EUGENE PUGH

Starke County Council District 4 & Republican Party State Delegate

As a Candidate for Starke County Council District 4, I would like to share information regarding the roles and responsibilities of the County Council.

The County Council serves as the fiscal body of the county government. The Council is responsible for the ultimate decision-making power over the county’s financial affairs. The Council provides a system of fiscal checks and balances.

Primary Fiscal Responsibilities

The Council’s core duties consist of managing and authorizing the use of public funds:

•Adopting Annual Budgets: Approving and fixing the annual operating budgets for all county government offices, departments, and agencies.

•Fixing Tax Rates: Having the exclusive power to set the property tax rate and establish levies on all county property.

•Appropriating Funds: Authorizing the specific expenditure of county money by officials or departments.

•Setting Compensation: Establishing salaries, wages, and other benefits for all county officials and employees.

•Incurring Indebtedness: Authorizing the borrowing of money, subject to constitutional limitations.

•Managing Fund Transfers: Re-appropriating surplus funds.

Personnel & Administration

•Salary Setting: Establishes salaries, wages, and other compensation for all county officials and employees.

•Staffing Levels: Determining the number of deputies and assistants employed in various county offices.

•Appointments: Making appointments to various local boards and commissions. A lifelong Starke County resident with a career background in management and fiscal responsibilities I feel I am well qualified to serve as your representee on the Council. I appreciate your support at the Primary Election on May 5, 2026
