ropical Storm Dolly formed on Thursday over the central tropical Atlantic and could bring heavy rains to Puerto Rico between Sunday and Monday, the National Hurricane Center reported. At 11 a.m. Thursday, the center of Dolly was located near latitude 13.6 degrees north and longitude 38.7 degrees west, some 1,555 miles east of the Lesser Antilles. It had maximum sustained winds of 40 miles per hour and was moving westward at 24 miles per hour. The National Hurricane Center forecast that Dolly would continue its rapid westward movement through Friday and approach the Lesser Antilles during the weekend. Although little change in intensity was expected through early Saturday, the forecast indicated that Dolly will degenerate into a tropical wave before reaching the Lesser Antilles. However, moisture associated with the system could begin producing heavy rains in the Lesser Antilles between Saturday night and Sunday, and subsequently reach the Virgin Islands, Puerto Rico and Hispaniola between Sunday and Monday.

Fiscal board extends access to Emergency Reserve for drought response through Sept. 10 By THE STAR STAFF

ith close to half of the island now in a state of extreme drought, the Financial Oversight and Management Board has approved a 21‑day extension granting the Puerto Rico government continued access to the Emergency Reserve to fund response measures tied to the island’s ongoing drought emergency. The authorization, issued Wednesday, allows eligible expenditures through Sept. 10. According to the weekly update from the Drought Monitor issued Thursday, extreme drought conditions have spread to cover 44.5% of Puerto Rico, while 75.2 percent of the territory is experiencing some level of drought. Data valid as of Tuesday indicate that the extreme drought category -- D3 -- now covers the largest area of ​​the island, primarily in the southwestern, southern central and eastern regions. Another 22.2% of the territory is under severe drought, and 8.6% is under moderate drought. An additional 7.7% is experiencing abnormally dry conditions. The oversight board’s decision follows a request submitted by Office of Management and Budget (OMB) Executive Director Orlando Rivera Berríos on behalf of Gov. Jenniffer González Colón, seeking additional time to process pending expenses related to Executive Orders OE‑2026‑035 and OE‑2026‑036. Those directives, signed July 31, declared a state of emergency due to declining

rainfall and reservoir levels and activated a coordinated interagency response that includes water conservation measures, potable water distribution and deployment of mobile purification systems. In an earlier authorization dated Aug. 5, the oversight board granted 15 days of access to the Emergency Reserve, which expired Aug. 20. During that period, the OMB reported $7.5 million in eligible expenditures, with an additional $18.7 million still under review. Other costs remain undetermined pending completion of procurement processes. The newly approved extension -- covering Aug. 21 through Sept. 10 -- permits up to $18.73 million in emergency spending, limited to immediate‑action needs and subject to the OMB’s pre‑authorization procedures. The oversight board emphasized that no disbursements will be allowed after the period ends unless the government formally requests and receives another extension. Executive Order OE‑2026‑036 outlines the emergency measures currently underway, including tanker‑truck water deliveries, temporary distribution centers, and logistical support to safeguard essential public services and public health. The oversight board reiterated that the Emergency Reserve is intended for extraordinary events beyond the government’s control, particularly when federal assistance is unavailable or delayed. It also noted that once the access period closes, the OMB must submit a detailed accounting of all emergency expenditures.

Water & power agencies tell Senate they can’t support Esencia’s demands By THE STAR STAFF

uerto Rico’s water and power authorities told lawmak‑ ers Thursday that they lack the capacity to meet the massive water demand of the proposed Esencia luxury development in Cabo Rojo, a disclosure that immediately raised questions about how the project’s land‑use consultation was approved in the first place. During a public hearing of the Senate Committee on Innovation, Reform and Appointments, the Puerto Rico Aq‑ ueduct and Sewer Authority (PRASA) and the Puerto Rico Electric Power Authority (PREPA) reiterated that their exist‑ ing systems cannot supply the project, which would span some 1,942 acres (more than 2,000 cuerdas) of land. Senate President Thomas Rivera Schatz said the testimony directly contradicts the Office of Permit Management (OGPe), which cleared the project’s location consultation. “They are presenting the official position of each agency,” Rivera Schatz said after the hearing. “Both made clear there is no available infrastructure to supply water to this project. They said Esencia would have to provide its own water.” PREPA’s written testimony stated that the Lajas Valley irrigation system “does not have available hydric capacity for new demands,” noting that its resources are already committed to agriculture and PRASA’s stable water system. PRASA echoed the warning, saying its infrastructure “does not have the capacity to supply the project’s demand.”

Esencia’s initial proposal sought 1.253 million gallons per day from the Betances filtration plant, which PREPA says is fully supplied by the Lajas Valley. Developers later shifted strategy, proposing private infrastructure including a groundwater treatment plant capable of producing 1.5 million gallons per day, plus a wastewater treatment facility. They also left open the possibility of connecting to PRASA’s potable water system as an emergency backup. PREPA cautioned that relying on wells as the primary water source requires “detailed” evaluation, warning that the region’s aquifers already show signs of over‑extraction,

UPR workers ratify strike vote for next Tuesday By THE STAR STAFF

undreds of members of the University of Puerto Rico (UPR) Workers’ Union ratified a strike vote on Thursday; the strike is set to begin on Tuesday of next week if no agreement is reached with the university administration regarding the medical plan for physical plant employees. “The president’s demand for an additional month to evaluate compliance is neither reasonable nor acceptable,” union president David Muñoz said in a written statement. “The fact is that the documents regarding the process -with the insurer Triple S having been selected by the Union -- were delivered to the administration [earlier this month], which constitutes sufficient time for the required evaluation. If the new contract does not go into effect on September 1, we will implement the strike vote exactly as ratified by the membership via a voice vote during the Extraordinary Assembly held today.” The vote took place during an extraordinary assembly held at the UPR Central Administration facilities at the Río Piedras Botanical Garden. Muñoz presented a report to the membership regarding the meeting held Wednesday at the Department of Labor

with UPR President Zayira Jordán Conde and the legal teams from both sides. During the meeting, the union defended its right to negotiate a separate medical plan, in accordance with provi‑ sions it cites from its current collective bargaining agreement. Muñoz said the administration once again requested documents for the plan scheduled to begin on Sept. 1, even though the union maintains it had already submitted them on several occasions. The UPR set Oct. 1 as the deadline to complete another evaluation -- a proposal the union rejected. Muñoz described the extension as an act of bad faith aimed at delaying the effective date of the contract with Triple S. At Jordán Conde’s request, the union was set to submit the Triple S contract, the Delta Dental plan, and the TransCita agreement on Thursday, after amending them to include the president’s signature. “Triple S, the insurer selected by the union, saves the University more than $800,000 annually and maintains broader coverage compared to the institutional plan,” Muñoz stated. “The selection was made following an extensive evaluation of proposals received from Mapfre, First Medical, and Triple S, among other health insurers.” According to the union, the dispute regarding its

saltwater intrusion and limited recharge capacity. Additional pumping, the agency said, “could provoke degradation of the resource.” PRASA officials were equally blunt. When Rivera Schatz asked whether Esencia could rely on government systems, engineer Ann Ventura replied: “Our position is that our system does not have the capacity.” When pressed further, she confirmed: “Exactly, yes.” Environmental advocates seized on the testimony. Guarionex Padilla Marty, spokesperson for Defiende a Cabo Rojo, said the agencies’ statements validate community concerns that new wells could trigger catastrophic saltwater intrusion affecting ecosystems near Peñones de Melones. Lawmakers also questioned OGPe’s evaluation process. PREPA officials said they lacked access to the Single Business Portal during the project’s review because permit‑comment‑ ing responsibilities had been transferred to LUMA Energy. Even so, PREPA said it sent two letters to OGPe warning that water supplies were insufficient. The Tourism Company, which also testified, noted that Esencia’s access to more than $497 million in tax credits hinges on meeting multiple eligibility requirements, including proof of actual investment. Rivera Schatz said a second hearing will be held next Tuesday and expects OGPe, the Department of Natural and Environmental Resources and the project’s developers -- Three Rules Capital and Reuben Brothers, through Cabo Rojo Land Acquisition -- to appear. authority to select the medical plan reached the Bureau of Conciliation and Arbitration, while the university adminis‑ tration took the matter to court. U

.S. Attorney General Todd Blanche on Thursday defended President Donald Trump’s sweeping use of presidential pardons, insisting that the president exercises the constitutional power independently and does not seek his approval or guidance, even as Trump’s second‑term clemency record faces mounting criticism for its scale, bene‑ ficiaries and political overtones. Blanche, who visited Puerto Rico to highlight federal anti‑drug operations and support the U.S. Attorney’s Office following an 81‑person indictment, was asked directly whether Trump consults him before issuing pardons. Blanche responded unequivocally. “President Trump has a right and indeed an obligation under the Constitution of the United States to determine whether a pardon is appropriate,” he said. “He doesn’t need my permission, my clearance, or my views when deciding whether to issue a pardon.” Blanche added that he does not discuss pardons with the president and would not disclose any privileged communications. “I would never talk about communications I have with President Trump because they’re

His comments come amid intensifying scrutiny of Trump’s second‑term pardons, which analysts say have reached unprec‑ edented levels. According to former U.S. pardon attorney Liz Oyer, Trump has forgiven more than $1.5 billion in criminal debts, far exceeding the roughly $680,000 in financial penalties eliminated by President Joe Biden. The pardons have included disgraced

politicians, corporate entities and individuals convicted of large‑scale fraud. Trump issued the first presidential pardon to a corporation, HDR Global Trading Ltd., and erased $660 million in restitution owed by Trevor Milton, who had donated $1.8 million to Trump’s campaign -- a move a Cato Institute analysis described as “an impressive ROI,” or return on investment. Critics argue that the pattern suggests trans‑ actional or politically motivated clemency. The analysis cites cases in which individuals or their families raised substantial funds for MAGA causes before receiving pardons. In one instance, Trump publicly complained about a Texas congressman’s “lack of LOYAL‑ TY” after the lawmaker did not switch parties following a pardon. Blanche rejected the notion that Trump’s pardons undermine federal prosecutions, even as reporters pointed to cases where individuals were pardoned shortly after being sentenced by Trump’s own Justice Department. “The president takes his own counsel,” Blanche said, emphasizing that the Office of the Pardon Attorney does not constrain Trump’s decisions. During the press conference, Blanche focused heavily on federal anti‑drug efforts, describing Puerto Rico as a critical corridor

federal grand jury indicted 81 members of the “Los Baja Deo” organization on drug trafficking and firearms charges, while 70 of them were arrested on Wednesday during an operation in Mayagüez and nearby municipalities, the U.S. Department of Justice reported on Thursday. “This is the type of collaboration that saves lives. cate transnational criminal gangs and cartels do not stop at the U.S. border and extend to other locations in South America,” the attorney general added. “The Trump administration is committed to applying truly innovative and unprecedented approaches and partnerships to eliminate drugs, cartels, and violent crime.” Blanche said the operation complements efforts carried out in Ecuador, where agents from the Drug Enforcement Administration (DEA), together with Ecuadorian law enforce‑ ment and the Department of Defense, conducted an operation against the leadership of the Los Choneros and Los Lobos organizations. In total, 26 people were arrested, including four leaders of Los Lobos and two Mexican citizens. “These arrests reflect our commitment to removing violent gangs from our communities,” stated Héctor Ramírez Carbó, the acting U.S. Attorney for Puerto Rico. “The U.S. Attorney’s Office, together with our federal, state, and local partners, will continue to aggressively pursue these gangs that poison our communities with dangerous drugs wherever they oper‑ ate, and we will not rest until our neighborhoods are safe.” Issued on Aug. 19, the indictment charges the defendants with conspiracy to possess controlled substances with intent to distribute, drug possession and distribution, and firearmsrelated offenses.

According to the indictment, the 81 defendants belong to “Los Baja Deo,” also known as LBD. Authorities stated that the organization had been active in the western region for years, maintaining a steady supply of highly addictive and potentially lethal substances. Since 2021, the group has distributed at least 340 kilograms of fentanyl -- or drugs laced with the opioid -- and 2,200 kilograms of cocaine, in addition to heroin, crack cocaine, and marijuana, according to the indictment. Prosecutors estimated the revenue generated by these operations at over $49 million. As part of the investigation, agents seized 21 firearms. Another 21 defendants face an additional charge of pos‑ sessing weapons in furtherance of a drug trafficking crime. Several of the organization’s distribution points operated within a 1,000-foot radius of eight public housing complexes. The court document identifies those as Sábalo Gardens, Cuesta Las Piedras, Yagüez, Franklin Delano Roosevelt, Colombus Landing, Jardines de Concordia, Monte Isleño and Mar y Sol. Beyond those complexes, operations extended to neigh‑ borhoods and sectors such as El Maní, La Salud, Buena Vista, Liceo, Broadway, La Chorra, Balboa, París, La Quinta, Río Hondo, La Mineral, Villas del Oeste, El Seco, Río Cristal and Dulces Labios, as well as other nearby areas.

ICE agent released from Texas jail after Minnesota loses court fight By ERNESTO LONDOÑO and MITCH SMITH

A

n immigration officer facing state charges in connection with a shooting in Minneapolis was released from jail Thursday after Republican officials in Texas prevailed in an extradition battle with their Democratic counterparts in Minnesota. It is unclear whether the agent will ultimately answer those charges in court. The officer, Christian Castro of Immigration and Customs Enforcement, had been jailed for the last three months in Cameron County, Texas, while Minnesota officials sought to have him sent north to face assault charges related to a shooting in January that wounded a Venezuelan immigrant. Sheriff Manuel Trevino of Cameron County said Castro was released just before 7 a.m. local time. The case has tested the limits of state powers in an era of deep political mistrust. It is rare for federal agents to face state criminal charges for on-duty conduct, and the Trump administration has argued that the charges Minnesota prosecutors have filed against Castro are illegitimate. It is also exceedingly rare for one governor not to act on a request from another to extradite a criminal defendant, as Gov. Greg Abbott of Texas has done. Because Castro did not agree to leave Texas, where he lives, Minnesota officials needed Abbott to approve a request to extradite him. But Abbott, a Republican, has so far declined to act on the request from Gov. Tim Walz of Minnesota, a Democrat. Because Texas law limits detention in extradition cases to 90 days, Castro had to be freed Thursday.

(David Guttenfelder/The New York Times) Minnesota officials have said they were worried that Castro would flee to Mexico if he was released, and they filed a lawsuit asking a federal judge to force the Texas governor to act. But Abbott’s lawyers said he needed more time to determine whether Castro was eligible for extradition. The judge sided with Texas on Wednesday, finding that there was no proof that Abbott was acting in bad faith.

Castro was among the thousands of federal agents sent to Minnesota last winter as part of the Trump administration’s immigration crackdown, which resulted in violent clashes between agents and residents, thousands of arrests and three shootings. Castro was accused of shooting a Venezuelan man, Julio C. Sosa-Celis, on Jan. 14 after a long car chase and short foot pursuit with Sosa-Celis’ roommate. State prosecutors said Castro fired through the door of a home, striking Sosa-Celis in the leg. They charged Castro in mid-May in state court in Minneapolis with four counts of assault and one count of falsely reporting a crime. Castro, who returned to Texas shortly after the shooting, did not travel to Minnesota to face the charges. He was arrested in Texas in late May on a warrant from Minnesota. Castro has not publicly addressed the charges against him, and he did not respond to requests for comment through a jail messaging system in recent months. In the immediate aftermath of the shooting, federal officials backed Castro and accused Sosa-Celis and his roommate, who is also from Venezuela, of engaging in a sustained attack with a broom and a shovel. Days after the shooting, Sosa-Celis and his roommate were charged in federal court with assaulting a law enforcement officer. But federal prosecutors dismissed that case in February after investigators determined, based on a video of the encounter, that agents had likely lied about the events that led to the shooting. Federal officials have said they were investigating the agents involved in the shooting, though no federal charges have been announced.

West Point climate professor says he was fired for refusing to ‘defy science’ By MICHAEL C. BENDER and GREG JAFFE

A

fter 17 years of teaching science at West Point, Dr. Adam Kalkstein says he was suddenly ordered last year to cut from his curriculum information about the human causes of climate change, according to a new lawsuit filed against the U.S. Military Academy. The change was immoral and potentially illegal, Kalkstein says he told Brig. Gen. Shane R. Reeves, who at the time was dean of West Point. Instead of upholding Army values, Kalkstein said he felt like a liar and a fraud. Reeves stormed out of the room whenKalkstein declined a suggestion that he resign, according to the lawsuit. Six months later, the tenured professor was told his contract would not be renewed. Filed in the Southern District of New York, the lawsuit accuses West Point of breaking the law by violating Kalkstein’s First Amendment rights by forbidding him from teaching about human-driven climate change, an order that required him “to omit a massive, fundamental, essential component of the court and to defy science,” according to the suit. Spokespeople for the Pentagon, West Point and White House did not return requests for comment.

Michael Sussman, the lawyer for Kalkstein, said his client is a conservative Republican who believes the military needs to be taught the true causes of climate change when it comes to national security. In a letter to Defense Secretary Pete Hegseth, Kalkstein said understanding the causes of global warming was important not for social justice reasons but for things like competing with the Russians in the Arctic and knowing why sea ice was melting. “He is loyal to the cadets and the academy,” Sussman said about the professor. “And to his perspective, edicts that he can’t say what’s true in a classroom is beyond his tolerance and totally counterproductive.” Kalkstein’s lawsuit is the latest example of the Trump administration’s attempt to force conservative cultural changes on the education system. President Donald Trump has made frequent public statements dismissing scientific consensus on global warming, and his administration has categorized federal and international climate change programs as “woke, weaponized and wasteful spending” along with diversity, equity and inclusion initiatives and transgender policies. The administration has repeatedly targeted the military for cultural change. Last year the administration banned hundreds of library books at the U.S. Naval Academy that did not align with

Trump’s political agenda. Many of the books have since been returned, according to a Defense Department spokesperson. In May, Judge Cathy Seibel of U.S. District Court in White Plains, New York, ruled in favor of another West Point professor, Tim Bakken, the longest-serving law professor in the military academy’s history, who had sued over the school’s new restriction on expressing his opinions to students in the classroom on subjects he teaches. The latest lawsuit comes against the backdrop of a push by Hegseth to remake the service academies by dramatically scaling back the number of civilian professors and revising their curricula. A draft memo circulating inside the Pentagon this summer argued that the academies had been infected by “civilian academic norms” that were diluting the “focus on lethality.” The memo’s existence was first reported by CBS News. The memo argued that tenure had led the academies to elevate the “research priorities of the tenured academics” over the needs of the military. The memo also called for “a comprehensive review” that would examine the “operational relevance” of all course offerings at the academies. Hegseth in his 2024 book, “The War on Warriors,” bashed the academies as “Marxist-adjacent” institutions and blamed civilian professors for the shift.

EPA moves to curb public input on data centers By MAXINE JOSELOW

T

he Trump administration is moving to make it harder for communities to weigh in on proposed data centers, even as a backlash against the behemoth projects grows across the country. The Environmental Protection Agency plans to eliminate a federal requirement that states publicize and solicit public input on applications for air pollution permits for a range of industrial facilities, including new data centers and the power plants needed to run them. The move could prevent residents from raising concerns about — or even learning about — data centers before permits are approved and construction starts. Nearly 200 advocacy groups and more than a dozen states have voiced opposition to the change, making it the latest flashpoint in the national debate over the data centers powering the artificial intelligence boom. “People need to have a chance to have a say before they see bulldozers,” said Keri Powell, a senior attorney at the Southern Environmental Law Center, a nonprofit legal advocacy group. Tech companies are increasingly building their own gas-burning power plants to fuel energy-hungry data centers, sometimes in response to pressure to keep the facilities from raising electricity costs. But gas plants can release greenhouse gases that are driving climate change as well as harmful pollutants like particulate matter and nitrogen oxides, which can contribute to asthma, heart disease and other ailments in people living nearby. In some states, the permitting process is the only time the public is notified about plans for the plants. Carolyn Holran, an EPA spokesperson, said in an email that the proposal would “provide the state and local agencies most familiar with local issues the discretion to determine whether, when, and for how long to provide opportunities for public participation.” Holran said the move was intended to “responsibly speed up permitting, supporting American economic development and energy dominance. Our proposal does not alter

emission standards or weaken environmental protections.” In March 2025, EPA Administrator Lee Zeldin declared a top priority was to “make the United States the artificial intelligence capital of the world.” He has reframed the purpose of an agency that was established in 1970 to protect the environment and public health. The EPA has also proposed another sweeping change that would let developers start building data centers before their permits are approved. And it has exempted the gas plants that fuel many data centers from limits on pollutants that cause acid rain. The latest proposal would apply to industrial facilities that the EPA classifies as a “minor source” of air pollution. The category includes car repair shops, data centers, landfills, laundromats and steel mills. Environmentalists argue that the phrase “minor source” is misleading, since such facilities can emit up to 250 tons of hazardous pollutants per year, a significant amount from a public health perspective. “It is a misnomer,” said Jessica O’Donnell, a senior attorney at the Environmental Law & Policy Center, a nonprofit. Several “minor source” permits can have a large cumulative effect. In a part of Virginia called Data Center Alley, for instance, Amazon holds enough “minor source” permits to allow its backup generators to emit 4,200 tons of nitrogen oxides annually, roughly equivalent to the nitrogen oxides released by a medium-size coal plant in a year. Josh Weissman, Amazon’s director of data center delivery, said that backup generators made up less than 4% of regional nitrogen oxide emissions, adding that they did not run around the clock. “It is important to distinguish between what’s permitted and what’s actually emitted — being permitted for backup generation doesn’t mean those generators are running,” Weissman said in an email. Polls have shown a bipartisan revolt against data centers, with Democrats and Republicans alike citing concerns about noise, air pollution and energy and water usage. Governors in both parties have called for more public input on the

Spencer Cox, a Republican, has directed state agencies to provide “transparent, meaningful and thorough opportunities for public comment” on proposed data centers. Texas’ Republican Gov. Greg Abbott has paused approvals of permits for data centers until state regulators can audit their effects. And Pennsylvania Gov. Josh Shapiro, a Democrat, has required developers to craft “detailed community outreach plans.” “Even if the Trump administration is willing to limit local input, Pennsylvania will continue to conduct stringent review of all data center permits,” Will Simons, a spokesperson for Shapiro, said in an email. In a joint letter, Democratic attorneys general from 14 other states voiced opposition to the EPA proposal, though none of the states is a data center hub. Public comments on permits have sometimes influenced state officials. Last year, for instance, environmentalists wrote to Indiana regulators about a draft permit for Project Maize, an $832 million Google data center campus planned along Lake Michigan. Regulators then revised the permit, though they still approved it. (Devon Smiley, a Google spokesperson, said the project complied with all state and federal regulations.) The EPA is expected to finalize the proposal within the next year.

A question for the formerly woke: What exactly do you regret? By CARLOS LOZADA

T

here is a difference between changing your mind and shifting your tactics, between evolving in your views and abandoning them because they’ve become unpopular or politically perilous. When Rep. Alexandria Ocasio-Cortez, quoting a political ally, recently suggested to ABC News, with a laugh and a smile, that “Woke 1 was crazy,” she became the most prominent progressive figure distancing herself, whether subtly or overtly, from what is known as wokeism — from the stringent positions on race, policing, gender, identity, social justice and language that constituted progressive orthodoxy over the past decade or so. Ideas once upheld in doctrinaire terms, with dissenters dismissed as lazy (do the work) or inhumane (you literally don’t want me to exist), are now treated as an embarrassing phase, the gawky formative years of cultural and political progressivism. James Talarico, the Texas Democrat running for a U.S. Senate seat, has admitted that “there are some statements that I’ve made that I certainly regret,” and that some of his old comments may now seem “cringey.” (All this when a journalist asked him about his past assertion that God is “nonbinary,” a claim Talarico now says was “intentionally provocative.”) Some commentators on the left have joined in the revisionism, acknowledging, for example, that cancel culture may have occasionally gone too far and that, yes, elements of the woke agenda may appear silly in hindsight.

(If Woke 1 was really crazy, then Ocasio-Cortez, who called for abolishing prisons and adopted terms such as “menstruating person,” was a resident in good standing of the asylum.) So, before that time goes further down the memory hole, discarded as just one of so many vibe shifts, I have one question for the formerly woke: If you can dismiss it so casually now — all the defunding and abolishing, the BIPOCing and Latinxing, the canceling and decentering and my truthing — how much of it did you truly believe at the time? How much was conviction, how much was a pose, how much was groupthink, how much was fear? If you did believe it, jettisoning it now should take something more than a sheepish grin. If you didn’t believe it and yet declared it with such passion, with such pretensions to moral clarity, with such disdain for contrary perspectives, then the least you can do now is acknowledge that dissonance. You should explain the shift, not just explain it away. To expect intellectual accountability from politicians may be foolish, I know, and parties and movements are allowed and expected to evolve. The right, for instance, went from Barry Goldwater and the Reagan Revolution to Newt Gingrich and the Contract with America, to George W. Bush and compassionate conservatism, to the Tea Party and then to MAGA, with consistencies as well as discontinuities along the way. Not every politician must explicitly disavow what came before. But when political leaders reject not just an old ideology, but their own old ideology, one they embodied and upheld, the price of elision should be higher. In her interview, Ocasio-Cortez attributes the excesses of the woke era in part to the pressures of pandemic restrictions, saying that “of course, rhetoric in that time is not rhetoric that we would use today.” But that’s just a canny restatement of her shift, not an explanation for it. Would Ocasio-Cortez not use

the same rhetoric today because she no longer buys it — or because she can no longer sell it? I’ve long had concerns about the motivations and incentives inherent in culture war arguments. Culture wars are not primarily about debating issues, but about picking a side, joining a team. And the trouble with joining a team is that, inevitably, some teammates go further than you might want to go yourself. They stake out positions with which you may disagree or formulate tenets on topics about which you may know little. But you don’t want the other side to prevail, of course, so you go along, stridently upholding your team’s various positions and hunting down apostates. At a certain point, you’re no longer considering the issues; instead, you’re defending turf. Politicians on the pro-Donald Trump right have gone through their own version of this dance, whether excusing every corrupt and authoritarian impulse of their leader or leavening their public devotion with dutiful — and meaningless — offthe-record misgivings. Are they true believers or just fearful ones, legitimate loyalists or craven opportunists? The Trumpian right may evolve into an even more pernicious version of itself, or someday, too, its current enablers and supporters may smile and say MAGA just went a little crazy for a while. If they do, I can’t imagine the formerly woke letting them off so easily. In her interview, Ocasio-Cortez said she has not “ruled out” a run for the presidency in 2028 — and it is easy to link her revised ideological positions to that ambition. This is a “time of renewal” for the Democratic Party, Ocasio-Cortez said, explaining that “we are focused on everything from your healthcare to your grocery bill.” She called the party a “big tent” and affirmed that “our priority is the working class.” When the congresswoman, who is a member of the New York City chapter of Democratic Socialists of America, was asked about DSA calls to defund the Pentagon, abolish the police and the Senate and establish public ownership of essential industries, she replied that “people are less interested in these academic debates, and they’re more interested in how we’re going to bring their bills down and make sure that they can afford to see a doctor.” (That snub of academia is especially deft for a left that purports to respect science and expertise, and for a movement that propelled “intersectionality” and “white fragility” into the vernacular.) So, is this a Woke 2, focused on economic challenges for the working class, on affordability and healthcare, and leaving identitarian politics behind? It may well prove a more electorally palatable iteration, one that makes sense if the DSA-inflected Democratic Party aspires to national power. Whereas Woke 1 was accelerated by Trump’s initial rise to the presidency, his return to the White House made clear its political shortcomings. Ocasio-Cortez and the others have every right to seek out a new framework and message, to change their minds, if that is indeed what is happening. But before a Woke 2 takes over, let the proponents of its predecessor explain how and why they’re moving on. They should do the work.

AN JUAN – Un nuevo equipo de tomografía computarizada llegó al Centro de Salud de Vieques y será instalado durante los próximos días, mientras el Departamento de Salud coordina inaugurar la instalación a finales de septiembre, informó el jueves el secretario Víctor Ramos Otero. “Desde el primer día establecimos que este proyecto tenía que avanzar correctamente, no simplemente rápido. Eso significa cumplir con los procesos de adquisición, licenciamiento, seguridad, requisitos técnicos y demás disposiciones legales y regulatorias aplicables. Vieques merece una facilidad moderna, pero también una facilidad segura, debidamente equipada y operada conforme a los estándares que exige nuestro sistema de salud”, expresó Ramos Otero en declaraciones escritas. Durante la pasada administración se adquirió otro CT Scan que no pudo utilizarse para el propósito contemplado porque el nuevo Centro de Diagnóstico y Tratamiento (CDT) todavía no estaba

en operación y surgieron problemas relacionados con las especificaciones requeridas para instalarlo. La situación fue objeto de señalamientos de la Oficina del Contralor. Ese equipo permanecía sin uso y sin garantía en el Hospital Universitario Ramón Ruiz Arnau de Bayamón. Ante ese escenario, Salud renegoció la adquisición para que Vieques recibiera una unidad nueva, funcional y cubierta por garantía. Antes de ofrecer servicios diagnósticos, el aparato deberá pasar por los procesos de instalación, calibración, inspección, seguridad radiológica y las autorizaciones correspondientes, conforme a las especificaciones del fabricante. “Un equipo de esta naturaleza no se conecta y comienza a utilizarse de inmediato. Existen procesos técnicos y regulatorios que tienen que cumplirse para garantizar la seguridad de los pacientes y del personal. Esa es precisamente la diferencia entre simplemente comprar un equipo y ponerlo responsablemente al servicio de la ciudadanía”, sostuvo el titular de Salud.

En Puerto Rico, más de 5,400 personas mantienen balances de entre 25, mil y 39,999 dólares. Esto demuestra la importancia de atender los casos antes de que surjan otras consecuencias. Tim Curry, star of ‘Rocky Horror’ and much more, dies at 80 By BRUCE WEBER

T

im Curry, the British-born actor whose gift for garish eccentricity lit up stage and screen, most notably as the outlandish, cross-dressing mad scientist in the midnight cult film “The Rocky Horror Picture Show,” died Tuesday at his home in Los Angeles. He was 80. The death was confirmed by Marcia Hurwitz, his longtime manager. In 2012, Curry suffered a serious stroke, from which, he said last year, “I’ve been recovering for quite a long time.” With a mischief-maker’s good looks, a casual athletic grace and a supple and resonant voice, Curry was a favorite in roles calling for expressive villainy or general cartoonishness. In the first screen version of “Annie” (1982), he brought more than a dollop of slime to the part of Rooster Hannigan, the con artist who concocts a plot to kidnap the plucky orphan of the title. In “Clue” (1985), a suspense spoof derived from the popular board game, he played Wadsworth, a logorrheic butler who leads a cast full of murder suspects around a spooky mansion with the fast-talking fervor of a manic Sherlock Holmes. In “Spamalot,” the stage musical based on the Monty Python troupe’s bottomlessly goofy retelling of the King Arthur legend, which opened on Broadway in 2005, he played Arthur himself and was nominated for a Tony Award. It was the most straight-faced role in the show, and yet, as Ben Brantley wrote in his review in The New York Times, he was “the best of the cast at translating classic Python style into a musical-comedy idiom.” But no other role marked Curry’s career as emphatically as that of Dr. Frank-N-Furter, the “sweet transvestite from Transsexual, Transylvania,” as he proclaimed himself in “The Rocky Horror Picture Show.” The 1975 screen adaptation of “The Rocky Horror Show” was based on the hit London stage musical that played for seven years in different theaters, and in which Curry originated the part in 1973. He also starred in the premiere American production in Los Angeles in 1974 and on Broadway in 1975, where it was a notable flop, closing after 45 performances. A gleefully lurid send-up of the horror and science fiction genres, “Rocky Horror” tells the story of a clean-cut couple with a flat tire on a rainy night that leaves them at the home of the good doctor, whose scientific

The movie became a cult hit shown at midnight around the world for fans who dress in costume and sing along; it celebrated its 50th anniversary in 2025, and the stage show returned to Broadway earlier this year. Curry’s performance opened many casting doors, and his Frank-N-Furter was the first of many threatening bad guys he played, finding a variety of hues — arch or giddy or resonantly mean — with which to color their evildoing. They included Darkness, the embodiment of bass-voiced evil, in Ridley Scott’s 1985 horror fantasy “Legend”; Pennywise, a murderous demon posing as a clown, in the 1990 miniseries adapted from Stephen King’s mammoth horror novel “It”; and Cardinal Ri-

chelieu in “The Three Musketeers” (1993). As a greedy gazillionaire presumed to be the chief malefactor in “Charlie’s Angels,” the 2000 movie adaptation of the television series about three female detectives, Curry laid on the oily self-satisfaction until the moment he was killed by the real villain. Appearing on Broadway in 1980 in “Amadeus,” Peter Shaffer’s portrayal of the rivalry between the Hapsburg court composer Antonio Salieri (Ian McKellen) and the upstart genius Mozart, Curry introduced American audiences to Shaffer’s shocking depiction of one of history’s most gifted composers as a vulgar libertine. “It’s a marvelous role to play,” Curry told the Times. “It has such a terrific arc. Mozart starts out as an energetic little punk and ends up as a truly tragic figure. So you get to go from high comedy to tragedy. This kind of role is a gift.” The play won a Tony; Curry was nominated for best actor but lost to his castmate, McKellen. (In Milos Forman’s 1984 film version, Salieri was played by F. Murray Abraham and Mozart by Tom Hulce. At the Oscars, too, Mozart lost to the scheming Salieri.) Timothy James Curry was born April 19, 1946, in Grappenhall, England. His father, Jim Curry, was a Methodist chaplain in the British navy; his mother, Maura Patricia (Langmead) Curry, was a secretary. Radio was his prime source of entertainment as a child — he said that was why voice work later intrigued him — and he sang in a church choir as a young soprano. He was 12 when his father died. “By the time I was 15 or so, I knew that acting was what I wanted to do,” he told The Washington Post in 1988. “And then I spent a long time trying to talk myself out of it, because everybody else was trying to. Particularly my widowed mother, who didn’t have very much money. She would have preferred a secure profession for me, and quite rightly, I guess, from her point of view.” He acted in school and attended the University of Birmingham, graduating in 1968, before moving to London, where he earned a place in a new musical, “Hair.” He appeared in other productions in London and Glasgow before being cast in “Rocky Horror.” “I couldn’t make up my mind whether to be a singer or an actor,” he told the Los Angeles Times in 1974. “Although in ‘Hair’ they never let me sing that much, because the score was fairly high and I didn’t have a high enough

voice.” He added: “I was offered things, recording contracts, offered to join groups. But as I thought about it, I got rather snippy. No, no, no, I decided, I want to be an actor.” Curry leaves no immediate survivors. He never married and resolutely declined to discuss his private life. “I guarantee you, if it matters, that I have experienced true love, true heartbreak and everything in between, including no small amount of wreckage,” he wrote in his 2025 memoir, “Vagabond.” “Which, naturally, helps inform who I am. I have loved and been loved and I hope you have, too. But I’m not interested in your romances.” When Fox aired a new made-for-TV version of “The Rocky Horror Picture Show” in 2016, Curry had a small part as the narrator; Laverne Cox played Frank-N-Furter. Although the mad doctor became Curry’s signature role, he initially had doubts about taking it. “I was hesitant in that, if it worked, it might be a difficult image to shake off,” he said in a television interview in England just as the film version was opening in 1975. “But then, really, I’ve always thought it wasn’t worth doing unless you took a risk, really. So I just took the risk.” Forty years later, when he received a lifetime achievement award from the Actors Fund, Los Angeles magazine asked him to reflect on that career-making part. How did he look at it in retrospect? “With a sort of bemused tolerance,” he said. “It’s neither a blessing nor a curse. I was lucky to get it.”

New York Stock Exchange opens Texas headquarters in latest nod to Y’all Street

T

he New York Stock Exchange has opened a new regional headquarters in Dallas, joining Wall Street’s expedition to the financial ​boomtown known as Y’all Street. A number of large companies are relocating their headquarters to Texas, drawn ‌by lower taxes, business-friendly regulations ‌and a growing talent pool. The NYSE said on Thursday that Texas Governor Greg Abbott was scheduled to ring the NYSE Texas closing bell at the offices on ​a live broadcast. “The establishment of NYSE Texas reflects our deep commitment to the businesses and leaders driving the robust Texas economy forward,” said Lynn Martin, president of NYSE Group, part of global ​exchange operator Intercontinental Exchange. The NYSE says NYSE Texas has 120 listed securities issuers and describes it as the “first securities exchange to ​be incorporated in Texas.” Nasdaq, the NYSE’s longtime rival, also operates a Texas exchange and ​earlier this summer captured a coveted dual listing when Elon Musk’s SpaceX opted to launch trading on both exchanges following its IPO. The signal moment in Dallas’ rise as a financial center likely came with the launch last month of another rival to the NYSE, the Texas Stock Exchange. The real test will be whether the new Texas-focused exchanges succeed in capturing IPO activity or, for TXSE, whether it is able to convince existing companies to switch their primary listings to the startup. Texas Capital Bank, a unit of Texas Capital Bancshares, said this month it would relist two ETFs currently on NYSE Arca on the Texas Stock Exchange, making those its first two listings. The bank asserts on a web page publicizing the city’s financial sector that Dallas boasts “the largest concentration of financial services workers in the U.S., outside of New York.” “The term ‘Y’all Street’ has emerged organically in recent years, capturing the unique convergence of Southern hospitality and financial innovation,” the Texas Capital Bank site says. “It refers to the financial corridor in Dallas that includes Downtown, Victory Park ​and Uptown.” A pair of U.S. banking regulators announced on Thursday they ​had finalized rules that set formal definitions ‌for “unsafe and unsound” practices ‌by banks, giving examiners firm guidelines for how to police lenders.

I

t was already too late when the call came. Rajan Khatri, 41, a police officer, was working at his station in a mountain village in northern Nepal when a friend rang Wednesday morning to warn that a flash flood was thundering downriver in his direction. As soon as he hung up, giant waves slammed into the station. “I cannot explain how big the waves were,” Khatri said from a hospital bed in Nepal’s capital, Kathmandu, on Thursday. “They engulfed several meters-high buildings in a fraction of seconds. It wasn’t just water. It was a combination of boulders, sand and thick sludge.” The onslaught flung Khatri out of the building, and he lost consciousness and suffered chest injuries. Two of his colleagues survived, but four were missing on Thursday. They were among the more than 1,400 people missing in the devastating deluge of rock, ice, trees, mud and water that blasted through river valleys on the border between Nepal and Tibet, washing away bridges, smashing homes, schools and hydropower plants, and swallowing people who tried to run away. On Thursday, emergency workers climbed across steep Himalayan valleys and used helicopters to ferry shocked survivors to safety as they carried out a sprawling search for anyone who had managed to escape the flood. Nepali officials said at least 389 people had been killed, while the authorities in China, where far less information was being released, reported three deaths in the Tibet region of China. The death toll was expected to rise. In Nepal, more than 900 people, including about 500 foreign visitors, were unaccounted for, the country’s disaster management agency said. The missing foreigners included at least 288 from India, as well as travelers from the United States, Australia, Britain, Canada and Malaysia. In Tibet, at least 558 people were missing in Gyirong County, including 260 foreigners, Chinese state media reported. China’s Foreign Ministry said 100 Chinese citizens were missing in Nepal. The U.S. State Department said in a statement that about 90 U.S. citizens “may be impacted by the floods” and three had

Survivors described having almost no time to react before giant waves came roaring down the Bhotekoshi and Trishuli rivers. Smriti Ojha, 17, said she had been getting ready for school Wednesday morning when she felt the ground shaking. She ran out of her house, believing an earthquake had struck. Then she saw the flood. She said her immediate family had survived, but four of her relatives were missing. “It was terror,” Ojha said from a hospital bed in Kathmandu. “I cannot believe everything was swept away before my eyes.” Officials and aid organizations were still assessing the scale of the destruction in the remote region, renowned for its high-altitude lakes and steep peaks. New York Times journalists traveling with the Nepali military Thursday surveyed the devastating aftermath. One highway, near the Bhotekoshi River, had mostly disappeared. Scars on hillsides showed that in some places, the river had risen more than 650 feet during the flood. Rescue efforts were being hampered by communication lines that had been cut and the destruction of dozens of bridges and about 25 miles of roads, Nepal’s government said. The Nepali army’s search-and-rescue

base was packed with hundreds of army personnel and survivors, some of whom wept after arriving by helicopter. The area had no electricity or phone networks after the flood, and soldiers and other rescuers were using military radios to communicate. Nepal’s foreign minister, Shisir Khanal, called it “one of the largest natural disasters we have experienced in recent memory.” President Donald Trump, speaking in the Oval Office, said he had offered U.S. aid to Nepal. “We are sending aid, and we’ve spoken to the leadership, and we let them know anything they want will happen,” he said. Scientists piecing together satellite imagery and seismological data said that a high-altitude landslide coinciding with a glacial collapse most likely caused the flash flood. The collapse happened on the north face of Langtang Lirung, a Nepalese mountain near the border with Tibet, at an elevation of around 17,000 feet, scientists Lic. 6172 said.

After a huge chunk of the mountainside broke off, it sent millions of tons of rock and ice crashing into the river valleys below, said Kristen Cook, a geomorphologist at the Université Grenoble Alpes in France. “It was a much larger collapse than we were initially able to see in the satellite imagery,” she said. The shaking caused by the falling rock and ice was so powerful that the U.S. Geological Survey registered it at a magnitude of 5.2, as if it were a moderately powerful earthquake. Warming temperatures caused by climate change may have destabilized the glacier and rock face, scientists said, adding that it was too early to determine a precise cause. “Earthquakes, landslides, slope failures all could happen even without climate change,” said Austin Lord, an anthropologist and senior fellow at the Stimson Center in Washington who has studied natural disasters in Nepal. “It’s just that climate change is this additional factor that increases the likelihood, scale, frequency and intensity of these events.” Nepal has a flood warning system, but it relies on a conventional network of river and lake gauges that was not equipped to alert people to the sudden collapse of part of a mountain, according to scientists and disaster response researchers. The river gauges are designed instead to detect slower-rising water levels that typically precede a monsoon-driven flood or glacial lake outburst, which occurs when a pool of glacial meltwater bursts its banks. “We didn’t have the right information at the right time, so we couldn’t save more people,” said Basanta Raj Adhikari, director of Tribhuvan University’s Centre for Disastewr Studies in Nepal. “The Nepalese government is very good on monsoon floods and perennial floods, but we were not prepared for this fast-moving flash flood,” he added.

Can ‘Argentina’s Texas’ save the country’s economy? By EMMA BUBOLA

M

uch of the sun-bleached desert in northwest Patagonia looks like it did 100 million years ago: a vast, prehistoric expanse where the world’s biggest dinosaurs once roamed. But a different kind of behemoth has now come roaring in, with towering rigs advancing across the desert floor and burrowing deep beneath it in a furious rush for oil and gas. The rigs’ gigantic iron legs are extracting shale oil and gas at levels never seen in Argentina before, turning a quiet stretch of the country into the thrumming center of a new oil and gas boom that is fueling a wave of optimism about the future. “We reached the promised land,” said Raúl Krasuk, 69, who manages wells at the site for Vista, an Argentine energy company, as he sat in an oil field cafeteria that serves chicken breasts to workers who have come from all over Argentina for a slice of the bonanza. President Javier Milei has called the oil and gas deposit — known as Vaca Muerta, or Dead Cow — a “panacea” for Argentina, with the potential to solve the country’s chronic economic instability by flooding it with dollars from exports. He has bet heavily on the project. For the first time in the country’s history, crude oil overtook soy flour as the top export this year. Now, many in the oil sector invoke the promise of a second boom after the agricultural surge that, more than a century ago, turned Argentina into one of the world’s richest countries. “This is the big opportunity Argentina has to prosper,” said Rolando Figueroa, the governor of the Neuquén province, home to the shalerich area many refer to as “Argentina’s Texas.” The hedge fund of American billionaire Peter Thiel, who has established a foothold in Argentina, recently reported that it had acquired more than $76 million worth of Vista shares. Still, many question whether Vaca Muerta can truly catalyze the economic rebirth of Argentina, a country hobbled in recent decades by soaring inflation and currency crises. Many

(Sarah Pabst/The New York Times) businesses are closing as Milei’s austerity measures have weakened domestic demand, while lower trade barriers have opened local firms to cheaper competition, stoking skepticism that the oil boom can generate enough jobs to absorb widespread losses elsewhere. The economic sectors thriving under Milei — energy and mining — create relatively few jobs, while labor-intensive ones such as manufacturing or retail are suffering. Milei says that Vaca Muerta will drive broader economic activity, but for now, many workers partaking in the black gold rush arrived on buses with nothing but a backpack and a tent as they fled low pay or a lack of work elsewhere. So many hopefuls flooded into Añelo, the town closest to the oil and gas reserves, that the mayor has pleaded with outsiders to stop coming. “There isn’t so much work for everyone,” the mayor, Fernando Banderet, said on Argentine radio last month. The booming energy sector brings a fresh and much-needed inflow of dollars to cashstarved Argentina, securing it a larger role in global energy markets squeezed by the conflict in Iran. Still, the reliance on fracking is raising local environmental alarms and questions over committing

the nation’s future to fossil fuels that much of the world only recently pledged to leave behind. Despite these questions, and challenges, what is clear is that much of the country has its eyes on Vaca Muerta. “It’s a revolution,” Banderet said. ‘Vaca Muerta fever’ Banderet arrived in Añelo as a child when it was a small, deprived rural community. He spent much of his youth living in a converted bus, became a father at 16, and started work as a fruit picker. Now everything has changed. As foreign governments and entrepreneurs courted him for oil-related opportunities in Añelo, he said he attended President Donald Trump’s second inauguration, went on a trip to Israel, and traveled to the Cannes film festival. “It is the Vaca Muerta fever,” he said. In the past two years, thousands of people have arrived in Añelo. Some initially slept in tents until they could afford a bed in one of the prefabricated housing units that have popped up almost overnight. Añelo’s population doubled in the past two years, to 12,000, Banderet said, the sound of hammers pounding behind him as the town hall was expanded. Thrumming had become the town’s soundtrack — a chorus of engines from the oil workers’ white pickups that jam the main road, the grind of cement mixers churning fresh concrete, and the roar of drilling rigs in the distance. Wild west optimism is visible throughout the province of Neuquén, which surrounds Añelo. Restaurants are full, and hotels and residential complexes are rising, with names like the Shale Hotel or Petroleum Housing Complex. Shopping malls and truck dealerships are sprouting across barren expanses long ruled by winds and dinosaur bones. High above the banks of the Limay River, young engineers from across Argentina sit in Vista’s high-tech control room remotely monitoring extraction sites. A few miles away, young Argentines learn oil-field trades free of charge, in a new training institute sponsored by Argentina’s statecontrolled oil company, YPF, and other industry players. On a recent afternoon, students used gamelike control stations for immersive work simulations. In a country where huge numbers of young professionals seek opportunities abroad, these students said that they were excited about their careers at home. “Hello, future of the country!” the school’s director, Gustavo Livoreiro, said as he entered a classroom. ‘Transformational change’ A new vision of the country was emerging in Neuquén — an image different from the fer-

tile farmlands and their gauchos, which have long defined the nation. Here Argentina’s future looks like massive petrol tanks with metallic trunks pointed toward the desert sky, and it smells of diesel as men covered in mud haul drill pipes out from deep inside the Earth. The Vaca Muerta shale formation, which holds the world’s fourth-largest reserves for shale oil and second-largest for shale gas, had been known for decades, but Argentina only recently secured the investment and imported the advanced technology necessary to extract them at a large scale. Now Argentina produces over 850,000 oil barrels a day, up from about 500,000 a decade ago. Over the past 10 years, Vaca Muerta has helped transform Argentina’s multi-billion-dollar energy deficit into a surplus, with greater gains expected in the future — especially amid global crises that heightened the appeal of a stable, conflict-free energy supply. Milei has championed the energy sector with major investment tax breaks and made it easier to export fuel, driving progress on a vital new pipeline. Though past Argentine governments laid the groundwork in Vaca Muerta, Milei’s administration now stands to harvest its rewards. ‘You are in or you are out’ This confidence is not universal. Argentina remains sharply divided about the country’s new direction. Critics point out that while machinery is roaring in the oil patch, in industrial hubs like the Buenos Aires province, assembly lines have fallen quiet. The disparity is visible in Neuquén. Many of those who work outside the energy ecosystem — like teachers or municipal workers — are being priced out of basic living. Even here in the country’s energy capital, Milei’s removal of state subsidies has made gas more expensive for many. Some, including some Mapuche Indigenous communities, lack gas connections to their homes. “This is the paradox of the new Argentina,” said Lef Nawel, a Mapuche activist in Neuquén. “Either you are in or you are out.” The Mapuche, who hold some of the deepest ties to the land where these operations take place, have been the most staunch opponents of fracking. They protest polluting gas flares, say chemical waste from the plants is often improperly handled, and warn that the industry’s water consumption threatens to deplete rivers already suffering the effects of climate change. “They extract the oil and take it away,” said Olga Mabel Campo, a Mapuche community leader. “But we are the ones who stay.”

he headline figure for Meta on Wednesday was $17.1 billion in penalties. That was the amount the Silicon Valley giant agreed it could pay as part of a settlement with 47 states, the District of Columbia and U.S. territories over claims that it endangered children with addictive social media platforms. Meta will initially pay about $12 billion. It could pay up to $5.1 billion more if Snap, the owner of Snapchat, TikTok and YouTube, also settles with the states and agrees to financial penalties and product changes. The sum is a large amount for many states. But how big a deal is it for Meta? Here are some numbers for context. $1.45 trillion Meta’s entire stock value stands at $1.45 trillion. The

$17.1 billion penalty is about 1% of that. $200 billion The four states that brought social media addiction claims against Meta in a case that was in trial in the U.S. Northern District of California in Oakland had initially sought roughly $200 billion in penalties. $60.8 billion Meta’s revenue in its most recent quarter was $60.8 billion. Last year, the company reported a total of $200.97 billion in revenue. $18.3 billion Meta’s profit last quarter was $18.3 billion. For all of last year, profit was $60.46 billion. $2 billion This is how much Meta said it had spent in the second quarter to handle legal challenges.

Here’s what is changing for teens on Instagram and Facebook By ELI TAN

eta said this week that it would change how teenagers use Instagram and Facebook as part of a landmark settlement with 47 states, the District of Columbia and U.S. territories over social media addiction claims. Instagram and Facebook currently allow anyone 13 or older to open accounts. Users younger than 18 are automatically directed into Teen Accounts, which are set to private by default and limit certain types of harmful content. The settlement is expected to alter the apps further. Meta said new features will be introduced in the next six months, while other changes, like how the company verifies user ages, could take up to a year. In the past year, Meta had already started to introduce some changes mentioned in the settlement. Here’s a guide to what to expect. Time limits Teenagers will be limited to just two hours a day on Instagram and Facebook, unless a parent goes into their settings to give permission for more time. Young users will also be automatically restricted from using the apps overnight, between midnight and 6 a.m. In addition, Instagram and Facebook notifications will be silenced during school hours of 8 a.m. to 3 p.m. Turning features off For the first time, young users will be able to turn off “autoplay,” a feature that automatically plays content while a user watches. They can instead elect to tap or swipe to see the next photo or video on the app. Until now, users were not able to turn that feature off. Teenagers will also gain the ability to switch off a setting that gives them an algorithmic, personalized feed. Instead, they can choose to be shown content that is not personally catered to them. This is another option that did

not previously exist. And every time a user younger than 18 is on Instagram or Facebook for 15 consecutive minutes, that person will receive a prompt on the screen, though Meta did not detail what it would say. The prompts will also appear after 60 minutes and 90 minutes of use, the company said. Meta said it would also disable “like” counts, which some people have said can cause anxiety, and block teenagers from using “extreme makeup filters” and filters that mimic cosmetic surgery. Extra protections Meta said it would roll out stronger protections against “unwanted contact from strangers,” including restricting adults from messaging teenagers or viewing their content. The company did not explain how the protections and re-

strictions would work. Meta also promised to give teenagers a new way to report harmful content and pledged to respond to 90% of those reports within six hours. Meta agreed to maintain and improve the tools it offered parents to see how much time their children spent on the apps, what content they were searching and the kinds of contact they made with adults. Parents will be alerted when their children create new accounts or have interactions with accounts the company deems suspicious. Age verification Social media apps have long struggled to figure out how old their users are, and Meta and others have been developing tools to confirm the ages of new users. Last week, OpenAI announced “ChatGPT for Teens,” a new mode for the chatbot with more protections for young users, and said it tracked more than 2,000 signals to detect whether a user was younger than 18. As part of Wednesday’s settlement, Meta said it will invest more in age verification technology to identify which users are teenagers and remove those who it believes are younger than 13.

sychologists and child advocates welcomed news of the landmark settlement this week over claims that the social media giant Meta had harmed young users with its addictive platforms. But many expressed skepticism that the company’s planned changes would have a meaningful effect on adolescents’ mental health. For users younger than 18, Meta announced it would introduce a default twohour daily time limit, restrictions on use during nighttime and school hours, and a ban on cosmetic surgery and extreme makeup filters, among other changes. “There’s a desire to say with this kind of verdict and these kinds of changes, ‘This is going to solve the problem — this is going to protect teens’ mental health,’” said Jacqueline Nesi, an associate professor of psychiatry and human behavior at Brown University.

Technology can hijack young people’s time and attention, sometimes at the cost of beneficial activities like exercise, sleep or in-person interactions, and some studies have linked heavy social media use to anxiety. But the idea that social media is the primary or main driver of mental health problems in children and teenagers “is just not supported with the research,” Nesi said. Experts agreed that the settlement and the changes Meta announced were a major symbolic victory. Sonia Livingstone, a professor of social psychology at the London School of Economics, said the measures would send “a powerful message” that platforms like Instagram are risky and should be used with care. Candice Odgers, a professor of psychology and informatics at the University of California, Irvine, said the settlement would force Meta to design its social media platforms in a way that would make them safer — something psychologists like her have long called for. But unless the whole industry gets on board, young people can simply migrate to other platforms, Odgers said. (On Wednesday, Meta urged TikTok and YouTube to put similar measures in place, saying that it wanted to protect teens but adding that “we cannot do it alone.”) And even there, the science remains unsettled on any causal link between social media participation and adolescent mental health, she added. Several large-scale reviews have shown

weak associations in the adolescent population between social media use and mental health, Odgers said. These have been both positive and negative. For example, she said, algorithmic feeds can harm someone who has disordered eating, but social media can be a valuable resource for people who are looking for certain kinds of information or who are in crisis. Some researchers pointed to sleep as a potentially important factor. “We know that for many teens, the way they are using technology in general, the way they’re using social media, is getting in the way of their sleep,” Nesi said. Poor sleep over time can lead to or exacerbate anxiety and depression and can affect physical health. Teens will now be restricted from using Facebook and Instagram between midnight and 6 a.m., but “it’s an open question whether these protections will actually lead to more sleep for teens,” Nesi said. (Instagram already had an option for users to select “sleep mode” and opt out of nighttime notifications.) In addition, six hours of sleep a night is not enough, said Catherine Steiner-Adair, a clinical psychologist and author of “The Big Disconnect: Protecting Childhood and Family Relationships in the Digital Age.” She said the agreement for Instagram and Facebook to silence notifications during school hours also does not go far enough, because young people need relief from notifications after school hours so they can do homework or focus on other activities. Sophia Choukas-Bradley, an associate professor of psychology at the University of

Pittsburgh, said she believed the Facebook and Instagram features that would be changed are “some of the ones that have been most harmful to adolescent health.” For example, she said, infinite scrolling and auto-playing of videos keep adolescents sucked in. “These are design features that play into and directly target adolescents’ desires to keep experiencing pleasure,” she said. “It can feel very hard to stop checking and to stop scrolling when there might be a reward around the corner,” she said. Teens will now be able to turn off auto-play and receive prompts after 15 minutes of continuous screen time “to encourage intentional use,” Meta said in its release detailing the changes. Choukas-Bradley said she believed disabling certain cosmetic filters would have a positive effect. She said apps that encourage adolescent girls in particular to alter their faces and bodies help them create a new ideal to which they constantly compare themselves, and that can lead to body dissatisfaction, a risk factor for anxiety and depression. S. Bryn Austin, a professor and researcher at Harvard School of Public Health and an expert on eating disorders, said that while the settlement would give parents who use Meta’s parental supervision features the ability to select a feed that isn’t driven by algorithms as the default for their children, that would put the burden on parents, potentially creating conflict in the home while leaving children whose parents are less engaged or tech-savvy to “continue to be targeted with the algorithms.” Jennifer Riggle, 41, a school psychologist in La Crosse, Wisconsin, and one of the founders of a nonprofit learning collaborative called Liftoffs Learning, said she had become disturbed some years ago when she noticed how children waiting around for soccer practice to start weren’t talking to each other or even standing around daydreaming — they were on their phones. Riggle, who is a mother of three girls ages 6 to 11, said her goal is not to raise her children to avoid technology, but to teach them how to use it wisely. While time limits are helpful, they are a “blunt measure,” she said, adding, “Two hours spent FaceTiming your grandmother or making a movie with a friend are extremely different from two hours of passive scrolling.” Her 6-year-old has already learned to turn off Netflix right when an episode ends. “I want her to say, ‘Netflix wants me to start another show, and I’m going to say, No,’” Riggle said.

ecelise Champion’s outstanding 34-point performance led Puerto Rico to a comeback five-set victory over Mexico (25-16, 23-25, 23-25, 25-17 and 15-11) and a fifth-place finish at the 2026 Women’s NORCECA Continental Championship at Prof. Ricardo Gioriver Arias Volleyball Palace in Santo Domingo, Dominican Republic. With the win, Puerto Rico (3-3) secured a berth in the 2027 FIVB Women’s World Cup and claimed the final spot for the NORCECA Olympic Qualifier, scheduled for this Friday and Saturday at the same site. Canada beat the United States in straight sets to claim the tournament title, while Cuba took third place with a straightsets victory over the Dominican Republic. Champion’s offensive outburst made her the tournament’s top scorer. Paola Santiago added 11 points, while Valeria Vázquez contributed nine points for Puerto Rico.

Sofía Maldonado led the attack for Mexico with 21 points, followed by Grecia Castro with 17 points and Uxue Guereca with 16. “Matches between us and Mexico are always like this,” Puerto Rico coach Juan Carlos Núñez said. “We had discussed before the game that it didn’t matter how we won -- 3-0, 3-1, or 3-2 -- the important thing was to stay calm. We lost two sets where we had a chance to win, but my girls, when they need to dig deep, they fight hard on the court. I am very proud of them.” Puerto Rico controlled the first set, winning 25-16 while committing only three errors compared to Mexico’s eight. The Mexicans rallied to win two tightly contested sets by identical 25-23 scores and take a 2-1 lead in the match. uerto Rico secured its spot in the semifinals of the Men’s NORCECA Final Six by defeating Guatemala in five sets Wednesday at Juan “Pachín” Vicéns Auditorium in Ponce. The set scores were 20-25, 25-22, 25-18, 19-25 and 15-7. Puerto Rico improved its record to 3-1, while Guatemala fell to 0-4. Jair Daniel Santiago Sánchez led the Puerto Rican offense with 24 points, followed by Antonio Luis Feliciano Bengoa with 16 and Klistan Lawrence Vidal with 15. Andy Alexis Leonardo Blanco scored 17 points for Guatemala. Carlos Fernando López Santiago contributed 15 points, while José Pablo Pérez Alvarado, Christian Saúl Álvarez López and Jason Omar Hernández de León added 11 points each. In team statistics, Puerto Rico outperformed Guatemala in

attacks (64-58) and service aces (9-2). Guatemala prevailed in blocks (7-5). Guatemala committed 26 errors, while Puerto Rico recorded 30. Holding a 2-1 edge in sets but trailing in the fourth set, Puerto Rico went on a 6-2 run -- including an attack by Feliciano from zone four -- to narrow the gap to 18-19, but the push wasn’t enough to turn the tide of the set. Guatemala held firm, pulling ahead 23-19 with a block by Blanco on Feliciano and reaching set point at 24-19 with an attack from zone four. They closed the set 25-19, forcing a decider following an error by Puerto Rico’s Santiago on an attack from zone two. In the deciding set, Puerto Rico took a 9-5 lead, a margin that proved sufficient to secure the victory. “Guatemala is a team that always puts up a fight; they compete hard and have talented players, so we knew it would be a tough match,” Puerto Rico libero Dennis del Valle said.
