Clean & Resilient Marina Initiative

In March of 2013, the Clean and Resilient Marina Initiative was launched as a Gulf of America Alliance (GOAA) project, with partners in the states of Alabama, Florida, Louisiana, Mississippi and Texas. The program aims to significantly increase regional collaboration to enhance the ecological and economic health of the Gulf of America.

GOAA made it a priority to provide marina operators and owners with strategies and practices to better design, develop and manage their marinas before, during and after a storm.

The Clean and Resilient Marina Program calls for the “promotion and expansion of resilient and environmentally responsible operations and best management practices at marinas.” It builds on the Clean Marina Certification Programs proven throughout the Gulf of America states. This improved program complements Clean Marina practices already in place and provides additional recommendations to strengthen marinas’ ability to withstand natural and human disasters.

Hurricanes are prevalent in Florida, and preparedness is vital to the operation of a successful marina. The very active and costly hurricane seasons of 2004 and 2005 serve as evidence of the importance of being prepared early and for the worst. Boat owners and marina operators, especially those along the coast, should consider hurricane preparation part of normal boat and marina maintenance. Just a few unprepared boats can inflict incredible damage on a marina, as can unsecured facilities and equipment. Marina managers must begin early in developing a formal, orderly written plan to help them enrich resiliency.

Stargazing on a Boat: 8 Tips for a Night Cruise

Sunlight sparkling off the waves, a refreshing splash hitting your face, the pure thrill of cruising across open waters— sure, daytime boating is great. But here’s the thing: when the sun finally calls it quits, that’s when the real magic begins.

Stargazing on a boat? It’s a completely different experience than trying to squint at stars from your backyard (especially if you live anywhere near a city). Think about it—out on the water, you’re miles away from streetlights, neon signs, and all the light pollution that usually washes out half the night sky. Boat stargazing basically gives you front-row seats to the universe’s greatest show, and trust us, it’s one performance you don’t want to miss.

Why Boat Stargazing Beats Land-Based Viewing

The main advantage of stargazing on a boat is simple: you can escape light pollution. (Even moderate-sized towns create enough ambient light to dim the cosmic display.) And by heading offshore, you can find truly dark skies that reveal thousands more stars than you’d see from land.

Essential Safety for Night Boating

Okay, before we get all starry-eyed (literally), let’s talk safety, because nothing ruins a perfect night of stargazing quite like... well, an emergency. Night boating isn’t your typical afternoon cruise where you can see everything coming from a mile away. Out there in the dark,

things get serious fast, so the right prep work isn’t just smart—it’s absolutely essential.

1: Prioritize Safety Equipment:Before getting lost in the stars, safety must come first. Night boating requires extra precautions beyond your typical daytime cruise. First, make sure everyone aboard has a properly fitting life jacket—no exceptions.

2: Check Navigation Lights: Boat navigation lights are crucial for safety on the water when it’s dark. Test every single navigation light before you even think about leaving the dock. Red, green, white—the whole light show needs to be working perfectly. Other boats need to see you coming, and honestly? These lights are basically your “hello, don’t hit me” signal to the world.

3: Share Your Float Plan: This one’s nonnegotiable: tell someone on shore exactly where you’re going and when you plan to be back. Think of it as your safety net. If anything goes sideways and you don’t check in as planned, at least someone knows where to start looking. (Plus, it gives you that extra peace of mind to actually enjoy the stars!)

4: Bring Communication Devices: Be sure to bring fully charged phones and a VHF radio for emergencies. Having multiple communication options provides backup if one fails during your night boating excursion.

5: Reduce Your Speed: Move at slower speeds than during daylight hours. Nighttime visibility is limited, so easing off on the throttle gives you more time to react to obstacles.

6: Assign a Dedicated Lookout: Designate a person to stay focused on the water and watch for obstacles or other vessels while everyone is busy stargazing. It’s not the most glamorous role, but it’s essential for keeping your stargazing adventure safe.

7: Use Red Lights for Visibility: Bring redlight flashlights or headlamps that preserve night vision while allowing you to see what you’re doing on deck during your stargazing on a boat experience.

8: Allow Time for Eye Adjustment: Give your eyes about 20 minutes to adjust to the darkness when you reach your viewing spot. Your eyes need time to adapt to the darkness—the longer you wait, the more stars you’ll see appear during your night boating adventure.

Planning Your Boat Stargazing Trip

Timing is crucial for successful boat stargazing! Check the lunar calendar and try to plan your trip during a new moon when the sky is darkest. Also review weather forecasts carefully—clear skies are essential, and calm waters make for better viewing.

For the best results, travel at least a few miles offshore or to the center of a lake. Once you’ve reached your viewing spot cut the engines, turn off any unnecessary lights and drop anchor. Important safety note: a white anchor light must be displayed at all times when you’re anchored at night.

After you’re set up, take time to really soak it in. Lie back on the deck and simply look up.

Watch for satellites, meteors, and even the International Space Station making its orbit around Earth.

What to Pack for Night Boating and Stargazing

In addition to safety equipment, consider packing these items for a more enjoyable experience:

• Nautical charts, a compass, and a GPS device with fresh batteries

• Warm, waterproof clothing and blankets (temperatures drop significantly on water at night)

• Binoculars (more practical than telescopes due to boat motion)

• Star chart or stargazing app (with night mode enabled)

• Thermos with hot drinks and simple snacks • Waterproof speaker for soft background music

The Perfect End to a Day on the Water Look, we’ve all done plenty of things on boats, but there’s something about boat stargazing that just hits differently. Maybe it’s how floating under a canopy of stars makes our everyday worries seem ridiculously small. (Does that work deadline really matter when we’re staring at infinity?) So next time we’re planning a day on the water, don’t pack it in when the sun goes down. Stick around past sunset. Do the homework, get the safety stuff sorted, and stargazing on a boat might just become our new favorite tradition.

Tropical Pan-Asian Calamari Salad

Ingredients

1 ½ pounds calamari (squid), cleaned

2 tablespoons light or low-sodium soy sauce

1 tablespoon rice wine vinegar

2 tablespoons sesame oil

1 large Florida garlic clove, minced

1 teaspoon Florida ginger root, fresh, minced

1 small Florida red onion, halved lengthwise, then thinly sliced across (about 1 cup)

1 Florida red bell pepper sliced paper thin

1/4 cup Florida cilantro, fresh, chopped

1 teaspoon crushed red pepper flakes (if you like it spicy)

2 cups seedless Florida watermelon, cut into small pieces

Salt and fresh ground pepper to taste

Directions:

• Clean and rinse squid under cold running water, lightly pat dry with clean paper towels, cut tentacles and bodies into the same size, about 1/3 inch wide.

• Quickly cook squid in a 5- to 6-quart pot of rapidly boiling salted water, until opaque (this only takes 30 to 40 seconds).

• Drain and immediately immerse in a bath of ice water to stop cooking.

• In a mixing bowl, whisk together soy sauce, rice wine vinegar, garlic, ginger, sesame oil and pepper (red and black).

• Let stand at room temperature for 5 minutes.

• Meanwhile, combine squid, bell pepper, watermelon and cilantro in a large bowl.

• Toss with dressing, and allow to marinate at least 15 minutes.

• Garnish with pepper curls and fresh cilantro.

Tarpon Season 2025

First, I want to extend a sincere thank you to all my clients, both returning and new, who joined me on the water this season. Your trust in my fly fishing guide service means the world to me, and I’m truly grateful for the

opportunity to share the West Central Florida tarpon fishery with you. The camaraderie, early mornings, and shared excitement of sight-casting to these incredible fish are what make this work so rewarding.

This season’s tarpon migration began earlier than usual, with

the full moon arriving in early May. Fish began showing up in April, and based on the timing and duration of the migration, I suspect they may have gotten an additional spawn in beyond the typical three cycles we see in a season. From April through July, we experienced steady numbers and consistent fishing opportunities.

Fly selection was key. Small patterns imitating shrimp, ballyhoo, or pipefish proved highly effective in clear beach water, while shrimp, pipefish, and pinfish patterns excelled over grass bottom. Matching the fly and profile to the area, bottom type, and water clarity consistently produced better

Late Start, Big Rewards: Landing Permit on the Boils

On Saturday, we had some beautiful weather, so Tania and I decided to head out into the ocean. I had heard that with the east winds, the weeds were really bad, so we decided to head to the boils. Over the past week, there was no news from the boils, so we were going blind, but with good hopes of finding some prized permits.

The alarm was set for 5:30 am, with the expectation that Tania would want to hit snooze at least once. Since everything was packed, that would give us plenty of time to grab ice and shrimp and be at the dock by 6:30 am. However, the good Lord had other plans. I woke up at 5:30 am and thought I had hit the snooze, then I woke Tania with the anticipation of her telling me to hit the snooze. The next thing I remember is Tania waking me up, and it was a few minutes past 6:00 am.

It was 6:50 am by the time we arrived at the dock. I was surprised to find open parking spots at the dock. We parked and unloaded, once again pleasantly surprised, our boat was already pulled up to the dock, and there was no one in front of us. Usually, Saturdays are pretty busy at the dock, so I anticipated waiting a bit since we were late.

We were loaded up and pulled away from the dock at about 7:10 am. It was a beautiful sunrise, and I was grateful to be sharing it with Tania. We arrived at the Boils around 7:30 am. Once we got there, I set us up on our drift. While we were checking the drift, Tania asked me to change out the 30g jig to her favorite Squidtrex. Once she was set up, we dropped and started jigging. It didn’t take long for me to land the first fish, a small blue runner. At that point, Tania said, “Great, it’s going to be a bad day of fishing.” Little did she know that was so far from the truth.

About the time we hit the outer section of the boils, I hooked up with something big. Not long into the fight, I told Tania I was pretty sure I had a permit on. A few minutes later, it was confirmed that I did have a permit on. It was one of the smaller ones we have caught, but it was still decent at 21 inches. While I was fighting the fish, we drifted close to the other boat that was spot locked. I apologized for getting close and asked if they were fishing for permit with crabs. They said yes, they were, and asked what I was using for bait. I showed them a white and orange 30g slow-pitch jig.

The next drift turned out to be better than the first. We caught two permit. I landed another one, and

Summer has come to an end! The kids had a great ending to summer last week. Back to school! The waterways will be quiet during the week, anglers can navigate waterways in search of snook and tarpon without the pressure.

The full moon last week, made for extreme, high tides and low tides. The snook fishing was better on the high tide due to the cleaner water. As tide dropped, clarity was not great snook spread out over flats, channels, and docks. The bigger snooker still hanging in pods, best methods live bait soaked on the bottom, Doa 3 inch shad tail works as well.

Silver Kings were abundant and happy throughout the intercoastal waterways. Rolling fish can be seen on both sides of the tides. Live bait free lineed or a Doa terror eyz best bait to get the drag screaming. Average size of a tarpon range from 5 to 50 pounds.

When not in search of the snook and tarpon anglers, enjoyed targeting a wide variety of species, mutton snapper, mangrove snapper, jacks, drum, bluefish, sharks and many other species willing to put up a fight.

local area, bait schools migrate south, predator fish follow crashing and feeding on these schools, putting on quite a spectacle.

Snook fishing is excellent as they can be targeted along beaches, inlets, seawalls and docks. Top water Rapala skitter walk is an excellent choice for explosive strikes. DOA bait busters entice snook to strike near surface and sub surface. The mullet schools are great areas to locate snook, bridges and docks provide plenty of action, channel edges also produce plenty of drag screaming action. Snook gather in pods at times, average size of the snook ranges from 5 to 25 pounds.

The Tarpon show off their acrobatic leaps and jumps. Anglers bow to the king! Tarpon fans can enjoy drag screaming runs and epic battles. Live mullet on the surface trigger massive strikes. The average size of the tarpon ranges from 10 to 80 pounds. Artificial enthusiast, Rapala X rap, DOA bait busters and DOA Terror Eyz great baits to get the drag screaming.

Tania landed one, the biggest one at 25 inches. Unfortunately, the bite really died off about 8:30 am. Between 8:30 and 10:00 a.m., we caught only two more fish. I landed a 30-inch barracuda, and Tania landed a big pork fish.

At 10:00 a.m., we decided to make one more drift, and then we would call it a day. I was already exhausted from the heat, and we had a cooler full of fish. The ride back in was nice. The wind is cooling us off, and we’re taking in all the sights at one point. Tania saw spanish mackerel jumping, so we threw a bucktail a few times to see if we could get one to bite.

It was about 11:00 a.m. by the time we returned to the dock. I am not sure if it’s because Tania and I haven’t been on the boat much the past year or what, but the heat just wore us out, and we were glad to be back early. It took me about 45 minutes to offload our gear and clean the fish, so it was close to noon when we headed home. All in all, the bite was slow, but we managed to catch some prized fish. The flats and ICW great areas to target snook, jacks, goliath grouper, drum, and many other species for rod bending action. Structure areas, potholes and grass flats hold bait schools where predator fish will follow. For anglers who want steady action, nothing beats a live mullet, just cast one out along drop offs or structure and hold on tight. Nothing beats seeing a predator fish exploding on a live bait, it puts a smile on everyone’s face.

UNITED STATES COAST GUARD FLOTILLA 7-16 OFFERS SAFE BOATING CLASSES IN GULFPORT, FL, MEETS THE THIRD WEDNESDAY OF EACH MONTH. These classes qualify the attendee for the FWC Safe Boating Card. This card is required for most people born after January 1, 1988 to legally operate a power boat with greater than 10hp motor in Florida. The one-day class includes instruction on safety equipment, boat handling, rules of the road, navigation aids, communications, trailering, legal requirements and others. Power and sailboats are covered, as well as personal watercraft. Of course, besides making a boater in compliance, the main goal of the class is to create a safer boater. Flotilla 7-16 also performs free courtesy vessel safety inspections for power and sail boats, personal watercraft, and paddle craft. But the vessel owner then knows of any deficiencies to correct before having an accident or being sanctioned by the Coast Guard. Despite numerous COVID-19 restrictions, more and more boaters are taking to the water to alleviate at-home boredom while taking advantage of the open-air benefits and more pandemic-free aspects of recreational boating. But if you haven’t been out boating in a while, are your vessel’s lights operating properly? Do you have a sufficient number of life jackets for the number of passengers aboard? Is your engine’s ventilation system up to par? To get you started on a new year boating adventure, now may be a perfect time to consider getting a 2022 Vessel Safety Check (VSC) offered by certified VSC examiners from the St. Lucie River Power Squadron, also known as America’s Boating Club of Martin County. These trained VSC examiners from the local squadron will point out safety features such as minimum requirements required by the U.S. Coast Guard,

examine fundamental mechanical aspects of your vessel, and answer questions how you can have more fun safely on the water. Boat America Classes:

The Clearwater Flotilla is also pleased to announce the schedule for Boat America classes in 2024. These classes provide participants with a comprehensive understanding of boating safety, navigation rules, and emergency procedures. Whether you’re a seasoned boater or a newcomer to maritime activities, these classes offer valuable insights and practical knowledge that can contribute to a safer and more enjoyable boating experience. Participation in Boat America Classes is open to boaters of all experience levels, and successful completion may result in valuable discounts on boat insurance. SARASOTA FLOTILLA 82 OF THE USCG AUXILIARY Florida law requires that any person born on or after Jan. 1, 1988, may not operate a vessel powered by a motor of 10 horsepower or greater unless such person has in his or her possession, aboard the vessel, photographic identification, a Florida boater safety identification card (or any other state’s boating card), and the registration for their vessel. Regarding the above law, which has been in effect for over a year, Flotilla 82 of the USCG Auxiliary, based in Sarasota, Florida (at Mote Marine) offers a 1-day course held on the last Saturday of each month. It starts at 9:00 am and completes at 5:00 pm. The course includes the USCG exam which, if passed, results in a Florida lifetime boating card/license. Veteran Sea Tow® Captains Share Tips to Help Boaters Steer Clear of Common Mistakes

Southold, NY – July 16, 2025 – Boating season is already in full throttle, and Sea Tow®, recognized throughout the marine industry as Your Road Service at Sea®, is proud to offer boating tips to avoid some of the most common mistakes seen on the water.

Sea Tow offers a variety of services to assist boaters, with its top five covered services being towing (52%), scheduled dock-to-dock tows (11%), covered ungroundings (10%), jump starts (7%), and fuel, oil or parts delivery (7%). Sea Tow has observed countless mishaps that, in many cases, could have been easily avoided. Seasoned Sea Tow Captains have offered up their advice to help boaters steer clear of common mistakes this season:

Captain Nik Foster of Sea Tow Daytona/Ponce/New Smyrna:

• Check that the throttle is in neutral if the boat won’t start: General rule of thumb, the engine should always be off when the boat is anchored. When anchored with a group on board, it’s possible for the throttles to accidentally be knocked into gear. If the captain doesn’t realize it, next time they turn the key, the boat won’t start.

Captain Ramsey Chason of Sea Tow Rhode Island and Sea Tow Cape and Islands:

• Get boat insurance: Far too many people don’t place enough value on comprehensive general liability insurance and a full policy on their boat.

• Be aware of ethanol/fuel stabilizing: It’s important to stabilize fuel when storing boats over the winter. Fill fuel tanks completely to minimize condensation and limit air space. For gas-powered boats, use water separators.

• Get a Sea Tow membership: A Sea Tow membership is invaluable when it comes to feeling safe when on the water. It includes a full suite of on-water assistance services for every boat that’s owned, rented, or bareboat chartered. With a Sea Tow membership, boaters know who will be coming to get them.

• Check battery connection: A marine battery typically lasts about two years. Before leaving the dock, always check the batteries to ensure they are charged. Also, check the connection at each terminal – corrosion can cause cables to come loose – as well as the engine side, especially if the boat has been sitting for a while.

Captain John Bilski of Sea Tow Southern Connecticut:

• Use a VHF Radio: It is ideal to have a VHF radio with at least a six-to eight-foot antenna. The taller the antenna, the longer the range of transmitting and receiving messages with other boaters on the water. Channel 16 is the national distress, safety and hailing channel, where the Coast Guard, Sea Tow and other boaters around can hear the transmitted message. It is recommended to use VHF Ch. 9 for hailing other vessels to keep Ch. 16 free for emergency communications.

• File a float plan: Always file a float plan with a trusted friend or family member to ensure someone on land knows the boating plans for the day. It should include the time of departure, destination(s) and the time of return. If the boater does not return or check-in as planned, the person will be able to alert authorities, who will then know how much time has passed and when and where to start looking, so they can find the boat quickly.

Captain Ryan Saporito of Sea Tow Wrightsville Beach:

• Remain weather aware: Weather conditions on the water can change at the drop of a hat. The boater should always keep their eyes and ears to the sky for any tells such as clouds rolling in, thunder or lightning in the distance or increased winds. Download a weather app and turn on notifications to receive alerts in real time.

• Know how to use the anchor: The vast majority of breakdown situations can be managed by putting an anchor out and taking time to assess the problem and determine what’s wrong with the boat, rather than drifting.

• Utilize engine cut-off switch: Federal law requires boats under 26 feet to have, and captains to use, an engine cut-off switch, whether it’s a cord or wireless fob. If the boater is thrown from the helm, it immediately shuts down the engine, keeping the boat from running
