2025 was a momentous year for our organization, as we celebrated TFI’s 60th anniversary with appreciation and pride Over the past six decades, TFI has made an incredible impact on the lives of thousands, offering hope and guidance to those in need This milestone is a testament to the dedication of everyone who has played a part in our journey past and present and it inspires us to continue building brighter futures At TFI, our greatest measure of success is the lives we’ve been able to change Over the past 60 years, countless moments have defined who we are as an organization This year, like years previous, we have continued to build on our legacy of excellence and achieved significant milestones we are proud to share.

In Kansas, TFI remains one of the leading foster care case management providers, consistently delivering some of the best outcomes for children and families in the state. In Texas, our 2INgage program celebrated its fourth consecutive year of ensuring that no child in our care was left without placement a critical accomplishment that reflects our commitment to vulnerable children Meanwhile, our program, EMPOWER, has made tremendous progress in placing kids closer to their home communities, ensuring they can maintain vital connections while in foster care And across all states, our clinical and prevention programs have helped hundreds of families remain together, safely at home

These achievements are more than just statistics they represent real children and families whose lives have been changed for the better They inspire us to continue our mission, one child and one family at a time None of these accomplishments would have been possible without the dedication and collaboration of our TFI family. 60 YEARS OF IMPACT

From humble beginnings as a small rural day camp outside of Emporia, Kansas, TFI has blossomed into a multi-state organization dedicated to nurturing homes and empowering families

Over the years, TFI has changed the lives of many, supporting more than 14,000 families in the past decade alone The organization has achieved numerous milestones, each reflecting its commitment to transforming and growing alongside the families it serves

Originally known as The Farm, Inc., TFI’s journey from a local summer camp to a leading community-based child welfare organization demonstrates its dedication to family strength

1965

TFI is founded as a rural day camp for youth, ran by Maxine Johnson and her family in Admire, Kansas. Later in 1968, TFI opened two group homes

1980s

TFI moved from our rural location to Emporia, Kansas Shortly after, we opened an emergency shelter in Emporia for boys and girls Additionally, TFI became an associate member of the Child Welfare League of America

1990s

TFI secured its first child placing agency (CPA) license to develop its own family foster care program in Kansas In 1999, TFI achieved accreditation through the National Council on Accreditation (COA)

2000s

TFI contracted with the State of Kansas to provide foster care case management services in Region 1 In 2003, Pathway Family Services (PFS) was founded In 2005, TFI began providing Family Preservation services in the State of Kansas in Region 3

2010s

Pathway Family Services’ Psychiatric Residential Treatment Facility (PRTF) opened in Topeka, Kansas TFI expanded family foster care services to Nebraska, Oklahoma and Texas Additionally, PFS became COA accredited

2020s

Through our programs, 2INgage and EMPOWER, we began providing case management services for children and families in Texas. PFS also opened the Blue Skies Residential Facility in Wichita Falls, Texas

KANSAS FOSTER CARE

TFI provides foster care services to children and families throughout the state of Kansas Our comprehensive services include, but are not limited to, the training, licensing and support of foster and kinship homes, adoption assessments and adoption preservation

Through our commitment to innovation and foster home capacity development, TFI continually enhances our services to meet the diverse needs of Kansas children and families Our expanded resources encompass traditional foster care, professional foster care, therapeutic foster care, and adoption stabilization and preservation (ASAP) services

During FY 25, TFI's Kansas foster care program focused on increasing our capacity of foster homes willing and able to serve children with significant trauma. We expanded targeted outreach, enhanced foster parent engagement and continued our positive collaborations among our program, case management providers, DCF and other stakeholders across the state of Kansas.

HIGHLIGHTS

Foster care significantly expanded its therapeutic foster care program, which now has 35 licensed therapeutic foster homes This growth reflects our desire to meet the complex needs of foster youth

We also established two new Professional Foster Homes designed to improve placement stability for higher needs youth in care. Early results show improved placement stability.

KANSAS PERMANENCY

TFI provides case management and permanency services to families and children in southeast and southcentral Kansas At any given time, we serve approximately 1,200 children in out-of-home care and aftercare services. In FY 25, we served 1,693 children and their families, facilitated by a team of approximately 250 dedicated case management staff members. Key achievements in FY 25 include:

Leading the state in placement stability for children living in foster care

Being one of the top-performing contractors in permanency outcomes for children

Continuing to reduce the number of youth living in foster care through permanencies of all types, including reunification, adoption and guardianship

TFI continues to be recognized for our leadership in placement stability for children, with Area 8 ending the fiscal year with the lowest placement instability in the state, followed by Area 4 with the second lowest We have also made significant efforts to reduce the number of children in care While Area 4 remained relatively stable in its out-of-home population, Area 8 has reduced the number of children in foster care from 444 in July 2024 to 372 at the end of June 2025 We are proud of our accomplishments and remain dedicated to continuous improvement for the families and children we serve

I have it good. A roof over my head. Food on the table, a family, a bed. It wasn't always like that.

I go camping, on vacations with Family members who love and care for me. It wasn't always like that.

I have an amazing pair of people Who I call my parents, I have pets And books, instead of threats. It wasn't always that way.

It could still be like before. Abuse, neglect, fear of safety. Every now and then I'm reminded, Of how good I have it.

Things you take for granted, Like parents. Things you hate, Like losing your phone, no ringing of calls, or being grounded, Could be a much much much worse fate.

PERMANENCY HIGHLIGHTS

TFI led the state in placement stability in both Areas 4 and 8

Area 8 averaged 50 4% in relative placements, compared to the statewide average of 48.5%.

TFI helped ensure timely permanency for youth, with Area 4 being second in the state for youth reaching permanency within 12 months of referral.

FAMILY PRESERVATION

TFI’s Family Preservation program serves the Northwest and Southwest regions in Kansas and focuses on keeping families intact, when safely possible. This program underscores the importance of maintaining connections while supporting families Our staff members are attuned to the impact of trauma on child development and family dynamics The program employs in-home mental health services, parenting skills education and community connections to bolster families' ability to remain together in their homes

Our intervention methods span various therapeutic and case management modalities, including Trauma-Focused Cognitive Behavioral Therapy (TF-CBT), Alternatives for Families - Cognitive Behavioral Therapy (AF-CBT), Motivational Interviewing (MI), Trust-Based Relational Intervention (TBRI) and Solution-Based Case Work (SBC). The Family Preservation program has been partnering with DCF to implement the Kansas Practice Model (KPM) in services throughout the Northwest and Southwest regions.

Key Outcome: In FY 25, Family Preservation received more than 450 referrals. More than 90% of the families served successfully remained safely at home.

FAMILY BONDS MADE POSSIBLE THROUGH GNF

Many families face cycles of instability due to generational patterns of trauma and state interventions, often compounded by behavioral and financial challenges One family approached this crisis head-on but hesitated to seek help initially Their struggles were made harder by repeated emergencies, stressors and state involvement, creating an uphill battle for family stability and safety. Grow Nurturing Families (GNF) stepped in, implementing tailored safety plans and building a trusting relationship with both parent and child. Over time, the child's behavior and the parent's skills saw substantial improvement. With GNF's guidance and access to ongoing resources after completing the program, the family is now thriving after discharge and maintains contact with GNF staff, reporting continued success

TFI’s Grow Nurturing Families (GNF) program utilizes the transformative power of Parent-Child Interactive Therapy (PCIT) to serve Kansas children and families Through evidence-based techniques and interactive sessions, GNF strives to foster strong, healthy relationships between parents and youth, ages 2 to 7 Now in its fifth year, this program continues to serve Kansas children and families by enhancing communication, building trust and nurturing lasting bonds Through play-based interactions, parents learn positive parenting skills, with live coaching provided by our therapists using in-ear technology. These skills enhance positive interactions, diminish negative behaviors and boost parents' and children's self-esteem and confidence. The GNF program operates under the Family First Prevention Services Act (FFPSA) grant, rooted in the belief that all families possess value, and children belong with their parents.

Key Outcome: 97.3% of children served by GNF were maintained safely at home with their families.

TEXAS FOSTER CARE

TFI operates as a foster care contractor for the Texas Department of Family and Protective Services (DFPS). Our foster care services span various regions, including Regions 1, 2, 3E, 3W, 4, 7, 8A and 8B. TFI plays a central role in foster care services, including recruitment, training, support and case management for children in TFI foster homes. Adoption services for children under the conservatorship of DFPS are also provided.

TEXAS FAMILY FIRST

Texas Family First is a prevention program serving children and families in Texoma and Big Country This innovative program supports Texas families by giving them the tools to help them remain safely intact and prevent children from entering the foster care system By providing greater access to mental health services and improved parenting skills, the Texas Family First program aims to increase the number of children who can remain at home with their families

Our innovative program uses evidence-based models to help families stay together safely. These research-backed models include: Trauma-Focused Cognitive Behavioral Therapy (TFCBT), Motivational Interviewing (MI), Trust-Based Relational Intervention (TBRI) and Parent Child Interaction Therapy (PCIT).

During FY 25, staff within the Texas Family First program provided backpacks and school supplies for clients’ children As a team, they went above and beyond their normal job duties to collaborate and purchase school supplies needed for families served through the program More importantly, in addition to this heartwarming endeavor, the program is seeing success with families maintaining their children at home after successfully completing services

Healing through Family First Practices

During our initial visit with a mother and her children, we found a family dedicated to healing. The mother worried about her perceived failure to protect her daughter, while the daughter sought tools to manage her panic attacks and anxiety as she prepared to move for college. We implemented Trauma-Focused Cognitive Behavioral Therapy (TF-CBT) to support their healing journey. Early sessions provided psychoeducation about the effects of trauma. The daughter learned relaxation techniques and coping skills to manage her emotions and thought patterns. The mother attended parenting skills sessions to address her guilt and gain tools to help her children.

As therapy progressed, the daughter expressed her trauma through poetry and art, finding empowerment in her story Family sessions fostered trust and open communication, leading to more lighthearted interactions The son, initially quiet, began to share his feelings and engage in the healing process

While their journey continues beyond this program, the family has made significant progress, developing compassion for themselves and each other The mother gained self-forgiveness, the daughter regained confidence, and the son found his voice

CASE MANAGEMENT

2INGAGE

2INgage, a program of Texas Family Initiative, serves as the Community-Based Care (CBC) contractor for the Texoma and Big Country Region. During FY 25, 2INgage celebrated the fifth year of complete case management services. 2INgage serves more than 1,100 children in out-of-home care at any given time, with approximately 200 dedicated case management staff

2INgage commits to ensuring safety and promoting early engagement in our case management Safety is the most fundamental need for every child; it involves protecting them from physical, emotional and environmental harm, and creating secure environments where the children can develop and thrive

By utilizing the Solution-Based Casework (SBC) Model, our teams provide timely and individualized involvement with children, parents and caregivers, so support systems are in place for success before challenges arise or escalate.

2INgage successfully launched the Heart Gallery of Northwest Texas by hosting an event in Abilene, Texas The event was a great success, with an impressive turnout that included our local partners, State Office Heart Gallery leads and First Lady Cecilia Abbott The program featured a lineup of speakers, but it was Zoe who truly captivated the audience

Matched with her forever family through the Heart Gallery, Zoe shared her heartfelt journey of being in foster care and her subsequent adoption Her CASA, whom she affectionately calls Nana, was instrumental in preparing her for her Heart Gallery photo. Zoe's touching story earned her a standing ovation, leaving no dry eye in the house.

2INGAGE HIGHLIGHT

2INgage has proactively utilized SolutionBased Casework (SBC) to lay the foundation for healthier, more stable outcomes for children and families. By using this evidencebased model, we’ve been able to reunify more families and create safer, more secure environments for families.

EMPOWER

EMPOWER, a program of Texas Family Initiative (TFI), serves as the CommunityBased Care (CBC) contractor for the Metroplex East Region, a nine-county area that includes Dallas, Grayson, Fannin, Collin, Hunt, Rockwall, Kaufman, Ellis and Navarro counties

EMPOWER is a child welfare collaborative focused on meeting the unique needs of Texas children and families. The collaborative is led by TFI and is supported by local providers in North Texas, including CK Family Services, Jonathan’s Place, The Bair Foundation and Pathways Youth and Family Services.

During FY 25, EMPOWER continued building relationships with stakeholders and community partners, which is essential to our mission of strengthening families through CBC Additionally, EMPOWER worked diligently to stabilize its workforce, improving children's and families' outcomes Some of the improved outcomes include an increase in the number of children in kinship placements, a decrease in the number of children without placement and an increase in the number of youth placed in their home communities Finally, EMPOWER has helped set up older youth in care for success for life after foster care with the completion of the essential Preparation for Adult Living (PAL) life skills training

EMPOWER remains committed to collaborating with the community to serve children and families in the Metroplex East Region with compassion, professionalism and dedication.

Getting a Youth to the Finish Line

There was a female youth who had been placed out of the county, where her high school credits would not all transfer and allow her to graduate on time as anticipated That youth remembered a previous foster family she was with a few years ago

Through various efforts, EMPOWER was able to locate and contact her former foster family. She was able to be placed back with that family, allowing her to graduate on time alongside her friends and peers! The dedication of EMPOWER staff allowed her to graduate high school on her own terms

During FY 25, EMPOWER increased the number of youth placed with kin and relatives.

We saw an overall decrease in the number of children without placement, meaning more kids are in stable, safe placements

In Oklahoma, TFI partners with Oklahoma Human Services (OHS) to provide foster care services to families across Tulsa, Lawton, Enid and Oklahoma City regions Our offerings encompass recruitment, training and ongoing support for foster homes. Through our commitment to innovation and resource development, we continually enhance our services to meet the diverse needs of Oklahoma families and children. PATHWAY FAMILY SERVICES: TEXAS

In Texas, Pathway Family Services (PFS) provides quality services through our residential treatment center, Blue Skies. Blue Skies provides comprehensive, trauma-informed care practices for mental health treatment of children and youth, ages 6-17. Located in Wichita Falls, our programs are designed to provide 24/7 services for short-term crises and long-term, intense interventions when they are placed in out-ofhome care Through our treatment center, Blue Skies can treat 26 children at a time, providing them with care and resources as they recover from various forms of abuse and trauma

In FY 25, Blue Skies served 66 residents through the long-term and crisis units This is a massive accomplishment in helping youth secure safe placement while in transition between placements, stabilize after psychiatric hospital stays and in emergencies requiring immediate needs. One of Blue Skies's main goals is reducing the use of physical restraints, striving for elimination. Blue Skies staff have made this a top priority and have only averaged one restraint a month Another key target area was creating placement stability, focusing on reducing disruptions Blue Skies had only six disruptions during the fiscal year, marking a significant improvement from the previous year We look forward to continuing to be a safe haven for Texas youth in need

COMMUNITY PARTNERSHIP LEADS TO EDUCATIONAL SUCCESS

One of the biggest successes of the past year is the strong partnership between Blue Skies and Paint Rock ISD On any given school day, you will find both school staff and facility staff engaging in the education of the residents in the same classroom, blended together in unison This strong collaboration has been instrumental in helping three residents graduate early from high school, overcoming huge deficits State standardized test scores are significantly higher at Blue Skies than at many other facilities in the state Residents report loving their school and, even after leaving Blue Skies, request to continue their education with the program

CLINICAL SERVICES

TFI’s Clinical Services enhance the therapeutic nature of foster care and placement Many of our clients have experienced trauma, which the clinical team treats with evidence-based practices We aim to support children and families and increase placement stability so they can work on healing and growth Our services include psychotherapy, most often with the Trauma-Focused Cognitive Behavior Therapy (TF-CBT) model, and rehabilitative skills support through targeted case management Kansas programming also features Parent Management Training - Oregon (PMTO) and Substance Use Disorder (SUD) services for adults and children

A JOURNEY TO SUCCESS

During one of the clinical services clients’ sessions, she shared that her dream was to finish high school, go to college and pursue a career in nursing But she didn’t think she’d ever be able to make it happen without the proper support around her.

Our clinical behavior health specialist worked closely with this client, providing guidance, encouragement and practical support. Over time, she accomplished her first major goal of graduating from high school Our staff then assisted her in applying to college and guided her through the FAFSA process so she could properly access financial aid

Now, she’s well on her way to achieving all her goals and becoming a nurse.

“A youth on my caseload was able to overcome adversity and push past her lack of motivation at times and complete all her credits to walk across the stage and graduate The youth was 20+ credits behind and not on track to graduate After focused skills training on academics, she caught up and graduated in May of 2025.”

CLINICAL HIGHLIGHTS

Served 88 clients through the SUD program in Kansas Area 8 During that time, they had 39 clients successfully discharged from the program.

In our Texas targeted case management therapeutic program, we’ve seen a significant reduction in trauma indicators and notable improvements in both mental and behavioral health.

At our Kansas QRTP, Lotus House, many of our clients have found placement stability and have self-reported that this is one of the first placements they feel safe, heard and advocated for.

TFI KIDS FUND

A teenage boy in Texas gets to travel and fulfill his dreams.

A 17-year-old foster youth from Texas won a poetry competition and was invited to attend the National Fine Arts Convention in Orlando, Florida, where he would present his poetry However, he did not have the means to make the trip That's where the TFI Kids Fund stepped in!

He attended the convention and saw a popular worship team called SEU perform live, which he thoroughly enjoyed He described the event as “gas, wholesome and simpleminded,” indicating that he had a great time This youth expressed his gratitude for the opportunity to attend
