uerto Rico is facing a sharp and troubling escalation of its mid‑summer drought, with extreme conditions now affecting 33.31% of the island, according to the latest update from the U.S. Drought Monitor. The figure represents nearly double the coverage reported just one week ago, underscoring how quickly the situation has deteriorated. The expansion is most pronounced in the island’s east, south and southwest, where river flows remain critically low and some communities continue to experience water rationing. Entire municipalities, including Vieques, Culebra, Guánica, Santa Isabel, Humacao, Las Piedras, Juncos, Naguabo, Ceiba, Gurabo, Fajardo and Luquillo, are now fully classified under extreme drought. As an example of the mounting threat to water supplies in the island’s most drought-affected regions, the level at the Fajardo reservoir dropped 0.12 meters on Tuesday to 47.01 meters -- just over three meters away from entering the opera‑ tional adjustment phase, Speaker of the Puerto Rico House of Representatives Carlos and District 36 Rep. Comptroller finds mismanagement, failure to monitor public funds at AAFAF By THE STAR STAFF

A

recent audit by the Office of the Comptroller of Puerto Rico of the Financial Advisory and Fiscal Agency Autho‑ rity (AAFAF by its initials in Spanish) uncovered severe financial mismanagement, systemic record-keeping failures and millions in unmonitored government funds. The extensive review evaluated the handling of $13.8 billion in bond issuance proceeds and related government debt from July 1, 2020 to June 30, 2024. AAFAF is the entity that acts as the fiscal agent, financial adviser and reporting authority for the government of Puerto Rico, its public cor‑ porations and its municipalities The report paints a troubling picture of Puerto Rico’s debt restructuring efforts, revealing that failed refinancing initiatives triggered $123.2 million in direct losses. Ultima‑ tely, those strategic missteps inflated the government’s overall debt service costs by an astounding $3.36 billion. Budgetary strains escalated further following the partial refinancing of the 2014 Series A General Obligation bonds, which raised annual debt service obligations by $478 million a full year ahead of initial fiscal projections.

Audit findings highlighted a widespread misuse of pu‑ blic funds alongside improper overpayments. A $1.9 million surplus from the 2014 Series A bond issuance sat idle in an investment account before being diverted to the Debt Reco‑ very Authority of the Government Development Bank (GDB). Additionally, the state overpaid bond and disclosure counsels by $218,333 after bypassing compensation caps previously set by the GDB’s board of directors. In another instance of redirected capital, $173,216 intended for the Highways and Transportation Authority failed to reach its targeted construction fund for critical transit improvements. Perhaps most alarming is the total absence of documen‑ tation tracking billions of dollars in taxpayer money. Neither the AAFAF nor its custodian agencies could produce supporting records to explain how $1.9 billion across five separate bond issues was spent. Traceability disappeared entirely for an additional $9 billion disbursed across 36 credit lines, three bond anticipation notes, and a tax anticipation note. Officials cited former administrators for failing to comply with mandatory document retention laws, effectively obstructing public oversight and obscuring the final destination of public funds.

PIP files measures to cancel Genera contract, investigate AES’ future By THE STAR STAFF

awmakers from the Puerto Rican Independence Party (PIP) filed two measures on Thursday calling for the termination of the Genera PR contract and an investigation into the future operations of the AES coal plant, as well as government efforts to convert it to natural gas. House Concurrent Resolution 390 proposes the immediate cancellation of the contract with legacy power plant fleet operator Genera and the initiation of an orderly transition process, citing the financial situation of Genera’s parent company New Fortress Energy (NFE). House Resolution 780 calls for an investigation into plans for AES and their compatibility with Puerto Rico’s energy policy. “Continuing the contract with Genera poses a risk to the interests of the Puerto Rican people,” Rep. Denis Márquez Lebrón, the PIP spokesperson in the island House of Representatives, said in a written statement. “New Fortress’ bankruptcy demonstrates that it no longer possesses the financial stability required to act as guarantor for its subsidiary, which carries serious implications. The financial security of the guarantor is essential to safeguarding the public interest.” Along with asserting that NFE’s situation prevents the company from providing the financial backing required for Genera’s contractual obligations, Márquez Lebrón also questioned the appropriateness of having a company linked to natural gas supply manage the electrical system’s generation units. “Genera PR proposes solutions and manages the electrical generation system based on the economic interests of its parent company and guarantor,” he said. “It was also the entity that proposed acquiring temporary generation capacity using fossil fuels, primarily natural gas. This insistence on maintaining and expanding reliance on fossil fuels is particularly concerning regarding AES, which poses environmental and public health threats to local communities. While it is claimed that AES will soon be converted to natural gas, the company is simultaneously seeking federal funds to modernize and extend the operation of its coal-fired generation facility.” The proposed investigation is to examine AES’ current and future operations, government efforts regarding a potential conversion to natural gas, and requests for federal funding to modernize the coal-fired plant. PIP Deputy Senate Leader Adrián González Costa noted that the inquiry must also determine who would bear the approx-

The resolution seeks to establish whether any portion of that amount would fall -- directly or indirectly -- on the Puerto Rico Electric Power Authority (PREPA), the electrical grid, or its customers. “The country has witnessed and fallen victim to a series of unfortunate events since the two-party system destroyed our electrical grid, only to later justify handing it over to the private sector,” González Costa said. “We have seen worse service, more frequent and longer-lasting blackouts, and ever-rising electricity rates.” On Aug. 15, Márquez Lebrón and PIP Deputy House Leader Adriana Gutiérrez Colón asked Rep. Víctor Parés Otero, chair of the Government Committee, to hold public hearings regarding contracts involving energy infrastructure firm Power Expectations and other companies. In their letter, the lawmakers argued that controversies surrounding Power Expectations reveal potential flaws in the evaluation, authorization and contracting processes of the Public-Private Partnerships Authority, the

Puerto Rico Energy Bureau and PREPA. The PIP delegations also reiterated their support for House Bill 797, which proposes returning control of the electrical grid to a public entity featuring citizen participation and governance reforms. The statement did not include reactions from Genera, NFE, AES or the government regarding those measures. AAFAF says it is monitoring impact of NFE’s restructuring The Puerto Rico Fiscal Agency and Financial Advisory Authority (AAFAF) said meanwhile on Thursday that the island government continues to closely monitor the corporate restructuring of NFE and any potential impact on fuel supply and power generation on the island. Vicky González Vega, AAFAF’s interim executive director, said in a statement that the administration has followed the process “from its earliest stages,” emphasizing that the government’s priority is safeguarding the continuity and reliability of Puerto Rico’s energy service. She noted that available information points to an orderly restructuring supported by creditors and backed by judicial approvals in both the United Kingdom and the United States.

According to NFE’s quarterly report filed on March 17, 2026, the company entered into a restructuring support agreement that would reduce its corporate debt from roughly $5.7 billion to about $527 million, a decrease of some 91%. The plan received near-unanimous creditor support, was sanctioned by the High Court of Justice of England and Wales, and later recognized by the U.S. Bankruptcy Court for the Southern District of New York. The restructuring is expected to conclude during the third quarter of 2026. The government is monitoring the process to ensure it does not disrupt fuel supply or interfere with the operational obligations of Genera. AAFAF said current information suggests operational continuity while the restructuring is finalized. The STAR first reported in March that the restructuring could affect the operations of Genera. The restructuring divided the company’s operations. González Vega acknowledged public concerns and stressed that any contractual issues must be evaluated “with seriousness and independence,” based on facts, agreements, and applicable law. She added that a corporate restructuring process “does not, by itself, imply a conclusion about the company’s ability to meet its obligations.” The official said the government will continue coordinating with relevant regulatory entities to ensure that any determinations protect the stability of the electrical system, continuity of service and the public interest. On Wednesday, in a demand echoing part of the PIP legislative action to follow, the “Queremos Sol” (We Want Sun) coalition called on PREPA and Energy Czar Josué Colón Ortiz to evaluate the immediate termination of contracts with NFEnergía and Genera, citing the restructuring proceedings and financial situation of NFE. The demand was formalized through letters in which the coalition asked for a review of the agreements to determine whether insolvency, debt defaults and restructuring processes constitute grounds for termination or allow for the exercise of other contractual remedies. “Puerto Rico cannot wait for a financial crisis to turn into yet another energy crisis before acting,” stated Laura Arroyo, an attorney with Earthjustice and a member of Queremos Sol. “New Fortress Energy’s situation compels the government to do now what any responsible administrator would do: review the contracts, determine our rights, and protect the public interest before it is too late.”

Energy Bureau orders new assessment of temporary generation needs By THE STAR STAFF

T

he Puerto Rico Energy Bureau (PREB) has directed power grid operator LUMA Energy to deliver an up‑ dated analysis of the island’s temporary generation needs within 10 days, citing major shifts in the condition of the power system and the recent cancellation of the Power Expectations emergency‑generation contract. In a resolution and order made public Thursday, the regulator said LUMA must reassess whether the generation shortfall identified in earlier studies still exists and determine how much temporary capacity, if any, is required to maintain system reliability. The directive comes on the heels of the Financial Oversight and Management Board’s decision to revoke approval of PREPA’s $5.9 billion contract with Pow‑ er Expectations, Enchanted Rock and Reyes Contractor, an agreement that was supposed to supply 400 megawatts (MW) of temporary generation at the Aguirre Power Plant in Salinas. As previously reported, the oversight board ordered PRE‑ PA to terminate the contract last week after ERock Inc., the holding company of Enchanted Rock, informed officials that its name and signature had been used without authorization. A subsequent letter released by the board showed that ERock had warned government entities as early as June 17 that Power Expectations had fraudulently signed the agreement using a fabricated identity. The board said the procurement was “fundamentally flawed,” noting that Enchanted Rock’s participation was essential because the other consortium members lacked the technical and financial capacity required

With the contract now void and no temporary generation in development, the PREB said LUMA must revisit the as‑ sumptions that shaped its earlier planning. In 2025, LUMA projected a deficit of between 700 and 850 MW, concluding

that adding roughly 800 MW of temporary generation would significantly strengthen the grid and reduce the risk of load shedding. A later study for fiscal year 2026 forecast more than 36 days per year with loss‑of‑load events and nearly 200 hours of service interruptions. The PREB said those projections must be updated to reflect current conditions. Since the original studies were completed, several units have been repaired or returned to service, while others have suffered new or prolonged outages. Additional resources -- including battery storage, demand response and new generation -- may also have changed the system’s capacity outlook. “The need for temporary generation must be evaluated based on the current conditions of the system,” the PREB wrote, adding that no capacity tied to contracts lacking full approvals -- including the canceled Power Expectations agreement -- can be counted as available. LUMA’s updated analysis must identify whether temporary generation is still needed, quantify any remaining deficit, and explain how system conditions have changed since March 2025. The operator must also update the studies that supported its earlier conclusions and detail the status of repaired units, units still offline, and any new resources that have entered or are expected to enter service. The PREB emphasized that its order does not assume temporary generation remains necessary. Instead, it seeks to ensure that future regulatory decisions are based on “an updated technical record that reflects the current condition of Puerto Rico’s generation portfolio.”

What we know about damages from Hurricane Lala in Hawaii By CHRISTINA MORALES and JUDSON JONES

H

awaii residents faced extensive power outages, submerged bridges and roads, and damaged homes after Hurricane Lala brushed along the islands. At least three people have died since the storm struck, authorities said. Hurricane Lala, which was a Category 1 hurricane, did not make landfall but moved close enough to wash out highways, wreck properties and topple trees. Hurricanes are common in the Pacific Ocean, but landfall in Hawaii is rare because of its small size in relation to the expansive ocean. The eye of Lala did not cross over into land, but the outer bands still left significant destruction, primarily affecting people living along the southern and eastern edges of Hawaii’s Big Island. Residents and emergency crews were sifting through the damage this week. Here’s what we know: The Big Island was drenched. Gov. Josh Green of Hawaii said that some areas received as much as 30 inches of rain and that there were several reported mudslides. More than 13 inches had fallen at Hilo International Airport as of Sunday night. About 35 inches of rain was recorded near Nene Cabin, a weather observation site on the southern tip of the Big Island. Laupahoehoe, on the Hamakua coastline in the northeast part of the island, measured more than 43 inches during the storm, with the majority of precipitation falling within 24 hours beginning Saturday afternoon. Hilo, on the eastern edge of the Big Island, is one of the rainiest cities in the United States, and residents are used to frequent downpours. But many residents said they were surprised at the intensity of the storm. Hurricane Lane in 2018 similarly passed south of Hawaii and produced comparable rainfall totals in the same locations. The difference with Lala is that it came dangerously close enough to produce damaging winds, including hurricane-force winds, on the Big Island. Residents were spared the worst of the worst, which is found in the eyewall, but the more intense side of Lala (the right side in the direction the storm is traveling) hit the Big Island

One wind gust at the Mauna Kea Summit measured 140 mph, and another near sea level in Kona registered 78 mph. (Hurricane-force winds are 74 mph or greater.) Three people were killed, and about 100 homes were damaged on the Big Island. May Doi, 93, was found dead in Ka’u on Monday after she was reported missing during the storm, the Hawaii Police Department said in a statement. On Tuesday, the remains of a man were found in a pasture near a highway in Ka’u. The man, believed to be in his 60s, has not been identified. Both deaths appear related to the hurricane, but their causes remain under investigation, police said Monday. When the storm passed through on Saturday, a 45-yearold man was killed in a head-on car accident in the southern area of the Big Island. A 21-year-old woman was critically injured from the collision. Two paramedics were also rescued in Naalehu, in the

southern region of the Big Island, after floodwaters trapped them in their vehicle. About 100 homes had been damaged or washed away because of the storm, Green said. Officials said some of the worst damage may have occurred in rural places in the southern edge of the Big Island but that fallen electrical lines have complicated efforts for people to get to the area. The coastal town of Pahala, which has about 1,800 residents, was cut off from the rest of the island after floodwaters inundated roads and bridges — six were destroyed or severely damaged, officials said. Part of a major highway also collapsed, which blocked road access to Ka’u Hospital, the region’s only hospital. County fire officials said they were prepared to use helicopters to move patients with medical emergencies. “There’s a lot of damage that we’ll be working on,” Green said Sunday afternoon. Hundreds of thousands of people remained without power. More than 114,000 homes and businesses remained without power in Hawaii on Monday, down from about 200,000 customers Sunday. That includes about 40% of the customers on the Big Island, which is largely rural. People could face days or weeks without power because the storm downed transmission lines that connect power plants to homes and businesses. Because of widespread flooding and other challenges traveling along rural roads, officials said it could take weeks for the power to be fixed on the Big Island. Green said that schools, state and county offices and courts across the state would be closed Monday, as Hawaii recovered from the storm and worked on restoring power. All airports and harbors had reopened, according to the Hawaii Department of Transportation. The damaged transmission lines include one that runs for 42 miles on the Big Island. In addition to knocking out power lines, the storm also damaged many of the large structures that carry the lines on the Big Island and Oahu.

Driver kills two college cyclists in Tennessee, officials say By MICHAEL LEVENSON

A

driver was charged with vehicular homicide Wednesday after officials said he struck members of a college cycling team, killing two, as they were training on a mountain highway in northeast Tennessee. The crash happened around 9 a.m., when the driver of a passenger car struck members of the Milligan University cycling team on Highway 19 near Simerly Creek Road in Carter County, Tennessee, officials said. Milligan University, a Christian school in Milligan, Tennessee, near Johnson City, said two sophomores, Haylan Engdahl and Brayden Rogers, were killed. Seven other members of the cycling team were taken to Johnson City Medical Center, two of them by helicopter. Four of the students were in critical condition in the surgical intensive care unit Wednesday evening; two were in stable condition; and one had been released, said Dr. Bracken Burns, the trauma medical director

at Johnson City Medical Center, at a news conference. In an emotional video message, Stephen Waers, the president of Milligan University, asked for prayers from the campus community and said that pastors and counselors would be available to assist grieving students. “We need to be gathered together, gathered together around Jesus, and we need to help our brothers and sisters bear burdens that are too great for any one person to carry alone,” he said. Eleven Milligan University cyclists were on a training ride together when the crash occurred, Waers said. Maj. Roy Brown of the Tennessee Highway Patrol said at a news conference Wednesday afternoon that a large number of emergency workers responded to the scene. Officials declined to release details about the crash, which Brown said remained under investigation. The speed limit on that part of the road is 50 mph, according to the Tennessee Department of Transportation. “We know the families and Milligan University

deeply want answers, and we want to provide those answers,” Brown said. Steven R. Finney, district attorney general for Carter County, said the driver, John Benfield, 69, of Newland, North Carolina, had been charged with two counts of vehicular homicide by recklessness and five counts of aggravated assault by vehicle by recklessness. He said Benfield was being booked into jail. “This is an elite cycling team,” Finney said. “It’s not a bunch of those club guys getting together to ride. They know what they’re doing. They rode in a peloton. One of the boys just won last weekend in one of the local races.” Milligan University, which has about 1,200 students, is about 11 miles from the scene of the crash in the Blue Ridge Mountains. In May, the university announced that its cycling team had won the men’s team time trial national championship at the USA Cycling Collegiate Road Nationals in Madison, Wisconsin.

A

30-year-old man accused of starting one of the most destructive fires in California history pleaded not guilty earlier this week after federal prosecutors recast the charges against him following a stunning mistrial. The effort by federal prosecutors reflects a push for accountability after the deadly 2025 Palisades fire, even after 10 of 12 jurors voted in June to find the man, Jonathan Rinderknecht, not guilty. A federal judge declared a mistrial then. Prosecutors filed a new indictment Aug. 13, bringing the number of arson-related felony charges against Rinderknecht from three to two. One now focuses solely on the Lachman fire, which began on New Year’s and which investigators say smoldered for a week before exploding into the Palisades blaze. Rinderknecht now faces felony charges of one count of destruction of property using fire — specifically the Lachman fire — and one of arson affecting property used in interstate commerce, which relates to both the Lachman and Palisades fires. The arraignment was held Wednesday in a downtown Los Angeles federal courtroom before Judge Anne Hwang of the U.S. District Court for the Central District of California during a hearing that lasted about 15 minutes. Wearing a beige jumpsuit, Rinderknecht stood with his hands clasped in front him and his feet shackled as he responded “not guilty.” Rinderknecht’s retrial is set to begin Nov. 2. “We had a lot of success in June, as I thought we

Prosecutors said that Rinderknecht had been angry that he hadn’t secured plans for the holiday, and his Uber passengers from that night testified that he ranted about

capitalism. Late that night, Rinderknecht hiked up a Pacific Palisades trail near where the Lachman fire began. As the blaze grew, he called 911 more than a dozen times. Prosecutors said he was trying to cover his tracks. Haney said it would be “self-destructive and idiotic” for an arsonist to call authorities rather than leaving immediately. Haney at the trial said there were gaps in the government’s case. The scene was left unprotected for 12 days, destroying evidence; of 9,000 or so videos compiled in the investigation, none caught the ignition, and no one identified the exact time the fire started, he said. To Dave Ring, a Los Angeles-based civil lawyer who has no involvement in the case, the revised charges represent a “distinction without a difference,” and prosecutors will still face steep challenges. “I think their case still is going to be incredibly difficult to win,” he said. Regardless of the outcome of Rinderknecht’s case, the city of Los Angeles and other government agencies could still face civil liability for failures during the fire. Many residents are still displaced more than a year and a half after the fire killed 12 people and destroyed thousands of homes in the wealthy Pacific Palisades section of Los Angeles. Haney said on Wednesday that there was no direct evidence that Rinderknecht had started the Lachman fire and said connecting the Lachman fire to the Palisades fire remained a challenge. His client, who is still in custody, is feeling positive, hopeful and confident, Haney said. “Retrying cases that are overwhelmingly decided is rare, but here we are, and that’s fine,” he said.

he principal aim of President Donald Trump’s second term is revenge. Trump is consumed by this lust for revenge. It defined the first moments of his second term. “Within hours of taking the presidential oath,” my news-side colleagues Maggie Haberman and Jonathan Swan report in “Regime Change: Inside the Imperial Presidency of Donald Trump,” the president “stripped protective details” from Gen. Mark Milley, the former chair of the Joint Chiefs of staff, “and others he had viewed as disloyal, including former national security adviser John Bolton, former Secretary of State Mike Pompeo and former Defense Secretary Mark Esper.” Revenge against the aides and officials who restrained Trump’s worst impulses. Revenge against the bureaucrats and “deep state” agents who challenged his lawbreaking. Revenge against the prosecutors who pursued cases against him and against the judges who ruled in their favor. Revenge against the few Republicans who voted for his impeachment and conviction and against those who abandoned him after Jan. 6. And last, revenge against the American people, for rejecting him in 2020 and dealing a grievous blow to his ego. Revenge shapes the president’s priorities, drives his actions and structures the decisions of his government. Nowhere is this more apparent than when Trump turns the weight of the federal government against those Americans who defy his will. Take Kilmar Abrego Garcia. He was supposed to disappear

— unlawfully shipped to a foreign dungeon and left to languish as part of the administration’s draconian deportation program. But with the help of his family, lawyers and lawmakers, Abrego Garcia fought back. Not only did he successfully challenge his removal and captivity, but he also won a unanimous decision from the Supreme Court, which ordered the federal government to facilitate his return to the United States. Soon after, the Department of Justice announced his criminal indictment, and he was imprisoned, again. He fought this, too. In May, a judge dismissed the criminal case against him. The Ahab-like tenacity of the White House in its pursuit of Abrego Garcia might make sense if he were some criminal mastermind — a danger to the public order. He wasn’t. He was just an ordinary person, a working member of his community who happened to be an easy target for the president’s deportation machine. He was supposed to be an example — a warning to immigrants, legal or otherwise, to leave the country or suffer the consequences. By challenging the administration and winning in court, Abrego Garcia threatened the president’s program. He stood as a symbol of defiance in the face of Trump’s despotic abuse of power. This is why the Trump administration wouldn’t let up. As an unnamed White House adviser told Rolling Stone last year, “The last thing you want to do here is contribute to a domino effect of decisions where suddenly you’re admitting you’re wrong about everything.” Trump tried to crush Abrego Garcia, and when he couldn’t, he made it the priority of his government to punish him for his resistance. This was less policymaking than obsession. And it should be said that Trump has still not given up; his Department of Justice has asked an appeals court to reinstate the criminal charges against Abrego Garcia. Abrego Garcia is not alone. Trump has, for most of the summer, been pursuing a vendetta against David Hearn, a former Olympic canoeist. Hearn was accused of vandalizing the Reflecting Pool at the Lincoln Memorial, which is in a state of disrepair in the wake of the president’s attempted renovations. Several months ago, Trump announced a plan to paint the floor of the pool blue, to match his vision of the National Mall. He handed a no-bid contract to a Virginia-based company,

which proceeded to try to waterproof and paint the pool. Once that was finished, Trump drove his presidential motorcade down the empty pool in a show of triumph. Soon after, the pool was filled — and the trouble began. The blue paint trapped heat, the heat spurred algae growth, and in short order the Reflecting Pool had turned green. There was nothing the White House could do about it. Misapplication of the new coating, meanwhile, had caused the floor to peel; chunks of it floated to the surface. Unable to take responsibility for his own mistakes and failures, Trump blamed unnamed saboteurs and appears to have ordered the Department of Justice to press charges against them. Enter Hearn, who was accused of pulling off a piece of the pool’s liner. He was indicted by a grand jury on a federal vandalism charge and arrested. But there was no evidence Hearn had done anything wrong. Instead, the problems at the pool were the product of poor work and quality control. Even the Department of Justice was forced to admit that the damage was the result of a “flawed installation.” The U.S. attorney for Washington, D.C., Jeanine Pirro, dropped the charges. Trump was furious. “I disagree 100% with Jeanine Pirro, the U.S. attorney for the District of Columbia, on the Reflecting Pool,” Trump wrote on Truth Social. “I don’t know what she was thinking?” He wants a prosecution. He wants revenge. Trump is hardly the first powerful person to abuse the law enforcement powers of the federal government to pursue narrow interests and petty grievances. Richard Nixon infamously turned both the FBI and the IRS against his political enemies. J. Edgar Hoover, as director of the FBI, used his authority to wage what amounted to a personal crusade against the Rev. Martin Luther King Jr., whom he viewed as a dangerous subversive. There is no observable national interest at work in the crusades against Abrego Garcia or Hearn. These are personal crusades, shaped entirely by Trump’s grievances, his desire for revenge, his insatiable need to soothe his own psychic wounds. There are, to be sure, true believers within this administration, from executive power fanatic Russell Vought to far-right nativist Stephen Miller. But the man at the top has no such ambitions. He is there only for himself. The principal aim of his government as he sees it is his own glorification — a desperate quest to never lose face and to pursue vengeance against anyone who might undermine his sense of self. Hence Trump’s failed war with Iran — a military failure and disastrous strategic mistake. There is no apparent plan to end the conflict, only the futile efforts of a president desperate to shed the stench of defeat. That is what the false negotiations and endless missile strikes are all about: a way to try to end the war without having lost it. Peace with honor, this time as something closer to farce. The danger, of course, is what happens if there is no way out. What if Trump is truly stuck, fully caught in a trap of his own making? With the terrible power of the United States at his fingertips, it is frightening to contemplate what he might do to save his fragile sense of self. He has already tried to wreck the country in pursuit of revenge against all those who challenge his ego and authority. There’s no reason to think that he won’t try to wreck the world in pursuit of the same.

AN JUAN – La Autoridad de Acueductos y Alcantarillados otorgó dos contratos por más de 9.6 millones de dólares sin realizar los análisis requeridos para determinar si las tareas correspondían a puestos regulares o podían ser efectuadas por empleados de la corporación pública, según una auditoría divulgada el jueves. Los contratos cubrieron servicios relacionados con la optimización de ingresos, el manejo de presiones, la detección de fugas y el apoyo operacional en las oficinas de Servicios al Cliente, Recuperación de Agua y Recuperación de Agua No Facturada. La Oficina del Contralor encontró que parte del personal contratado realizaba funciones similares a las incluidas en el Plan de Clasificación y Retribución de la AAA y cumplía jornadas equivalentes a las de empleados regulares. El informe OC-27-24 también señala deficiencias en la evaluación del peritaje de los contratistas y la ausencia de información específica sobre las funciones del

personal asignado a los contratos. Algunos contratistas realizaron labores continuas durante periodos de entre cuatro y 16 años. La Oficina del Contralor sostuvo que esa continuidad constituye una característica propia de puestos regulares y no de contratos de servicios profesionales. ‘The End of Oak Street’ review: Cul-de-sac dino attack

ecause it is set in 1982 and involves an American nuclear family facing extraordinary perils, David Robert Mitchell’s new film is bound to be compared to that decade’s finest Hollywood action fare, especially Steven Spielberg’s. But what came to mind while watching some of the vistas in “The End of Oak Street” was Hieronymus Bosch. You might as well rename the movie “The Suburbia of Earthly Delights (and Nightmares)” because of the out-there visions we discover after chaos engulfs a peaceful neighborhood. The handsome couple, Denise and Greg Platt (Anne Hathaway and Ewan McGregor), appear to anchor a picture-perfect unit, with their well-behaved children, Audrey (Maisy Stella) and Brian (Christian Convery), and a rambunctious dog, Starbuck (played by Brisket and Buzz). Then one night, a bright light and an earthquakelike tremor upend their world, and they wake to find exotic flora that went extinct millions of years ago and a range of prehistoric beasties. Some of them peacefully chomp on grass. Others want to chomp on anything that moves, including the Platts. We are eventually given an explanation, but it is so sparse as to be comically pro forma. The movie is not for those who require a rationale for the irrational. In the early scenes, Mitchell, who also wrote the screenplay, economically suggests cracks in the veneer of normality. Each Platt seems to have a secret or a thwarted dream, or both, and the saddened kids overhear their parents’ constant bickering. The detached, almost surreal atmosphere in the introduction — and even, more daringly, when everything goes violently to pot — will be familiar to those who have seen Mitchell’s earlier movies, “It Follows” (2015) and “Under the Silver Lake” (2019), but also to Sofia Coppola fans.

nothing is padded into boring bloat. Heart-to-heart conversations are few and concise; deaths are brutal and fast. No matter the situation, the film, which has a refreshingly frugal running time, moves on quickly. Mitchell also introduces premises or character traits, then proceeds to ignore them. Audrey, for example, is described from the start as a space nut who scrutinizes the night sky. Combining that information with a tantalizing news snippet about weird solar flares, you expect her to suss out the explanation for what’s happening and take the lead in finding a solution. But while she is somewhat helpful, the film goes in another direction in how the event changes Audrey. Because, yes, of course, the Platts are changed by their ordeal, and in that, Mitchell abides by formula. But his matter-of-fact juxtaposition of a certain idea of the American dream with incomprehensible bedlam that defies the natural order is the film’s most interesting point. The weirdness is around us. It can also be in us. We just figure out how to live with it.

Treasury’s Bessent says upsized bond buybacks could increase further U

.S. Treasury Secretary Scott Bessent on Thursday said he may increase again the volume of Treasury bonds the government will repurchase, ​a day after surprising the market with plans to double them. “We’re going to increase the size of the ‌buyback,” Bessent said in a CNBC ‌interview. “I would note that it could be more than the $4 billion per issue.” The Treasury on Wednesday announced that it would double the size of buybacks on longer-dated securities over the next quarter ​to at least $4 billion, a move that stanched this week’s rise in 30-year bond yields to 19-year highs. The 30year yield had rebounded earlier on Thursday, but Bessent’s comments briefly curbed the increase. It last traded at 5.24%. Bessent ​told CNBC that his objective was to support liquidity in an area of the market that is thinly traded, especially in August, while having ​to compete with a lot of corporate issuance at higher yields, including for artificial intelligence infrastructure. “Part ​of it is signaling here, and to show that we believe that the yields don’t reflect the underlying fundamentals. This Iran conflict, we will get on the other side of this, we don’t know when,” Bessent said. After 6 years, Harry and Meghan are coming home. What changed? By MICHAEL D. SHEAR

ifteen months ago, Prince Harry said he could not “see a world in which I would be bringingw my wife and children back to the U.K.” The Duke and Duchess of Sussex had fled to the United States amid a seemingly irreparable royal rift, a vicious media environment and a British public that was angry about their criticism of the monarchy. Harry told the BBC that it was “really quite sad that I won’t be able to show my children my homeland.” Now, he will. In a move that appears to have caught even King Charles III by surprise, Harry and Meghan are planning to settle back in Britain in the coming weeks. Their children, Archie, 7, and Lilibet, 5, will enroll in school here. Royal watchers said the family would live in private accommodations outside of London. The question that quite a few people in Britain are asking is: What changed? The answer, royal observers say, may hinge in part on Harry’s longing to give his children the kind of upbringing that he remembers fondly, minus the public attention and press scrutiny that he has repeatedly denounced. In 2023, Harry described Britain as “central to the heritage of my children and a place I want them to feel at home as much as where they live at the moment in the U.S.,” in a statement read out by his lawyer during a court hearing over security for his family. “They want their children to grow up as British citizens as much as Americans,” said Ed Owens, the author of “After Elizabeth: Can the Monarchy Save Itself?” and a fellow at the Royal Historical Society. “They want their children to imbibe the tradition, culture, history, heritage of their father’s country.” “Of course,” he added quickly, “there are other factors at play here.” The most significant of those may be the chance to further repair Harry’s relationship with his father, who was diagnosed with cancer in February of 2024. Now that those cases are settled, it remains to be seen how Harry and Meghan will be treated by their critics in the media. This Castro is a key envoy to Trump. Could he be Cuba’s next leader? By DAVID C. ADAMS and FRANCES ROBLES

R

aúl Castro was on an official state visit in Paris a decade ago as Cuba’s president when a hulky bodyguard in his entourage stood out. The man kept so close to Castro while they walked the red carpet at the Élysée Palace that a member of the French honor guard tried pulling him back. Even François Hollande, France’s president at the time, waved him back. The security escort who kept inserting himself in official photos was none other than Castro’s grandson, Raúl G. Rodríguez Castro, a colonel in the Interior Ministry. Today, the once largely unknown bodyguard has become a key figure in Cuba’s talks with the United States, even though he has never held public office. His name has even come up as someone the Trump administration might find acceptable to become Cuba’s next leader. “He exemplifies how that government operates,” said Tim Rieser, a foreign policy aide to former Sen. Patrick Leahy, D-Vt., who met Rodríguez Castro several times. “It’s a lot like a family business, and so someone who was described to us a decade ago as President Castro’s bodyguard has for whatever reason, by whatever means, become something much more than that.” But Rodríguez Castro, who has met with some of the most senior people in the Trump administration, may have also used his considerable influence to protect a large-scale smuggling operation that moved people out of Cuba and brought illicit goods into the country, according to interviews and court records. Rodríguez Castro, 42, was accused of helping funnel goods purchased with stolen credit cards into the country, receiving luxury items as bribes and allowing wanted criminals to roam free on the island, the interviews and court records show. The scheme was the target of a federal in-

Rodríguez Castro has not been charged. This article is based on court documents and interviews with nearly a dozen people who either know Rodríguez Castro personally, including one person close to the U.S. negotiations, or are familiar with the criminal investigation in which his name surfaced. Rodríguez Castro did not respond to requests for an interview sent through formal diplomatic channels and a mutual acquaintance. A top Cuban official called the accusations slanderous. Rodríguez Castro’s prominent role in the discussions with the Trump administration seemed to astound some Cuban officials who viewed him as merely a caretaker for his grandfather. Still, an official with the Central Committee of the Communist Party of Cuba took to social media last month to say Rodríguez Castro had been the subject of “character assassination” in the

U.S. media, which was aimed at making the Cuban government appear divided. As he helps Cuba’s government try to survive and navigate its standoff with the United States, those who have spoken to Rodríguez Castro say he has made no secret of his ultimate ambition to be his country’s next president — though it is unclear whether he has the internal support to do so. The Cuban smugglers The human smuggling network was known as the Cuban Mafia in Quintana Roo; its name came from the state in eastern Mexico where it was based. The ring used boats stolen from Florida to sneak people out of Cuba who wanted to reach the United States, according to the Justice Department and members of the criminal gang who cooperated with prosecutors. The Cuban migrants would be taken to Mexico, where they were held in safe houses until they paid smuggling fees, and were tortured if they didn’t, according to court testimony. Two defendants in the case implicated Rodríguez Castro as a collaborator in the organization, according to court records and interviews with several people familiar with the investigation. Both defendants, José Miguel González Vidal and Reynaldo Crespo Márquez, pleaded guilty and were sentenced to long prison terms for their roles in the scheme. Rodríguez Castro arranged safe passage for the group into and out of Cuba, a leader of the group told U.S. prosecutors, several people familiar with the case said. Rodríguez Castro’s name came up in a U.S. Justice Department case in 2020 against the group, according to evidence gathered by prosecutors and one of the people familiar with the investigation. The people who know Rodríguez Castro spoke on the condition of anonymity to preserve relationships with Cuban government officials, and those familiar with the criminal case did so to discuss sensitive legal matters they were not authorized to disclose. It is unclear whether Rodríguez Castro is a target of the ongoing investigation. The Justice Department declined to comment. González-Vidal said the men who smuggled migrants and goods bribed Rodríguez Castro to keep the Cuban coast guard and customs away, three of the people said. In exchange for allowing merchandise that the smuggling network bought in Mexico with stolen credit cards to clear Cuban customs, Rodríguez Castro was given a Fountain 38 highperformance boat and various other gifts, in-

cluding a Rolex watch, Suzuki motorbike and Louis Vuitton clothes, González Vidal claimed. The products were later sold in Cuban government stores, he said. González Vidal’s account was supported by text and voicemail messages that the FBI extracted from the cellphones of members of the smuggling ring, the people familiar with the case said. González Vidal’s lawyer, Juan D. Berrios, declined to comment. Rodríguez Castro, in a recent interview with USA Today, which some critics took to be self-promotional, said he had no wealth of his own. “Wealthy friends and admirers” had paid for fashionable clothes, luxury foreign vehicles and expensive overseas trips, he said. A slanderous accusation Cuba’s deputy foreign minister, Carlos R. Fernández de Cossío, in an interview with The New York Times in Havana, called the accusations against Rodríguez Castro involving the smuggling ring “slander.” The State Department did not respond to a request for comment. One American close to the U.S.-Cuba discussions said that, despite the allegations of smuggling, Rodríguez Castro was considered a worthy representative to interact with the Trump administration because his fondness for material goods suggested he was open to capitalist ideas. Rodríguez Castro is not apologetic about his lifestyle. “It pains me that many people can’t live the way I do,” Rodríguez Castro told USA Today. “And I’m working every day to change that situation.” Rodríguez Castro has enjoyed extraordinary access, attending virtually every one of his grandfather’s meetings, including with the late Pope Francis. After serving as a bodyguard, he became more of a personal assistant for Castro, 95, who was vice president for decades and became president in 2006 when his brother Fidel fell ill. While he no longer holds any official government post, Castro is widely considered the most powerful person in Cuba. After Cuba began secret meetings with the United States this year seeking to end sanctions imposed by the Trump administration, Rodríguez Castro met separately with CIA Director John Ratcliffe and Secretary of State Marco Rubio. he Vaqueros of Bayamón defeated the Santeros of Aguada 97-79 on Wednesday night at Rubén Rodríguez Coliseum in Bayamón to move within a win of the franchise’s 18th National Superior Basketball (BSN by its initials in Spanish) championship. After losing back-to-back games and seeing the 2-0 series lead they started the best-of-seven finals with vanish, the defending champions responded in front of their home crowd with a wire-to-wire victory that put them on the doorstep of another title. The Vaqueros began to pull away in the game’s early going. Their lead reached 16 points during the first 10 minutes, which ended with the hosts ahead 33-19. They maintained the lead during the second period and

headed into the locker room with a 16-point advantage, 53-37. Bayamón picked up the pace again after the break, extending the lead by another four points in the third quarter to enter the final 10 minutes with a comfortable 83-63 advantage. Jassel Pérez and Chris McCullough led the Vaqueros with 25 points and six rebounds apiece, while Pérez handed out six assists. Gary Browne contributed 14 points and five assists, and Javier Mojica finished with 11 points (nine from beyond the arc). Joel Soriano led the Santeros with 18 points and four rebounds. Jacob Wiley scored 14 points and John Holland added eight. Men’s NORCECA Final Six volleyball tourney returns to Ponce By THE STAR STAFF

he Men’s NORCECA Final Six volleyball tournament returns to Juan “Pachín” Vicéns Auditorium in Ponce this Sunday for its sixth edition. The competition, which runs through the following Saturday, will feature Puerto Rico, Canada, the Dominican Republic, Guatemala, Mexico and the United States. The United States enters the competition as the three-time defending champion. Last year in Ponce at the same venue, Puerto Rico took silver -- after Canada had finished as runnerup in the tournament’s first four editions -- and the Dominican Republic took bronze. Mexico won the inaugural edition in 2021, and Cuba claimed the title in 2022. The 2026 Men’s NORCECA Final Six is ​​part of the qualification process for the 2027 Men’s Pan American Cup and will award points toward the FIVB World Ranking. The preliminary round will be played in a round-robin format from Sunday through Thursday. Following the 15 matches of the opening phase, the top four teams will advance to the semifinals on Friday, Aug. 28, with the second-place team facing the third-place team, and the first-place team facing the fourth-place team. Yankees’ record valuation fuels debate over MLB’s financial health By EVAN DRELLICH / THE ATHLETIC

T

o top player agents, Apollo Sports Capital’s $2.6 billion investment in the parent company of the New York Yankees shows MLB is doing well as a business. But the health of the baseball industry — and by extension, what the Yankees’ deal with a private eq-

uity firm says about it — remains hotly debated as the players and team owners barrel toward a lockout that could threaten the 2027 season. The Apollo deal, announced earlier this week, gives the firm a mix of equity and debt in Yankee Global Enterprises and values the baseball team at close to $10 billion, according to two people briefed on the transaction

who were not authorized to speak publicly. That appears to be a record valuation for an MLB team in a realized transaction and fits with the upper range of estimated values the news media has given the club. Sportico this spring estimated the Yankees to be worth $9.4 billion, while Forbes projected an $8.5 billion price.


The San Juan Daily Star Hal Steinbrenner and his family maintain control of the Yankees. Apollo’s percentage stake in the team was not disclosed, but, per MLB rules, it cannot exceed 15%. It’s unclear exactly what motivated the Yankees to sell at this moment, be it the valuation they received or a different desire for increased cash on hand. It’s also unclear how the Steinbrenners intend to use the money, but player representatives hope it will be used to add talent. “It’s great for the fans and the sport to see a team take an aggressive step to compete,” said Joel Wolfe, who leads the baseball division at the Team, an agency. “The constant drumbeat from the commissioner’s office complaining about baseball’s decline has become stale.” Scott Boras, another top agent, said: “The one thing this indicates is that the appreciation of baseball franchises has been immense in the last six months to a year. Private equity is not paying $2.6 billion for a small percentage of the Yankees unless they’re doing quite well. The private equity analysis is strictly based on profit.” But the argument inside MLB ownership circles remains that baseball valuations could be doing better overall, particularly when compared with leagues such as the NBA and NFL. MLB owners also continue to believe the gap between marquee franchises such as the Yankees and their smaller-market counterparts has grown too large, in club value and annual revenues. MLB and the players’ union declined to comment immediately. Apollo and the Yankees declined additional comment beyond statements issued in a news release on Tuesday. Through its investment in the Yankees’ parent company, Apollo also appears to gain a small share of other companies in the Yankees’ umbrella, including Yankees Entertainment and Sports TV network (YES, for short) and a pair of pro soccer teams, New York City FC and AC Milan. MLB, like other sports leagues, limits how much of a team can be sold to private equity. Beyond the 15% maximum for a single firm’s stake in a team, multiple firms can own no more than 30% of a single club. Those limitations are intended to reduce how much sway private equity firms, which represent a large number of investors, have over a club’s decision-making. “The rules surrounding private equity investment, they don’t even get information, let alone have an opportunity for influence,” MLB Commissioner Rob Manfred said last month. “We pay a lot of attention to what is actually going on.” But with the Yankees, Apollo will nonetheless carry at least some say: As part of the transaction, Apollo CEO Al Tylis, who made his name in real estate, will have a seat on Yankee Global Enterprises’ board. Several motivations could have influenced the Yankees to sell a slice of the team. Having additional funds available throughout a potential lengthy work stoppage next year might be appealing. Even a family as successful as the Steinbrenners could want additional liquidity, which institutional investors can more readily provide. Franchise values have grown so large that private equity firms are often a necessary part of club transactions because the prices are too high for many individuals. “The leagues are very conservative with the amount of debt that they allow teams to take on,” said Daniel Render, a partner at the law firm Katten who advised Apollo on the regulatory components of the Yankees’ transaction, including compliance with league rules. “That, combined with the rise in valuations, has made it in some ways more challenging to find investors to invest in clubs.”

Render said he could not comment on the Yankees’ specific motivations. But in general, he said, there are several reasons a team will sell a minority stake to a private equity firm, including a strong valuation. “Let’s say you’re a controlling investor, and you own 80% of a team,” Render said. “You’re sitting on an asset that’s appreciated a lot in value, and there might be other things in your life that you want to use the money for. That could be a reason to sell down in part, and have nothing to do with cash needs of the team or anything other than sort of making an investment decision.” Render said team owners sometimes also want to create exit opportunities for current minority investors. None of this will necessarily influence roster decisions. The Yankees are projected to have a payroll of about $341 million this season, the third highest in the majors, per Cot’s Contracts. A private equity firm investing in an MLB club today could believe, or hope, that the league’s next labor deal will bolster the worth of its investment. A salary cap, which MLB is aggressively seeking, would limit the league’s labor costs. MLB believes too that a cap would make smaller-market teams more competitive and, therefore, enhance the value of all of the league’s clubs. “If you look at professional sports, I think investors now see that as a separate category of investments that is significant in terms of diversifying your overall portfolio,” Manfred said last month. “I also think that, particularly given some of the issues that we’re dealing with right now, people are thinking that the game could be on an upswing in terms of its investment potential.” The players’ union believes MLB’s cap proposal would cost players billions of dollars over the course of a new collective bargaining agreement. The current deal expires in December, at which time owners are expected to start a lockout. What’s unknown is whether the fight over a cap will lead to canceled games in 2027. In baseball and other sports leagues, franchise values have always risen over time. “Sports has traditionally been a noncorrelated asset with other public companies or private companies,” Render said. “So whether the market is up or down, sports has tended to go up. That’s not something you can predict for the future, but that’s just how it has worked out over the past 20 or 30 years in sports.” Going forward, leagues could always change those rules to allow greater institutional ownership of teams. Whether MLB and others do precisely that over time — and whether the influence of private equity firms increases, either way — is to be seen as a new era unfolds in New York City and elsewhere.
