he Scientific Coalition of Puerto Rico stated Thursday that given the increase in cases and hospitalizations for COVID-19, it is representing, and will represent, a great challenge for the health sector in relation to testing. “We already see an impact on the testing and tracking systems, which are at capacity due to the high demand for tests and the large number of cases. The agile diagnosis of positive cases is critical in the implementation of health strategies, such as the administration of antiviral and monoclonal treatments,” the Scientific Coalition said in a written statement. “We suggest that prioritization systems be established to serve the most vulnerable communities that need testing (and tracing) to determine clinical treatments that could save lives in this period. The prioritization systems could include centers dedicated to serving the most vulnerable groups, or ‘fast track’ lines that facilitate the administration of tests to symptomatic patients who need it most.” Due to the number of active cases, and considering the capacity of the investigation systems, the coalition suggests prioritizing the cases to be investigated by age groups: over 50 years or younger than five years, which represent the most vulnerable groups, or unvaccinated pediatric groups. “We have observed a significant number of patients coming for multiple confirmatory tests during the quarantine process, which creates an additional challenge for laboratories,” said Dr. Kenira Thompson, a member of the group of scientists. The coalition encourages only repeat antigen testing (or validation with PCR) in those patients who test negative in the presence of symptoms. They also urge the Department of Health to launch an education campaign on how to make judicious use of tests, and the importance of quarantines and isolations during this period. “We request that patients who already have a positive result by antigen test (even if it is homemade) be encouraged not to go for a confirmatory molecular test unless they are over 50 years old or under 5 years old, are overweight (BMI > 25) or have a chronic condition,” Thompson said. Patients who obtain home test results must use the Department of Health’s new “bar-code” system to upload their results to the BioPortal. If home tests are positive, even without symptoms, patients must presume they are positive for COVID-19 and be in isolation for 10 days even if they have completed their vaccination cycle. “It is important to protect patients in hospitals, and the capacity of the health sector in the face of this new upturn in cases and hospitalizations,” Thompson said. “We sug-

gest that the Department of Health require the use of the N-95 mask for all clinical personnel who care for patients in hospitals. KN-95 or surgical masks are not as effective as N-95 masks and to protect healthcare professionals and patients, N-95 masks are specifically needed.” The coalition also suggests limiting or eliminating hospital visits at this time. Likewise, they suggest limiting or eliminating visits to homes for the elderly (or similar facilities where the elderly or vulnerable groups are cared for) at this time, and that nursing homes require all doses of vaccination of their employees and of older adults residing in the same. Although monoclonal treatments are less effective against omicron, there are new measures to combat COVID infections, such as antiviral treatments. However, it is important that these measures are integrated with the virus’s diagnostic processes, and that the treatments are given within the windows of effectiveness so that they have the desired effects.

2 ex-UPR presidents question pilot administrative consolidation at 3 campuses By THE STAR STAFF

he University of Puerto Rico (UPR) governing board voted without doing adequate analysis in favor of a pilot project that would consolidate administrative services at three campuses, and at least two former UPR presidents and a lawyer who has held positions in government said it will not save money. Former UPR presidents José Saldaña and Norman Maldonado, as well as Héctor Ramos, a lawyer and former consumer affairs secretary, said in separate interviews with the STAR that they failed to see at all how the pilot project that would consolidate the administrative services of the Aguadilla, Arecibo and Utuado campuses will save much-needed funds at a time when UPR is losing enrollment and budget cuts. When asked about the reasons for the board’s vote, Hermán Cestero, a board member, said the body had very little time at all to review the report on the proposed pilot project and that he voted using as a basis the explanation given at the board meeting last week. He said he reasoned that the pilot project is only for six months and that if it does not work, it

The presentation was short and we were not given ample time to review the proposal,” he said. “The way I understood it, it was an administrative consolidation that paves the way for an academic consolidation.”

In proposing the consolidation, the UPR governing board president, Mayda Velasco, said that at a systemic level, the university has lost in the last five years 28 percent of its enrollment, 28 percent of its staff due to attrition and 51 percent of allocations from the central government. Regarding enrollment, Arecibo has experienced a 26 percent drop, Aguadilla 37 percent, while Utuado has 67 percent fewer students. Regarding its budgets, Arecibo has experienced a reduction of 16 percent, Aguadilla 11 percent and Utuado 23 percent. These data lead to an increase in cost per student that in Arecibo translates to a 13 percent increase, in Aguadilla reaches 41 percent, and in Utuado translates to a 133 percent increase in cost per student. The proposal seeks an administrative transformation through the reengineering of the operation and provision of some services in the three campuses with an investment of $1.4 million per year. The pilot plan is expected to begin next semester. The program provides that each participating employee and unit will be incentivized for participating in the project. The project would

involve 541 employees, 149 positions and 94 offices among the three participating units. Some 164 permanent positions would be created, 137 employees would receive salary increases and 204 employees could receive differentials for functions that exceed their current duties. Saldaña, who has been vocal in his criticism of the current governing board, said that based on the numbers, the best alternative is to close down some of the campuses, but the current board refuses to take the bull by the horns and do so for political reasons. He noted that the Utuado campus has fewer than 500 students and it does not make sense to keep it open. “This board needs to stop acting cowardly and with fear,” he said. Maldonado also said he was confused by the proposal. “I fail to see how investing $1.4 million and adding more workers will reduce costs,” he said. “The best thing is to consolidate services.” Ramos, meanwhile, observed that at a time when enrollment is going down, the proposed pilot project will increase costs. “There is no justification for having the three campuses,” he said.

A synched Unit 6 at Costa Sur adds 410 MW of generation capacity to grid By THE STAR STAFF

uerto Rico Electric Power Authority (PREPA) Executive Director Josué Colón Ortiz announced the startup and synchronization process of Unit 6 at the Central Costa Sur power plant on Thursday morning. “It should be noted that Unit 6 had a major breakdown this year and that same year it was repaired and put into service,” the official said in a written statement. “Unit 6 of Costa Sur contributes about 410 MW [megawatts] of capacity to the energy system, and to the extent that PREPA’s most efficient and cost-effective units have been repaired and brought into service, the more stable the cost of electricity will be while the transition is made to safe and reliable renewable energy and cleaner fuels such as natural gas.” Colón Ortiz referred to the startup process of Unit 6 as a gradual and complex one, since the process begins with the pressurization of the boiler, where various components of the thermodynamic cycle are verified, so that all the factors meet the turbine break-in requirement. Once the boiler was pressurized, he

The repaired rotor of the Unit 6 turbine arrived in Puerto Rico on Dec. 8, after the environmental maintenance of the boiler and its auxiliary equipment was carried out as part of a mutual agreement with the U.S. Environmental Protection Agency. That work included maintenance and repairs to the boiler, air preheaters, funnel, ducts, induced draft fans and forced draft fans, and all auxiliary equipment such as turbine-driven feed pumps, condenser circulation pumps, pump boiler circulation, and boiler and turbine valves. The approximate cost of the work done at Unit 6 along with the repair of the lowpressure rotor is $5 million.

Pedro Pierluisi Urrutia saidThursday he cannot please both those who want a total shutdown to stop the spread of COVID-19 following a huge hike in the number of infections and those who want to repeal restrictions. “Here is a sector that asks for a curfew and a lockdown and there is another sector that doesn’t want the government to order people, businesses on what they have to do because they believe that the most important thing is the citizen’s own responsibility,” Pierluisi said in response to questions from the press. “When making decisions, I always try to find that middle point that is the wisest and is the one with the best result,” he said. “I do not rule out any measure. I will be consulting, but I tell you that when I make decisions it is impossible to please everyone.” The governor insisted that the hospitalization rate remains his main criteria for making decisions. “So far, thank God, the [numbers of sick people at] hospitals are under control,” he said. “They are at 50 percent capacity and both the secretary of health and my team are in communication with the hospitals because that is really the metric that we are watching the most because this variant is more contagious, more transmissible.” Pierluisi also argued that he has seen that citizens

have behaved responsibly amid this latest upturn in cases. He also stressed that decisions cannot be made based on fear. “The important thing is that, again, when I make decisions it is not because that is what the restaurant industry asked me, or an extremely conservative person who wants me to lock everyone up has asked,” he said. “The president himself has said, before this variant and the impact it has had, that we cannot panic and that we are already in a different stage in the pandemic.”

Asked if there will be a closure of schools as a result of the rise in infections, Pierluisi said he does not rule it out. “I do not rule out anything,” he said. “I am ensuring that the protocol is in place, that we are satisfied with the protocol and that the secretary of education gives me certainty that they are ready to comply with that protocol.” The governor made his statements after appearing at the funeral services of the former mayor of Canóvanas, José Ramón “Chemo” Soto Rivera.

Coamo, San Germán mayors issue EOs restricting business hours By THE STAR STAFF

he mayors of Coamo and San Germán issued executive orders Thursday restricting the operations of businesses in an effort to curb the spread of COVID-19 as the new corornavirus variant omicron spreads rapidly. Other municipalities at press time were expected to follow suit. Coamo Mayor Juan Carlos García Padilla issued Executive Order No. 38, which restricts business from operating between the hours of 10 p.m. and 5 a.m., from Friday to Sunday, Jan. 2, 2022 as part of prevention measures related to the excessive increase in active cases of COVID-19 in that town. García Padilla said the municipality is canceling and prohibiting any public or private activity in public facilities such as town squares, coliseums, community centers, courts, parks and streets in order to avoid crowds and prevent the spread of infections. Vaccination and testing activities are the only ones authorized within town limits. “Because of the increase of more than 650

Gas stations that sell other products may not sell alcoholic beverages or food for use on their premises between 10 p.m. and 5 a.m. “The Public Order Code establishes a penalty of $500 for violation of the restrictions,” García Padilla said. “People also risk having their municipal licenses revoked. The installation of sound systems in public places, karaoke bars, as well as the gathering of people outside commercial premises is prohibited. We are not authorizing the closure of streets, placement of tables, chairs, inflatables or any other element that encourages crowding.” San Germán Mayor Virgilio Olivera Olivera, meanwhile, announced the content of Executive Order No. 05 (Series 2021-2022), which will be in effect in that municipality until Sunday, Jan. 9. “All businesses in San Germán are ordered to terminate the sale of alcoholic beverages at 10 p.m. and close them at 11 p.m.,” he said. “The municipal police, along with the state police, will be ensuring compliance with this” executive order.”

the new official voice of horse race announcing in Puerto Rico. Dávila made the presentation during an emotional act of recognition for his 50 years as a horse race caller and athlete at Camarero Racetrack following his announced retirement. The traditional passing of the baton from Dávila to Bruno, who is a journalist, sports commentator and has worked in equestrian sports for the past 30 years, occurred after Ervin Rodríguez Vélez, Camarero’s president and CEO, announced the formal appointment of Bruno as official horse race announcer at the track in Canóvanas. Dávila noted that he leaves the task of calling the horse races in good hands while referring to Bruno as his successor. As a

symbol of the transfer, Dávila gave Bruno the binoculars that are traditionally used for better visibility of the horses during the races, which are announced from the sixth floor of the racecourse’s grandstand. Rodríguez Vélez said Camarero’s board of directors, its officers and employees “recognize Norman’s 50-year career as a sportscaster and horse race commentator, during which he has called more than 70,000 races, as well as the great admiration that the fans have and have had for the figure that he represents for the Puerto Rican equestrian.” Dávila and Bruno, who were accompanied by family members in the event held in the racetrack’s winners room, once again demonstrated their unconditional love for

equestrianism and thanked the fans for having supported them through all the years. Tiger bites arm of man reaching into enclosure at Florida zoo, officials say

man who worked for a cleaning service at the Naples Zoo in Florida was seriously injured Wednesday when a tiger bit his arm after he went into a restricted area and reached into the animal’s enclosure, authorities said. The first sheriff’s deputy to arrive at the zoo kicked the tiger enclosure and tried to get the animal to release the man’s arm from its mouth but was “forced to shoot” the Malayan tiger, the Collier County Sheriff’s Office said.

The zoo said that the 8-year-old tiger, named Eko, which it had acquired in December 2019, had died. The man, who is in his 20s, was taken to a hospital by Collier County emergency medical services, the sheriff’s office said. A spokesman for Lee Memorial Hospital in Fort Myers, Florida, confirmed Wednesday that it was treating a patient who had been bitten by a tiger but said he could not release any further information. The sheriff’s office said the man, who worked for a cleaning service hired

by the zoo, had entered an “unauthorized area” near a tiger enclosure after the zoo had closed for the day. The cleaning company is responsible for cleaning restrooms and the gift shop, not animal enclosures, the sheriff’s office said. “Preliminary information indicates that the man was either petting or feeding the animal, both of which are unauthorized and dangerous activities,” the sheriff’s office said. Citing “initial reports,” the office said that the tiger had grabbed the man’s arm and pulled it into the enclosure after the man crossed over a fenced barrier and put his arm through the fencing around the enclosure. Deputies were called to the zoo at 6:26 p.m., the office said. The zoo declined to comment beyond sharing the statement from the sheriff’s office. In February 2020, the Naples Zoo announced that it had acquired Eko from the Woodland Park Zoo in Seattle. The zoo said in the announcement that it had funded efforts to save wild tigers for more than two decades. Malayan tigers have been classified as critically endangered by the International Union for Conservation of Nature’s Red List of Threatened Species. Fewer than 200 of the animals remain in the wild, down from as many as 3,000 in the 1950s, according to the World Wildlife Fund. Tiger attacks at zoos are rare but not unprecedented. In 2016, a woman in Beijing was killed by a tiger after she jumped out of a car at an animal park to try to save her daughter from a tiger attack, government officials there said. In 2007, one person was killed and two others were seriously injured after a tiger at the San Francisco Zoo escaped from its cage shortly after the zoo closed. The tiger was later shot and killed by the authorities, the police said. The year before, the same tiger bit a keeper at the San Francisco Zoo as at least 50 visitors watched, zoo officials said. The tiger had reached through the iron bars of her enclosure and grabbed the zookeeper with both front paws shortly after a public feeding, in which keepers typically deliver a meal of fortified horse meat through a small slot, zoo officials said.

hislaine Maxwell, former companion to disgraced financier Jeffrey Epstein, was convicted Wednesday of conspiring with him for at least a decade to recruit, groom and sexually abuse underage girls. A federal jury in Manhattan found Maxwell, 60, daughter of a British media mogul, guilty of sex trafficking and four of the five other charges against her. She was acquitted of one count of enticing a minor to travel across state lines to engage in an illegal sexual act. Maxwell’s trial was widely seen as the courtroom reckoning that Epstein never had. Epstein, who was arrested in July 2019 at the age of 66, killed himself in a Manhattan jail cell the following month, the medical examiner ruled, while awaiting his own trial on sex trafficking charges. Maxwell was arrested a year later. The verdict came late in the afternoon of the jury’s fifth full day of deliberations. After the jury sent a note saying it had reached a decision, Maxwell, wearing dark clothes and a dark-colored mask, was ushered into the courtroom and sat at the corner of the defense table. She poured water from a plastic bottle into a paper cup and took a sip. The jurors filed into the courtroom at 5:04 p.m., and Judge Alison J. Nathan read the verdict aloud: guilty on five of the six counts. Maxwell sat still through the reading of the verdict. She then touched her face and again poured water into a cup and drank. She leaned over to speak with one of her lawyers, who patted her on the back. After the jurors filed out of the courtroom, Maxwell stood, cast a brief glance in the direction of her siblings — two sisters and a brother who were seated in the first row of the spectator gallery — and was escorted quickly out of the courtroom, without speaking to her lawyers. Maxwell’s conviction closed another chapter in the saga of Epstein, whose lurid exploits, dealings with the criminal justice system and cast of famous friends made him — and, by extension, Maxwell — the subject of intense public scrutiny for years. In her trial, the government called four accusers — two used pseudonyms and one only a partial name — who testified that they had been served up to Epstein to be sexually abused. Another count carries a potential 10-year sentence, and the three others, all conspiracy counts, carry sentences of up to five years each. Maxwell also faces a separate trial, in the same court, on two counts of perjury,

stemming from 2016 depositions she gave in a lawsuit related to Epstein. Maxwell’s trial, once expected to last up to six weeks, moved quickly as the government pared its witness list and presented a case over 10 days that centered on the four accusers. Two of the women testified that Epstein started engaging in sex acts with them when they were only 14 years old. One said Maxwell was sometimes present in the encounters, and the other said Maxwell had molested her directly by touching her breasts. Two accusers depicted Maxwell, a former socialite, as a kind of mentor and big sister — a picture of elegance and sophistication, one recalled — who took them shopping and to the movies in what prosecutors said was a ploy to build trust. Then she played a key role in normalizing sexualized massages with Epstein that, in some cases, led to years of sexual abuse. “Maxwell was a sophisticated predator who knew exactly what she was doing,” a prosecutor, Alison Moe, told the jury in closing arguments last week. “She manipulated her victims, and she groomed them for sexual abuse.” The verdict was largely a rejection of Maxwell’s defense, which centered on an argument that the government’s case was

based on flimsy evidence, prosecutors’ animus toward Epstein and the inconsistent accounts of women who were motivated by money to point the finger at Maxwell. Throughout the trial, Maxwell’s lawyers sought to raise doubts about the testimony of her accusers, emphasize the distance between her and Epstein, and criticize how the investigation was conducted. “The government wants you to speculate, over and over,” a lawyer for Maxwell, Laura Menninger, told the jury during closing arguments. She said Maxwell was on trial because of her relationship with Epstein. “Maybe that was the biggest mistake of her life, but it was not a crime,” she said. Epstein’s name surfaced repeatedly during Maxwell’s trial, and her lawyers spent much of their time trying to distance her from the man who was once also her boyfriend and is now seen as one of the most notorious sex offenders in modern American history. Maxwell’s accusers included the two women who testified under pseudonyms — “Jane,” a soap opera actress, and “Kate,” a British model, actress and singer from a wealthy family. A third accuser, Carolyn, used only her first name. She described herself as a middle-school dropout who had become addicted to drugs and was sexually abused by her grandfather at the age of 4. The fourth accuser, Annie Farmer, who has a doctorate in educational psychology and works as an educational therapist, testified under her true name. Two other prosecution witnesses, Larry Visoski and David Rodgers, former pilots who had flown Epstein’s planes, both testified that Maxwell had unique authority among his employees. She was his “No. 2,” each man told the jury. “This case is about Ghislaine Maxwell, the crimes she committed,” another prosecutor, Maurene Comey, said in a government rebuttal. “It’s about the children that she targeted, the steps that she took to serve those children up to be abused. It’s about her own participation in that abuse.” Farmer, one of the accusers who testified against Maxwell, said in a statement that she was “relieved and grateful that the jury recognized the pattern of predatory behavior that Maxwell engaged in for years and found her guilty of these crimes.” “She has caused hurt to many more women than the few of us who had the chance to testify in the courtroom,” Farmer said.

What social trends told us about the US economy in 2021

f 2020 was the year that made Zoom a verb and imbued the phrase “online dating” with new meaning, 2021 was its annoying younger sibling. Things were not quite as novel and scary as the darkest early days of the pandemic and initial state and local lockdowns, but the year found new and creative ways to be bad. Shutdowns were not nearly as widespread, but continued waves of coronavirus infection caused factories to shutter and people to retrench from economic life. This was a year in which the Duke of Hastings replaced the Tiger King as a national obsession, vaccine cards became a passport to seminormal life, and the internet lost its hive mind over America’s cream cheese shortage. Social trends like those can tell us a lot about the economy we are living in. To wrap up 2021, we ran down what some of the big cultural moments and movements taught us about the labor market, economic growth and the outlook for 2022. The everything shortage Sadly, it was not just the schmear that ran out this year. Many, many things came up short in 2021. For a while, people tried to blame the fact that they could not get hold of a couch or a used car on a ship stuck in the Suez Canal, but society eventually came around to the reality that we have all been buying so much stuff that

we have collectively broken the supply chain. Government stimulus checks and savings amassed over long months at home have been fueling strong consumer spending, and the virus has shifted spending patterns away from services like restaurant meals and plane tickets and toward goods. Container ships, ports and factories could not keep up with the unusual boom, especially as new virus waves spurred occasional shutdowns. Product shortages have spurred price increases, helping to push inflation up to the fastest pace in nearly 40 years. The big question is whether high inflation will continue in 2022. As the omicron variant threatens to throw more kinks into global supply lines, economic policymakers worry that it will persist. An anti-work era? About 1.5 million “idlers” and counting have joined a community on the site Reddit dedicated to “those who want to end work, are curious about ending work, want to get the most out of a work-free life.” If you were looking for a perfect expression of pandemic populist angst, that might be it: It is replete with stories of bad bosses, workday abuses and both planned and spontaneous quits. Redditors were not alone in getting excited about leaving jobs this year. Americans quit their jobs at record rates, in what was labeled “The Great Resignation” or the “Big Quit.” Myriad essays and articles have tried to assess

why people are throwing in the towel, but most agree that it has something to do with burnout after long months of exposure to public health risk or endless online hours during the pandemic. Some have suggested that a collective life-or-death experience has caused people to reassess their options, while others have suggested that the same government-padded savings that are allowing people to spend so much are giving them the wherewithal to be pickier about where they work and how much they are paid. Burned-out boomers This may also have been the year that “OK, Boomer” ceded the floor to “You OK, Boomer?” A recent Federal Reserve survey of business contacts found that several “noted that baby boomers were leaving jobs and selling businesses to retire early — a trend that was due (1957 marked the peak year for births among baby boomers; those babies turn 65 next year) but has accelerated because of pandemic burnout.” That shows up in the data. People over the age of 45 have been slower to return to the job market since the start of the pandemic. That group includes Generation X, who range in age from 41 to 56, and baby boomers, who are roughly 57 to 75. It is not clear if the apparent rush toward early retirement is going to stick; people may come back once the health scare of the pandemic is behind us or if stocks return to less buoyant valuations, reducing the value of retirement portfolios. What happens next with the middle-ageand-up workforce will be pivotal to the future of the labor market. If older workers stay out, America’s labor force participation rate — and the pool of workers available to employers — may remain depressed compared with levels that prevailed before the pandemic. That will be bad news for employers, who are increasingly desperate to hire. Generational warfare, skinny jean edition Do not shed all of your tears for the baby boomers, because millennials also had a tough time in 2021. They divided the year between reminding the internet that they are graying, keeping Botox boutiques in business, and feeling aghast as Generation Z, their successors, accused them of being old. A generation that made the poorly informed decision to recycle the low-rise trend also had the gall to claim that

side parts make people look aged and skinny jeans are out. Whether their elders are ready for it or not, the reality is that Gen Z, the age group born from 1997 to 2012, began to enter adulthood and the labor market in full force during the pandemic. They are a comparatively small generation, but they could shake things up. They are fully digital natives and have different attitudes toward and expectations of work life than their older counterparts. If office workers ever actually meet their new colleagues, things could get interesting. Travel remained depressed Borders closed, and opened, and closed again or included restrictions as waves of the coronavirus tore across the world map this year. The same uncertainties facing national governments kept many travelers at or near home; international travel remains sharply depressed. Global tourism remained 76% below pre-pandemic levels through the third quarter, based on data from the World Tourism Organization. Aside from Emily, its seems as if relatively few of us are making it to Paris these days. That is bad news for travel-dependent industries, and it is also one of the reasons that spending patterns are struggling to shift back toward services and away from furniture, exercise equipment and toys. That has kept inflation high across much of the world. QR codes are on the menu Even when we did shift our consumption dollars back to experiences, those were often much changed by the pandemic. A case in point: Many restaurants have moved to QR codes instead of physical menus. Some of this is for sanitation, but companies are also turning to small doses of automation as a way to cut down on labor, as employees are scarce. That has the potential to improve productivity (the data so far on whether it is working are mixed.) If companies do become more efficient, it could lay the groundwork for sustainably higher wages: The server who is now juggling twice as many tables as diners order from their phones can take home a fatter paycheck without chipping away at the restaurant’s profits. But it remains to be seen whether workers will win out as companies streamline their operations to meet the moment. So far, corporate profits have been soaring to record highs, but wages gains are not quite keeping up with inflation. Things are changing fast, so how that story develops will be a trend to watch in 2022.

S&P 500, Dow touch record highs as unemployment claims dip T

he S&P 500 and the Dow hit all-time highs on Thursday, extending a record-setting run as a dip in weekly jobless claims allayed fears over the economic damage from a rampant surge in COVID-19 infections in the United States. The blue-chip Dow was set to rise for a seventh straight session, its longest streak of gains since March. The Labor Department’s data showed that the number of Americans filing for new unemployment claims slipped to 198,000 in the week leading up to Christmas, from 205,000 a week earlier. Economists polled by Reuters had forecast 208,000 applications for the latest week. Equities have rallied recently, albeit in some of the thinnest trading volumes that U.S. stock exchanges have seen this year, as growing evidence emerged that the Omicron variant causes less severe illness than the Delta strain. Aiding sentiment, top U.S. infectious disease adviser Dr. Anthony Fauci said on Wednesday the surge in cases of the Omicron coronavirus variant in the United States is likely to peak by the end of January. “We’ve had a year to deal with COVID-19 and investors have started to believe that the economy can continue on if this is going to be the current level or the current type of variant we’re going to face,” said Rick Meckler, partner at Cherry Lane Investments New Vernon, New Jersey. As Wall Street’s main indexes look to exit the year with their sharpest three-year surge since 1999, the attention will shift towards the pace of U.S. interest rate hikes in the face of soaring prices and supply chain logjams. The S&P 500 is set to end the year 28.8% higher, while the Dow is looking at a climb of 19%. The Nasdaq is up 23% so far in 2021. At 11:23 a.m. ET, the Dow Jones Industrial Average was up 24.36 points, or 0.07%, at 36,512.99, the S&P 500 was up 7.56 points, or 0.16%, at 4,800.62, and the Nasdaq Composite was up 78.87 points, or 0.50%, at 15,845.09. Six of the 11 major S&P 500 sector indexes traded higher, led by communication services. Stock markets are currently in a historically strong period, also called the “Santa Claus Rally” that typically occurs in the last five trading days of the year and the first two of the new year. Among individual stocks, Biogen Inc slipped 7.4%, giving back gains from the prior session as Samsung BioLogics denied a media report that said the South Korean firm was in talks to buy the U.S. drugmaker. China’s ride-hailing firm Didi Global reported a decline in third-quarter revenue, as its domestic business took a hit from a regulatory crackdown. Its shares headed for their sharpest monthly decline since its market debut in June, rose 4%. “One big factor for the market in 2022 is going to be how we begin to resolve our problems with China... in terms of trade, Chinese stocks that are listed here and general economic relations with the country,” Meckler added.

A world divided by COVID and other ills united to explore space

merica was a nation divided, but that did not stop it from building parts of the James Webb Space Telescope in a red state and testing them in a blue one. The European Union and Russia were facing off over Ukraine and other issues this year, but scientists from both sides will benefit greatly from the discoveries that could soon be within reach. And while the pandemic snarled supply chains around the world, no lockdown could derail the telescope’s trajectory to the stars:

Parts were assembled across multiple nations, then tested in the United States and the final product ended up on a launchpad in French Guiana before being hurtled into outer space on Christmas Day. In some ways, the James Webb Space Telescope told a story seldom heard these days: the tale of nations coming together for a common ambition. At a time when countries are divided over climate change, migration and a disease that has killed millions, the spacecraft — launched to search for habitable planets and to seek out the earliest, most distant stars and galaxies — was a potent remin-

der that international cooperation on grandscale projects was still possible. “I like to think that science is a way to moderate some of the extreme situations that we have on this planet,” said Martin Barstow, a professor of astrophysics and space science at the University of Leicester in England, who oversaw the telescope’s mission control center. “And I’ve always seen space as an area where we cooperate, through all the trying times.” With cooperation has come competition as well. China, which did not participate in the project, is intending to launch its own space telescope expected to be a kind of competitor. China has also been teaming up with Russia on its own missions as the Russia-U.S. space alliance has come under strain because of political tensions between the countries. Still, the conception and launch of the telescope, which took more than 30 years, entailed not only the cooperation of scientists around the globe, but sharing the $10 billion cost covered largely by the U.S. Unlike the Perseverance rover to Mars, a mostly American affair that launched last year and was overseen by NASA, the James Webb Space Telescope was a joint venture of NASA, the Canadian Space Agency and the European Space Agency — the biggest and most expensive space-based observatory ever built. Even as upheavals on both sides of the Atlantic altered the political landscape, none of it affected the telescope project. The work transcended the rise of Donald Trump in the United States, Britain’s withdrawal from the European Union and the growing popularity of nationalist movements in Europe, including many whose adherents have questioned the science of vaccines. When the pandemic brought travel bans throughout the world, German scientists had to figure out how to remotely test parts of the telescope that were sitting in Redondo Beach, California. “I had been coming frequently to Los Angeles and then you suddenly couldn’t do that,” said Oliver Krause of the Max Planck Institute for Astronomy in Germany, who is working on the Webb telescope’s successor, which is already underway in California. He said the teams spent weeks devising workarounds. Krause’s own contributions were key pieces of the engineering puzzle: the wheels that allow the telescope’s mid-infrared camera

and spectrograph to switch between various modes. His team in Heidelberg, Germany, was chosen to build them because of its long expertise in the moving parts of telescopes. “It’s key because if the wheel gets stuck in an intermediate position, you’ll suddenly have no light coming in,” he said, praising German engineering. Other parts of the telescope, like its sun shield, were built in locales like Huntsville, Alabama. Just as the parts of the telescope navigated borders and political divides, so did experts like Sarah Kendrew, an instrument and calibration scientist at the European Space Agency who is also an astronomer. Kendrew helped create one of the key components of the telescope, the Mid-Infrared Instrument, or MIRI. The device is able to detect light from the mid-infrared region of the electromagnetic spectrum — unseen to the eye — and can reveal faint galaxies, stars in formation as well as planets orbiting other stars, known as exoplanets. Kendrew’s work on MIRI began during a postdoctoral fellowship in the Netherlands in 2008. She then moved to Germany, where the instrument was tested, and to Britain, continuing work on MIRI and other astronomical instruments. Finally, in 2016, she moved to Baltimore, which became the telescope’s mission control center. “Science is one of these areas where you have to learn to work across borders and across political divides,” she said shortly after she returned home from Kourou, French Guiana, a French territory in South America, where she watched the liftoff of the telescope. There seemed to be something hopeful about the launch itself, coming at the end of an extremely difficult year in a world desperate for good news. Watched in many countries, it harked back to the opening of the International Space Station two decades ago, or the early Apollo missions to the moon, when people tuned in to see the space race unfold around the globe. “Everywhere in the world, people watched the launch of James Webb,” said Michaël Gillon, a Belgian astrophysicist involved with the project. “Even if they are in China or North Korea, it’s something that’s interesting for them. And the possibility of discovery interests people whatever their religion or political system.”

few weeks ago, many Argentines thought the worst of the COVID-19 pandemic was behind them. Cases were down, vaccination rates were high and once-full intensive care units had plenty of beds to spare. The president’s spokeswoman, Gabriela Cerruti, even declared “the pandemic is over” in a mid-November post on Twitter. Then came a Christmastime wakeup call. What had become a steady stream of new cases surged last week — and the numbers keep rising. The sharp increase marks a startling turnaround for Argentina and is raising questions about what is to come for other countries in a region that has already suffered greatly during the pandemic. South America — led by Brazil, which has the world’s second-highest death toll, and Peru, which had an even higher per capita death rate — had been the epicenter of the pandemic earlier this year. Despite the sharp increase in cases, President Alberto Fernández on Tuesday dismissed the possibility of imposing mobility restrictions at the height of summer holidays. The country endured one of the

world’s strictest quarantines early on in the pandemic. For now, officials are optimistic that while the number of cases has been soaring, that has not translated into overrun intensive care units and higher death tolls. “In comparison to other waves, the number we have now is of fewer than 1,000 people in intensive care units, and the number of deaths is very stable,” the health minister, Carla Vizzotti, said in a radio interview Tuesday, pushing citizens to get vaccinated as the best way to combat the current uptick in cases. Even though South America got

a later start than much of the world in inoculating its population, it now has a higher vaccination rate than Europe, North America and Asia, and significantly lower vaccine skepticism. Chile has fully vaccinated 87% of its population, one of the highest rates in the world. Argentina’s population is now 72% fully vaccinated; Brazil’s, 68%. By comparison, the United States has fully vaccinated 62% of its population. “The impact of the vaccination campaign in South America has been impressive,” Aldighieri said, adding that “there was a clear impact on the mortality rate.”

11 years after trying to kill each other, a Marine and a Talib meet again

he tea was hot. The room, oppressive and dusty. And the Taliban commander I sat across from in a bullet-scarred building in southern Afghanistan had tried to kill me a little over a decade ago. As I had tried to kill him. We both remember that morning well: Feb. 13, 2010, Marjah district, Helmand province. We were about the same age: 22. It was very cold. Mullah Abdul Rahim Gulab was part of a group of Taliban fighters trying to defend the district from the thousands of U.S., coalition and Afghan troops sent to seize what at the time was an important Taliban stronghold. He did not know it when we recently met, but I was a corporal in a company of Marines that his fighters attacked that winter morning so many years ago. With the insurgents’ victory in that 20year war secured this summer, Gulab, now a high-level commander, was sitting with me in Marjah’s government headquarters, a mess of a building the Americans had refurbished years ago. I was his guest, along with two of my colleagues from The New York Times. I told him that the fight for Marjah had been important in the eyes of the United States but that most people had heard only one version of the story of the battle. Not the Taliban perspective.

It was 2010, and the Taliban were once again becoming a potent military force, threatening nearly every part of Afghanistan. In Marjah, the insurgents were taxing local residents, administering cruel and quick justice, and taking in a significant amount of income from the poppy harvest. Operation Moshtarak, as the U.S. military called the 2010 mission to seize the district, was the first set-piece battle of President Barack Obama’s counterinsurgency troop surge, which failed. Eleven years later, Gulab and I still remember the call to prayer that February morning in the village of Koru Chareh, a hamlet set amid half-flooded poppy fields, not far from the center of Marjah. The surrounding trees, leafless, looked like dead outstretched hands. “The skies over Marjah were full of helicopters and dropped American soldiers in different areas,” Gulab said. I had just moved with my team of seven other Marines to a small mud brick pump house, having landed with more than 250 other troops a few hours earlier. As the sun rose, Gulab gathered his band of Taliban fighters from a nearby village. Soon after, the mullah, loud and angry, came over the mosque loudspeaker. Gulab and his Taliban fighters prayed. Then the shooting started. “It was a very tough fight,” Gulab said. He wasn’t wrong. By the end of the day,

a Marine engineer was dead and several others wounded. The insurgents suffered their own casualties. With the war ending this August, the places where I had once fought as a Marine are now reachable again — stretches of land where my friends died and I watched my country’s military failures unfold. Now, as a journalist for the Times, I wanted to return to report on what had changed — and what had not — on and around these former battlefields. In November, my drive back to the district, now controlled by the Taliban, was easy enough. The roads were busy with motorbikes and trucks packed with cotton. The pavement was pockmarked with craters from the roadside bombs the insurgents had once placed beneath them. Abandoned military and police outposts dotted the highway like sporadic Stonehenges. Marjah was as I remembered, but some things had changed. There was a paved road. The canals were dry. And the war was over. The fall’s cotton harvest was underway, the sound of tractor engines and chattering field hands now audible in the absence of the background noise of gunfire, though a withering drought is threatening many farmers’ financial lifelines, and the country’s economic downturn has affected everyone. The two-story building we had once occupied as a command center, where my friends Matt Tooker and Matt Bostrom were shot that day in February, was now a midwives clinic. On this trip back to Marjah, men were not allowed inside. But through the cracked door, I could see the steps where my wounded friends had sat, bandaged, on painkillers and smiling, before the evacuation helicopter swooped in. Around the same time that a Taliban marksman put a burst of gunfire into my teammates, Gulab lost one of his fighters — as if the pendulum of violence that played out that day was trying to balance itself. Gulab joined the Taliban in 2005, a year before I enlisted in the Marines. He had just lost two brothers in the fighting, both Talibs. I grew up in the Connecticut suburbs. Gulab grew up in an isolated and mountainous part of Helmand province. “When I was child, I was going to the madrassa, and our mullah was telling us, ‘The foreigners want to occupy our country, and you guys, you should be ready to defeat them,’” Gulab explained. “I hoped to join the

mujahedeen.” By the time I landed in Marjah, Gulab was a seasoned fighter who had survived U.S. airstrikes as the steady churn of U.S. and NATO troops flooded into southern Afghanistan. He was in charge of about 60 fighters and understood how to navigate the rules of engagement that kept foreign troops from killing unarmed Taliban fighters who tossed their weapons into the nearest ditch. Gulab said his fighters would use children to spot patrols and call his men as soon as the Americans left their posts. He mentioned it as a casual aside, but a decade ago, as we started to learn that 8-year-olds were putting our friends’ lives at risk, we wondered — and argued about — how far we would be willing go to make sure none of us died in a war we had already realized we were losing. As Gulab recounted his memories of all the ways his friends killed my friends and vice versa, I looked at his rifle next to my right arm. He had propped it in the chair next to me before I sat down. It was an American M4 carbine, much like the one I carried in 2010. For a brief moment, I was in between time, between the beginning of my war and its end. The rifle was a familiar tool, once an extension of myself and always within arm’s reach. But now that it was no longer needed, it was little more than a mass of plastic and steel, and it had no bearing on how I interacted with Marjah and Gulab. He was no longer an enemy but a man sitting on the floor, pondering his next sentence. He was not fighting in a war that seemed like it would never end. And neither was I. He had won his war. I had lost mine. I went home from Afghanistan in July 2010. Five years later, the Marjah district collapsed to the Taliban, except for a few outposts. Then this summer, roughly two weeks before Kabul fell, the Taliban seized it completely. “I am very happy that foreigners left the country and it is over,” Gulab said. “We don’t need to kill them, and they are not killing my friends.” Throughout the interview, I wanted to tell him I had been a Marine. That I had been in Marjah on Feb. 13, 2010, and that I had fought against him. I wanted to say I was sorry for all of it: the needless death, the loss. His friends. My friends. But I said nothing. I stood up, shook his hand, smiled. And I left Marjah.

How to know your donations are doing the most good By FARHAD MANJOO

early a decade ago, when my wife and I first reached a station in life that allowed us to consider giving an annual sum to charity, I stumbled into an unexpected intellectual rabbit hole — the complicated ethics and moral philosophy surrounding the act of giving away one’s money. We didn’t have a fortune to give — if I recall correctly it was less than a couple thousand dollars — so I wanted to make sure that our contribution would have the maximum impact. But what kind of “impact” was I looking to maximize? I had no idea. There are all sorts of ways to use money to improve the state of the world, and they vary widely in cost and outcome. Should I donate to feed the needy where I live, in the San Francisco Bay Area? Or was it better, in a utilitarian sense, to feed the poor of Kenya, where my money would likely go further, and where people’s need for food might likely be more dire? But if it was direness that counted, was feeding people even the right way to go? Wouldn’t our $2,000 be put to better use by paying for cheap but lifesaving medical interventions, like providing $5 bed nets for children in areas of the world ravaged by malaria? And this was not even to consider the more practical questions: Even if I found the most effective use of my mo-

ney, could I have any assurance that a particular charitable organization was taking care to spend my donation wisely? By this point readers familiar with this line of vexation might be screaming at their newspapers: GiveWell! I understand the enthusiasm — when I discovered GiveWell back in 2012, I felt like its founders had been reading my mind. GiveWell is a charity and research organization that was founded in 2007 by Elie Hassenfeld and Holden Karnofsky, two former employees of the hedge fund Bridgewater Associates who had, like me, been confounded by the moral dilemmas involved in giving money away. Unlike me, they decided to do something about it. For more than a decade, GiveWell has been investigating the central question in the philanthropic movement known as “effective altruism”: What is the best way to help other people? Every year, GiveWell distills its in-depth research into a list of top charities — the organizations that accomplish the most good in the world (in terms of lives saved or improved) for the least cost. In recent years GiveWell has also become a major charity itself; its Maximum Impact Fund collects hundreds of millions of dollars in donations and distributes the funds to its top charities every quarter based on which organizations can use the funding most effectively. Because its giving is backed by rigorous research and monitoring — it now employs nearly two dozen researchers — GiveWell is one of the few ways of donating money that can offer an estimate of the amount of good you’ve caused in the world. For instance, GiveWell’s costeffectiveness analysis finds that its top charity, the Malaria Consortium, which treats infected children with malaria medicine, spends about $4,500 to save one human life. GiveWell has grown enormously in the last decade. Its empirical approach to philanthropy has been a hit

among tech and finance employees, a group that has done quite well in recent American history. GiveWell says it will raise more than $500 million to give toward its top charities in 2021; it aims to raise more than a billion dollars annually by 2025, which would make it one of the largest charities in the country. A major funder is the Open Philanthropy Project, a foundation mainly funded by Cari Tuna, a former Wall Street Journal reporter, and her spouse, Dustin Moskovitz, one of the founders of Facebook and Asana, a company that makes teamwork-management software. In addition to being a co-founder of GiveWell, Karnofsky is a co-chief executive of Open Philanthropy, which started as a GiveWell project. This year, Open Philanthropy donated $300 million to GiveWell. Much of the rest of GiveWell’s donations came in far more modest quantities. My wife and I have been giving annually to GiveWell since I first discovered it. What I like about donating to the group is having the confidence that our money is being used directly toward efforts to save lives. Every year around this time I begin singing GiveWell’s praises to everyone I know. There’s one problem that people tend to bring up when I explain the group’s objectives — proximity. GiveWell’s top charities operate in the poorest parts of the world, mainly in Africa. That’s a direct consequence of seeking to maximize cost effectiveness, because GiveWell argues that donations go further overseas. But what if you want to give money to people closer at hand? I asked this of Hassenfeld, GiveWell’s chief executive, in a recent conversation. “Giving locally is not a bad thing — GiveWell is not here to be the moral overseer of how people give,” he said. But he also suggested that donors “try to picture the people who are not right in front of you, people who live in rural Kenya and might be in need.” People living in the world’s most impoverished countries can have their lives turned around for relatively little money with things like malaria medicine and vaccines to prevent common infectious diseases. In the United States, by contrast, GiveWell has found that relieving poverty is much more expensive and complicated, and many approaches don’t measure evidence in the ways it prefers. Hassenfeld told me that it’s helpful to think of giving in the way you might think of an investment portfolio — to spread your donations among more than one cause or region of the world. I find that advice wise but somewhat difficult to carry out, because it’s difficult to find the sort of detailed cost-effectiveness measures for local charities that GiveWell maintains for overseas groups. And so, other than donating to my local food bank a few times a year, I’ve come to direct the bulk of my giving to GiveWell. It’s the best way I know of to have some certainty that I might be doing some good in the world.

Aprueban aumento de la luz en primer trimestre del 2022 POR CYBERNEWS

AN JUAN – El Negociado de Energía de Puerto Rico (NEPR) aprobó el jueves, un aumento en el costo de la electricidad por compra de combustible y compra de energía que aplicarán a la tarifa eléctrica del 1 de enero de 2022 al 31 de marzo de 2022 cuando se autorizó a un aumento de 3.6708 centavos por kilovatio hora (kWh). “El rol de Negociado es hacer un balance en beneficio del interés público. Eso implica velar que no se le pasen gastos excesivos al consumidor, pero igual significa evitar las acciones que llevaron a la Autoridad a la quiebra. Lamentablemente, los costos de los combustibles aumentaron y eso obliga a un ajuste que garantice el funcionamiento continuo del sistema eléctrico”, explicó el presi-

dente del NEPR, ingeniero Edison Avilés Deliz en declaraciones escritas. Explicó que los elementos que más incidieron sobre este ajuste fueron el aumento en el precio de los derivados del petróleo en los mercados globales y las desviaciones del despacho económico programado. Entretanto, las razones principales del NEPR para no autorizar el aumento solicitado fue 233,211.80 dólares de fondos provenientes de la Ley ARPA (American Rescue Plan Act of 2021), así como 14,058,921.05 dólares por concepto del costo incremental relacionado a la utilización de diésel en lugar de gas en las unidades 5 y 6 de la AEE en San Juan durante el periodo de junio a noviembre 2021. La asignación de los fondos de la Ley ARPA, redujo en el trimestre anterior el costo de 23.63

a 21.83 centavos por kWh. El costo para el próximo trimestre será de 25.50 centavos por KWh. Estos precios se calculan a partir del ejemplo de un cliente residencial que consume 800 kWh por mes. “Nuestro sistema eléctrico sigue dependiendo de combustibles fósiles y de plantas con factores de eficiencia deficientes. Esta combinación resulta fatal cuando los precios del combustible aumentan vertiginosamente como lo han hecho en los pasados meses. Este ejercicio trimestral debe ser un recordatorio de la urgencia que reviste la modernización del sistema eléctrico y el desarrollo de fuentes de energía renovable en Puerto Rico”, concluyó Avilés Deliz. La próxima revisión trimestral se llevará a cabo hacia finales del mes de marzo de 2022.

1,908 casos confirmados y tres muertos por COVID-19 en informe DS POR CYBERNEWS

AN JUAN – El informe de COVID-19 del Departamento de Salud reportó el jueves sobre 1,908 casos positivos confirmados, 3,900 casos probables y tres muertes. Las personas fallecidas son dos mujeres de 74 y 84 años de las regiones Metropolitana y Arecibo. Así como hombre de 74 años de la región de Bayamón.

El monitoreo cubre el periodo del 14 de diciembre al 28 de diciembre de 2021. La tasa de positividad subió a 30.45 por ciento. Hay 276 adultos hospitalizados y 90 menores. Con una dosis hay al menos dos millones, 762 mil, 753 personas. Con las dosis completadas hay dos millones, 465 mil, 453 personas. El total de muertes atribuidas es de 3,298.

At home this New Year’s Eve (unexpectedly)? Here’s what to watch. By ERIK PIEPENBURG

ith the annual New Year’s Eve celebration in Times Square scaled back due to the spread of omicron, and other big party plans in doubt, an at-home celebration with friends and a remote might be a more popular way to ring in 2022 than we had all imagined. Live television will be flush with celebrity-driven countdowns. The biggie is “Dick Clark’s Primetime New Year’s Rockin’ Eve With Ryan Seacrest 2022” broadcast from Times Square on ABC, the special’s 50th anniversary. Other live specials include “Miley’s New Year’s Eve Party Hosted by Miley Cyrus and Pete Davidson,” broadcast from Miami starting at 10:30 p.m. ET on NBC, with performances by Brandi Carlile and Billie Joe Armstrong; and the return of Anderson Cooper and Andy Cohen as the hosts of “CNN’s New Year’s Eve Live,” starting at 8 p.m. If you want to make a day of it, here are some streaming options on the fun, uplifting side — no matter how you define that — to stay entertained until it’s time to say goodbye to 2021. A good-time binge Don’t be fooled by the downer-sounding name: “Dead to Me,” an Emmy-nominated Netflix comedy, now in its second season, will make you laugh even as tears stream down your face. It helps if your tastes run toward the darker side of funny, since the show is about Jen (Christina Applegate), a hotheaded mom, and Judy (Linda Cardellini), a free-spirited artist, who meet at a grief support group and strike up an oddball but deep friendship that’s threatened by a devastating secret Judy harbors. Applegate is especially good as she navigates pitchblack humor and heartbreaking sorrow. You won’t get through all 20 half-hour episodes in a day, but chances are good you’ll be hooked to keep watching in 2022, when a third season is expected. Be a drag If “RuPaul’s Drag Race” is getting tired to you, two other drag queen competition shows will quench your thirst for elegance, sass and wigs to here. Lip-syncing, the dollar-generating go-to of drag queens everywhere, is off the menu on the Paramount+ show “Queen of the Universe.” Here, queens from around the world battle by actually singing for the judges, who include Vanessa Williams and “Drag Race” winner Trixie Mattel. For a more wicked competition, Shudder offers “The Boulet Brothers’ Dragula,” a horror-themed drag competition. The looks are as glamorous as they are

Count down For the past few years, my partner and I have enjoyed a New Year’s Eve tradition that makes us feel like dinosaurs: We compile a YouTube playlist of music videos for the year’s Top 20 songs, according to Billboard’s Hot 100 list, and watch with cocktails in hand. Every year I’ve maybe heard of one or two songs; my personal soundtrack hasn’t left ’80s New Wave. This year, I’ve seen Lil Nas X’s video for “Montero (Call Me By Your Name)” — it’s hard to miss — but I’m looking forward to watching Dua Lipa’s “Levitating,” the top song. Double features Four highlights from the Criterion Channel’s “New York Stories,” a collection of 40 films set in the five boroughs, would make for a terrific night of thematic watching. Start with a pair of films about roaming New York. “Little Fugitive” (1953) is a scrappy fable about a boy who leaves home to spend the day exploring Coney Island. “Downtown 81,” shot in the early ’80s but released in 2000, stars Jean-Michel Basquiat as an

artist wandering the streets of lower Manhattan, where he meets some legends of early ’80s New York. Yes, that’s Debbie Harry as a fairy princess. Or try two films that ponder what it means to be young and in search of yourself. In “Brother to Brother” (2004), Anthony Mackie’s character develops a friendship with a fellow Black gay artist whose life was shaped by the Harlem Renaissance. In Noah Baumbach’s dry comedy “Frances Ha” (2013), Greta Gerwig plays a young dancer struggling with ambition, friendship and elusive happiness Manhattan style. A family watch “Lego Masters” is a family-friendly reality TV competition, streaming on Hulu, in which teams of two are asked to create artistically fantastic and architecturally demanding Lego structures. Kids will get a kick out of how Lego are transformed into wearable hats, cuddly animals and smash’em-up vehicles. Adults, especially those who grew up as Lego builders, will appreciate the engineering skill required for structures to withstand heavy winds and even tremors. Expect heart-pounding, creative fun no matter the episode, especially with charming goofball Will Arnett as host. Be nostalgic Head to IMDb TV to watch “All in the Family,” the CBS sitcom that ran from 1971 to ’79. When Archie, Edith and their Queens neighbors argue over race, feminism and politics, the rancor sounds ripped from today’s headlines. Season 2 has several very funny episodes, including “Sammy’s Visit,” in which Sammy Davis Jr. memorably gives Archie a smooch. For a darker day of retro television, tune in to Decades for a three-day “Twilight Zone” marathon starting on New Year’s Eve. Friday’s schedule features two of the series’s best episodes: “The After Hours,” about a woman wandering through an eerie department store, and “The Monsters Are Due on Maple Street,” about a neighborhood that turns paranoid amid a possible alien invasion. Laugh and scream As a horror movie fan, I spent a lot of time during the pandemic catching up on scary comedies, a genre that’s hard to get right. When a movie strikes the right balance of funny and frightful, it’s worth a watch — especially for the horror-averse. Several great horror comedies are available for free on Tubi. Two of my favorites are “Saturday the 14th” (1981), a cheeseball spoof of old-school monster movies that’s good for older kids (rated PG) and the easily distracted (a speedy 76 minutes); and “Tucker & Dale vs. Evil” (2011), a slapstick splatter comedy about two yokels, a group of meddlesome college kids and a very bloody-funny misunderstanding.

Five science-fiction movies to stream now T his month’s picks include apocalyptic K-pop and a parallel-dimension thriller. ‘P1H: A New World Begins’ Rent or buy it on Amazon. Pop bands more or less playing themselves in semi-fictional movies are not new: The Beatles starred in “Help!” and “A Hard Day’s Night” in the mid-1960s, the Monkees were in “Head” in 1968. Now the K-pop boy group P1Harmony are the marquee attraction in a science-fiction feature that explains how the six members got superpowers in a world overcome by a lethal virus. Yes, this is K-pop meets the apocalypse. And “A New World Begins” (sometimes titled “The Beginning of a New World”) is a lot better than it needs to be. The premise is that drones carry slithering wormy things that burrow into people’s flesh and eradicate their emotions, leaving only murderous impulses — victims essentially become rampaging killers, with results that are surprisingly gory. The story starts off in a wrecked Seoul, and director Yoon Hong-seung proves his mettle in nifty action scenes — the first half-hour is as well made, if not more, as most whambam sci-fi you can stream right now. Then we switch into what feels like a completely different story that follows a seemingly disparate group of people played by the band members. The change is jarring (hint: it involves different time lines) but eventually the movie starts to make somewhat nutty sense until a mad ending I’m still trying to parse. It’s all rather unique, to say the least. ‘Grey Eyes’ Rent or buy it on most major platforms. In this Uruguayan movie, “the catastrophes” have affected people’s vision in such a way that they see only shades of gray — they have become truly colorblind. And if you need to know exactly what happened during those catastrophes, “Grey Eyes,” devoid of the usual explanatory recaps, might not be the movie for you. This is allegorical science fiction, like “Blindness” or “Children of Men” (well, not quite as good as those, but you get the drift), and the nitty-gritty of plot points is secondary. Somewhat ironically, considering the subject, Santiago Ventura’s film is visually striking, as spots of color appear in the blackand-white images. This is not a new trick, but it is used effectively here, especially since the scenery is stunning. And we see quite a bit of it, as there is a road-movie element to “Grey Eyes.” Little Ana

Nora Arnezeder in “The Colony,” directed by Tim Fehlbaum. (Cecilia Milano) and her protectors Zeta (William Prociuk) and Jota (Rafael Soliwoda) are on the lam, carrying a suitcase filled with a synthetic drug that allows those who take it to see colors. Needless to say, these pills are highly addictive and highly coveted, including by less-than-savory characters. The film is not always easy to follow, so it is best to switch off the rational part of your brain and just go along for the ride — though calling it a trip might be more accurate. ‘The Colony’ Rent or buy it on most major platforms. French actress Nora Arnezeder has an off-kilter, slightly opaque presence not unlike that of Kristen Stewart. This makes her an asset in genre movies because she disrupts the action’s flow with often impassive line readings, or by making you wonder what she might be withholding. This was the case in “Army of the Dead,” where she played the coyote/scout Lilly, and so it is again in Tim Fehlbaum’s “The Colony.” Arnezeder plays the lead role of Blake, who is dispatched to check out a planet for possible human occupation. That she lands on a waterlogged Earth is the film’s twist on space exploration. Blake grew up on Kepler 209, where an elite few settled after Earth became uninhabitable. But Kepler turned out to not be so great after all — people have become infertile — so maybe Earth is worth another shot. The film unfurls on a beach in a haze of fog, with the husks of tankers emerging strikingly from the mist, symbols of a once-mighty humanity’s fall. In a way, the film duplicates its lead’s ghostly presence: “The Colony” does not reinvent the postapocalyptic wheel, but its dreamlike mood and environmental message help create a mostly absorbing atmosphere.

‘Portal Runner’ Rent or buy on most major platforms. We first meet Nolan (Sloane Morgan Siegel) on Dec. 24, 1999, as he’s frantically breaking all the mirrors in his house, then setting up lethal booby traps in front of the last one. This may be pushing Y2K anxiety a bit far. Except Nolan has his reasons: Mirrors are portals to parallel dimensions, and he’s pursued by a man with a Freddy Krueger vibe. Nolan manages to convince Mae (Elise Eberle), the sister he has in at least one world, that something weird is happening. Making the most of a budget that must have been rather limited — the movie largely takes place in an aggressively nondescript suburban house — director Cornelia Duryée nicely sets up the vintage vibe: CDs as weapons, an excellent use of the Mudhoney grunge nugget “Sweet Young Thing Ain’t Sweet No More.” Best of all

is an effective humor that’s not only rare in low-cost indies but captures the time during which the movie is set. “Portal Runner” eventually runs out of steam, but its ramshackle lo-fi quality is endearing. ‘A Quiet Place Part II’ Rent or buy it on most major platforms. Emily Blunt was the best thing in the underrated sci-fi film “Edge of Tomorrow,” from 2014, but unless you count Mary Poppins as a badass warrior, her career as an action lead has not quite taken off as it should. In “A Quiet Place Part II,” Blunt confirms that she could anchor any franchise, playing badassery with heart. Or maybe it’s heart with badassery. This long-delayed sequel to writer-director John Krasinski’s unexpected 2018 hit continues to explore a world rendered mute by necessity rather than, you know, a virus: Murderous aliens with acute hearing but Mr. Magoo sight have laid waste to Earth, and the only way not to alert them to your presence is to remain quiet. The ever-resourceful Abbott family is back, with Evelyn (Blunt) now at the helm and in a world that is expanding beyond their familiar compound — way beyond, since boats play a key role. Although Blunt plays a battle mom, her Evelyn is not a superheroic warrior but a human being who feels all too real. Even better, she carries the movie with the young actress Millicent Simmonds. Together they are a formidable pair, and I can’t be alone in wishing for more installments of their survival tales.

NFL Week 17 predictions: Our picks against the spread By EMMANUEL MORGAN

ith the league barreling toward the end of the regular season and facing a coronavirus surge that included 90 players testing positive Monday, the NFL on Tuesday halved the number of days players who test positive have to quarantine. The decision to reduce their isolation from 10 to five days, regardless of vaccination status, if their symptoms improve, aligned both with new guidance from the Centers for Disease Control and Prevention, and with the postseason pushes of their teams entering Weeks 17 and 18. Unvaccinated players who tested positive, like Carson Wentz of the Indianapolis Colts and Mike Williams of the Los Angeles Chargers, could be cleared to play this week after originally being ruled out. That should particularly affect the AFC, which has seven teams still mathematically alive to contend for the final wild-card spot, and where Williams’ Chargers will host the bubble-clinging Denver Broncos and Wentz’s Colts will try to end the hopes of the Las Vegas Raiders. The Arizona Cardinals have clinched a playoff spot, but after losing three consecutive games, they may play with some desperation against the Dallas Cowboys, while Kansas City and Cincinnati will likely provide the best-contested game of the weekend. Below is a look at NFL Week 17, with all picks made against the spread. All times are Eastern. Last week’s record: 9-7 SUNDAY’S BEST GAMES Kansas City at Cincinnati Bengals 1 p.m., CBS Line: Kansas City -4 | Total: 49 Joe Burrow threw for 525 yards last week against the depleted Baltimore Ravens and Ja’Marr Chase, Tee Higgins and Joe Mixon all posted more than 100 yards from scrimmage. The Bengals (9-6) will want to keep those high-flying performances going with a statement win over Kansas City (11-4), the conference’s top seed. It won’t be easy. After a 3-4 start, Kansas City has not lost since October,

and its defense has improved drastically after being one of the league’s worst. Kansas City should also return tight end Travis Kelce, who missed last week’s blowout win against the Pittsburgh Steelers on the COVID-19 list. Expect this to be a shootout, in which case the Bengals could cover the spread. Pick: Bengals +4 Los Angeles Rams at Baltimore Ravens 1 p.m., Fox Line: Rams -3.5 | Total: 46.5 Though injuries to key starters have decimated the Ravens (8-7) all season, they still have about a 30% chance to make the postseason, according to The New York Times’ Playoff Predictor. But there is little wiggle room, and a loss to the Rams (11-4) would essentially end their playoff hopes. It is unclear if quarterback Lamar Jackson (ankle) or his backup, Tyler Huntley, who was on the COVID-19 list last week, will play. Baltimore needs either one or both of them available against Los Angeles’ pass rush, which is tied for fourth in the NFL in sacks with 42. Baltimore’s secondary, also depleted by injuries, has allowed the most passing yards per game this season (280.5), which should excite Matthew Stafford. But if Baltimore plays with a sense of urgency, and Stafford produces a turnover or two, and if Jackson plays, the Ravens can keep the score within the spread. Pick: Ravens +3.5 Denver Broncos at Los Angeles Chargers 4:05 p.m., CBS Line: Chargers -6 | Total: 45.5 Los Angeles (8-7) complicated its wild-card scenario by losing to the Houston Texans last week, dropping its chances of entering the postseason to 40%, according to the Times’ Playoff Predictor, and making the Chargers’ two remaining games “must-wins.” Running back Austin Ekeler, who missed last week because of the coronavirus, is likely to return, but it is uncertain if Williams, defensive backs Chris Harris Jr. and Nasir Adderley, and defensive end Joey Bosa will be cleared to return from the COVID-19 list. Safety Derwin James’ status is also questionable because of a hamstring injury.

Will Joe Burrow and the Cincinnati Bengals beat the Kansas City Chiefs in NFL Week 17? The Broncos (7-8) beat the fullstrength Chargers in Week 12 and, even with Drew Lock starting at quarterback, can beat them again. Pick: Broncos +6 Arizona Cardinals at Dallas Cowboys 4:25 p.m., Fox Line: Cowboys -5 | Total: 51 Kyler Murray and the Cardinals (105) have lost three consecutive games and have looked lost on offense with receiver DeAndre Hopkins out resting his hamstring until the playoffs. Facing a renewed Dallas defense on the road isn’t exactly a recipe for getting back on track, either. Fueled by pressure from Micah Parsons, the versatile linebacker, and Trevon Diggs, the turnover-inducing cornerback, the Cowboys (11-4) allow an average of only 20.5 points per game. Arizona is 1-3 this season when held below 21 points and can likely win this game if it corrects simple mistakes. But the Cowboys are a safer bet at home right now. Pick: Cowboys -5 Minnesota Vikings at Green Bay Packers 8:20 p.m., NBC Line: Packers -6.5 | Total: 47.5 Fourteen (!) of Minnesota’s games have been decided by one score, a vivid depiction of its dancing-on-a-needlepoint season, but one of those was a Week 11 win over Green Bay in which

it exploited the Packers’ lone weakness: defending the run. In their past three games, the Packers (12-3) have given up an average of 166.3 rushing yards. The Vikings (7-8) expect to return star running back Dalvin Cook from the COVID-19 list. Completing the season sweep of Green Bay (at Lambeau Field) is probably too tall a task, but Minnesota could cover — and edge its way into a playoff berth — if it feeds Cook during a night game in which the temperature isn’t expected to top 13 degrees. Pick: Vikings +6.5 SUNDAY’S OTHER GAMES Atlanta Falcons at Buffalo Bills 1 p.m., Fox Line: Bills -14 | Total: 44.5 This could be considered a trap game for the Bills (9-6), who would lose their newly established grip on the AFC East if the Falcons (7-8) pulled off an upset. It would also be a reversal of every football norm if Atlanta, whose defense has surrendered 30 or more points six times, could carry out a win at Highmark Stadium, where below-freezing temperatures and snow are predicted for kickoff. If Buffalo keeps Josh Allen upright against the pass rush, which it failed to do in a Week 9 loss to Jacksonville (a true trap game), the Bills will cover the spread easily. Pick: Bills -14 New York Giants at Chicago Bears 1 p.m., CBS Line: Bears -6 | Total: 38.5 The Bears (5-10) and the Giants (411) have been two of the worst teams in the league, but Giants coach Joe Judge is reportedly staying for at least one more season while Matt Nagy’s future in Chicago is unclear. The result of this game is unlikely to change either of those circumstances, though the Bears will probably win. The Giants’ offense struggled even before Daniel Jones injured his neck, and has not had more than 200 yards passing in a game since early November. Nick Foles, the Bears’ third-string quarterback, got a win over Seattle last week and after confirming this week that he had criticized Nagy’s offense, he may relish the chance to be the reason they win. Pick: Bears -6

Las Vegas Raiders at Indianapolis Colts 1 p.m., Fox Line: Colts -7 | Total: 45 The Colts (9-6), for all intents and purposes, have secured the top wildcard spot, making this game more important for the Raiders (8-7), who still technically have a chance at the playoffs. Indianapolis placed Carson Wentz on the COVID-19 list this week, and coach Frank Reich said it will not be clear until Sunday if he will pass protocols. If Wentz cannot play, rookie Sam Ehlinger will start. Jonathan Taylor is still the league’s leading rusher (1,626 yards on 297 carries), and the Raiders’ defense is average against the run (14th in yards allowed, with 1,736). The Raiders stayed alive last week, winning while committing three turnovers against Denver. Extra possessions for the Colts would mean more chances for Taylor to exploit Las Vegas’ defense. Pick: Colts -7 Miami Dolphins at Tennessee Titans 1 p.m., CBS Line: Titans -3.5 | Total: 41 It’s time for the Dolphins (8-7) to face reality. Their seven consecutive wins have given them (at least for now) the AFC’s final wild-card spot, but those victories came against the COVID-19-ravaged Saints and Ravens, and the weak prey of the Giants, Texans, New York Jets (twice) and Panthers — teams that will all be selecting in the top eight of the upcoming draft. The Titans (10-5), with receiver A.J. Brown healthy from a chest injury that kept him out of three games, should bring Miami back to earth. The Dolphins’ blitzhappy defense can get pressure on Ryan Tannehill, but if the Titans can protect him long enough for him to get the ball to Brown, they should more than handle Miami’s one-note offense. Pick: Titans -3 Jacksonville Jaguars at New England Patriots 1 p.m., CBS Line: Patriots -15.5 | Total: 41.5 As we’ve said in previous weeks, the Jaguars (2-13) have been the NFL’s universal “get-right” opponent: the doormat that allows an elite team to get its rhythm back after a frustrating loss. Now it’s New England’s turn. The Patriots (9-6) have lost back-to-back games after Mac Jones’ production slipped from his normally efficient standards. In losses to the Colts and Bills, Jones completed 51.9% of his passes, a far cry from his 67.2% completion rate for the season, and threw two interceptions in both games. He will likely play better against

After a shaky rookie season, Jalen Hurts has come to look like a viable long-term starter at quarterback for the Philadelphia Eagles. Jacksonville, whose defense is average against the pass and allows 229 yards per game. The Patriots’ defense should also pounce on Trevor Lawrence, who will play without starting running back James Robinson (ankle). The spread is large, but after losing control of the AFC East, New England will likely want to run up the score. Pick: Patriots -15.5 Tampa Bay Buccaneers at New York Jets 1 p.m., Fox Line: Buccaneers -13.5 | Total: 41.5 The Buccaneers (11-4) can coast to the playoffs while key starters heal, as their next two games are against the Jets (4-11) and Panthers, the league’s bottom feeders. Running back Leonard Fournette (hamstring) is on injured reserve and receiver Mike Evans’ status is unclear as he deals with a hamstring injury and was placed on the COVID-19 list. Without Evans and Chris Godwin, Tom Brady will continue rebuilding his chemistry with Antonio Brown, who caught 10 passes for 101 yards in his return from a three-game suspension. The Jets allow the fifth-most passing yards per game (250) and will struggle even against Tampa Bay’s backups. Any euphoria remaining from their gutsy win against Jacksonville last week will be short-lived. Pick: Buccaneers -13.5 Philadelphia Eagles at Washington Football Team 1 p.m., Fox Line: Eagles -4 | Total: 45 The Eagles (8-7) are in the NFC’s final wild-card slot and have a 55% chance to make the postseason, according to the Times’ playoff predictor. That probability increases to 78% with an altogether likely win against Washington (6-9). NFL teams rarely take a beating like the Footballers did against Dallas last week, and

the sideline skirmish between Daron Payne and Jonathan Allen epitomized the frustration of Washington’s season. The Eagles’ top running back, Miles Sanders, fractured a bone in his hand and will be out Sunday, but the team can lean on Jordan Howard and Boston Scott in his absence. Philadelphia can balance the running game against Washington, which allows the third-most passing yards per game (269.2) and should not be able to keep pace. Pick: Eagles -4 Carolina Panthers at New Orleans Saints 4:25 p.m., Fox Line: Saints -6.5 | Total: 39 Third-string quarterback Ian Book, a rookie, started for the Saints (7-8) last week as 21 players were placed on the COVID-19 list. It’s unclear if Book, or Taysom Hill, or Trevor Siemian will return to play against the Panthers (5-10), though coach Sean Payton said he expects Hill to return to lift an offense that has scored 12 total points over the past two games. Sam Darnold and Cam Newton have underwhelmed this season, and Panthers coach Matt Rhule has yet to say who will start after both played in last week’s loss to the Buccaneers. But both are capable of keeping the score within the spread if the Saints again look pedestrian offensively. Consider betting on Carolina in this one, which should be sloppy. Pick: Carolina +6.5 Houston Texans at San Francisco 49ers 4:05 p.m., CBS Line: 49ers -13.5 | Total: 44 The 49ers (8-7), clinging to the NFC’s sixth seed, may be without quarterback Jimmy Garoppolo, who reportedly tore the ulnar collateral ligament of his right thumb last Thursday. If he is unavailable,

rookie Trey Lance could make his second career start. That may be a welcome change for 49ers fans, who watched Garoppolo misfire on key throws in the team’s 3-point loss to the Titans last week. The Texans (4-11) upset the Chargers in Week 16 behind Rex Burkhead’s 149 rushing yards, a performance that won’t likely be repeated against a 49ers defense that has given up an average of only 79 rushing yards in each of its past three games. Houston will be forced to throw the ball more than it would like, with Nick Bosa chasing down quarterback Davis Mills on most plays. Lance, San Francisco’s running backs and its defense are more than enough to carry the spread. Pick: 49ers -13.5 Detroit Lions at Seattle Seahawks 4:25 p.m., Fox Line: Seahawks -7 | Total: 42.5 In the long run, each embarrassing performance from the Seahawks (5-10) gives Russell Wilson more reason to force his way out of town. In the short turn, last week’s 1-point loss to the Bears, and the Lions’ (2-12-1) paltry record should motivate Seattle to save face at home. Having been on the COVID-19 list, Detroit quarterback Jared Goff should play after missing last week, when his replacement, Tim Boyle, threw a red zone-interception on a potential gamewinning drive. The Lions are 9-6 against the spread, and normally lose games late because of poor clock management, a turnover, or just sheer bad luck. They are capable of keeping this one close. Pick: Lions +7 MONDAY’S MATCHUP Cleveland Browns at Pittsburgh Steelers 8:15 p.m., ESPN Line: Browns -3 | Total: 41 The Browns (7-8) and the Steelers (7-7-1) have less than a 20% chance of making the playoffs, and the winner of this game would need the Ravens, Chargers, Dolphins and Raiders to lose in order to make the season finale matter. Baker Mayfield’s four interceptions last week against the Packers cost the Browns a prime chance of improving their odds, but they should handle Pittsburgh with relative ease. The Steelers are the worst defense against the run this season, and have allowed an average of 142.7 rushing yards per game. Nick Chubb, the NFL’s third-leading rusher this season (1,143 yards) should find enough success against a horrible unit that Mayfield may not even need to attempt a pass. Pick: Browns -3
