Job Role:- Chief National Commissioner Role Summary:- Chief Executive Head of the National Association, Chairman of the National Executive Committee/Finance Committee/Planning Committee and other committees as decided by the National Executive Committee or as he/she deems fit Responsible to:• President of the National Association • National Council • National Executive Committee Role Status:• Appointing Additional Chief National Commissioner, National Commissioners (C, S, R, AR & B, G, R, AR), International Commissioners, Deputy National Commissioners, National Commissioners (Headquarters), National Advisors, National Treasurer, Director, Joint Directors, Deputy Directors as required under • Ensuring organizing and implementing the work of National Association in achieving the national targets. • Securing and enforcing adherence to the Aims and objectives, Rules and By-laws and Policies of Organization. • Administering the finances and properties of the National Association. • Sanctioning expenditure in accordance with the Budget. • Enquiring into and giving decision in all matters referred to him/her. • Ensuring the publishing of Scout/Guide literature; • Conferring awards in consultation with the National Executive Committee and in accordance with the Rules. • Inviting especially any person or persons to attend and address any meeting of the National Executive Committee and with the consent of the President in National Council. • Issuing warrants of appointment to the Commissioners at the National Level and the State Chief Commissioner, State Commissioners at State Level and to withdraw warrants of appointment of officials appointed by him. • Advising the State Chief Commissioners for better administration of the State Associations. • Performing or arranging for the performance of functions of State Chief Commissioner during a vacancy. • Appointing Commission to enquire into the matter with such terms of reference as he/she may deem necessary in case of serious breach or dispute as laid in the rules.
