district plan – what’s proposed? Here’s what QLDC has sent us about the ‘what’ and the ‘why’ of the more significant changes proposed for Arrowtown in the District Plan. why change? • An Urban Growth Boundary (UGB) has been established, preventing urban sprawl in Arrowtown. • But there’s very limited opportunity for new housing within this area and demand is strong. • There aren’t many options for smaller households, housing costs are high and rental properties limited. • The Resource Management Act (RMA) requires Council to consider residential character and amenity, but also social and economic matters. • RMA changes (2013) mean Councils can’t apply ‘blanket’ tree protection rules. Individual trees and discrete groups of trees can be protected, but must be identified in the Plan. what’s proposed? • A Medium Density Zone will allow townhouses in an area closer to the Village. • Parking and shading rules will apply. • Proposed shading rules are less restrictive to allow townhouse development. While this might mean less sunlight protection, in most cases the rules will provide good protection from late morning to mid-afternoon in mid-winter. • The Low Density Zone becomes more flexible. Some sections may now be able to accommodate a second house or flat, subject to rules limiting impacts. • The Arrowtown Design Guidelines are being reviewed. They will include guidance for development in the Proposed Medium Density zone, to ensure building design and form, materials, and landscaping is sympathetic to Arrowtown’s character. The revised guidelines are likely to be publicly notified from November, as a variation to the Proposed District Plan. • Specific character trees are identified and protected in the Residential Historic Management Zone. check out…dudley’s cottage Tucked away by the historic Chinese settlement, Dudley’s Cottage is actually two cottages. The first was built in about 1880 by William Butler, an Irishman who was one of the first to arrive at the Arrow for the 1862 gold rush. It is one of the oldest stone cottages in Arrowtown and possibly in the Wakatipu. The site was strategic – it was the last building on Buckingham Street before miners headed up the Arrow River to Macetown, the perfect location for a supplies store. from home to business
After the Dudley family used the cottage as the home for a century, in 2012 it was returned to its commercial roots and is now the home of a café, gift and design store that is also popular for gold panning and bike hire. As in the gold rush days, Dudley’s Cottage is perfectly located next to the bike trails and river.

If you have not yet taken a good look around this unique property you are missing out on an important part of Arrowtown’s history.
petrol stop update Work on the new petrol stop in Wiltshire Street is well under way. The tanks are now installed and the contractors are moving on to the pipework, drainage and concrete aprons, technology and landscaping. Craig Fitzgerald of RD Petroleum expects the work to be completed at the end of October, with the site open the first week of November – or sooner if possible. There will be two pumps with four hoses each, supplying 91, 95 and diesel. Payment at the unstaffed station will by electronic means and RD Petroleum says the prices will be comparable to other outlets in the Queenstown area.

school art Cromwell artist Andrew Price of QT Creative has been working with Arrowtown Primary School to produce a mural to go outside the entrance to the school hall. Students were invited to create artworks with the theme ‘The four seasons of Arrowtown’ with Andrew choosing aspects of their work to incorporate into the mural. The kids whose work was chosen got to help Andrew paint the mural. quiz night success The Arrowtown School PTA winter quiz night series has finished and after six weeks of gruelling competition The Sharp Pencils took out the top spot. Quizmaster Jonny Stevenson used his dry wit to keep the crowd entertained while they answered questions that ranged from what do you call a group of rhinos (a crash) to identifying Arrowtown landmark seats. Local businesses donated prizes for the competition and for raffles, and organiser Euni Borrie says $4800 was raised to complete the furnishing of the new school library. Some of the money will be used to kick start the fund for a new synthetic turf area in a shady section of the field that was not always usable because of the harsh Arrowtown winters. your flop-free recipe cinnemon rice pudding
1ltr milk 1 vanilla pod or a tsp of vanilla paste 1 cinnemon stick ½ tsp ground nutmeg ½ tsp ground cinnamon 100g short grain or Arborio rice 20g butter (chopped) 100g sugar Preheat oven to 150°C. Put all ingredients on a saucepan except the butter and sugar. Bring up to the boil and turn down to a simmer. Cover with a circle of greaseproof paper sat onto the mix. Cook slowly on a low heat until rice is cooked and thickened. Remove from heat and stir in sugar and butter. As an extra you can add a few raisins towards the end of cooking or on top. Or top with a few crumbled walnuts.

councillor comment QLDC councillor Scott Stevens on the District Plan Review (see page 3): Reviewing the District Plan was never going to be easy – it involves a series of balancing acts. The proposed medium density rules are just one aspect of the proposed QLDC District Plan, but this is the area of greatest change for Arrowtown. You may already have a firm view about the proposal – or maybe you haven’t thought about it at all. I encourage you to look at the material available online and form your own opinion. I have come to learn that the Arrowtown community cares very deeply for the long term good of the village. Submissions are now open and we need to hear your thoughts. QLDC does take note of what people say. If it did not listen, I would not be a part of it. Already some significant changes have been made to the proposed medium density zone for Arrowtown after the council opened the idea up to feedback. There are some good elements in the proposed District Plan I believe will sit well with Arrowtowners, but it is not a perfect document. Constructive criticism, suggested variations and intelligent new ideas need to be tabled as submissions in order for councillors and commissioners to consider changes. Making a submission is easy. Forms are available at the library or at www.qldc.govt.nz. 11
