In this edition of the Kawartha Promoter, we write about our exclusive finding that a Vancouverbased company is exploring a 19,506-hectare parcel of land, partially in the Municipality of Trent Lakes, in the hopes of one day mining graphite. It is called the Bobcaygeon Project (see page 10). We also provide an update on the proposed Dewdney Mountain Farm limestone quarry and the fact a group of concerned citizens is taking Trent Lakes to the Ontario Municipal Board (OMB) over planning of that giant mining proposal (see page 7). While these two projects are not technically in the City of Kawartha Lakes, we can be sure that they will have an impact on Bobcaygeon as its, and other city roads, will be used as haul routes. Trent Lakes is taking a beating by some highly-organized ratepayers over Dewdney. Mayor Janet Clarkson would not comment

on the pending OMB hearing but did rightly tell us that the province is the driving force behind this project – not the municipality. She suggested ratepayers take their concerns to the province, which is “holding the strings to these things.” Clarkson, like City of Kawartha Lakes Mayor Ric McGee, also continues to lobby the province to increase aggregate royalties so towns and cities get a bigger piece of the financial pie to combat the wear and tear on roads from mining trucks. The province has studied this issue to death, and promised a response, but there has been nothing from Queen’s Park. Haul routes are one of the biggest issues facing both Trent Lakes and the CKL but in typical fashion, the province has download hundreds of kilometers of roads onto municipalities, is allowing mining trucks to devastate them, but won’t do anything to fairly compensate municipalities for that wear and tear. editor@thepromoter.ca

In closed session, an apportionment agreement with the A. Sheila Boyd Foundation (library building in Bobcaygeon) was approved for the next year with an option for renewal for a further three years. Ward 13 Coun. Pat Warren said the new agreement makes it easier for the foundation to apply for grants that could benefit both it and the city in future and could also lead to expansion of the library.

Bobcaygeon East Street Bridge

The tender for installation of a forcemain heat trace on the Bobcaygeon East Street Bridge will be awarded to Ferguson Electric Company Ltd. of Cobourg for a total tendered amount of $155,262 including HST. A contingency amount of $10,000 has been set aside if required. An additional debenture financing for forcemain heat tracing replacement on bridge crossing in the total amount of $75,000 was approved. A forecemain heat trace ensures that effluent does not freeze.

After three months, the city’s pilot project for a single route dial-a-ride transit service is $177,420.33 in the red. Thankfully, though, the money is coming from the Provincial Gas Tax. At the last council meeting, it was reported that revenue was $4,975 and service costs $82,395.33 However, the service has had an on-time performance of over 95%; drivers have been hired locally and customer service has met and exceeded the city’s expectations. Since it began June 24, $5,146 has been spent on print and radio advertising and on route and bus signage The service is also advertised on three websites. Marketing and promotion will be expanded into neighboring communities to generate interest and hopefully build ridership. Staff are also working with activity directors of local retirement homes to hopefully create partnerships within serviced communities. About 50% of ridership is from Lindsay with 25% from Bobcaygeon and 20% from Fenelon Falls. In total, 1005 passengers have used the service, including 73 dial-a-rides. The 2014 operating budget for transit will reflect the $212,709 required to support the program for the remainder of the pilot project (including contracted services, part time administrative support, and advertising costs) from the Provincial Gas Tax reserve. Should council choose to continue the program for the remainder of 2014 (beyond June 14), about $214,836 will need to be included in the 2014 operating budget from the general tax levy.

Council deliberates budget

At special meetings to review the 2014 budget Mayor Ric McGee has been in a combative mood. EMS is under fire as the mayor feels the departments’ requests are unaffordable. He was particularly critical of a request for $80,000 to repave a fire hall parking lot when roads are in much worse shape. The fire chief said it was a health and safety issue. Council did support $70,000 for renovations to the building. Paramedics fared little better in asking for money for sophisticated computers for EMS ambulances. A number of public works projects have also been kicked back for more information.

There was also talk of work needed at the Lindsay Airport, including the removal and cleanup of an old underground fuel system. Budget talks are continuing.

It was a beautiful Saturday, with hazy sunny sky and more importantly no black flies and mosquitos. Perfect hiking weather. We drove up to the Ganaraska hiking trail west of Moore Lake. There is not much to do in the fall in City of Kawartha Lakes, so we thought we would go for a nice hike. We have never done the trail before in over 16 years that we have cottaged up in the CKL. Needless to say I was disappointed. The trail was not well-marked. We went up the path from the parking lot, only to find that the trail went dead. We wandered a bit in the forest wondering where it was. We walked back to the parking lot. At the parking lot, two other cars had pulled up as well with families. They had never been at the trail before. Armed with their website

information they were ready for a hike. We left them behind and walked up the road. Not knowing we were going the right way, we walked up the road (clearly marked private cottage road) and noticed the white markings on the trees along the road. Because there were no markings up the road (or at the start of the road), we had no idea what that actually meant. We got up past the “quarry” part of the road and noticed the sign for Ganaraska Trail on the right side of the road. We were thrilled that we finally found it. When we started walking through it, we noticed how treacherous it was. Trees were down on the trail and the trail was not wellgroomed (actually not groomed at all). We saw that it is private property. As the property owner, I would want to make sure that it is properly groomed due to liability reasons. It was not a fun experience. When we got back to our car, the other cars were gone. We assumed they also did not find the trail and left. We pay taxes in the City of Kawartha Lakes, and were disappointed that the trails were not cared for or marked. It would be really good for the region to have the trails better travelled. It is a tourist attraction. We are in Richmond Hill and the trails there are out of this world. All kinds of people on them having the time of their lives. The scenery here is outstanding

Danziger remembered

A former City of Kawartha Lakes director is being fondly remembered after passing away unexpectedly while vacationing with his wife in Hawaii. Richard Danziger, 68, suffered a major heart attack and died on Sept. 29. He was the first director of development services for the amalgamated City of Kawartha Lakes (former County of Victoria and 16 local municipalities) from 2001 to 2009. He was responsible for the building, by-law enforcement, economic development and planning divisions. Richard was well-regarded by, and had the respect of his staff, peers and members of the development industry. Upon hearing of his passing, Ward 13 Coun. Pat Warren said “Richard was a joy to work with and he had a great wit and wry sense of humor. After his wife Elke returned to Lindsay, there was to be a celebration of Richard’s life in the city.

Ratepayers to OMB over quarry

TRENT LAKES The North Pigeon Lake Ratepayers Association quarry committee says an Ontario Municipal Board (OMB) pre-trial date has been set for its fight against The Municipality of Trent Lakes’ planning approvals for the Dewdney Mountain Farm quarry application. The prehearing conference with the OMB, over the zoning appeal and official plan appeal,

is scheduled for Dec. 5 at 11 a.m. at the Trent Lakes municipal building, the committee said in an e-mail to the Kawartha Promoter. “We are still in disbelief that this has gone this far and, that neither our township (Trent Lakes) council nor our county council (Peterborough) listened to us,” the group said. Our water, land, roads and air must be protected. This beautiful place we have in our backyard will be lost forever if we don’t stand up and fight for it.” Residents of Bobcaygeon are worried about quarry truck traffic

rumbling through town while those closer to it have water protection, heavy truck traffic, property value and nearby cave concerns. But the company maintains it has carried out required studies on hydrogeology, production noise, blasting, traffic, archaeology and the environment. Dewdney is planning the 432-acre limestone quarry on Ledge Rd., about 15 km northwest of Buckhorn with the ultimate decision on whether or not it is built resting with the province of Ontario.

Strang’s Valu Mart-Always a Helping Hand

Heather Strang and a group of folks from Valu Mart came up with an idea: Host an event where guests can enjoy a really great time and while they’re at it, fill the shelves of our local food bank. Brilliant. It worked. And it caught on. Nov. 2 will be the fifth year for the FoodStock Benefit for Bobcaygeon Helps Food Bank. Promoted as one night of peace and music, Heather explains the famous Woodstock music festival inspired the theme. She says the idea came up when a group from Valu Mart played at Kawartha Coffee one Friday evening. As a few of them watched, listened and enjoyed the music, they decided they should create an actual event that was fun and helped the community. So it began. FoodStock. Peace, music – and stock the shelves of Bobcaygeon Helps. Graphite mine exploration

TRENT LAKES - A Vancouver-based company is exploring a 19,506-hectare parcel of land partially in the Municipality of Trent Lakes in the hopes of one day mining graphite. Valterra Resource Corporation issued a press release earlier this month referring to the ‘Bobcaygeon Project.’ It said its claims have now been processed and registered with the Ontario government. The site is in Galway, Cavendish, Glamorgan, Anstruther, Cardiff and Monmouth townships. Valterra said they first identified high-grade graphite on the property in late 2012 and are planning to conduct additional drilling, geophysics and prospecting in the area. “Year-one successes from prospecting, trenching, metallurgy, geophysics and diamond drilling have defined numerous targets property-wide that merit exploration in 2013/14,” the company said in the release. It added that it had budgeted $500,000 to

$750,000 for additional exploration. In a June news release, it said it is looking for investors as it attempts to secure funding for the project. Graphite is a naturally occurring form of carbon with wide-ranging and unique physical properties. It is considered to be 200 times stronger than steel and could replace expensive electronic components, the company said. Local real estate agent Tom Hunt told the Kawartha Promoter he lives in the former Township of Harvey Cavendish Galway, now known as Trent Lakes, and he had not heard about the project until very recently. He said he was planning to ask his local councillor why that was. He added that he is worried about future strip mining. Collision reporting centre now open

LINDSAY - The new Kawartha Lakes Collision Reporting Centre opened Oct. 15. It is located at 6 Victoria Ave. N. in Lindsay and is open Monday to Friday, 10 a.m. to 6 p.m. A joint-initiative of the City of Kawartha Lakes Police Services, the local O.P.P. and Accident Support Services International (ASSI), it will change the way minor accidents are handled city-wide. Now, if you have a small collision with no injuries, suspected criminal activity or damage to private property, you drive yourself to the centre, or get towed, and they take care of you. Staff will help you complete your police report, apply the ‘damage reported to police’ sticker; photograph the damage, and give you a chance to call family, your broker or insurance company. Police will continue to investigate accidents of a more serious nature.

Ross to be upgraded

LINDSAY - Ross Memorial Hospital will see five, 50-year-old air handling units being replaced with two energy-efficient units and the heating, ventilation, electrical and plumbing systems upgraded. The total cost of the infrastructure renewal work is close to $10 million, with the ministry putting up 90% and the Ross Memorial Hospital Foundation the other 10%, or $1 million, which it released to the hospital last week.

Happy Hallowe’en Ghosts and Ghouls coming to the Haunted Village

BOBCAYGEON - Visit Kawartha Settlers’ Village this Saturday (Oct. 19) as clowns, ringmasters and our haunted carnival take over The Village. From 6:30 to 8:45 p.m., guests will be able to tour the Village, bob for apples, get their faces painted, see a magic show by the Great Bobolini, visit the fairy godmother, participate in crafts, have their fortune told, see the “mad barber of Bobcaygeon”, visit the children’s fun house in the Drive Shed and enjoy the “freaks, wonders, and human curiosities” in the Carriage House (not for the faint of heart). The festivities will come to an end as everyone participates in the parading and burning of the wicker man. Asperger quilter a stand-out

BOBCAYGEON Margaret Franklin’s quilts, and personality, stood out at the recent Settlers’ Village Quilters show. She was hard to miss, with her shock of dyed hair and carouselthemed quilts. Diagnosed with Asperger Syndrome in her early

40’s, Margaret thinks the way that her brain works contributes to her ability to do such fine crossstitching by hand on each of the squares that make up her colourful creations. She said that after finding out that she had the disorder, “I felt like I discovered my home planet.” Suddenly her eccentricities made sense and she shared them with others. She said people with Asperger’s have savant tendencies. If you have seen the films Temple Grandin or Rain Man, you will have seen Hollywood interpretations of autistic and autistic savant behaviour. Asperger Syndrome is an Autism spectrum disorder. However, Franklin said people tend to stereotype those who have the disorder when “we’re like a box of Bits and Bites.” As Tom Cruise is obsessed with numbers and math in Rain Man, Franklin has been focused

on carousels since the age of six. She loves the lights, music and nostalgia but most of all the horses. She has been a member of the National Carousel Association in the US for 20 years and tries to get to their annual convention every year. In fact, she was planning to attend this year’s convention in Leavenworth, Kansas, Sept. 25-29. Last year, she went to St. Joseph, Michigan and some of her quilt squares are inspired by the Silver Beach Carousel there. Each of the squares is unique and she can take six to nine months to make a quilt or even as long as two years. She does more than quilts, too, making buttons, T-shirts, puppets, carousel horses, colouring books, teddy bears, Christmas items and dolls and has even made carousel horses out of KISS band members. “I always have to have busy hands.” She said it relaxes her. She is also into music, having sung and played the guitar. She has so many projects on the go that she says her room is full of UFOs – unfinished objects but “the possibilities are endless.”

Student organizes major fundraiser

BOBCAYGEON - A Gr. 10 I.E. Weldon Secondary School student is planning a major fundraiser for the Canadian Tire Jumpstart Program Emma Tomlinson is doing it as part of her Civics class. The fundraiser is Oct. 26 at the Bobcaygeon Legion. It will be a Lasagna dinner followed by a fun Loonie auction and there will be a country auction throughout the night. The Old Gray Hearse, She's Better Than She Used to Be On a clear Bobcaygeon Sunday afternoon, the annual vintage car show was taking place at the fairgrounds. Glenn usually enters our 1947 hearse, but couldn't that year because it was needed for a funeral the same day. Since he couldn't participate, he decided to drive past the car show in the hearse, just to take a peek. Bad idea. Just then, it happened: Kaboom! Another vintage car didn't see the stop sign - or our old car's “real bumper”. The other car bounced off the bumper and up onto the fender and into the motor of our car. Neither vehicle was drivable. It happened very close to two churches. From the doors of one of them, parishioners came running, thinking something had crashed into the church. Everyone wanted to know what they could do to help. Later, Glenn wished he had said, “Could you please pass the Offering plate?” The accident had caused thousands of dollars worth of damage. Luckily, no one was hurt, but where does one find parts for a 1947 Cadillac? Apparently, in Las Vegas, where a man by the name of Ed Cholakian owns a business called “All Cadillacs”. About a month ago, after two years of repairs and restoration, the hearse came home, completely refurbished. Everything glistened on it. If you are one of those people who like to look under the hood and kick the tires, come on over and check it out. Glenn will even take you for a ride around the block very, very carefully!

Health & Wellness Check burgers

In the wake of an expanded recall of beef burger products, the local health unit is encouraging residents to check their fridges and freezers and remove any of the affected products. The Canadian Food Inspection Agency (CFIA) announced last week a recall of beef burger products produced by Belmont Meats as they may be contaminated with E. coli. These products include certain Compliments brand Super 8 Beef Burgers, President’s Choice Beef Burgers and Webers Bucket of Burgers. As of last Friday, there were seven confirmed and one suspected case of E. Coli reported in Ontario that have been linked to the ongoing investigation of the recalled beef burgers. There have been no cases reported in the health unit’s area.

Each year, October is declared Community Health and Support Month, presented by Community Care City of Kawartha Lakes. It’s a time for Community Care to promote some of its many services and programs, and to publicly reflect on how the non-profit sector can lead a transformation of Ontario’s public health system. Each year, more than 9,000 local residents use services such as Meals on Wheels, transportation and Adult Day programs from Community Care CKL. The home and community support sector plays a critical role in health care delivery. An organization such as Community Care is here for people of all ages and walks of life, but certainly for seniors and people with special needs, to keep them living healthily and independently at home, rather than being institutionalized. Indeed, access to our services helps keep people out of hospitals and long-term care facilities. Many people who are currently in hospital beds or on waiting lists for long-term care homes do not require daily medical care; they just need help with tasks such as bathing, household chores

or transportation to medical appointments. That’s where Community Care comes in. It is far more cost effective to help people stay healthy and at home than ill and in institutions. There’s growing political consensus that home and community support services are a compassionate, fiscally appropriate response to changing demographics and a stressed public health system. Funders and governments have given indication that this sector’s work is appreciated more and more. It is hoped that this will equate to increased financial support so that we can continue to meet the growing demands that an aging population will bring in the years ahead.

International walk to school month

CITY OF KAWARTHA LAKES - The Haliburton, Kawartha, Pine Ridge District Health Unit is encouraging students, families, teachers and principals to be active on their way to school, during the school day or after class. The call to action goes out as part of International Walk to School Month taking place in October. “Walking to school is a lost tradition for many students in our region, and that is robbing them of an important source of physical activity,” says Lisa Kaldeway, a health promoter with the HKPR District Health Unit. “We encourage students, families and other members of the school community to pick up the pace in October to be more active. Park the car, and instead, walk, skip, or cycle to school.” For families who live too far away from school, Kaldeway suggests walking to their bus stop in the mornings or taking a stroll together after school. In the classroom, she suggests teachers can also tie International Walk to School Month to other parts of the curriculum. Tracking the distance students walk can be incorporated into math class, or shown on a map as part of a geography lesson, Kaldeway adds. The Canadian Physical Activity Guidelines recommend children and youth do at least 60 minutes of physical activity each day.

Vince Jones remembered

By Jessica Drury LINDSAY - The founder of the Lindsay Rugby Football Club (LRFC), Vince Jones, died peacefully surrounded by family on Saturday Oct. 5th. Vince, 85, was a retired OPP staff sergeant and was one of their first canine handlers. Born in Wales, Vince immigrated to Canada and brought with him a love for the game of rugby.

He was the leader/ founder of the Ontario Rugby Union and founder or co-founder of the Sealand Rugby Club (England), the Brantford Harlequins, the Hamilton Hornets, Waterloo County, and LRFC. As a coach, Vince epitomized the LRFC mandate “…to nurture and encourage success through education and example.” Alison Westrop, president of the LRFC, said “when Vince moved into this area, we all got lucky. Over the years he helped develop not just players of a sport but many well-rounded individuals who learned life lessons through the game. He will, of course be missed, but as long as we continue to embrace all who come into our community, and hold the course of his legacy, he is still our mentor.” A funeral service was held at St. Paul’s Anglican Church, where Vince was a long-time member, on Oct. 12. GOLDIE’S takes it to the next level On a sunny fall day, a couple of customers walk into Goldie’s Nuts and More in Bobcaygeon and begin to browse. They stop at an open doorway to the back of the shop and owner Erin Goldie tells them “we go right to the back now too.” If you have noticed activity at 59 William St., at the corner of King and William streets, it is because of a good news story. In business for less than a year, the phenomenal success of Goldie’s Nuts and More has led to an expansion. Erin said she knew she needed more space as far back as mid-July due to the popularity of the Picard line that she stocks. “Most people know about it and are very happy that it’s here. We don’t have to sell the product because it sells itself.” As well as expanding on Picard products, more space means Goldie’s can add some new product lines and attract some new customers. Towards that end, Erin said she is selling specialty cheeses, olive oils and vinegars. She has recently added baking products as well as Picard’s Extreme chip line since the store opened back on Feb. 1, 2013. Erin said she also now has more space out back to work on her gift baskets. People can actually order gift baskets online and have them delivered. You can’t get much more convenient than that. Goldie’s can also supply gift cards. For Hallowe’en, there are gift baskets and cups filled with candy for children. For Christmas there will be stocking stuffers, candy’s and ornaments. While talking to the local news magazine, a customer drops her purchases on the front counter and is asked what she thinks of Goldie’s and its expansion. “I think it’s great,” Debrah Conroy says.
