STATEMENT OF PURPOSE The Los Fresnos CISD, parents and community members shall develop, agree upon and distribute to parents a written Parental Involvement Policy and SchoolͲParentͲStudent Compact. The Policy will set expectations and establish a framework for quality parental involvement participation.
This will be achieved as part of the district’s improvement plan process. The district values the role that parents play as their children’s first teacher and the influences of their continued support toward their children to meet the state’s student performance standards.

NUESTRO PROPOSITO El distrito escolar de Los Fresnos CISD, los maestros, los padres y los miembros de nuestra comunidad se reunirán, acordaran y crearan los siguientes documentos: a) La Política de Envolvimiento de Padres y b) El Convenio entre la Escuela, Padres y Estudiante. La política expondrá las expectativas y establecerá una estructura para una alta calidad de participación de padres en la educación de sus hijos.
Esto se lograra como parte del proceso del plan de mejoramiento de nuestro distrito. Nuestro distrito valora el papel que los padres tienen al ser los primeros maestros de sus hijos y del continuo respaldo y apoyo hacia ellos que los lleva a lograr un mejor aprovechamiento académico a nivel estatal.
The following policy is in compliance with the legal requirements of the No Child Left Behind Act of 2001 (PL107Ͳ110, Section 1118). This policy will be available to all parents of Los Fresnos CISD.
II.
The Title I Parental Involvement Policy and SchoolͲParentͲStudent Compact will be reviewed and distributed to parents during the first six weeks of the school year through registration, on Meet the Teacher nights, PAC meetings, PTA meetings, special called meetings or other campusͲlevel initiatives.
III.
The SchoolͲParentͲ Student Compact will outline the means by which parents, school and students will share responsibility for improved student academic achievement and mastery of the state’s high standards. An annual review and revision, if necessary, will be part of the district and campusͲlevel plan process. Parents are urged to sign and return compact and take time to discuss the compact with their children and teachers as necessary.
IV.
An annual Title I public meeting will be held in the first semester to inform parents of the district’s participation in Title I, Part A and its requirements. The Parents will be informed of their right to be involved. This information is available through our district’s website, advertised through the city’s newspaper, and is made available at any time at the parent’s request.
V.
The District will offer a flexible number of committees such as:

III.
El convenio entre la escuela, padres y estudiantes explicara las formas por medio de las cuales los padres, la escuela y los estudiantes compartirán la responsabilidad del aprovechamiento académico del estudiante y lograr los altos niveles educacionales del estado. De ser necesario, se llevara a cabo una discusión y revisión anual como parte del proceso de plantación del distrito y del plantel. Los padres firmaran y regresaran el convenio y lo platicaran y discutirán con sus hijos y maestros según sea necesario.
IV.
Una junta pública anual de la ley Title I se llevara a cabo el primer semestre en cada plantel para informar a los padres sobre la participación del distrito sobre la ley Title I Parte A y sus requerimientos. Los padres también serán informados sobre sus derechos de ser involucrados en la educación de sus hijos. Esta información será publicada en nuestra página de Internet, a través del periódico comunitario, y estará disponible a cualquier hora que los padres de familia la requieran.
V.
El distrito ofrecerá varias juntas de comités como las siguientes: a) Parental Involvement Comitee (PIC): Este comité ayuda a planear los eventos de envolvimiento de padres alrededor del distrito. b) Parent Academic Council (PAC): Este concilio del plantel escucha sobre las iniciativas de la administración, comparte esta información con la comunidad y finalmente trae sugerencias al plantel sobre estas iniciativas. c) Campus Advisory Comité (CAC): Este comité del plantel se compone de maestros, miembros de la comunidad, representantes y padres. El distrito escolar se esforzara para informar a los padres sobre los programas de la ley Titulo I, Parte A. También describirá y explicara el plan de estudio a seguir, exámenes académicos que se usaran para medir el progreso del estudiante, los niveles de maestría que el estudiante deberá lograr, y “un adecuado progreso anual” (AYP). VII.
La capacidad del distrito para crear una asociación fuerte con los padres se lograra a través de dar oportunidades a los padres para compartir sus opiniones y hacer recomendaciones sobre los programas de la ley Title I. El distrito enseñara a los padres a entender el contenido y los estándares académicos del estado, y también les enseñara como monitorear el progreso académico de sus hijos. Estas oportunidades serán atendidas en las juntas: PIC, PAC, PTA, CAC, y juntas extraordinarias de comités y entrenamientos. En adición a esto, el distrito proveerá talleres de habilidades para ser mejores padres y otras oportunidades para participar como voluntarios.

They share information with the community and bring back information to the campus. c) Campus Advisory Committee (CAC): This campus level committee is made up of teachers, community members, local business representatives and parents. They help revise the campus improvement plan and they deal with large expenditures. d) Parent Teacher Association (PTA): This association consists of parents, teachers and administrators who discuss ways to promote quality education and work to provide students a safe and healthy environment. e) Other special called committees may be created according to the district’s needs. These committees will allow parents to help in the planning, revision, and evaluation of Title I, Part A programs. They will also participate in the revision of the district and campus level Parental Involvement policies and SchoolͲParentͲStudent Compacts.
VI.
The school district will make every effort to communicate with parents information about Title I, Part A programs, descriptions and explanation of the curriculum, academic assessments used to measure student progress, proficiency levels students are expected to meet, an “adequate yearly progress” (AYP). All information oral or written related to school parent programs will be provided in a format and language that the parents can understand.
VII.
The District will build strong partnership with parents by offering opportunities for parents to provide input and make recommendations regarding Title I programs. In addition, the district will assist parents in understanding the state’s academic content and achievement standards, state and local assessments and how to monitor their children’s progress. These opportunities will be addressed through the parental participation in the PIC, PAC, PTA, CAC, specialͲcalled meetings, other committees. The district will also provide parenting skill workshops, literacy programs (such as GED and ESL classes), and presentations. The parents will be given the opportunity to participate and volunteer in district and campus events throughout the year.
VIII.
The district will coordinate and integrate parent involvement programs and activities with head start, Building Bridges (Migrant 3 yr. Old Program), and community agencies.
IX.
The district will ensure full opportunities for the participation of parents with limited English proficiency, learning disabilities and parents of migratory children by assuring that notices, newsletters, information and reports are in a format in a language that the parents understand.

CITY OF LOS FRESNOS PROPOSALS FOR GROUP HEALTH INSURANCE
The City of Los Fresnos will be accepting proposals for group health and life insurance until 10:00 a.m. on October 19, 2016. Alternate proposals for dental and vision coverage are requested. Proposals should be delivered or mailed to Pam Denny, City Secretary, 200 N. Brazil, Los Fresnos, Tx. 78566. Current policy coverage is available for review at City Hall. Awarding of contract will be November 15, 2016 at 6:00 p.m. in City Hall. The City reserves the right to accept or reject any or all proposals.
ADVERTISEMENT FOR BIDS The City of Los Fresnos, Texas will receive sealed bids for the “NATURE PARK RESTROOM IMPROVEMENTS” and “NATURE PARK TRAILS IMPROVEMENTS” projects. Bids must be delivered to the Los Fresnos City Hall, 200 N. Brazil, Los Fresnos, Texas 78566 on or before 2:00 P.M. on Friday, October 14, 2016, at which time all bids will be publicly opened and read aloud. The project consists of restroom improvements. The project consists of Nature Park Trails Improvements. Electronic copies of the Bid/Contract documents including drawings and technical specifications may be obtained at no charge via the internet at: http://www.civcastusa.com/. The project can be located on civcastusa.com by the bid date, the state (Texas) or the county (Cameron). Bidders will be required to register through CivCastUsa. There is no charge for registering or downloading the plans. Hard copies of plans may also be purchased through CivCastUSA at the bidder’s expense. Bid and Contract documents, including Drawings and Technical Specifications are on file and available for inspection at the office of Pam Denny, City Secretary, City of Los Fresnos, City Hall, 200 N. Brazil, Los Fresnos, Texas 78566. A pre-bid conference will be held on Thursday, October 6 at the Los Fresnos City Hall at 2:00 p.m. Bidders must submit a certified check or bank draft payable to the order of the City of Los Fresnos, Texas, or negotiable U.S. Government Bond (as par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to five (5%) of the total Bid for each project, as a guaranty that the Bidder will enter into a Contract within ten (10) days after Notice of Award of Contract to him. Attention is called to the fact that not less than the federally determined prevailing (DavisBacon and Related Acts) wage rate contained in the contract documents, must be paid on this project. Additionally, the successful Bidder must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.
