Even as the sun was setting, the courthouse lawn remained full of people in lawn chairs and on blankets listening to musicians from near and far who had covered a wide range of styles throughout the day. munity is its downtown,” said RDP President Harry Webb. “It’s what makes that community unique.” Rochester, he added, has a “good downtown for the size of our town.” However, Webb also stressed the importance of planning “to improve the quality of place, to give people a place they want to invest in.” RDP was initially “spun out of the chamber of commerce” around 2014 for the purpose of obtaining more grants, such as the Main Street Revitalization Program, which have brought nearly $1 million dollars into downtown projects, 80% of it provided by the state. The funding has gone into historical preservation and helped counteract the decline of downtown buildings.
