in the Hoosier Enduring Legacy Program %\ %/$,5 %$80*$571(5 6WDII :ULWHU Kosciusko County was selected by the Indiana Office of Community and Rural Affairs to participate in the Hoosier Enduring Legacy Program. The towns of Etna Green, Mentone, Milford and Pierceton have chosen to participate in the yearlong program. Amy Roe was hired in February to head the newly created position as Kosciusko County community coordinator. Roe’s position was created by utilizing American Rescue Plan Act funds. Specifically, the Indiana Office of Community and Rural Affairs created the Hoosier Enduring Legacy Program and rewarded Kosciusko County with a $1 million grant from American Rescue Plan Act funds. The project has four phases: • Building teams. • Community Engagement — gathering data on potential community project initiatives. • Project prioritization — utilizing pathway committees to analyze the data in cooperation with educational facilitators in the community and deciding what project ideas make the most sense for each community. • Strategic investment plan — What does funding these specific community projects look like? “Ultimately, we will have a list of grant-ready community-based projects that will benefit each community,” said Roe. “These communities made the commitment to provide people and support as well as 30% of their ARPA funds for a period of 12 months,” she said. “Each community committed to the program without really knowing many of the details. Imagine trying to sell something by promising it would be great, but not letting your client know all the details. To the credit of these local leaders, they could see the vision. “It’s very heartwarming to see the trust being built

My role is not to tell them what to do, but to give them a platform and educate them on the process and develop skill sets to know how community projects work and how they can be a part of them moving forward into the future.” Roe added, “These people are hopeful.

These people are excited. These people now feel like they are more intimately a part of their community. Each community leader involved in an art-infused project got this beautiful sign and was able to paint on it. One of the kids in Mentone was able to paint on one of the signs. He said, ‘That? That, that I did, is going to be here? We get to keep this? What? That is so cool.’ “The second committee meetings will be Continued on page 3

Harman continues to educate, just in a different way %\ /$85(1 =(8*1(5 (GLWRU After being an educator for many years, Lee Harman of Warsaw continues to educate the public as president of the Kosciusko County Board of Zoning Appeals. He has served on the BZA for the last 10 years. Harman, a Warsaw native, attended Indiana Central University, now the University of Indianapolis, to study education and came back to teach. His first job as principal was in Churbusco. He returned to Warsaw to be principal at Washington Elementary School. Eventually he entered the administrative side of education, retiring as superintendent of Warsaw Community Schools. After retiring, he taught education leadership at Ball State University before retiring a second time. Then he taught at Grace College for three years before retiring a third time. He said being an elementary school principal was his favorite job. “Having a bad day, the best tonic was being with the kids,” he said. Harman said as a member of the BZA the most challenging aspect is preserving agricultural land in the county when there’s a need for housing. “It’s troubled me that we’re nibbling away at that,”

he said. As president, one of Harman’s responsibilities is running the meeting, which involves hearing numerous requests for variances and exceptions for home improvement projects around the county. Along with hearing the requests, BZA members also hear those who are remonstrating against those requests. “We want to make people feel welcome to express their opinions and what their concerns are. … At least they have the right to tell us what they think,” he said. Harman noted most people don’t understand the need for planning by the county or their municipality. “It really protects the common good,” he said. Harman said he and the other board of zoning members are constantly learning, especially now with the installation of sewer systems due to increased density around the lakes. Harman credited Plan Commission Director Dan Richard with doing “a really good job, an outstanding job,” at keeping the BZA members informed. And Harman believes the BZA allows for fairness. “I think we have a really good board. You have Ron Robinson, Randy (Cox), Kevin (McSherry) and Charlotte (Siegfried). They know so many places. Those people are good thinkers with common sense,” he said. “If we’re not comfortable

with a case, we’ll ask for a continuance and get more information.” Other challenges the BZA deal with are floodplain issues that need to be sorted out and the fact people aren’t as aware of the rules and regulations when it comes to building and home improvement projects. “It’s interesting work and it gives me a sense of purpose and a way to contribute,” he said. Harmon and his wife, Sue, have three children and five grandchildren. 67,// 7($&+,1* ³ /HH +DU PDQ SUHVLGHQW RI WKH .RVFLXVNR &RXQW\ %RDUG RI =RQLQJ $SSHDOV KDG D ORQJ FDUHHU LQ HGXFDWLRQ ZRUNLQJ ZLWK VWXGHQWV IURP HO HPHQWDU\ VFKRRO WR FROOHJH 7RGD\ KH FRQWLQXHV WR HGXFDWH WKRVH ZKR FRPH EHIRUH WKH %=$ VHHNLQJ KHOS 3KRWR E\ /DXUHQ =HXJQHU

taste and the harsh effect these chemicals can have on the body. One common drug in 99% of all e-cigarettes is nicotine, which is extremely addictive and is detrimental to an adolescent’s still developing brain. Most of these products deliver massive amounts of nicotine, with one JUUL pod containing as much nicotine as an entire pack of cigarettes. The goal of the industry is to set an addiction trap for a new generation of nicotine and synthetic tobacco users.

Dear Editor: Parents take special note of what could be in your kid’s backpacks and pockets. No matter what lingo you use, vaping, JUULing or e-cigarette use in both middle and high schools has become an epidemic. Easily disguised as everyday items, these sleekly designed products are loaded with nicotine, heavy metals and other dangerous chemicals. The tobacco industry uses sweet and minty flavors to mask the metal

Continued from page 1 coming up soon. It will be interesting to see what they come up with as part of their project list, how they sell their ideas to the town council and what they have learned through the process. “At the end of phase three, they will ultimately decide which community project ideas are most ideal for each committee.” There are four pathway committees: Advancing E-Connectivity, partnered with Purdue University; Quality of Place, Ball State University; Community Wellness, Indiana University; and Strengthening Local Economies, Ivy Tech Community College. “By giving them access to these educational facilitators, maybe they will be inspired to run for office one day,” Roe said. “Maybe they will be inspired to do another project by themselves. Maybe they will be more passionate about helping their community because they were chosen and took part in this program. We are the trailblazers bringing people within each community together for common causes.” Roe concluded, “The fourth phase is the strategic investment plan. We begin to figure out how the different projects will be executed and determine their funding sources. Ultimately, how does it work out best for these communities and

4-H FAIR

5

July 22-30

Christofeno enjoying his tenure as fair board president %\ /$85(1 =(8*1(5 (GLWRU Elkhart County Circuit Court Judge Mike Christofeno literally grew up at the Elkhart County Fair. He has been at the fair 63 times; he jokes he attended the fair in his mother’s womb. This year, he is serving as the Elkhart County Fair Board President. “I’ve had a lot of fun as fair board president for a lot of reasons,” he said. His theme this year is “Fun at Every Turn.” He explained there are lots of reasons for the fair theme. “When I think of 4-H and the fair, I think of fun, especially the fair,” he said. Christofeno also credits Herb Moss with this year’s theme. “Herb used to say we’re in the business of fun and if you aren’t having fun, you shouldn’t be here.” He said he didn’t want a fair theme based on the law and more recent themes had been done a number of times. “I wanted something that transcends,” he said. “I’m told I’m a lot like my mother,” Christofeno said. “I tried to fight that.” His mother, Millie, was a home economics teacher at Jimtown High School and was very active in the Elkhart County 4-H program. He was a 10-year 4-H’er, entering numerous projects in the

non-livestock categories. “I’ve always believed what’s good for 4-H is good for the fair and what’s good for the fair is good for 4-H,” he said. Picking the president’s baking item was a bit tougher. Christofeno said his two favorite flavors are chocolate and raspberry. He was going to select raspberry pie, until he realized the cost of raspberries might prevent people from entering the contest. So he went with chocolate cake. He also won at Elkhart County Fair with a chocolate cake that went on to earn a blue ribbon at the state fair. And for those wondering, no, the recipe does not show up in any of the Elkhart County Fair cookbooks. Being the son of a home economics teacher, Christofeno said his mother made sure he knew how to do things such as cook, bake and laundry. When he was first married, he did most of the cooking and still cooks. And the Elkhart County Fair is close to his heart. “I really enjoy young people coming out and excelling at the fair,” he said. His boys, Jon and Nick, were also 10 -year 4-H’ers showing in livestock. “There’s nothing like a first year 4-H’er or a 10-year 4-H’er leading you to their proj-

ect, just beaming,” he said. “You get some great life lessons.” At the fair, Christofeno loves the food, with the Elkhart County Pork Producers being a favorite. Their pork chops are a favorite. He also loves the grandstand entertainment. This year he’s looking forward to seeing Kansas in concert as well as a Girl Named Tom on the park stage. “We can only do that because of the park stage annex,” he said, noting there will be new dressing rooms for park stage events. There will be a number of new things at this year’s fair and he can’t wait to see how they turn out. Nelson’s will be taking over the old Eastern Star building and turning it into a cafe. Cinnabon will be coming in offering different items such as fresh fruit with glazes. “Noodles are coming. I think that’s a good addition for us,” he said. 5($'< )25 )$,5 ³ (ONKDUW &RXQW\ &LUFXLW &RXUW -XGJH 0L FKDHO &KULVWRIHQR LV WKLV \HDU·V IDLU ERDUG SUHVLGHQW $ KXJH DGYRFDWH IRU WKH (ONKDUW &RXQW\ + SUR JUDP &KULVWRIHQR LV WKULOOHG WR EH IDLU ERDUG SUHVLGHQW WKLV \HDU +H·V H[FLWHG DERXW D QXPEHU RI QHZ WKLQJV WKDW ZLOO EH DW WKLV \HDU·V IDLU 3KRWR SURYLGHG

Christofeno assured him neither was in the job description. “When we were introduced to the fair board, Judge Christofeno gave us a very nice introduction, “ Darin Miller said. The couple received a standing ovation. Then Christofeno handed Darin the microphone to make a few comments to the board. The Millers own MillMark Enterprises Inc. in Elkhart and have been major supporters of the fair for a number of years. The couple’s company made the posts and purchased the shade sails in the Park Stage area. Michelle explained when their children were small and in the pedal pull contests there was no shady area for the participants to hang out while they waited to compete. Darin can be found in the beef arenas watching the shows and is known for passing out coupons to the Dairy Bar to kids of all ages. The couple are now grandparents to Sadie and Bennette and are looking forward to when they’ll be old enough to join 4-H. “It’s always been about the kids and the families. … I guess

Darin said Karen Miller, his mother, will be joining them along with the rest of the family — Rachel Gill, Evan Gill, Sadie Gill, Derek Miller, Lindsay Miller and Bennette Miller. Darin pointed out on his mother’s side of the family there is a long history with the fair. Karen Miller remembers when the fairgrounds were at Rice Field in Elkhart.

4-H FAIR Gills and people skills

JENKINS AUTOMOTIVE, INC.

Elkhart County

Every year, the Elkhart County 4-H Fair offers dozens of clubs and activities to get local youth involved and develop important life skills. For 18-year-old Joseph Senn of New Paris, 10 years in 4-H has taught him many life lessons and given him just as many memories to take with him through life. Senn’s connection to 4-H began with his older sisters, who were members of the Saddle Club. As soon as he was old enough, Senn joined 4-H. His 10 years in 4-H have felt amazing to him, “largely because of the fishing club.” While there is certainly much to enjoy about 4-H, both as a member and a visitor, what Senn enjoys most is how it brings together a group of people who all share one collective interest. Senn expressed it was rare finding even one other person who truly cared about fishing, but with the 4-H fishing club, entire groups would come together during meetings. Developing life skills is one of the main pillars of 4-H, and for Senn, working on his people skills has brought him into a new light. “I would never have been caught on a stage speaking to a crowd of people. Thanks to club leaders Clark Warren and Josh Honderich for pushing me to become an officer. After several years, I look forward to talking to and directing the club every meeting.” Many 4-H’ers who grow up in the fair scene take many memories with them as they age and explore their futures. For Senn, the memories he cherishes most are years of spending all week at the fair and the fishing trips that members 14 years old and up get to participate in as part of the

Just because someone spends a great deal of time working with their 4-H club doesn’t mean they don’t still get to enjoy everything else the fair has to offer. Senn looks forward to fair week every year as a time — aside from fishing — to spend time with the friends he has made in 4-H. “Putting that on top of the atmosphere at the fair always makes for an unmatchable week.”

Senn encourages anyone who is able and willing to join 4-H. Between the experiences lived, the memories made, and the interests shared, there’s always room for people wanting to improve themselves, their skills and their talents. “I wouldn’t have near the confidence or people skills today if I hadn’t taken a role in my club. 4-H has the potential to really help you develop as a person if you let it.”

If you teach a man to fish Fair week at the Elkhart County 4-H Fair provides fairgoers with the opportunity to see just a small fraction of what goes into 4-H and what club members and their leaders are capable of. Showcasing their talents is an opportunity both to showcase everything they’ve learned and worked for, as well as a chance to meet those with shared interests. Many clubs have been given the spotlight in previous years, but one that perhaps falls under the radar is the 4-H fishing club. Led by Clark Warren and Josh Honderich, the fishing club accepts kids ages 9-18, or third grade through 12th grade. Warren mentioned there’s a solid mix of kids who come into the club with varying backgrounds; some have never fished in their life and are looking to develop that skill, while others have been doing it for a while and want to pursue fishing professionally. One member even hails all the way from Noblesville. Thanks are in order to the Elkhart Fair Board, which has given the fishing club the green light to use the pond on the Board’s property to take the kids

fishing. In turn, the club maintains the pond, ensuring it remains clean and stocked. The star of the club this year appears to be Joseph Senn, 18, New Paris, who Elkhart 4-H youth director Steahl Graybar expressed may have had a large hand in the club’s doubling in size from the previous year; this year, the club is host to 65 members. According to Warren, Senn has participated in several club-orga-

nized tournaments and trips, and even attended a national youth fishing camp in Kentucky, which invited kids from all over the U.S. Senn was honored as Camper of the Week. Warren was proud to see Senn step up as an officer this year and looks forward to seeing the club continue to grow. For more information about the fishing club or to get involved, contact Warren at (574) 377-4800.

Pastor Frank Ramirez of the Union Center Church of the Brethren shared, “Arrington has a commitment to farm and land. She has the practical, no-nonsense realism of someone who has grown up doing farm chores, not out of sense of duty, but because this is where she belongs, and she is part of something greater than herself.” In addition, John Snyder, assistant principal at Wawasee High School, commented, “Throughout her career at Wawasee, Arrington has displayed servant leadership and a desire to have a positive influence on those around her that is uncommon among her peers. In our FFA programs, she has been a leader and officer at local and state levels.” Arrington is the daughter of Shawn and Lissa Krull of Milford. Cameron Kryder. Cameron is a 2022 Wawasee High School graduate with a 4.0 GPA. In addition to her monetary scholarship, Kryder is the sixth annual winner of “The Spirit of the Heart” Award. This award honors Realtor professionals the board of Realtors have lost who touched their community throughout their lives. KBOR hopes to pass on their spirit of mission and purpose each year with this special award. As a three-time state qualifier, finalist and All-Conference swimmer, Kryder volunteered as the Wawasee Middle School swim coach and instructor. She will be pursuing a degree in elementary education at Florida Gulf Coast University and hopes to return to her community to teach. Kryder said, “My mom has been an educator for over 20 years and has given me an inside look on education. She has inspired me to become a teacher.” Kryder is the daughter of the late Andy Kryder and Colleen Kryder, Leesburg.

Church to offer their condolences and support. Now, 18 years later, the memory of Kelsey lives on, even through people who never met her, including some who weren’t yet born when she died. Each Thanksgiving morning since 2004 faithful supporters show up for the “I’m Thankful Four,” a four-mile road run to benefit the Kelsey Mikel Memorial Foundation, which provides two scholarships to NorthWood High School seniors. The first is a $1,500 one-time scholarship to a senior member of the school’s yearbook staff and the second, the “Dreams Come True” award, given to a senior “with passion, vision and dreams, who has plans to impact the world in positive ways.” The scholarship provides ( 4V[OL $1,000 annually for four years to a senior NorthWood Y /L -VY ;OL )V`U student who applies and is then selected by the nineZ ElkAfter person board, which includes Mikel. year’s o Edithis :LL 7HNL tion Reachin awards are given, Mikel said theVol. foundation have ch g Elk 35, No.will hart, Kos 3 provided more than $105,000 in aid to students. ciusko, Nob The annual run and walk, which began only seven le And LaG months after Kelsey’s death thanks to the organization www.seniorli range Counties of family friends, has grown into a popular Thanksgivfenewspaper s.com ing morning event that attracts hundreds of runners, walkers and supporters each year.
