Canada Post Submits Its Proposed Transformation Plan To The Government Of Canada

On Friday, Canada Post proposed a comprehensive transformation plan to the Honourable Joël Lightbound, Minister of Government Transformation, Public Works and Procurement. The plan details the decisive action the Corporation is prepared to take to deliver the services Canadians need in a way that is financially sustainable.

standing barriers to reform and directed Canada Post to implement concrete changes that respond to today’s rapidly changing environment and avoid becoming a recurring burden on taxpayers. These changes include converting the remaining households to community mailboxes, modernizing its network of post offices, amending service standards for letter mail and reducing overhead costs.

Canada Post’s proposed plan would also support the Minister’s direction to ensure postal services remain accessible to all Canadians, particularly those in rural, remote and Indigenous communities.

CANADA POST’S GUIDING PRINCIPLES FOR TRANSFORMATION

As Canada Post prepares to renew and modernize the national postal service, its approach to transformation will be guided by a set of five principles. The following represent Canada Post’s commitments to Canadians, customers and employees.

1. PRIORITIZE SERVICE

We will provide reliable and affordable delivery for all Canadians while protecting access to vital postal services in rural, remote and Indigenous communities.

2. PROCEED THOUGHTFULLY

The government directed Canada Post to submit its plan for review within 45 days, a task that the organization completed on Friday.

Seed Trends In Cereals And Pulses For 2026

hen crop producers call asking about variety and crop options for the next planting our discussions can cover a broad range of topics. Some look for the next best new wheat or pea variety. Others quiz me up on what might be a crop or variety that might bring better returns in these challenging market conditions. Many ask about what varieties will work with the ever-unpredictable growing conditions of 2026.

One trend we have noticed lately is a stronger interest in seed varieties catering to the cattle producers in our region. Stronger market prices and improved returns along with some challenging forage crop issues related to the low moisture levels have been driving much of this. Our popular new 2 row smooth

awned feed and forage barley - CDC Renegade - sold out in 2025. Even under lower moisture conditions CDC Renegade produced great yield and a high volume of straw, making it a great choice for straw baling. While there are some new smooth awn varieties making an entrance to the market soon, this one could stay popular for a while and with a larger acreage planted, we have good supply for now.

There was good interest in our hybrid rye offerings from both FP Genetics and KWS. Unfortunately, the extreme dry fall planting conditions scuttled many of those plans.

We did take the chance to plant a high pedigree plot of a new and exciting fall Triticale AB Snowcat. This is a high-performing winter triticale variety with reduced awns, making it well-suited for both feed and forage purposes. It offers early maturity, a shorter plant height, and improved straw strength. This variety is also noted for its excellent forage quality, producing high dry matter yield along with elevated starch and protein content. We hope we get enough production in 2026 to have a supply of seed for a large planting and seed for sale for 2027.

AAC Coldfront is a new red winter wheat we planted along with the popular AAC Wildfire which we have been growing for a few years. Much of the winter wheat seed we sold this year went in the ground eventually as blends for the livestock sector, so it is not only a grain but growing feed market play.

WHEAT

Lots of great new options in CWRS wheat are available to growers including AAC Stoughton VB midge tolerant wheat from SeCan. This new variety is positioned as the replacement to the very popular AAC Wheatland, with better yield and standability and was the top yielder in the high yield segment of the 2024 Alberta RVT. Top yields with resistance to the yield and quality limiting midge insect make it top choice for those looking for CWRS wheat options.

The refuge in ACC Stoughton VB is AAC Westking from SeCan. The variety is expected to be the upgrade from the top acreage ACC Brandon, but unfortunately with limited higher pedigree availability and resulting smaller than desired acreage planted we are already sold out. We will have lots in the ground in 2026 production.

We have limited availability of the new AAC Walsh wheat from FP Genetics which will be broadly released in 2027, along with the newer AAC Hockley, AAC Hodge and still very popular and proven performer AAC Viewfield. Our early maturity option remains CDC Envy from Alliance Seed.

CS Recoil from Canterra Seeds is our new CPSR variety offering and will be the replacement of CS Accelerate with improved standability. One of the advantages of these two varieties from the Limagrain Cereals Research Canada (LCRC) program in Saska-

toon is yield with smaller seed size reducing seed and treating costs compared to other traditional larger seed size CPSR varieties.

And lastly on the wheat options is our ever growing-in-demand CWSP wheat for the very high yield potential which can be sold into both the feed and CP+ wheat markets. We are sold out of these wheats on very strong early demand but will have another planting of KWS Alderon in 2026 and have new varieties from SeCan in higher pedigree production in 2026 for hopeful commercial release in 2027-28.

BARLEY

SY Stanza is a new barley from FP Genetics and is a promising two-row hulled malting and feed barley line, that is a non-GN (glycosidic nitrile) line with potential for the brewing, distilling industries as well as a solid feed choice. It is very high yielding, with short strong

straw and will be a likely upgrade to our popular Sirish barley. We also have good supply of the number one planted malt barley AAC Synergy which offers broad malt acceptance with no yield penalty making it a top malt/feed dual purpose option. AAC Connect and KWS Kellie barley round out the rest of the barley lineup.

OATS

CDC Anson oats from FP genetics is an exciting new high yielding while milling oat with an unique very short stature making it easier on the combine and trash management when you grow that big oat crop. The very popular CDC Arborg and CDC Endure varieties are also available.

PEAS

AAC Julius yellow peas continue to impress. Early like the ever-popular AAC Carver (we still offer) but

with smaller seed size and a yield bump (based on our own production experience). Smaller seed size means less splits and seed coat breakage but also lower seeding rates for savings on both seed and treatments.

For 2026 we will have CDC Forest green peas for sale. We also have the exciting new CDC Huskie in the planting plans for 2026 and hopefully a good supply for 2027 planting.

Our pedigree seed prices follow the general market and are once again down for second year in a row. As in the past we reserve the right to increase our retail pricing based on improving market conditions. We offer time limited quotes on seed, locking in price and supply once payment is made before quote expiry.

Northwestern Polytechnic Transitioning To Single Campus To Ensure Future Sustainability And Growth

Northwestern Polytechnic (NWP) is taking steps to mitigate an anticipated ongoing budget shortfall and ensure the financial sustainability and long-term success of its programs and services for learners in northern Alberta.

As part of these measures, the Board of Governors has made the difficult decision to close the polytechnic’s satellite Fairview campus at the end of the academic year. An extensive review of operations and

finances shows the Fairview campus is not financially sustainable and no longer meets the needs of students or industry.

Guided by its Strategic Plan, True North NWP remains committed to building a foundation for long-term success that directly reflects student interests, industry demand, and the distinctive needs of northern Alberta.

“The Board of Governors recognizes that the Fair-

view campus closure will have a significant impact on staff, students and the community of Fairview,” said Board Chair Shawna Miller.

“We did not come to this difficult decision easily. After careful examination of various scenarios and options, it became clear that there is no scenario in which the Fairview campus is sustainable, and a transformative approach is needed immediately to achieve financial sustainability and operational effectiveness for NWP.”

Student demand for programs in northwest Alberta is primarily focused on Grande Prairie or outside the region. The majority of apprenticeship students attending programs at the Fairview Campus come from areas closer to Grande Prairie, where the main campus is located.

“Given these student patterns, along with more than $100 million in deferred maintenance required in Fairview, long-term sustainability is a major challenge,” said Miller. “NWP’s analysis also shows that

several programs at Fairview have high delivery costs, low enrolment, and are no longer aligned with evolving labour market needs. Despite several changes to the organizational structure of the campus over the years aimed at reducing overhead costs, it is impossible to continue operations without affecting our broader institutional priorities.”

The Fairview campus will operate as usual for the remainder of the 2025-2026 school year, including apprenticeship programs scheduled to run from January to July 2026. Select Fairview-based programs will be moved to Grande Prairie for Fall 2026 to strategically position operations for the future. Current students will receive additional program-specific information from their Dean in the coming weeks.

While NWP’s stewardship role for the Fairview campus in its current capacity will conclude in the summer of 2026, we are committed to helping to bring together stakeholders and facilitating conversations that will support exploration of options for repurposing campus buildings and land to leverage unique local strengths.

“Staff, students, and community stakeholders have been informed of the decision and our transition plans. Saddle Hills County hosted the Farm the Ground Up: Soil Health Workshop on October 22, 2025, in partnership with the Savanna Agricultural Society. Twenty-one participants gathered to learn from Dr. Kris Nichols, a soil microbiologist from Minnesota known for her expertise and enthusiasm for soil biology and the fascinating world of Mycorrhizae, the tiny fungi that bring structure, nutrients, and water to our soils and plants.

Dr. Nichols emphasized the importance of maintaining green cover for at least 265 days each year to support microbial activity and promote soil regeneration. Attendees explored practical approaches such as cover cropping and adjusting harvesting practices to help protect and build soil health.

The workshop also included a hands-on soil pit demonstration, where participants examined soil layers and observed how mycorrhizal activity moves water and nutrients through the ground. The group even discovered evidence of a fire that occurred more than a century ago, offering a striking example of how new soil has since formed.

Saddle Hills County extends sincere thanks to the Savanna Ag Society for their partnership in hosting this informative and engaging event, and to all who joined in learning how to farm the ground up. NH

Pilot Project Explores How Soil Organic Carbon Boosts Resilience

Agriculture Financial Services (AFSC) has begun a pilot project exploring how improving soil organic carbon can reduce production risks and boost drought resilience on farms.

The project is part of the Sustainable Canadian Agricultural Partnership between the federal government and the province. AFSC’s project is one part of a national initiative focusing on best management practices that could influence how crop insurance evolves.

THE PROJECT: EXPLORING SOIL ORGANIC CARBON

The soil organic carbon (SOC) best management practices pilot project uses satellite-derived data to evaluate soil organic carbon in fields at the quartersection level. SOC is the measurable component of soil organic matter (SOM) making up 50 to 60 per cent of its composition.

WHY IS IT HELPFUL?

Soil organic matter improves soil structure, water retention, and drought resilience – critical benefits in Alberta’s variable climate. Preliminary AFSC analysis showed that above average SOC levels reduced crop insurance indemnities by $25/ac.

WHAT DO PRODUCERS NEED TO DO?

Nothing. AFSC has partnered with the Food Water & Wellness Foundation, an organization that collects soil organic carbon data. The pilot will compare SOC levels to wheat yields in Risk Area 13 (Vermilion/Vegreville).

WHAT HAVE WE DISCOVERED SO FAR?

Fields with higher SOC relative to the area demonstrate lower production risk and therefore qualify for a premium discount. These findings could support more accurate and equitable premium setting in the future on a provincial scale.

This pilot project reflects AFSC’s commitment to fostering innovation and sustainability. By integrating environmental data into risk assessment, AFSC is exploring more equitable and precise premium structures that reward sustainable practices.

NEXT STEPS

2025

AFSC has analyzed historical and current soil organic carbon alongside crop insurance results for previous crop years. Actuarial assessments have recommended a premium reduction schedule to be applied in the 2026 crop year for wheat in Risk Area 13. The maximum premium discount applied will be three per cent.

2026

New SOC readings will be compared to wheat yields reported for the 2025 crop year and analysis of the premium reduction schedule will be repeated. Consideration will be given to the inclusion of additional commodities and future applications.

The soil organic carbon best management practices pilot project represents a forward-thinking approach to align crop insurance with sustainable farming practices. By leveraging existing satellite data and actuarial analysis, AFSC is taking a lowburden, high-impact step toward more accurate risk assessment and premium setting.

AFSC continues to engage with producers, industry partners, and government stakeholders throughout the pilot project to ensure transparency, gather feedback, and refine the approach. The outcomes of this project will help shape future product development and may lead to additional or alternative adoption in existing crop insurance programs.
