xtreme drought continued to expand across Puerto Rico over the past week and now covers 17% of the territory -- primarily in the island’s southern and eastern sectors -- according to the latest U.S. Drought Monitor update, with data valid as of Tuesday, Aug. 11. The new report reflects a further deterioration in drought conditions, with 72.2% of Puerto Rico falling into categories ranging from moderate to extreme drought. Of Puerto Rico’s territory, 36.9% is experiencing severe drought, while 18.3% is in moderate drought, along with the 17% in extreme drought. Another 6.1% is classified as abnormally dry, while no area of the island has reached the “exceptional drought” category, the highest level on the scale. The map released in Thursday’s update shows extreme drought persisting in a significant strip along the southern coast and extending into southeastern sectors. A pocket of extreme drought also appears in eastern Puerto Rico, while severe drought covers a large portion of the island’s south, center and east. The Drought Monitor uses five classifications to represent moisture conditions, ranging from “abnormally dry” (D0) to “exceptional drought” (D4). Categories D1, D2, and D3 correspond to moderate, severe and extreme drought,

Power Expectations contract referred to Justice Dept. By THE STAR STAFF

he Public‑Private Partnerships Authority (P3A) and the Office of the Energy Czar announced Thursday that they have referred allegations involving the Power Expectations temporary generation contract to the Puerto Rico Department of Justice and to federal authorities for independent review. According to the agencies, the referral concerns questions about the legitimacy of the signature used to execute the June 10, 2026 contract between the Puerto Rico Electric Power Authority (PREPA) and the consortium composed of Power Expectations, Enchanted Rock and Reyes Construction. As previously reported by the STAR, the allegations include the purported unauthorized use of Enchanted Rock’s name and a signature attributed to the company during the competitive procurement process for temporary generation under RFP No. 3PPO‑0314‑20‑TPG2. The procurement was administered by the Third‑Party Procurement Office (3PPO), operated by Regulatory Compliance Services Corp. (ReComS), which has been contracted by the P3A since 2023 to manage certain electricity sector procurements. The use of an independent procurement offi-

ce is intended to prevent conflicts of interest related to the operation and maintenance contracts held by LUMA Energy and Genera PR, in accordance with Act 120‑2018. Energy Czar and P3A Executive Director Josué Colón Ortiz said the government acted immediately upon receiving the allegations. “We will not prejudge any person or entity, but we will not ignore an allegation of this nature either,” Colón Ortiz said, adding that the referral does not constitute a finding of criminal conduct. “We have put the information in the hands of state and federal authorities so that each can make the appropriate assessment within their jurisdiction.” The allegations were first raised on June 16 by the law firm O’Neill & Borges, representing Enchanted Rock and the Financial Oversight and Management Board. That same day, the P3A referred the matter to 3PPO Director Osvaldo Carlo for an internal investigation, including a review of the procurement record and fact‑finding. Enchanted Rock representatives were placed in direct communication with the 3PPO to provide documentation. After reviewing the 3PPO’s findings, the P3A determined that the nature of the allegations required referral to authorities with investigative authority.

Cataño mayor dies after battling bone marrow cancer By THE STAR STAFF

ataño Mayor Julio Alicea Vasallo died on Thursday after battling a diagnosis of myelofibrosis -- a rare type of bone marrow cancer -- over the past few months, municipal press spokesperson Elliot Rivera confirmed. “With deep sorrow, and at a time of grief for my family, I inform our fellow residents of the passing of the mayor of Cataño, Julio Alicea Vasallo, who led our beloved town since December 2021 with fortitude, commitment, and total dedication,” stated attorney Julybeth Alicea Rodríguez, daughter of Alicea Vasallo. “Dad passed away in peace, surrounded by the love of his family.” “We are grateful for the countless expressions of affection, solidarity, and prayers received throughout this process,” the mayor’s daughter added. “At this time of profound grief for our family, we ask for space to cope with this loss.” Alicea Rodríguez said details on funeral services and rites will be announced at a later date, “once the corresponding arrangements have been finalized.” “Once again, we thank the people of Cataño and all of Puerto Rico, as well as everyone who supported him during this journey with messages of encouragement and prayers,” she said. “As a family, we lack the words to express our gratitude for so many displays of solidarity and support.”

Since April 21, Alicea Vasallo had temporarily stepped away from his municipal duties to undergo chemotherapy, a stem cell transplant, and clinical monitoring. As part of his treatment, the mayor underwent a transplant on June 8, following a nearly two-month search for a compatible donor. His daughter Julybeth -- who was a 50% match -- served as the donor for the procedure. Subsequently, the family made a public appeal for platelet donors due to the multiple transfusions required during the recovery process. Before assuming the role of mayor, Alicea Vasallo had dedicated several decades to public service. He worked for the Municipality of Cataño between 1985 and 1992, during the administrations of José “Pepe” Álvarez and Lupe Álvarez, and returned to the municipal government during Edwin Rivera Sierra’s tenure. In May 2009, he was appointed executive director of the Automobile Accident Compensation Administration. He retired from public service in 2016 and subsequently returned to municipal politics. Alicea Vasallo was sworn in as mayor on Dec. 18, 2021, following the resignation of Félix “Cano” Delgado, who later pleaded guilty to federal corruption charges. La Fortaleza rules out extending rationing to 72 hours or including La Plata for now By THE STAR STAFF

ublic Affairs Secretary Jean Peña Payano said Thursday that the island government is not currently considering extending drought-related service interruptions to 72 hours or implementing a rationing plan for customers dependent on the La Plata reservoir, although he noted that conditions are being evaluated daily. “At the moment, increasing it to 72 hours is not being considered, nor are there plans to extend scheduled interruptions to other reservoirs or to citizens served by other reservoirs,” Peña Payano stated at a press conference. The official noted that recent rains allowed for a slight increase in levels at the Carraízo reservoir, but he insisted that evaporation, precipitation and the daily behavior of the reservoirs would determine future decisions. Regarding La Plata, Peña Payano gave assurances that there is no immediate recommendation to begin service interruptions there. “At this moment, the categorical answer is that it is not being contemplated for the immediate future; however, we are monitoring each of the reservoirs -- not just La Plata and Carraízo, but also Cidra and others across Puerto Rico,” he said. and Sewer Authority (PRASA), Peña Payano said the government is awaiting the outcome of a meeting scheduled for Friday between the public corporation’s management and representatives of the Independent Authentic Union (UIA by its initials in Spanish) regarding wage demands and changes to the classification and compensation plan. “The governor is willing to listen,” he said. “That is why the meeting with the directors and the [PRASA] team is taking place on Friday.” The UIA ended a work stoppage Wednesday afternoon before the scheduled 24 hours had passed after agreeing to talks with the administration, where the union will present its proposals to the PRASA board. Peña Payano noted that any economic proposal would have to be evaluated within budgetary constraints and subsequently considered by the Financial Oversight and Management Board. PRASA said its facilities and commercial offices operated normally thanks to management personnel and union workers -- more than 1,300 employees in all -- who didn’t participate in the strike. The public affairs secretary also confirmed that the Department of Natural and Environmental Resources is continuing enforcement actions against illegal wells, particularly in areas where aquifers are under stress due to the drought. He noted that according to the information he has, the interventions are not generally targeted at springs used by citizens for water supplies during the emergency, but rather at specific wells operating illegally.

PRASA invests $1.8 million to expedite leak repairs By THE STAR STAFF

uerto Rico Aqueduct and Sewer Authority (PRASA) Executive President Luis R. González Delgado announced an initiative on Thursday involving an investment of $1,825,000 to hire private crews to address, more rapidly, the leaks causing potable water loss before and during the drought emergency. “At a time when Puerto Rico is facing drought conditions, it is necessary to step up our efforts to reduce potable water losses within the system,” González Delgado said in a written statement. “This initiative expands our capacity to identify and address leaks more quickly. Furthermore, the hotline provides a simple way for the public to alert us and help us intervene more rapidly.” As part of the effort, PRASA has set up the number 787-993-2440 exclusively to receive reports of potential leaks. The service will be available from 6 a.m. to 11 p.m.,

seven days a week. Starting immediately, anyone who spots a leak can contact the public corporation directly. When calling, the person should specify the road, street, or thoroughfare where the leak is located and provide a reference point to help pinpoint it. Using the information obtained, PRASA aims to speed up leak identification and direct available resources to areas requiring attention. Private crews will supplement the public corporation’s staff, increasing the capacity to respond to reports and carry out repairs across Puerto Rico. Energy companies urge First Circuit to uphold dismissal of PR municipalities’ climate lawsuit By THE STAR STAFF

ozens of major energy companies are asking the U.S. Court of Appeals for the First Circuit to affirm the dismissal of a sweeping climate‑related lawsuit filed by nearly 40 Puerto Rico municipalities, arguing the case was brought years too late and relies on legal theories already rejected nationwide. In a joint response brief, filed in case 25-1961 on Aug. 11, companies including Exxon Mobil, Shell, Chevron, BP, ConocoPhillips, Motiva and the American Petroleum Institute contend that the municipalities’ claims, centered on damages from hurricanes Irma and Maria in 2017, are barred by the

applicable statutes of limitations. The municipalities first sued in November 2022, alleging the storms were intensified by climate change and that the defendants engaged in a decades‑long campaign to mislead the public about fossil fuels’ risks. The companies argue the municipalities “knew or should have known” of both their injuries and the alleged basis for suing long before filing, pointing to extensive public reporting and earlier climate litigation. The brief notes that by September 2017, news outlets were already publishing articles tying the storms to climate change, including a Vox report stating that Hurricane Maria “plowed through unusually warm oceans” and intensified rapidly. The filing also cites years of lawsuits brought by other states and cities alleging similar deception

by fossil‑fuel producers. The defendants say the municipalities cannot rely on fraudulent‑concealment arguments to toll the limitations period, asserting the complaint fails to plead fraud with the specificity required under federal rules. The district court dismissed the case in September 2025, concluding that the municipalities waited too long to sue and that no tolling doctrine applied. The defendants now urge the First Circuit to affirm, arguing that “the injury and which entities to sue and on what basis were all readily apparent from the coverage in the popular press, the court cases, and the reports.” The appeal remains pending.

The debate over Democrats’ future rages on after Hong’s defeat in Wisconsin By EMILY DAVIES and KELLEN BROWNING

rancesca Hong was supposed to prove that a democratic socialist could win a statewide election. Instead, her surprise loss in the primary election for governor of Wisconsin dealt a blow to the progressive movement and initiated a scramble among Democratic factions to define her narrow defeat either as an impressive harbinger of the movement’s future or an ominous sign of voter antipathy toward the far left. Some prominent Democrats argued that the outcome was proof that the moderate wing of the party carried more electoral weight than the progressive one, which has dominated headlines this year as insurgent candidates have ousted incumbents in deep-blue cities. Others, on the left, looked to celebrate the tight race — even though their candidate fell short — as evidence that progressives can compete in statewide contests. “It’s a significant loss,” Robert Lasica, a spokesperson for Madison’s Democratic Socialists of America chapter, said in an interview. But he argued the race was also “a big triumph of how far we can go with building the left infrastructure in Wisconsin that simply did not exist a year ago.” David Crowley, who is the Milwaukee County executive and had briefly suspended his campaign just over a month ago, defeated Hong by a razor-thin margin. His victory defied months of polls that showed Hong far in the lead. It was the second consecutive week with a Democratic primary in which a progressive candidate underperformed expectations. Last week in the Democratic Senate race in Michigan, Dr. Abdul El-Sayed defeated Rep. Haley Stevens, but the contest was closer than expected and was not called until the next morning. Both narrow outcomes have kept the debate that has been raging all year between moderates and progressives vigorously alive. El-Sayed is not a member of the Democratic Socialists of America, and the DSA is not officially part of the Democratic Party. But both the DSA and non-DSA progressives have roiled the party in this year’s midterms by exciting the

The former chef and restaurateur spent more time than any other candidate campaigning in rural Wisconsin, and it appeared to pay off with strong margins in some of those counties. Progressives have won a string of races partly on the strength of their ground games. The question is whether the model can be replicated without the populist policy proposals, such as abolishing ICE, that are resonating with some voters but that many moderates eschew. The fallout of Hong’s campaign carries extra weight as the party eyes 2028, with those in each wing already jockeying to elevate their own. On Wednesday, Democrats openly exploring presidential bids sought to wield the

election results to make their cases. Rahm Emanuel, a former Chicago mayor and former chief of staff to President Barack Obama, wrote on social media that Hong’s defeat showed “that the pragmatic wing isn’t a faction of this party. It’s the majority, it’s awake now, and it’s exerting itself.” Rep. Ro Khanna, a progressive member of Congress from California who had endorsed Hong and is also contemplating a run for president, sought to tamp down criticism of the far left. “I appreciate that Democrats can have differences over single payer healthcare, free childcare, pausing data centers and other issues @FrancescaHongWI fought for,” he wrote on X. “But caricaturing and labeling candidates based on a few statements is not a politics I believe in.” Democratic socialists had seen Wisconsin as a key opportunity to prove that their message could resonate in less liberal parts of the country. While they planned to study Hong’s loss to improve their electoral fortunes, several said they viewed Tuesday’s result as strong proof of the movement’s rise. “Francesa won hundreds of thousands of votes — one of the highest vote totals of a democratic socialist candidate in any election in the United States,” said Katie Sims, a DSA member in Ithaca, New York, who leads the group’s national electoral strategy. “Ultimately, it’s disappointing that she lost by such a small margin, but really heartening that it shows that these kinds of races are viable.” DSA members pointed to several areas for improvement. For one, the socialist infrastructure and campaign experience in Wisconsin was far less robust than in places such as New York City, which last fall elected Zohran Mamdani, a democratic socialist, to be mayor. There, socialists had been building for years toward that victory as well as additional successes in congressional campaigns in June. “For some people on the campaign, they have not worked at this scale yet before under these pressures,” Lasica said. “Next time around, we’re going to be in a better position.”

Johanna Fernández, historian of the Young Lords, dies at 55 By RICHARD SANDOMIR

ohanna Fernández, a Dominican American historian whose authoritative book about the Young Lords helped revive the legacy of that leftist collective, a revolutionary Latino counterpart to the Black Panthers, died July 30 in Manhattan. She was 55. Her death, in a hospital, was caused by non-small-cell lung cancer, her brother Tirso Fernández Jr. said. An associate professor of history at Baruch College, Fernández was unaware of the Young Lords until her junior year at Brown University, when she took a class that covered the radical group and was angered that it had been effectively erased from public memory. “I’d say that the children of migrants — especially from Latin America — connect more than anyone else with the history of the Young Lords,” she said in a 2020 interview with CounterPunch, a left-leaning website. “Because you wake up and all you see is death and abandoned buildings and you start believing what people and the media say about you.” She added, “Then to see your own people take it and shred it and fight it in the streets — that’s freedom on a profound personal level.” The Young Lords started as a street gang in Chicago and expanded to New York City in 1969. They were a confrontational, anti-capitalist collective of Hispanic — mostly Puerto Rican — and Black activists who sought solutions to the deplorable conditions of neighborhoods such as the South Bronx and Spanish Harlem. To protest poor trash collection, they built walls of garbage across city streets, then set the walls on fire. They commandeered a church and used it to offer free breakfast to schoolchildren. They occupied a building at the dilapidated Lincoln Hospital in the Bronx, placed a Puerto Rican flag on the roof and made demands that included building a new hospital, door-to-door preventive care and opening a daycare center for the children of patients and employees.

(Christopher Gregory-Rivera/The New York Times) The group’s history was the subject of Fernández’s doctoral dissertation at Columbia, which she completed in 2004 and later expanded into a book. “She interviewed me three times over 15 years,” said journalist Juan González, a founder of the group’s New York branch, in an interview. “At first, she didn’t know a lot, but she was determined to speak to everyone. She spoke to a lot of people who weren’t speaking to each other because of past conflicts.” Her research was impeded by the supposed inaccessibility of extensive surveillance files, more than 500 boxes’ worth, that had been accumulated by the New York Police Department’s secretive special services division from 1954 to 1972. She was told the files were missing or lost. In 2014, after her Freedom of Information Law requests yielded little, she filed a lawsuit against the NYPD seeking the documents. The suit was dismissed but, in 2016, a significant portion of the records of the department’s scrutiny of the Young Lords, the Black Panthers and the Nation of Islam resurfaced during an inventory of a Queens warehouse.

The files told the story of “thousands of people and organizations in New York City who fought to make the city more just and democratic and were systematically obstructed by the police,” Fernández said in a 2016 interview with The New York Times. She used information gleaned from the files in her book “The Young Lords: A Radical History” (2020). In his review in The Nation, Ed Morales, an expert on Latino politics, wrote that the book placed the Young Lords “in the context of the political and social debates that shaped the era and reveals how so much of their activism centered on the same issues — housing, health, education and the marginalization of women, the LGBTQ community and the working poor — that we face today.” “The Young Lords” won the 2021 Frederick Jackson Turner Award from the Organization of American Historians. Johanna Luisa del Carmen Fernández was born Dec. 2, 1970 in Manhattan and grew up in the Bronx. She was one of four children of Tirso Sr. and Minerva (Estevez) Fernández, immigrants from the Dominican Republic. Tirso Fernández was a maintenance worker, and Minerva Fernández managed the home. Johanna Fernández’s brother Tirso Jr. said their father “had been orphaned as a child and knew real hunger, but it didn’t harden him. Instead, it made him deeply compassionate.” “Johanna took that and ran with it,” he added. “Her own intellect took her the rest of the way, into history, race, class, power.” In addition to Tirso Jr., she is survived by her mother and two other brothers, Osvaldo and Geovanny. In 1992, while attending Brown on an academic scholarship, Fernández was one of 253 students arrested for taking over an administration building; their demands included a need-blind admission policy. At one point, she attracted a crowd by delivering a speech from the open window of a bathroom. Need-blind admissions at Brown did not start until 2003. She graduated in 1992 with a bachelor’s degree in English and American civilization, then earned a Master of Arts in 1996, a Master of Philosophy in 1999 and a doctorate in 2004, all in history from Columbia. As a postdoctoral fellow at Carnegie Mellon University in Pittsburgh from 2005 to 2006, she grew interested in prison abolition and the case of Mumia Abu-Jamal, a former Black Panther and radio journalist who was then on death row after being convicted of murdering a white police officer in Philadelphia in 1981. Israeli settlers are out of control. Could an election change that? By NICHOLAS KRISTOF

enjamin Netanyahu is the longest-serving prime minister Israel has had, as well as its most disastrous for Jews and Palestinians alike. The Gaza Strip has faded somewhat from global consciousness but remains in desperate shape with no clear path forward, while the West Bank endures brutal attacks by settlers that create a widening chasm between Israel and the rest of the world. All this is Netanyahu’s legacy. Finally, polls suggest a chance that his malignant reign may come to an end with October’s election in Israel. The question hanging over the region is whether, if he is ousted, what follows will be better. The answer I hear from experts is: Yes, maybe to a degree. Don’t expect a Palestinian state or a transformation. But the worst excesses and brutality might be reined in. Gadi Eisenkot, a former army chief, seems the most likely to lead Israel if Netanyahu proves politically mortal, and Eisenkot is by no means a dove. He is well known for helping to formulate the Dahiyeh doctrine: Respond to attacks with overwhelming, disproportionate destruction to create deterrence. It is named after the Beirut suburb where Israel applied it two decades ago, and it’s sometimes seen as a forerunner of Netanyahu’s demolition of Gaza. But Eisenkot also withdrew from Netanyahu’s war Cabinet because of disagreements over the direction of the war in Gaza (in which he lost a son, which has made him a particularly sympathetic figure in Israeli politics). The stranger slowly becomes a part of the couple’s life, and they mostly don’t seem to mind. But what does this outsider want? And why does this stranger fancy hunting so much? Chainey’s film is frustratingly opaque, especially in the head-scratching third act. The real pleasures are visual and acoustic, a gift for horror fans who don’t mind a movie that’s more invested in dark-sided atmospherics than a plot. Sound designer Graham Reznick does superb work turning rustling leaves, rumbling echoes and human shrieks into a dark symphony. I recommend watching this with the volume turned up as high as your ears can handle. (Stream it on Amazon Prime Video.) ‘Silent Night, Deadly Night’ On a recent scorching afternoon, I got

Christmas in July with writer-director Mike P. Nelson’s entertaining reimagining of the 1984 slasher film “Silent Night, Deadly Night.” Scarred by seeing his parents murdered by a killer dressed as Santa, Billy (Rohan Campbell) grows up to be a roving serial killer who marks his Advent calendar with his victims’ blood. Billy’s baleful inner voice (Mark Acheson) guides him through killing sprees over the holiday season, some of which double as acts of social justice, like the Nazi Christmas party that Billy turns into a head-crunching blood bath. When Billy meets Pam (Ruby Modine), whose father owns the Christmas trinket store where Billy works, he’s forced to reconcile blood thirst with romance. Nelson’s film doesn’t hold a candy canescented candle to the lurid original, one of my favorite Christmas-set horror movies. But it’s a better reboot than it has any right to be, thanks to Campbell’s performance, Acheson’s expert narration and torrents of stomach-churning gore. Kudos to Nelson for reusing “Slayrider” and other awesome songs from the original film’s cheese-pop soundtrack. (Stream it on Screambox.)

S&P 500 notches record-high close as rate-hike worries ease

he S&P 500 notched a record-high close on Thursday, fueled by advances in Sandisk and other heavyweight technology stocks, as tame producer price inflation data supported expectations the Federal Reserve ‌will not raise interest rates at its September meeting. Memory chip makers Sandisk (SNDK.O), and Micron Technology (MU.O), surged 13.7% and 4.2%, respectively, while Microsoft added almost 1% and Meta Platforms (META.O) rose 2.8%. Shares of AI cloud company CoreWeave (CRWV.O), dipped 1.3%. The stock surged 19% a day earlier after the c ompany lifted its annual capital spending forecast. Strong forecasts in recent weeks from companies including Microsoft and Amazon (AMZN.O), have reduced investors’ concerns about massive spending on AI data centers. “The AI earnings-driven tech boom continues,” ⁠said Jay Hatfield, CEO of Infrastructure Capital Advisors in New York. “It’s an earnings boom, not a bubble.” The S&P 500 c limbed 0.65% to end the session at 7,798.99 points, exceeding its record high close last Friday. The Nasdaq gained 0.81% to 26,803.03 p oints, while the Dow Jones Industrial Average rose 0.13% to 53,839.99 points. ar out in the Pacific Ocean, Ecuadorian fishermen have been attacked by unidentified “gringos” using drones, survivors say, spurring a mystery over whether the U.S. military, the armed forces of another country or private military contractors were behind the strikes. One fishing boat has been lost at sea since January, the U.N. says, with eight people still missing and presumed dead. The survivors of two other vessels said they came under attack in March by English-speaking assailants wearing matching uniforms with American flag patches, but without any clear insignia to link them to an official government force. Some of the surviving fishermen said they had been hauled out of the water, questioned and then handed over to El Salvador’s navy before being released. The Pentagon has denied involvement, as has the U.S. Coast Guard. Survivors have also said that a plane followed and seemingly surveilled them before the strikes. The New York Times analyzed flight data and found that a maritime patrol plane — based out of a military base in El Salvador — flew in the direction of all three boats in the days before they were attacked. The pilots onboard spoke English with American accents, according to air traffic control communication recordings. And as the boats moved through the ocean, the plane’s course also shifted to remain pointed at each of them over several days, the Times analysis found. Flight tracking data shows that the plane flew toward the boat that went missing in January, the Fiorella, on four different days, including on the day it disappeared. But the plane does not appear on the Pentagon’s lists of active aircraft. Instead, it was registered last October to a company that lists its address as a private mailbox in a UPS store in Richmond, Virginia, according to Federal Aviation Administration records. Since the Pentagon started blowing up boats in the Caribbean Sea and Pacific Ocean last September, accusing them of being used for drug trafficking, dozens of ves-

Washington has not been shy about claiming the strikes, often publishing footage on social media of tiny fishing boats cutting through the water before being obliterated by American munitions. These attacks, however, have gone unclaimed. It is certainly possible that the U.S. or some other military has conducted clandestine attacks on boats in the region. But the many lingering questions surrounding the fishing boat attacks have led some experts to wonder whether a private military contractor has been hired by the U.S. government or one of its Latin American allies — possibly El Salvador, where the plane has operated. “It would be one thing if the U.S. didn’t have an overt maritime strike campaign, but they do, and they’re posting snuff films of boats going up in flames regularly. And that’s what makes this even more squirrelly,” said Brian Finucane, a former State Department lawyer who specializes in the laws of war. He worked in the Obama and Biden administrations, as well as in the first Trump one. “Who are these people that are operating, and under what authority?” Finucane

asked. “And they are using a UPS store as their company address? Come on.” Ecuadorian and Salvadoran officials did not respond to requests for comment. In November, the plane that tracked the courses of the fishing boats was flown from Tennessee to El Salvador and stationed on the military side of an airport there, flight data shows. During that time, the Pentagon began increasing its air assets at another nearby airport in El Salvador to support its counternarcotics campaign in Latin America. Air traffic controllers told the patrol plane to park at the “military apron.” A satellite image from January shows the plane parked near military aircraft, hundreds of yards away from the closest civilian craft, and images taken from the ground show that the plane’s tail is adorned with the flag of El Salvador. Still, it is unclear what role, if any, the plane played in the attacks on the fishing boats. The Trump administration has made Latin America one of its top foreign policy priorities, to try to stem the flow of migrants and the region’s drug cartels. Some private military contractors have shifted in kind. Earlier this year, the Trump administration discussed issuing letters of marque, which were used by the U.S. government during the 18th century, before the nation had

built up its navy. The letters would allow the U.S. government to contract private security forces with maritime capabilities to protect Washington’s interests at sea and to detain vessel crews. The letters, according to three people with knowledge of the discussions, were circulated among various agencies for their input in May and were supposed to complement the Pentagon’s boat strike campaign in the Pacific Ocean and Caribbean Sea. Discussions around letters of marque seemed to stall around June, and the Pentagon would not say whether any have been issued. When asked about the attacks on the fishing boats, it said, “We have no knowledge of, nor were U.S. Southern Command forces involved in, the incidents described.” Private military contractors have been active in the hemisphere. Erik Prince, whose firm Blackwater was a notorious private military contractor hired by the U.S. government in Iraq, began touring Latin America in the leadup to the 2024 election. Prince has met with the leaders of El Salvador and Ecuador to discuss regional security, although details of those conversations are unknown. One of Prince’s security firms was contracted by the Haitian government last year to fight gangs, a deal the State Department authorized. As part of that contract, Prince’s company offered maritime services to patrol Haiti’s coast, according to an official in Haiti familiar with the contract. A spokesperson for Prince said that “neither Erik Prince nor any entities affiliated with him have any relation to these events” involving Ecuadorian fishing boats. While the Pentagon’s strikes use sophisticated equipment, including attack planes and MQ-9 Reaper drones, the attacks on the Ecuadorian fishing vessels have been carried out by rudimentary drones fitted with explosives and deployed from a vessel manned by “gringos” with American flag patches who never identified themselves, a lawyer representing some of the fishermen said. Ever since the Pentagon began striking boats last year, Ecuadorian fishermen say they have been scared to go out onto the water. But the crew members of the Negra Francisca Duarte II had bills to pay and mouths to feed, they said, so they set out to sea in early March. Continues on page 12

About an hour later, drones flew toward them and then dropped explosive devices onto their ship, injuring several crew members and engulfing their vessel in flames. “The boys were there, hurt and scared. Some got a fire extinguisher to try to put out the fire, but there were too many flames,” the captain of the Negra Francisca, Hernán Flores, told the Times. As the fire grew, some of the crew members dived into the ocean while others jumped into smaller boats attached to the Negra Francisca. They headed toward the blue ship that had been following them,

hoping to be saved. “We were really scared,” Flores said. As they approached the blue vessel, the crew members onboard ordered the fishermen to raise their hands, communicating through a translator, the fishermen said. They said they were then bound, hooded and held on deck overnight, receiving no medical attention even though some were badly injured, with open, bleeding wounds. The men, who were armed, questioned the fishermen, asking whether they were carrying anything illegal. When an injured fisherman replied that they had been inspected by the Ecuadorian coast guard shortly before the attack, the men began arguing among each other, seemingly worried, the fishermen said. The next morning, the fishermen said, they were transferred to the Salvadoran coast guard and taken to a naval base in La Unión, El Salvador, where they were treated well. Salvadoran authorities told them that when they received the Ecuadorian crew, the armed men described their captives only as shipwrecked fishermen. They were

then released to the capital, San Salvador, with no charges, the crew members said. What struck Flores was his inability to identify the group of men on the blue boat, he said. For decades, he said, he had interacted with the navies and coast guards of Ecuador, the United States and other nations that patrol the waters around Ecuador, one of the world’s biggest routes for the illicit cocaine trade. They often sailed boats that clearly identified what branch of the military they belonged to — like the Navy or the Coast Guard — and wore uniforms with insignia to match, the fishermen said. But these men wore just the American flag patches, and their vessel did not fly a flag or have other markings on it, the fishermen’s lawyer said. A U.S. Coast Guard spokesperson said in a statement that Coast Guard cutter Bertholf participated in a search for the Negra Francisca, as it was only about 70 miles from the fishermen. It said it had found debris from the boat but no survivors and suspended the search after 12 hours. The Coast Guard and Pentagon denied any

knowledge or involvement in the attack. While it remains unclear who carried out the strikes, they came as the Pentagon stepped up its cooperation with allies across Latin America to combat the drug trade. In May, the Pentagon applied pressure on Guatemala to agree to joint U.S. airstrikes and other military action inside its borders, to target suspected drug groups. Ecuador agreed to a similar deal earlier this year. Last week, U.S. Southern Command announced Joint Task Force Western Hemisphere, setting up the infrastructure for the more ambitious, Latin American-wide expansion of its war against drugs in cooperation with regional allies. The attacks on the Ecuadorian fishermen should be a wake-up call for Latin American governments, argued Juanita Goebertus, who leads the Americas division at Human Rights Watch, which published its own report on the strikes. “The U.S. government is prioritizing operations based on weak intelligence and with illegal use of force,” she said.

he first total solar eclipse in decades in Europe swept across the Continent on Wednesday, turning day to dark across several countries as crowds watched from hilltops, coastlines and other open spaces. The coincidence of Earth, the moon and the sun falling into perfect alignment — a fleeting celestial event known as totality — created a frenzy across the region. People paid exorbitant hotel rates to be in the inner part, or umbra, of the lunar shadow. Along that path, where the sky was clear, the sun became a black disk ensconced in a hazy corona, surrounded by planets and stars. In Spain, normally empty towns filled up. Other people trekked to far-flung North Atlantic destinations. But how much anyone saw depended on their luck with cloud cover. The eclipse moved over Iceland — where birds screamed as if it were dusk, while the air went cold and darkness fell — and Spain, where crowds gathered in Castrillo de la Reina in the north chanted, “Now, now, now!” as the eclipse took its first nibble. In London, people clustered in streets and parks to see a partial eclipse. “Well done, moon,”

eclipse: “The sun has been obliterated from the sky, and an unlucky darkness invades the world.” That strange moment of totality was Wednesday’s main event. Much light went out of the sky and warmth out of the air. The

moon seemed to cut into the sun and then, over about an hour, slide across its surface until the brief totality phase — at most, just over two minutes — ended. Not everyone was lucky enough to see it, or much of it. At an eclipse festival in Hellissandur, Iceland, heavy clouds and rain were the order of the day. But just after 5:45 p.m. local time, the clouds parted just enough to let viewers see the sun narrow to a sliver. “It was like a generosity from the sky to open up for us,” said Bjorgvin Hallgrimsson, 60, a contractor who lives in Reykjavik. In Sant Antoni, on the northern side of the Spanish island of Ibiza, a cloud covered the sun halfway through the eclipse. “This is a scam,” said Chelo Ortega, one of many people who were watching from the seafront promenade. “Maybe they’ll do a rerun tomorrow,” her husband, Julián Gómez, joked. A few impatient onlookers had started getting up to leave when, suddenly, the sun reappeared. The light dropped, and people began to shout. David Ellison floats Hollywood exit as states threaten his Warner Bros. deal

avid Ellison is making it clear that he’ll do just about anything to close his deal to buy Warner Bros. Dis-

covery. Even if it means considering plans to take his company far from Hollywood. Ellison, Paramount’s CEO, told his senior leadership team last week that he would begin pulling the company out of California on Oct. 1 if there was no progress toward resolving a lawsuit by state attorneys general seeking to block the deal, according to three people with knowledge of his remarks. It is unclear whether Ellison will follow through on the plan, which could put pressure on the California attorney general, one of the chief plaintiffs behind the suit, to come to the negotiating table. Losing a major Hollywood studio would be a blow to the state’s economy and self-identity. Rob Bonta, the California attorney general, blasted Ellison on Tuesday for threatening to move. “It is an attempt to blackmail regulators who are daring to enforce the law,” Bonta said at a conference. Even floating the idea of a move comes with political risks. Paramount has tried to position itself as a champion of Hollywood, and Ellison has personally pledged

that a combined Paramount-Warner Bros. would release 30 movies in theaters every year. Still, the comment to the executives highlights Ellison’s increasing eagerness to get the $111 billion deal over the finish line as soon as possible. The company will owe Warner Bros. shareholders $650 million each quarter, starting in October, until the deal closes. Last week, the judge overseeing the antitrust case set a trial start date for March, at least two payments away. A spokesperson for Paramount declined to comment. Paramount’s merger with Warner Bros. would create a Hollywood colossus. Joining the two companies would put two major movie studios, multiple streaming services and news networks CNN and CBS News under the same roof, greatly expanding Ellison’s influence in media and entertainment. The state attorneys general have argued that the company would have outsize market power. Ellison and his supporters have ratcheted up their pushback, including in the press: a Wall Street Journal opinion column from Ari Emanuel, a power broker in Hollywood, calling the states’ antitrust case “trash”; an opinion essay in Variety from Adam Aron, the CEO of theater chain AMC; and a column in The Hollywood Reporter from former anchor Chris Wallace, who is now a paid adviser to private-equity

firm RedBird Capital, which has a large stake in Paramount. Ellison wrote his own New York Times guest essay, too. Ellison presented the moving plans to his senior leadership team last week, in part because of mounting internal questions about the looming fees and whether they would result in less spending on content, according to three people with direct knowledge of the meeting. During the meeting, which was earlier reported by Puck, Ellison professed his love for California and the Paramount studio lot, telling executives he was reluctant to leave the state where he grew up, the people said. But Ellison said his obligations to the company might require Paramount to leave California. “Clearly we’re not wanted here,” Ellison said in the meeting, according to the three people. Ellison said the company would maintain a “robust creative campus” in Los Angeles — citing the example of Oracle, the technology company co-founded by his father, Larry Ellison, which continues to have a presence in Silicon Valley after it moved its headquarters to Texas. But he added that Paramount would sell its famed backlot as part of a move. (Commercial real estate brokers have valued the property at roughly $4 billion.) The specificity of Ellison’s plan caught executives off guard. When the possibility of moving first surfaced in a Semafor report in July, most Paramount chiefs quickly dismissed it as posturing. Now they had to take their boss seriously. Several people who attended the meeting were upset at the prospect of uprooting their lives and confided that unhappiness to others at the studio, resulting in widespread gossip inside the company, the people said. Hollywood responded with growing frustration Tuesday to the news of Ellison’s idea, according to interviews with produc-

ers, agents, union officials and writers. Why can’t the Ellisons and Bonta get in a room and sort this out? Behind the scenes, several of Hollywood’s biggest unions have been pushing for such talks, as has Bryan Lourd, the CEO and co-chair of Creative Artists Agency, some of the people said. In his remarks at the Tuesday conference, which was hosted by Politico, Bonta said he saw no need for settlement talks. “I think they are eager to enter those talks,” he said, referring to Paramount. He added that the states remained open to settlement proposals from Paramount, even as they focused on the upcoming trial. Besides Oracle, several prominent companies have moved their headquarters out of California in recent years, including Tesla and Chevron. But entertainment is an emotional business, and the ties that many Paramount executives feel to Hollywood may prove troublesome for a corporate relocation. “Many of the top Paramount executives I have spoken with are extremely unhappy with the idea,” Joseph M. Singer, a veteran film financier and former studio executive, said in an email. “Their lives, their families, and their kids’ lives and schools are in LA.” Singer has publicly opposed the sale of Warner Bros. Discovery to Paramount. He added: “Either the merger is good for California, as its supporters have insisted, or those same jobs are a chip to be moved out of state when the state’s law enforcer declines to fold. A threat to relocate doesn’t make sense, and just hurts the very people he says he wants to protect.” Los Angeles Mayor Karen Bass said in a statement late Tuesday, “Paramount has been an iconic part of Los Angeles for more than a century, and we will work to ensure that Paramount remains rooted in Los Angeles, continues to invest in our city, and continues to support good-paying jobs for Angelenos.”

The Pescadores del Plata of Comerío and the Azucareros of Yabucoa will begin the Final Series of the Double A Superior Baseball League on Friday. One of the teams will end a long championship dry spell.

he Pescadores del Plata of Comerío and the Azucareros of Yabucoa will begin the Final Series of the Double A Superior Baseball League on Friday. “This Final Series brings together two teams that are here on their own merit, after completing a great 2026 season,” Puerto Rico Baseball Federation President José Daniel Quiles said in a written statement earlier this week. “Comerío and Yabucoa have shown throughout the year that they have the talent, depth and character to compete for the Puerto Rican championship, but in the end only one will be able to lift the trophy.” The first game will begin at 8 p.m. at Yldefonso Solá Morales Stadium in Caguas, which will host the entire best-ofseven series. Comerío returns to the final after 23 years and will look to win the second championship in its history. Its lone title was in 2003. The Pescadores finished the round-robin Carnival of Champions round with a 6-1 record and eliminated the defending champion Mulos of Juncos in six games during the Final Four. The team, coached by former Major League player Luis Matos, also won the Central section for the second con-

secutive year. Yabucoa will play its second final in three years and will try to end a 30-year wait without a championship. The Azucareros have collected four national titles, the most recent in 1996. The team finished the round-robin with a 5-2 record and eliminated the Gigantes of Carolina in six games in the Final Four. Juan “Igor” González leads the Azucareros and will participate in his fourth final series in the past six years. The twotime American League MVP and three-time all-star helmed the Grises of Humacao in 2021 and the Toritos of Cayey in 2022 in their respective title runs. The two teams include eight members of the national team that won the bronze medal at the Central American and Caribbean Games Santo Domingo 2026. “Without a doubt, I believe that this could be one of the best series in recent years in our league, due to the quality of the players, the leaders and the level of competition,” Quiles said. The series will have two games during the first weekend, three in the second and another two in the third, if necessary. The games will be broadcast on WIPR channel 6 and its digital platforms.

he Premier Women’s Softball League (LPSF by its initials in Spanish) announced earlier this week the members of the Offensive All-Star Team for the 2026 season, a recognition that distinguishes the most outstanding players with the bat in each position during the regular phase. The selection was made using official offensive statistics collected during the regular season under the supervision of the official LPSF scoring staff. The process was led by the league’s

official compiler, Rafael Valle, along with the general director, Jeanc M. Rodríguez Martínez, who evaluated the offensive performance of each player. The all-offensive team was made up of catcher Yahelis Muñoz (Leonas of Ponce), first baseman Karla Claudio (Bravas of Cidra), second baseman Valeria Rosario (Caribeñas of Salinas), third baseman Adrix Paradizo (Ponce), shortstop Stormy Kotzelnick (Valencianas of Juncos), outfielders Chloe Malau’ulu (Prodigiosas of Sabana Grande), Eliana Enríquez (Sabana Grande) and Janelle Martínez (Ponce), designated player (JD by its initials in Spanish) Joannellis Miranda (Sabana Grande), utility Hayley Busby (Cidra), pitcher Morgan Smith (Sabana Grande) and, as the offensive team of the year, the Prodigiosas, who led the league with a collective average of .335. Among those selected, Malau’ulu won the batting title with a .542 average, while Enríquez finished second with .511 and led the league with 24 hits in her rookie season. Martínez batted .487 with 19 hits and 12 RBIs, while Muñoz averaged .457, had 21 hits and drove in 18 runs.

Claudio drove in 20 runs, the most among first basemen, while Rosario hit .367 and led the Salinas offense. Paradizo, who hit .441 with 15 hits, and Kotzelnick, who hit .356 with 21 hits and 16 RBIs, also stood out in the infield. From the JD position, Miranda finished with a .417 average, while Smith, in addition to dominating from the pitching circle, contributed offensively with 15 hits and 11 RBIs, while batting .366.

Vaqueros take a 2-0 lead in BSN Finals By THE STAR STAFF

he Vaqueros of Bayamón defeated the Santeros of Aguada 87-86 on Wednesday night at Ismael “Chavalillo” Delgado Coliseum in Aguada to take a two-games-to-none lead in the National Superior Basketball (BSN by its initials in Spanish) Finals. After Aguada took a slim 45-43 advantage into halftime, the defending champions rallied to go up by four points at the end of the third period, 73-69. The fourth quarter was a tight back-and-forth battle. The Santeros capitalized on a flat offensive stretch by the Vaqueros, and a basket by Rigoberto Mendoza brought the hosts to within one point at 82-81. In the closing seconds, the Vaqueros converted from the free-throw line, and a critical offensive rebound by Renaldo Balkman helped Bayamón protect their lead and escape Aguada with the victory. The Santeros dominated in points in the paint (42-34) and shot 50.8% from the field, compared to the Vaqueros’ 48.4%. uerto Rico’s national volleyball team kept its hopes of advancing to the next round of the 2026 Men’s Pan American Cup alive with a hard-fought 3-0 (25-22, 25-21, 25-23) victory over Costa Rica on Wednesday at the Poliforum 2 of the Autonomous University of the State of Morelos, Mexico. Puerto Rico (1-2), needing the win to stay in the hunt in Group A, was to wrap up the group stage Thursday against Trinidad and Tobago. Costa Rica finished the preliminary round with a 1-3 record and must wait for the remaining group matches to conclude to determine its final standing. Despite ending in straight sets, the match was competitive from start to finish. Puerto Rico rose to the occasion in the key moments of each set against a determined Costa Rican squad. Late in the third set, Costa Rica took a 21-20 lead, but Puerto Rico rallied at the end to seal the two-point victory. Puerto Rico held the advantage in attacks (35-24), blocks (15-10) and service aces (2-0). Costa Rica committed fewer unforced errors, with 23 compared to Puerto Rico’s 32.
