VETERANS POST
The Department of Veterans Affairs is proposing the new Veterans Coordinated Access and Rewarding Experiences (CARE) Act and has sent those ideas to the House and Senate Veterans Affairs committee. This new CARE Act proposes to simplify eligibility requirements, implement new care coordination support, and streamline clinical and admin processes. VA officials are proposing to change the 40-mile, 30-day difficulty rule that has kept many veterans from getting care. There are other items as well: tools to strengthen VA care, partner with other federal agencies and “business process enhancements to improve financial management.” I suspect this last one means “paying bills on time so community-care providers won’t quit or send the bill to the veteran.” To find out how quickly your nearest facility can see you, go online to www.accesstocare.va.gov.

How to anticipate life in the future before it arrives
If you’ve reached the age where you can collect Social Security and keep working without any reduction in your benefits, at some point you’re going to wonder: When is it safe to retire? Before you let go of that paycheck, do a trial run. Try to live for a period of time (at least six months) on just an amount that would equal your Social Security income should you retire. Use the rest of your work income to pay off all your bills and put some money aside. To determine if Social Security will be enough, save every receipt and make a list of every single cent you spend. At the end of each month, divide your expenses into categories such as basics, fun, needs, wants or whatever applies to your lifestyle. Your Social Security should at least pay for basic monthly bills and medical care. Here’s how to get started:
• Calculate which parts of your lifestyle you’ll be able to continue. Club membership? Movies? Eating out? Investigate free entertainment options. • Figure a monthly plan for your utilities. Take your last year of bills and divide them by 12 to determine your monthly cost. • If you switch high-interest-rate credit cards to zero interest, how quickly can you pay off the balances? • Is your vehicle paid for? How about your cellphone? Pay them off with your work money. • Investigate free services that are available to low-income seniors. • Do you have enough clothing for the next year? Include winter gear and shoes, which can be big-ticket items. While you’re practicing living on only Social Security, stock up. Many seniors will have only Social Security benefits during retirement. The time to determine if that amount will be livable is before you actually stop working.

HEALTHIER LOOKING SKIN IS POSSIBLE Tips to help you look your best all winter long
The dry winter months with low humidity dry out skin, and can contribute to premature aging. “Winter is harsh on skin for many reasons,” says Dr. Shirley Madhère, a New York City plastic surgeon. “We must contend with cooler outdoor air, dry air from heaters indoors, friction from rough or irritating fabrics and windburn.” Dr. Madhère offers these simple proactive steps to help maintain healthy, radiant skin during cooler months of the year: Stay hydrated Water helps the body flush out toxins that leave skin looking dull. If you’re craving hot coffee or tea on a chilly day, consume lots of water, as well. Caffeine and alcohol deplete the body of water. Moisturize with a cream or oil and then cover up to help prevent dryness—especially feet and hands, which are prone to itching and cracking. Use a humidifier. Avoid hot showers that draw out moisture from the skin. Eat a balanced diet Healthy, radiant skin begins from within. Eat fewer fats and carbs and more fresh fruits and vegetables, which are natural antioxidants or anti-aging agents. Foods rich in vitamin C help fight free radicals that break down collagen, a process which causes wrinkles. Foods rich in antioxidants, such as pomegranates, are vital in maintaining healthy skin. Foods can also be used externally. A milk or honey and sugar scrub, for example, is an excellent gentle exfoliator to help remove dry dull skin cells. Stay active Increased blood flow during exercise helps nourish skin cells. Sweating also helps flush toxins, helping skin look more radiant. Stay motivated by joining a gym or learning a winter sport. Change out of sweaty clothes to avoid itching, inflammation and cracking. Although nothing can replace exercise, massages can help circulation, too. Relax If you’re relaxed and happy on the inside, it will show on the outside. Q: Is there an easy way to date Coca-Cola trays? A: Original trays are decorated with women dressed in the clothing of the day. Dresses, hats and hairdos are all good clues. The trays also often picture celebrities of the day. The shape of the tin tray has changed. The first ones, from 1897 to 1910, were round. Next came ovals from 1910 to 1921. The trays were always rectangular after that. Reproductions were first made during the 1970s. Q: I’d like to know the value of a crocheted bedspread my greatgrandmother made about 1910. It is made of squares with a rose in the center of each square. I realize that everyone has handmade items that are only worth sentimental value, but this spread is in perfect condition and is exceptionally beautiful. What do you think it’s worth? A: You can sell the bedspread to a dealer or online. Size, condition and design will affect price. An old double-bed size spread, with old thread and old design, might sell for less than $100.
