With 12 votes, a village is born In 85 years, East Hills transformed from area made up of farms and estates to homes

By G a B r i e l l e D e o n at h On March 26, 1931 incorporation papers for a proposed new village in Roslyn were filed. Several months later, the village of East Hills was established. The decision by small Town of North Hempstead communities to form villages had became very popular during the late 1920s and 1930s. Landholders of large properties looked toward incorporation as an easy route to be excluded from taxes that went toward improvements to the road and sewer systems of the town, which did not benefit them personally, according to the Evelyn Philips’ book “The History of the Village of East Hills.” Control of zoning regulations was another factor that pushed some communities toward incorporation. For the area that would become East Hills, there are records of the first village attorney, J. Oakey McKnight, saying that the incorporation of East Hills was seen as a beneficial move for the community because it would exclude them from an expensive highway tax required by the Town of North Hempstead, according to Philips’ book. The book also said that a proposal for the Mackay Estate to be included in the Roslyn Sewer District also pushed forward the

In a Roslyn News article published on June 4, 1931, it was mentioned that another major reason for the incorporation of East Hills was to avoid businesses from overtaking the area.

When the proposal for incorporation was placed on the ballot, only 12 votes were cast, though there were over 250 adults in the community. The 12 people who voted were all in agreement. East Hills would be a village of its own.

While Harold Hawxhurst, a surveyor, is credited by some sources with naming the village East Hills, McKnight had said in the past that his father, H. Stewart McKnight, was the one to come up with the name. J. Oakey McKnight said this father, recognizing that the area encompassed the hills to the east of North Hills, suggested East Hills as an appropriate name for the new village, according to Philip’s book According to a Roslyn News article published on July 2, 1931, a village board consisting of a mayor and four trustees were elected unanimously by a total of 15 votes cast. This first election took place in the barn of John W. Mackay. Robert H. Willets was the elected mayor, and Ellen Hennessey, Catherine Hechler, John W. Mackay and Stephen H. Willets joined him as village trustees, with Charles Hechler filling the position of village clerk. The first village board meeting was held at the Hechler home, the farmhouse on the Mackay property on July 8, 1931. When the Hechlers later moved to a house across Glen Cove Road, their home remained the meeting place for the East Hills board of trustees. Continued on Page S10

A deal that transforms the village Purchase of Air National Guard Base for $3M leads to Park of East Hills, village hub By G a B r i e l l e D e o n at h In 1995, after the closure of the Roslyn Air National Guard Base, there was great speculation about what the federal government would do with the 50-acre property in East Hills. It was the mayor of the village, Michael Koblenz, who is credited with seeing the potential for what the land could become. “You had 50 acres just sitting here in the middle of the village. I knew we needed a park for recreation for the residents,” Koblenz said. Today, the property is the Park at East Hills, the hub of all village affairs. In addition to being the home of East Hills’ second Village Hall, the park also includes a 12,000 square foot swimming pool with a 100-foot water park slide, several athletic fields, a theater, a dog park, playgrounds, a fitness center, and a nature trail. There is also a police precinct and an ambulance within the grounds of the park. To create the park that Koblenz had envisioned, the first step was to acquire the land that had previously held the Air National Guard base, which was not an easy task, according to East Hills Village Attorney Bill Burton. Before the Air Force could offer the land to a municipality, they needed to be sure that the government did not need it for any other purpose, Burton said. The land could not have been transformed into a commercial property and could not have large buildings constructed on it. To obtain the property from the Air Force, Koblenz and Burton had to lobby for it in Washington D.C. Koblenz and Burton sought the help of Congressman Gary Ackerman to convince the Defense Base Closure and Realignment Commission that selling the property to

According to Burton, the government did not use fair market value as their standard for selling the property. Koblenz emphasized the standard the government used to bring the value down to an affordable price for East Hills, Burton said. Burton said he and Koblenz first received a negative report about the response in Congress to the proposal to sell the base to East Hills. So, Burton said, they decided to a contact at the Defense Base Closure and Realignment Commission where they received a very different report. “He said everything went fine, and we went from being destitute to flying with

joy,” Burton said. At this point, the inspector general of the Air Force became involved and claimed that East Hills was paying too little for the land. Burton said he was told that there was another offer from a builder willing to pay $50 million due to the large size of the property. “If you could develop at a third of an acre, you could get a lot of homes in there,” Burton said. “That was the last thing we wanted because of the excess population and traffic that it would bring.” Koblenz, a litigator by profession, said it is not in his nature to give up or to stop fighting. Despite the inspector general’s oppo-

sition, the village of East Hills was able to purchase the property at a price of $3 million. To come up with the funds, the village sold two properties. “We sold the old Village Hall and another property in Lakeville Estates,” Burton said. “We sold three acres and got 50 acres in return.” According to Deputy Mayor Manny Zuckerman, the original plan for the park was “more sophisticated and expensive.” There were plans for an indoor pool instead of an outdoor pool, as well as the inclusion of a few other facilities, but due to the state of the economy at the time, the village could not afford it, he said. Koblenz a constant in changing village Has served as mayor for 21 of village’s 85 years, presiding over large growth in services By C h r i s a Da m s By day Michael Koblenz practices as an attorney, by night he serves as mayor of East Hills, a role he calls a hobby but an important one. “That hobby built a park and built the village to what it is today,” Koblenz said. Over the course of 85 years since East Hills was formed as a village, there have been seven mayors. Koblenz has filled the position for almost a quarter of that time, a period a major change in village starting with the Park at East Hills. He “turned on the switch” to East Hills’ modern era. Village Attorney Bill Burton said of Koblenz’s 21 years at the wheel, “It’s wonderful because what we’ve done is transform from a bedroom community into what is now a real sense of community, and Mayor Koblenz has been responsible for the vision and the foresight of building East Hills,” he said. One way Koblenz did that was by acquiring 50 acres of land from the federal government to convert an Air Force base in the middle of the village into the current Park at East Hills. The park now offers a pool with a 100-foot water slide, a gym, a theater, a grille, nature trails, tennis courts, playgrounds and sports fields.

Deputy Mayor Manny Zuckerman described the facility as less of a park and more of a country club. “It’s really like the heart of the community,” Trustee Stacey Siegel said. “I’ve lived here 15 years, living in East Hills and having the park, it’s really become such a great place to live.” In addition to being full of amenities for residents, the park changed the dynamic of the community, village officials said. Koblenz said that when he was elected mayor in 1995, the community was divided by eight different civic associations that hosted their own events and gatherings. “Each civic group would have its own Halloween parade or other event, and they would sponsor it individually,” Koblenz said. “Once we had the park it brought everybody together.” Koblenz said the recreational center in the park allowed the village to programs such as Kids in the Park, which offers a series of summer gatherings aimed for children, as well as form a Senior Activities Committee for older residents. “It’s definitely a hub, it put us on the map,” he said. Koblenz didn’t wake up one day and decide he wanted to be mayor, he said. It happened by gradually increasing his involvement with the community.

He originally lived in Flower Hill, and served on the planning and zoning boards, he said. After he moved to East Hills with his family, he was elected trustee. Two years later, he became deputy mayor. Two years after that he was elected mayor. Deputy Mayor Zuckerman, who has worked with Koblenz for 20 years, said he has made such an impact on East Hills because of how invested he is with the residents. “The most important thing is he truly cares about the village,” Zuckerman said. “He’s constantly involved with issues that come up, and whenever there’s an emergency with one of the residents, he’s always there.” In 2012, before Hurricane Sandy was about to strike, Zuckerman said, he had the foresight to acquire a generator that could power the village hall in the case of an outage. When numerous residents were left without power, the village hall was a place where they could have hot showers, light and heating. “That gives you an idea of what kind of hands on mayor he is,” Zuckerman said. “There’s a crisis, he rolls his sleeves up, and he goes out there to do what is needed to better our community.” Koblenz and the village board also

created an instant access messaging system on the website in an effort to maintain a transparent and responsive government, Burton said. Residents can send a question to the village officials, and they will receive a response within the day, Zuckerman said. Koblenz answers almost all of the inquiries, he said. “People are responded to within 24 hours,” Koblenz said. “They might not like the answer, but they get an answer.” Zuckerman said he doesn’t know how he does it, but the mayor is always there for residents whether the problem is big or small. “I don’t sleep a lot, that’s how you do it,” Koblenz said. “You have to know how you manage your team and sometimes its hard. You’ve got to balance it.” As mayor of a village for more than two decades, Koblenz said what keeps him motivated is that there is always something creative and new to come up with to better the village. He’s looking forward to the possibility of a miniature golf course and a multipurpose center as future projects for the village, he said. When residents ask him why he doesn’t consider running for a higher office, he said, he tells them he doesn’t have the time, and he likes where he is now.

East Hills celebrates 85th anniversary A day of activities planned at the Park at East Hills celebrating village’s history East Hills residents and their guests are invited to celebrate the village’s 85th anniversary at the park on Sept. 3 from 10 a.m. to 4:30 p.m. The Art Deco-themed event will pay tribute to the era when East Hills was incorporated in 1931, with historical presentations and actors in period dress. There will also be activities for all ages planned throughout the day. Check out the schedule of events below: 10 a.m. - 2 p.m.: Guests will have the chance to board a miniature train making stops at the various activities in the park. The activities include a Bach to Rock music activitiy, Disney character meet-and-greet, puppet show, art mural signing, carnival games, pony rides, petting zoo and an old-time baseball game run by the Old Bethpage Restoration Village. 11 a.m. - 1 p.m.: The Park Grille will host a “Jazz Brunch,” where guests can order from a special food menu while listening to a live performance from tradi-

tional jazz band the Paul Carlon Trio. 1 p.m. - 2 p.m.: A magician will perform tricks for both children and adults to enjoy by the park’s pool. 1 p.m. - 2:30 p.m.: Local historian Orin Finkle will share the village’s past with a presentation at the park theater focused on the Gold Coast Era of the early 20th century. Finkle will show photos of historic estates on the North Shore and discuss some of the wealthy families who lived in the area. During this time raffle prizes will also be given out along with complimentary refreshments. 2:30 p.m. - 4:30 p.m.: The anniversary celebration will close out with a North Hempsteadsponsored concert by the band 5 Stone at the pool. Continued from Page S2 On March 1, 1952, the meetings moved from the house with the opening of the first Village Hall on Town Path. The first trial of East Hills was held around 1944 in the living room of J. Oakey McKnight’s home on Squirrel Hill Road. The defendant ran over a fire hose with his vehicle during a fire. He was charged and convicted of arson for starting the fire, according to J. Oakey McKnight’s account cited in Philips’ book. The first development of homes in East Hills was known as Old Norgate and was built by Gustav A. Mezger. The area Norgate was constructed on included land bought from the Mackay Estate and Sarah Taber Willets, in addition to part of the Hennessey Farm, according to recorded accounts of Catherine Hechler. William Sherrard and his son bought part of the land in the Red Ground Road area and developed it by mapping out streets and constructing house on George and Sherrard streets. Red Ground was included in East Hills because it supplied the populations and homes required for incorporation, according to Philips’ book. Canterbury Woods was developed by Frank Clauson in 1946. Levitt & Sons built 307 homes in the Strathmore development in 1947. In 1949, the Bandes Development Corporation constructed 132 homes,

First East Hills Village Hall built in 1952. creating the Fairfield Park development, while Westwood was completed by the Westgate Building Corporation in 1950. Fairfield Park had once been a polo field. Before it was turned into a housing development, it was transformed back into farmland to increase wartime food production for a few years during World War II, according to Philips’ account. Although much of the grand Mackay Estate, which was built in the early 1900s, was razed in the mid-1980s due to multiple fires that destroyed many parts of the mansion, there are three of its structures that still remain. The stone water tank from the Mack-

ay Estate, located on Redwood Drive, was added to the National Register of Historic Places in 1991, along with the Mackay Estate Dairyman’s Cottage and Mackay Estate Gate Lodge. The Dairyman’s Cottage is located on Elm Drive, and Gate Lodge is situated at the junction of Harbor Hill Road and Roslyn Road. East Hills Commons was constructed in 1950 by Harry Berger, who also became the owner. Berger also began building the first office building in East Hills in 1966 located on the east side of Glen Cove Road. It was three-story building, complete with an elevator, costing about $250,000.

Aside from Roslyn High School, built on land donated by Clarence McKay, there were no public schools in East Hills before the 1950s. Then three schools were built as new homeowners came to live in the area during the baby boom. East Hills Elementary School was built near the intersection of Round Hill Road and Locust Lane, and Roslyn Junior High School was built on Power House Road. In 1959, Harbor Hill School was constructed. A campaign was started by St. Mary’s Catholic Church to raise funds to build a parochial school on the corner of Locust Lane and Round Hill Road. The first synagogue in Roslyn was built in East Hills in the 1950s. Temple Beth Sholom was constructed on the east side of Roslyn Road. The temple’s congregation, made up of 35 families, began in 1951, according to Philips’ book. This 40-year period after the incorporation of East Hills was the time of greatest transformation of the village. According to a village newsletter, when it was first incorporated, farmland and estates made up 98 percent of East Hills, with residential homes making up the other 2 percent. By 1971, the ratio had flipped. East Hills only had 2 percent of farmland and estate holdings left, with 98 percent of the village transformed into homes.

Continued from Page S4 Burton said the village board got the endorsement of 72 percent of the community when they put a bond referendum of $19 million on the ballot that drew some opposition. Herb Schwartzman, a resident of East Hills, was one of the many people who did not think the park should be built. Schwartzman said he thought it was more a dream than something that could be realistically done and that the expense outweighed the benefits. Going ahead with the project, the village created 21 separate committees in charge of different aspects of developing the park. Zuckerman said he was involved in about a dozen of the committees and headed several of them. “We worked on the park for about four to five years,” Zuckerman said. “There was significant demolition that had to be done, then we had to work on laying it out, and then there was also much research that went into the architects who would build it and the materials we would use, among other details.” Michael Kosinski was another player who had a large part in handling the day to day tasks and facilitating communication between the village government and the contractors and architects. The pool officially opened on July 4, 2006, and all facilities were opened to the

The Park at East Hills pool officially opened on July 4, 2006. public on Sept. 4, 2006. “We finished ahead of schedule and under budget,” Zuckerman said. “It’s significant because when you’re talking about government, that usually does not happen.” While the park has become an important part of the village, it has a history that extends beyond the turn on of the millennium. The property on which the park was built belonged to the southeastern section of Mackay Estate in the early to mid 1900s. During World War II, 250 acres of the land was leased by the U.S. government to use as the North American Defense Center

for the area from Maine to Maryland and from the coast to Pittsburgh. The center was used to monitor U.S. airspace. Fifty acres of the land was purchased by the government in 1953, reducing the size of the base. Then, in 1958, the base closed with the invention of a new system to regulate air defense. The base reopened when it was repurposed for use by the Air National Guard in 1959. The 52nd Tactical Control Squadron, which was mobilized during the Berlin Cri-

sis, the 106th Tactical Control Group, the 213th Communication Construction Control Squadron, the 274th Communications Squadron, and the 552nd Air Force Band were all moved from their location in White Plains into the Roslyn base. Aside from its use in war, the base was also used to provide food and warm shelter for residents when much of the North Shore lost electrical power for three days in a 1974 ice storm. This was repeated for some other major storms that took place from the 1970s to the time of the base’s permanent closure in 1995. In its place, the Park at East Hills continues the legacy of serving the community. “The village had no center before,” Kosinski said. “There was no interaction between anyone. Neighbors didn’t know each other, and there was rare interaction with the village government beyond the board meetings held once a month.” Kosinski said the park provides a center in which the community can gather and enjoy numerous activities. As for the opponents of the park, many have since changed their minds. “It’s one of the few times in my life I’ve been wrong,” Schwartzman said. “It’s really become part of my life. I walk a mile and a half from my house to the park and back several times a week. I can’t think of a better place to live than East Hills.”
