Breakfast Brief WILL THE U.S.-CHINA TRADE WAR END THIS MONTH? (Feb 4, 2019) Grain markets this morning are mostly lower as the market digests no trade war talks this week, albeit is getting some fresh USDA data for the first time since mid-December!

The recent cold snap across the province has been a concern for humans and livestock. Barry Yaremcio, beef and forage specialist at the Alberta Ag-Info Centre, looks at ways to lessen the stress on cattle created by cold temperatures. Yaremcio says to start by adjusting rations to meet requirements, as there is a limit to the amount of heat cattle can produce by digesting feed. “You can’t just let them pick extra hay or pick straw off the bedding pack to make up the intake differential. Straw is a low protein, high fibre, low energy feed that takes a long time for the animals to digest. If they eat extra straw, the total protein content in the ration goes down, and bacteria can’t digest the fibre. In reality, their feed intake in reality may drop two, three or four pounds a day, and you’re just going backwards by letting them have the extra straw.” “I am referring specifically to cattle, but these principles apply to other animals staying outside right now,” he says. “Cattle can stay warm down to -20 C without wind chill, and the heat from digestion when they consume their feed will keep them warm.” It is a natural response for animals to eat more feed when it gets cold. Provide extra hay or silage but extra grain is needed as well. Feed intake changes when the temperature drops below -20 C. “At -30 C, increase grain intake by an extra two lb. of grain per head per day over and above what was previously being fed at -20 C. If temperatures drop to -40 C, four lb. of extra grain per head per day needs to be added,” says Yaremcio. Thin animals get colder faster than those that are in good shape, as they do not have the fat layer that provides insulation. “That four lb. of additional grain during the cold weather might have to be stepped up to six or seven lb. to maintain their body weight or

This Friday, we’ll finally get a WASDE report from the USDA but we’re still waiting on some export sales and shipments from the past few weeks. That being said, the government could easily shut down again on February 15th once the three-week spending bill expires and we’re back to a figurative black screen of nothingness in terms of export activity. In the meantime, worth commenting on is the fact that soybean prices saw their best prices since June thanks to newly-announced sales to China (more on this later). One thing that’s a little bullish in the canola camp is some recent estimates from Strategie Grains for European rapeseed production. The firm is currently pegging the 2019/20 EU rapeseed harvest at 22.2 MMT, basically flat from 2018/19. This, despite the seeded area is expected to drop 11.5% year-over-year to 15M acres. So, if production is flat, why is this bullish? Quite simply, if there are fewer acres planted, then it’s less area to make up for the poor conditions in other regions. Switching back to some of macro factors, the Wall Street Journal is reporting that oil being transported via trains in the U.S. is starting to pick up again thanks to shipments from Canada. This is a result of delays in construction (let alone approval) for a few pipeline projects, namely TransMountain and Keystone XL. The most recently available data from the EIA for October 2018 suggests that an average of 718,000 barrels of crude was transported on U.S. railroads every day! This is up 88% year-over-year, albeit still below the peak of oil-by-rail in the U.S. of 1.1M barrels per day in October 2014. The economics don’t support this process though. According to energy investment bank Tudor Pickering Hotl& Co, it costs, about $20 USD / barrel to send oil by railroad from Canada to the U.S. Gulf Coast, versus $12.50 via a pipeline. Often, this railroad price can be higher as many companies don’t like to sign long-term contracts with the likes of CP and CN, given the volatility of Canadian regulation and oil prices themselves. Sidenote: CP Railway posted a record profit in 4Q2018. CN Rail also recently beat analyst expectations for the 4Q2018 with some surprising profits on more oil movement in the quarter. I shouldn’t bias you completely though as CN is also forecasting to move a record amount of grain for the 2018/19 crop year. Moreover, the blame shouldn’t be laid on the railroads here for doing well and making money – they’re just playing the game in front of them (a game that doesn’t involve pipelines!). Wheat Prices Grinding Higher Last Monday I talked about how wheat prices were finding more strength and that trend continued last week, as the complex continued to inch higher. SovEcon recently raised its estimate for the 2019/20 wheat harvest in Russia to 80 MMT. This is a stark contrast to the 67 MMT that was forecasted by the Russian Ministry of Agriculture just a few days ago! The research agency says that good weather this winter, accompanied by a lot of snow cover, has helped production potential. SovEcon also mentioned last week that available wheat stocks in Russia are now sitting at 21.7 MMT, down 27% year-over-year. This is attributed to the smaller 2018/19 wheat harvest in Russia and the aggressive pace of wheat exports that I talked about last week. That being said, SovEcon is expecting the depletion of available wheat stocks to slow as they’re seeing this pace of wheat exports out of Russia slow as prices are starting to climb and become less attractive to international buyers. On that note, Egypt’s most recent purchase of wheat did not include anything from Russia. The GASC instead bought 360,000 MT, split evenly between France and Romania-origin. The average delivered price paid was nearly $263 USD / MT, or $7.15 USD and $9.35 CAD per bushel if converting metric tonnes to bushels. Coming back to the Black Sea, Ukraine has done a pretty healthy job of shipping grain from their record harvest this past year. Through Feb 1st, Ukraine has shipped out 23.7 MMT of all grains from their 70.1 MMT collected by their farmers. These shipments include 11.4 MMT of corn, 9.6 MMT of wheat, and 2.7 MMT of barley. Specific to wheat, we know that Ukraine is getting precariously close to the export cap set by the government earlier this crop season. The closer we get to that limit, there could be some more fireworks for wheat prices. Finally, tomorrow morning at 8:30AM EST, we’ll get an inventory report from Statistics Canada for available grain supplies as of December 31st, 2018. The market’s average guesstimate heading into the report is for 23.4 MMT of wheat (-1% YoY) and 14.7 MMT of canola (+6% YoY). Trade War Compromise Still Seems Unlikely Over the weekend, China’s two state grain buyers, Sinograin and COFCO, each announced that they had bought more than 1 MMT of American soybeans. They continue to use it as a sign of goodwill towards the ongoing trade war negotiations, which are supposed to continue in China in the next week or two. Nothing is really going on this week as it relates to the trade war though as this week is Chinese New Year and not much business is being done. U.S. President Trump says that he’s optimistic on finding a deal before the tariff truce expires at the end of this month. At this point though, I am less optimistic. I was wrong back in April thinking that President Trump would try and compromise with the Chinese to end the trade war. Thus, my thinking has evolved to that he’s very unlikely to cave in this round of negotiations. My gut says that these sort of soybean purchases by China’s state grain-buying agencies will only support his domestic narrative that he’s trying to get a better deal for American farmers. On the flipside, I think President Trump is telling his U.S. trade negotiators to tell their Chinese counterparts that they’re going to have to do a lot more than a few million tonnes of soybeans. Trump is focusing on closing the trade deficit and IP, and from the information I’m reading from a variety of sources, the Chinese still aren’t giving up enough. Thus, I’m led to conclude that without significantly more concessions from China in the next 4 weeks, Trump will implement a 25% import tariff on the remaining $200 Billion of Chinese goods not yet taxed. While my position could change before the end of February, this is what I’m seeing today in this whole trade war debacle. Have a great week!

If the manure looks normal, you can see that your ration is providing an adequate amount of protein.” He adds that providing shelter behind a wind fence and providing a lot of bedding helps reduce the amount of energy needed for an animal to keep warm. If possible, move the thinnest animals into a barn to protect them from the weather. “A cow laying on snow could potentially lose 25 per cent of her body heat, especially if that snow is wet or dirty.” The implications of not lessening the stress from cold temperatures could compromise the animals, says Yaremcio. “During cold weather, cows can lose anywhere between one to three pounds a day. If the cow is losing weight in the last trimester of pregnancy, it is possible there will be more calving difficulties because the cow’s muscles are not as strong as they should be. Nutrient requirements for a lactating cow increase by 25 per cent compared to one in late pregnancy. That is when the large weight losses can occur.” “Colostrum quantity – and possibly quality - will be compromised if the cow is losing weight prior to calving. The calf may not be as healthy, and get up rapidly after birth if the cow has lost weight in the cold weather. You could have a little more problems with disease. A cow with very little fat reserve will not be able to produce as much milk as one that is in good condition. The growth rate of the calf is probably going to be reduced as well. Long term, if that cow stays skinny all the way through lactation, it can reduce reproductive efficiency by 20 to 30 per cent.” For more information, contact the Alberta Ag-Info Centre at 310FARM (3276).

In search of an accurate weather forecast Private firms also have the ability to deviate from the public forecast models, giving greater or lesser weight to specific parameters. “It’s important to realize that each weather service isn’t reinventing the wheel,” says Bruce Burnett, director of weather and markets for Glacier FarmMedia. For years, Burnett monitored global weather and markets for the Canadian Wheat Board. “There are a lot of forecasts, but not a lot of clarity of where the information is sourced.” Andy Nadler of Peak HydroMet Solutions agrees that most people are unaware of how weather forecasts are formulated. “Many private forecasters provide forecasts for a smaller geographic area, but this granular forecast may or may not be more accurate,” says Nadler, who supplies weather and climate-related services to a number of agricultural companies. Which forecast is best? Nadler and Burnett also agree that forecasts overall are getting better, but neither can provide a definitive answer on which forecast is the most accurate. “How do you measure accuracy?” Nadler asks, rhetorically. He notes that forecasts tend to converge as the time draws closer. Forecasters might have widely varying predictions for Day 7 of a seven-day forecast, but they are likely to be in reasonable agreement by the time Day 7 is tomorrow. “We claim 95 per cent accuracy for Day 1 of our forecast period,” notes meteorologist Terri Lang of Environment and Climate Change Canada. “However, people tend to remember the five per cent when we don’t get it right.” For the first two days of an Environment Canada forecast, there’s some human element massaging the prediction that comes from the supercomputer modelling. Past two days, the model information without any adjustments forms the forecast.

Lang doesn’t believe there’s a great deal of latitude to improve computer modelling. At some point, extra data just becomes information overload, even for supercomputers. However, she is enthusiastic about the upgrades coming to weather radar stations across the country. No one can accurately predict the path of summer thunderstorms, but with weather radar everyone can watch thunderstorm development and tracking in real time. It has become a valuable tool for producers and will only get better as new radar stations come on stream.

Canada is a nation obsessed by weather, with farmers and ranchers perhaps the most obsessed of all. Many of us wouldn’t know how to start a conversation if it wasn’t for the weather. You look at the weather app on your phone and see a prediction for 20 to 25 millimetres of rain on Thursday. Good, you think, the rain is timely and badly needed. However, your spouse heard on the local radio station that Thursday has only a 60 per cent chance of showers. Meanwhile, your neighbour who subscribes to a farm weather forecast service says the outlook for Thursday calls for no precipitation at all. Which forecast is most accurate? How are these forecasts even derived? Big weather models drive forecasts Some weather services just regurgitate forecast information that mirrors the public system. They don’t necessarily employ any meteorologists. On the other hand, numerous private weather services such as The Weather Network andWorld Weather Inc. have their own meteorologists and generate their own forecasts. However, it’s important to note that the basis for their work is the publicly funded weather forecast bodies that employ huge, expensive supercomputers to perform forecast modelling. Each monitors what the other is doing and each model has its strengths and weaknesses. From the publicly available information, meteorologists from private weather firms may add their own interpretations. Sometimes this involves localizing the available information or customizing it to be more user friendly for a particular interest group such as agriculture.

“Feed the hay on that ground in an effort to feed nutrients and have some animal impact by spreading manure, urine and whatever residue is left over from the hay itself to feed the biology in the soil,” Hart says. He tries to be strategic with his bale grazing and use a different pasture every winter, so he can spread the benefit over time to as many pastures as possible. “We set out enough hay for the cows for three to four days at a time, so they’ll concentrate manure in that location with the hope of stimulating enough biological activity in that ground,” Hart says. “The long-range goal is to build the soil up.” He says it’s important to manage the space so manure spreads evenly. When producers feel they have the needed coverage, they can move the cattle on to the next plot. Soil testing for nutrient accuracy Sean McGrath is the owner of Round Rock Ranching near Vermillion, Alta. He keeps a sharp eye on his pastures year-round and that includes soil testing. McGrath says this allows them to identify pasture areas that may be overlooked. “It lets us put the nutrients into places that they need to, such as the top of hills,” McGrath says. He says he also likes to keep track of the amount of pasture litter on the ground, as it helps protect the soil. Pasture litter is the plant material that dies and falls over at the end of the growing season and eventually decomposes into the soil. McGrath recommends farmers map out a summer plan during the winter months to ensure the pastures remain healthy. He says he’ll often determine what group of cows will be moved where, and when, and what fencing needs to be put in place. Bottom line Help pastures reach their full nutritional potential by planning grazing ahead of time, soil test for areas that need extra nutrients and be strategic when planning bale grazing, utilizing the livestock to add nutrients to the soil. -Craig Lester

Was your farm profitable last year? A good ROI? “You will have a better understanding of what your breakeven points are and when you can take a profit. This knowledge will direct your marketing plans, and your adoption of risk management tools to protect that profit. If you are currently operating as a corporation, the financial statements generated will include an accrued income statement.” Items that will affect the calculations are year-end numbers for inventories of livestock, crops for sale, feed on hand, purchased supplies, accounts receivable, accounts payable and accrued interest. Dyck says that now is the time to collect those numbers. “Most farmers will have these numbers available either from the year-end statement that they provide to their banker or accountant or from their annual AgriStability returns.” The only number that may not be readily available is the accrued interest at year-end, so he says that number can be requested or calculated at this time. “Producers need to have the required numbers for the beginning of the year and end of the year for the accrual adjustments to be calculated properly for any given year. 2018 year-end numbers become 2019 beginning year numbers. Ask your accountant or business advisor to assist you in accruing your cash statement.” Depreciation is the tricky one,

says Dyck. “Income tax returns may have capital cost allowance (CCA) numbers, but those can be quite different from the actual depreciation numbers that should be charged as a business expense. For the historical accrued net farm income numbers to be meaningful, depreciation amounts must reflect true depreciation of the assets used to generate an income. This may be close to 16 per cent for your equipment line and two to four per cent for your grain and machinery storage. If you are in an intensified livestock operation, depreciation on building and equipment could be higher.”

Now is a good time to gather information to convert cash statements to accrual income and expenses statements. Dean Dyck, farm business management specialist at the Alberta Ag-Info Centre, looks at how to check for farm profitability. “The majority of farms still report their incomes and expenses on a cash basis via their annual income tax returns with the goal of avoiding or postponing income tax,” explains Dyck. “Very few actually have an accurate accrual statement prepared to give them a true picture of profitability, and if their farm made a profit.” Dyck adds that the goal, after all, is to make a profit. “Accruing your income and expense statement also gives you the information so that you can drill down and really know your cost of production. It allows you to reflect on those decisions you made during the last cropping season, and to see if they generated a profit.” “With the right information you can convert those cash statements to accrual,” he says. “This will give you a true picture of income and expense for your farm and if you made a profit. This information is invaluable in developing your projected income statements and marketing plan for 2019. It will allow you to make better decisions into the future and fully understand your cost of production.”

Preparing your foal for life will only extend it It won’t be long before the foals start being born and some are already here. Many owners in some parts of the horse industry try to foal Jan.1st. Foals can get an injury and being able to catch, lead, load, pick up feet are all things they are capable of learning in the first 2 weeks after birth. Foals are untouched by human hands and are a clean slate with only what mother nature has given them. What will you create? What can we do to prepare our foals for their lives? The best thing I know is to have our mares prepared - friendly, easy to handle and easy to catch. If our mares come to us for a rub and a scratch the foal very quickly recognizes what mom is telling them and half the job is done for us. It will be easy for the foals to get curious and actually come to you. Whatever part of their body they present you can use that and slowly begin to rub more and more of the foal. If for instance you had the mare haltered and gave her some oats and sat and watched her eat the foal would likely come up to you and start to smell and nibble you. From here you can start the process of getting your hands on every part of the foal. We need, of course, to be

able to be touch all over their entire bodies as they enjoy the touch. If they don’t get scared it doesn’t take very long to get this accomplished. I also like to rub them with a flag and wave it around as well as throwing ropes over and around their entire body. Teach them not to be scared of noise and movement. Now just touching and rubbing these foals can make them disrespectful, so we also need to be able to move their feet. For that it’s best to get a halter on them. If you have done your homework well, (i.e. rubbing all of the horse) then it’s time to rub them with the halter. Then putting the halter on will be easy as well. However, the restriction of it will likely worry them so be in a small pen so you can let the rope slide through your hands without loosing them if they get scared. But, and this is a big but, make sure there is a little bit of tension on the rope that you will want your foal to feel and learn to come off that pressure. “Follow a feel”. It doesn’t require much tension, help them find the answer, be patient and wait. The more pressure it takes the more likely the foal has gotten scared somewhere along the line. If they have confidence they learn very quickly without much fuss to follow the feel on the rope. Another method I’ve used is to lead the mare in front of the foal. Have the foal follow their mom, making sure you put some feel on the rope of the foal then step the mare ahead. Progress slowly to where you can step the foal to the side then straight forward, each time the foal steps forward allow him to put slack in the rope. See if just by lifting the lead line draped over your finger the foal will follow. Now is a good time to ask them to back up as well with the lead and/or your hand over the bridge of their nose. It takes much less pressure than most will use to have them following. Next you can lead them over poles, tarps, through things on the ground. During this time stop periodically and rub a leg and gently ask them to take the weight off. Then try another leg until you’ve taught him to lift a hoof and balance on the other 3 legs. You’re ready now for trailer loading. Back your trailer so the tires are in a dip or the back of your trailer into a small rise so the step up is less. Get momma again and lead her in the trailer and have junior on a line following. He can step in and out as many times as necessary to become comfortable loading and unloading.

Stepping in with one foot and then back out is all good training for unloading and loading so don’t be in a rush to get them in. A horse that loads scared is not what you want. Take the time to let them figure it out and be relaxed about it. If the mare isn’t good with trailering and is dancing around making all kinds of noise in the trailer then you’re better off leaving her outside close by so the foal isn’t worried about where mom is. So to recap: Step 1 Have a mare that is prepared so she can do half the job. Step 2 Get your hands on the foal all over the foal and prepare him for haltering. Step 3 Rub it with the halter, put it on and off many times. Step 4 Be ready - the feel of restriction can worry them. Let the rope slide with minimal tension. Step 5 Teach them to put slack in the rope, how to relieve the tension, follow a feel -forward and backward. Step 6 Rub them all over with a flag and ropes, get them confident with noise and movement. Step 7Lead them over things, poles, tarps in a building, through a doorway. Step 8 Teach them to pickup their feet and balance on the other 3 legs. Step 9 Time for the trailer. Make the step up low to begin with. If you accomplish these steps your foal is well prepared for life and also the chances of them getting injured will be much less because you will have taught them to think more, react less. Calving Season Tips & Tricks: Obstetrics and Prolapses By Dr. Christa Harder Calving season is officially here for 2019 and with it comes the joy of new birth as well as the challenges of potentially difficult calvings and prolapses. In this article I’m going to go through a few tips for when intervention is required and what to do if you need to assist. The majority of cows will deliver their calf on their own in a short period of time. However, when the first stage of labor has been going on for more than 6 hours, i.e. the cow is restless, showing maternal behavior or tail kinked sideways it could mean that she has a uterine torsion, or a breech calf (only the bum is presenting) in which case no feet will show from the vulva and you should call your vet. Stage two labour is defined as the first appearance of the water bag, to when the calf is delivered. In a normal cow this usually occurs within 2 hours – if no progress has occurred in this time frame, she should be examined. At this point ideally one puts the cow in a maternity pen or squeeze to work on safely. Be patient and careful when handling cattle during labour. Even the nicest cow on a normal day can turn aggressive when she is moved; hormones are sky rocketing and she is uncomfortable. Once the cow is restrained wash her vulva with soap and warm water then put on long obstetrical gloves. Enter the vulva and advance to where you feel the calf. Normally, you will find 2 front legs and a head. You can put calving chains on both front legs and remember to place the first loop above the calf’s fetlock (ankle joint), then make a half hitch in the chain and place it below the fetlock. This will reduce the risk of fracturing the calf’s leg when you are pulling. When deciding how hard to pull use the 275 lbs rule of thumb (when the cervix is completely dilated). 275lbs is roughly the pulling capacity of one large strong person, or two smaller people. You should be able to pull the calf’s shoulders into the pelvis by hand. The knees should be visible, without slipping back in once you have let the tension go. If you achieve this you should be able to pull the calf by hand or with a calf jack. Being a smaller person myself, I find the use of calf jack incredibly helpful but use it carefully and with respect. When pulling the calf don’t rush, pull when the cow pushes. If the calf is coming normal presentation and you cannot engage it this far or the legs are crossed and the head will not engage into the pelvis a c-section will likely be required. If the calf gets hip locked when it is three quarters of the way out try rotating the calf in order to

give you a bit more space between the calf’s pelvis and the cow’s pelvis. If the calf is quite dry or tight apply lubricant around the calf to allow it to slide easier. Tangled legs may also happen with twins or a weirdly positioned calf so try and identify if you have front or back legs and make sure they are from the same animal before you start pulling. Once the calf if out; if it’s been a tough pull and is having difficulty breathing put it in calf recovery position (upright on its chest (sternal) with its

clinic for these cases. If the uterus can be replaced quickly and it is not damaged most cows will have a good prognosis. Delivering calves can be a very rewarding experience and your intervention can often save lives. Stock your calving supplies before the season starts, keep your barn/handling facility clean and be ready to assist. Have you vet’s phone number handy and keep your trailer ready/cleared out of the snow bank. Occasionally a cow will prolapse their uterus post calving typically following a difficult calving though it can happen when they calve on a downward slope or if they are an overweight/unfit cow. A uterine prolapse will only happen post calving in comparison to a vaginal prolapse that will most commonly happen before calving. The uterus appears as a large fleshy red mass with the buttons (or cotelydons) attached to the outside. It is very important not to move the cow very much after this happens since movement will often result in tearing of the tissue or the uterine artery. Call the vet out to your farm rather than hauling into the

Crop varieties factsheets now available Three crop varieties factsheets have been published to help producers make sound decisions when deciding which varieties to grow. “The factsheet Varieties of cereal and oilseed crops for Alberta provides information on cereal and oilseed variety performance within Alberta and northeastern British Columbia,” says Alex Fedko, crop research technologist with Alberta Agriculture and Forestry. “Important agronomic characteristics and disease resistance information are provided for varieties of wheat, barley, oat, rye, triticale, flax and canola.” Varieties of pulse crops for Alberta provides information on pulse variety performance within Alberta and northeastern British Columbia. Important agronomic

characteristics and disease resistance information are provided for varieties of field pea, chickpea, lentil, faba bean, dry bean and soybean. “An important component of the annual feed supply for Alberta’s cattle producers comes in the form of silage, green feed and swath grazing,” says Fedko. “As evidenced in Silage varieties for Alberta, the selection of varieties that produce the highest forage yield and/or nutritional quality becomes increasingly important.” View a listing of all the crops publications here. The fact is you need to look beyond herbicides for weed control Herbicides are not the silver bullet, magic solution to weed problems they once were. New remedies are being sought as herbicides run into all sorts of hurdles. In the “good old days,” life seemed simpler. You just got advice about what herbicide or tank mix of herbicides to use to control a set list of weeds in a particular crop. Resistance grows over time These days, weed populations are becoming increasingly resistant to certain chemistries and replacement herbicides don’t always exist. What’s more, few new chemistries are in development. On top of that, maximum residue limits, or MRLs, are not always in place or standardized in importing nations. This is also limiting a

producer’s options. The KeepingItClean.ca website has been established to help producers sort through the maze of what is and isn’t allowed. Take the example of the weed kochia in a lentil crop that’s nearing harvest. In the past, a producer may have applied glyphosate to kill the weeds and start them drying down to make combining easier. But in recent years, a growing percentage of the big Christmas tree-shaped weeds are resistant to glyphosate. Tank mix partners are available for glyphosate to overcome the resistance issue, but these chemistries may or may not have MRLs established in the countries buying the lentils. Beyond that, glyphosate

is under constant attack by activists. Some buyers want to avoid any glyphosate residue, no matter what regulations allow. Using integrated strategies Tillage has drawbacks, but new tillage options are being developed including cultivation between crop rows aided by special cameras and software. More attention is being paid to limiting the return of weed seeds to the soil. The Australian-developed Harrington Seed Destructor is being evaluated in Canada, and other methods are being explored for destroying weed seeds as they exit the combine.

Agronomics are another important tool. Crop rotation, heavier seeding rates, narrower seed rows, intercropping and cover crops can all help crops compete with weeds. None of these alternatives is a solution by itself. There is no single answer to replacing herbicides. However, there are lessons to be learned from organic producers who have always had to use other strategies. As producers, we need to adjust our mindset. This means using herbicides more wisely while also exploring other avenues for weed control. From an AgriSuccess article (January 2019) by Kevin Hursh.

Top economic trends of 2019: plateauing net farm income What do you anticipate is coming in 2019? This is the last in our January series of five blog posts examining the top economic trends likely to affect Canadian agri-food this year. StatsCan reported cash receipts as falling 1.6% year-over-year for the first nine months of 2018. Greater price instability in red meat sectors and some crops occurred in 2018, and generally higher input costs as well: the Farm Input Price Index was up 2.8% in Q1 2018 over Q1 2017 and was even higher in Q2 2018 over Q2 2017. What can we expect for 2019? Red meat production has a little upside and prices are uncertain. We expect strong growth for poultry but lower production growth for dairy, and both are likely to see

prices slightly increasing. Production issues in 2018 (wet harvest, DON, etc.) are going to weigh on crop receipts in 2019. We also think expenses are going to continue climbing, but at a more moderate pace than 2018. Net cash income could be pressured, or at least plateau. Wildcards Interest rates, oil and the Canadian dollar As we go to press with this post, markets believe the Bank of Canada will find it difficult to raise its overnight rate in 2019 given current economic conditions. If rates rise, they’re expected to do so only in the second half of the year. And, if that happens, they’ll introduce higher borrowing costs that could pinch cash flow and possibly

strengthen the loonie against the U.S. dollar. We expect the Canadian dollar to average US$0.75 throughout 2019, but any unexpected shifts in either oil prices or interest rates has the potential to change that. U.S.-China trade tensions’ ripple effects The lack of resolution to ongoing trade tensions could keep commodity prices depressed this year. With tariffs on U.S. exports comes opportunity to fill gaps in export markets, but there’s probably more downside risk likely. With the dispute between China and the U.S. unresolved, an economic slowdown across global markets is almost certain – and that could weaken demand for both ag commodities and food in 2019. Growth in the world economy may slow in 2019. The Bank of Canada projects real GDP to grow by 3.4%, down from the 2018 growth of 3.7%. That can translate into fewer buyers across the world. In a year when prices won’t drive revenue growth, the only chance to

support income is volume of sales, and lots of it. A slowing economy could threaten that. Weather: always a wildcard It will be important to monitor weather conditions in India, South America, Europe and Baltic Sea regions as their production happens in 2019. An El Niño event in 2019 isn’t officially declared yet, but current conditions could impact ag production in Australia, South America and Canada, especially if it continues past March. What’s the bottom line? Plateauing net income could result in a slowdown in the growth of farmland values, but given the tremendous growth we have seen in recent years, net cash income can pause in 2019 without causing too much disruption. Now is the time to apply for Alberta Agriculture and Forestry’s Summer Farm Employment Program. This program gives Alberta’s youth the opportunity to gain farm work experience and provides wage support to farmers. Successful applicants will receive a maximum grant of $500 per month for July and August. This grant will be paid to the employer. Employers must own or rent a farming operation in Alberta and work must be directly related to the farming operation. Daily supervision must be provided. The employer must provide safe working conditions and ensure their employee receives appropriate safety training. Employees must be residents of Alberta, and be between 16 and 24 years of age as of July 1, 2019. They must not be working full-time any-

where else or attending school while participating in this program. Applications are processed on a first-come, first-serve basis and will be accepted until all program funds are committed or May 31, 2019 - whichever comes first. Any applications received after this date will not be processed unless funding is available. The durum price grind keeps going Tunisia recently bought 100,000 tonnes of durum for the last half of February to first half of March shipment at an average price of US$295 per tonne. These are to be done in 25,000-tonne parcels, which means if Canada participated, execution

would need to be done direct from St. Lawrence Seaway. Tunisia buys a No. 3 Canada Western amber durum grade but with minimum 70 per cent hard vitreous kernel. At the time, the purchase would have backed off into a generic Saskatchewan elevator at around $6.25 per bushel.

Durum trends This is symptomatic of the ongoing trend on several fronts, such as consecutive years of high price and inferior quality changing importer buying behaviour. It’s now one of having access to more import choices, in part because other competitor supply became available. The Canadian Grain Commission export statistics show that between Aug. 1, 2018, and Jan. 20, 2019, Canada durum exports are 1.7 million tonnes, down 150,000 tonnes from year-ago speed. It’s also a sign that consecutive high-quality crops add to milling supply. This enables more price-sensitive importers to buy high quality as a go-to choice to blend down to desired consumptive specification. As well, normal yields and 6.2 million 2018 seeded acres in Canada, fourth highest ever, is a bit much. Finally, a perception exists that Canada durum ending stocks will be just over two million tonnes, the highest in the past decade. No quick solution There is no quick resolution other than 2019 adversity, yet if the world keeps producing solid yield and above-average quality, the grind shall most likely extend for another year. However, consider the following: • spring wheat is higher priced and a talked-about preferred planting choice • stronger pulse prices are at incremental risk of displacing more durum area • durum is a competitive feed choice in Southern Alberta (20 per cent of Canada production is located there) • stronger likelihood that consecutive high-quality harvests do not replicate • it’s doubtful that Algeria and Italy remain as deeply demand-lethargic as today. With that in mind, it would not take much for high-quality durum to be higher priced in a year. Is that a guaranteed outcome? No, because facts don’t support it today. When we look at what needs to happen to achieve various price outcomes compared to today’s attitude and price, more what-if variations side with a firmer price bias. It must start with North America achieving a sufficient seeded acreage slash. Bottom line High quality and strong durum wheat yields around the globe combine to create a price grind. Livestock gene editing focuses on real-world applications “Traits like disease resistance, reduced environmental impact, faster growth and higher quality meat are only the beginning. The potential is enormous.” Gene editing for dairy cows without horns Some of the highest profile, practical research for gene editing in livestock comes from the United States, involving genetically hornless cattle. There, researcher Dan Carlson, whose father was a livestock producer and struggled practically and ethically with dehorning, successfully edited out the gene that causes dairy cows to grow horns. Carlson’s effort produced two cows, one of which went on to produce six horn-free calves. The technology has been widely lauded for its animal welfare implications.

Hornless dairy cattle efforts now have a distinctly Canadian angle. In May, Semex announced a new partnership with Recombinetics, a U.S. company dedicated to producing gene-edited animals for biomedical and food production purposes, to implement a precision breeding program to develop hornless dairy cattle genetics. As Recombinetics notes, dairy farmers prefer hornless (polled) cattle. But traditional breeding for this trait, more commonly found in certain breeds of beef cattle, is inefficient and reduces productivity. The alliance’s objective is to seamlessly integrate the polled trait into high-merit dairy genetics through precision breeding. “By eliminating the need to dehorn, we eliminate the stress and health concerns associated with the procedure,” says FrancoisXavier Grand, corporate veterinarian for Semex. “This benefits the cattle, the farmers and consumers who value animal health and wellbeing.” Gene editing to produce hornless dairy cattle has been praised for its animal welfare implications. Are we ready? Hogs with genetic resistance to PRRS Last summer, researchers at an animal science institute in Beijing, China, produced a hog with resis-

tance to PRRS, porcine reproductive and respiratory syndrome, one of the industry’s most challenging diseases. University of Guelph biotechnologist Julang Li and her research team were involved in the cellular research that produced the hog. She says the key was to edit a single protein receptor on the cell surface, through which the PRRS virus enters a cell and goes on to wreak havoc. Editing that receptor closes the door to the virus and denies it entry to the cell. In that way, infection is prevented. “Just blocking that little part of the cell structure makes all the difference,” Li says. “It’s quite exciting.” In some cases, researchers also try to develop a vaccine against a virus. But ultimately, the virus will mutate to escape from the vaccine, and it will no longer be effective. This is not the case with the PRRS gene editing – the virus never gets a chance to do harm. Bottom line Gene editing in livestock could take selective breeding to the next level. Progress in disease control, such as preventing the PRRS virus in hogs, and producing genetically hornless dairy cows are recent advancements with practical future uses.

Gene editing – the ability for researchers to identify and precisely tweak a single gene without changing the rest of the organism’s genetic structure – is poised to take selective breeding to new heights. Livestock producers have long benefitted from advanced biology, through selective breeding for superior or desirable traits, and through technology such as artificial insemination. Gene editing, however, is considered next level. Robert Wager, a biochemist and molecular biology faculty member at Vancouver Island University in Nanaimo, B.C., says gene editing will make the 2000s the biology century based on advances already seen by the industry. “Animal agriculture is starting to show beneficial applications of this technology,” Wager says.

The Farm Energy and Agri-Processors (FEAP) Program continues to share costs with producers who are upgrading components of their grain dryers to high-efficiency models. Katherine Rogers, energy extension coordinator with Alberta Agriculture and Forestry, clarifies what is eligible for funding through this program. The program includes sharing costs for components of a new dryer or when retrofitting components of an existing dryer. “For retro-fit grain dryer components,” says Rogers, “Eligibility is determined on a case-by-case basis. You must include detailed quotes, specifications, and if possible, calculations showing the energy savings of the upgrade.” Eligible retrofits may include: • Hopper covers. • Automatic moisture controllers. • New high-efficiency burners. • Variable speed drives (VSD) for electric motors. • PTO to electric motor conversion. • Insulated plenums. • Exhaust air recirculation systems or secondary heat exchangers. • Gravity-fill roofs that replace powered leveling augers. As for new grain dryer components, Rogers explains what funding may cover. “Upgrade options on new dryers are considered if

they are an optional upgrade from the standard new dryer configuration. Only cost of the options is eligible, not the cost of the standard dryer. The application must include detailed quotes or invoices, specifications or calculations demonstrating energy savings.” Eligible new components may include upgrade options such as: • Heat exchangers. • Preheat systems utilizing exhaust air. • Optional high-efficiency burners. • Variable speed drives (VSD) for electric motors. • Optional automated moisture controllers. • Gravity-fill roofs used in place of powered leveling augers. Rogers adds that components considered “business as usual,” are not covered, including bins, conveyors, legs and aeration fans. The program is retroactive to April 1, 2016, so any upgrades or new construction projects done since that date may be eligible for funding. On dogs and fitness: important

The whole agriculture picture is changing with the use of atvs and other motorized vehicles becoming the normal mode of travel. These devices have saved a lot of time in travel and generally made the ranch chores quicker and easier for the rancher to complete along with the trend to use tame pasteur which often comes with easy accessed terrain. These shifts in management practices may have proved efficient in time and travelling but the adjustments for the dogs may not be in their best interests. The dogs used to travel on foot beside the horses long distances before they got to the stock that needed to be moved. Once there, they started their job, often worked for the day, and then had the long trek home before supper and bed. Nowadays in many cases they hop on the atv and ride to the destination, get out and work by moving cows from one pasteur to another, hopping into the atv and riding home. While this is certainly a help to the handler the fitness requirements are much less than having to jump logs, wade thru mud belly deep, climb steep hills, and generally travel through difficult terrain while pushing a bunch of cows who would rather lay under a tree and chew their cud than be made travel to fresher pastures.

Dodging kicks while in hard, dry, flat terrain is a far different fitness program than dodging kicks in the blow down and mud. Generally speaking, the dog’s life is becoming much less physical and demanding than it once was. Where the dog used to stay fit through the basics of life it is now becoming up to the handler to be sure and keep the dog in good physical condition. It is unfair to expect a dog to work hard if he is not fit and in shape. The dog requires more than a few simple chores here and there to stay in working form. The handler needs to make the necessary adjustments to be sure and keep the dog at an adequate fitness level. When the dog is gasping, and panting for breath while wanting to find shade to lay in, it is the handler who is at fault rather than the dog. It takes work and grit for an athlete to be in good physical condition and it is very similar for the dogs. They also require hard, steady work to be fit for doing the jobs required of them. The onus is on the owners and handlers to provide enough daily work to keep the dog from overheating or stressed thru lack of physical conditioning.

Board Remuneration Bylaw

The Peace River Regional District dedicated a page on the January 10, 2019 Board meeting agenda to the late Fred Jarvis.

The Remuneration and Expense Bylaw was adopted and will be revisited in six months. The PRRD Remuneration Bylaw provides direction for payment of remuneration and expenses for the Regional Board Chair, Directors, Alternates, and Commissioners.

Delegations 1. North River Midstream external affairs officer, Jay Morrison, updated the Board on the Brookfield, North River and Tupper West Expansion projects in the Region. 2. Steelhead LNG Vice President Corey Goulet, presented the Kwispaa LNG project, a liquefaction, storage and export facility at Sarita Bay on Vancouver Island, and a separate pipeline project which is proposed to begin in Chetwynd and end at Sarita Bay. 3. Jane Butters and Mona Lowther introduced the Tumbler Ridge Mountain Bike Association to the Board. The newly founded Tumbler Ridge non-profit society vision is to create a world-class mountain biking mecca in Tumbler Ridge and the Peace Region. 4. Catie O’Neal and Kiel Giddens from TransCanada updated the Board on the Coastal GasLink Project, advising that all necessary regulatory permits have been obtained for the project, $2.8 billion worth of pipeline construction contracts have been awarded, and 20 project and community agreements with Indigenous bands have been signed. 5. Aaron Cahill and Bethany Ladd presented an overview of the UBC Energy and Environment Research Initiative. This is a research collaborative based out of UBC Vancouver whose mission is to better understand the environmental impacts of shale gas development, focusing on fugitive gas migration.

PRRD Board Requests an Alternative UBCM Meeting Location The Regional Board will write a letter to Mayor Jack Crompton of Whistler, BC to express disappointment in his letter addressed to Canadian Natural Resources Ltd. regarding climate change. A second letter will be sent to UBCM requesting that Whistler and Victoria not be considered as viable UBCM conference host communities, as the locations are not central for those travelling from other regions in BC.

ALR Applications 1. The Regional Board supported the Trevor Kersey ALR subdivision application to proceed to the Agricultural Land Commission. The applicant is applying to subdivide a 76-acre parcel located near Taylor BC in Area D into four residential lots ranging in size from 7 to 50 acres. 2. The Board refused the Mark Woloschuk ALR subdivision application to proceed to the ALC, as the proposal is not consistent with the OCP which states that non-agricultural uses should be directed away from existing agricultural areas. 3. The Regional Board supported the McNary ALR subdivision application to proceed to the Agricultural Land Commission. The applicant is applying to subdivide his 19.40-acre property into two residential lots.

Farmers Advocate Review MNP presented their findings of the Review of the Farmers Advocate Office to the Board. Short Term recommendations included renewing the FAO agreement and funding for a transitory period of one and a half to two years, to continue to strengthen relationships with stakeholders, and to increase the use of methodical reporting tools to gain a better understanding of the demographics served by the FAO. Long term recommendations included exploring alternative service delivery models, cost recovery models and expanding the scope of services. Recommendations made by MNP as part of the evaluation will not be considered until staff have consulted the Ministry of Energy, Mines and Petroleum Resources and the Ministry of Agriculture on their willingness to continue the program.

Electoral Areas Support South Peace Health Services Society Initiatives Electoral Area Directors of Area “E” and Area “D” supported the Peace Health Services Society Bulterys Community House project with a $25,0000 grant from each Electoral Area. The $50,000 grant will go towards purchasing and renovating patient and health professional accommodations.

Electrical Extension Grant A Fair Share Electrical Extension Grant was approved for $2,682 for Raymond Smith from Electoral Area E, Fair Share Funds.

Cemetery Grants A grant was authorized to the Sunset Prairie Cemetery Association in the amount of $1,200, for the purposes of annual maintenance and upkeep of the grounds at the Sunset Prairie Cemetery. A multi-year grant was authorized in the amount of $1,240 to the Sunset Prairie Cemetery, for three years beginning in 2019, payable from Electoral Area E, Cemetery Grants. A grant was authorized in the amount of $1,200, to the Tomslake and District Recreation Commission for the purposes of annual maintenance and upkeep of the Tomslake Cemetery.

Funding Commitment for a New Chetwynd Library

The Peace River Regional District met with Provincial Government Representatives about Caribou

A funding commitment of $753,756 from Electoral Area E, Peace River Agreement funds for the purpose of constructing a new library in Chetwynd was endorsed at the Board on January 31st. The PRRD has also applied for a federal grant through the Rural and Northern Communities Program for this project which could cover up to 90% of project costs.

On January 23, 2019 representatives from the PRRD and Concerned Citizens for Caribou Recovery met with the Provincial Ministers of Environment and Forests and Lands at the BC Natural Resources Forum. The meeting concluded with a commitment from the Province to initiate public and stakeholder engagement in early February on the draft Partnership Agreement to recover caribou in the Peace region. As part of the engagement, the Province committed to sharing data and analyses on potential impacts of the Agreement and made a commitment to work with the PRRD to evaluate impacts of the Agreement on Peace communities. The Agreement will not be finalized until engagement is complete and potential impacts on communities and workers are understood. The PRRD has requested confirmation of the public engagement schedule from the Province.

Electoral Area Happenings

A three-year grant to the South Peace District Crime Prevention Association from Electoral Area D in the amount of $1,400 per year, beginning in 2019, was authorized.

Delegations Mike McConnell of the Cattlemen’s Association, attended the January 17, Electoral Area Directors Committee meeting to discuss the new requirements under the Water Sustainability Act regarding licensing groundwater for non-domestic purposes. Although Mr. McConnell has had meetings and discussions with provincial officials, it is still unknown what the expectations of the new regulations will be. The Electoral Area Directors will be sending letters to the Ministry of Environment and Climate Change Strategy to ask for clarification on the proposed regulations, definitions and its expectations.

A loan, with a term of 10 years, in the amount of $181,000 from the Rural Loans Fund, was authorized contingent on the approval of Whiskey Jack Nordic Ski Club’s grant application to the Investing in Canada Infrastructure Program to the Whiskey Jack Nordic Ski Club to build a day lodge in Beatton Park.

Grow Series on Co-operative Development Electoral Area B and Area C supported the Young Agrarians and the Northern Cohort with a $1000 grant from each Electoral Area. The Grow Series workshop was held in Fort St John January 26-27. 14 regional farmers were in attendance to learn about co-operative development and to develop skills to enhance their farm financial management.

South Peace District Crime Prevention Association

Youth Travel Grants The Chetwynd Secondary School Senior Boys Volleyball team received a youth travel grant in the amount of $150 to assist with the costs to attend provincials that were held in Prince George from November 22 – 24, 2018. The Dawson Creek Secondary Grade 9 Girls Volleyball team received a youth travel grant in the amount of $250, to assist with the costs to attend provincials that were held in Surrey, BC from November 16-17, 2018.

Do not delay - visit HistoryCheck.ca today There’s a buzz going on about the History Check Heritage & Tourism Mobile App. We recently caught wind that this northern Alberta app is set to expand in the summer of 2019. We caught up with Sheila Willis, the concept person behind the app to confirm. It’s been a busy year for her. In addition to adding a 1000 sites and sourcing marketing partnerships, she has been recognized for her work on this project. Sheila was one three recipients of the 2018 Outstanding Achievement Awards for Heritage Awareness by Alberta Historic Resources Foundation, and recently nominated for an Alberta Women’s Entrepreneur (AWE) award. Here’s what we asked her. Q - First, what is History Check and why is it different? A - History Check covers a lot of ground - literally. It is a map-based app that covers the entire northern half of Alberta. It will include everything a traveller might need, or want, using site listings or Points of Interest. The sites are placed by community, and a guide is created for each as we add content. Q - When you say guide, can you define that more? A - All site listings are assigned to a community or region in one of 5 categories. When the user opens a community menu, they can choose one, or all, of these categories.

The graphic icons for the sites are displayed and the user can see anything from boat launches, campgrounds, to gas stations and grocery stores – and of course learn more about the history. It’s unlimited. Q - So once the sites are on History Check how does the app user find them? A - There are multiple options. Communities can be found through the Home Map, which is an overall view, or Near Me which recognizes your location and sites around you. We also have search functions that rely on keywords to connect the user to what they are searching for. Q - Are the rumours true that you are going province wide with the history Check app? A - They are. The data entry for community locations has already begun and we have started the process of contacting municipalities and local governance for their participation, which includes financial contribution and content information for municipal run attractions and services.

Barley feed grain markets stay competitively priced Western Canada feed barley cash pricing is relatively steady at or near marketing season highs for several weeks now. It is, however, edging back slightly of late. Southern Alberta cattle feeders in the Lethbridge region quote feed barley around $5.50 per bushel for February-March delivery. Extending back into Saskatchewan, cash pricing opportunities reside around $4.50 per bushel (farm gate) for February-March movement. There are no immediate red flags for this market, but it is justifiable to incrementally price feed grains into this higher priced market. Solid

demand remains in play at home and abroad, along with tightening world supplies, keeping Prairie barley bids well-supported. Here in Canada, this is the third consecutive year that total barley supplies declined. Although Canadian barley production increased about six per cent in 2018, the 2018-2019 supply declined four per cent due to sharply lower carry-in stocks from the previous marketing year. Barley ending stocks for this year are currently forecast at one million tonnes, a tight level. Demand On the demand side, feedlot cattle inventories are running at seasonal highs in both Canada and the United States, meaning there’s more mouths chewing through this declining barley supply. Total Canadian barley exports to date are also running well ahead of the level a year ago, with the latest weekly Canadian Grain Commission report showing total barley exports of 1.202 million tonnes as of Jan. 27. That’s about 312,000 tonnes ahead of last year’s pace. Meanwhile, world barley stocks are projected to be historically low this year as nearly all the world’s major producer and exporters - including Australia, which experienced a severe drought - had smaller crops. Given strong old crop pricing, it seems likely Canadian farmers are going to increase 2019 barley planted area this spring to something close to seven million acres, up seven per cent from last year. At the same time, other major exporters such as France, Russia, Ukraine and Australia are expected to increase barley acres as well. A tightening Canadian barley supply-demand balance necessitates some measure in corn-

wheat displacement in Prairie feed rations to make it work. Sweet spot price Barley is not looking for more demand. It’s positioned itself into a demand-crimping sweet spot price to make it work. Canadian barley can maintain, at minimum, a 1 to 1.25 million tonne carryout. It makes fundamental sense that barley is valued between a wheat price that could otherwise be exported and a landed U.S. corn price. This balance will likely remain intact for some time yet during this marketing season, at least until user anticipation of accessing presumably cheaper 2019 feed supply begins to destabilize the relative price competitiveness between feed grain alternatives. For now, though, a weak Canadian dollar makes U.S. corn imports relatively expensive, while also supporting wheat export basis. American corn landed into the southern Alberta feedlot is believed to be offered at about CAD $260 per tonne delivered. This has helped to firm barley into $250 per tonne territory. So then, feed barley maintains price support in this environment, staying just high enough to draw in sufficient alternative feed sources to complement overall feed demand for the livestock sector, though does not move too high and price itself out of the market. Feed barley price has found that competitive sweet spot right now. In order to juice the feed barley market higher going forward energized rally for corn and wheat markets is likely required.
