Mayor shares new plan for walking, wheeling and cycling
Mayor Oliver Coppard has today launched an ambitious new plan for safer, healthier neighbourhoods, routes to opportunities, and better places to walk, wheel and cycle across South Yorkshire.
The Mayor was joined at the launch event by children from Coleridge Primary School in Rotherham and Active Lives Commissioner
Ed Clancy OBE to hear first-hand how the region’s new Walking, Wheeling and Cycling Strategy will put schools at the heart of plans to make the region the best place for children to walk, wheel and cycle.
Pupils shared their ideas about what would make the places in which they learn and play in feel healthier, happier and safer. And they took part in activities,
including a neighbourhood design workshop and orienteering session.
South Yorkshire’s Mayor, Oliver Coppard, said: “Our new Walking, Wheeling and Cycling strategy puts people at its heart. We’ve asked our communities to tell us what they need for physical activity to be both safer, easier and more welcoming. And we’ve listened.
It’s important because our children deserve the best start in life. They deserve to feel safe and confident, whether they’re getting to school, heading to the park on their scooter or just playing out. And parents deserve to know their children are safe.
I want South Yorkshire to be healthier, wealthier and happier, with safer streets,
stronger communities places we’re proud to call home. Where we can all stay near, and go far.”
The ambitious South Yorkshire Walking, Wheeling and Cycling Strategy is the first of its kind in the UKunderpinned by a strong focus on community engagement, it sets out a twin-track approach to build safer, healthier neighbourhoods and to connect every community to opportunities.
Priorities include:
• Helping to grow South Yorkshire’s regional economy inclusively and sustainably by better connecting disadvantaged neighbourhoods.
• Making places better and safer - prioritising children’s safety with new

• Inclusive design and listening to those too often left out - children with
• Healthier communities - encouraging walking, wheeling and cycling to cut congestion, improve air quality, and help children build healthy habits for

sean supports handsworth campaign
Actor Sean Bean has paid tribute to S13’s greenbelt campaign leader Sapphire McCarthy who tragically died aged 39 after a packed residents’ meeting she organised calling her ‘a resistance fighter’ and ‘an inspiration who will spur us all on’.
Much-loved Saph, of Handsworth, launched the S13 Greenbelt Campaign in April after a press report revealed Sheffield City Council had put forward controversial plans to build 1638 homes in two areas of greenbelt land in S13.
Sapphire organised a public meeting in conjunction with Clive Betts (MP Sheffield South East) - who is supporting the group - in June which was attended by Council leader Tom Hunt, two local ward councillors and 200 plus concerned residents. But sadly after returning home from the meeting the mum of two died unexpectedly and in the aftermath the group has been renamed in her memory ‘Save S13 Greenbelt - The Sapphire McCarthy Campaign’ with supporters vowing to continue the fight in her memory.
Handsworth-born film star Sean Bean has since joined forces with the group and after speaking with Sapphire about the plans shortly after they were revealed he paid tribute to her in a meeting with fellow campaigners this week. He said: “I spoke to Sapphire some months ago and we discussed everything and I just remember her being so passionate and becoming very quickly a kind of ‘resistance fighter’ because of the necessity of someone to be one.
This city of Sheffield was built on people standing up to things, resistance and not being afraid to speak their mind and Saph was such a person. It is incredibly sad and it just spurs us on even more to resist this plan to build on S13 and it’s an inspiration to her and to her memory and I think the passing of Sapphire has put fire in our bellies really and will give us more reason to fight and resist this plan to build.”
The acclaimed actor was born in Handsworth where Sheffield City Council is controversially proposing on building on two areas of greenbelt land - 868 homes off Bramley Lane and another 870 on farmland
off Finchwell Lanewhich are well used by residents in neighbouring Woodhouse and Stradbroke and are a haven for diverse plants and wildlife. The Game of Thrones star, whose image from the hit show has been used on campaign posters, accused the council of being unfair to the S13 area which would lose 90% of its green space and said it was because many of those behind the plans live in the more affluent side of the city which has escaped largely unscathed by the scheme. He said: “They thought the objections and protests against it wouldn’t be as vociferous as they would be in more affluent other areas of the city like Dore and Totley. I suppose a lot of these peopleperhaps councillors and developers - live there and they wouldn’t put up with it on their doorstep - they just want to put it ours and we are not putting up with it and we are going to fight back. We are not pushovers up Handsworth and surrounding areas. We know how important it is for people’s physical mental health - it is safer for children walking to school ..it’s the hub and the centre of Handsworth and to take it away would be wicked. It’s been termed as ‘wasteland’, kind of quite sneakily really, in order for it to appear they are building on land which is never used and never appreciated but it has its history and tradition - it is pure greenbelt. It is interesting to find out that life expectancy is such a vast difference between Handsworth and the other side of the city - and it’s only eight miles away but it is a massive difference - so the last thing we want is someone building on it. In terms of logistics and flooding risks and various other obstacles it wouldn’t be easy to build on anyway. “People have to have places to live but there are others which are wasteland/brownfield and that’s fine - no-one is objecting to that - but it means so much to us this place that we can’t just let it go like that.”
The star of ‘Sharpe’ also told of his love of the area and its positive influence on him growing up and said how the S13 greenbelt plays an important part in the health and mental wellbeing of residents of all
ages in the area. Campaigners have said additional housing would overwhelm local infrastructure that is already failing to meet demand, worsen long-standing traffic congestion on local roads and increase pollution and harm public health. They would also place even more pressure on health services such as doctors and dentists where peopleбlready struggle to get an appointment and also schools - all already stretched to breaking point due to the major development by Rotherham Borough Council of the Waverley community less than a mile away.
Sheffield City Council voted through these greenbelt schemes as well as 12 others in May to form its ‘local plan’ - a blueprint for future housing development. It will now be up to the Government’s Planning Inspectors to decide whether the proposals are fair and robust and they will begin hearing on Monday in Sheffield. Claire Pennington, one of the campaigners who met with Sean Bean said: “We are honoured that Sean paid such an emotive and heartfelt tribute to Sapphire who understood from the off that this plan was not just unfair to current residents—it threatened the very fabric of Sheffield families who want to continue living where they grew up, yet lack any assurances in the Local Plan to make that possible. We pledge to carry forward the mission she championed—to safeguard S13 and Sheffield more broadly by advocating for sensible, sustainable, and community-centered planning and really hope the independent Government inspectors listen to our very real concerns.”
The group, which has collected 4,000 signatures against the scheme, has a website ‘Save S13 Greenbelt’ to keep people up to date on what is happening and have raised around Ј10,000 so far to support any legal action going forward with a GO Fund

baby loss awareness week
More than 130 charities and organisations across the UK and beyond are joining together for Baby Loss Awareness Week (9-15 October) to raise awareness of pregnancy and baby loss, as part of a growing community of parents and families, supported by workplaces and businesses, places of worship, and national, regional and local landmarks and cultural centres.
The week is anchored around the theme ‘Together we care’, focusing on ways to look after yourself and people you know touched by baby loss. The Alliance is supporting everyone getting involved with the week to ‘Wear, Share, Care’ so they can be thoughtful allies during Baby Loss Awareness Week and ensure everyone affected knows they are not alone and can get the support they need. From an initiative started by a group of parents 23 years ago, Baby Loss Awareness Week has grown into today’s Alliance of over 130 dedicated pregnancy and baby loss organisations led by Sands, Tommy’s, Bliss, The Ectopic Pregnancy Trust, The Lullaby Trust, and The Miscarriage Association.
Half of UK adults have said that they, or someone they know, had experienced at least one form of pregnancy or baby loss.1 So it’s vital that everyone knows that they are not alone and that there is a community that understands and is here for them, whatever they need – be it guidance, shared stories or simply a listening ear to help and offer comfort.
Baby Loss Awareness Week will culminate in a global Wave of Light at 7pm on 15 October. This is a special time when everyone is invited, wherever they are in the world, to light a candle at 7pm local time as a special mark of support and remembrance for all babies that have died, and pregnancies lost. Anyone can join a digital Wave of Light from 7pm on 15 October by posting a photo of their candle to Instagram, Facebook or Twitter with the hashtag #WaveOfLight.
council agrees equal pay
The issue was initially raised with Sheffield City Council by GMB in September 2023, and the latest agreement marks a significant step forward.
In partnership with Trade Unions, the Council has looked at every role in the organisation and in maintained schools and has identified cases where colleagues may be eligible for equal pay redress. Every role in the Council has been considered, regardless of whether a claim was submitted.
The agreement will see more than 3,600 employees in the Council in around 260 roles receive a redress payment to address the historical equal pay issues. The total offers to these employees are estimated to cost around £36m. The payments to eligible employees will be funded by reserves. By using reserves to fund the payments to Council staff there won’t be additional Council Tax increases or savings for the Council as a result of this work. The Council’s Medium-Term Financial Strategy that was approved in July is robust and will be updated later in the year, as planned, following funding announcements from the Government. Like many other local authorities across the country Sheffield City Council faces budgetary pressures. However, it does not find itself in a position where it has to issue a Section 114 notice.
Maintained schools are being treated separately to the Council. The Council is working closely with them on this programme and the payments to eligible employees will not be paid from school budgets. The total offers to around 1,600 non-teaching staff in maintained schools is estimated to cost around £15m. Funding for schools is complex and the Council is talking to central Government to make arrangements for next steps in the process. Non-maintained schools are run outside of the Council and are not included in this programme. Employees have been informed about this latest development this week and will receive regular updates about the progress. In addition, the review of the Council’s job evaluation scheme and introduction of a new one is currently underway. This process is expected to take approximately 18 months and every role in the Council and support staff in maintained schools is being reassessed to ensure every member of staff is graded appropriately. Kate Josephs, Chief Exec of the Council, said: “Our workforce plays a vital role in our city and their contribution to residents’ lives and our organisation cannot be understated. We are committed to ensuring they receive the pay they deserve.”
reservoir levels on the rise
Reservoirs in Yorkshire saw the largest weekly rise in over 30 years. Reservoir stocks increased to 45.6% - up 14.8% in the last seven days – after heavy rainfall across the region.
However, the reservoirs remain well below the 69.6% average for this time of year.
The largest inflows of water over the last week were seen at:
• Scar House reservoir, Nidderdaleover 3bn litres inflow
• Grimwith reservoir, Yorkshire Dales - over 2.7bn litres inflow
• Langsett reservoir, South Yorkshire – over 900 million litres inflow
• Digley reservoir, West Yorkshire – over 750 million litres inflow Groundwater levels and the region’s rivers also saw a significant increase in water levels. Dave Kaye, director of water services at Yorkshire Water, said: “The rainfall we’ve seen over the last seven days has had a significant impact – the largest weekly increase in stocks we’ve seen in 30 years. The rain over the last seven days has also recharged groundwater and the region’s rivers.

While the increase in reservoir and groundwater stocks is positive and very welcome after the driest summer on record, our stocks are still well below where they should be at this time of year. Despite the relief of the rainfall, we are continuing our efforts to tackle more than 800 leaks per week and lay over 1,000km of new water pipes over the next five years. The hosepipe restrictions remain in place and will be in effect until reservoir and groundwater levels have seen sufficient recovery. We’re hoping this will occur through usual autumn and winter rainfall and we will continue to monitor levels and remove the restrictions as soon as we are able.

DAN WALKER TAKES ON THEATRE ROLE
Sheffield Theatres last week named Dan Walker as Chair of the Board for Sheffield Theatres Trust beginning with immediate effect.
Dan Walker is an award winning broadcaster and author who currently hosts 5 News and presents the Classic FM breakfast show. He was the face of BBC Breakfast and BBC Sport where he hosted Football Focus for 12 years.
Dan has also written a number of books including Remarkable People and Standing On The Shoulders.
He studied History and then Journalism at Sheffield University and he and his family moved back to the city over a decade ago. He is a regular at The Crucible and The Lyceum with his family and has been a supporter of the theatres and performing arts for many years.
He is patron of the Sheffield Children’s Hospital and a young person’s mental health campaign called Bright Young
Dreams. Dan also set-up a charity called The Sheffield 1000 which gives out £1000 each week to smaller charities and good causes in the city.
Dan Walker said: “It is a real honour to be asked to be part of something that I know is so loved and respected in Sheffield. My family always enjoy going to the theatre and we are really proud of the rich heritage and performance quality that Sheffield is known for. More than 260 pubs may be forced to close in Yorkshire and the Humber next year
Approximately 269 pubs –the equivalent of 1,223 jobs – could close in Yorkshire and the Humber next year unless the Government cuts one of the sector’s biggest costs, the British Beer and Pub Association has warned.
The trade association said that the sector is heading into a “perfect storm” in 2026, driven by the planned withdrawal of business rates relief and the upcoming revaluation of business properties, both leading to even higher bills. The new figures come from a report by The Centre of
Economic and Business Research, commissioned by the BBPA, which found England could lose approximately six pubs a day.
The report finds that – if no further action taken by government - business rates bills for pubs are expected to rise by over 50%, compounding already unsustainable cost pressures.
Last year, pubs and bars accounted for 0.4% of total UK turnover yet they paid 2.1% of the Business Rates bill.
If the sector were paying the average Business Rates to Turnover ratio, the bill would
be £130 million instead of £637 million - meaning pubs across the country are overpaying by £507 million.
If the Chancellor does not use the Autumn Budget to reset and reform business rates, the BBPA said the UK could lose 2,000 pubs which would be “a wrecking ball” for the economy, livelihoods and communities who rely on them.
However, the BBPA says there is still time to act and is calling on the Chancellor to apply a reduction of 20p in the pound for pubs. If the Chancellor does this it could save almost 40%

This, along with a cut in beer duty, mitigating employment costs and reviewing punishing packaging costs, are vital for the sector to remain a pillar of the economy, job market, and stay at the heart of communities.
Emma McClarkin, Chief Executive of the British Beer and Pub Association, said: “This scale of pub closures would be a wrecking ball for the economy, job market, and communities up
and down the country.
“Government has a once-in-ageneration opportunity to reset a deeply unfair rates system and unlock growth in every part of the country through backing our pubs by cutting this crushing cost.
“The Chancellor can choose to save jobs, boost the economy and protect our much-loved pubs or oversee thousands of closures on her watch.
“Pubs are not just businesses; they are vital social and economic assets and to reset these rates would be a strategic investment in the UK. We
urge government to seize this moment and create the pathway to sustainable business growth”
The BBPA said that government has the tools to implement the proposed reform and it would not cost them anything to bring in this reform.

Millers to hold Minute’s silence in MeMory of Ken houghton
Rotherham United can confirm that the club will pay tribute to former player and League Cup finalist Ken Houghton with a minute’s silence ahead of kick off at Thursday’s Sky Bet League One fixture with Bradford City.

MccAnn Won’t Accept ‘coAsting’
Grant McCann has warned his players that he will not accept any of them merely existing in Sky Bet League One.
Speaking in the aftermath of the defeat at Luton Town, McCann said he was frustrated by a performance he felt lacked belief and put his squad on notice that coasting through this season is simply not an option. “I said to them in the changing room that I don’t know if any of you are comfortable just being League One players because I’m certainly not happy just being a League One manager,” he said.
“I want them to have the belief that I have and that I know our fans have at this minute because I’m not seeing enough of it from enough of them. My remit this week is to get that out of them.
“We’re not happy to just coast along in this division. It’s not something I want to do.
“Yes, I’m a League One manager at this moment in time but I don’t want to be a League One manager. I want to be a Championship manager with this club and I want the players to feel like that as well.
“I don’t want them to be happy just being where they are. It’s about habits, every day, living your lift right, making sure you eat properly, train properly, you’re professional.
“I reference Matty Pearson and Billy Sharp - it’s the reason both of them have had such long careers at the top level because they do everything right. My job, Cliff and the staff is to educate these players what it takes to get to that level.
