from the President The Goshen Chamber was founded in 1954, sixtysix years ago by community business leaders. The goal was simple - to strengthen and build an environment where businesses could grow and prosper. Today, those messages and directives are still true; the goal of the Goshen Chamber is to make Goshen a strong, vibrant, thriving place that individuals and businesses want to grow in. No place better reflects this commitment than the Chamber’s mission statement, which reads, “To champion our community’s business future.” The organization goes on to identify four basic principles that guide its activities. You see it on our logo, but the Goshen Chamber aims at the ability to Connect, Develop, Inform, and Advocate for our Chamber members and the business community. First, the Chamber works at Connecting. Connecting members and businesses to each other, to the community, and globally. Second, the Chamber works to Develop. Not only our members but our community. Whether it is professional development, organizational development, or economic development, the Goshen Chamber strives to foster an environment where businesses can flourish. Third, the Chambr works to Inform. The Goshen Chamber disseminates information on many different levels - general information, community information, business information, and the list goes on. Attracting Talent
In 2011, the Goshen Chamber hired a firm to create a marketing initiative to help market our community for the purposes of economic, tourism, and workforce development. The brand narrative that came from the creative work of this effort reads: “Everything comes together in Goshen — or, more precisely, everybody. There’s a special spirit that has always been here, and it’s wonderfully contagious. What we share in common is the community ideal. Together, we’ve worked to make Goshen a place where business is good, manufacturing thrives, downtown bustles, artists create, entrepreneurs reach global markets, families find a friendly environment, good things take root, and people pitch in to make it all better. It’s altogether different because we’re in it all together. Some say Goshen is the way America used to be. We say it’s the way to an uncommonly great future. “ The logo designed to convey the narrative is individual letters joined together, reflecting our craftsmanship heritage and how we come together for the common good of our community.
Attracting talent is the key challenge facing Goshen and most other communities throughout Indiana. In early 2014 the Goshen Chamber/Greater Goshen Association, City of Goshen, Goshen Community Schools, and Goshen College launched the ‘Good of Goshen’ campaign using the branding research and materials. This campaign tells the great 14

In the summer of 2014, Governor Pence announced the ‘Regional Cities Initiative’ noting, “Because Indiana’s regional cities are vital to our state’s economic development, we need public and private investment to improve quality of life. That’s the Indiana way to a growing future.” Regions throughout Indiana were invited to compete for two $42 million dollar grants to invest in quality of place initiatives. At first the South Bend/Goshen Region was not invited. When we were finally granted a hearing, we were selected to receive a grant for Regional Cities. GOSHEN IS LAUNCHING ENTREPRENEURS filing cabinets, white board walls for creative collaboration, large wall areas for video projection, high-speed fiber wireless internet access, a common area soft seating space, as well as teaming tables for meetings. Members of LaunchPad have 24/7 access to the space. The Goshen Chamber of Commerce transformed approximately 3,000 sq. ft. of space above its first floor offices to create “LaunchPad”, a business incubation and coworkspace aimed at providing early stage companies and local entrepreneurs with state-of-the-art workspace and access to key development and growth services. LaunchPad features an open workspace, lots of natural light, portable and lockable

ECONOMIC DEVELOPMENT

In 1958, Charles Ainlay gave a keynote speech noting that, “… if the Goshen Community is to continue to prosper in the future, growth must be planned and guided.” With that in mind, Chamber leaders organized Greater Goshen Association and raised the funds to create Goshen Industrial Park. Today, Goshen Industrial Park is home to almost thirty-five firms employing more than 3,000 people.

The Mission of Greater Goshen Association is to encourage and promote the growth and development of the City of Goshen by retaining the industry which the area enjoys, and to attract and invite new industry to the area which will provide greater employment opportunities. From the beginning, Greater Goshen and the City of Goshen have been strong partners in strengthening our industrial base. Greater Goshen identified the need for a new industrial park a few years ago and began discussing the prospects of establishing a new industrial park. The first goal was to have a local developer take on this task. A local developer took up the challenge and began plans for a new industrial park. The Chamber, City of Goshen, and the Economic Development Corporation of Elkhart County worked together with developers at Hoogenboom Nofziger to secure “Shovel Ready” certification of their new 200-acre industrial park on Goshen’s south side. Certification was received for Waterford Commons Business Park in the fall of 2013. (574) 533-2102 | www.goshen.org
The Greater Goshen Action Plan has four key areas of focus, they are: (1) Identify and promote the positives for business development in the Greater Goshen area; (2) Research best practices that encourage and support Goshen’s economic development efforts; (3) Identify factors that discourage business investment and growth and take corrective action; and (4) Where appropriate, assist with regional economic development issues. The Chamber has been involved in a number of community development activities during this decade. This includes the Downtown Action Agenda, which was written in 2005, resulting in the creation of Downtown Goshen, Inc. The River Race Restoration, which resulted in the clean-up of land on

Lincoln Avenue by the Elkhart River where several new buildings have been built in recent years. The Chamber’s River Race Committee, working with the City’s Redevelopment Commission, brought in Ball State to create a plan for the Race area from Plymouth to Pike. This plan was completed in midSeptember 2005. In 2013 agreements were reached with two developers for the construction of town houses and single family homes along the Mill Race. LaCasa has rehabilitated part of the Hawks Building, creating an Artist & Entrepreneurs Live Work Center which opened in 2015. Plans are currently being made for the remainder of the building.

In the Goshen Area
Elkhart County and Goshen is The Center of It All! for tourism in Northern Indiana. Whether it is visitors to the historic downtown and the quaint shops lining Main Street, to the Old Bag Factory or the Elkhart County 4-H Fair, there are many reasons why tourism is BIG business in Goshen. The Goshen Chamber welcomes thousands of visitors to its website and offices every year. We produce a tourism brochure that is

distributed at rest stops, restaurants and hotels along the toll road and at various locations throughout Indiana. The Chamber has a resource center to display regional tourism information in its lobby visitor’s center. The Goshen Chamber works closely with the Elkhart County Convention and Visitors Bureau. The Goshen Chamber initiated the RV’ers Rally Savings Card that is given to RV groups utilizing the Elkhart County Fair

Grounds. Chamber member businesses sign up to participate in the RV’ers Rally Savings Card by offering discounts or other special incentives. Several thousand people utilize the campgrounds at the fair grounds each year, pumping millions of dollars into the local economy each year.

Small Business Services
The Goshen Chamber of Commerce in partnership with the North Central Indiana Small Business Development Center. We are pleased to offer counseling services to the Goshen community. These services include face-to-face counseling, training, and
improved access to resources to help startup and existing small businesses. Alan D. Steele and his team are available every other week to meet with those seeking assistance with their business ideas.
In addition, the Chamber provides small business counseling services through SCORE Counselors to America’s Small Business.

Advocacy
The Chamber’s Public Policy Committee constantly reviews legislative issues and develops position papers that they share with our elected representatives on issues vital to the business community.
Government legislation and regulation can have a tremendous impact on the ability of business to succeed. Providing roads, water and sewer services, or police and fire protection, competitive tax policy or incentives, safety and environmental regulation, and the list goes on and on. The Chamber works with our elected officials and public employees at all levels of government to ensure that these issues are addressed in a manner that meets the needs of all parties concerned.

Representatives of the Chamber attend Goshen City Council, Planning Commission, and Board of Zoning Appeals meetings. At these meetings the Chamber may present position papers and address issues coming before these bodies. Representatives from the Chamber also go to Indianapolis to represent the business community before the members of the Indiana General Assembly, and visit Washington, D.C. to meet with members of our U.S. Congressional delegation. Each year while the Indiana General Assembly is in session, the Goshen Chamber hosts the Third House Sessions at the Chamber offices. These morning meetings bring area State Legislators together to discuss the issues behind the bills they are hearing in

BEAUTIFY GOSHEN 2020 Beautify Goshen Week May 4-8, 2020
During this week-long event, the community is encouraged to get involved with improving the appearance of their property, plus hundreds of volunteers work on special projects throughout the city. Beautify Goshen week ends with the annual Help-A-House project sponsored by LaCasa. The committee recognizes the efforts of individuals and businesses that take pride in their property and presents a Beautification Award to the most improved property. Individuals and groups also join in the Adopt-A-Spot program to help make sure that certain visible areas in the community are maintained on a regular basis.
Help-A-House Saturday, May 9, 2020 The Goshen Chamber was a leader in the push for passage of the Neighborhood Preservation Code back in 2001. In an effort to not only talk about the need to improve the appearance of the community, the Chamber formed the Beautify Goshen Committee and charged it with creating a plan of action to assist in meeting the goals of the newly adopted ordinance. The mission of “Beautify Goshen� is to organize and promote community pride in the appearance of property as we work together to improve the quality of life in Goshen.
In a survey of Chamber members, 80% said that the appearance of the community has improved as a result of the Neighborhood Preservation Ordinance and the efforts of the Chamber, the City of Goshen, and other groups. OF THE ECONOMY A Monthly Look at the Economy Around the World and Around Goshen What’s the best way to stay informed about the movement in the local and the global economy? Attend the Chamber’s Sound of the Economy program. Presented for one day each month, the program offers a baseline global economic forecast of information from a variety of sources. Each month, members attend the sessions of Sound of the Economy to hear the latest forecast! After listening to the national forecast, the attendees give informal reports about their business or offer their opinion about the forecast, thus giving a local perspective of the economy. Sound of the Economy has been held at the Goshen Chamber of Commerce since April 2001, but has been presented in the Goshen community for over 48 years. Former retailer and banker Larry

McAdam began inviting downtown merchants and business leaders to the boardroom of the First National Bank in 1971 to hear the economic forecast and to discuss the forecast’s implications for Goshen business. The program started with 10 people and former Goshen College economics professor, Karl Kreider, hardware owner Bill Mays and investment advisor Frank Martin who all served as discussion leaders. Currently, the program is chaired by Vince Turner from MutualBank. Mr. Turner facilitates the discussion in the roundtable format. This special program is made possible by the generous contributions of over 50 Chamber members.

It’s clear: To attract and retain businesses in Goshen, the community needs to have welltrained, highly skilled workers for the jobs of the future. The Goshen Chamber of Commerce, along with Goshen Community Schools, Fairfield Community Schools, Bethany Christian Schools, St. John the Evangelist Catholic School, Clinton Christian School and Goshen College lead the way to Champion our Community’s Business Future. The Goshen Chamber of Commerce Board of Directors recognizes a direct link between educating our community’s young people and developing a workforce ready with 21st Century skills for tomorrow’s jobs in Goshen. With the help of many Chamber members and their businesses throughout Goshen, the Chamber is there to support all schools in Goshen. The Goshen High School has the International Baccalaureate Diploma program. The International Baccalaureate (IB) Diploma Program is a demanding, two-year program of curriculum and service that meets the needs of highly motivated secondary students. The Diploma Program offers a comprehensive and integrated approach to learning that prepares students for rigorous assessments 30
in six subject areas during grades 11 and 12. Students must also complete a minimum of 150 hours in Creativity, Action, and Service activities, a 4,000-word essay of original research, and a Theory of Knowledge course. The International Baccalaureate Organization (IBO) awards its diploma to students who perform successfully on the six external examinations and fulfill all other requirements of the program at an authorized IB world school. It is recognized as the highest diploma currently offered by any high school in the world. Bethany Christian Schools is fully accredited by the Indiana Department of Education, North Center Association of AdvancEd, and Mennonite Education Agency. Bethany provides an education that prepares graduates for life skills beyond high school. Following graduation, 90% go to college or technical schools with 10% choosing employment or voluntary service programs. Bethany Christian Schools has 4th grade to 12th grade. St. John the Evangelist Catholic School has provided a challenging curriculum and a place for children to strengthen their relationship with God, as they strive to be lifelong learners. Their focus on Faith and Academics makes this a truly special place where students can soar spiritually, morally, and intellectually. St. John’s teaches the Indiana State Standards for all academic subject areas. St. John’s has Pre-K thru 5th grade. Fairfield Community Schools is in the southeastern portion of Elkhart County in north central Indiana. Human Resource Professionals Sharing Best Practices
HUMAN RESOURCES NETWORK
The Goshen Human Resources Network (GHRN) exists to help those individuals with HR responsibilities at Goshen area businesses. This could range from the business owner to an HR staff person. Members of the GHRN will be able to stay current on compliance and legal issues through networking and educational programs. Members also build a local network with others with similar responsibilities. The Goshen HR Network meets the first Thursday of each month at noon at the Goshen Chamber of Commerce; meetings last one hour unless otherwise agreed to and there is a $10 lunch charge. There is typically no meeting in July. Members are emailed notices about the meetings at least one week prior.
Members of the GHRN must have professional or business responsibility in human resources management or administration. Their employer must be a member of the Goshen Chamber of Commerce. Applications for membership will be reviewed by the Leadership Team. An applicant (or member) may be denied membership in the Network if they present a conflict of interest to the Network’s purpose. GHRN annually offers special workshops for members, as well as those with supervisory responsibility. Annually, Chamber members participate in our golf outing to network with one another and support the Chamber financially. In August, the Chamber rolls out the red carpet for our members to enjoy our Annual Golf Outing. Golfers of all skill levels enjoy a day of fun at Maplecrest Country Club in Goshen. Nearly 300 golf enthusiasts come together for tournaments on the course at Maplecrest. With the golf, Chamber members are treated to lunch between rounds and an hors d’oeuvres reception following the day of play. There are opportunities for one lucky golfer to pick up a brand new car from the Goshen Auto Dealers for a hole in one.

Here is how we do that: Advocacy: Because we represent over 470 businesses, the Goshen Chamber is recognized as the voice of the Goshen business community with our elected representatives from Goshen to Washington, D.C. We work to support a business friendly environment. Business Development: The Goshen Chamber promotes its members through a printed membership directory distributed to every Goshen address in December, with our on-line directory at goshen.org, and references for people calling or walking into the Chamber office. Economic Development: Through our Greater Goshen Association and our relationship with the City of Goshen and the Economic Development Corporation of Elkhart County, we work to make

sure that Goshen is ready for economic development opportunities. Business Assistance: The Chamber offers business counseling services through the support of the Indiana Small Business Development Center and SCORE. These services are offered at no cost for persons looking to start a business, looking to expand, or facing issues and looking for answers. There are many ways that Chamber members support the work of the Goshen Chamber of Commerce. First, and most importantly, businesses make a decision to join the premier business organization in the community. The Chamber has a set investment schedule, one that has been developed over time and is designed to be a fair and equitable way of raising the funds necessary to meet the goals and objectives for these organizations. During the course of the year, many Chamber members have identified various Chamber programs that they would like to have their business associated with, and they become sponsors of these events. From the Annual Meeting to our Fall Golf Outing and Spare Time with the Chamber Bowling Outing or from the popular “Wake-Up, Goshen!� program to Founder’s Day, our members step to the table by providing additional funding through sponsorships so that these programs can be more beneficial to them and our members.

The strength of this is that these dollars are not designated to a particular program but provide funds that allow the Chamber to better address the issues that have been identified by the membership and included in the annual work plan.
