Earned Settlement Plans Could Deepen Workforce Crisis Sector Leaders Warn

A coalition of adult social care organisations, healthcare professionals and migrants' rights groups has this week warned MPs at Westminster that the Government's proposed "Earned Settlement" reforms could deepen the workforce crisis gripping the care sector. The warning comes as ministers prepare to press ahead with implementation this autumn of changes that could substantially extend the time some migrant

care workers must spend in the UK before becoming eligible for Indefinite Leave to Remain (ILR). The proposals were published by Home Secretary Shabana Mahmood in November 2025 and would overhaul the route to indefinite leave to remain for around two million people currently living and working in the UK.
