Opening Keynote: From the Capitol to the Coast: Revitalizing Texas Infrastructure Wednesday, September 17 at 10:00 AM

Representative Todd Hunter

State Representative Texas House of Representatives Todd A. Hunter was born in Bartlesville, Oklahoma, on August 26, 1953. He pursued his undergraduate studies at the University of Kansas from 1971 to 1975 before attending the Southern Methodist University Dedman School of Law from 1975 to 1978. Since November 1978, Hunter has practiced law in Corpus Christi. Hunter and his wife, Alexis Taylor Hunter, are proud parents to three children: Todd Jr., Michael, and Christina. They also cherish their role as grandparents to five grandchildren. Originally elected to the Texas House of Representatives in 1988, Hunter served four terms before returning to the Texas House in 2008 as the Representative for District 32, a position he currently holds after being re-elected in 2024. Chairman Todd Hunter was recently sworn in for his thirteenth term as a State Representative for the 2025 legislative session. During the 89th Legislature, he serves as Chairman of the Calendars Committee and is a member of the Land and Resource Management Committee, the Public Education Committee, and the Subcommittee on Academic and Career Oriented Education. In his twelfth term, during the 88th Legislative Session, Hunter was appointed Chairman of the State Affairs Committee and served on several key bodies, including the Grid Reliability Oversight Committee, the Texas Energy Fund Advisory Committee, and the Panhandle Wildfire Investigative Committee. In the 87th Legislative Session, he served as Chairman of the Redistricting Committee and was a member of the International Relations & Economic Development Committee. Throughout his tenure in the Texas House, Hunter has also previously chaired the Calendars Committee, the Judiciary and Civil Jurisprudence Committee, the Civil Practices Committee, and the Budget and Oversight Elections Committee.

Motivational Speaker Matt Havens is an international keynote speaker, former corporate leader, son of a comedian, and firm believer we over complicate work by overthinking the solutions. Matt’s high-energy, engaging presentations deliver insightful, actionable strategies – all with a surprisingly entertaining twist. With 14 years of leadership experience in finance, sales, and customer service at a multi-billion dollar company, Matt gained invaluable in-the-trenches experience that informs his approach to solving business challenges and ensures his message relates with his audiences. Whether tackling change management or building dynamic team cultures, Matt has done it firsthand – including leading a massive strategic overhaul which transformed one of America’s most iconic brands. Those experiences also taught Matt something was missing in the working world. As the son of a headlining comedian, Matt grew up in the back room of comedy clubs around the world, where he witnessed the infectious impact of laughter. He believes business growth and fun don’t have to be mutually exclusive – a philosophy which has made him a trusted partner for organizations like RE/MAX, Lockheed Martin, Baker Tilly, and Allstate, as well as countless government and industry associations from nearly every trade. Matt doesn’t just speak about personal and professional growth – he lives it. He recently checked off a major bucket list item by completing an Ironman triathlon, cheered on by his wife and twin daughters. They currently reside in Dallas, TX.

Reference Points in Motion: Measuring a Dynamic Earth for Resilient Texas Infrastructure Thursday, September 17 at 8:00 Dr. Richard Smith

Executive Director Conrad Blucher Institute

Dr. Richard (Rick) Smith is Executive Director of the Conrad Blucher Institute for Surveying and Science (CBI) at Texas A&M University– Corpus Christi (TAMU-CC), where he leads research and infrastructure that push the boundaries of geospatial science by applying cuttingedge technologies to map, measure, and manage the big data used to understand and predict our physical environment. Rick earned his Ph.D. in Geography from the University of Georgia, along with a Master of Science in Computer Science and a Bachelor of Science in Geographic Information Science, both from TAMU-CC. He began his career at TAMU-CC from 2009 to 2017 as an Assistant Professor of Geographic Information Science (GISc) and Geospatial Surveying Engineering (GSEN), serving as Program Coordinator for both programs and as a CBI Research Scientist. His academic work focused on systems integration, cartography, and geospatial technology for disaster response, and he founded the Spatial {Query} Lab at CBI, where his team digitized historic land surveying records including the Conrad Blucher Surveying Collection. From 2017 to 2022, Rick moved into industry as Staff Geospatial Data Manager at bp, leading the company’s Global Geospatial Foundations Team. There he designed and delivered several high-impact products, including a reinvented production-performance reporting method for bp’s Gulf of Mexico team, automated production of Marine Vessel Operations Charts and Application for Permit to Drill plats, a COVID-19 data system used to track health data for more than 6,000 employees, and a safety-critical real-time monitoring system for passing and attending marine vessels. In March 2022, Rick returned to TAMU-CC to lead CBI as Executive Director, where he continues to honor the Blucher family’s legacy of precision measurement while building the institute’s next generation of geospatial research and applied programs.

Revitalizing the Water Supply in Texas — a TCEQ keynote Wednesday, September 17 at 4:00 pM

Brooke T. Paup

Chairwoman Texas Commission on Environmental Quality Prior to her appointment to TCEQ, Brooke Paup served on the Texas Water Development Board beginning in 2018. In 2021, Governor Abbott appointed Paup as the first woman chair in the history of the TWDB. She also served as the Director of Legislative Affairs for the Texas Comptroller of Public Accounts, in the Office of the Attorney General, and at the Office of State-Federal Relations in Washington, D.C. Brooke has 19 years of state government experience. In 2021, Brooke was awarded the Texas Water Foundation’s Rainmaker Award, which acknowledges exceptional leaders making lasting impacts in Texas water. She was also recently the recipient of the 2023-2024 Public Official of the Year Award from the Water Environment Association of Texas. Paup earned a Bachelor of Arts from Texas A&M University and a Juris Doctor from Texas Tech School of Law.

Janelle CranE

Assistant Deputy Director Texas Commission on Environmental Quality Jennelle has worked for the Texas Commission on Environmental Quality for the past 20 years. She received her Bachelor of Science in Biology with a Minor in Chemistry from Abilene Christian University and a Master of Science in Environmental Management from Hardin Simmons University. She started her state employment at the TCEQ Harlingen Region in 2006 as an Environmental Investigator in the Water Section. Since 2006, Jennelle has worked in the DFW Region as an air investigator and the Abilene Region as a public water supply investigator and Emergency Response Coordinator. During her tenure as an investigator, she handled the most complicated cases and developed deep expertise and understanding of public water system rules and operation. In October 2014 Jennelle transferred to the TCEQ Water Supply Division as a Special Assistant and then starting in December 2022 became the Assistant Deputy Director for the Water Supply Division. Her belief in the importance of the public health role of public water systems and their operators has never wavered.

President Engineering Design Services

Michael Hall is the President and Founder of Engineering Design Services LLC (EDS), a visionary engineering consulting firm headquartered in Corpus Christi, Texas, with a rapidly growing national footprint. Since founding EDS in 2018, Michael has been driven by a singular mission: to bridge the gap between cutting-edge technology and the traditional industrial market. A licensed Professional Engineer across multiple states and a certified Project Management Professional, Michael holds a Master’s degree in Electrical and Computer Engineering and a Bachelor’s degree in Mechanical Engineering from Purdue University. His career sits at the exact intersection of rigorous professional engineering and advanced automation. Prior to founding EDS, Michael served as the Chief Technology Officer of a food robotics startup, filing multiple patents relating to robotics. Today, Michael and his multi-disciplinary team at EDS lead the industry in integrating nextgeneration tools—such as drone technology, AI, AR/VR, and 3D scanning and imaging—into complex sectors ranging from aerospace and renewables to petrochemicals and themed entertainment. As an engineer who believes that technology should elevate rather than replace human expertise, Michael is passionate about building frameworks that empower professionals to innovate fearlessly. In his keynote, “Pioneering Trust: Delivering Next-Generation Engineering Design Services,” he will share his optimistic vision for how AI and drones are not just changing the workflow, but are also serving as a force multiplier for the value and integrity of the professional engineer’s stamp.

Region 5 Assistant Chief Texas Division of Emergency Management He is an Honorably Discharged enlisted Marine. He served in Law Enforcement from 1977 to 1990 with the Hidalgo County Sheriff’s Office, McAllen Police Department, Texas State Board of Medical Examiners, and the Hidalgo County Constable’s Office, where he currently maintains his peace officer commission as a Master Peace Officer. He was in the private sector for about ten years. He returned to the Sheriff’s Office as a Commander from 2005 until 2007, when he was appointed as the Hidalgo County Emergency Management Coordinator and interim County Fire Marshal. While at Hidalgo County, he also served as the Lone Star AllHazards Incident Management Team Leader, Coordinator for the Rio Grande Valley Public Works Task Force, and one of the team leads for the Hidalgo County Wildfire Task Force. He is a Graduate of DPS Command College – Cohort 2 Class. In early 2011, he left County service and began working for the Texas Department of Public Safety, Division of Emergency Management, as one of seven State Coordinators. In 2019, the Division was legislatively created into a state agency and placed under the Texas A&M University System’s umbrella alongside seven other state agencies. He currently serves as one of eight Regional Assistant Chiefs within the Field Response Section of the Texas Division of Emergency Management. He has primary responsibility for Region 5, which encompasses 18 Deep South Texas Counties and 80 municipalities. An area covered by three Councils of Government, 20,188 square miles, and about 2.5 million residents. It is the only region in Texas affected by natural and man-made threats from the Gulf Coast and the Border. He has responded to and led teams in many disasters, including floods, fires, mass casualties, hurricanes, public works, public health, law enforcement, and mass migration, during his career.

Texas Outstanding Civil Engineering Achievement award (OCEA) National Medal of Honor Museum Graham Associates The National Medal of Honor Museum in Arlington, Texas is defined by a bold and deeply symbolic architectural vision. Designed by Rafael Viñoly Architects, the museum’s defining feature is a monumental 200-by-200-foot exhibition hall that appears to float 50-feet above the ground. This striking volume is supported by five massive precast concrete megacolumns, each representing a branch of the U.S. Armed Forces, transforming the structure into a powerful metaphor for service and sacrifice. The lower-level houses event spaces, classrooms, and the Rotunda of Honor, a contemplative space crowned by a landscaped green roof that blends into the lakeside setting. A large oculus pierces the elevated hall, allowing natural light to cascade into the Rotunda, reinforcing themes of reflection and remembrance. The exterior is clad in a durable metal rainscreen system, providing a clean, contemporary aesthetic and long-term performance. Surrounding groves, lawns, and pathways soften the museum’s monumental form and create a park-like environment for gathering and contemplation. The museum also represents remarkable civil and structural engineering achievement. The megacolumns are engineered to carry 2,000 tons a piece while maintaining a minimal ground-level footprint, supporting one of the most complex structural systems of its kind. Engineers integrated long-span stability, wind resistance, storm resilience, and seismic considerations. Below grade, earth-sheltered spaces, retaining structures, waterproofing systems, and stormwater management were carefully coordinated with sensitive site grading around Mark Holtz Lake. Together, these solutions enabled the museum’s dramatic architectural vision while delivering safety, durability, and environmental performance worthy of its national significance.

Texas OCEA award of Merit US 181 Harbor Bridge Project Texas Department of Transportation Corpus Christi District The New US 181 Harbor Bridge, Texas Department of Transportation’s (TxDOT) signature cable-stayed bridge (CSB) located in Corpus Christi, has challenged modern bridge construction by achieving the longest precast segmental span ever constructed, with a 1,661-foot center span and the widest delta frame cross-section at 150 feet. The superstructure is comprised of dual, asymmetric precast box girders, centrally connected via precast delta frames, and supported by a central plane of dual stay cables. The impressive 540-foot inverted Y-shaped pylons have uniquely enhanced the city’s skyline and are the tallest structures south of San Antonio, Texas. The slenderness of the upper pylon allows the structure to blend harmoniously with the surrounding built environment. Material innovation was crucial in protecting the major structural components from the corrosive marine environment while also aligning with TxDOT’s commitment to sustainability. The developer and builder, Flatiron/Dragados, LLC (FDLLC), utilized high-performance concrete mix designs engineered to achieve both the demanding 10 ksi compressive strength and the project’s 170-year extended service life requirement. Corrosion protection for the high-strength steel strand used in the stay cables was achieved by utilizing an epoxy-coated, filled strand. Operationally, the new bridge increases vertical navigational clearance from 138 feet to 205 feet. Enhanced connectivity and safety improvements include three lanes of traffic in each direction, with four 10-foot shoulders, a missing element on the previous bridge. The northbound box girder features a protected 10-footwide shared-use path and scenic overlook where visitors can observe unmatched views of the bay and downtown Corpus Christi.
