Pinci, whose career path illustrates the impact of the program. He received support from Fundación Triple‑S during his orthopedic surgery residency and later from the Fundación para el Futuro de la Salud to complete a fellowship in Adult Hip and Knee Reconstruction at Brigham and Women’s Hospital, affiliated with Harvard Medical School. Now returning to Puerto Rico to practice, his homecoming represents what the foundations describe as the true purpose of the scholarship fund: transforming educational investment into expanded access to specialized care for thousands of patients on the island. “Dr. Pinci represents the result we aspire to achieve with this fund,” said Lydia Figueroa, executive director of Fundación Triple‑S. “More than supporting an academic stage, we are contributing to the formation of specialists who want to return to Puerto Rico prepared to meet the needs of our

patients. Seeing that journey come full circle confirms that this investment strengthens the medical profession and generates an impact that will benefit Puerto Rico for decades.” This year, Fundación Triple‑S awarded 17 scholarships, while the Fundación para el Futuro de la Salud granted 20, targeting fields identified as essential for expanding access to specialized medical services across the island. “Puerto Rico needs more than excellent professionals; it needs the conditions for them to choose to build their future here,” said Edna Y. Marín, executive director of the Fundación para el Futuro de la Salud. “Each scholarship is a strategic investment to strengthen our health system, reduce the shortage of specialists and ensure timely access to care.” Scholarship selection committees composed of representatives from medical schools, professional associations, government entities and the private sector evaluated applicants. The Fundación Comunitaria de Puerto Rico administered the Triple‑S scholarship fund, drawing on nearly four decades of experience managing philanthropic initiatives that expand educational opportunities. Both foundations reaffirmed their commitment to initiatives that promote the training, retention and development of medical talent, arguing that investing in future health professionals is one of the most effective strategies to build a stronger, more accessible and resilient health system for Puerto Rico.

Governor touts 2nd ‘Quiero Mi Escuela’ back-to-school launch All island public schools open for a new semester By THE STAR STAFF

A

s Puerto Rico’s public school students began a new academic year on Thursday, Gov. Jenniffer González Colón declared that “Quiero mi escuela” (I Want My School), her initiative to mobilize the entire central government for back-to-school preparations -- once again proved effective, ensuring all schools were open and ready for the start of classes. The governor rang in the start of the school year at the Bonifacio Alvarado Second Unit School in Orocovis -- which was ranked the number 17 school in Puerto Rico out of 497 elementary schools, based on its academic achievement and results on the CRECE exams -- alongside the school’s principal, José Aponte, Orocovis Mayor Jesús Colón Berlingeri, Education Secretary Eliezer Ramos Parés, Public Buildings Authority Director Félix Lasalle and Transportation and Public Works Secretary Edwin González Montalvo, among other executive branch officials and legislators. At the K-through-8 bilingual school, the governor, joined by students, announced the start of construction on a basketball court, a project that represents a $427,598 investment in commonwealth funds and will provide

If we want

our children and young people to graduate with the tools to compete, we must prepare them better.” The governor added that “people often think bilingual schools are only for the metropolitan area, but that is not what we are doing.” “We are bringing them to the mountain regions, the west, the south, and across the entire island,” she said. “I believe it is time for a change -- the mountain regions have the right to the best schools in Puerto Rico, just like the rest of the island.” The Department of Education reported that 100% of schools were open Thursday; instances where schools lacked electrical power were due to issues involving grid operator LUMA Energy, the agency said. That was the case at the school visited by the governor, which was not originally on LUMA’s planned outage schedule but was notified of the interruption early Thursday. González Colón did not see the short-notice power cut at Bonifacio Alvarado as a coincidence, but rather accused LUMA of interrupting electrical service during the event because she was present, and she asserted that the government has a transition plan and potential companies interested in replacing the operator. “Cutting the power here just because I’m here -- and I’m sure they’ll turn it back on once I leave -- is typical of people out to cause trouble rather than help or collaborate,” González Colón said in response to questions about the litigation challenging the extension of LUMA’s contract.

Sea turtle education part of back-to-school agenda By THE STAR STAFF

A

s part of the “Quiero Mi Escuela” (I Love My School) initiative, Natural and Environmental Resources (DNER) Secretary Waldemar Quiles Pérez, along with members of the non-profit organization Tortugueros del Sur, on Thursday offered children at María Libertad Gómez Elementary School in Utuado a detailed educational talk on the importance of protecting leatherback, hawksbill and green turtles and their nests. “Our governor, Jenniffer González, created the ‘Quiero Mi Escuela’ initiative with the goal of making this 2026 backto-school day different and memorable for students, parents,

teachers, and other members of the school community,” the DNER secretary said. “That’s why we coordinated this unique educational talk for students, focused on teaching them all about these three turtle species (leatherback, hawksbill and green) and the actions being taken to protect them.” Starting in the early morning, dozens of elementary school children participated in the discussion, which included actions to be taken for the conservation of the aforementioned species, including monitoring areas such as Ballena Beach in Guánica, and talks in schools and universities, among other initiatives. “This is an initiative we will repeat [...] in all schools within the public education system,” Quiles said. “The children were very attentive to the information about these species; they are

ov. Jenniffer González Colón on Thursday sent a new round of appointments to the Senate, as part of her administration’s efforts to strengthen several government entities across areas such as economic development, health and public safety. The governor submitted five recess appointments, including the designation of attorney Julie O. Gómez Gómez as secretary of the Department of Correction and Rehabilitation. Gómez,

whose appointment is now before the Senate, began leading the agency effective Thursday. The remaining appointments include: * Dr. William Méndez Latalladi, nominated for a new term on the board of directors of the University of Puerto Rico Comprehensive Cancer Center. * CPA Jeanelle Alemar Escabí, nominated for a new term on the board of directors of the Puerto Rico Industrial Development Company. * Attorney Francisco Gierbol, appointed as a member of

the board of directors of the Puerto Rico Public Broadcasting Corporation. * Judge Olga Birriel Cardona, as a full member of the Independent Special Prosecutor Panel, a position that became vacant following the resignation of attorney Rubén Vélez Torres. The appointment of Birriel Cardona, who had served as an alternate member of the panel since July 2025, must be evaluated by both the Senate and the House of Representatives. All five legislative recess appointees were to assume their respective positions immediately.

Senate panel votes to hold Fauci in contempt of Congress By KATE KELLY

T

he Senate Homeland Security Committee voted along party lines Thursday to hold Dr. Anthony Fauci in contempt of Congress for his refusal to answer questions at a hearing last week, clearing the way for the committee to ask the Justice Department to prosecute him. The vote to adopt a formal resolution holding Fauci in contempt does not address Republicans’ core allegation, that he funded research in China that set off the coronavirus pandemic and lied about it to Congress. Fauci vigorously denies that assertion. Instead, the resolution accuses Fauci of failing to comply with a congressional subpoena, a federal misdemeanor that carries a prison sentence up to 12 months. In a statement after the hearing, Fauci’s lawyer, David Schertler, called the vote “a crude political stunt intended to punish Dr. Fauci for exercising his constitutional rights.” Sen. Rand Paul, R-Ky., the committee’s chair, said after the hearing that the panel would hand-deliver the resolution to the Justice Department later Thursday, and would also deliver a copy to the U.S. attorney in Washington, who could bring a case to a grand jury. Democrats protested that Paul was circumventing federal law, which requires that the president of the Senate “certify” the “statement of facts” in a contempt resolution before it is transmitted to the U.S. attorney. For that to happen, the full Senate would have to adopt the resolution with a 60-vote majority, which is highly unlikely. Even with the resolution, prosecution of Fauci is not guaranteed. Paul has already informally referred Fauci twice for prosecution. President Donald Trump, who said after last week’s hearing that he has “never been a big fan” of Fauci, did not say that he wants to see the doctor prosecuted. Asked about Fauci’s decision to take the Fifth Amendment, the president said, “His lawyer told him to.” During his first administration, the president awarded Fauci a medal for his work as part of Operation Warp Speed, the fast-track initiative to develop a COVID-19 vaccine. Trump’s social media post before last week’s hearing was also telling. Instead of criticizing Fauci’s pandemic response, he derided the weak first pitch Fauci threw at a Washington Nationals game six years ago. Thursday’s vote followed a spirited debate in which Democrats, one by one, introduced

The Senate Homeland Security Committee during a business meeting in Washington on Thursday, Aug. 6, 2026. The committee on Thursday approved a resolution holding Dr. Anthony Fauci in contempt of Congress for his refusal last week to answer questions from the panel. (Alex Kent/ The New York Times) motions to postpone consideration of the resolution. In rapid fire, those motions failed along party lines, and Paul eventually cut the Democrats’ effort short. Republicans argued that because Fauci received a “preemptive” presidential pardon from President Joe Biden, he was not entitled to invoke his Fifth Amendment right to remain silent. Democrats said Fauci had reason to fear testifying, given that Paul has said repeatedly that Fauci should be “in prison.” Sen. Richard Blumenthal, D-Conn., argued that before taking the “immensely historic step” of holding Fauci in contempt, the committee needed to at least “hear from his counsel as to what he feared.” Paul threw Fauci’s lawyer, Schertler, out of the hearing last week after Schertler tried to speak. Paul said the committee faced a simple question: “The chair directed Anthony Fauci to answer. He refused. That is what we are voting on today — not his opinions, not his policies, not anything he said from the podium six years ago. We are voting on whether a witness who has received the benefit of a federal pardon can be ordered by this committee to answer questions and then defy that order without consequence.”

only part of Fauci’s travails on Capitol Hill. Rep. James Comer, R-Ky., chair of the House Committee on Oversight and Government Reform, said after last week’s hearing that he would be “asking Dr. Fauci whether he stands by his previous testimony to our committee.” Florida’s attorney general, James Uthmeier, also vowed after last week’s hearing to investigate Fauci. Paul has accused Fauci of funding research in China that led to the coronavirus pandemic, and lying about it to Congress, accusations that Fauci has vigorously denied. Fauci, who appeared under subpoena, invoked his Fifth Amendment right to remain silent more than 100 times during last week’s hearing, as hostile Republicans battered him with questions about matters including the origins of COVID-19 and whether he used his position to enrich himself by enlisting staff members and colleagues to nominate him for cash awards. Fauci’s pardon covers only his activities from 2014 through Jan. 19, 2025, Biden’s last full day in office. His allies said that if he testified and made a misstep, he would open himself up to possible perjury charges. Republicans on the panel said the pardon protects him so he was ineligible to take the Fifth. On this issue, legal scholars disagree. Some said his invocation of the Fifth was proper because he was legally vulnerable. Others said the pardon offered him immunity. Republicans on the Homeland Security panel said Fauci, who made a short statement before invoking his Fifth Amendment right, cannot both testify and refuse to testify at the same time.

Sen. Gary Peters of Michigan, the top Democrat on the committee, accused Paul of conducting a “rushed investigation” without Democrats’ participation. He warned that if the committee approved the resolution holding Fauci in contempt, it would discourage others from testifying in the future. “This committee should not damage its future investigative authority to advance the chairman’s yearslong campaign against single individuals,” Peters said. The vote followed another twist in Republicans’ CIRUJANO DENTAL investigation of Fauci. On Wednesday night, Sen. Ron Ave. Luis Muñoz Marín Y-30, Johnson, R-Wis., the chair of Urb. Mariolga, Caguas , P.R. the Senate’s Permanent Subcommittee on Investigations, (787) 744-9168 said he had received a copy of Fauci’s government-issued Horario: Lunes a Viernes | 8:30 AM - 5:00 PM cellphone. “Hopefully this *SE ATIENDEN EMERGENCIAS* device will address many of the questions he refused Atención profesional, cálida y to answer at last week’s comprometida con tu salud oral. hearing,” Johnson wrote on social media. ¡Llama hoy y agenda tu cita! Hacks on US water supply follow years of warnings and neglect By DUSTIN VOLZ

I

n 2023, the Environmental Protection Agency under the Biden administration proposed creating stronger cybersecurity guidelines to better safeguard the nation’s water supply from hackers. The steps were modest, but necessary, officials said at the time: Many municipalities lacked even basic protections, and the computers that monitor and adjust water quality, including chemical-treatment levels, were easy-to-find targets for a would-be intruder. The EPA rescinded the order, however, after Republican-led states and industry groups sued to block its enforcement. They argued that the EPA lacked authority for the move and that smaller, underfunded utilities would struggle to adopt the new standards. The episode is just one of several in recent years in which efforts to bolster the cyberdefenses of America’s water systems were blocked despite repeated attacks that highlighted vulnerabilities. Just a little more than a month after the EPA proposal was killed, a small town in western Pennsylvania disclosed that a hacking group tied to Iran’s Revolutionary Guard briefly took control of equipment used to adjust water pressure. Now federal and state officials are racing to address an alarming, widespread assault on the nation’s water supply that they believe is also probably the work of Iranian hackers. Last week, at least seven states, including Minnesota and Michigan, reported incidents to the FBI, and in some cases the hacks — or the response to them — degraded water operations. The tally of states reporting possible attacks to the FBI is now at least a dozen, according to people familiar with the investigation. The FBI has not disclosed the states publicly, but some have come forward to confirm activity. At least 100 municipalities have detected

recent malicious hacking efforts related to their water systems, though some of those may be unrelated incidents, the people said. Some security experts said the number of vulnerable systems nationwide could be far higher. There are no indications so far that any water system has been corrupted in a way that rendered drinking water unsafe. But the attacks have led to disruptions that required manual overrides and boil-water advisories issued out of an abundance of caution. Clayton County, Georgia, experienced a water service disruption on July 27, local officials disclosed this week. The county, which is part of the Atlanta metropolitan area, said that it believed the incident was the result of “unauthorized cyberactivity” and that it GUILLERMO TORRES CABRERA, MD witnessed reduced water pressure, issued a precauOFTALMÓLOGO tionary boil-water advisory Enfermedades y cirugía de los ojos and restored services within АСЕРТАМOS hours. said in an interview. “We are still investigating what happened, but something happened.” A spokesperson for Rapid City, South Dakota, said that the city had also recently addressed a “cyberincident” involving a lift station, or a specialized pump, in its wastewater system and was working with federal partners on the investigation. The water supply “remains safe and protected,” spokesperson Darrell Shoemaker said. He declined to say when the disruption occurred or if it was related to the current wave of attacks. Officials and experts said the breadth of hacking activity could be far larger than what is currently known. There are about 150,000 public water systems in the country, according to the EPA. Many are small and have minimal cybersecurity measures in place. Iran-linked hackers are suspected of being responsible, according to U.S. officials and state and local officials briefed by federal authorities on the investigation, but that assessment is preliminary. Officials and experts warn that as the U.S. war against Iran stretches on, Tehran could take more sinister actions if it feels it has little to lose. (President Donald Trump on Friday dismissed the notion Iran was responsible for the attacks on water systems and instead blamed Tim Walz, the Democratic governor of Minnesota, for the attacks there.) “We are facing a reckoning of the consequences of ignoring the importance of investing in our nation’s cybersecurity for our critical infrastructure,” Tatyana Bolton, executive director of the Operational Technology Cybersecurity Coalition, said in a public letter Friday. The group, which represents security firms that specialize in securing systems like those in the water attacks, called for a series of swift congressional actions, including more funding for state and local governments to bolster digital protections. Bolton, a former U.S. cybersecurity policy official who worked for the Navy and at Google, noted years of warnings about Chinese and Iranian hackers burrowing deep inside computer networks of critical infrastructure to be able to unleash disruptive or destructive attacks at a later date. “To date, we have been lucky that a more catastrophic incident hasn’t occurred,” Bolton said. “We can no longer rely on luck.” For all the fears about artificial intelligence models posing a grave risk to global cy-

bersecurity, efforts to compromise America’s water supply have been relatively rudimentary, according to former officials, experts and the government’s public advisories. The hackers are targeting computers that are readily accessible on the internet and insecure because of weak or default login credentials. U.S. intelligence and cybersecurity agencies have been worried about Iranian hackers targeting water systems and other critical infrastructure in the United States for years. More than a decade ago, Iranian hackers targeted a small dam in upstate New York, but by happenstance the dam’s sluice-gate controls had been taken offline for maintenance, much to the relief of U.S. authorities at the time. The Justice Department later indicted Iranian nationals it said were behind the breach. Concerns have grown since the war against Iran began in late February. In April, the Cybersecurity and Infrastructure Security Agency and other federal agencies issued a public alert “urgently warning” that Iranianaffiliated hackers were targeting computers in critical infrastructure networks, including water, energy and government services. The cybersecurity agency, which has endured steep staffing cuts and a pared-back mission during the second Trump administration, updated that advisory in late July with additional technical guidance about the attack. Among other steps, the agency urged water systems operators to take their remote controllers off the internet. Of particular note was a disclosure that hackers had figured out a way to disable safety features that sound alarms or force a shutdown in the event of a serious problem. Operators could be looking at computer screens that say everything is fine when, in reality, something is very wrong. Just four days later, the intensified hacking campaign against water utilities began. Some cybersecurity experts believe the hackers saw the alert and began racing to compromise as many systems as possible before new safety measures were in place. Whether the goal of the water attacks is to try to harm Americans or merely scare them remains unclear. “The campaign felt a lot like pre-attack staging, not the attack itself,” said Joshua Corman, a critical infrastructure resilience and public safety expert at the Institute for Security and Technology, a California-based think tank. “The level of access is sufficient for significantly more harm than has been seen.”

Want to fight back against Big Tech? Start here. By TRESSIE McMILLAN COTTOM

I

n June, I wrote about how the data center revolts happening across the country get to the heart of our greatest political problems. Artificial intelligence is not just a market product or a scientific achievement. It is a political theory. And it is gobbling up our democracy. The challenge this presents to a functioning democracy is immense. Democrats cannot just “win the midterms” and go back to life before Donald Trump and his army of tech bros upended our way of life. We can talk about reforming the Supreme Court, ending the filibuster, enshrining women’s autonomy in the Constitution and getting money out of elections. But those things won’t matter if we don’t change our laws and norms about what I am calling data politics. All of the speculation and hype around AI is hiding the fact that the technology isn’t just large language models or agents or data centers. It is the backbone of a superstructure that merges regressive politics with unchecked economic power in the guise of technological innovation. Put simply, there is too much money, some of it too untraceable, giving a small group of unelected people too much power over the people. That’s data politics. Data politics is the right’s answer to what’s next after

Trump: more Trumpism, without the man who gave away the country’s store for personal gain. What should the left’s answer be? To figure that out, I’m proposing a bit of late-summer reading. I hope you’ll join me. I was inspired by a list proposed by literary scholar Matt Seybold. The list isn’t definitive. Each of these books aims to explain how technology, politics, money and power are reshaping our world. I am reading some of these books for the first time; others, for the third or fourth. In reading them together, I’m looking for common themes, patterns and novel questions about data politics. The goal isn’t to find answers to a huge political challenge but to ask better questions about our political obligations. First, I’m proposing three books about the tech CEOs who are shaping data politics around the world. These books about Sam Altman, Jensen Huang and Elon Musk offer a window into how the global AI arms race isn’t just about microchips and data centers. It is about reshaping culture and capital. — “Empire of AI: Dreams and Nightmares in Sam Altman’s OpenAI” by Karen Hao “Empire of AI: Dreams and Nightmares in Sam Altman’s — “The Thinking Machine: Jensen Huang, Nvidia, OpenAI” by Karen Hao and the World’s Most Coveted Microchip” by Stephen Witt — “Muskism: A Guide for the Perplexed” by Quinn polemical themes in our reading list — White papers and essays from Anthropic, Slobodian and Ben Tarnoff Andreessen Horowitz, OpenAI and Meta, which offer It’s not just those men who matter, of course. Municipio de Cidra activa plan de respuesta ante posible racionamiento de agua POR CYBERNEWS

MENONITA

The San Juan Daily Star

Five horror movies to stream now By ERIK PIEPENBURG

pecially in the head-scratching third act. The real pleasures are visual and acoustic, a gift for horror fans who don’t mind a movie that’s more invested in dark-sided atmospherics than a plot. Sound designer Graham Reznick does superb work turning rustling leaves, rumbling echoes and human shrieks into a dark symphony. I recommend watching this with the volume turned up as high as your ears can handle. (Stream it on Amazon Prime Video.)

‘Obsession’

“I

t was fine,” my 14-year-old niece, Brianna, recently texted me after seeing “Obsession.” “It was really scary when she ran at Bear and screamed and stuff.” I couldn’t have said it better. This blockbuster supernatural thriller — which to date has grossed $370 million worldwide on a budget of $750,000 — is a solid scary movie. Written, directed and edited by Curry Barker, it’s a cautionary tale about what happens when a young man named Bear (Michael Johnston) turns his best friend, Nikki (Inde Navarrette, fantastic), into a demonic, clingy, repulsive monster after using a novelty toy that grants him one wish, in this case poor Nikki’s unquestioning affection. That wish becomes their curse. I wasn’t as taken with “Obsession” as other horror fans were; I just could not get past how Barker’s script queasily blurs lines between victim and villain, abused and abuser, innocent desire and cruel predation. Still, the film is a must-see for how skillfully Barker threads together dread, panic and gore. Flaws and all, the film heralds Barker as a defining raconteur of Generation Z horror. (Stream it on Peacock.) ‘Blackout’ I really hope that David Lynch has a screening room in heaven or wherever it is that he now calls home. Because he would be tickled pink to see how much he inspired this strange new film from writer-director Shane Aquino. It starts when a power outage hits a California suburb, leaving a little girl named Suzanna (Riley Ryan) home alone. A blank-faced “usher” with the voice of a faulty loudspeaker comes to her door and coaxes her away to a house nearby, where she’s forced to make a decision with universe-altering, morally fraught consequences. When Weston (Mike Ferguson), a sheriff, also gets a visit from an usher, the creepypasta weirdness and ethical quandaries restart. Aquino’s film is a meditation on self-sacrifice and the collective good that doubles as an audacious formal assault on the senses, complete with phantasmagoric creatures, scratchy sounds and glitchy cuts. (At one point I thought my screener was broken.) I wish Aquino hadn’t encouraged Ferguson’s attempts at comedy, a choice that dilutes the film’s macabre tone. Still, I can’t wait to see what this off-center director does next. (Rent or buy it on major platforms.)

‘Silent Night, Deadly Night’

‘The Fuzzies’ In the twisted footsteps of “Monkey’s Magic Merry Go Round,” the coming “Buddy” and other horror movies about creepy children’s television shows, comes this inventive supernatural comedy. The film opens as Miss Shirley (Gordy Cassel), a beloved ventriloquist and host of a Sacramento children’s television show, unexpectedly dies. In her will, Miss Shirley asks that three friends — Rose (Rocío de la Grana), Mary (Baylee Toney) and Mick (Dustin Vaught) — gather at her “Pee-wee’s Playhouse”-like home to track down her favorite puppet, the sweetfaced Sunny Smiles. It takes a too-long 40 minutes for the horror to really kick in. But once it does, filmmakeranimator Josh Funk serves a visual feast of furry monsters, gnarly low-fi practical effects, stopmotion animation and one disgusting puppet decapitation. In a standout scene, Vaught (who wrote the film with Funk) uses the slapstick chops of a silent movie clown to battle a killer towel and a scared little fuzzball in the toilet. The story ends on a heartbreaking note that covers a fabric face with human sorrow. (Stream it on Tubi.) ‘Rabbit Trap’ Simple sounds are warning sirens in this folkhorror fairy tale, writer-director Bryn Chainey’s feature film debut.

Set in 1976, the story follows Darcy and Daphne (Dev Patel and Rosy McEwen, both great), a married couple who live in an isolated house in the Welsh countryside. It’s an idyllic and eerie spot, the perfect environment for them to make art from tree sounds, animal calls and other sonic natural elements. After they play back unusual audio that Darcy recorded in the woods, a strange child (Jade Croot) shows up at their front door. The stranger slowly becomes a part of the couple’s life, and they mostly don’t seem to mind. But what does this outsider want? And why does this stranger fancy hunting so much? Chainey’s film is frustratingly opaque, es-

On a recent scorching afternoon, I got Christmas in July with writer-director Mike P. Nelson’s entertaining reimagining of the 1984 slasher film “Silent Night, Deadly Night.” Scarred by seeing his parents murdered by a killer dressed as Santa, Billy (Rohan Campbell) grows up to be a roving serial killer who marks his Advent calendar with his victims’ blood. Billy’s baleful inner voice (Mark Acheson) guides him through killing sprees over the holiday season, some of which double as acts of social justice, like the Nazi Christmas party that Billy turns into a head-crunching blood bath. When Billy meets Pam (Ruby Modine), whose father owns the Christmas trinket store where Billy works, he’s forced to reconcile blood thirst with romance. Nelson’s film doesn’t hold a candy canescented candle to the lurid original, one of my favorite Christmas-set horror movies. But it’s a better reboot than it has any right to be, thanks to Campbell’s performance, Acheson’s expert narration and torrents of stomach-churning gore. Kudos to Nelson for reusing “Slayrider” and other awesome songs from the original film’s cheese-pop soundtrack. (Stream it on Screambox.)

Analysis-US stock market could ride earnings strength to more gains after S&P 500 hits record A s the U.S. stock market soars to fresh record highs this week, investors say a powerful corporate profit engine, a reset in high-flying AI shares and still-reasonable valuations can further fuel the rally. The benchmark S&P 500 on Tuesday posted its first record closing high in two months. In between, swoons in high-flying semiconductor and other technology shares weighed down indexes, but stocks gained sharply in recent days, boosted by signs of calming U.S.-Iran tensions. Markets are also in the midst of another quarterly earnings season that has surpassed ‌lofty expectations, driven by massive spending on AI-related infrastructure. That ‌profit optimism should provide critical fundamental support for equities in the months ahead, investors said, even as they caution that risks such as rising Treasury yields remain. “Absent something coming out of left field, absent major concerns around the yield curve, we have a generally favorable backdrop for the back half of the year,” said Marta Norton, chief investment strategist at retirement and w ealth services provider Empower. With its recent surge, the S&P 500 was last up about 13% in 2026. Some investors argue that the index is in a healthier position after a sharp pullback in an AI trade that had become overheated. After tumbling from its late June high, the Philadelphia SE semiconductor index is still down about 17% from that peak, even as it remains up over 70% on the year. “Now that we’ve gone through the selling pressure, y ou’re at a more balanced state around some of these key names that were rising in the second quarter,” said Anthony Saglimbene, chief market strategist at Ameriprise. One key hurdle for the stock market was the results from Alphabet, Microsoft, Amazon and Meta Platforms — whose combined massive spending on AI data centers is boosting semiconductor firms and other companies involved in the expansion. Capital spending by those hyperscalers plus Oracle is expected to reach nearly $800 billion this year, a ccording to Goldman Sachs strategists. In their reports, hyperscalers showed returns on their investments, alleviating concerns they would reduce spending, a move that would have hurt those companies that have been boosted by those outlays, according to Eric Johnston, chief equity and macro strategist at Cantor, the investment banking arm of Cantor Fitzgerald. “The hyperscalers can work because they’re getting an ROI on their cloud business,” Johnston said. “But so can semis because ... the capex can continue. And it’s that combination which is super powerful right now.”

CIA sets up secret Cuba task force as Trump pressures Havana By ADAM ENTOUS

T

he CIA has secretly established a Cuba task force, setting in motion plans for a more concerted campaign to pressure the Cuban government to make the economic, political and leadership changes demanded by President Donald Trump, according to people briefed on the action. The creation of the task force will allow the agency to quickly direct more financial, human and technical resources at Cuba, they said. The task force has begun adding case officers who recruit and manage spies, intelligence analysts, officers who conduct cyberoperations and officers who specialize in covert influence operations, the people said. In 1960, the CIA established an earlier Cuba task force, whose members oversaw the failed, agency-backed invasion of Cuba the next year known as the Bay of Pigs. The people briefed on the new task force said its mandate is more limited: to create fissures among the Cuban political elite, in hope of pressuring the Cubans to replace perceived anti-American hard-liners with more practical leaders more amenable to Trump’s demands. The CIA declined to comment. “The intentions here are no surprise, since Cuba has long been the target of the CIA’s efforts at espionage, subversion and destabilization, including terrorism,” Cuba’s deputy foreign minister, Carlos Fernández de Cossío, said in a statement to The New York Times. “And yet the State Department has the audacity to call Cuba a threat for exercising its right to legitimate self-defense.” Unlike in the 1960s, when the earlier task force oversaw the training and equipping of a partner force of Cubans that launched the Bay of Pigs invasion, the current task force has no organized Cuban partners. Nor is it allowed to enable lethal operations, though a task force at the CIA, by nature, is flexible and the authorities under which it operates can be changed at any time by the president. The creation of the task force shows the extent to which the agency is preparing for what may be a protracted covert campaign against what has long been one of its hardest targets. The CIA’s action coincides with steppedup efforts by U.S. intelligence agencies to get a better understanding of the situation on the

An area of Havana on July 10, 2019. The CIA has secretly established a Cuba task force, setting in motion plans for a more concerted campaign to pressure the Cuban government to make the economic, political and leadership changes demanded by President Trump, according to people briefed on the action. (Todd Heisler/The New York Times) ground inside Cuba. Every administration sets out its intelligence-collection priorities in a document known as the National Intelligence Priorities Framework, or NIPF. The Trump administration recently revised its version of the document to designate Cuba a NIPF “Priority 1.” (Among the other Priority 1 countries are China, Iran and Russia.) In response, U.S. intelligence agencies, including the National Security Agency and the National Geospatial-Intelligence Agency, among others, have started turning more intelligence-collection assets, including satellites, toward Cuba, people briefed on those activities said. The intelligence will help the U.S. military update its options for potential military action against Cuba, if Trump opts to go that route. Before the intelligence surge, U.S. military and intelligence officers complained of having outdated information; the new intelligence will give them a better sense of Cuban intentions, military capabilities and defenses. Officers with the Cuba task force at the CIA will, in turn, scour through the newly available intelligence for inside information about the activities of Cuba’s leaders and other members of the political elite, in particular tracking shadowy money flows and business dealings on and off the island. The agency

could eventually release that information publicly to try to influence the Cuban leadership and public opinion, reprising a playbook that the CIA has used against other adversaries, including Russia. Over the years, the CIA has played a multifaceted role in Cuba, as a spy service that covertly operates against the Cuban government, and as an occasional intermediary between Washington and Havana. In 2015, toward the end of President Barack Obama’s second term, the United States and Cuba formally reestablished diplomatic relations. The CIA director at the time, John Brennan, flew to Havana to meet with Alejandro Castro, the son of President Raúl Castro, and other Cuban officials to discuss increasing intelligence cooperation between the two countries. Brennan considered Cuba’s spy agencies the most capable in Latin America, and hoped to work with them against drug cartels and terrorist networks. But those discussions soon bogged down, with the sides blaming each other for failing to follow through on proposed confidence-building commitments. In May, with tensions boiling, Trump sent his CIA director, John Ratcliffe, to Havana to meet with Raúl G. Rodríguez Castro, known as “Raulito” or “El Cangrejo” (the Crab), Raúl Castro’s grandson.

Ratcliffe’s message to the Cubans was that the CIA saw them as worthy adversaries and potential future partners. But he also told the Cubans that they were running out of time to make fundamental changes sought by Trump, implying that if Cuba failed to seize the moment, it could be the next Venezuela. The speed with which Trump successfully toppled one of Cuba’s closest allies — Nicolás Maduro, Venezuela’s leader — and seized control of Venezuela’s oil resources had led some of Trump’s hawkish advisers to believe that the current Cuban government could be gone by the time of the midterm election in the United States in November, people familiar with the debate inside the administration said. But despite a crippling oil embargo imposed by the United States, the Cubans have proved to be resilient, and Trump’s drawn-out war with Iran soaked up the administration’s limited resources and attention. While the Cuba hawks advising Trump still think the administration will eventually devote the resources and attention necessary to bring down the Cuban government, they now acknowledge in private that this is likely to happen only once the war in Iran has finally concluded. During much of the Cold War, the CIA maintained a relatively small station at the U.S. Embassy in Havana, in part because the agency knew that the Cubans were incredibly effective at surveilling U.S. officers there. That made it extremely difficult, if not impossible, for them to recruit and meet with assets on the island. The U.S. government’s level of interest in Cuba diminished in the 2000s as the CIA was directed to focus its financial, human and technical resources on the wars in Iraq and Afghanistan and other suspected terrorism havens. Then, during Trump’s first term, after a number of CIA officers in Havana reported being afflicted by a mystery illness, which later became known as Havana syndrome, the agency shuttered its station on the island. The CIA station in Havana was reestablished in 2024, toward the end of the Biden administration, but the officers there still had a difficult time operating because they were under near-constant surveillance and their movements were restricted.

After Trump’s Board of Peace made a plan for Gaza, the bombings grew worse By ISABEL KERSHNER and ADAM RASGON

dia Tuesday that Israel would not pull back from its current positions in Gaza before Hamas had completely disarmed. Hamas, for its part, has long touted armed struggle against Israel as the core of its ideology. The group’s weapons have helped it keep power in Gaza, though Hamas has said it is willing to hand over the administration of the territory to a committee of Palestinian technocrats working under the Board of Peace’s supervision. Palestinian analysts said Israel’s continued airstrikes in Gaza strengthened Hamas officials’ argument that Israel will press its military campaign even if the group agrees to disarm.

S

oon after President Donald Trump announced a new plan last week to deliver peace and security in the Gaza Strip, the Palestinian enclave instead experienced a spike in deadly Israeli bombings, which threatened to undermine hopes for long-awaited progress. On Sunday, Israeli strikes killed 18 people, according to the health ministry in Gaza, making it one of the deadliest days there since a troubled ceasefire came into force in October. Gaza Health Ministry data from the conflict does not distinguish between civilians and combatants. Israeli strikes a day earlier killed at least two people and damaged warehouses for medical supplies, Palestinian officials said. And on Monday, the Israeli military struck a car on a beachside road, killing two, according to officials in Gaza. No new Israeli strikes have been reported in Gaza since Monday evening. With many of the plan’s details still unclear, including a timetable for the Hamas disarmament at its heart, the 15-point plan released by Trump’s Board of Peace — which also calls for an Israeli withdrawal and a new administration in Gaza — risks being undone before the specifics are worked out. On Monday, a spokesperson for the Israeli prime minister’s office, Doron Spielman, pushed back against the terms of the agreement, which Israel had not signed. “The version that has been made public does not reflect Israel’s positions,” he said in a statement. He added, “Israel has conveyed its comments and concerns on the proposed framework to our American counterparts.” He said the concerns centered on the issue of Hamas disarmament. Nickolay E. Mladenov, a veteran Bulgarian diplomat who is the Board of Peace’s high representative for Gaza, leveled rare criticism at Israel over its attacks. “Two days of strikes across Gaza have killed civilians and destroyed medical supplies that people depend on,” he said in a statement posted on social media Sunday. He said that the attacks came after “intense efforts” by the mediators to reach a deal and that he and his team were “working around the clock with the parties, mediators and regional partners to deescalate.” In a joint statement Monday, three countries that have served as mediators — Qatar, Egypt and Turkey — condemned what they described as “the ongoing Israeli violations” in Gaza. Hamas said in a statement that “entire families” were wiped out Sunday, and it accused Israel of “a deliberate escalation” aimed at blocking the plan.

Palestinians attend the funeral of 112 members of the Hassayna and Abu Sharia clan, who were killed in an Israeli strike in 2023 and whose remains were recovered from beneath the rubble, according to Gaza’s Civil Defense, in Gaza City, Aug. 4, 2026. Soon after President Trump announced a new plan last week to deliver peace and security in Gaza, the Palestinian enclave instead experienced a spike in deadly Israeli bombings, which threatened to undermine hopes for long-awaited progress. (Saher Alghorra/The New York Times) The Israeli military has said that its strikes in recent days have targeted Hamas fighters and weapons infrastructure. It also said it had taken steps to mitigate harm to civilians. Since the October ceasefire, Israel has steadily stepped up attacks across the Gaza Strip. In July, the military carried out almost daily strikes and named at least 50 militants it said it had eliminated, including what it said were Hamas members who had participated in the Oct. 7, 2023, assault on Israel that killed about 1,200 people. That attack ignited the war in Gaza, which has left more than 70,000 dead, according to officials, and much of the enclave in ruins. On Tuesday, a mass funeral was held in Gaza City for 112 people whose bodies had been pulled from the rubble in recent weeks, according to Mahmoud Bassal, a spokesperson for the civil defense, which operates under the Hamas-run interior ministry. Michael Milshtein, an Israeli analyst and a former Israeli military intelligence officer specializing in Palestinian affairs, said it was “no coincidence” that Israel had recently increased its pace of attacks. Israel was either showing it did not care about the agreement, he said, “or there was a fear that the point may come where the United States tells Israel to stop” and the military was striking while it still could. On Sunday night, Mohammed Dahlan, an

influential Palestinian exile and a confidant of the president of the United Arab Emirates, wrote on social media that Jared Kushner, a son-in-law and an aide to Trump, had provided assurances that he reached an agreement with Israel that it would cease its strikes. But shortly thereafter, he edited the post, deleting the reference to an agreement, and said Kushner had conveyed he was “working with the Israeli side to stop the attacks on Gaza.” Negotiators on the Board of Peace described the new agreement with Hamas, announced by Trump last week, as a “road map” intended to cement the fragile ceasefire, disarm Hamas, secure a complete Israeli withdrawal from Gaza and enable a return to normalcy for the population and the start of reconstruction. But key questions immediately arose over whether Hamas and Israel would carry out the agreement. According to the text, the parties were given two weeks to determine a schedule, which an international verification committee could extend. Stark differences have already emerged over sequencing, among other issues. The agreement with Hamas stipulates that Israel must initially fulfill its obligations under the October ceasefire deal, which called for an immediate suspension of Israeli attacks. Israeli Prime Minister Benjamin Netanyahu had pledged total victory over Hamas, along with its dismantlement. He said on social me-

Hamas now says it agreed to relinquish its “heavy weapons,” in part on condition that Israel commits to halting attacks and withdrawing. The group has found itself with few regional allies, and most of its senior leaders in Gaza have been killed. In an Instagram post Tuesday, Netanyahu said, “We’re not withdrawing from our current lines until Hamas is totally disarmed.” Spielman said that over the past eight months, according to Israeli intelligence, “Hamas has used the ceasefire to rearm, recruit thousands of additional terrorists, rebuild its military infrastructure and prepare for further Oct. 7-style massacres.” The 15-point plan has left elements of disarmament vague. It calls for a “gradual, sequential and timebound manner” for decommissioning and storing heavy weapons, with the timetable yet to be determined. The agreement, however, adds that, at the “end of the process,” only the National Committee for the Administration of Gaza, the group of Palestinian technocrats hoping to take over governing under the Board of Peace’s administration, will “hold, control or store weapons in Gaza.” No weapons will be handed to Israel or non-Palestinian parties. The Board of Peace has tried to downplay the differences. After Mladenov and other board members met Monday with Netanyahu, the board said in a post on social media that it and Israel “share a common understanding of the ultimate objectives.” “The goal is clear and is not in question: the complete decommissioning of weapons in the Strip and the transition away from rule by the gun to civilian governance,” the board’s statement said. It added, “Reaching it will be a process.” In Gaza, residents expressed doubts that Israel and Hamas would carry out the agreement, stoking fears the population could be left in limbo indefinitely.

Bessent declares widening gap between rich and poor ‘dead’ By ALAN RAPPEPORT

T

reasury Secretary Scott Bessent downplayed the impact of inflation on lower-income Americans, declaring this week that the “K-shaped” economy — shorthand for the divergent fortunes of the rich and poor — is a thing of the past. The comments came at a moment when consumer sentiment remains low and voters continue to give President Donald Trump negative marks on his handling of the economy. With midterm elections in just three months, Bessent has continually tried to talk up the economy. But despite promises of lower prices, the U.S. has continued to confront inflationary pressures that have been amplified by tariffs and the war in Iran, which has increased the cost of gasoline. Bessent suggested that those economic concerns are overblown. “I got sick of hearing about this K-shaped economy,” Bessent said on CNBC on Tuesday. “I can say here definitively, the K-shaped economy is over.” The Treasury secretary said that the economy is now no longer K-shaped but is forming the letter “C” — with wage gains among the bottom quarter of earners starting to outpace gains among the top fourth of earners. Dismissing downbeat consumer sentiment as a function of misinformation about the economy, Bessent said that Americans would soon start experiencing relief as a result of the tax cuts that Republicans enacted last year, a message he and other administration officials have been delivering for months. The Treasury Department did not respond to a request for comment explaining which set

Treasury secretary Scott Bessent testifies before the Senate Finance Committee on Capitol Hill in Washington, June 3, 2026. Despite data to the contrary, the Treasury Secretary made the case that the K-shaped economy — shorthand for the divergent fortunes of the rich and poor — no longer exists. (Haiyun Jiang/The New York Times) of wage data Bessent was referring to. However, the U.S. economy has for years confronted historically high levels of wealth inequality that will not easily be reversed by small improvements to wage growth at the bottom of the income scale. This week, the S&P 500 hit a record high — a boon to investors and corporate America that Trump hailed Wednesday during a speech in Nevada. “The stock market has set 74 all-time highs just since our short time that we’ve been

back,” Trump said of his second term. “The typical American 401(k) is up much more than $30,000 and setting records day after day, week after week.” Yet consumers remain on edge and the Trump administration risks making the same political mistake that the Biden administration made by downplaying concerns about inflation and the cost of living. The war with Iran has slowed the economy this year, and Trump has not delivered on his promise to lower prices. On an annual basis, inflation is up 3.7%, well above the central bank’s long-term target of 2%. Inflation in the second quarter was especially high. Rising prices, particularly for gasoline, hurt low-income households the most. At the same time, signs of economic strength such as the surging stock market tend to enrich wealthy investors. While wages are an indication of the trajectory of the economy, many economists look at consumption data and other measures to illustrate how Americans are faring. A Moody’s Analytics analysis in June argued that the K-shaped economy is firmly intact because the top 20% of earners accounted for nearly 60% of spending, outpacing inflation, in the first quarter of this year. Spending by the bottom 80% fell short of inflation. “No wonder most Americans are upset with their financial situations and the broader economy,” said Mark Zandi, chief economist of Moody’s Analytics. Although some analysts contend that Zandi’s methodology exaggerates the spending gap, other studies confirm the overall picture that the K-shaped gap between the richest and the poorest remains intact.

A report by the Bank of America Institute, which relies on customer deposit account data, found that after-tax wage growth in April increased 6% compared with the same month a year earlier. That was the highest rate of growth since 2021. With wage growth for low-income earners increasing by just 1.5% that month, the gap between the top and bottom ends of the income scale was the largest since 2015. The National Retail Federation said last week that it was encouraged that spending among high- and low-income earners on discretionary items, rather than nonessential staples, was holding up well in 2026 despite shaky consumer sentiment. However, the industry group expressed concern that the trend might not hold up for the rest of the year. “As long as gas prices remain high, softening wage growth coupled with sticky inflation mean that the second half of the year might not be as rosy as the first half,” said Mark Mathews, chief economist at the National Retail Federation. Bessent previewed the case that the Trump administration will be making to Americans this fall, highlighting the new measures that exempt taxes on tips and overtime for some workers and deductibility of auto loans. A steadying labor market has also improved the finances of many low- and moderate-income households. “We think that the American people will be feeling that over time,” Bessent said. Although the provisions that Bessent mentioned are targeted at lower-income Americans, most of the 2025 tax law benefited corporations and the rich. According to the Tax Policy Center, nearly 60% of the tax benefits go to those with annual incomes of about $217,000 or more.

Odysseus wasn’t real. But he had real worshippers in ancient Ithaca. By FRANZ LIDZ

F

or nearly 3,000 years, Homer’s “The Odyssey” has reigned as literature’s ultimate road trip. It’s a sweeping tale of a displaced king who fights wrathful gods and sea monsters to reclaim his throne on the Ionian island of Ithaca. It has at least 60 translations into English alone and more than three dozen film interpretations, including Christopher Nolan’s blockbuster version, which hit theaters worldwide last week. Was the crafty monarch who dreamed up the Trojan Horse a fleshand-blood ruler or just a figment of Homer’s imagination? Modern scholars generally view the epic poem as folklore. But in recent years, archaeologists working in Ithaca have found evidence that the ancients viewed the story quite differently. High on a rocky ridge, scientists have uncovered what might be antiquity’s most devoted fan club: the ruins of a sprawling, 2,400-year-old sanctuary with details suggesting that King Odysseus was a figure of local worship. The partly standing complex is carved directly into the terraces of Mount Exogi and has long been known locally as the School of Homer. Archaeologists have poked into the site for more than a century but largely dismissed any relation to “The Odyssey.” An 1878 excavation at the outcrop found little to match the vivid descriptions in Homer’s text. Since 2018, however, Giannos G. Lolos, an archaeologist at the University of Ioannina, in Greece, has led excavations at the site, building on systematic digs that were conducted there from 1994 to 2011. In a statement last summer, the Greek Ministry of Culture described major discoveries from the site, including a grand ceremonial hall, what may have been a strategic watchtower and an intact cistern built in the Mycenaean style. Locals have long wondered if the ruins were the foundations of Odysseus’ Mycenaean palace. But Lolos noted that his team had found nothing to indicate that the surviving parts of the complex dated as far back as 1200 B.C., when Odysseus’ travels would have taken place. Nonetheless, the ruins bridge the gap between ancient poetry and historical reality. To the Greeks of antiquity, Odysseus was real enough to command deep, abiding reverence. “What these new pieces help us understand isn’t the Bronze or Iron Age era of Homer,” said Rachel Kousser, an archaeologist and art historian at the City University of New York who was not involved with the project. “Instead, it is the way that the Hellenistic Greeks created an imagined Homeric past.” The Odysseion The School of Homer, which archaeologists refer to as the Odysseion, dates to about the third century B.C., roughly 500 years after Homer composed his epics, and a full millennium after the hero supposedly began his disastrous commute home from the war. Deep in the soil of the Odysseion, Lolos and his colleagues discovered a remarkable trove of polished black cups, jewelry and private prayer vessels. But the true treasure lay in thousands of shattered pottery fragments. Among them were roof tiles etched with Latin and classical Greek, suggesting this remote site was a surprisingly cosmopolitan hub. The team found more than 100 bronze and silver coins minted in citystates across the Hellenistic and Roman worlds. “It points to a constant flow of sailors, merchants and pilgrims, even from far distant places, to the Odysseion of Ithaca,” said Christina Marabea, an archaeologist at Hellenic Open University in Patras, Greece, and a researcher on the site. In 2022, Marabea collaborated with Lolos and other scholars on a paper titled “Emerging Evidence for Neolithic Ithaca” that was published

in the Journal of Neolithic Archaeology. On three separate tiles, the name Odysseus was stamped or inscribed into the clay. One translates to “of Odysseus,” implying that the mythical hero owned the grounds. Another reads “to Odysseus” — a direct gift to the king himself. These rites were not reserved solely for the wayfaring hero. Across the excavation site, archaeologists found dozens of spindle whorls and pear-shaped loom weights — the everyday tools of a time-honored craft. To Marabea, their presence strongly suggests that women played a leading role in the rituals. She believes that these female worshippers may have been venerating the clever king’s equally resourceful wife, Penelope, who used her loom to keep suitors at bay. A Vast Collective Memory Although Homer’s tale was not inspired by a real Odysseus, historians say, it did immortalize a vanished era of gritty Bronze Age chieftains who raided overseas, ruled enormous stone citadels and controlled wide trade networks from 1700 to 1050 B.C. And the myth of Odysseus helped inspire a powerful religious phenomenon known as the hero-cult. By the eighth century B.C., these regional sects had grown so dominant that when Athenian lawgiver Draco drew up the city’s first legal code, he didn’t just mandate punishments for mortals — he legally required citizens to honor local heroes alongside the Olympian gods. “The kings lived in palaces across the region and were buried in grand beehive-shaped tombs with splendid armor,” said Daisy Dunn, a classicist and the author of “The Missing Thread: A Women’s History of the Ancient World.” Homer describes Odysseus as wearing a boartusk helmet; archaeologists have indeed found splinters of boar ivory in some graves. Nearly as much debate surrounds the author of “The Odyssey.” Seven Mediterranean cities have fought for the bragging rights to Homer’s birth, a bitter rivalry captured by 16th-century playwright Thomas Heywood: “Seven wealthy towns contend for Homer dead / Through which the living Homer begged his bread.” Other scholars argue that “The Iliad” and “The Odyssey” are simply too far apart in style, tone and worldview to have ever burst from a single mind. Today, mainstream academic opinion lands squarely in the middle: There was not one Homer but a long line of them. The masterworks we read today were not cooked up by a solitary genius. Rather, around the eighth century B.C., just as Greece was tweaking the Phoenician alphabet to build its own writing system, the texts were stitched together from a vast collective memory. In this telling, the tales are centuries-old anthologies. They were shaped by so-called rhapsodies, roving oral entertainers who plucked sagas from the mists of time, constantly reinventing them to keep their own audiences hooked. But not everyone agrees. “I feel no shame in saying I believe there was one Homer, even if that wasn’t his actual name,” Dunn said. “‘The Iliad’ and ‘The Odyssey’ are just so well-structured, so well-paced, that it feels like one person has really thought through their development.” She envisions Homer not as a passive relic, but as an active architect of the written word, a master editor racing to capture a fleeting world before it slipped into silence. No Place Like Home After 20 years of brutal warfare and aimless drifting, King Odysseus finally made it home to Ithaca. Or did he? Even ancient historians had their doubts. In the third century B.C., the geographer Eratosthenes urged readers not to take “The Odyssey”

photo provided by Christina Marabea, an archaeologist at Hellenic Open University in Patras, Greece, shows the interior of the built underground spring chamber at the Odysseion in Ithaca. The ruins of the sprawling, 2,400-year-old sanctuary boasts details suggesting that King Odysseus was a figure of local worship. (Christina Marabea via The New York Times) too literally. “You will find the scene of the wanderings of Odysseus when you find the cobbler who sewed up the bag of the winds,” he wrote wryly. For generations, the map has refused to fit the myth. In “The Odyssey,” Ithaca is described as a low-lying sanctuary sitting farthest to the west, where the sun sets into the gloom. Yet the modern Greek island bearing that name is decidedly mountainous, and it sits stubbornly to the east of its neighbor, Cephalonia. A long-running theory proposes that a Bronze Age channel once separated the Paliki peninsula from Cephalonia, making it a distinct island, a notion supported by researchers for decades. But 20 years of geological research yielded no evidence for this channel, prompting a reinterpretation by scholars. In an article published July 5 in the online journal Antigone, James Diggle, a classicist, and John Underhill, a geologist — and authors, with Robert Bittlestone, of “Odysseus Unbound: The Search for Homer’s Ithaca” — propose that early translators and mapmakers misunderstood the poet. A strict, literal reading of the original Greek text, they note, never identifies Ithaca as an island but rather in terms more suggestive of a peninsula. The recent findings at the Odysseion may point the dispute back toward tradition. According to Lolos, the excavations strongly validate modern Ithaca as Homer’s true Ithaca. He contends that the description “lying low and far to the west” was born of poetic perspective, not literal cartography. Seen from the sea, Ithaca’s coastline mirrors Homeric vistas. Lolos said the strongest proof of the island’s mythic past were the artifacts retrieved from its soil. For instance, a fragment of a late Hellenistic clay prayer mask, scratched with a blunt vow to Odysseus. Or a small bronze bust, found in 1904, that echoes the hero’s signature capped silhouette from antique Ithacan coins. Or a late third-century B.C. decree that was recorded and preserved on stone walls in Magnesia (what is now western Turkey): It was issued by the people of Ithaca and explicitly names the Odysseia, an athletics and cultural festival held to celebrate the king. These objects do more than reshape archaeological timelines; they tie literature to landscape. For those who lived there, Lolos notes, modern Ithaca was indisputably home. Myth, it turns out, may just be history waiting to be dug up.

Gold & silver assured for islanders in table tennis mixed doubles By THE STAR STAFF

T

he Puerto Rican delegation earned several medals and qualifications for finals, and turned in standout performances across multiple disciplines on Wednesday at the 25th Central American and Caribbean (CAC) Games (Santo Domingo 2026). Artistic gymnastics led the day with three medals for Puerto Rico. Nelson Alberto Guilbe Morales claimed gold on the pommel horse, Francisco Ismael Vélez Beléndez added an-

other gold on the rings, and José Antonio López Martínez won bronze in the floor exercise. With those results, Puerto Rico brought its gymnastics medal tally to four: two gold, one silver and one bronze. The island delegation added four more medals in track & field. Alysbeth Félix claimed gold in the long jump, Víctor Ortiz won silver in the 5,000 meters, Paola Vázquez took bronze in the 100-meter hurdles and Carlos Vilches added another bronze in the 1,500 meters following a disqualification that altered the official result. Félix also ended the day as the provisional leader in the women’s heptathlon. The men’s handball team secured at least a silver medal by defeating Mexico 32-31 and qualifying for the final, while the women’s volleyball team beat Mexico in straight sets to advance to the semifinals. In table tennis, Puerto Rico guaranteed both the gold and silver medals in mixed doubles, setting up a final between the pairs of Adriana Díaz and Ángel Naranjo against Brianna Burgos and Steven Moreno. Additionally, Enrique Ríos, Steven Moreno and Ángel Naranjo advanced to the Round of 16 in the men’s singles tournament. In boxing, Stephanie Piñeiro advanced to the 70 kilogram (kg) final, securing at least a silver medal, while Coralis Cruz won bronze in the 57kg category. In weightlifting, Asia González claimed the bronze medal in the 53kg division. A pair of Puerto Rico skateboarders, meanwhile, won gold and silver for their first-ever medals at the CAC Games. Thirteen-year-old Esmeralda Butler took gold in the women’s street event with a score of 109.97, while Gabriel Lavallee locked up the silver medal in the men’s competition by posting a score of 140.22. Both athletes concluded their participation by winning In other events, several sailing competitors held podium positions heading into the final day, shooting wrapped up its penultimate day of action, and Puerto Rico fell 9-3 to Nicara-

gua in the baseball Super Round -- a result that complicated the island team’s hopes of contending for the gold medal. As of Thursday morning, Puerto Rico was in sixth place in the medal count -- ranked according to gold medals won -- with 88 total medals (23 gold, 28 silver, 37 bronze). The Dominican Republic, with 98 total medals (24 gold, 21 silver, 53 bronze), took over fifth place. Mexico led the count with 316 total medals (139 gold, 92 silver, 85 bronze), followed by Colombia (209 total, 69 gold, 77 silver, 63 bronze), Cuba (116 total, 40 gold, 33 silver, 43 bronze) and Venezuela (150, 25 gold, 48 silver, 77 bronze).

Puerto Rico drops to 0-2 at U17 Pan American Cup in Guatemala By THE STAR STAFF

P

uerto Rico fell 0-3 (14-25, 23-25, 17-25) to the United States at the Boys’ U17 Pan American Cup in Guatemala City, Guatemala on Wednesday. The island team showed moments of resilience -- particularly in the second set -- but lacked consistency of play when needed to halt the opponent’s momentum. “We didn’t play our best match, but that’s part of the sport,” Team Puerto Rico libero Adrián Figueroa said. The United States dominated the first set with an effective attack and solid net play. Puerto Rico responded better in the second set, keeping the score close and capital-

izing on their opponent’s errors, although the Americans reasserted their game during the decisive points. In the third set, several unforced errors by Puerto Rico allowed the United States to take an early lead and control the remainder of the match. In team statistics, the United States led in attacks (37-23), blocks (6-2), and serves (42). Puerto Rico committed 15 service errors, while the United States recorded 13. Alejandro Guadalupe was Puerto Rico’s top scorer with 10 points, tying Logan Flores of the U.S. for the match high. The United States improved to 2-0, while Puerto Rico fell to 0-2. Puerto Rico was to play Mexico on Thursday afternoon in the final round of Group B play.

Host cities claim FIFA still owes them money By ADAM CRAFTON / THE ATHLETIC

U

.S. host cities for the 2026 World Cup are chasing FIFA for millions of dollars that they believe they were promised by soccer’s governing body, which have so far gone unpaid. Before the Club World Cup in 2025, held in the United States, FIFA President Gianni Infantino announced that FIFA would make a contribution of $1 million to each of the 11 cities across the country that were hosting matches during the club tournament. This was described as a “legacy contribution,” and he said the funds would be used to build mini-fields and support “social projects.” After Infantino’s announcement, the U.S. cities scheduled to host games in 2026 asked if they would receive the same $1 million contribution for the more substantial and costly role of hosting multiple games across 39 days during the World Cup. According to four executives at U.S. host city committees, all of whom asked to remain anonymous to protect relationships, FIFA management repeatedly assured the cities that they would receive the same $1 million contribution toward legacy, despite no public statement ever being made by the organization. The World Cup host cities in the United States were Seattle; the San Francisco Bay Area; Los Angeles; Dallas; Houston; the Kansas City, Mo., area; Atlanta; Philadelphia; New York-New Jersey; Miami; and Boston. The four executives said this promise was made verbally by members of FIFA’s senior management, and reiterated to cities in meetings, but the money has not been paid, meaning several cities are now asking FIFA staff for updates on the payments. FIFA declined to comment when contacted by The Athletic.

U.S. host cities for the 2026 World Cup are chasing FIFA for millions of dollars they believe they were promised by soccer’s governing body which have so far gone unpaid. (Christopher Smith/The New York Times)

The challenge is exacerbated for the cities as some of the host committees are now winding down operations after the tournament, meaning it is not easy to work out the vehicle that would be best placed to benefit from the payments. Others are seeking to draw up financial reports to their jurisdictions and authorities but do not have certainty over whether to include the payments. Two host city executives told The Athletic they found it difficult to understand how FIFA, an organization that celebrated revenues in excess of $15 billion for the revenue cycle 2023 to 2026, would be stalling or being noncommittal on these relatively minor payments to cities that subsidized its tournament and helped FIFA maximize returns. FIFA’s operating budget for the tournament was around $2.7 billion. It is now just one of the mounting issues on the desk of Infantino, who is under siege from the European soccer confederation, UEFA, and some of its global counterparts after the downfall of his plot to sell a stake in FIFA’s competitions and events to private investors. The U.S. taxpayer contributed hugely to the direct and indirect costs of the 2026 tournament, with the expenses easily into the billions, as costs spread across security, transportation, logistics and operations. FIFA took the vast majority of the revenue from World Cup ticketing, media rights, sponsorship, concessions and parking, while cities were responsible for the bulk of the costs related to transportation, safety and security, extending beyond the stadium to FIFA Fan Fest locations, airports and even vehicles used in the competition. As a case study, the Kansas City host committee for the World Cup said it has received $42.5 million from the state of Missouri, $28 million from the state of Kansas, $14.8 million from Kansas City, Missouri, and a further $1.5 million from other public sources, totaling $86.8 million of public investment. Then there was $59.52 million in federal security assistance, as well as $13.3 million in federal grants for transportation. There are also private donations, which the host committee, a nonprofit overseeing transportation, logistics and the Fan Fest during the World Cup, would not disclose. The state of Missouri, in seeking to entice FIFA to choose Kansas City as a host venue, also opted to waive state and local sales taxes on World Cup tickets. According to a pretournament analysis by The Athletic, this means a further $15.6 million was left on the table, a figure that was probably higher, as it did not factor in hospitality pricing. The host city obligations also included special access traffic line and police escorts for FIFA-designated VIPs, six-figure costs of making “clean stadiums” and wiping any signs of non-FIFA branding, as well as the additional $13 million injection to ensure MetLife Stadium had a field worthy of hosting the World Cup final July 19. The lead-up to the tournament was often a story of mounting costs and mounting frustration at just who was footing the bill for the biggest sports event on the planet, but FIFA and host cities argued that there would be a huge return for the United States via the economic impact of tourism and events across the country, with FIFA often championing a report that claimed $30.5 billion would be injected into the U.S. economy.
