In fact, it is not enough to simply respond; a framework of people and equipment is needed, which is ready to jump into action and provide whatever assistance is needed. Locally, that framework is the responsibility of the Fulton County Emergency Management Agency. EMA’s primary responsibility is “planning and miti-

gation,” explained Deputy Director Kraig Smith. “EMA establishes plans for the whole community in the event of an emergency such as flooding, tornadoes and other natural disasters.” The agency also provides guidance and resources for local businesses in securing hazardous materials and evacuation plans during an emergency, as well as logistical support for fire, police and EMS personnel. Smith, who was a volunteer fireman for 19 years, recalled the 2011 Centennial Building fire in downtown Rochester, which involved every available emergency response unit for over 36 hours. EMA assisted in numerous ways, includ-

ing providing water, food and coffee to exhausted firefighters. On the mitigation side, EMA staff are in constant contact with the National Weather Service to keep abreast of threatening storms or hazardous heat waves and also designate heating and cooling shelters for vulnerable individuals. “Anything the general public would need we provide.” Another “major cog in the organization,” Smith mentioned, are amateur radio operators. “I rely on them very much for communication.” EMA’s responsibilities include “a little bit of everything,” Smith commented.

Perhaps the most important resource EMA can provide, however, is volunteers to perform these myriad tasks, something Fulton County is severely lacking. Currently EMA has only eight volunteers, according to Smith. “My goal is to have 20 to 25.” Volunteers not only assist during emergencies, but help out at major events such as Akron’s Fourth of July celebrations, which stretch the resources of small town police departments. Smith hopes a recent contribution from Duke Energy of $2,500, which will go toward equipment, uniforms and training, will help fill the gap. Continued on page 3

KNOW YOUR NEIGHBOR Miss Fulton County gives back to the 4-H community %\ /$85,( /(&+/,71(5 6WDII :ULWHU “I’m a 10-year 4-H’er and have been built up by the program through the years,” stated Kimberly Batten, Rochester. “Entering the Miss Fulton County pageant at the fair this year was my way of giving back. I’ve always wanted to be in the pageant. But for nine of my years in 4-H, I was part of the Mighty Mutts dog club. The pageant was held at the same time I was showing my dogs.” Batten, who is finished with 4-H, started the queen competition Saturday, July 9, with an early morning interview by a panel of three judges. “The judges tailored the questions to each contestant.” When the girls came back later for the pageant, their first individual appearance was in personality attire. “I dressed in my Indiana State Fair tee-shirt and camouflage pants. The outfit reflects the fact that the fair is an important aspect of my life, and I am an avid hunter.” Then Batten appeared in business attire. “We each did a minute speech on a particular topic. I spoke on inspiration. Because of foot surgery, I was forced to wear a boot during the competition. I spoke on how each of my shoes

throughout the years made me into the accomplished woman I am today.” Each girl appeared in evening gown attire. “We answered an impromptu question the judges asked us. Each question was different. Mine was ‘What does success look like?’ I said that I believe success is actually overcoming failure.” Miss Congeniality was announced first. Batten won that title. “That meant a lot to me. That’s the one title that is voted on by my peers.” The second runner-up was Erika Yard. The first runner-up was Madison Heinzmann. “When my name was called again as Miss Fulton County, I was shocked and awed! I was happy and excited. After that, time went by in a blur. Pictures were snapped and I was congratulated.” Batten will be competing in the Indiana State Fair pageant in early January. “It was so much fun to travel with the queen’s court to the livestock shows, handing out ribbons and enjoying the fair together. Being able to serve made me feel as though I was giving back to the organization.” Batten has learned from experience that being Miss Fulton County is not just a beauty pageant. “Appearance is important, but brains are just as important.

We represent the 4-H program and that’s quite an honor.” She has learned many things already in her short reign as queen. “I’ve learned life skills. I was able to encourage the other contestants, not just those competing for Miss Fulton County, but those in the Little Miss, Junior Miss and Teen Miss competitions. There were 36 of us in all the pageants. I also gained self-confidence.” In her ten years in the 4-H program, Batten has learned many things. “It’s a challenge showing animals. We need to train them and persevere with them. I think one of the most important things I have learned in the program is respect for others.” She is a sophomore this year at IUPUI. “I plan to major in political science on the pre-law track,” she explained. “Eventually I want to be a lawyer.” Batten loves hunting deer. In her senior year of high school, she traveled out West and snagged an antelope.

OBITUARIES Vivian L. Maes

Vicki Carol Loebig

Former Certified Nursing Assistant

Former Fulton County Assessor

Vivian L. Maes, 79, was surrounded by her loving family when she passed away at 4:20 p.m. Tuesday, July 26, 2022, at her home. On Dec. 1, 1942, Vivian Louise Engel was born in Monterey to Louis and Venis (Lewis) Engel. Growing up, she shared her childhood with a sister and two brothers. Proudly she graduated from 9,9,$1 / 0$(6 Monterey High School with the class of 1960. Later she furthered her education at the Business College of Fort Wayne and earned a certified nursing assistant license with the class of 1996. On Nov. 14, 1994,Vivian and Robert L. Maes were married in the United Methodist Church at Monterey. They shared 27 years of life’s adventures. With a strong work ethic, Vivian worked at the Culver Bank, Monterey School, Bomarko of Plymouth and the Culver Military Academy Alumni Department. After becoming a CNA, she worked at the Munster Medical Center and Rochester Orthopedics of Plymouth and Rochester. Her memberships include Grace United Methodist Church and the Elks Lodge #2021, both of Rochester. Vivian was the ultimate mother and grandmother. She taught her daughters and grandchildren the value of family and how to love unconditionally. One of her greatest joys was attending any event or occasion involving her grandchildren. It became a special family tradition to have Grandma Viv make and uniquely decorate their birthday cakes. She was also known for her irresistible cinnamon rolls and chocolate cake. With a keen eye for decorating, Vivian had a special gift of turning any house into a home. At an early age, Vivian learned to play the piano by ear and would often sing along with her beautiful voice. The summer season was her favorite time of year. Hosting family celebrations, boating on beautiful Lake Manitou or enjoying the pool were always enjoyed. As an avid gardener, Vivian planted vibrant colorful flowers to enhance the landscape of her home. Bob introduced Vivian to the Elks Club Golf Course, she loved it and both enjoyed playing the course. Both Vivian and Bob shared an interest in traveling. Cruising the Mediterranean Sea, sightseeing in Spain, France and Italy were some of their favorite destinations. Left to cherish Vivian’s memory are her husband, Bob; her four daughters, Susan (Keller) Maes and husband Mark of Culver, Sheila (Keller) Broeker and husband Tim of Monterey, Nancy (Keller) Davis and husband Rob of Summit, N.J., and Rebecca (Keller) Risner and husband Boyd of Plymouth; along with Bob’s children, Theresa Dirienzo and husband Joseph of Wisconsin, Jeffrey Maes and wife Jackie of Homer Glen, Ill., Mark Maes and wife Susan of Culver and Stephen Maes and wife Janet of New Lenox, Ill.; grandchildren, Meagan (Maes) Hladik and husband Matt, Mark Robert Maes, Mitchell Maes, Jonathan Broeker, Jordan Broeker and wife Kelly, Chloe Broeker and fiancé Jacob Craft, Hanna Davis, Ben Davis, Noah Risner and Luke Risner. Let’s study the Bible The word became flesh

(Read: John 1:1-14) “All things were made by him; and without him was not any thing made that was made.” (John 1:3) John had %\ 5(9 521 two purpos385.(< es in mind when he wrote his gospel: 1. To prove that Jesus Christ is the Son of God, and 2. To invite people to believe in Him and be saved (John 20:30–31). John’s evidence for the deity of Jesus Christ is threefold: 1. The miracles Christ performed; 2. The words Christ spoke; and 3. The testimony of witnesses who knew Christ. As you read the gospel of John, you will hear Christ Jesus speak

and act in power, and you will watch people respond to what ge says and does. Seven witnesses declare that he is the Son of God: First, John the Baptist: “And I saw, and bare record that this is the Son of God.” (John 1:34) Second, Nathanael: “Nathanael answered and saith unto him, Rabbi, thou art the Son of God; thou art the King of Israel.” (John 1:49) Third, Peter: “And we believe and are sure that thou art that Christ, the Son of the living God.” (John 6:69) Fourth, A man who had been blind: “Jesus heard that they had cast him out; and when he had found him, he said unto him, Dost thou believe on the Son of God? He answered and said, Who is he, Lord, that I might believe on him? And Jesus said unto him, Thou hast both seen him, and it is he that talketh with thee. And he said, Lord, I believe. And he worshipped him.” (John 9:35–38)

Fifth, Martha: “She saith unto him, Yea, Lord: I believe that thou art the Christ, the Son of God, which should come into the world.” (John 11:27) Sixth, Thomas: “And Thomas answered and said unto him, My Lord and my God.” (John 20:28), Seventh, the apostle John: “But these are written, that ye might believe that Jesus is the Christ, the Son of God; and that believing ye might have life through his name.” (John 20:31). Finally, Jesus, himself, also

declared his deity: “Verily, verily, I say unto you, The hour is coming, and now is, when the dead shall hear the voice of the Son of God: and they that hear shall live.” (John 5:25) “Say ye of him, whom the Father hath sanctified, and sent into the world, Thou blasphemest; because I said, I am the Son of God?” (John 10:36). In John’s Gospel, the invitation is “Come and see!” There are 67 references in the Gospel of John to seeing and 58 to hearing. John

says, “He was full of grace and truth.” The word “full” means that you just could not have any more. He brought all the deity with him, and he was full of grace and full of truth when he came down here. We have a decision to make. We must be sure to make the right decision!
