WHAT MADE YOU DECIDE TO RUN FOR THIS OFFICE?
We are at a turning point in our country; we can either throw in the towel and hand our country back to the radical democrats, or we can fight for the America First agenda. I choose to fight. President Trump needs backup, and I feel that I am most qualified to head to Washington to represent our eastern North Carolina values and fight alongside President Trump for the policies that are turning this country around. I am a retired Colonel, and I have led our troops in combat. I then went and started a successful business right here in eastern North Carolina. I know what it will take to get this country back on track. We don’t need another squishy career politician who you never know where they stand. We need warriors, and I plan to be that warrior.

We have to fully implement President Trump’s agenda to lower costs for working families. They’re struggling right now, whether it be at the grocery store or at the gas pumps; Americans are getting squeezed. President Trump has taken drastic steps to lower these costs, and it's working, but we have a lot of work left to do to undo the damage Joe Biden did to our country.
REGARDING CURRENT OPERATIONS, WHAT DO YOU THINK IS WORKING? WHAT DO YOU THINK NEEDS SOME WORK?
I will tell you what isn’t working, or who, for that matter, which is Don Davis. He would rather side with the radical left time and time again to score cheap political points instead of moving our country forward and making sure our workers get paid, and our border stays secure. What is working are President Trump’s policies, implementing this agenda is the pinnacle of turning our country around from the four failed years of Joe Biden, Kamala Harris, and Don Davis. We have to make sure we cut taxes, reduce the cost of living for working families, and deport dangerous criminals who they let into our country.

From day 1 constituent services would be my #1 priority. First year Congressman yield little power except in support of important legislation. But you have the same amount of power as everyone else in providing a staff committed to constituent services.
REGARDING CURRENT OPERATIONS, WHAT DO YOU THINK IS WORKING? WHAT DO YOU THINK NEEDS SOME WORK?
I will use the citizen first, common sense approach I have implemented in my time as Sheriff to my service in Congress. This will include what I consider to be the litmus test of Conservatism in any legislative issue I encounter. Lower taxes, Less Government and More Individual Freedom. By sticking to these priorities, I will not only serve my constituents but also empower them. This is important because I believe that the answers to the vast majority of problems facing our area do not lie with more intervention by the Federal Government, but instead by empowering the people by unburdening them from the overreach of Washington D.C.

I am a member of the Gates County Lions Club, the Sunbury Ruritan Club, and the American Water Works Association.
I am the youngest son of parents who drove school buses for a living. Although my father did not complete the 9th grade, he strongly insisted that my brother, sister, and I finish high school. Because of their example and encouragement, I chose to attend college, paying my own way to earn a degree in Civil Engineering and later a Master’s degree in Environmental Engineering. I spent many of my early years at my grandparents’ home in Stumpy Point and Grandy, fishing, boating and enjoying the water.
My wife is a first-grade teacher with Gates County Schools. Our youngest children are 9th graders at Gates County High School. Our 20-year-old son is studying Electrical Engineering at UNC Charlotte. My two older daughters are graduates of Gates County Schools — one is a Respiratory Therapist and mother of twins, and our eldest daughter is a Nurse Anesthetist.
I retired as a federal civilian employee with the Department of Defense after 31 years of service. I began my career as a Civil Engineer and Environmental Engineer, eventually serving as the Senior Civilian for a Navy organization performing work across six countries. Following retirement, I became a Utilities Director and now serve a county of more than 50,000 residents, managing water and sewer systems.

As a Gates County Commissioner, I represent our county on the Albemarle Commission, which serves 10 counties in northeastern North Carolina. In that role, I witnessed firsthand the attempted overreach by certain Raleigh politicians last summer and saw the strong leadership of elected officials like Bobby Hanig and Keith Kidwell in defending our seafood industry and agricultural community. When Senator Hanig decided to run for U.S. Congress, I felt compelled to step forward to ensure our district continues to have straightforward, honest, and principled representation.

Jerry Tillett grew up on the Outer Banks of North Carolina and participated in sports throughout secondary school.
Mr. Tillett graduated from Wake Forest University with degrees in History and English, and Wake Forest School of Law. He was the recipient of academic honors and awards. After a brief period with one of the state’s largest firms in Winston-Salem, North Carolina, Jerry Tillett returned to Dare County and became partner in the firm of Merrell, Tillett and Barnes. He engaged in the general practice of law, involved in criminal, civil, administrative, and governmental matters, including an extensive real estate practice.
Jerry Tillett was selected and served as Chief of Staff and Chief Legal Counsel for the NC Senate President Pro Tempore drafting and shepherding all types of legislation, management of committees, and appointments, etc. Jerry Tillett was appointed as one of two special Superior Court Judges serving the State of North Carolina in 1993. Thereafter he was selected Resident Superior Court Judge and has been elected to serve as Superior Court Judge for over thirty-two years, holding court in 86 of the states 100 counties. udge Tillett served as Senior Resident Superior Court Judge with calendaring, management and appointment duties for the State’s largest Judicial District consisting of seven counties. He has handled all types of legal proceedings, criminal, civil and administrative and presided over some of the most complex and serious matters in our state and district including many capital murder and medical negligence cases. Jerry has owned and operated several businesses including: three water sports businesses, renting and selling ,jet skis, fishing and pontoon boats, equipment ,retail and kawasiki dealership, home building and development, property rentals and law firms. Judge Tillett previously taught extensively in legal related areas including real estate law, broker and real estate salesmen licensing, legal instruments, legal writing, business law and paralegalism. He serves as Senior Lecturing Fellow at Regent Law School, and on faculty at High Point University Law School teaching constitutional law, evidence and trial advocacy. What made me decide to run for the North Carolina Senate was the reckless legislation I saw attempting to ban raw milk and shrimp trawling. Both of which were blatant attacks on North Carolina food producers. I saw a complete disregard for the people whose livelihood depends on the very freedoms that were being stripped away.

My top priorities if elected to the North Carolina Senate are to be a voice for the people of this district. Many people have felt ignored by our legislators and I will work to bring true represntation back to the people. North Carolina is currently the only state in the nation to not pass a budget. This has caused numerous issues such as teachers and police officers not receiving the pay increases, they deserve. Passing an economically sound budget would also be of the highest priority for me.

Hi, I’m Mike Burrus from Wanchese and I’m your current District 1 commissioner. I’m a multigenerational resident of Dare County. I was a graduate of COA before finishing my undergraduate at ECSU. My graduate degree is an MBA from Mount Olive University. I’m self employed and work in construction.
There are many reasons why I ran for office. I wanted to get involved and be a public servant at the highest level in the county. I wanted to give local Republican voters a true lifelong conservative voice they can trust. I’ve ran three times and all my opponents flipped from democrat when it became politically convenient for them to do so. We don’t need anymore good ole boy dems trying to win on our Republican ticket.
My highest priority after election is to continue the work we have been doing on Hatteras Island. Have the state lift the hardened structure ban so we can stabilize our coast. Also, a permanent solution for highway 12.
One thing that we have done has been to keep taxes low. We are the fourth lowest taxed county out of 100 in the state. I’m committed to maintaining that standard. One thing that is being addressed is the Parks and Recreation Department and the need for more facilities and fields. During my next term we will attack this head on and we have already established a plan.
I’ve been a commissioner for a year and a half. I was elected in 2024 to finish out the term of Jim Tobin whom sadly passed while in office. I’ve shown up for as many meetings and conferences as I can. I’ve worked extremely hard to be available for you the people. I’m a public servant and you, the residents, are my boss. It’s been an honor and a privilege to work for you and I hope to continue doing so.

I was born and raised in the Pittsburgh area. I obtained my undergraduate degree in finance from the Wharton School at the University of Pennsylvania. I later earned my MBA from Xavier University.
My career was focused in the area of corporate fi nance with increasing levels of responsibility with companies such as Procter & Gamble, PepsiCo, Carlson Companies and The Limited. I retired in 2011 as Senior VP and CFO of Limited Brands International. I’ve owned my home in Nags Head since 1992 and have lived here full time since 2013.
After 46 years of marriage, my wife Charlotte passed away from cancer in 2021. As such, I am now a widower with one daughter and two beautiful grand children who live in Ohio.

I was an English teacher at Manteo High School for a couple of decades, and then after I retired a couple of years ago I started volunteering for the Dare Education Foundation, where I am now Chair of the Programs Committee, which awards grants to teachers and scholarships to students. Before I was a teacher, I had a career as a banker, and I have worked as a plumber, as a retail store manager, and even as a waiter during the summer. I have experience as a professional and as a tradesman, have been both white collar and blue collar, and I know the value of all work.
WHAT MADE YOU DECIDE TO RUN FOR THIS OFFICE?
The same reason I worked as a teacher and then for DEF–I believe strongly in the value of public education as a way to teach our kids to think logically, laterally, and creatively and thereby to become better citizens, to have better and more fulfi lling work lives, and to help build a stronger and more productive society. I have a strong drive to help continue the tradition of excellence in education that we have here in Dare County.
WHAT WOULD BE YOUR TOP PRIORITIES FOR THE OFFICE SHOULD YOU BE ELECTED?
First, I want to emphasize CTE, or vocational education. Dare County is currently 9th out of 115 public school districts in North Carolina in CTE certifications, so we are already doing a great job, and I want to continue to support and expand our programs. I believe that it is vital that we treat CTE with the same respect we have traditionally given to a four-year college education and that we encourage and support our students who want to learn to be welders, cooks, cosmeticians, boatbuilders, and all the other opportunities that we now offer or could offer to them.
I also believe that we must preserve and promote the ability of our schools to make important decisions at the building level by the people who best know the strengths, weaknesses, and needs of each school. The parents, teachers, and administrators, through the School Improvement Teams and PTO’s, should be making the decisions about curriculum, programs, classroom management, building discipline, and all the many choices that can make or break a school.
Next, the affordable housing crisis makes it difficult to recruit and keep qualified teachers.

What made you decide to run for this office?
I decided to run because I believe Dare County deserves a Sheriff who is visible, accessible, and fully engaged in the mission of the office. Leadership sets the tone for an entire organization. When communication breaks down or expectations are unclear, it impacts morale, performance, and public trust.
Over the years, I have seen how strong, steady leadership can unify divisions, build confidence within the ranks, and restore alignment with community expectations. I am running because I believe my experience, temperament, and commitment to service position me to lead in a way that prioritizes preparedness, professionalism, effectiveness and accountability.
What would be your top priorities if elected?
My top priorities would be staffing, training, operational readiness, and leadership development. Adequate manpower directly impacts response times, officer safety, and the quality of service provided to citizens. I would conduct a comprehensive pay study and manpower needs assessment to ensure county leadership has accurate data for informed decision-making. The agency as it stands today is behind the curve and so I will take measures to get back on track.

1. I am a dedicated public servant with over 40 years of law enforcement and emergency response experience; I am a proud candidate for Sheriff of Dare County. I am a native of Windsor in Bertie County, North Carolina, I have called Dare County home since 1988. I am a lifelong Christian, husband, father, and grandfather. My commitment to public service began early. While still in high school, I volunteered with the Windsor, N.C. Fire Department and soon after became a certified Emergency Medical Technician, serving with the Bertie County Rescue Squad. This marked the beginning of a career built on courage, compassion, and community service.
In 1985, I began my law enforcement career with the Aulander, N.C. Police Dept. I completed Basic Law Enforcement Training at Pitt Community College. While serving here I received an award for Life Saving efforts. In 1987, I joined the Hertford County, N.C. Sheriff’s Office as a Patrol Deputy. While with this agency, I handled numerous major criminal investigations, including several homicide cases. I was recognized with a commendation for “Bravery Under Gunfire.”
In 1988, I joined the Dare County Sheriff’s Office under Sheriff Albert L. “Bert” Austin. While working with this agency, I held numerous key roles, including Patrol Deputy, Narcotics and Criminal Investigator, Field Training Officer, Specialized Firearms and Driving Instructor. I collaborated with numerous local, state, and federal agencies working on narcotics and other criminal offenses, gaining invaluable experience in interagency partnerships. In 1993, I was appointed as a Special Agent with the N.C. Alcohol Law Enforcement Division, serving District 1, which includes Dare County. As part of my duties, I focused on alcohol, drug, and vice crimes, often assisting and training smaller agencies. I led disaster response teams during events like Hurricane Floyd and was part of high-security operations during the 100th Anniversary of Flight. I was assigned to work with the U.S. Secret Service and other federal agencies to protect President George W. Bush. I also was assigned to provide Dignitary Protection during this event as well as the 2005 U.S. Open in Pinehurst, N.C. As part of a federal Organized Crime Drug Enforcement Task Force (OCDETF), I was crosssworn as a Task Force Agent with the FBI, investigating numerous major drug cases. As I was retiring from N.C. ALE , I was recognized with the prestigious Order of the Longleaf Pine, awarded by Governor Pat McCrory. After retiring from NC ALE in 2014 with 30 years of service, I joined the Nags Head Police Department, where I currently serve as a Senior Police Officer. My re -

From a young age, I was actively involved in Republican campaigns, learning the value of principled service. About 20 years ago, I knew deep down that I would one day run for office myself. That moment arrived when my grandchildren started asking questions about the world they would inherit. My wife, Viki, and I would discuss the mounting problems in our county, state, and nation—overreach in government, threats to personal freedoms, and policies hurting everyday families. I realized I couldn’t bear the thought of lying on my deathbed, looking back at my grandchildren, and knowing I had done nothing to address these issues. That conversation sparked my decision: I had to step up, run for office, and fight to make a real difference for future generations.

My top priority has always been—and will remain—defending the liberties of the people I represent. I’ve proven this through direct action: When the state Senate pushed legislation that threatened to shut down shrimping in North Carolina waters (the so-called “Shrimpgate” controversy), I led the effort to stop it and protect our coastal economy and livelihoods. Similarly, when Governor Cooper unconstitutionally closed churches during the COVID-19 pandemic, I initiated and coordinated a lawsuit on behalf of hundreds of North Carolina churches. Working with constitutional law experts, we challenged the restrictions, and a federal judge ruled in our favor, allowing indoor worship services to resume and restoring this fundamental freedom.
In the legislature, I will continue pushing to roll back excessive government overreach that intrudes on daily life. On the Finance Committee, I’ll advocate for lower taxes to ease burdens on families and businesses, attract more jobs to eastern North Carolina, and strengthen our schools so our children have the best opportunities possible. What do you think needs some work? Too much of state government is failing to serve the people effectively. Service operations are often inefficient and frustrating: DMV appointments can take months, leaving people unable to renew licenses or register vehicles in a timely way. The Department of Transportation (DOT) routinely delays critical projects with little transparency or explanation, stranding communities that depend on reliable infrastructure. Outdated laws and regulations are also harming residents. On the Outer Banks, we’ve seen over 25 homes collapse in areas like Buxton due to relentless coastal erosion, yet rigid rules prevent locals and local governments from building necessary protective structures. Similar restrictions jeopardize key infrastructure, like the ferry dock on Hatteras Island, putting access and safety at risk. These examples show where government

2. Being in law enforcement is what I’ve wanted to do since I was a young boy. You could say my heart is in this profession. Working with other professionals to keep our community safe has been the greatest honor of my life. I am seeking what would be the ultimate honor, the Office of Sheriff of Dare County. This is a dream I’ve had for many years. I am the most qualified candidate and I am ready to lead this great

I am still serving as a Board Member on the Dare County Saving Lives Task Force and have coached with Dare County Parks and Recreation. I want to take what I have learned from my mentors Sheriff “Bert” Austin and Sheriff “Doug” Doughtie on community policing, serving the citizens and to give back to help people!

Whatever I can do as a board member to encourage the state

I started working for the Sheriff’s Office as a Detention Officer and transferred to the Deputy Division in the patrol unit throughout the county. This experience has shown me the importance of citizen involvement through community policing. For example, I have worked with and lead specialized teams during hurricanes/ storms and large-scale events, engaging with community members to proactively address and resolve targeted crime patterns within our neighborhoods and broader communities. This direct engagement has demonstrated to me that community involvement is one of the most effective tools for public safety to foster relationships for all to work together.
