Councils Facing ‘Make or Break’ Moment Ahead of Spending Review England’s largest councils are warning that the Chancellor’s Spending Review will ‘make or break’ their budgets, with six in ten not confident of setting a balanced budget next year as they face a £2.2bn funding black hole and uncertainty on future funding allocations. They say they are now more likely to reduce adult social care services this year whilst raising council tax by the maximum due to government proposals to
focus funding on major towns and cities at the expense of county and rural areas. More than four in five county and rural local authorities say they are now in a worse position than before the Autumn Budget and Local Government Finance Settlement despite the government signalling a ‘significant real-terms funding increase’ for councils.
