The history of the Port Washington Fire Department The Port Washington Volunteer Fire Department The three original fire companies in Port Washington - Atlantic Hook & Ladder Company No. 1 (1886), Protection Engine Company No. 1 (1892), and Flower Hill Hose Company No. 1 (1905) - were all organized years before the Port Washington Fire Department was formed. The fire companies all operated independently of any central command until 1907. Up until that time they all pulled together when fighting fires. In 1894 Protection and Atlantic agreed to appoint a Protection member, Eugene E. Carpenter, as Chief for the purpose of commanding both companies at a fire scene. Although the “fire department” wasn’t yet organized, E.E. Carpenter was the first fire chief of the community. Department Organized Even though there was cooperation at the scene of a fire, it became evident that there was the need for an official organization to coordinate all the activities of the community’s fire service. In the beginning of January 1907, a group known as the “Committee of Nine” (three members from each company) began meeting. On January 28, 1907 a proposed constitution and by-laws were submitted to each of the companies for approval. On February 18, 1907 the committee
appointed Captain Frederick J. Snow of Flower Hill Hose Company No. 1 as its Chairman, and on March 25, 1907 a meeting was held of the membership of all three companies at Liberty Hall (the headquarters of Atlantic Hook & Ladder Company No. 1), “... for the purpose of effecting a permanent organization and for the election of officers for the same.” The combined membership voted to form the new Port Washington Fire Department the purpose of which, “... shall be the extinguishment of fires and the protection of life and property.” The newly elected officers that were unanimously voted into office: Chief of Department: Frederick J. Snow (Flower Hill Hose Company No. 1) 1st Deputy Chief: Timothy J. Bird (Atlantic Hook & Ladder Company No. 1) 2nd Deputy Chief: William E. Smith (Protection Engine Company No. 1) Clerk of the Board: James F. Dinn (Atlantic Hook & Ladder Company No. 1) Treasurer: Burtis H. Monfort (Flower Hill Hose Company No. 1) Surgeon: William I. Cocks (Protection Engine Company No. 1) There weren’t a great number of fires in the early years and the members
Street, to Main Street, up Main Street to Monfort’s Corner (Port Washington Boulevard & Main Street), to Bernard Street, to Maryland Avenue, back to Main Street, to Mackey Avenue, to Bayview Avenue, to Shore Road (Plandome Road), around Bayles’ Corner (corner of Shore Road & Main Street), down Shore Road to the residence of Jacob Cocks (Pleasant Avenue), back up Shore Road to Main Street (Bayles’ Corner), up Main Street to Monroe then to Webster Avenue and ending back at the arch. At the time the roads were primarily dirt and the members of all the fire companies wore “white duck” pants as part of their uniforms! By 1915 a much needed law was passed in New York State to provide tax revenue for fire protection each year based upon assessed valuation. A contract was signed with the Town of North Hempstead for fire protection services. Heretofore all operating funds were obtained through fund raising activities put on by the firemen or ladies auxiliaries from each of the fire companies. Another advantage of signing the contract with the Town was that all volunteer members would now be able to receive benefits under the Healey Law with respect to injuries at fires or official activities of the fire companies. would put much of their efforts into training, maintaining equipment, and raising money to operate the fire companies and the Department. Early Fund Raising Beginning in 1909 the Port Washington Fire Department would sponsor a local tournament and parade which became known as “Firemen’s Day”. Four contests were held: Hose and Ladder Contest - a contest that involved running 100 yards, pulling a ladder from the truck, placing it in position and ascending to the top rung. Single Ladder Climbing Contest - with a ladder already standing, participants would run fifty feet and climb to the top rung in the shortest time possible. Double Wet Hose Contest- a contest that involved a 100 yard run, stretching 100 feet of hose, attaching it to a hydrant, uncoupling the hose, attaching the nozzle and water to be thrown. Bucket Line Contest. “Firemen’s Day” was an annual event until about 1920. Probably one of the most interesting (and exhausting) feats of the day was the line of march. The typical parade route started at the tournament arch on Webster Avenue, then proceeded to Monroe

About the Port Washington Public Library In 1892, the Women’s Club of Port Washington organized the community’s first library service with books donated by members. Donors paid $2.00 a year and met two afternoons a week in the home of Miss Wilhelmina Mitchell on Main Street near the waterfront. Later the Library moved to rooms in another private home where a “Young Men’s Reading Room” was opened in the evenings. Fundraising events included peach festivals, card parties and musical evenings. The Library was chartered as a Free Library by New York State in 1895 with a collection of 370 volumes and was open nine hours a week In 1916, the President of the Board of Trustees made a plea for a “new modern Library building”, and a building fund was started. In 1924, voters approved spending $35,000 on a new building and construction began in November 1925 on a side street off of Main, and the building opened a year later. The Library was granted a charter on January 1, 1925 under the corporate name of Port Washington Public Library. In 1965, plans were drafted for a new building on a larger, centrally located site on Main Street itself. The building opened on June 8, 1970 and all services experienced a sharp increase in use (334,760 books circulated the first year). Since that day, services continued to expand and evolve. In response to the Covid19 Pandemic, the Library has worked to end the digital divide within the community by offering loanable laptops,
mobile Wi-Fi hotspots, and other devices. Patrons have access to a variety of online services; online tutoring, virtual language training, digital storybooks for kids, eBooks, audiobooks, comics, music and movies, virtual programming, lectures, performances, Story Times and much more. The Port Washington Public Library has always preserved and organized historic records of local organizations, individuals and institutions. Today the Local History Center houses the PWPL institutional records and over 70 Special Collections. The Center’s goal is to collect, preserve and manage historic and folkloric materials that are special or unique, with a strong emphasis on items of local interest Port Washington Public Library’s current Archivist and Special Collections Librarian Vanessa Nastro takes readers into the detailed and comprehensive history of Port Washington and the Manhasset Bay in her debut book, Along Manhasset Bay published by Arcadia Press and the History Press. EXCERPT FROM THE BOOK: The bays of Long Island’s North Shore have long been an incubator for innovation and prosperity. In the nineteenth century, they were the homes of hardworking baymen who wrested a living from oyster beds and clamming grounds. During the early 1900s, areas such as Port Washington, Manhasset, and Great Neck flourished into commuter, suburban towns. Following in the footsteps of the industrial elites, a multitude of recreational boaters and fishermen transformed the North Shore in the 1940s. They brought marinas and restaurants to its waters, and the buzz of nautical pleasures—all the trappings of a modern recreational industry. The attraction of protected harbors, deep waters and proximity to New York City soon attracted newcomers at the end of the 19th century. The Bay, Long Island Sound and Hempstead Harbor became the playgrounds of rich and famous yachtsmen whose elaborate vessels turned Manhasset Bay into a showcase of maritime finery. Families such as the Goulds, Astors, Morgans, Whitneys, Belmonts, and Guggenheims owned luxurious yachts that created a new industry of captains, boatbuilders, suppliers and crews. The Sands Point Preserve in 2021: An oasis in the midst of the pandemic The Sands Point Preserve on the former Guggenheim Estate is a 216acre natural sanctuary where thousands of visitors have connected with nature, escaping the pressures of the long pandemic. The estate embodies the grandeur and elegance that define the Gold Coast period of the early 20th century, but its magnificent mansions have been quiet over the last year as a necessary health precaution. Instead, the expansive lawns, forests, and beachfront are the main attractions where people can relax, explore, and rejuvenate in the fresh air. Since 2008, the Sands Point Preserve Conservancy has offered yearround educational and cultural programs, seasonal celebrations, mansion tours, wellness sessions, as well as private/corporate event services and film/ TV location facilities. Visitor services and safety are always the top priorities – the pandemic required a new focus for the Conservan-
cy’s programming, pivoting from music and theater events and glamorous galas inside the Gatsby-era mansions to nature programs in the great outdoors. In the last twelve months, the Conservancy expanded healthful outdoor adventures; plein air art, science, and yoga classes for children; guided nature walks and self-guided tours, including a history tour available in seven languages. The Woodland Playground, built in 2018, is the ultimate play space for children of all ages and different abilities. Its state-of-the-art equipment includes an enormous cedar castle, inclusive swings and spinners, and a speedy zip line. “Everything we do supports historic preservation, environmental conservation, and enriching experiences for every visitor,” stated executive director Beth Horn. “We’re so pleased that the Preserve can be of service to the community as we make our way through this difficult time.”

A very brief history of the Sands Point Preserve: Howard Gould, son of the legendary financier Jay Gould, created the estate in 1901. Daniel and Florence Guggenheim purchased the property, including Castle Gould and Hempstead House, in 1917. Several years after Daniel’s death, Florence donated part of the estate to the National Aeronautics Institute, and in 1945, the U.S. Navy took over the property and estab-

lished the Naval Device Training Center. Florence kept part of the estate and gifted 92 acres to her son Harry, who built Falaise, the third mansion on the estate. Florence had Mille Fleurs (thousand flowers) built for her own use in 1932. Nassau County acquired the entire site in 1974 and created the Sands Point Preserve, a 216-acre public park, now maintained and operated by the Sands Point Preserve Conservancy, a 501c3 nonprofit organization.

The history of the Flower Hills Schools Picture the Port Washington Police Department’s building on Port Washington Boulevard. Here it is, almost new, in the 1950’s. Now picture that spot almost 150 years earlier. It’s 1869, just four years after Civil War ended. Just a few years earlier, John Wilkes Booth, an actor and Confederate sympathizer fatally as-
sassinated President Abraham Lincoln in Ford’s Theater, just 5 weeks after Lincoln delivered his second inaugural address. 250 miles north of Washington, D.C., the little village of Cow Neck had recently changed its name to Port Washington. Although the town was growing, there were fewer than 750 people,
most of them involved in shell fishing or the brand new industry of sand mining. This area was often referred to as Up-Neck, as opposed to the area north of Baxter Homestead, which was Down-Neck, with the “DownNeck School” over-looking the Mill Pond. By 1869 the Up-Neckers needed a school of their own, and so property was purchased from the Onderdonk family who had extensive land holdings in town. By summer’s end, a new two-
room schoolhouse was built, and named the Flower Hill School. By the end of the century, several additional rooms and a second floor had been added, to accommodate Port Washington’s population, which had reached 1200. By 1908 Port boasted three schools, the down neck Sands Point School overlooking the Mill Pond, and the new Main Street School, and this Flower Hill School. Sadly, after more than
five decades of educating the youth of town, the beautiful little Flower Hill schoolhouse succumbed to an accidental fire. According to school superintendent Paul D. Schreiber, the janitor, William Allen, had been burning refuse when the fire got out of control and ignited some nearby kerosene. The fire quickly spread and burned the building beyond repair on June 24th, 1924. The school had served several generations of school children for 55 years. By the way, the term “Flower Hill” first appeared on local maps as the name of the cemetery behind the Post Office, usually referred to as the Monfort Cemetery. The history of The Victoria Hotel Long before Starbucks commanded one of the busiest corners in town, and long before Commuter’s Stationery occupied the exact same corner, the Victoria Hotel served for several decades at the corner of Main Street and Haven Avenue. This view, taken from across Main Street, shows the
corner with Main Street heading off to the right (where this couple is walking) and Haven Avenue heads up to the left (where you can see carriage tracks having made the turn). You can even faintly see the trolley tracks on Main Street. The Victoria Hotel was built in

The Hotel Renwick / Diwan Indian Restaurant You may know this building as Diwan, the wonderful Indian restaurant next to the Mill Pond. For more than 125 years and through many changes of ownership, this beautiful building with the cross-gambrel roofline has sat sentry over Manhasset Bay. For many decades it was a hotel, welcoming diners and lodgers alike, before the arrival of the Long Island Railroad started the transformation of Port Washington into a commuting town. Featured below is easily one of the finest postcard views of early Port Washington, originally called Cow Neck. It was probably photographed by John Witmer, showing the Hotel Renwick at the center, and the bustling life encircling the Mill Pond circa 1905. The hotel has a nicely hand painted orange roof on this postcard, and to the right you can see sand trestles and actual sandbanks, which
stretched all the way north to where Sousa School stands today. This view was taken from up on the hill at the Down Neck School, later renamed the Sands Point School. A former Port Washington resident, David Smith, adds that “before it was the Renwick, it was called the Grapevine Hotel, run by my Great Grandparents Henry and Emma Smith as early as 1870. Henry became ill in
1899 and Ren Smull took it over. There was a fire in 1901 and it was referred to as the Renwick in the NY Times and the Grapevine in the Brooklyn Eagle, so the name had to have been changed about that time. There are articles in the Eagle referring to the Grapevine thought the 1890’s.” Here is an incomplete list of the names of this longstanding Port Washington institution:

The history of the Port Washington Fire Department Continued from Page 10 In the early years a major problem was alerting the members of a fire. The fledgling phone system was based in the old village (lower Main Street). Although a bell was located on Flower Hill Hose Company’s firehouse on Haven Avenue, the main alerting came from the ringing of the bell located at Atlantic Hook & Ladder Company on Carlton Avenue in the old village. That bell was quite a distance from Flower Hill and, depending on the direction of the wind, it was not always heard. On many occasions there would be a delay in responding to fires. In the same respect when the bell at Flower Hill was rung it might not be heard in the old village. The firefighters experimented with a variety of alternatives from placing a whistle at the train station and having it activated by their steam system to actually having the trains in the yard blow their whistles. Finally, in 1919, a whistle was installed on Flower Hill Hose Company’s firehouse. Fire calls were made to the Long Island Railroad office and one of their employees would run across the street and activate the alarm.
It would not be until 1923 that an adequate alerting system was purchased by the Port Washington Taxpayer’s Association for use by the Department. That system was installed at both Flower Hill Hose Company on Haven Avenue and Protection Engine Company on South Washington Street. When needed it was activated by the police department. Period of Modernization & Expansion In 1954, the audible alarms (horns and sirens) throughout the community were renovated and
supplemented. As the community grew and housing was built farther from the center of town, additional equipment was needed to alert the firefighters who lived in those outlying areas. Later, in 1968, the alerting system was augmented by “Plectron” radio receivers that were issued to each member and kept in their houses. Years later personal pagers were issued and are still in use today. Up through 1956, the Chiefs used their personal vehicles to conduct Department business, including responding to fires. The wear and tear on the vehicle was a substantial personal expense for
a chief officer. In 1957 the Department purchased its first Chief’s car. The Port Washington News reported it was, “equipped with a two way radio and special spot lights as well as a fire siren. It is expected to play an important role in fire fighting in this area.” The ambulance had been housed at a private garage since the service first began in 1927. It became necessary to provide a more suitable location and in 1961 a new headquarters building for the Department was constructed at 423 Port Washington Boulevard across from police headquarters. The building not only housed the ambulance and the supplies needed for its operation, but it also provided administrative space for the Chiefs and Fire Marshal to conduct Department business. Changing with the Times Along with the increased regulations came more record keeping and reporting. And, the public was demanding more fiscal accountability as well. This burden severely stressed both the administrative and line officers, all of whom had to devote as much
time to paperwork as they did to firefighting. So, during the 1990s the Department altered its structure to include an administrative board of directors and a paid office manager. This was soon followed by the hiring of several personnel to handle the varied maintenance tasks that were previously performed by the volunteer members. This allowed the members to devote their volunteer hours to training, fighting fires and responding to EMS incidents. Today, like all volunteer fire departments throughout the country, the Port Washington Fire Department is dealing with the reality of having to respond to more emergency calls with fewer people. We are proud to say that we are meeting the challenge. The volunteer spirit is strong; the dedication of our members unswerving; their attitude is professional; and their commitment to the Port Washington Fire Department and the community of Port Washington will continue on. The Daniel Guggenheim Fund for the Promotion of Aeronautics was established by Daniel Guggenheim and his son, Harry F. Guggenheim, in June 1926; in the following four years, the Fund provided $3 million in grants to establish schools and research centers at New York University, Stanford University, Massachusetts Institute of Technology, Georgia Institute of Technology, Harvard University, and California Institute of Technology, among many others. From July to October, 1927, the Fund also sponsored a 22,350-mile flying tour of the United States by Charles Lindbergh, on his plane, The Spirit of St. Louis, after his solo non-stop flight from New York to Paris in May 1927. The Guggenheim Tour included visits to 82 cities in 48 states, where Lindbergh gave 147 speeches promoting aviation for the general public.
