Peñuelas farmers, officials discuss needs in first step toward solutions

Peñuelas Mayor Josean González Febres led a meeting with Agriculture Secretary Irving Torres Rodríguez and about 30 farmers from the southern coastal municipality with the aim of listening to their needs and presenting a work plan to strengthen the local agricultural sector.

“We convened this meeting to sit down and listen to our farmers, learn about their challenges, and begin organizing them as has been done in other municipalities,” the mayor said. “This is a first step toward working in a coordinated manner and ensuring they have access to the available tools and resources.” The meeting at the municipal convention center brought together producers of plantains, bananas, squash, pork, rabbits, and other agricultural sectors, including cattle ranchers, coffee growers and fishermen. The forum provided an opportunity to identify the main challenges they face, such as landslides, the need for land reclamation, labor shortages, guidance on the process of obtaining bona fide farmer certification, access to land for cultivation, and limitations related to H-2A visas.

The agriculture secretary presented the priorities of his work plan, focused on maximizing the use of federal funds, promoting access to technology in the field, improving the marketing and promotion of agricultural products, and organizing the sector to strengthen its productive capacity.

“These spaces for direct dialogue with our farmers are

fundamental to building real solutions,” Rodríguez Torres said, adding that the agency he heads is “aligning resources, technology, and incentives to support them and ensure they can grow, produce more, and access new market opportunities.” González Febres, meanwhile, highlighted the event’s broad participation and emphasized the importance of more farmers becoming bona fide certified, as the classification grants them access to available incentives and programs “at both the state and federal levels.”

“We want them to take that step,” he said.

Hearing on ‘voceteo’ bill raises concerns regarding scope, penalties

The Senate Committee on Transportation, Telecommunications, Public Services, and Consumer Affairs on Thursday evaluated House Bill 911 during a public hearing that raised concerns regarding the penalties, the definition of “voceteo” (loud vehicle audio systems), and the scope of the proposed ban.

“An analysis of the statements presented today reflects that, generally speaking, the entities testifying agree on the need to evaluate amendments to the bill,” Sen. Héctor Joaquín Sánchez Álvarez said in a written statement. “For instance, the Mayors Federation raised the importance of revising the penalty structure -- an issue that this committee will be evaluating.”

He added that “[s]imilarly, the Puerto Rico Hotel and Tourism Association, as well as the Puerto Rico Police Bureau, raised the possibility of considering a broader ban -- potentially even a continuous one -- especially in tourist areas and school zones, in contrast to the specific hours established in the current measure.”

As part of testimony presented by several entities at the hearing, the Mayors Federation argued that while municipal ordinances exist to address excessive noise, persistent issues

remain regarding uniformity and enforcement; consequently, they recommended strengthening the mechanisms for penalties and inter-jurisdictional coordination.

Sánchez Álvarez further noted that one of the most heavily discussed issues was the breadth of the definition of “voceteo,” which he said “requires careful analysis to ensure clarity in its application and uniformity in its enforcement.”

The Police Bureau submitted observations regarding the proposed definition and the implementation of the measure, while the Hotel and Tourism Association advocated for evaluating broader restrictions in specific zones. For its part, the Tourism Company cautioned that a balance must be struck between noise regulation and the hosting of authorized cultural and tourism activities.

The Department of Natural and Environmental Resources noted that Puerto Rico already possesses regulations regarding noise pollution; therefore, it recommended examining how the proposed measure would interact with existing standards to avoid inconsistencies in its implementation. The Department of Transportation and Public Works indicated that the proposal addresses a visible issue on public roadways and advocated for the need for a uniform framework to govern the use of vehicle sound systems.

Comptroller’s audit notes deficiencies in DNER operations

In a new report that adds to other recent findings regarding the management of public resources in various entities, the Office of the Comptroller of Puerto Rico identified significant deficiencies in the Department of Natural and Environmental Resources (DNER), the watchdog entity announced Thursday.

Audit Report OC-26-21, which covers the period from July 1, 2020 to March 31, 2025, issued a qualified opinion, meaning that although the agency’s operations were largely compliant with the law, significant shortcomings were detected in the granting of permits, oversight, revenue generation and the management of public property.

Among the main findings, the audit determined that authorizations, licenses and permits were approved without the required documentation, such as tax certifications, evidence of insurance, environmental as-

sessments and compliance with technical recommendations.

Significant delays were also identified in the processing of numerous applications, including permits related to the maritime-terrestrial zone, commercial fishing licenses, and concessions for the use of public waters. In some cases, the processes exceeded the regulatory deadline of 30 days by up to 138 days, which affected the efficiency of service delivery and could have impacted the revenues of both the DNER and the applicants.

The audit also noted deficiencies in the determination of charges and in the fulfillment of obligations by concessionaires.

In one case, a fee lower than that required by regulations was set, resulting in an undue economic advantage. Moreover, there was no evidence of follow-up on required reports and payments, nor of fines being imposed for non-compliance, resulting in lost revenue.

Fee hikes at parks & beaches expected

Meanwhile, access to some of the island’s main natural attractions could become more expensive in the coming months, after the DNER confirmed that it is evaluating increases in entrance fees at parks and beaches managed by the agency in order to cover its operating costs.

DNER Secretary Waldemar Quiles Pérez told the House Finance Committee on Wednesday that current prices are “not viable” to sustain the maintenance of the facilities.

During his presentation of the agency’s budget request for fiscal year 2026–2027 before the House Finance Committee, Quiles said the fee hike “is to cover expenses, enable reinvestment and park maintenance, pay for any unforeseen costs, and allow for the recruitment of new staff.”

Mercado Rivera added that linking the allegations to alleged lobbying efforts by third parties, “without direct basis,” damages the public’s perception of the ASG.

DDEC urges approval of permit reform

In a pivotal move that could reshape Puerto Rico’s economic landscape, the Department of Economic Development and Commerce (DDEC by its acronym in Spanish) has thrown its full support behind House Bill 1213, the measure that would overhaul the island’s notoriously cumbersome permitting and planning system.

The DDEC, along with its Office of Permit Management (OGPe), presented a comprehensive explanatory memorandum to the Special Committee of the island House of Representatives this week, urging lawmakers to seize what it describes as a “unique and historic opportunity” to address one of Puerto Rico’s most persistent obstacles to growth.

The written memo, authored by DDEC Secretary Sebastián Negrón Reichard, paints a vivid picture of a society stifled by bureaucratic inertia. For decades, Puerto Rico residents -- whether homeowners, small business owners, entrepreneurs or investors -- have faced a labyrinthine process to obtain the necessary permits for construction, business operations, or land use. The consequences, the DDEC argues, have been dire: Puerto Rico ranks last in the United States in economic freedom indices, and the resulting lack of competitiveness has contributed to a dramatic population decline. Between 2008 and 2022, nearly 700,000 people left the island, with over 40% of them young adults in their prime productive years.

The document recounts harrowing stories: a family waiting 577 days to rebuild a hurricane-destroyed home, an entrepreneur enduring 440 days and 14 separate procedures across five agencies just to open an ice cream shop, and a coffee shop owner navigating 372 days and eight rounds of corrections. Those are not isolated incidents, Negrón Reichard notes, but rather symptoms of a system described as “fragmented, incoherent, and structurally deficient.”

The roots of the problem, according to the DDEC, lie in a tangled web of more than 45 laws and dozens of regulations, each delegating overlapping responsibilities to

multiple agencies. The result is a process that is not only slow -- construction permits can take anywhere from 263 to 540 days -- but also unpredictable and costly. The lack of a unified digital platform means applicants often must submit paperwork in person, with more than 100 procedures still handled outside the intended Single Business Portal.

One of the most significant innovations of the bill is the creation of a Central Permits Office within the DDEC, which would serve as the single point of contact for all permit applications. The proposed code also empowers accredited professionals to handle routine permit requests, freeing up government resources for oversight and enforcement rather than endless pre-approval checks. The DDEC would become the custodian of a new Unified Regulation, ensuring that all rules are clear, stable, and take precedence over conflicting provisions.

Negrón Reichard addresses concerns that the new code would centralize too much power in the DDEC, clarifying that the intent is not to create a bureaucratic hierarchy but to ensure consistency and legal certainty. The code preserves the technical independence of the island Planning Board and the operational autonomy of municipalities, while also strengthening their role in the planning process. Municipalities would have active participation in the preparation of the island’s new Economic Development Plan and in all zoning map amendments.

Environmental protection is another cornerstone of the proposal. The new code separates the functions of permit adjudication and environmental enforcement, assigning the latter to the Department of Natural and Environmental Resources. It introduces a tiered system for environmental review, ensuring that only projects with significant impacts undergo the most rigorous scrutiny, while routine actions can be fast-tracked. The code also integrates public access to beaches and the protection of critical habitats into the fabric of the permitting process.

High stakes

The DDEC estimates that permitting costs currently

account for up to 30% of the total cost of housing projects, a burden that is ultimately borne by families. In 2024, only 744 new homes were financed on the island, with average prices soaring by 25% in a single year. Nearly a thousand residential construction projects are stalled, representing $185 million in frozen investment and thousands of lost jobs. By streamlining the permitting process, the code could reduce those costs by as much as $48,000 per home, making housing more affordable and stimulating economic activity.

For investors, the promise of regulatory certainty is equally compelling. The DDEC document cites Florida as a model, where similar reforms have made the state a magnet for investment and job creation. In Puerto Rico, the DDEC believes that a predictable, transparent permitting system could unlock billions in new investment and create thousands of jobs, particularly in small and midsize enterprises that form the backbone of the local economy.

Implementing the new code would require an initial investment of $6.9 million, primarily for institutional transformation, technological upgrades and project management. The DDEC argues that those costs will be offset by savings from reduced duplication, increased tax revenues from new business activity, and lower litigation expenses thanks to clearer rules and fewer disputes.

Economist cautions against minimum wage bill

Ríos noted that the bill aims to dissolve the wage-evaluation committee at a time when it is actively investigating potential minimum wage increases for agricultural, tax-exempt and tipped workers. The measure would give the Legislature the power to approve hikes to the minimum wage.

The economist stated that more than 200,000 private-sector workers in Puerto Rico earn the minimum wage, accounting for about one-third of the workforce.

He pointed out that the Minimum Wage Evaluation Commission is currently conducting studies as required by Law 47 of 2021, which mandates a review of the minimum wage every two years.

The commission is also evaluating decrees for exempt agricultural and tipped employees. Ríos noted that the bill, influenced by lobbying from business associations, is being introduced while those studies are underway.

The economist said the bill’s intent is to freeze the minimum wage, adding that arguments supporting the bill lack empirical evidence.

Ríos recalled that similar concerns were raised before Law 47 was enacted, predicting economic crisis and business closures, yet the economy has grown steadily since the law’s passage in 2021. He said he requested to participate in the hearing on the bill three times but received no response. The measure was approved without public hearings or input from the commission.

For frustrated GOP, redistricting fight turns to Florida and the courtroom

Frustrated Republicans are looking to rebound from another setback in a nationwide redistricting chess match, as the high-stakes contest turned to Florida and the courtroom.

A Democratic victory this week in Virginia, where voters approved a change to the state’s U.S. House map that could give the party up to four more seats in the midterms, left Republicans with little to show for a tit-for-tat they started last year in Texas at the urging of President Donald Trump.

Republicans are holding out hope that Virginia’s top court might reverse Tuesday’s result. And they are eying a chance to gain ground by redrawing the House map in Florida, where they control the governor’s office and hold supermajorities in the Legislature. But there is growing doubt in the party about its broader strategy.

“The two sides spent hundreds of millions dollars to get back to where they started, and in general, it’s turned out to be a net loser for Republicans,” said C. Stewart Verdery Jr., a Republican consultant.

Among the Republicans voicing unhappiness with the Virginia result was Trump. “Let’s see if the Courts will fix this travesty of ‘Justice,’” the president wrote Wednesday on social media.

Trump sought to discredit the legitimacy of the vote, falsely claiming that Republicans had been winning “until the very end” when there was a “massive ‘Mail In Ballot Drop!’” Mail-in ballots overwhelmingly favored redrawing the map, but the “Yes” side pulled ahead late Tuesday after several populous Democratic strongholds reported their votes, which were mostly cast in person.

Democrats were celebrating the outcome, which delivered them a new House map with just one safely Republican seat. The state’s 11-member congressional delegation currently consists of six Democrats and five Republicans. Nationally, Democrats have drawn about even with Republicans in the gerrymandering fight.

Rep. Hakeem Jeffries, D-N.Y., the minority leader, said in a statement late Tuesday that his party had showed it was not going to “roll over and play dead.” Democrats would instead “hit back hard” against Republican power plays, he said.

House Speaker Mike Johnson, R-La., argued in a statement that the margin in the Virginia referendum — 3 percentage points — showed that Democrats had carried out an “egregious” gerrymander in a politically split state. He vowed that his party would fight the new map in court.

The Virginia Supreme Court allowed the referendum to take place after reviewing complaints arguing that the vote was set improperly and that wording in the ballot question was misleading. But the court said it would review the issue after the vote. In an order last month, the court wrote that it had “grave concern” about the redistricting process.

A lower court judge, Jack S. Hurley Jr. of deep-red Tazewell County, issued an order Wednesday to block the referendum from being certified. But its fate was expected to be decided by the state Supreme Court, which had previously overruled orders by Hurley intended to stop the referendum from happening in the first place.

If the referendum’s result holds, Republicans appear to have dwindling avenues to land another significant blow in the gerrymandering battles. One, in Florida, carries major risks.

Although Florida Gov. Ron DeSantis, a Republican, has pointed to a perceived census undercount as a rationale to draw new maps, any redistricting in the state would be all but certain to face court challenges. And new Republican-leaning districts could spread Republican voters too thinly and put some incumbents in greater danger of losing seats.

“It’s risky what the Florida Republicans want to do,” said John Couvillon, a pollster who has worked with Republican candidates. He added that the current political environment posed particular perils for an aggressive gerrymander aimed at securing short-term benefits.

DeSantis has called state lawmakers for a special redistricting session. But, less than a week before the start of the session, which was delayed, he has yet to unveil a new map for legislators to consider.

Florida state lawmakers have shown little interest in redistricting and are not expected to propose their own maps.

“All of these redistricting initiatives are toxic,” said Carlos Curbelo, a Republican former member of Congress from South Florida, adding that his party risked both weakening Republicans’ chances in certain districts and eroding faith in American democracy.

Although Florida may attract much of the attention in the short term, a case before the U.S. Supreme Court could have a far more significant effect on redistricting.

The court is hearing a challenge to a key provision of the Voting Rights Act that effectively prohibits racial gerrymandering. Should the court completely strike down that provision, as it appeared poised to do during oral arguments, multiple states could attempt to quickly redraw their maps. And the Supreme Court’s move could give DeSantis another justification to draw new maps in Florida.

Still, it is unclear when the court will issue a ruling in this term, which ends in late June or early July. A late ruling, after dozens of states have completed their primaries, would make it difficult for many states to draw new maps before the midterms. After Republicans redrew the map in Texas to potentially add five Republican seats, Democrats in California responded by redrawing their state’s map to potentially add five Democratic seats. Three other states — Missouri, North Carolina and Ohio — redrew their maps to potentially add Republican seats. (Ohio was required under its state Constitution to redraw its map.)

As the dust was settling in Virginia, it was not clear how the referendum might affect the plans of the five Republicans in the state’s congressional delegation. Nor was it clear how many of them might run in the state’s one remaining Republican-leaning House district.

But many Republicans appeared exasperated with their party.

“If you’re going to pick a fight, at least win it,” Ari Fleischer, who was a White House press secretary for President George W. Bush, said in a social media post. “The other side will always fight back. All this was foreseeable and avoidable. We should not have started this fight.”

Navy secretary is fired as infighting roils Pentagon

In his role leading the Navy, Phelan had championed the “Golden Fleet,” a major investment in new ships including a “Trumpclass” battleship. But Phelan’s leadership was marred by feuds with senior leaders in the Pentagon, including Defense Secretary Pete Hegseth and Deputy Defense Secretary Stephen Feinberg, Pentagon and congressional officials said.

Phelan is the first service secretary to leave the administration, though he is the second one to clash with the defense secretary. Hegseth also has butted heads with Army Secretary Daniel P. Driscoll over promotions and a host of other issues. Hegseth fired the Army’s chief of staff, Gen. Randy George, this month.

The Navy secretary has no role overseeing deployed forces, and Phelan’s firing is not likely to have significant implications for the conduct of the Iran war or U.S. Navy operations to blockade Iranian ports or open the Strait of Hormuz. As the Navy’s top civilian leader, his main responsibility is to oversee the building of the future naval and Marine Corps force.

But the tumult could make it harder for the Navy to replenish its stock of Tomahawk missiles and high-end air defense systems, which have been in heavy use in Iran.

Tensions had been simmering for months between Phelan and his two bosses — Hegseth and Feinberg — over management style, personnel issues and other matters.

Feinberg, in particular, had grown increasingly dissatisfied with Phelan’s handling of the Navy’s major new shipbuilding initiative, and had been siphoning off responsibility for the project from him, said the congressional official, who spoke on condition of anonymity to discuss personnel matters.

Phelan, a White House appointee, also had a contentious relationship with his deputy, Undersecretary Hung Cao, who is more aligned with Hegseth, especially on some of the social and cultural battles that have defined the defense secretary’s tenure, the officials said.

A senior administration official said that Hegseth informed Phelan before the Pentagon’s official announcement that he and President Donald Trump had decided that the Navy needed new leadership.

A spokesperson for Phelan referred all questions Wednesday evening to the Defense Department.

Last fall, Hegseth fired Phelan’s chief of staff, Jon Harrison, who had clashed with senior officials throughout the Pentagon. The

unusual move highlighted the broader tensions between Hegseth and Phelan.

Still, the timing of Phelan’s firing caught some Pentagon and congressional officials off guard. On Wednesday, Phelan was making the rounds on Capitol Hill, talking to senators about his upcoming annual hearing with lawmakers to discuss the Navy’s budget request and other priorities.

“Secretary Phelan’s abrupt dismissal is troubling,” Sen. Jack Reed of Rhode Island, the top Democrat on the Armed Services Committee, said in a statement Wednesday night. “In the midst of President Trump’s war of choice in Iran, at a moment when our naval forces are stretched thin across multiple theaters, this kind of disruption at the top sends the wrong signal to our sailors and Marines, to our allies, and to our adversaries.”

Phelan also had a close relationship with Trump. In December, Phelan appeared alongside Trump at his Mar-a-Lago resort in Florida to announce the “Golden Fleet” and the new class of battleships bearing Trump’s name.

“John Phelan is one of the most successful businessmen in the country — in our country,” Trump said. “He’s been a tremendous success.”

Before joining the Trump administration, Phelan ran a private investment fund based in Florida.

“He’s taken probably the largest salary cut in history, but he wanted to do it,” Trump said at the December press conference. “He wants to rebuild our Navy. And you needed that kind of a brain to do it properly.”

But Trump’s effusive praise masked deeper tensions with Phelan’s Pentagon bosses. Bryan Clark, a naval analyst at the Hudson Institute, said that Phelan was “driving the Navy in a different direction” than what Hegseth and Feinberg wanted.

“He was championing initiatives like the battleship and frigate that don’t align with where the DOW leadership is taking the military, which is toward submarines, stealth aircraft, unmanned systems and software-driven capabilities like electronic warfare and cyber,” Clark said in an email, using the acronym for Department of War, as the administration calls the Defense Department.

Phelan also clashed with Hegseth over personnel issues in the Navy and Marine Corps, a former senior military official said. Hegseth has directed service secretaries to scrub the social media accounts of general- and admiral-level promotion candidates to ensure they are not deemed too “woke” by Hegseth’s standards, the official said.

An academic miracle

University administrators sometimes ask how their institutions can best serve democracy. For decades, many believed that their role was to serve as instruments of social change. Diversity, equity and inclusion programs, especially in hiring and admissions, were one part of the tool kit. Politicized academic departments, often with the word “studies” attached to them, were another.

A new report from a committee of Yale University professors takes a different view. The purpose of the university, it says quite simply, is “to preserve, create and share knowledge.” The method is academic excellence. To the extent that universities are supposed to serve democracy, it’s by becoming considerably more meritocratic.

The committee, established a year ago by Yale’s president, Maurie McInnis, was created in response to a collapse of public trust in higher education, particularly in elite private schools. It examined many reasons: skyrocketing tuition costs, bureaucratic bloat, opaque admissions standards, an ideologically monochromatic faculty, rampant grade inflation, an intellectual atmosphere of censoriousness and self-censorship.

This, for the most part, is the standard conservative indictment of modern academia. The committee’s verdict: guilty. At Yale, “registered Democrats outnumber Republicans 36-1 across the Faculty of Arts and Sciences, the Law School and

the School of Management.” The percentage of undergraduates who do not feel comfortable expressing their political beliefs on campus nearly doubled between 2015 and 2025. Grades are now, effectively, meaningless: In 2022-23, 79% of grades given to Yale undergraduates were an A or A–, up from 10% in 1963.

As at Lake Wobegon, at Yale the children are all above average — including the ones who, well, aren’t. Yale deserves great credit for commissioning the report, and McInnis greater credit for largely embracing its recommendations. Those include placing academic achievement at the center of admissions decisions and reducing preferences for legacy students, athletes and children of faculty, staff and donors; “enhancing open and critical debate on campus”; grading “like we mean it”; and creating “a civic education initiative” to compensate for the fact that “there is no single course, book, work of art or scientific experiment that every Yale student is guaranteed to explore before graduation.” If not a common core, then at least a common nub. It’s something.

But is it enough? I have my doubts.

Part of the problem is that a university that spent decades turning itself into what it is now cannot easily turn itself into something else — not least because the self-governing (and often self-dealing) structures of academic life make it difficult to foster the deep cultural changes that universities require. University leaders who try to address the problem of ideological homogenization, for instance, are rarely able to do more than establish an on-campus institute or a faculty position for a tokenized conservative view. But those efforts mainly replicate one of modern academia’s worst mistakes, which was to embrace the cause of diversity (of race, ethnicity and now viewpoint) as a substitute for truth-seeking.

What universities need aren’t more young Republicans or islands of conservative thought. What they need, in every department, are more skeptics and iconoclasts and people with a capacity to change their minds intelligently. Selecting

for those virtues, particularly in faculty hiring, is a long-term task.

A second problem is the pipeline that trains academics. Among the weaker defenses of the fact that faculty nationwide lean overwhelmingly left is, as Stephen Colbert halfjokingly put it, that “reality has a well-known liberal bias.” An alternative view is that smart, independent-minded thinkers graduating from places such as Yale these days are probably more tempted to pursue a career in private equity or tech than to devote the next several years of their lives to doctoral programs with dubious job prospects.

Either those programs must change or universities should look more broadly for intellectual talent. The road to wisdom cannot lie in the indentured servitude of graduate-school education, capped by an unread (and frequently unreadable) dissertation.

Finally, universities will struggle to reform and improve themselves if they can’t recover a sense of what a university is for. That’s not just a credentialing agency — their de facto current role — or even a knowledge factory, which is the Yale committee’s aspiration. It’s something altogether deeper: a place where the universe of knowledge connects; where sustained engagement across multiple disciplines, enlivened by a genuine contest of ideas, nurtures the capacity for mature independent thought; where the rigor of a difficult education, enforced by a realistic prospect of failure, puts sharp young minds on a path to originality and self-understanding.

I doubt that the Yale committee would have been convened, much less produced its excellent report, if the decline in public trust hadn’t been matched by the Supreme Court ruling effectively ending affirmative action in college admissions, and by the Trump administration’s blunderbuss assault on universities. The first helped dismantle a bureaucratic infrastructure that, in practice, undermined academic achievement in admissions and hiring; the second put the fear of God in university leaders who had been afraid to rattle a campus consensus. It shouldn’t take blunt political pressure to get universities to reform and redeem themselves. Here’s hoping they can act before they are acted upon.

Pabón to conduct Verdi’s ‘Requiem’ with stars & students

For opera fans, Giuseppe Verdi’s “Messa da Requiem” is a pathway to heaven via the miracle of the human voice.

For the faithful, this 150-year-old masterpiece memorializing an Italian national hero is one of the greatest paeans ever created.

For the living? For every vision, from every seat, the presentation cannot fail to have an impact. The show will take place on Sunday at 4 p.m. in the Pablo Casals Symphony Hall at Luis A. Ferré Performing Arts Center.

Through a deft scheduling switcheroo, the orchestra of the Puerto Rico Conservatory of Music (PRCM) and some 250 choral voices conducted by Roselín Pabón will take its annual Family Concert to the big stage, with soloists from the big time.

Island tenor Rafael Dávila, a regular at the Metropolitan Opera House (The Met) in New York, will interpret the iconic “Ingemisco,” which was the cornerstone of the work, eventually culminating with the rousing “Dies Irae” (Days of Wrath) chorus.

Verdi originally wrote “Liberame” to mourn composer Giaochino Rossini’s death but chose not to complete the work, later using it in “Requiem” to honor instead novelist Alessandro Manzoni, credited with achieving the linguistic unification of Italy in the late 18th century (see related story this page).

Heaven-bound voices

The work has been called too operatic and indeed was immediately moved after its premiere in Milan at the San Marco church to La Scala opera house, as a way to project its message beyond religion. Bass-baritone Eliam Ramos, a Mozart interpreter who recently made his Carnegie Hall debut, will interpret the “Confutatis Maledictus,” which famously

renders asunder the “Dies Irae.” This is also the part where soprano Carmenchu Domínguez shines in her tour de force, begging for deliverance. Domínguez, a PRCM product, is a Dominican Republic native and co-founder of the Caribbean Lyric Festival.

For mezzo-soprano/professor Celia Sotomayor, there is the famous “Liber Scriptus” (The Written Book), which Sotomayor performs frequently in Europe and Asia.

Pabón, emeritus conductor of the Puerto Rico Symphony Orchestra (PRSO), will bring it all together on the podium, in what for Dávila is a reunion with those who have shaped his career.

And for Puerto Rico’s Tenor Numero Uno nothing can be too operatic.

“I regard ‘Requiem’ as equal in scope and intensity to any of (Verdi’s) operas,” the interpreter of some 60 major roles told

the STAR this week. “It requires as much depth and passion as any operatic role. Each movement unfolds as a deeply moving journey, from intimate, heartfelt supplications to moments of overwhelming power -- vividly illuminating the dramatic and spiritual force of the Latin Mass for the Dead.”

Dávila, who is well known for this iconic work, once sang it with three other Puerto Ricans, the late soprano Yali Marie Williams, mezzo soprano Gabriela García and bass Ricardo Lugo at the televised Music in the Mountains Festival in Durango, Colorado under the baton of islander Guillermo Figueroa, a former PRSO musical director.

Dávila, a Vega Alta native who has remained an island resident as he travels the world, has sung 16 Verdi roles in his career, with a 17th waiting in the wings for next season. This fall the 55-year-old will celebrate a decade at the Met with his first MacDuff in “Macbeth.”

Known for his dramatic roles, especially in the French and Italian bel canto repertoire, he is extremely fond of the

Italian composer Giuseppe Verdi first presented his “Requiem” on May 22, 1874, the first anniversary of the death of his idol, novelist and patriot Alessandro Manzoni, symbol of Italian unification. In fact, Italy’s greatest opera composer was so devastated at the departure of his country’s national hero that he was unable to go to the funeral.

The work is a monument to the memory of Italy’s unification by that country’s greatest opera composer.

Some critics have called the 90-minute work “too operatic,” but most who have heard it believe that the creator of the stirring patriotic and nationalistic choruses of “Nabucco” and “I Lombardi” was the genius behind the “Requiem,” which raises some 250 voices accompanied by an orchestra,

“Requiem,” with its major tenor parts and introduction of the “Kyrie” and powerful “Ingemisco,” a demanding solo in which he asks for mercy.

Although Dávila has sung this work around the world, this time he feels doubly blessed to add the sentimental connection with his alma mater on Sunday.

The Conservatory Concert Choir, which will form part of the huge ensemble William Rivera prepared for Sunday’s magnum opus, will be enhanced by his (largely volunteer) community chorus known as the National Choir of Puerto Rico and the smaller Conservatory Alumni Chorus.

During the unification of Italy in the late 19th century, Verdi and Manzoni were two sides of the same coin, with many of Verdi’s operas reflecting the suffering of homeless and divided peoples.

The dramatic intensity and massive vocal power of “Patria oppressa” (Oppressed Homeland) from “Macbeth” also reflects the moral exhaustion of the struggling refugees of Scotland.

Manzoni, author of the 1827 novel “I Promessi Sposi” (The Betrothed), was so distressed by the linguistic (and geopolitical) division of his adored Italy when the country was bisected horizontally that he rewrote his beloved love story in the dialogue of the region of Tuscany (think Florence).

It was this brazen act which led to the unification of Italy.

So connected was the great creator of opera with this cause that the hundreds of thousands of mourners who turned out for his funeral burst spontaneously into “Va, Pensiero,” the inspiringchorus from “Nabucco.”

Stocks close lower on fading hopes for quick Iran deal, mixed quarterly earnings

U.S. stocks fell in choppy trading on Thursday as hopes dimmed for a quick end to the Iran war, while investors grappled with a mixed bag of earnings reports as concerns resurfaced about AI-driven disruption across the software sector.

Equities had been holding near unchanged after Iran tightened control over the Strait of Hormuz. Tehran released footage of its commandos storming a huge cargo ship they claimed to have seized, while demanding the U.S. lift its naval blockade on Iranian ports.

Stocks weakened after reports that Iran’s Parliament Speaker Mohammad Bagher Ghalibaf had resigned from the negotiating team. Losses were extended as oil prices shot higher after reports of air attacks in Iran.

Iran’s Fars news agency said the air defenses were activated due to small drones at several locations across the country.

“We’re playing musical chairs between earnings season and these war headlines that are not likely to be that great,” said Jay Hatfield, CEO and CIO of Infrastructure Capital Advisors in New York.

“We had a big run, and there are people looking to take some exposure off, and using the war as an excuse is not a bad excuse.”

The Dow Jones Industrial Average (.DJI), opens new tab fell 179.71 points, or 0.36%, to 49,310.32, the S&P 500 (.SPX), opens new tab lost 29.50 points, or 0.41%, to 7,108.40 and the Nasdaq Composite (.IXIC), opens new tab lost 219.06 points, or 0.89%, to 24,438.50.

Markets had rallied in recent weeks on hopes a resolution to the Iran war was on the horizon, along with expectations of solid corporate earnings.

But gains have been harder to come by this week. On Monday, the Nasdaq snapped a 13-session streak of gains as optimism faded for a resolution to the war. The three major indexes are slightly lower on the week.

Oil prices holding near $100 a barrel also kept fears of rising inflation in focus.

Data on Thursday showed weekly initial jobless claims increased only marginally last week, but risks from higher prices due to the war could hamper the economy.

S&P Global’s flash U.S. Composite PMI Output Index, which tracks the manufacturing and services sectors, increased this month after almost stagnating in March, but the improve-

ment was largely due to what it said was “stock building in the face of ⁠concerns over supply availability and price hikes.”

The earnings season has been largely strong so far, with 82.1% of the 123 companies that have reported earnings through Thursday morning topping analyst expectations, according to Tajinder Dhillon, head of earnings research at LSEG. The earnings growth rate of 15.6% is up from the 14.4% at the start of the month.

The S&P 500 tech index (.SPLRCT), opens new tab, down 1.47%, was the worst performing of the 11 major S&P sectors, weighed down in part by an 8.25% drop in IBM (IBM.N), opens new tab after revenue growth slowed in the first quarter on weakness in its software business.

Also weighing on the sector was a 17.75% plunge in ServiceNow (NOW.N), opens new tab after it reported quarterly results and said revenue growth was dented by delays in closing government deals in the Middle East.

Tesla (TSLA.O), opens new tab shares fell 3.56% after the company raised its spending plan to more than $25 billion for the year.

Car-rental company Avis Budget’s (CAR.O), opens new tab shares plummeted about 48.38% and recorded their steepest two-day drop ever, after a meteoric rally that was reminiscent of the “meme-stock” craze.

On the flip side, Texas Instruments (TXN.O), opens new tab surged 19.43%, its biggest daily jump since October 2000 after forecasting second-quarter revenue and profit above Wall Street expectations.

Declining issues outnumbered advancers by a 1.38-to-1 ratio on the NYSE and by a 2.03-to-1 ratio on the Nasdaq.

The S&P 500 posted 41 new 52-week highs and eight new lows while the Nasdaq Composite recorded 124 new highs and 103 new lows.

Trump says Israel and Lebanon agree to extend ceasefire

President Donald Trump announced a three-week extension of a ceasefire between Israel and Lebanon on Thursday, shortly after he hosted a meeting at the White House between Israeli and Lebanese diplomats.

Just hours before the president’s announcement on social media, Israel and Hezbollah, the Iran-backed militia, had been trading rocket fire in southern Lebanon despite the truce. Hezbollah did not immediately comment on the announcement and did not have representatives at the talks.

The continuing fighting in Lebanon has undermined the halting progress toward a larger peace agreement between Iran, the United States and Israel. Iran supports Hezbollah and sees the ceasefire in Lebanon as a key condition for a wider peace deal. But the ceasefire hinges upon the ability of Lebanon’s government to disarm Hezbollah, or at least persuade them to abide by the truce.

The Lebanon ceasefire had been set to expire in a few days. Earlier on Thursday, an Israeli strike near the southern Lebanese city of Nabatieh killed three people, according to Lebanon’s health ministry. Hezbollah claimed three separate attacks on Israeli troops who are occupying southern Lebanon, though none were wounded or killed.

Hostilities between the United States and Iran have shifted to the waters in and around the Strait of Hormuz where

both sides have seized ships in recent days that they deemed to be violating rules they have set for the right to use the crucial oil and gas shipping lane.

On Wednesday, Iranian forces claimed to have seized two cargo ships near the strait. There has been little public

indication that either Washington or Tehran is intent on restarting their peace talks. On Thursday, Trump shifted to a more aggressive tone toward Iran, ordering the U.S. Navy to “shoot and kill any boat” that is laying mines in the Strait of Hormuz.

The tensions over the strait have injected fresh fear into energy markets. Oil was trading above $100 a barrel again.

On Thursday, the Pentagon said that American forces had stopped and boarded the M/T Majestic X, a tanker under U.S. sanctions that was carrying oil from Iran, in the Indian Ocean. Earlier this week, Navy Seals boarded another ship in the Indian Ocean, the M/T Tifani, the Pentagon said.

Here’s what else we are covering:

— Energy: Fatih Birol, head of the International Energy Agency, said in an interview with CNBC that the world is facing the “biggest energy security threat in history.” High oil and gas prices have already affected gasoline and diesel prices worldwide and threaten to increase global inflation.

— Tankers: Greece’s foreign minister said Thursday that the Epaminondas, one of the tankers that Iran said it had seized the previous day, was now anchored with no Iranians on board, although he did not specify its location.

— Ukraine deals: President Volodymyr Zelenskyy of Ukraine on Thursday made public details of security agreements that he signed with three Middle Eastern countries, as they bolster their defenses against Iranian drones and missiles.

Duterte to stand trial for crimes against humanity at ICC

The International Criminal Court ruled on Thursday that the trial of Rodrigo Duterte, the former president of the Philippines, on charges of crimes against humanity could proceed. The case would be a milestone for the country, where there has been little legal reckoning for Duterte’s deadly crackdown against drug dealers and users.

Rights groups say that roughly 30,000 people were killed during the crackdown, many of them gunned down by police officers, hit men or vigilantes, and many of them minors or people who were not involved in the drug trade.

Duterte, 81, was arrested in March of last year in Manila and has been held in The Hague, Netherlands, since then. Prosecutors argued at a pretrial hearing in February that there was enough evidence to try him on charges of crimes against humanity, which he denies having committed.

The court said Thursday that the pretrial judges agreed with the prosecutors and confirmed the charges. They concluded that there were substantial grounds to believe that “Mr. Duterte is responsible for the crimes against hu-

manity of murder and attempted murder.”

The court described “a widespread and systematic attack against a civilian population” in the Philippines during Duterte’s presidency and, before then, when he was mayor of Davao City. He was elected to a six-year term as president in 2016 after promising, in violent terms, to restore law and order.

Filipinos have long debated Duterte’s legacy. To some, he is a hero remembered for cracking down on drugs, petty crime and violence. To others, the charges are an important step toward accountability: Only a few people have received prison sentences related to the killings.

“The charges against Duterte have been finally confirmed for crimes that he should have been punished for a long time ago,” said Leila de Lima, a Filipina lawmaker who has long opposed Duterte and was detained for six years after criticizing his war on drugs.

“This is still a great day for the fighters against impunity and state-sponsored violence,” she said.

“Today,” she added, “we celebrate even as we grieve for those we lost to Duterte’s madness.”

Duterte has said that the court did not have the right

to order his arrest. He has refused to attend the proceedings, saying that he is “old, tired and frail.”

Duterte’s lawyer, Nick Kaufman, attacked the prosecution’s case in a lengthy statement. He questioned the reliability of witnesses he described as “vicious selfconfessed murderers,” and he said he planned to show that the evidence carried “zero weight.”

Duterte publicly encouraged the violence in the Philippines. He promised immunity to police officers who targeted “drug suspects.” Government forces engaged in large-scale nationwide roundups. Prisons were overcrowded, and bodies were left lying in the streets of Manila.

Duterte left office in 2022 with high approval ratings, and his arrest in 2025 shocked many Filipinos.

Human rights groups welcomed the court’s decision, calling it an important moment for those who suffered under Duterte.

Maria Elena Vignoli, senior international justice counsel at Human Rights Watch, said in a statement that sending the case to trial “opens the door to long-awaited justice for the families of ‘drug war’ victims and is an important acknowledgment of their suffering.”

Javier Milei wants to rewire the Argentine mind

Draped in a yellow cape and black mask, Javier Milei stepped onto a Buenos Aires stage as a makeshift superhero. Brandishing a salvaged scepter and wearing kitchen gloves, he announced his mission: to rescue capitalism and restore the value of individual liberty to Argentina.

That was in 2019, when Milei was a fringe libertarian economist and media celebrity, shouting from the margins of a political establishment that did not take him seriously.

Since then, he has stunned the world with a meteoric rise to the presidency. He has become a right-wing global star, tamed Argentina’s runaway inflation and made friends with President Donald Trump.

Now, Milei’s superhero avatar is back. Reimagined as an AI-generated, animated character on the president’s official social media accounts, the masked avenger can be seen flying over the Buenos Aires skyline reaffirming his key goal: “the cultural battle.”

This time, Milei has the power to take it on.

He wants to use his presidency not only to slash the country’s budget but to wage an ideological war and rewire the country’s mentality. He wants to dismantle what he calls the “aberrant” concepts of social justice and economic equality and make the nation’s core principles capitalism, the free market, a limited state and individualism.

“We are at war,” Milei said at a rightwing festival last year, and added: “We are fighting a cultural struggle, an ideological battle, a war for the survival of our freedom.”

At political rallies and international summits, in public policies and a deluge of social media posts, Milei has relentlessly sought to infuse Argentina with his libertarian ideals. And turn it into a model for the world.

It is a momentous shift in a country with some of the world’s most expansive free health care and education systems and a large government that used to pay much of the cost of electricity, gas and public transit.

A nation where people are loath to eat alone or drink a cup of mate, the national infusion, without sharing with the person next to them is embracing a leader whose fundamental message is that people should fend for themselves.

“He is trying to break our DNA,” Juan Grabois, an opposition lawmaker, said of Milei. “To destroy the communal identity of our people.”

Moments later, as a rock song blared the lyrics “I am the lion” from loudspeakers, a crowd hoisted Milei onto the stage.

“The cultural battle,” he said, “is a struggle for our souls.”

At least at the Derecha Fest, as waves crashed at the foot of skyscrapers, it looked as if he was winning.

“I see the change he brought to Argentina’s culture,” said Natalia Paola Romero, 42, a worker at a children’s shelter.

“Promoting hard work and respect instead of laziness,” she added.

Laziness to Milei is a vice stemming from years of left-leaning governments that turned society to indolence by giving citizens generous benefits.

He has called public universities an engine of woke indoctrination, governmentfunded researchers and employees “parasites,” and the public sector an “illness,” the “enemy” and a “criminal and violent organization.”

Pushing the boundaries

Fixing the economy remains the most urgent task for Argentina, and Milei, a bookish professor, is focused on economic theory. But Milei has also engaged in a MAGAstyle attack on identity politics. He has shuttered the national institute against discrimination and the ministry of women and promoted a revisionist version of the military dictatorship that ruled the country five decades ago.

“We are out of the closet,” said Agustin Laje, a right-wing intellectual and author. Laje, the author of “The Cultural Battle,” said his adherents had once been mostly older military men. Now, he said, “80% are under 30.”

A struggle for the soul

At the World Economic Forum in Davos, Switzerland, in January, Milei argued that any wealth redistribution is immoral, eliciting praise from other right-wing leaders.

After returning to Argentina, he traveled to the seaside city of Mar del Plata, a vacation hub on the country’s Atlantic coast, to headline the Derecha Fest, or “Right Fest,” a rightwing gathering.

The sunburned crowd, in a mix of MAGA hats, medical scrubs, baggy jeans and bucket hats, ordered hamburgers from a food truck and browsed dense economic treatises by Austrian economist Friedrich Hayek and other hefty volumes championing the free market.

While they waited for Milei — he was at a nearby theater singing a surprise duet with an ex-girlfriend — some of Argentina’s leading right-wing celebrities took the stage to toast the government’s recent cultural victories.

Nicolás Márquez, a far-right pundit, cheered the government’s decision to defund journalism and the film industry, both of which the right accuses of leaning left.

“The enemy is beaten — wounded politically, culturally and ideologically,” he said.

In Argentina, Milei is not just facing off against an opposition party. He is also fighting the legacy of one of the world’s most durable populist movements, Peronism, which shaped the country for generations, often placing a strong state at the center of national life.

The movement’s charismatic founder, Juan Domingo Perón, and his wife, Eva Perón, promoted social justice and a powerful redemptive narrative for the marginalized.

They made the state the guarantor of equity and a better life and forged a bond with the working class that mixed politics with an emotional intensity expressed through rallies, chants and iconography.

Yet by the time Milei came to power, Argentina had cycled through repeated financial crises under diverse political ideologies. The hardships had eroded public faith not only in Peronism but also in the broader political class and in the state’s promise to deliver stability and dignity.

“The rhetoric of social rights just became empty talk,” said Martín Kohan, an Argentine professor and writer. “It doesn’t touch the concrete reality of many workers.”

Some analysts say that many Argentines are backing Milei because he provided economic relief through fairly conventional austerity measures, but that they do not necessarily subscribe to his right-wing ideology.

For Milei and his base, however, economic recovery is just a prelude to more profound cultural change.

And they think they are succeeding.

But while social media has been effective in reaching young men, analysts say much of Milei’s broader popularity — 40% of Argentine voters chose his party again in a midterm election — is tied to a deeper transformation from a reliance on the state.

After decades of stalled salaries and the growth of informal jobs and the gig economy, more Argentines have internalized a mentality in which they must “fend for themselves,” said Pablo Semán, a sociologist. “Milei did not invent it, Milei did not install it, he channeled it.”

Younger Argentines have lived through 200% inflation and 15 years of economic stagnation, and as public services deteriorated, “the social contract was broken,” Semán said.

As a result, when Milei defends his most radioactive proposals, like cutting pensions and disability benefits, more people are open to his arguments.

“The state shouldn’t gift you anything,” said Sandra Cristóbal, 58, a lawyer attending a Milei rally in Mar del Plata. “Whoever works more should have more.”

Still, there remains a strong strain of opposition to what many Argentines describe as the cruelty of Milei’s radical individualism. Some recent polls show that his popularity has fallen as his free-trade measures have contributed to the closing of more than 24,000 Argentine companies and inflation is creeping higher.

“The danger goes beyond the material worsening of our living conditions; it’s a loss of our national identity,” Manuel Samaja, 27, a researcher, said at a recent protest of Milei’s policies.

Banesco USA has launched BanescoSelect, a new premium banking tier, in Puerto Rico, expanding a service it says has been successful in South Florida and international markets.

The Florida-based bank described the offering as a more customized option for individuals, families and businesses seeking relationship-driven service alongside digital banking tools.

BanescoSelect is built around a “clientcentric” model, with banking, lending and treasury services intended to scale as clients’ finances become more complex, according to the company.

“Our clients expect more than financial services -- they expect a trusted partner who understands their vision,” said Calixto García-Vélez, president and CEO of Banesco USA. “This new offering reflects our commitment to delivering personalized banking experiences that adapt to our customers’ evolving needs.”

The bank said the tier is aimed at highnet-worth individuals and families, professionals, entrepreneurs and companies, including commercial real estate investors, wholesalers and manufacturers.

Under the model, each client is assigned a relationship manager as a primary point of contact. Banesco USA said managers will also coordinate access to specialists in banking, lending and treasury management when needed.

Carlos Eduardo Escotet, a director at Banesco USA, said the company is bringing the model to Puerto Rico after what it called strong results in South Florida and other markets.

“Our approach goes beyond banking -- it’s about understanding each customer’s vision and delivering solutions that integrate seamlessly into their lives,” he said.

Banesco USA said the Puerto Rico rollout is intended to combine relationshipbased service with digital tools and a broader bench of financial specialists.

Study highlights how increasing digital payment acceptance can help unlock business growth in PR

The report illustrates how the shift helps merchants reach more customers, operate more efficiently and support stronger local economies.

The study highlights a clear takeaway: as more consumers shift toward digital payments, expanding acceptance across micro and small merchants and diverse underpenetrated verticals, including transit, SMEs, housing and tourism, can help merchants capture additional sales and better serve

customer preferences.

However, cash remains widely used for everyday purchases, reinforcing the opportunity to further accelerate digital acceptance. Across the region, cash accounts for an estimated 58% of personal consumption payment volume; in Puerto Rico, it represents approximately 35% of personal consumption expenditure.

At the same time, advances in payment technology are making digital transactions faster and more seamless for both consumers and businesses. The report highlights the growing role of contactless payments in streamlining checkout and enhancing convenience.

Adoption is already strong in parts of the region, while still offering room for growth. The study estimates contactless usage at 34% in Mexico, 83% in Central America, and 73% in the Caribbean; in Puerto Rico, it stands at 74% -- highlighting both strong adoption in parts of the region and the opportunity to further expand tap-to-pay experiences for consumers and merchants.

“The region doesn’t have a digital pay-

ments demand problem -- it has an acceptance gap,” said Lindsay Lehr Tutson, managing director at PCMI. “This gap can be closed by deploying new business models, fit-for-purpose technology, innovative merchant services and ecosystem collaboration that deliver true value for both merchants and customers, creating unprecedented industry scale and dynamism.”

Emperor penguins are now endangered, a new assessment finds

Emperor penguins, the world’s largest and perhaps most recognizable penguin species, have joined the list of wildlife endangered by global warming, the International Union for Conservation of Nature announced Thursday.

In an update of its Red List, a comprehensive and authoritative listing of global species based on their extinction risk, the group also said that Antarctic fur seals had moved into the endangered category and that southern elephant seals had moved to vulnerable.

In the case of penguins and fur seals, the changes were largely driven by shifts in sea ice levels and food availability linked to global warming, researchers said.

For species in the Antarctic region, “this is the first clear evidence of climate change’s influence” popping up in a big way, said Kit Kovacs, a marine mammal researcher at the Norwegian Polar Institute who leads the IUCN seal project.

Here’s what to know about the updates.

Emperor penguins

Scientists know of 66 emperor breeding colonies, exclusively in Antarctica, many of which were only recently revealed by springtime satellite imagery. Images taken between 2009 and 2018 showed an overall population decline of nearly 10%. Another recent study suggested that, between 2020 and 2024, seven colonies in the Ross Sea had declined by 32%.

“Looking further into the future, various studies predict quasi-extinction in many of the colonies,” said Philip Trathan, an emeritus marine ecologist at the British Antarctic Survey who assisted with the IUCN penguin assessment.

The penguin declines largely boil down to sea ice, which has hit record-low levels in the past few years. Emperor penguins rely on sea ice for breeding and to avoid water during their annual molt, when they essentially lose waterproofing and insulation. It also forms habitat for their aquatic prey.

The birds will not be able to survive without sea ice, which in turn depends on reducing greenhouse gas emissions, something that needs to happen “urgently,” Trathan said. In the meantime, he added, protecting the places where emperor

penguins breed, molt and forage could help sustain the species.

Xiao Cheng, director of the Polar Research Center at Sun Yat-sen University in China, who was not involved in the IUCN assessment, agreed that “much evidence suggests that emperor penguins are experiencing increasing pressure.”

He added, though, that it’s premature to assume the fate of the species is sealed based on relatively short-term satellite observations. “While strengthening conservation actions is important, it is also important to carefully evaluate and maintain confidence in the species’ resilience,” Cheng said.

Emperor penguins are capable of diving to 1,750 feet in search of squid, fish and krill. Males handle egg incubation during the continent’s long, dark winter, forgoing food as they huddle together to conserve heat. Before Thursday’s update, they had been in the near-threatened category.

Antarctic fur seals

Once killed by the millions for their soft pelts, Antarctic fur seals quickly rebounded to a conservation status of least concern after a hunting ban was adopted in 1972.

Since 2014, however, populations have plummeted to fewer than 1 million adults from an estimated 2 million. The magnitude and speed of this decline was surprising, Kovacs said.

The main reason seems to be sharp shifts in the availability of krill, especially around South Georgia. As waters warm, krill are moving deeper and farther offshore in search of colder temperatures.

Disruption of the krill supply is catastrophic for breeding female seals, which depend on ample nearby supplies of the crustaceans to rear their pups, according to Jaume Forcada, a marine mammal scientist at the British Antarctic Survey who contributed to the updated assessment.

Krill distribution shifts are “unlikely to be reversible,” Forcada said, unless the world curtails greenhouse gases soon.

A number of other factors might also hasten the decline of fur seals, he added, including increasing levels of commercial krill fishing, competition for krill from recovering whale populations, plastic and other pollution, and disease outbreaks.

and assigning causality remains a challenge,” Forcada said. Southern elephant seals

Southern elephant seals are 8,800-pound behemoths that take their name from the inflatable, trunk-like proboscis that males use like a megaphone in their competition for breeding privileges with large harems of females. But this gregarious lifestyle made the species, previously listed under least concern, especially susceptible to bird flu, Kovacs said.

Since the virus first emerged in southern elephant seals in 2023, it has caused “huge and profound” losses to three of four major populations, she said, resulting in overall declines of more than 30%.

The high mortality might have been exacerbated by climate change, Kovacs said. In general, viruses and other pathogens do not proliferate well in the cold, so animals that live in polar regions have historically enjoyed some protection. As temperatures warm, though, diseases are finding their way to wildlife populations with no prior immunity, she said.

The situation underlies the cumulative nature of threats to wildlife, according to Kovacs.

“Everyone talks about one issue at a time,” she said. “But many are impinging on animals at the same time, and many are related to climate change.”

Los codemandantes han tratado de contactar a la acreedora codemandada, Sra. Carmenaty González, por múltiples medios para satisfacer el balance adeudado, pero no han tenido éxito. Según surge del pagaré suscrito, los codemandantes se obligaron a satisfacer la suma de cinco mil dólares ($5,000.00) con intereses al seis por ciento (6%) pagaderos en veinticuatro (24) plazos mensuales comenzando el 24 de mayo de 2014, siendo el primer pago por la suma de $239.92 y los restantes veintitrés (23) pagos por la suma de $220.00. La cantidad total del préstamo, incluyendo los intereses vencidos al seis por ciento (6%) por el plazo de dos (2) años, vencederos al 24 de marzo de 2016, es de $5,299.92. Cangrejeras, Leonas to face off for LVSF crown

The Women’s Superior Volleyball League (LVSF by its initials in Spanish) will have a new champion this season.

The Leonas of Ponce defeated the Criollas of Caguas in straight sets on Wednesday night in the deciding seventh match of the LVSF Semifinal Series B. With the resounding victory over the defending champion at Roger Mendoza Coliseum in Caguas, Ponce moves on to face the Cangrejeras of Santurce in the finals, with the opening match set for Friday night at Roberto Clemente Coliseum in Hato Rey.

Ponce came from behind in the semifinals and, with two consecutive victories -- both in straight sets -- completed the comeback to advance to the title showdown. The Leonas will now face the undefeated Cangrejeras in a bestof-seven series that will determine a new standard-bearer of Puerto Rican women’s volleyball.

Santurce announced Thursday that it has signed standout American outside hitter Madison Kingdon Rishel to replace Tamara Otene in the team’s reserve corps.

Oscar Schmidt, Brazilian superstar who spurned the NBA, dies at 68

Oscar Schmidt, a brash Brazilian basketball superstar who was nicknamed the Holy Hand for shooting prowess that got him into the Hall of Fame, and who was often referred to as the best player never to play in the NBA, died last Friday in Santana de Parnaiba, outside Sao Paulo. He was 68.

In a statement, his family confirmed his death, in a hospital, but did not specify a cause. After being diagnosed with brain cancer in 2011, he underwent surgery in 2013. In 2022, he said he had been cured.

Schmidt, a 6-foot-8-inch forward, was one of the world’s greatest scorers — and an elite gunner.

“There was not a shot I didn’t like,” he said in a documentary profile that NBC Sports broadcast during the 2016 Summer Olympics in Rio de Janeiro. “I like them all because I practiced them all. I do more than 1,000 shots a day. So give me the ball. If you don’t want me to shoot, don’t pass me the ball.”

Steve Kerr, the Golden State Warriors coach, who played against him in international competition, told reporters after Schmidt’s death that Schmidt was “one of the greatest shooters I’ve ever seen in my life.”

“Just no conscience,” he added, “a bit of the Steph Curry mentality. Never, ever thought twice about letting it fly.”

Schmidt amassed 49,973 points over 29 years with Brazil’s national and Olympic teams and clubs in the Brazilian, Italian and Spanish leagues — almost as many as LeBron James’ record total of more than 51,000 in NBA regular-

season play and playoffs over 23 seasons. Schmidt’s records include 1,093 points in Olympic competition, achieved in five Summer Games, from 1980 to 1996.

During the 1988 Games in Seoul, South Korea, he set a single-game Olympic scoring mark: 55 points in a loss to Spain.

In arguably his most electrifying performance, Schmidt scored 46 points to lead Brazil to a 120-115 upset victory over the United States in the final of the 1987 Pan American Games in Indianapolis. He called it “the greatest thing I did in basketball.”

At a time when loosely applied international rules prohibited NBA players from participating in the Olympics, the Pan Am Games and other amateur events (while other countries’ professionals were allowed to play), the U.S. team was stocked with star college players, like the future Hall of Famer David Robinson, and was considered unbeatable; it had won 34 consecutive games in Pan Am competitions.

Schmidt, who had scored 53 points in Brazil’s semifinal win over Mexico, had only 11 in the first half against the Americans, who led 68-54. But in the second half, Schmidt exploded, scoring 35 points on shots from all over the Market Square Arena court.

“It’s hard to be prepared for something like that,” Robinson told NBC.

Schmidt, who scored seven 3-pointers in the game, was an early master of the long-range shot long before it became a ubiquitous offensive tool in the NBA. After winning the final, he was asked how he had become so proficient.

ball 500 to 1,000 times,” he said. “That’s why I married her.”

Oscar Daniel Bezerra Schmidt was born on Feb. 16, 1958, in the city of Natal, on Brazil’s northeast coast, to Oswaldo and Janira (Bezerra) Schmidt. Oscar played soccer at first as a youth, but as he grew taller, his parents encouraged him to play basketball.

When he was 13 he attended a youth basketball camp, where a coach, Laurindo Miura, gave him a bit of critical, if obvious, shooting advice. In a story he often told, Schmidt said he had been holding the ball in front of his face before shooting it.

“Can you see the basket?” Miura asked.

“No,” Schmidt said. When the coach said, “Put the ball up” — above his head — Schmidt replied, “Now I see.”

He was only in his teens when he quickly built his reputation as a stellar player with Palmeiras, a Sao Paulo club, and with the Brazilian national team. In the late 1970s, Michigan State University tried to recruit him to join a Spartans team that had Magic Johnson on its roster, but he turned down the offer, preferring to remain with his national team. And in 1984, the New Jersey Nets (now the Brooklyn Nets) chose Schmidt in the sixth round of the NBA draft.

By then, he was a star in the Italian league, averaging 27 points a game. As he had with Michigan State, he turned the Nets down, in part because he did not want to comply with an NBA rule at the time that prevented its players from competing for national teams.

“They came to offer me a no-cut contract,” he said when he was inducted into the Naismith Basketball Hall of Fame in 2013. “I said thank you very much, but if I play one game here, I will never play for my national team.”

The Nets chased him for three years but never offered him enough money to persuade him to sign with them and give up his national team eligibility.

Schmidt placed great importance on playing for the Brazilian team because his father had served in their country’s navy.

“We are extremely patriotic in my house, in my family,” he told the basketball magazine Slam in 2009. “That was an easy decision, picking between my country and the NBA.”

Schmidt nevertheless earned the respect of many NBA players, including the Hall of Famers Larry Bird, Charles Barkley and Kobe Bryant.

“If they were big, he’d go around him,” Bird told NBC, describing Schmidt’s ability to shoot against virtually anyone. “If they were small, he’d post them up.”

The Geneva-based International Basketball Federation, known by its French acronym FIBA, inducted Schmidt into its Hall of Fame in 2010, and he entered the Italian

Basketball Hall of Fame in 2017. He was the top scorer in three Olympics: in Seoul, where he averaged 42.3 points a game; in Barcelona, in 1992 (24.8 points); and in Atlanta, in 1996 (27.4 points).

Schmidt’s survivors include his wife, Maria Cristina (Victorino) Schmidt; and two children, Stephanie and Felipe.

As a youth growing up in Italy, Bryant watched his father, Joe, known as Jellybean, play against Schmidt in professional competition in that country.

“Once I heard Joe’s teammates saying he would talk about Magic Johnson and Michael Jordan to Kobe,” Schmidt told The Associated Press after Bryant, his daughter Gianna and seven others died in a helicopter crash in 2020. “And the kid would answer, ‘The good one is Oscar; he beats your team all the time.’ And Joe would laugh.”
