BoatUS Foundation Accepting Applications for New Life Jacket Loaner Pilot Program

Local organizations, businesses encouraged to apply to expand access to essential boating safety equipment in their communities

SPRINGFIELD, Va. – February 17, 2026 – The BoatUS Foundation for Boating Safety and Clean Water announced that it is now accepting applications for new pilot program for their Life Jacket Loaner Program. The pilot will introduce digital check out technology to make borrowing life jackets for a day or weekend easier and more accessible for boaters. Organizations such as parks, marinas, campgrounds, fire departments, fuel docks, and waterfront businesses are encouraged to apply before March 27, 2026. The program removes cost and access barriers, helping more families, especially children, stay safe on the water.

Organizations can apply to participate in one or more of the three pilot options:

• Unstaffed locations such as loaner boards and dock boxes where life jackets are available 24/7

• Staffed locations like marinas and boat shops where staff hand out the life jackets

• Digital locker that use a secure, automated storage system equipped with electronic locks to store life jackets “These pilot models represent the next evolution of our long-standing Life Jacket Loaner Program”, said Tiffany Gonzalez, BoatUS Foundation Program Manager. “They allow us to connect with sites and borrowers in smarter ways, helping us better understand community needs, best practices, and program impact.”

Insights collected during these pilots will help inform the industry with data driven best practices for increasing access to life jackets and improving proper wear. “BoatUS Foundation is committed to finding innovative ways to expand access while reducing potential loss to ensure programs like this have the greatest impact,” said Gonzalez.

This project is supported by a $375,000 grant through the Sport Fish Restoration and Boating Trust Fund, administered by the U.S. Coast Guard.

Originally piloted in 1996, BoatUS Foundation’s Life Jacket Loaner Program became the first national effort focused on keeping boaters, especially children, safe by providing properly fitted life jackets. On average, BoatUS Foundation loans 140,000 life jackets each year and has more than 600 loaner sites currently.

Florida Spinach Stuffed Flounder Roulade

Ingredients

3, (6-ounce) Florida Flounder fillets

3 cups Florida spinach

1 cup Panko bread crumbs (reserve 2 tablespoons)

1 lemon, thinly sliced

1 lemon, juiced

½ cup Parmesan cheese

2 tablespoons unsalted butter, melted 1 tablespoon olive oil, for cooking

Sea salt and fresh ground pepper, to taste

Preparation:

Pre-heat oven to 400 degrees. Thinly slice a lemon and place in the bottom of an oiled oven-proof dish and set aside.

Pre-heat a sauté pan and add the olive oil. Sauté spinach for 2 minutes (until wilted) and season with salt and pepper. Remove from heat and add the lemon juice, bread crumbs, and Parmesan cheese. Mix to combine. Season both sides of the flounder and spread an even amount of the spinach mixture on each fillet. Carefully roll fillet and place on top of the lemon slices in the prepared dish. Season with salt, pepper, melted butter and top with the remaining bread crumbs. Bake for 15-20 minutes or until cooked thoroughly. Remove from oven and sprinkle with lemon juice.

Auxiliary Flotilla 11-1 Clearwater is pleased to offer the Boat America® Safe Boating Course to area boaters throughout 2026. With Florida leading the nation in both registered recreational vessels and boating-related accidents, boating safety education has never been more important.

To better serve the community, Flotilla 11-1 Clearwater offers the Boat America Safe Boating Course both in person in Clearwater and virtually via Zoom. These flexible learning options make it easier for boaters to meet Florida’s education requirements while accessing life-saving information.

Upon successful completion of the course, participants receive a Boating Safety Education ID Card issued by the Florida Fish and Wildlife Conservation Commission (FWC). This card is required for many operators and is often recognized by insurance companies for potential policy discounts.

FLORIDA BOATERS CAN NOW TAKE FREE STATE-APPROVED BOATING SAFETY COURSE - At-home learning helps Florida boaters prepare for the water easily and conveniently. The BoatUS Foundation for Boating Safety and Clean Water has launched the only free interactive boating safety course for Florida recreational boaters. The course, which is approved by the Florida Fish and Wildlife Conservation Commission and meets state boating safety education requirements, can be taken at the student’s own pace. After passing the exam, they can print their own certificate of completion for immediate use and will receive a lifetime card from the Florida Fish and Wildlife Conservation Commission.The course provides video demonstrations and sample common boating situations for students to interact with to better understand how to evaluate real-world instances. The learning experience includes storylines where the student “boats” to various places and includes interactive learning tools like flashcards and drag-and-drop features to enhance learning and retention. Course-takers will be able to design and name the virtual boat that takes them through the course and map how far they’ve “traveled” within it. In the state of Florida, anyone born on or after January 1, 1988, who operates a vessel powered by 10 horsepower or more must pass an approved boating safety course and have in his/her possession photographic identification and proof of boating safety education completion issued by the Florida Fish and Wildlife Conservation Commission. The online BoatUS Foundation boating safety course and exam are approved by the National Association of State Boating Law Administrators (NASBLA) and recognized by the U.S. Coast Guard as exceeding the minimum requirements for the National Recreational Boating Safety Program.

UNITED STATES COAST GUARD FLOTILLA 7-16 OFFERS SAFE BOATING CLASSES IN GULFPORT, FL, MEETS THE THIRD

WEDNESDAY OF EACH MONTH. These classes qualify the attendee for the FWC Safe Boating Card. This card is required for most people born after January 1, 1988 to legally operate a power boat with greater than 10hp motor in Florida. The one-day class includes instruction on safety equipment, boat handling, rules of the road, navigation aids, communications, trailering, legal requirements and others. Power and sailboats are covered, as well as personal watercraft. Of course, besides making a boater in compliance, the main goal of the class is to create a safer boater. A VESSEL SAFETY CHECK - STUART -

Despite numerous COVID-19 restrictions, more and more boaters are taking to the water to alleviate at-home boredom while taking advantage of the open-air benefits and more pandemic-free aspects of recreational boating. But if you haven’t been out boating in a while, are your vessel’s lights operating properly? Do you have a sufficient number of life jackets for the number of passengers aboard? Is your engine’s ventilation system up to par? Keeping up with the times

Fishing in Tampa Bay has changed significantly. Once-productive spots like the middle grounds off Gandy Bridge and Weedon Island now yield fewer fish, with trout becoming scarce and only a handful of redfish and snook left to catch along mangroves. Overfishing—especially during peak season events with dozens of boats— has likely contributed to the decline. As someone who participates in these events, I wonder how we can balance organized fishing activities with maintaining good catches for those who can only fish on weekends.

Now let’s talk about how we can improvise to make up for the changes thathave taken place over the years newproducts and technologies can help us become better anglers and compensate for some of the losses caused by overfishing, red tides and diminished sea grass and mangroves. GPS has made fishing a lot easier both for offshore anglers and for inshore anglers looking for new spots to fish.

Winter: (November-March) changes some of our techniques, maybe fishing for deepwater species in the winter months like grouper, grunts, seabass and sheepshead in rocky bottom and there are plenty of it in Tampa Bay taking some of the pressure off flats species.

Spring: (April-May) may be firsttarget mackerel, cobia, black drum, trout and mangrove snapper first and leave the snook and redfish as wrap-up species.

Summer: (JuneSeptember) tray mixing redfish, snook, mangrove snapper

and black drum and mackerel on the long run if we all participate in reducing the damage we stand a chance for the younger generation to have something to catch.

This month my go to species is going to be sheepshead, grunts (gray snapper) seabass and red grouper. GPS with anchor lock makes life a lot easier than in the olds trying to anchor over a rocky patch or a ledge in Tampa Bay there is plenty of software to help you read the bottom from your phone or tablet well worth the investment I was able to mark over 180 spots inside the bay sitting at home on my tablet. So,let’stalk about fishing in the deeper waters of Tampa Bay.

Location: Rocky, hard bottom and ledges. You might ask how do I find them?

Simple start with a real Coast Guard chart for Tampa Bay,it will guide you to wrecks and hard bottom. Good software either for your phone or Sonar unit, next study them both home make notes write down the GPS numbers next do some T&M (time and money) time to look for new spots and money for gas believe me it will pay for itself in a short period of time.

Tackle and Baits needed: Tackle for grouper I prefer 6000 series spinning reel40-pound braided line,7-foot heavy action spinning rod. Sheepshead, grunts, seabass and mangrove snapper a 3000 series spinning reel 15-pound braided line, 7-foot medium action spinning rod. Hooks 1/0 to 4/0 circle hooks. Leader 25-pound for smaller species and 40-pound for grouper.

My favorite baits: Fresh frozenspanish sardines, squid and shrimp. I start with squid to get the action started

Tampa Bay and West Central Florida

Fly and Light Tackle Report

Fishing across Tampa Bay and the surrounding rivers has been outstanding as water temperatures fluctuate between the low 60s and mid-70s with weekly cold fronts continuing to pass through. The key has been timing warming trends between fronts. Once temperatures stabilize and begin climbing for a few days, fish slide back into predictable feeding patterns.

Redfish and spotted sea trout have remained steady on the flats, especially around deeper depressions during morning lows. Small crab patterns continue to produce consistently for redfish, while larger Clousers and Half & Halfs have been effective for targeting quality trout staging along grass edges and potholes. Artificial anglers are finding excellent success with the Z-Man Ned Shrimp rigged on Finesse Bulletz — particularly when bottom composition and sink rate are dialed in to match the terrain.

Leader selection has also been critical this time of year. On days when snook activity is minimal or we’re primarily targeting redfish and trout in cleaner winter water, downsizing to a 15-pound fluorocarbon leader has made a noticeable difference in

strike frequency. Ande 15-pound fluorocarbon has been my go-to — it’s supple, sinks well, and allows artificials or flies to move naturally. When snook begin showing themselves, however, I’ll quickly transition to a 20- or 30-pound bite leader to handle abrasion and those violent head shakes around structure.

River Snook Pattern: Glide Baits Between Fronts

The standout pattern lately has been targeting snook in the rivers during warming trends between cold fronts. Glide baits have proven to be an extremely effective tactic in these conditions.

There’s something about the slow, wide, side-to-side presentation that absolutely triggers larger snook. It’s a visual, reaction-based strike — they don’t just eat it, they try to kill it. The profile and size eliminate many of the smaller fish from striking, allowing you to focus on quality fish.

Presentation is critical. Working the glide bait with the direction of current flow is key. Snook naturally position facing into the current, waiting for bait to sweep past them. Keeping your retrieve moving naturally with that flow — rather than fighting against it — dramatically increases

West Central Florida

and according to the tackle I will switch to sardines for grouperand squid (3/0 to 4/0 circle hooks) and shrimp for the small species (sheepshead, grunts, mangroves and seabass) with a 1/0 circle hook. Over the years I have migrated to using mor jig heads in the ¼ to 2oz size my thinking has always best to use the lightest weight possible to keep the bait on the bottom. With slower tides breaking the fish off the bottom to feed is a blast and that’s where some of the new products on the market have made it exciting and a challenge.

Big mistake most anglers make is to thaw their baits it best to cut the bait frozen and keep it frozen till it goes on the hook by the time it reaches the bottom it ready to be eaten, thawing only makes it softer and easier to fall off the hook.

Here is a breakdown of the items I use to catch these species from software to tackle:

Trolling Motor: Move by Power Pole with anchor lock a must have item to help hold your marked spot.

Software: Fish Reveal (Phone-Tablet) NavionicsPlatinum Plus for vessel sonar. Reels: Blackfin 3000 and 6000 spinning. Rods: Blackfin inshore spinning and offshore spinning.

Braided Line: FINS 15 and 50-pound test. Jig Heads:FlashinAssassin for sheepshead, grunts and seabass.

Hooks: Shrimp Walker excellent for sheepshead and mangroves either freelined or us with a 1/4oz or 1/2oz sinker.

commitment and hookup ratios. Slow, controlled sweeps with deliberate pauses have been producing the most aggressive strikes.

Soft glide baits like the Nessi have also proven effective beyond snook. Larger trout have been committing to the same presentation, and we’re even seeing the occasional redfish react to that slow, wounded-bait profile. During warming windows between fronts, that larger silhouette often separates quality fish from the rest of the school.

As we continue transitioning toward more stable spring patterns throughout Tampa Bay and north toward Chassahowitzka, these inbetween-front warming trends remain some of the most productive and technical opportunities of the season.

Another cool front pushed through the past week, creating cool temperatures and dropping water temps back down into the 60s. Snook and tarpon bite was not phased in many other species were chomping as well.

Backcountry fishing offered great snook action. Anglers enjoyed wrangling snook using live bait artificial lures and fly. Mangrove shorelines and sea walls have been great areas to target the snook as those areas have offered warmer water temperatures. Both sides of the tides have been great for snook. The key is find moving water and and clean water.

The weak cool front that brought cooler temps dropped the water temperatures back down to the 60s, this triggered another influx of migratory species like blue fish, lady fish, jacks, croaker and many other bottom dwelling species. March into spring! Warm weather and warm water temps will create fantastic fishing conditions. March is also the start of the spring mullet run, which triggers spectacular snook

and tarpon fishing, as well as jacks, sharks and many other species.

The snook fishing will be fantastic as snook begin to trickle from back bays and begin to settle on flats, docks, sea walls, and local inlets. Moving water is the key for successful snook fishing. Live bait, Rapala x raps and Doa 3 inch shad tails excellent baits to get the strike. Nighttime snook fishing another option for those looking to sight cast to an abundance of snook under dock lights and shadow lines. Flyfishing is the preferred method for night fishing, but artificial baits work as well.

Tarpon, a.k.a. Silver King can be found roaming deep channels, mangrove shorelines, and sea walls. The juvenile tarpon are more prevalent in the back waters, the big tarpon 40 to 90 pounds will be in the deep channels near inlets and beaches. Live bait free lined with the current, great way to get hooked up. Artificial baits, like the Doa terrorize and the 5 inch Rapala x rap also works great. Remember always bow to the king!

Anglers looking for a plethora of species to tango with, channels, deep holes, and flats will be teaming with fish.

Jacks, bluefish, pompano, ladyfish, black drum, snapper, sharks and many other species that will get the drag screaming. DOA curl tail jigs mad live shrimp are the baits of choice.

Well, that is the fishing forcast for March. Hope you all enjoyed. Remember you can’t catch them from the couch, so get out there and get hooked up. Tight lines!

This week delivered absolutely beautiful conditions on the water. We had light winds, calm seas, very little current, and clean blue water with temperatures holding steady in the mid to high 70s. When it lays down like that, it makes for comfortable runs to the fishing grounds and ideal conditions for deep sea fishing along the South Florida coast.

The lack of strong current actually made for easier trolling and controlled drifts, allowing us to really dial in our presentations and stay tight to structure.

Shallow water trolling was the most consistent pattern this week. Working depths between 25–50 feet along the reef, we caught Lizard Fish, Cero Mackerel, Spanish Mackerel, King Mackerel, Bonita, and even a few Mutton Snapper while pulling small spoons, swimbaits, and Sea Witches with strips. It was steady action and perfect for anglers looking to bend rods and stay busy on a sportfishing charter.

The wrecks are still holding quality Barracudas, and they’ve been crushing baits. Light tackle

battles with those fish are always a highlight, especially on half-day trips where clients want consistent action.

Sailfish activity slowed slightly compared to previous weeks, but there are still fish around for anglers willing to put in the time fishing live baits. A few Wahoo were caught in the 150–300 foot range, and with the full moon approaching, we expect that bite to continue improving. This time of year, conditions can shift quickly — and when they line up, the pelagic bite turns on fast.

We also saw a few Mahi in the 100–200 foot range, another sign that seasonal patterns are continuing to transition. As water temperatures rise, we typically see more consistent action with both reef and pelagic species.

The catch of the week was a massive Goliath Grouper landed in 120 feet by our friends Dakota and Clay. They brought their wives and infants out for a family-friendly private fishing charter and ended up checking a bucket list fish off the board. That’s what it’s all about — creating memories on the water.
