frame for obtaining a building permit, which was reduced from 364 to 87 days, will be further shortened to 21 days maximum through the establishment of a specific Single Window. The electricity connection time has been halved and takes a maximum of 28 days. Other measures to protect investors were taken, including the formalisation of arbitration and mediation and alternative payment methods.
The Investment Code in force since 2012 provides for a number of facilities for national and international businesses. This ranges from providing assistance to companies in trouble to facilitating access to developed industrial zones, not to mention VAT exemption during the investment phase, exemption from registration fees and granting preferential rates to SMEs for various services (water, electricity, etc.). The state aims to computerise all administrative procedures by 2018, with the introduction of a unique identifier number for businesses. The government is also continuing to pay off domestic debt accumulated during the years of crisis, with the clearance of 15.5 billion CFA francs in 2015. Yet, despite this positive trend, businesses remain concerned about the amount of fiscal and administrative red tape, the difficulties of accessing public procurement contracts and financing by banks, land issues and support to the agricultural sectors. ■

On the outskirts of Abidjan, bordering the Northern Highway, this vestige of the immense primeval forest that once covered the entire region offers 84 km of discovery trails over 3,500 hectares. Banco National Park is home to many species of butterflies, monkeys and birds and a rich arboretum of over 626 species including 26 declared rare in West Africa. Not to mention a 500year old Kosipo tree. Since October 2012 the park has been undergoing major works in order to be able to develop an eco-tourism aspect with funding from Japan, the World Bank and the Global Environment Fund. The project includes the construction of hotels, playgrounds, as well as protection and video surveillance systems.
EXCURSION TO BOULAY ISLAND Boulay Island is a popular holiday destination because of its unspoilt nature, its unconnected aspect (no phones or electricity), and also because of its close proximity to the
Abidjan city centre (15 minutes by boat). The name actually refers to a set of islands in the Abidjan lagoon, close to the port, Boulay being the main island. To get there, you can take public transport from Yopougon or book a much more expensive, private boat. Some hotels in what is known as Billionaires Bay offer this service. The tour provides a wonderful example of some of the excursions available along a large part of the Ivoirian Atlantic coast up to Jacqueville and GrandLahou, in the west, where the lagoon runs continuously alongside the ocean.
TRIP TO GRAND-BASSAM Grand Bassam is the former capital of Côte d'Ivoire (1893-1900), about 40 kilometres east of Abidjan, and has beautiful beaches on the Atlantic coast and the Ébrié lagoon. Listed as a UNESCO World Heritage site since 2012, its old neighbourhoods reveal the vestiges of its glorious past as a business, administrative and port town. Houses with balconies, verandas and gardens reflect the colonial urban style of the late nineteenth century. The city, which has about 100,000 inhabitants, has not remained stuck in the past

WEEKEND IN ASSINIE Beyond Grand-Bassam is Assinie, a resort that offers breathtaking scenery. Il can be reached by boat from Abidjan. Between lagoon and ocean, this 15 kilometre stretch of land has become the favourite spot of the Abidjan jetset. Villas belonging to businessmen, politicians and government officials are built either on the sea front, along
a narrow strip of fine white sand, or on the other side of the Aby Lagoon, which can only be reached by boat. It is beautiful and, even though there is money flowing into what is still a fishing village, most residents have had the good taste to build low-rise homes, or maintain those they inherited. There are several hotels, including the Coucoué Lodge, and the African Queen Lodge, among the most famous, as well as a number of more reasonably priced establishments providing access to this environment ideal for safe swimming and water sports.
