Welcome to the ASCE Texas Section annual conference, Texas Civil Engineering Conference (CECON), a gathering where the shining minds of our industry assemble to learn and share, while nurturing and making new connections. If it is your first time attending, thank you for joining in the conversations and being a thought leader! If you are a returning guest, it speaks volumes to the value you place on the benefits this event affords. Either way, we treasure your trust in what we have to offer. The dedicated volunteer planning team has worked incredibly hard to ensure it is worth your while.

Once again, an incredible Planning Committee of more than 30 ASCE Texas Section volunteer members has put together a barrier-breaking collection of technical, leadership, and power skills lineup of sessions, keynotes, and panels to shatter your expectations, including multiple specialty tracks. The most current program schedule and speakers list can be browsed & customized in the event app. A schedule-at-a-glance appears on page 6 of this program, as well. I invite you to browse the schedule and flag the sessions that interest you most. And don’t forget to visit our exhibitors located in the new dedicated Exhibit Hall and throughout the foyer. Breaking Barriers: Reimagining the Future of ASCE

Kenneth Mika PE, BC.GE, F.ASCE

Mr. Mika is a licensed professional civil engineer and recognized leader in environmental remediation, currently based in Green Bay, Wisconsin. His career is distinguished by a commitment to innovation, excellence, and community service, with significant contributions to both the engineering profession and the communities he serves.

Within ASCE, Mr. Mika has held key leadership positions, including serving on the Board of Direction and as Chair of the Board Strategic Advisory Committee (BSAC). In 2023, he was honored with the prestigious William H. Wisley Award in recognition of his outstanding contributions to civil engineering and community service. He is both Board Certified and a Fellow of ASCE.

Currently, Mr. Mika serves as Area and Client Manager at Tetra Tech, Inc., where he leads a team of 30 professionals specializing in construction quality assurance and environmental remediation. He is pursuing a Doctorate in Business Administration with a focus on Organizational Leadership within the Architecture, Engineering, and Construction (AEC) sector, where his research explores the influence of leadership on organizational culture.

Assistant Deputy Executive Administrator Texas Water Development Board

Reem Zoun, PE, CFM, is the Assistant Deputy Executive Administrator of the Office of Planning at the Texas Water Development Board. Reem led the effort to develop and is the primary author of the multiple award-winning statewide flood planning program for the State of Texas. She is also the key author of Texas’ first, the 2024 Texas State Flood Plan, that was adopted on August 15th, 2024. Reem oversees the flood planning division and provides technical support to the Water Supply Planning. She has over 24 years of private and public sector experience in engineering, flood risk reduction projects, modeling, mapping, capital improvement project portfolio management and delivery, management, and leadership. Prior to joining the TWDB in 2019, Reem worked for the City of Austin, AECOM, the University of Texas at Austin, Pasminco Elura Mine, and Victoria Department of Natural Resources and Environment in Australia. Reem has multiple publications and presented in various conferences.

Reem has a MS in Civil Engineering from the University of Texas at Austin and an undergraduate degree in Environmental Engineering with First Class Honours from Royal Melbourne Institute of Technology in Melbourne, Australia. Reem received the American Society of Civil Engineers (ASCE) Austin Branch 2017 Civil Engineer of the Year award. In 2011, she was awarded as the Young Engineer of the Year by Texas Society of Professional Engineers Travis Chapter.

A runner and a gardener, Reem’s favorite part of life is being the mother of her two boys, sixteen-year-old Neal and eleven-year-old Aurko.

Daphne Kent has served as the President and CEO for North Central Texas InterLink since September 2023. In this role, she is focused on bridging the gap between education, business, and government.

Prior to joining InterLink in 2023, Daphne served as an educator for 18 years, with 14 years of experience in K-12 and 4 years of experience at the post-secondary level. Her education experience includes teaching at both the secondary and post-secondary levels as well as K-12 administrative experience, including serving as the Executive Director for Fort Worth ISD from 2019-2023.

Currently, Daphne serves on multiple work force and education advisory boards across the North Central Texas region and previously served as a Texas HOSA Board Member and member of the National Human Genome Research Institutes Genomic Literacy Education and Engagement Initiative.

The Story of the July 4th Guadalupe River Flood Event Keynote

Charlie Hastings is a licensed professional engineer and certified floodplain manager with a BS and MS in Civil Engineering from Texas A&M University. He started his engineering profession running a survey crew for a small civil firm in College Station, Texas, where he feels he learned his most valuable lessons about poison ivy, engineering, and the people he would one day serve, from being in the field with the construction workers, citizens, and behindthe-scene government employees. He then went on to become the first ever City Engineer for Cedar Hill, Texas, working there for four years while raising a small family and earning his PE license. Having a heart for family and the great outdoors, he moved to the Texas Hill Country in Kerrville, Texas where he served as the Kerrville City Engineer and Public Works Director for over 12 years. While at Kerrville his family grew to six children, all of whom have been homeschooled by his wife, four of which have graduated from Texas A&M. Charlie has now been the Kerr County Engineer and Floodplain Administrator for over eleven years, also located in Kerrville, TX. Through the years he has enjoyed working with his own children and others by coaching various sports, robotics, leading the youth worship team, actively serving the local 4H club, and his favorite past time was voice broadcasting play-by-play action for his daughter’s volleyball team.

Michael Pantell, PE, CFM Principal

Michael Pantell PE, CFM, is the Principal Engineer at Waterway Engineering, bringing extensive experience in all areas of floodplain analysis and design. Michael excels in advanced modeling techniques that include non-Newtonian fluid flows, computational fluid dynamics modeling, sediment transport analysis, storm sewer analysis, and 1D/2D hydraulic modeling. With this robust background, he has led a range of water resource projects such as dam spillway design, FEMA levee accreditation, emergency response modeling, and local land development.

Ethical Strategies for an Irrational World Keynote

Aaron is a Senior Principal with Terracon Consultants and serves as their Chief Legal Officer. He has been practicing law for more than two decades with a focus on managing risk and resolving business disputes. Aaron regularly manages outside counsel acting on behalf of the company and works internally to troubleshoot project issues and avoid disputes before they escalate. He also handles internal investigations and helps implement Terracon’s ethics program. He is a frequent presenter at past events hosted by ACEC, ACI, AIA, ASCE, GBA, NSPE, and others.

Prior to joining Terracon in early 2016, Aaron was a partner at Husch Blackwell, an AmLaw 100 law firm, where his practice focused on commercial and cross-border litigation. During his time with Husch Blackwell, Aaron spent four years working in the firm’s office in London, England. Aaron began his career serving as a judicial clerk for a U.S. District Judge in Kansas City, Missouri. Aaron earned his J.D. from Creighton University School of Law in 2001.

Breaking Barriers: From Managing to Leading

Robert Schraeder has managed projects totaling more than four billion dollars throughout his career. He is a leader in the construction and design industry and the former president of the American Society of Civil Engineers Construction Institute (ASCE CI). An industry executive and a licensed professional engineer, he is unique in project management, with experience both in design and construction. In addition to attaining bachelor of science degrees in civil engineering and applied mathematics, he earned a master of divinity from Talbot School of Theology and has been a lifelong learner, integrating biblical wisdom with leadership and managing projects.

PROJECT 11: HOUSTON SHIP CHANNEL EXPANSION, SEGMENTS 1-2

The Houston Ship Channel (HSC) is a federally authorized deep draft navigation channel, which serves the greater Houston region. Located in Chambers, Galveston, and Harris Counties, Texas, the HSC is a high-use channel and the busiest waterway in the U.S. with over 8,000 deep draft and 200,000 barge transits per year. The HSC provides access to Port Houston’s eight public terminals and over 200 private docks and berthing areas. Combined, these areas provide the infrastructure for the #1 port for waterborne tonnage and #5 for TEUs in the U.S., support more than three million jobs, generate $906 billion in national economic benefits, and provide nearly $63 billion in annual tax revenue. As the non-federal sponsor of the HSC, Port Houston is preparing now for the future needs of vessels and businesses, and together with the U.S. Army Corps of Engineers-Galveston District (USACE-SWG), is accelerating the HSC expansion, also known as Project 11 (federally identified as the HSC Expansion Channel Improvement Project).

Project 11, the 11th major improvement to the HSC, includes widening the channel by 170 feet (from 530 to 700 feet) along its Galveston Bay reach, widening the Bayport and Barbours Cut Channels to 455 feet, deepening some upstream segments (up to -46.5 feet MLLW), making other safety and efficiency improvements, and constructing new environmental features including approximately 10-acres of bird islands, 276-acres of instant intertidal marsh, and 324-acres of oyster reefs, and over 600 acres or 12.4 million cubic yards of future Operation & Maintenance capacity.

Northaven Trail Bridge

The Northaven Trail Bridge is a testament to connectivity, industry-leading design and innovative delivery, providing an essential multimodal mobility solution for the Dallas community. The S-curved pedestrian bridge spans across the busy 8-lane U.S. 75 and its frontage roads, connecting three highly trafficked trails and providing a link to the DART station at Forest Lane. The City of Dallas desired a unique bridge that would become a signature landmark in North Dallas. The vision was to create a lightweight design that echoes the elements of a bicycle wheel, where the 64 crisscrossing cables resemble the spokes, and the steel arch ribs represent the rim. Input from stakeholders and community members drove the initial design. Termed a network tied arch, the main span of the bridge is 201-feet-long with inclined circular arch ribs that tower 50 feet above the bridge deck. The bridge’s network cable arrangement was designed to increase the stiffness of the structure by as much as a factor of ten, making it incredibly resilient to accidental overloads. This engineering achievement also makes the Northaven Trail Bridge the only known network tied arch bridge in the world with an S-curved deck. In addition, the bridge’s construction marked a first for TxDOT’s Dallas District, as this efficient structural system enabled the bridge to be preassembled and installed overnight without ever fully closing traffic in either direction. The Northaven Trail Bridge is now a defining landmark in North Dallas, serving as a critical alternative transportation link for the community.
