Over the past year, NSAR has heard increasing concern from REALTORS®, homebuyers, sellers, and community stakeholders about the unintended consequences of the Provincial Deed Transfer Tax (PDTT). Introduced to support housing affordability, the PDTT has instead become a significant barrier for families, seniors, small businesses, and investors across the province.
The 10 per cent PDTT, combined with existing municipal deed transfer taxes, has created some of the highest transaction costs in the country. This has discouraged home purchases, reduced market mobility, and slowed activity in both urban and rural communities. REALTORS® are seeing homes remain on the market longer, often selling below assessed value, placing added financial strain on sellers—particularly seniors looking to downsize or transition to new housing options.
NSAR has also heard from young workers relocating to Nova Scotia, military families, parents supporting children entering the housing market, and retirees planning to return home. In many cases, the PDTT has become a deciding factor in whether people choose to buy, invest, or settle in the province.
Recognizing the need for balanced solutions, NSAR has developed six proposed exemptions to address these challenges while respecting the province’s broader fiscal realities. These focus on easing the burden for first-time buyers, seniors, families, and those contributing to local communities and the economy.
Through meetings with government leaders and ongoing advocacy, NSAR continues to emphasize that a healthy housing market benefits everyone. Real estate activity generates economic spinoffs that support builders, trades, retailers, service providers, and municipalities across Nova Scotia.
