Snowpacks Up, Outlooks Bright Alberta’s water supply outlook is showing positive results for the year ahead. Agri-News, February 18, 2026)

fter several dry years and El Niño producing warm and dry winters across Canada, early findings in 2026 are showing Alberta’s precipitation levels are bringing back needed moisture across all corners of the province. The majority of the mountain snowpack sites surveyed are reporting snowpack levels above or well above normal. After three consecutive years of low early-season water supply forecasts, current conditions are the most favourable observed since early 2022.

We will continue closely monitoring our supply over the coming months and keep working to help build a more drought-resilient province. Grant Hunter, Minister of Environment and Protected Areas “We are taking a whole-government approach to managing provincial water systems to make sure Albertans have a safe, reliable water supply. There have been plenty of challenges thrown at our farmers and ranchers over the past few years and, while growing conditions were better in 2025 for most of the province, localized weather events and other stressors put pressure on many producers. I’m optimistic that early moisture indicators paint a positive picture for the 2026 growing season.” R.J. Sigurdson, Minister of Agriculture and Irrigation February’s water supply outlook shows promising conditions with river volumes expected to be greater than those seen in 2025 and in some cases, well above last year’s volumes. • The Milk River basin is currently forecasted to see normal river volumes. • Above-normal river volumes are forecasted for the North Saskatchewan and Red Deer River basins. • The Bow and Oldman River basins are forecasted to see river volumes ranging from normal to above normal. February snow survey results show mountain snowpack conditions ranging from normal to significantly above normal. Water storage levels in major reservoirs across southern Alberta are in good shape. Total storage remains normal in the Oldman and South Saskatchewan River basins and above normal in the Bow River basin. Alberta conducts mountain snowpack surveys monthly from Feb. 1 to June 1. From February through August, Alberta’s government uses snowpack and precipitation information to create a water supply forecast for 20 locations in central and southern Alberta, ranging from the North Saskatchewan River Basin, south to the Milk River Basin. This is promising start to the winter for Alberta communities when it comes to a stronger water supply and some needed snowpack. Alberta usually receives most of its moisture during March and April snowfalls and June rains. Quick facts • Basin-wide mountain snowpack averages are between 44 mm and 172 mm more snow-water equivalent than in February 2025. • As of Feb. 18, there are 40 water management areas across Alberta that are in winter/frozen conditions and as a result have conditional water shortage advisories in place. • Drought stage definitions in Alberta range from Stage 0 (no drought conditions) to Stage 5 (severe drought conditions). • Drought stages for major river basins were last updated on Jan. 31: o Stage 1 – Sounding Creek basin, Athabasca River basin, Battle Creek basin, Beaver River basin o Stage 2 – Milk River basin, Oldman River basin, South Saskatchewan River basin, Bow River basin, Red Deer River basin, North Saskatchewan River basin, Peace River basin, Hay River basin o Stage 3 – Buffalo River basin, Great Slave Lake basin NH

I am also involved in my community, as I was a part-time coach for the Beaverlodge Swim Club and I now work as a lifeguard and swim instructor, teaching the youth in my community appropriate water safety skills. I have about seven long years of post-secondary schooling ahead of me in order to achieve my goal of becoming a family physician.

I believe the selection committee of The Grande Prairie and District Oldtimers’ Association should consider me for this scholarship due to the dedicated and proactive approach I took to be accepted in the Veterinary Technician Diploma Program. With assistance from my family, we researched and took the initiative to apply early to the Northwest Polytechnique in Fairview. We made sure I was enrolled in all of the pre-requisite high school classes, to ensure acceptance. I completed the necessary shadow hours a full year early which enabled me to work additional hours this summer to earn extra money to contribute towards my college expenses. I received honors in some of my diplomas, and a y3.4% overall average. All five of these crucial steps demonstrated my commitment and eagerness to attend the program and continued pursuit of my dream job. Helping and being around animals has always been my passion, and this has driven me to gain practical experience in the field. A year and a half ago, I started as a Cadet with County of Grande Prairie Fire Department and have now been promoted to Recruit. My station at the La Glace Firehall specializes with calls for large animal rescues. This role within the fire department has enhanced my skills when working with large animals and allowed me to gain valuable experience through training. Being a recruit firefighter has prepared me well for some of the challenges ahead and deepened my understanding of animal care. Furthermoe, I have developed strong relationships and support with friend, family, and community members in Grande Prairie. Through these relationships and following the completion of my college diploma, I plan on returning to the Grande Prairie Region. Community means a great deal to me, as I hope to contribute positively in our local area once I enter my profession. Farm to Public Health: Alberta Names New Chief Provincial Veterinarian Dr. Hussein Keshwani succeeds Dr. Keith Lehman as Alberta’s chief provincial veterinarian. Dr. Hussein Keshwani succeeds Dr. Keith Lehman as Alberta’s chief provincial veterinarian. the provincial agriculture ministry in 2014. In 2021 he became a board-certified veterinarian who specializes in preventive medicine and public health with the American College of Veterinary Preventive Medicine. “I’m excited to take the lead in the many important provincial and national animal health and welfare discussions,” said Dr. Keshwani. A committed public health advocate and selfdescribed policy enthusiast, Dr. Keshwani worked closely with Dr. Lehman and public health colleagues through major challenges, including the COVID-19 pandemic and the ongoing highly pathogenic avian influenza panzootic. Dr. Keshwani served for 2 years as the deputy chief provincial veterinarian. Dr. Lehman was a strong advocate for the veterinary profession and contributed to the expansion of the University of Calgary’s veterinary program. He also supported the establishment of diagnostic services in Alberta and strengthened partnerships with the Alberta Veterinary Medical Association and the University of Calgary’s Faculty of Veterinary Medicine. “We extend our sincere thanks to Dr. Lehman for his exceptional service and unwavering commitment to Alberta’s animal health system,” said Agriculture and Irrigation Assistant Deputy Minister John Conrad. “His leadership, integrity and collaborative spirit have left a lasting legacy.” From Dr. Keshwani’s perspective, he says he plans

to continue strengthening trust and transparency with Albertans. The chief veterinarian role is a demanding one, involving everything from emergency response to disease surveillance to regulatory oversight. Dr. Keshwani also points to several other ongoing priorities, including supporting veterinarian training and the need for more vets in rural parts of Alberta. Despite the challenges ahead, he says he’s ready. Dr. Lehman will continue with the government for the next few months to support a smooth and comprehensive transition before concluding his distinguished career with the Government of Alberta in June 2026. Born in Fort McMurray, Dr. Keshwani grew up on his parents’ poultry farm near Rochester, 110 km north of Edmonton. While his parents are now retired, his sister continues in the poultry business on a separate farm. As a child, Dr. Keshwani participated in local 4-H clubs before attending the University of Alberta and then the Western College of Veterinary Medicine in Saskatoon. After graduating from veterinary school, he worked in a rural mixed-animal practice, treating everything from cattle and llamas to dogs, and even the occasional parrot. Although Dr. Keshwani enjoyed the hands-on work, he was drawn to a role where he could make a broader impact on food safety, disease prevention and public health. This led him to complete a Master of Public Health at the University of Alberta before he joined

alving season is one of the busiest times of year, with producers putting in long hours to ensure every calf is born safely and receives the best possible start. While most pregnancies progress without issue, the loss of a pregnancy, whether early in gestation or close to full term, can be both frustrating and costly. Abortions can occur at any stage of gestation, and the timing often provides valuable diagnostic clues. Early or partial-gestation abortions (typically in the first or second trimester) may go unnoticed, as the fetus is smaller and may be resorbed or expelled without being observed. Producers may only detect a return to estrus or discover an open cow at pregnancy check. Late-term or near full-term abortions are more apparent and often more concerning. In these cases, a fully formed calf may be delivered prematurely, sometimes appearing fresh and well-developed. Bovine abortions can result from both infectious and non-infectious factors. Infectious causes are among the most common and include bacterial diseases such as leptospirosis, brucellosis (Brucellosis), listeriosis, and campylobacter; viral infections including Bovine Viral MAKING SENIOR LIFE EASIER Diarrhea (BVD) and Infectious Bovine Rhinotracheitis (IBR); protoCare for your older pet experiencing zoal infections such as Neospora caninum; parasitic conditions like stiff & sore joints or other mobility issues toxoplasmosis; and fungal infections including aspergillosis. Additionally, some animals may be predisposed to abortion due to genetic factors or hormonal imbalances that interfere with normal gestation. If an abortion occurs, collect the fetus and placenta if possible, using gloves and proper hygiene, and refrigerate the tissues (do not freeze) until examination. If you are comfortable performing a post-mortem, you may do so and collect appropriate samples. Alternatively, we can provide a complete post-mortem examination and collect samples for diagnostic testing. When needed, we can submit samples for histopathology, culture and sensitivity testing, and comprehensive bovine abortion panels that screen for multiple pathogens. Blood and tissue sampling from the dam may also be recommended. While only about 30% of bovine abortions are fully diagnosed, sending samples to a lab can help identify causes and guide herd management. If a single abortion occurs, you may choose to submit the fetus and placenta for diagnostic testing, though it can provide valuable information. The transition to one year-round time zone will begin after the province “springs forward” on Sunday, March 8, 2026, when clocks move ahead by one hour. This will be the final time change in British Columbia. People and businesses will have eight months to prepare for Nov. 1, 2026, when clocks would usually be turned back, but now will remain the same. At that point, the transition to Pacific time, the name of B.C.’s new time zone, will be complete. For the majority of people in B.C. there are no immediate actions. Many clocks will automatically “spring forward” an hour as usual on Sunday, March 8, 2026.

On Nov. 1, 2026, when previously clocks would have been turned back an hour, no change will be made, and the adjustment will not be required. Pacific time will be set seven hours behind co-ordinated universal time (UTC-7), matching the current offset used during daylight saving time.

WHY PERMANENT DST MAKES SENSE FOR B.C. In summer 2019, the Province conducted a public engagement on time observance that saw participation from a record 223,000 people, with 93% supporting adopting year-round DST. Similarly, across all industry groups and nearly all occupational groups, support for year-round DST observance was higher than 90%. Evidence suggests there are many benefits to ending the seasonal time change, including: • more consistency and fewer disruptions to sleep patterns, school schedules, and daily routines

• more usable light in the evenings in winter, allowing more leisure time, participation in outdoor activities and consumer activity • reduced administrative burden for small businesses and service providers who may require less system reprogramming, schedule shifts and operational resets every spring and fall • more consistency for planning across transportation and technology services

HOW THE CHANGE WILL BE MADE The Interpretation Amendment Act, which is the legal framework that enables the Province to adopt permanent DST, became law in 2019. At the time, government chose not to bring it into force in order to co-ordinate timing with neighbouring U.S. states in the same time zone. Recent actions from the U.S. have shifted how B.C. approaches decisions that merit alignment, including on time zones. Making this change now reflects the current preferences and needs of British Columbians, and helps ensure the province is well-positioned to thrive, even when circumstances across the border evolve. Regulation will bring the amendments into effect after Sunday, March 8, 2026. Government will work closely with organizations, small businesses, and public-sector partners between March and November 2026 to ensure a smooth, well-co-ordinated transition to permanent DST.

LOCATIONS THAT OBSERVE MOUNTAIN TIME Parts of northern B.C. and the Kootenays currently observe different time practices than the rest of the province, in accordance with their local charters. Those regions will not be affected

by these changes. As a result of Pacific time no longer changing twice a year, many of these communities will be brought into greater alignment with the rest of British Columbia. People in northeastern B.C. (Peace River region and the northern Rocky Mountains) who currently observe mountain standard time (UTC-7) year round will continue to do so. This means they will align with the rest of B.C. in the Pacific time zone, though they are not required to adopt that specific label. This includes: • Dawson Creek • Fort St. John • Fort Nelson (and the Northern Rockies Regional Municipality) • Chetwynd • Hudson’s Hope • Taylor • Tumbler Ridge • Note: Fort Ware (Kwadacha Nation) is an exception, using Pacific Time. People in southeastern B.C. (East Kootenay and Golden region) currently switch between mountain standard time and mountain daylight time, in line with Alberta. Under the new system, people in these regions will remain aligned with Alberta and continue to switch between UTC-7 in the winter and UTC-6 in the summer. This includes: • Golden • Cranbrook • Fernie • Sparwood • Invermere • Kimberley • Radium Hot Springs • Elkford Just as they can today, local governments will retain the power to determine what time zone they observe. They can choose to shift to permanent daylight time and Pacific time, along with the rest of B.C., if they prefer. NH

You may be new to renting out your land or in the process of reviewing old lease agreements. Here are a few key things to consider when entering into a new rental agreement, even if it’s just on a napkin at the kitchen table.

ROFRs started over a century ago, before phones or email, back when grandma walked to school, uphill, both ways. With little communication, a ROFR let’s tenants say: “If you get an offer, let me match it before you sell.” Today, due to improved communication and public sales, the need for a ROFR no longer exists, as it often serves a different purpose than intended, which can negatively affect land prices. Reason #1: Other interested parties do not bother to secure financing or do any due diligence because they know they can be trumped by the renter at the last minute. Nobody wants to go through the process just to be a “price setter.” It creates a chill in the market. Reason #2: In many cases, the tenant is the most motivated buyer. They know the land and the yield history, meaning there is no “spook” in the buy. So, it begs the question: In an open and competitive market, why would you allow the ROFR holder to pay only what the second-mostmotivated party is willing to pay? We know a ROFR can mean a quarter sells for hundreds of thousands less than if all neighbors had an equal chance. No one disputes that renters should have the right to bid on the land they lease, but that doesn't mean others should be treated unfairly, which could cause hard feelings in the area. A ROFR gives the renter a trump card that often creates neighbor conflict, which no one wants.

grew up in the Peace Country and am proud to call the Niobe area home, where I’m now the fourth generation on the land my great-grandfather homesteaded in 1911. Most days, I’m somewhere between farming, practicing law, and talking with farmers/ ranchers about land; often juggling all three at once. I’d like to think my farm background keeps me out of the category of “stuffy, overpriced lawyer,” and that this column feels more like a conversation than a lecture. I don’t claim to be an expert, but I do spend a lot of time listening, and I hope my two cents are helpful. Perhaps if one topic doesn’t resonate with you, it might with a neighbor or a friend.

If your lease allows for renewal, first check what you’re agreeing to. For instance, a three-year term with an option for five more years ties your hands for eight years total. Eight years can be a long time. Certainty is important for both sides; renters face significant input costs, rotation planning, and other major decisions. However, landowners also need flexibility. Life carries on, and health can change. Family dynamics and tax laws change. Only three years ago, Trudeau announced a plan to increase the inclusion rate on capital gains (which didn’t materialize). The result was owners who had the flexibility to sell before the proposed change,

had the opportunity to avoid significant additional taxes. An approach we are seeing more often is a clause that allows early termination in the event of an outright sale (sometimes with compensation or a break fee) provided the land must be sold publicly, thus allowing the renter an equal chance at purchasing. This prevents the owner from simply terminating because they are offered more rent by another party. The best leases are give-and-take. They protect the renters’ ability to farm with confidence, while still preserving the landowners’ ability to monetize what they have worked a lifetime for when it is beneficial to themselves and their family.
