Jenniffer González Colón met with majority

As part of the implementation of a new Planning and Permits Code, Verónica Ferraiuoli Hornedo, the coordinator of government efficiency at La Fortaleza, outlined the im portance of the legislation in an interview during Thursday’s “En Récord” program, highlighting its goal of dismantling unnecessary bureaucracy and laying the groundwork to facilitate investment and local development.
Ferraiuoli said the measure stems from a firm commitment included in the government’s policy agenda to transform and simplify Puerto Rico’s permitting system, a step she described as fundamental to economic development.
“This legislation comes from a promise made in the Gover nment Program to modernize and simplify the permits process on the island,” Ferraiuoli said. “The bill we presented alongside the governor and the Secretary of the Department of Economic Development and Commerce, Sebastián Negrón Reichard, is a direct result of the findings of the Final Report of the Permits Task Force, published on December 10, 2025.”
The report diagnosed a permitting system weighed down by an overly complex and inconsistent legal framework. Ferraiuoli said the existing structure consists of thousands of pages spread across nearly 100 legal instruments, including 45 separate laws governing different aspects of planning and permitting.




The new legislation reorganizes the system by consolidating the permitting authority into a single entity, establishing a unified regulation and promoting the use of technological tools to accele rate processing. Government estimates indicate that the proposed reforms could reduce permit evaluation times by up to 80%.
Among the innovations introduced is an Automatic Single Permit for small and midsize businesses, as well as accelerated processing categories for priority projects. Ferraiuoli emphasized that the efficiencies will not come at the expense of environmental safeguards.
“Environmental standards remain rigorous,” she said, stressing that the reform balances economic development with responsible planning.
Supporters of the measure say the new Planning and Permits Code represents a historic move by the central government to repeal outdated and ineffective regulations that have long com plicated daily operations for citizens and entrepreneurs alike.
Ferraiuoli summarized the intent of the legislation as straight forward: simplifying the lives of the thousands of merchants and residents who confront excessive bureaucratic processes every day.
“This is about making government work better for our people,” she said. “It’s a decisive action to remove obstacles that have hindered growth for far too long.”
Critics of the bill warned that a provision limiting environmental reviews only to cases deemed to have a “significant impact” could open the door to the destruction of natural resources and allow construction in environmentally unsuitable areas.
Opponents also argued that the proposed changes could facilitate the “encroachment into protected zones” or lead to unplanned and disorganized development.
House speaker to lead special commission to address reform
Earlier on Thursday, Speaker of the Puerto Rico House of Representatives Carlos “Johnny” Méndez Núñez announced the filing of Resolution 662 to create a special commission tasked with addressing House Bill 1213 a piece of legislation driving the permits system reform.
“When the new majority in the House was sworn in during January 2025, we made it one of our priorities to pass a genuine reform of the permits system during this four-year term,” Méndez Núñez said in a written statement.
“The system was essentially paralyzed by a fragmented and incoherent legal model,” she said. “The new approach proposes the creation of a unified Planning and Permits Code for Puerto Rico that guarantees a consistent and uniform reform while eli minating duplicative standards.”
The administration of Gov. Jenniffer González Colón, on inauguration day in 2025, took its first step toward reform by establishing the Task Force for Permit Simplification through Exe cutive Order OE‑2025‑02. The group was charged with evaluating the permitting framework and proposing structural changes to improve efficiency and transparency.
“Our people, as well as small and midsize business owners, cannot reach their full developmental potential without a true reform of the permits system,” he added.
Méndez Núñez will chair the new commission, which was set to be officially established during Thursday’s legislative session. The body will consist of nine members, including one member from each delegation represented in the lower chamber.
The House speaker said he intends to fast track what would be the first major permitting reform in more than 17 years, arguing that excessive bureaucracy under the current system has delayed business activity and construction projects.
Public hearings on the permit reform bill are scheduled to begin in the Senate on Monday.

Amother in Puerto Rico is calling on the media and government officials to intervene after what she describes as months of inaction by the Puerto Rico Department of Education (PRDE), leaving her daughter without appropriate special education services guaranteed under federal law.
Neysha Díaz, the mother of Anna Sophia Cordero, a minor diagnosed with Level 2 autism, attention deficit disorder, and other related conditions, says her daughter has been without adequate educational services for some seven months, despite repeated efforts to seek resolution through official channels.
Díaz said Anna Sophia requires a highly structured and individualized educational program based on clinical evaluations and professional recommendations -- not parental preference. Those needs, she emphasized, are fully documented by specialists and fall under the protections of the federal Individuals with Disabilities Education Act (IDEA), which guarantees students with disabilities a free and appropriate public education.
However, Díaz claims the PRDA has failed to provide even the most basic requirements mandated by law, including appropriate educational placement, necessary therapies,

comprehensive evaluations, and timely updates to her daughter’s Individualized Education Program (IEP).
“After months of meetings, emails, and formal requests -- including outreach to the Puerto Rico House of Representatives, La Fortaleza, and various government officials -- I have yet to receive concrete responses or effective solutions,” Díaz said in a statement Thursday. She also alleges multiple procedural violations of IDEA during the process, including the failure to provide prior written notice before making key educational decisions, improperly
conducted or incomplete IEP team meetings, and the lack of meaningful review or modification of her daughter’s educational plan. Díaz further claims that recommendations made by clinical specialists have not been adequately considered or implemented, and that unjustified delays continue to affect decisions regarding Anna Sophia’s appropriate educational placement.
“These are not simply administrative oversights,” Díaz said. “They have a direct and lasting impact on my daughter’s development, learning, and emotional well-being.”
Advocates for children with disabilities note that IDEA establishes strict timelines and procedural safeguards to ensure students receive appropriate services without delay. Extended lapses in service, they warn, can have long-term consequences, particularly for children with autism and other developmental disabilities.
For Díaz, the situation has taken a heavy emotional toll.
“Every day without the right services is a day my daughter cannot recover,” she said. “This is valuable time in her development that is being lost.”
Díaz says she is speaking out publicly to bring visibility to what she believes is a systemic failure and to prompt an urgent response from the appropriate authorities. She has indicated that she is prepared to provide documentation, evaluations, and records supporting her claims.
As of press time, the PRDE had not issued a public response to the allegations. The STAR reported earlier this week that the PRDE is conducting a series of specialized training sessions in conflict mediation for 74 instructional facilitators in the Special Education Program, with the aim of improving case management and strengthening dialogue between families and school teams. Another media outlet has reported that the number of children with autism in Puerto Rico has gone up.

The Financial Oversight and Management Board has formally requested additional information from the Puerto Rico Electric Power Authority (PREPA) and the Third-Party Procurement Office (3PPO) regarding a proposed 200-megawatt (MW) temporary power generation contract with Gothams Energy LLC, citing unresolved concerns about the project’s viability, pricing structure, fuel logistics and regulatory compliance.
In a letter dated April 7 and addressed to PREPA General Counsel Alexis Rivera Medina and 3PPO President Osvaldo Carlo Linares, the oversight board’s general counsel, Jaime El Koury, said responses previously submitted by the 3PPO to a March 11 request for information (RFI) were “incomplete or insufficiently supported.”
The proposed contract stems from Request for Proposals No. 3PPO-0314-20-TPG2 and would place a floating power generation unit at the San Juan site for a 10-year term. According to the oversight board, unanswered questions remain regarding site selection, fuel supply arrangements, interconnection capacity, pricing assumptions, and exposure to global liquefied natural gas (LNG) market volatility.
The board said its primary concern is whether the Gothams Energy project is operationally viable, particularly at the San Juan site, which faces logistical and infrastructure constraints. The entity also questioned whether the project could achieve the utilization levels required to remain commercially viable throughout the proposed decade-long contract.
Under the proposed terms, Gothams would have the right to terminate the contract if utilization falls below 70%, or roughly

6,132 operating hours per year. However, the oversight board noted that LUMA Energy, the energy system operator, has not yet provided a certified dispatch projection to support that level of generation demand.
“Without clarity on projected utilization,” the oversight board wrote, “there is uncertainty as to whether the Proposed Contract could achieve the utilization levels required to remain operationally viable.”
Another major concern centers on pricing. The proposed contract sets a base price of $0.188 per kilowatt-hour for electricity generated at San Juan, but includes a “Market Protection Mechanism” tied to the Dutch Title Transfer Facility (TTF) index, a European natural gas benchmark.
The oversight board warned that recent volatility in the European gas market could expose Puerto Rico ratepayers to higher costs. TTF prices nearly doubled between December 2025 and late March 2026, potentially
triggering price adjustments under the contract. While the contract allows for upward price adjustments if LNG prices rise more than 7% above the benchmark, the board said it appears to limit downward adjustments, raising questions about whether the mechanism disproportionately benefits the seller.
The oversight board requested clarification on whether the contract would commence at the base rate or an adjusted rate reflecting current LNG market conditions, and asked for updated pricing scenarios using March 2026 TTF data. It also asked for a comparative analysis of price volatility between the TTF index and the Henry Hub benchmark used in other Puerto Rico gas contracts.
Despite Gothams proposing a dual-fuel powership capable of operating on both LNG and diesel, the oversight board noted that the contract is structured exclusively around LNG use. The board requested an explanation of why diesel scenarios were excluded and how pricing and performance obligations would change if LNG supplies were disrupted.
The lack of a finalized LNG supply agreement also raised concerns. According to the 3PPO’s prior responses, Gothams has not yet secured a binding fuel contract, and it remains unclear which supplier would serve the San Juan site. The oversight board emphasized that San Juan’s port faces significant constraints, including U.S. Coast Guard restrictions on ship-to-ship LNG transfers and limited capacity for increased vessel traffic.
In contrast, the Costa Sur site -- Gothams’ originally proposed location -- has already undergone a full logistics assessment and can accommodate a floating storage and regasification unit, does not require dredging, and has fewer infrastructure hurdles. The board asked why San Juan was selected despite its higher execution risk.
The oversight board also pressed for clarity on grid interconnection. According to LUMA, only 124 MW of the proposed 200 MW can currently be accommodated at the San Juan site without transmission upgrades. Yet the proposed contract contemplates the full 200 MW.
The board questioned why PREPA and the 3PPO proceeded with a San Juan-based proposal that exceeds known interconnection capacity, particularly when Costa Sur reportedly has available capacity for the full output.
The board also raised concerns about cumulative generation at the San Juan substation, noting that existing units, the Energiza project, and the proposed Gothams facility could more than double the site’s allowable injection capacity under current system conditions.
The oversight board went on to request additional documentation related to federal sanctions compliance. While the 3PPO indicated that it had contacted the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC), no confirmation or determination had been received. The board asked for copies of the inquiry, updates on OFAC’s review, and an explanation of why approval is being sought before full sanctions clearance is obtained.
Next steps
The oversight board said it will discuss the aforementioned issues during a previously scheduled April 9 meeting regarding a separate PREPA power contract with Power Expectations LLC. PREPA and the 3PPO were instructed to submit the requested information by Friday, April 10.
To date, PREPA has submitted two contracts resulting from the RFP for oversight board review: a 400-MW proposal at Aguirre with Power Expectations and the 200-MW San Juan proposal with Gothams Energy.

Popular Democratic Party (PDP) Senate Minority Leader Luis Javier Hernández Ortiz announced on Thursday the filing of a request for information to Gov. Jenniffer González Colón and the Financial Oversight and Management Board to explain the status of promised tax relief.
“Recall that on February 3, 2026, Joint Resolution 6-2026 was passed, which in essence was a piece of leg-
islation that allocated to the Department of the Treasury $554 million from the General Fund, to finance the costs related to a distribution of payments to certain individuals for a ‘tax relief check’ for the year 2025,” the senator said.
“We are asking to be told at what stage is the process for temporary tax relief to be given,” said Hernández Ortiz, adding that “the government’s silence is very worrying.”
“The government has already failed to comply with the tax reform and we do not want the same to happen with
this promise. The economic situation of families in Puerto Rico forces us to insist on this relief.”
The PDP Senate delegation noted that the necessary information to demonstrate how the proposed tax relief would be financed has yet to be submitted to the fiscal oversight entity.
Since the approval of the tax relief, the oversight board has granted several extensions to the government to deliver the documentation, the minority senators pointed out.

The Artemis II heat shield, NASA agrees, is flawed.
The heat shield is the critical layer at the bottom of a spacecraft that protects it — and the astronauts inside — from searing temperatures upon reentering the Earth’s atmosphere. If the shield fails, the underlying metallic structure could melt, rupture and disintegrate.
And there is no backup, and no way for the astronauts to escape.
NASA officials, however, are confident that despite the known shortcomings of the heat shield, the four Artemis II astronauts will remain alive and comfortable as they arrive at Earth on Friday evening at a speed of nearly 24,000 mph, concluding a 10-day trip to the moon and back.
Extensive analysis and testing of the heat shield material “got us comfortable that we can undertake this mission with lots of margin to spare,” Jared Isaacman, the NASA administrator, said in an interview in January.

However, Charlie Camarda, a former NASA astronaut and an expert on heat shields, says NASA should never have launched Artemis II. The agency does not understand well enough the chances that the heat shield might fail, he says, and the mission, a success so far, could end with the deaths of the astronauts.
“I’m going to pray that nothing happens,” he said during an interview a few days before the launch of Artemis II.
His hunch is that there is a 95% chance that the astronauts will return safely. But that would mean a 1-in-20 odds of a disaster.
Compare that with the roughly 1-in-9-million chance that the International Air Transport Association calculates for dying in a commercial airline accident.
The crux of the disagreement lies in how much certainty is needed when a definitive, perfect answer is impossible.
During Artemis I, a flight without astronauts that circled the moon in 2022, the capsule, known as Orion, survived reentry. Had there been astronauts aboard, they would not have noticed anything amiss.
But when the capsule was pulled out of the ocean, the heat shield — the same design as the one on the Artemis II spacecraft — was unexpectedly pockmarked, with sizable chunks missing.
A couple of years of investigations followed. NASA officials said their analysis looked at what might happen under worst-case assumptions. Those findings, along with changes in the reentry path for the astronauts’ return to Earth during Artemis II, provide a significant safety margin, they have said.
The Artemis II crew is aware of the flight’s risks and how NASA has addressed them. “We have actually been there every single step of the way of the spacecraft being built,” Reid Wiseman, the commander of Artemis II, said in September.
Camarda counters that NASA still does not understand the basic physics of what happened during the Artemis I
mission and thus cannot truly say what the worst-case scenario might be.
NASA officials have downplayed concerns about the heat shield.
During a news conference in January 2024, Amit Kshatriya, now the associate administrator of NASA, said the Artemis I heat shield had experienced “unexpected phenomena that we need to make sure we understand perfectly.” But, he said, it provided “very good performance from a thermal protection standpoint.”
Photographs of the Artemis I heat shield remained out of public view until they appeared in a report by the agency’s inspector general, an independent watchdog, in May 2024.
The heat shield is made of a material called Avcoat, similar to what was used during the Apollo program more than 50 years ago. By design, as it absorbs the heat of reentry, it gradually chars and burns off, preventing the heat from reaching the rest of the capsule.
In the investigation of the Artemis I heat shield, engineers concluded that inside some portions of the heat shield, gases built up, and the pressure created cracks, causing chunks of Avcoat to break off suddenly instead of burning slowly and steadily.
For future missions, the Avcoat formula has been mod-
ified to make it more porous to allow gases trapped inside to escape.
That left a conundrum of what to do with Artemis II.
For this mission, the heat shield, using the original formula, was already finished and attached to the Orion capsule. Replacing the shield or the entire capsule would have pushed the launch further into the future.
Instead, NASA engineers concluded that a steeper, shorter reentry trajectory would minimize the time during which the vehicle would experience high temperatures and help keep the astronauts safe.
Dan Rasky, a heat shield engineer who retired from NASA in December, shares Camarda’s objection to this decision.
“Let me just give you an analogy,” he said. “If you’re driving down the highway and if there’s pieces of one of your tires that start coming off, do you just keep driving and just hope it’s OK? Or do you pull over and change your tire because you’re worried about a blowout?”
The decision to fly Artemis II as is without changing the heat shield was “not prudent,” he said. “In fact, it’s reckless.”
If the Artemis II heat shield performs as well as the one used on Artemis I, the astronauts will splash down in the Pacific with no problem.
But the situation raises uncomfortable echoes of two of NASA’s worst days: Jan. 28, 1986, when the space shuttle Challenger broke up 73 seconds after launch, and Feb. 1, 2003, when the Columbia shuttle disintegrated on its return from orbit.
For both Challenger and Columbia, warning signs had occurred during earlier shuttle flights. But managers mistakenly drew comfort from the fact that the earlier missions had continued without issue, instead of acting with urgency to fix the problems that later led to the deaths of the Challenger and Columbia astronauts.

Now, the key question for Artemis II and its flawed heat shield: Could cracks form and spread at a catastrophic rate?
Calculating this possibility precisely is extraordinarily difficult.
Simulating the hypersonic flow of air molecules around the bottom of a space capsule taxes the fastest of computers. For heat shields, other complex phenomena must be accounted for as well: the flow of heat created by the compression of air molecules and the difficult-to-predict process of how cracks form and propagate in Avcoat, sometimes suddenly.
“What I would do is I would take the time to stand down,” Camarda said. “I would put together a team to develop a real analysis capability,” incorporating all of the underlying physics.
That is not what NASA has done, said Danny Olivas, another former NASA astronaut and a scientist with expertise in the properties of materials.
“Charlie is 100% correct,” Olivas said. “We don’t have a physics-based model for this. It’s an impracticality and almost an impossibility because of the way this material behaves.”
But Olivas, who said he had initially had doubts about launching Artemis II with a known flaw, was ultimately reassured by the analysis that NASA did perform.
Unlike Camarda, Olivas was recruited by NASA to conduct an independent technical review of NASA’s investigation, and he recommended the creation of a larger panel of outside experts, which the space agency did.
Olivas said that NASA’s simulations assumed that if the temperature rose to a certain level inside one of the Avcoat blocks, it would crack, and that if it did crack, a layer of Avcoat would pop off the entire block. That would create a cavity where heating would accelerate and another layer would pop off.
Even with those assumptions, which Olivas described as “conservative,” repeated simulations examining a multitude of reentry variations found that enough of the heat shield would survive, and so would the capsule.
An additional analysis looked at what would happen if an entire block of Avcoat fell off. It concluded that a structure below the heat shield made of carbon fiber and titanium would keep the crew cabin intact through reentry.
He said NASA engineers were cooperative.
“What I will tell you is that every single time I talked to somebody, they had Columbia on the front of their mind,” he said. “They were thankful that I pushed them. They were thankful
that I doubted them. They were thankful that I forced them to basically prove it.”
He said that he had also tried to make himself available to any dissenters who might have felt cowed by NASA leadership from raising their concerns, and that he had not heard from any.
That was very different from the culture he encountered in the aftermath of the loss of Columbia, Olivas said.
In January, Isaacman invited Olivas and Camarda to a day of technical presentations where NASA engineers explained their rationale for using the flawed heat shield.
Camarda was not convinced. “NASA definitely does not have the data to show that it’s safe,” he said. “I realized that they were using the same flawed thinking and crude analysis tools, similar to Columbia, similar to Challenger.”
For Olivas, however, that meeting closed a few remaining concerns, and he sent a text message to Wiseman, saying he was confident that NASA had done a good job of mitigating the risk for the Artemis II crew.
“I wouldn’t have told them that, out of respect for them or the family, if I didn’t feel that way,” Olivas said. “I would never have rubber-stamped it for NASA’s sake.”

In a crowded courtroom on Long Island Wednesday morning, Rex Heuermann, a tall, heavyset man accused of seven grisly murders, put an end to the twists and turns of a seemingly endless case with three brief words.
“Do you feel it is in your best interest to plead guilty?” Judge Timothy P. Mazzei asked him.
“Yes I do,” Heuermann replied brusquely, nodding as he spoke.
Then the Suffolk County prosecutor, Raymond A. Tierney, asked Heuermann, 62, how he had killed each of his victims.
Melissa Barthelemy?
“Strangulation,” Heuermann, 62, said in the same matter-of-fact way.
Megan Waterman?
“Strangulation.”
And Amber Costello?
“Strangulation,” Heuermann said once more.
Soon, he had confessed to eight murders — the seven he had been charged with, plus one more. Twenty minutes after it began, the extraordinary hearing was over and the courtroom and overflow rooms began to empty.
Attendees, including news media, victims’ families and the simply cu-
rious, shuffled out of the courtroom. Conversations were kept to a murmur. The loudest utterance in a packed hallway was the astonished words of one spectator: “He admitted it.”
It had been almost three years since Heuermann, an architectural consultant with a successful practice in Manhattan, was arrested for the deaths of the women initially known as “the Gilgo Beach Four.” In court appearances during that time, he had maintained his innocence, carrying himself with an aloofness bordering on arrogance that maddened police officers and victims’ family members alike.
But on Wednesday, Heuermann’s story changed, if not his terse, authoritative demeanor. Dressed in a dark suit, white shirt and blue patterned tie, he told the judge that he was entering his guilty plea willingly.
He said he had hired women as escorts, killed them, bound them in burlap and left them along Ocean Parkway. He admitted to eight murders as if ticking off what he’d eaten for breakfast.
Outside the courthouse, Heuermann’s lawyer, Michael Brown, took a few questions. He was asked whether his client felt remorse.
“I hope so,” Brown replied.
Later in the afternoon, Kevin Catalina, the Suffolk County police commissioner, spoke at a news conference.

Normally right now I would be writing about the geopolitical implications of the war with Iran, and I am sure I will again soon. But I want to interrupt that thought to highlight a stunning advance in artificial intelligence — one that arrived sooner than expected and that will have equally profound geopolitical implications.
The AI company Anthropic announced Tuesday that it was releasing the newest generation of its large language model, dubbed Claude Mythos Preview, but to only a limited consortium of roughly 40 technology companies, including Google, Broadcom, Nvidia, Cisco, Palo Alto Networks, Apple, JPMorganChase, Amazon and Microsoft. Some of its competitors are among these partners because this new AI model represents a “step change” in performance that has some critically important positive and negative implications for cybersecurity and America’s national security.
The good news is that Anthropic discovered in the process of developing Claude Mythos that the AI could not only write software code more easily and with greater complexity than any model currently available, but as a byproduct of that capability, it could also find vulnerabilities in virtually all of the world’s most popular software systems more easily than before.
The bad news is that if this tool falls into the hands of bad actors, they could hack pretty much every major software system in the world, including all those made by the companies in the consortium.

This is not a publicity stunt. In the run-up to this announcement, representatives of leading tech companies have been in private conversation with the Trump administration about the implications for the security of the United States and all the other countries that use these now vulnerable software systems, technologists involved told me.
For good reason. As Anthropic said in its written statement on Tuesday, in just the past month, “Mythos Preview has already found thousands of high-severity vulnerabilities, including some in every major operating system and web browser. Given the rate of AI progress, it will not be long before such capabilities proliferate, potentially beyond actors who committed to deploying them safely. The fallout — economics, public safety and national security — could be severe.’’
Project Glasswing, Anthropic’s name for the consortium, is an undertaking to work with the biggest and most trusted tech companies and critical infrastructure providers, including banks, “to put these capabilities to work for defensive purposes,” the company added, and to give the leading technology firms a head start in finding and patching those vulnerabilities.
“We do not plan to make Claude Mythos Preview generally available, but our eventual goal is to enable our users to safely deploy Mythos-class models at scale — for cybersecurity purposes, but also for the myriad other benefits that such highly capable models will bring,” Anthropic said.
My translation: Holy cow! Superintelligent AI is arriving faster than anticipated, at least in this area. We knew it was getting amazingly good at enabling anyone, no matter how computer literate, to write software code. But even Anthropic reportedly did not anticipate that it would get this good, this fast, at finding ways to find and exploit flaws in existing code.
Anthropic said it found critical exposures in every major operating system and Web browser, many of which run power grids, waterworks, airline reservation systems, retailing networks, military systems and hospitals all over the world.
If this AI tool were, indeed, to become widely available, it would mean the ability to hack any major infrastructure system — a hard and expensive effort that was once essentially the province only of private-sector experts and intelligence organizations — will be available to every criminal actor, terrorist organization and country, no matter how small.
I’m really not being hyperbolic when I say that kids could deploy this by accident. Mom and Dad, get ready for:
“Honey, what did you do after school today?”
“Well, Mom, my friends and I took down the power grid. What’s for dinner?”
That is why Anthropic is giving carefully controlled versions to key software providers so they can find and fix the vulnerabilities before the bad guys do — or your kids.
At moments like this I prefer to do a deep dive with my technology tutor, Craig Mundie, a former director of research and strategy at Microsoft, a member of President Barack Obama’s President’s Council of Advisors on Science and Technology and an author, with Henry Kissinger and Eric Schmidt, of a book on AI called “Genesis.”
In our view, no country in the world can solve this problem

alone. The solution — this may shock people — must begin with the two AI superpowers, the U.S. and China. It is now urgent that they learn to collaborate to prevent bad actors from gaining access to this next level of cyber capability.
Such a powerful tool would threaten them both, leaving them exposed to criminal actors inside their countries and terrorist groups and other adversaries outside. It could easily become a greater threat to each country than the two countries are to each other.
Indeed, this is potentially as fundamental and significant a turning point as was the emergence of mutually assured destruction and the need for nuclear nonproliferation. The U.S. and China need to work together to protect themselves, as well the rest of the world, from humans and autonomous AIs using this technology — a lot more than they need to worry about Russia.
This is so important and urgent that it should be a top subject on the agenda for the summit between Trump and President Xi Jinping in Beijing next month.
“What used to be the province of big countries, big militaries, big companies and big criminal organizations with big budgets — this ability to develop sophisticated cyberhacking operations — could become easily available to small actors,” explained Mundie. “What we are about to see is nothing short of the complete democratization of cyberattack capabilities.”
It means that responsible governments, in concert with the companies that build these AI tools and software infrastructure, need to do three things urgently, Mundie argues.
For starters, he says, we need to “carefully control the release of these new superintelligent models and make sure they only go to the most responsible governments and companies.”
Then we need to use the time this buys us to distribute defensive tools to the good actors “so that the software that runs their key infrastructure can have all their flaws found and fixed before hackers inevitably get these tools one way or another.” (By the way, the cost of fixing the vulnerabilities that are sure to be discovered in legacy software systems, like those of telephone companies, will be significant. Then multiply that across our whole industrial base.)

SAN JUAN – El presidente del Centro Unido de Detallistas, Ramón Barquín, informó esta semana la presentación del estudio “Perfil de las PYMES en Puerto Rico”, una investigación realizada junto a la Universidad del Sagrado Corazón que analiza las características, retos y oportunidades de las pequeñas y medianas empresas en la isla.
“El lanzamiento de este estudio sobre el perfil de nuestras mipymes, realizado en colaboración con la Universidad del Sagrado Corazón, representa un paso estratégico y necesario hacia la comprensión profunda de la columna vertebral de nuestra economía”, dijo Barquín en declaraciones escritas.
“Las mipymes no solo constituyen la inmensa mayoría de nuestras empresas, sino que sostienen el empleo, dinamizan nuestras comunidades y encarnan el espíritu empresarial puertorriqueño”, añadió.
La investigación se basó en una encuesta a 141 empresas de distintos sectores. Entre los hallazgos, el estudio identificó un perfil dominado por microempresas, ya que el 73.8 por ciento opera con 10 empleados o menos.
El análisis también reflejó una alta concentración de negocios en zonas urbanas como San Juan, Caguas, Bayamón y Ponce, así como una menor presencia en municipios del interior. Además, señaló que el sector enfrenta presiones por el aumento en costos operativos, en especial energía, impuestos y materias primas.
Barquín sostuvo que el estudio ofrece datos concretos y herramientas accionables para diseñar política pública, fortalecer la competitividad y trazar una ruta hacia la capitalización y el crecimiento sostenible de las pequeñas y medianas empresas en Puerto Rico.
Por su parte, la provost y vicepresidenta ejecutiva de Asuntos Académicos y Estudiantiles de la Universidad del Sagrado Corazón, Anuchka Ramos, dijo que la investigación reafirma la misión institucional de promover estudios rigurosos, aplicados y relevantes, con impacto en el bien común.
En términos de competitividad, el informe identificó un rezago en la adopción de canales digitales de venta, lo que limita el alcance de mercado y la capacidad de adaptación a nuevas tendencias de consumo. También señaló que muchas empresas han tenido que recurrir a aumentos de precios, reducción de horarios y ajustes operacionales para mantenerse activas.
Entre las recomendaciones del estudio figuran simplificar procesos regulatorios, fortalecer programas de apoyo empresarial, impulsar la transformación digital, promover el desarrollo de capital humano y fomentar el crecimiento económico en municipios fuera del área metropolitana.

SAN JUAN – El secretario del Departamento de Hacienda, Ángel Pantoja Rodríguez, anunció el jueves el desembolso de 156,898,042 dólares adicionales en reintegros, a una semana del cierre del ciclo contributivo el miércoles, 15 de abril.
“Entramos en la última semana del periodo contributivo que termina oficialmente el próximo miércoles 15 de abril. En el Departamento estamos muy satisfechos con el trabajo realizado y especialmente agradecidos con la respuesta de los contribuyentes, que han sido

muy diligentes durante todo el periodo”, dijo Pantoja Rodríguez en declaraciones escritas.
La nueva nómina elevó a 1,956,538,858 dólares los pagos procesados por Hacienda, correspondientes a 877,325 planillas reintegradas. La cifra supera por 118,948,694 dólares los reintegros pagados para esta misma fecha el año pasado. Hasta el momento, se han radicado 1,095,332 planillas.
Pantoja Rodríguez recordó que el 15 de abril también vence la fecha para solicitar prórrogas a través de SURI, utilizando el Formulario SC 2644. Aclaró que esa gestión extiende el término para radicar la planilla, pero no el tiempo para pagar balances pendientes con el Departamento.
El secretario también recordó que esta semana anunció una extensión de 30 días en el periodo de radicación para empleados del Departamento de Seguridad Nacional en Puerto Rico, debido al cierre parcial del gobierno federal y su impacto en salarios. Esa extensión no conlleva intereses ni penalidades, pero requiere solicitar la prórroga de manera electrónica mediante SURI y el mismo formulario.
Hacienda informó además que notificó a ciertos contribuyentes, a través de sus cuentas en SURI, sobre la necesidad de someter evidencia adicional para completar el procesamiento de sus planillas. “La evidencia que se les está requiriendo deben enviarla a través de
la misma plataforma utilizando sus cuentas o a través de la página principal seleccionado el enlace ‘Someta evidencia de planilla’, bajo la sección Planillas. Incluir esa evidencia a tiempo evitará retrasos en el procesamiento”, indicó Pantoja Rodríguez.
Durante esta semana continúan abiertos los tres Centros de Preparación y Radicación de Planillas Electrónicas en Plaza Las Américas, Plaza del Caribe en Ponce y Mayagüez Mall. El sábado, 11 de abril, ofrecerán servicio en horario especial de 9:00 de la mañana a 3:00 de la tarde, mientras la próxima semana operarán en horario extendido de 9:00 de la mañana a 7:00 de la noche. Hasta el 8 de abril se habían atendido 17,402 personas.
Por otro lado, el Departamento mantiene sus Ferias de Servicio en municipios para asistir en la preparación y radicación de planillas, así como en la reclamación del Crédito Tributario Adicional por Hijos mediante la radicación del Formulario 1040-SS del Servicio de Rentas Internas federal. Esta semana el calendario incluyó a Santurce, Loíza, Bayamón, Moca y Lajas.

One of the world’s finest female orchestra conductors, JoAnn Falletta, is back in San Juan, bearing musical wealth galore from the North.
And as this unique product of the Big Apple steps up to that Puerto Rico Symphony Orchestra (PRSO) podium Saturday night, she’ll bestow Yankee goodies with pride and love.
Falletta and the ensemble’s 75 musicians will reunite over three of the most iconic musical compositions born in the USA during the last century. This North American trio of masterpieces -- undoubtedly the largest display a local concert audience has ever heard -- would make any nation proud. Falletta, who feels right at home here, succeeded the PRSO’s musical director Maximiano Valdés in 1999 at the helm of the Buffalo (N.Y.) Philharmonic Orchestra (BPO).
A favorite podium
The offshoot of Italian roots will bond once again with a beloved orchestra in an evening of nostalgic reconnections.
The PRSO is “superb,” in the words of Falletta, who spoke with The STAR this week via text.
“Their musicianship is excellent and their passion for music is deeply moving,” she said.
Retired violinist Elena Sherbanesco, who has responded to Falletta’s baton in “at least

three” local concerts, echoes the sentiment.
“It was a pleasure to make music under Maestra JoAnn Falletta,” she told this writer.
“She was a time machine,” she joked, referring to the conductor’s efficiency in getting balance, tempi and harmony in perfect synch without wasting a minute.
“She was also kind and respectful,” she added.
Shared experiences
Everything about Saturday’s concert is copacetic, because Valdés and Falletta are longtime colleagues.
“Max is a treasured friend and a welcome guest (conductor) in Buffalo,” she said.
Valdés left the BPO for Oviedo, Spain, where he guided the Symphony Orchestra of the Principality of Asturias toward a new era, fulfilling a significant Naxos Records contract of Spanish and Latin American music. During her own long tenure in Buffalo, Falletta was doing much the same thing as Valdés in Spain, but with American music. She made almost half her recordings on Naxos, carving out a niche for Buffalo, which even has its own record label Beau Fleuve (French for Beautiful River. The phrase was later corrupted into “Buffalo” by English settlers).
An indefatigable cheerleader for her homeland, Falletta has made more than 135 records, mostly of North American and women composers, forgotten and emerging.
Valdés and Falletta, both in their seventh decade of life albeit from two hemispheres, have known each other for decades and are reciprocally appreciated in both Buffalo and San Juan.
“She’s a great person and a great conductor,” Valdés said when asked about his pioneering colleague.
The 13th concert in the PRSO’s present season will undoubtedly be the strongest dose of Americana local audiences will ever get.
The orchestra will open with a foot tapper by one of the culture’s most admired composers and conductors: Leonard Bernstein (19181990) who penned “Three Dance Episodes” adapted from the Jerome Robbins ballet “Fancy Free.” The piece follows three young soldiers at the end of World War II in New York City. One moment is jubilant, another is introspective (even degrading), and a third ends with a dazzling display of Times Square and the bottomless emotion of this particular day in 1944.

After the swinging curtain-raiser, the audience will hear from Canadian virtuoso violinist Nikki Chooi, playing Samuel Barber’s “Violin Concerto,” a piece Chooi loves and plays often, according to Falletta.
She ought to know: Chooi, 37, who is of Indonesian-Chinese heritage, is her much appreciated concertmaster at the BPO. Having just signed for his second five years in the chair, Chooi often accompanies Falletta to her many conducting venues throughout the world.
Falletta, who is married to a clarinet player who also often travels with her, has signed a contract to take her to 30 years with the BPO, one of the longest tenures of any conductor.
Chooi, who performed locally three years ago with La Maestra, is also concertmaster of the Santa Fe (N.M.) Opera Orchestra and former concertmaster of the Metropolitan Opera Orchestra. In that same year of 2023 the violinist played a duo with Yo-Yo Ma, when the famed cellist appeared with the BPO.
The culminating work of the evening also provides the title for this penultimate concert of the current classical season, “Maximo Movimiento.”
The concert will begin at 7 p.m. in the Pablo Casals Symphony Hall at Luis A. Ferré Performing Arts Center in Santurce.


U.S. stocks rallied on Thursday, with the S&P 500 and Nasdaq clocking their seventh daily gain, as investors shrugged off a rise in oil prices and pinned their hopes on the fragile U.S.-Iran ceasefire extending to Israel and Lebanon too.
In my column today I look beyond the market euphoria uncorked by Tuesday’s announcement of the ceasefire, and outline why the economic, policy and geopolitical backdrop is still pretty sobering for investors.
If you have more time to read, here are a few articles I recommend to help you make sense of what happened in markets today.
Figures on Friday are expected to show annual headline U.S. CPI inflation last month was 3.3%, up sharply from 2.4% in February. That would be the highest in nearly two years. Core goods prices are running hot, and with oil 65% more expensive than it was a year ago, inflation hitting 4% is more likely than the Fed’s 2% target.
Some of the early March survey data suggest the economy remains pretty resilient. But incoming hard data isn’t that robust, and the Atlanta Fed’s GDPNow Q1 GDP estimate is now down to 1.3%. Plus, Q4 GDP was revised down on Thursday to 0.5%. Not great.
* AI disruption fears
U.S. software stocks tumbled on Thursday after Anthropic held back the wide release of a powerful AI model over concerns it could expose hidden cybersecurity vulnerabilities. Software stocks are down 25% this year, against a 4% decline for the wider tech sector.
Meanwhile, IMF Managing Director Kristalina Georgieva said Fund research shows AI could boost productivity by up to 0.8%, but also affect 60% of all jobs in developed economies. That is sobering, to put it mildly.
The Q1 U.S. reporting season kicks into gear next week, and the outlook is pretty rosy. The LSEG I/B/E/S consensus is for a 14.4% rise in earnings, again led by tech - income is expected to rise 46%, and if consensus forecasts are met, that would mean tech accounting for 75% of the overall rise in dollar income.
A lot of optimism is built into these forecasts. The Nasdaq is back above its pre-war level, and on Thursday clocked its seventh straight rise, a run not seen since August 2024. But remember, tech’s valuation premium over the broader market has collapsed to a 7-year low. So maybe the bullishness is justified?

oil prices since the war started - currently still 36% higher - has stoked fears of a renewed inflation spike and wiped out expectations of Federal Reserve rate cuts this year.
Treasury yields have whipsawed sharply over the past month with each turn in the conflict. The benchmark 10-year yield traded in a 56-basis-point range in March, the widest since April 2025, when U.S. President Donald Trump first announced sweeping tariff plans.
Markets are now trading Trump’s ceasefire announcement tied to the reopening of the Strait of Hormuz, though renewed hostilities elsewhere in the region have raised doubts about its durability.

Lebanon said Thursday, a day after an intense wave of Israeli airstrikes, that more than 300 people had been killed in the bombardment. The attacks, targeting the Iranbacked militia Hezbollah, put heavy pressure on the fragile U.S.-Israeli truce with Iran.
The strikes Wednesday added to a grim death toll in Lebanon, where more than 1,500 people have been killed and more than 1 million displaced since the war against Iran began, according to Lebanese authorities.
At least two civilians have been killed in Israel by Hezbollah attacks, and about 10 Israeli soldiers have died, according to Israeli officials. Why is Israel bombing Lebanon?
Shortly after Israel and the United States began the war with Iran on Feb. 28, Hezbollah, in solidarity with Iran, fired rockets across Lebanon’s southern border into Israel. That prompted the current offensive against Hezbollah, with which Israel has clashed for decades. Since then, Israel has invaded much of southern Lebanon and signaled that it plans to occupy the area. For weeks, Israeli officials have publicly rebuffed overtures from Lebanon’s government to hold direct talks about a ceasefire.
On Wednesday, Israel claimed that Hezbollah, whose longtime stronghold is on the southern outskirts of Beirut, had repositioned to other parts of the city. That raised the pos-

Is Lebanon part of the ceasefire or not?
That is a point of contention.
Prime Minister Shehbaz Sharif of Pakistan, whose country brokered the truce with Iran, said that the agreement covered the fighting in Lebanon. Iran’s foreign minister, Abbas Araghchi, agrees. But Israel’s prime minister, Benjamin Netanyahu, says otherwise.
“I insisted that the temporary ceasefire with Iran not include Hezbollah, and we continue to pound it forcefully,” Netanyahu said in a television address Wednesday.
White House press secretary Karoline Leavitt also said Lebanon was not part of the deal.
Britain and France have condemned Israel’s intensifying strikes and said Lebanon should be included in the truce. Failing to do so “will destabilize the whole region,” said Yvette Cooper, the British foreign secretary. She described Israel’s attacks as “deeply damaging.”
Jean-Noël Barrot, the French foreign minister, told France Inter radio, “Iran must stop terrorizing Israel through Hezbollah.” But he added that Lebanon should not be the “scapegoat” of an Israeli government that is “frustrated be-
cause a ceasefire has been reached between the United States and Iran.”
Vast numbers of Lebanese people remain displaced, unsure whether they can return home.
What happened Wednesday?
Lebanon’s health minister said the death toll from the strikes had risen to more than 300, with more than 1,000 others wounded. That made it the deadliest day for the country since the war began.
Israeli forces said they carried out more than 100 airstrikes in just 10 minutes. Sirens whirred across Beirut, and thick smoke rose over the city’s skyline. Apartment buildings were reduced to rubble, and rescue teams clambered to reach people trapped in the ruins.
The Israeli military said it had killed the personal secretary to Hezbollah’s leader, Naim Kassem. The secretary, Ali Yusuf Harshi, “played a central role in managing and securing” Kassem’s office, the military said.
How have Iran and Hezbollah responded?
Hezbollah condemned the strikes, saying that it had a “natural and legal right to resist the occupation and respond to its aggression.” On Thursday morning, it fired more rockets toward Israel.
Iran’s Revolutionary Guard, in a statement carried by Iranian state media, threatened military retaliation if Israel’s attacks on Lebanon were not “immediately halted.”

The ceasefire that Iran and the United States announced this week opens a window to resume talks on ending the war in Ukraine, but that window will soon close, President Volodymyr Zelenskyy said in comments made public by his office on Thursday. Talks on the fighting in Ukraine have been underway for more than a year with little to show for them, except for brief ceasefires last year. The negotiations stalled last month after their host, the United Arab Emirates, was hit by Iranian airstrikes. Iran struck targets in the Emirates and other Gulf nations as part of its response to attacks by Israel and the United States.
Zelenskyy, in comments to reporters on Wednesday, said any new Ukraine talks would
have to make headway before summer, when campaigning starts in earnest for midterm elections in the United States.
“The United States will become even more focused on its internal processes,” Zelenskyy said. He spoke under the condition that his remarks would not be published until his office gave permission, which it did on Thursday.
Separately on Thursday, Zelenskyy told a gathering of local officials that he had held a video call with U.S. negotiators and expected peace talks to resume in the near future. That could be in the form of a three-way meeting with Russia or a round of shuttle diplomacy.
Steve Witkoff, the Trump administration’s envoy to the talks, has also said that there would have to be progress before the end of May, because of the U.S. election cycle.
Ukraine is bracing for a difficult spring and
summer, Zelenskyy said, expressing skepticism about the prospects for a breakthrough even if talks resume soon.
The United States, he said, had a “domestic political deadline” for the Ukraine talks to progress. “There may be pressure on Ukraine,” he said. “There will also be pressure on the battlefield.”
Recently, Zelenskyy has highlighted his disagreements with the Trump administration. In an interview with a podcast, The Rest is Politics, released on Thursday, he said he had tried to draw the administration’s attention to intelligence assistance that he said Russia was providing to Iran. Zelenskyy said he made public the schedule of Russian satellite flyovers of U.S. bases in the Middle East that preceded Iranian strikes. Zelenskyy said he received no response. “The problem is they trust Putin. And
it’s a pity.”
He said unspecified “partners” of Ukraine had objected to its stepped-up drone strikes on Russian oil refineries and other assets. Those strikes are meant to cut into the profits Russia is making on its exported oil, with the Iran war having driven prices higher. The United States has also eased its sanctions on Russian oil, hoping to bring prices down.
“We were asked to scale back strikes — meaning our responses to Russian attacks,” Zelenskyy said. “They believed this would have an impact on energy prices.”

Riding high in the polls, the government of Prime Minister Mark Carney of Canada came tantalizingly close to forming a parliamentary majority on Wednesday after another opposition lawmaker joined his Liberal Party.
The defection by Marilyn Gladu, who had served a district in southwestern Ontario since 2015 as a Conservative, put Carney just one Liberal seat short of a majority. That would give his government broader powers to pass legislation and reshape Canada in the face of a changing global order.
But it may be just a matter of days before Carney secures a majority. Liberal Party candidates are favored to win two special elections next Monday in Ontario, and are neck-and-neck in a third race in Quebec.
Popular support for Carney, a centrist who has led a minority government since being elected a year ago, has continued to increase as he has positioned Canada to confront President Donald Trump’s economic and political threats.
Carney has called for middle-power nations to rally together amid the breakdown of the American-led, rulesbased international order. Nearly 60% of Canadians approve of his performance as prime minister, according to polls.
Four Conservative members of Parliament have quit their party to join the Liberals in recent months, further weakening the unpopular Conservative leader, Pierre Poilievre. One lawmaker from the left-leaning New Democrats also joined the Liberals.
Special elections will be held Monday to fill vacancies in two Liberal strongholds in the Toronto area, both won by Liberals with extremely wide margins last year.
In Canada, minority governments typically last 18 months before they are forced to call an election by opposition parties. But with a majority, Carney’s government would be safe until 2029 when the next general election will have to be called, said Elizabeth McCallion, an expert on Parliament at the University of Toronto.
“One of the biggest advantages of having a majority government is the stability that it offers,” McCallion said.

With the latest defection, Carney’s Liberals currently hold 171 seats out of 343 in Parliament’s House of Commons — one shy of a majority.
Many high-profile government members, including Carney, have made campaign visits to the electoral district of Terrebonne, northeast of Montreal, in Quebec, where the special election will be held Monday.
Last year, a Liberal newcomer, Tatiana Auguste, captured Terrebonne, part of a region that traditionally backs the Bloc Québécois, a party that supports independence for the French-speaking province. Last year, many traditional Bloc Québécois voters swung to Carney, believing he was the most capable to respond to Trump’s punitive economic tariffs and threats to annex Canada.
Carney’s party won by a single vote in Terrebonne. But Canada’s Supreme Court recently invalidated the result after evidence emerged that a mail-in ballot was returned to
a Bloc Québécois supporter — and not counted in the tally — because the wrong postal code was printed on the envelope by Canada’s election agency.
In Terrebonne, campaign posters pointed to a rematch between the two leading candidates in last year’s election, Auguste and Bloc Québécois’ Nathalie Sinclair-Desgagné. But posters featuring Carney by himself appeared to outnumber the local Liberal candidate’s on many streets, underscoring his popularity.
At an advance polling station this week, a couple, Sophie Lacoursière and Éric Marquette, both lawyers, said they had voted for the Liberal candidate because of concerns over the economy and the international order.
“My main goal today is to give the Carney government a majority,” Lacoursière said. “It’s for the stability of the country, given the instability in the world.”
Another voter, Dominic Lafrenière, said he had voted for Bloc Québécois because he believed the party would defend Quebec’s interests in Canada. He believed that Carney had little interest in Quebec and that the fear over Trump’s threats had subsided.
“The Trump effect got Carney elected, but that’s over now,” said Lafrenière, a butcher. “Many Bloc supporters voted for the Liberals last year, but this time, they’ll come back to the Bloc — and the Bloc will win.”
In an indication of the closeness of the race, two other Bloc supporters, Ginette Grégoire and Pierre Boulanger, both retired schoolteachers, said they believed the Liberals would win, even though both had voted for the Bloc because they want Quebec to become independent.
“It’s in our DNA,” Grégoire said.
Still, both said they believed Carney was a good leader and that many voters in Terrebonne would vote for his party again.
“He’s managing well,” Grégoire said. “He’s very diplomatic. He’s self-possessed. He takes the right actions to stay composed in difficult situations. He’s very wise.”
Last year’s extremely tight race had also motivated some apathetic people to turn out.
Josée Roy, a retired electric welder, voted for the first time in a decade, casting a ballot for the Bloc.

The Cangrejeras of Santurce defeated the Valencianas of Juncos in four sets at Rafael G. Amalbert Coliseum in Juncos on Wednesday night in the second match of the Women’s Superior Volleyball League Section A semifinals.
The set scores were 25-21, 25-13, 20-25 and 25-22 as the Cangrejeras took a 2-0 lead in the best-of-7 series.
In the fourth set -- with Santurce leading the match two sets to one -- the Valencianas took the lead at the second technical timeout, 16-14, capitalizing on a service error by Helena Grozer. They subsequently extended their lead to 18-15 following a net violation by the Cangrejeras.
The lead did not hold up for long, however. Santurce responded with a 4-0 run -- including a powerful spike by Tamara Otene from Zone 4 -- to take go ahead 19-18.
The score was tied once more at 19, but Otene went on the attack again with two consecutive points: one on a spike from Zone 4 and another on a direct ace, putting the Cangrejeras ahead 21-19 -- a lead they would not relinquish.

The Capitanes of Arecibo and the Indios of Mayagüez were the victors in a pair of National Superior Basketball League (BSN by its initials in Spanish) games on Wednesday night.
At Manuel “Pataca” Iguina Coliseum in Arecibo, the Capitanes defeated the Leones of Ponce 101-82 in a matchup that held little suspense. The Capitanes quickly
Santurce reached set and match point at 24-22 thanks to a block by Kara McGhee against Haley Bush, who was attacking from the back row. The victory was sealed on the very next play following an offensive error by Kelly Sánchez of Juncos.
The Cangrejeras (2-0) displayed a balanced offensive attack, with five players reaching double-digit scoring, led by Otene with 18 points (16 on spikes and 2 aces). She was followed by Andrea Rangel with 14 points, Neira Ortiz and McGhee with 13 each, and Grozer with 11.
Bush carried the Juncos (0-2) offense with 24 points, while Naya Gross contributed 11.
In team statistics, Santurce prevailed 59-46 in attacks, 10-7 in blocks, and 23-18 in assists. Juncos held the edge in digs (84-81) and in passes (43-38). Both teams finished with three service aces.
The series continues Friday at Roberto Clemente Coliseum in Hato Rey with the third match starting at 8:12 p.m.
The B semifinal series, between the Criollas of Caguas and the Leonas of Ponce, will begin on Friday at Roger Mendoza Vidal Coliseum in Caguas starting at 8:20 p.m.

took control and maintained the lead for 37 minutes and two seconds, ceding the advantage for a mere 65 seconds throughout the entire game. The seven lead changes occurred primarily in the opening stages, and Arecibo’s largest lead reached 20 points.
Collectively, the Capitanes (5-2) prevailed on the boards 46-38, scored 46 points in the paint, and generated 17 points on the fast break. The bench contribution was one of the key factors in the victory, with 45 points coming from the reserves compared to just 18 from Ponce’s substitutes.
Ramses Meléndez spearheaded the Capitanes’ offense with 22 points off the bench, finishing as the night’s top scorer. Thomas Robinson dominated the glass, recording a double-double with 14 points and 12 rebounds, while Derrick Walton orchestrated the attack with 16 points and 9 assists. Jack McVeigh added another 16 points to round out the home team’s offense.
For the Leones (2-5), Jordan Murphy scored 21 points and grabbed 10 rebounds for a double-double of his own. Terence Davis tallied 15 points and 7 rebounds, while Jezreel de Jesús chipped in 14 points.
At the Palacio de Recreacion y Deportes in Mayagüez,
meanwhile, the Indios defeated the Piratas of Quebradillas 103-80 in another contest that saw the home team seize control before halftime.
Early in the game, the winless Piratas stayed in contention thanks to their efficiency on two-point shots and 29 points scored on fast breaks. However, the Indios managed to solidify their control, holding the lead for over 33 and a half minutes and building a maximum advantage of 25 points.
Sam Waardenburg led the Indios (2-4) with 22 points and 9 rebounds. Tjader Fernández added 18 points and 4 assists, while Olumiye Oni recorded a triple-double with 15 points, 10 rebounds, and 12 assists. Coming off the bench, Josué Erazo contributed 14 points in 20 minutes of play, and Devon Jefferson finished with a double-double of 12 points and 12 rebounds.
Kendall Munson finished with 20 points and 8 rebounds for the Piratas (0-6).
