the virus were drastically relaxed. Hotels, pubs, restaurants and casinos in Providenciales were allowed to open for business again on Monday, while the evening curfew from 8pm to 5am ended. The reopening of the borders came despite the territory recording 62 active Covid-19 cases – increasing by four people since the day before. American Airlines was the first carrier to land a commercial plane at Providenciales International Airport, with a second following shortly afterwards. American Airlines Flight 1279 touched down just after noon with 77 passengers aboard. The inaugural flight from Miami, Florida, was given a rousing water cannon salute by the TCI Airport Authority’s fire crew which added to the exciting atmosphere. Premier Sharlene Cartwright Robinson, Minister of Tourism Hon. Ralph Higgs, government ministers greeted guests while members of the clergy blessed the day’s proceedings. Some of the tourists told gathered media they were looking forward to heading to the beach after being greeted by blue skies and warm temperatures. Diana, one of the first visitors to arrive on the American Airlines

flight, said she was elated to visit the Islands again. “We were here in January and I’m so excited to be back. I didn’t realise we were the very first ones here and it’s so amazing. “I’m so glad to be a part of this. I like Turks and Caicos, it’s so beautiful.” When asked about her experience with the new systems implemented at the airport to curb the spread of the virus, Diana said it was a little tedious, but all worth it. “Everyone was trying to go slow and you have to show a lot of paperwork and ensure everything was safe which is perfect because you don’t want anybody to get sick here.” She added: “It just takes a little time and patience. Everyone wore their masks on the flight, nobody caused any drama.” Another visitor Courtney Talo said she could not wait to head to the beach. “I was so happy when that plane landed, I couldn’t believe I was in Turks and Caicos already. “It’s so wonderful, the air is fresh and clean and I just want to soak up that lovely sunshine at the beach tomorrow.” Eighteen private jets also landed on Wednesday through the Government’s fixed based

operations, with the help of Provo Air Centre and Blue Heron. Following the four-month lockdown, the Government crafted a phased reopening strategy which applied differently to each island depending on their status of the epidemic. As such, the other islands reopened weeks before Providenciales. Although the main airport is now open, the Grand Turk Cruise Centre will remain closed until at least September 30. ‘ABSOLUTELY CONFIDENT’ Minister of Tourism Hon. Ralph Higgs spoke to the Weekly News on Wednesday about the reopening of the territory’s borders. He said it was a necessary decision, made with great consideration for the livelihood of the TCI’s citizens. “We’re absolutely confident,” he said, “if we weren’t we wouldn’t open. “People’s health is number one and everything that we did, every decision, every protocol that we implemented was taken with our peoples’ best interest in mind obviously, their health.” He underscored that the CONTINUED 

Government is constantly monitoring the new systems that the Ministry of Health has put in place to ensure optimal success. “I think opening up this time, on this particular day is a good thing,” the health minister said. “It gives us a chance to dissect the system to see where there are potential bottlenecks and to see how we will handle them. “As we continue to open we appreciate that every day, more and more people will come in and the system will be more challenged so it’s important that we see where the potential hiccups are and address them. “That is why you see my ministerial colleagues here today and other government officials, Tourist Board officials all taking a look from a distance at the system at work. “We feel assured that as much as humanly possible our systems are strong,” he said, adding, “we’re constantly tweaking and overlooking the situation.” Higgs assured that his Government will not hesitate to reconsider lockdown restrictions if cases rise. “If there comes a time for us to revisit or pull back we will do so. “Obviously, the country’s health is our number one interest but a healthy economy also helps to support a healthy mind and a healthy living. “The whole thing revolves around a good economy.” The minister, who was seen greeting guests in the arrival lounge of the airport, said everyone was in high spirits. “I personally went to the line

and asked passengers what their experience has been like so far and everybody spoke positively about their experience and their spirits. “They said that getting on the TCI’s portal was simple and once they downloaded the forms, the approval process was easy.” Higgs said the Government made it mandatory that every visitor and returning resident must secure a Covid-19 negative test before they are allowed to enter the TCI. “You must have insurance if you’re a visitor and if you’re a resident you have to show your NHIP number which will cover you in the event you come down with the virus or have symptoms.” He stressed that these are among some of the best measures any Government could put in place to help mitigate against fall out during what is described as a new normal. Higgs reminded residents and guests not to become complacent as the reopening of the borders does not signal the end of Covid-19. And he urged people to continue practicing established Covid-19 health and safety measures. “As we’re opening up today we want to encourage our people to adhere to all of the protocols that are enforced - social distancing etc. “I know we’re people who like to party and we want to encourage particularly our young people to do so in a responsible way. “Make sure they’re wearing masks to mitigate the spread of the virus, we want to encourage them to wash their hands and I believe if we do those things that will help to mitigate.”

Woman with Covid-19 wanted for breaking quarantine A TWENTY-three-year-old Haitian woman living in Five Cays, Providenciales, is wanted by police for breaking quarantine after testing positive for Covid-19. The woman goes by the two names Rodline Jean and Darline Estimob, according to a wanted posted issued on July 18, however no details as to her description were issued. Two other people who breached quarantine after testing positive for the virus – Marietta Joseph, 53, from Blue Hills and Ralph St Fleurant, 33, from Kew Town have been arrested. In a press briefing on Monday (July 20), Premier Sharlene Cartwright Robinson spoke about the law breakers. “We note with regret that over the past three days there were three Covid-19 positive patients who fled quarantine and were sought by the authorities. “We also note that only one remains at large and we make a public appeal to this individual to do right by yourself and your community and report back to quarantine. “That is the only way you can protect yourself and your loved ones.” She asked family members to encourage this person to return to quarantine to save themselves and the wider community. “I cannot say it enough - we need the cooperation of all if we are to succeed in this fight,” the

premier said. On July 17, the Ministry of Health issued a warning to anyone breaking quarantine that they risk being taken into custody. Under the Emergency Powers (Covid-19) (No. 5) Regulations 2020 anyone who may have been exposed to the virus is required to be quarantined for 14 days. Failure to comply with this requirement will result in an application being made to a justice of the peace to order the person to be taken into custody and placed in quarantine. Police can also be directed to apprehend persons who are in breach of this order and detain them in accordance with the regulations. Anyone found in contravention of the regulations commits an offence and is subject to a fine or imprisonment or both. “Quarantine is implemented as a measure to protect public health and prevent and control the spread of Covid-19 within the communities of the TCI,” the ministry said. “The cooperation of every person is required in order to ensure the health and well-being of persons living in the TCI.” Anyone with symptoms of Covid-19 or who has been in contact with someone with Cobid-19 should call the hotlines 331-0911 or 232-9444. POWER BILL HIKE Starting Wednesday (July 22), FortisTCI is adding an average of 6.8 percent to power bills across the Turks and Caicos Islands. A statement from the June 19 meeting of Cabinet said members agreed for the increase to take effect this month along with the associated amendments to the regulations. What are your thoughts?

Too early

I can’t think of anything more illtimed than imposing an increase on power bills as we go into the heat of summer and many are unemployed and won’t be employed for many months to come. The last thing anyone needs right now is an increase in any bills as everyone is worried about the ill-timed opening of the country and the spreading of the virus. Many don’t even have medical coverage and can’t afford to pay anything to obtain coverage. Logically this increase should wait until the new year.

A good reason?

I don’t know the reason for this additional cost. But I do know that this is not a place filled with rich people. Some people are not even working good now and when they are, they are struggling. Island life may be a paradise setting but it is not easy and businesspeople from other countries come and they take advantage because they see they can. I just hope that in this case of FortisTCI there is a good reason for a raise in the cost which should not be and that the raise goes down later. The Government must look out for us very carefully when it comes to some of these businesses. This is not disliking anyone, just factual.

Shame on you

FortisTCI is one of the world’s most expensive electric power suppliers serving a population that cannot afford them. They charge twice what the previous American owners charged and almost five times mainland rates. They are embarrassed which is proven by the numerous full page ads run in the newspapers,

A myopic decision

Issues arise under the road to fee increases and dealing with FortisTCI on alternative energy. Turks and Caicos Islanders are trapped by an electricity law obviously drafted by PPC (now Fortis) lawyers in 1985. This allowed FortisTCI an upper, clearly exempting them from taking out insurance so that the damage sustained in Irma and Maria hurricanes in 2017 must now be paid for by we the people. The buck is passed onto the people and all are caught between a rock and a hard place. Quite naturally, under the electricity law, the Government rejected the proposed rate increase. Yet FortisTCI was able to pull a kill switch under the electricity law to prompt an enquiry, have a review of the market, prices and costs. FortisTCI and all concerned must realise that this makes the TCI less competitive as a destination and the costs for all must now go up.

The decision is myopic and will bite them. We must now take leadership for energy reform, alternative energy and laws of the kind that will protect our people. This enquiry, deemed a farce by the leader of the Opposition, recommended a rate increase. It was like the electricity ordinance, as far back as 1985, took the decision out of the hands of the people but ultimately by a process mandated by a law, this socalled enquiry. This places the people in a helpless position. The Government’s hands, the people’s hands are tied by an outdated law. Any future law allowing people to generate wind and solar energy must be set by market rates, forces and realities not by the grid. FortisTCI may have forced the issue and won the battle but it is up to the TCI people to win the war for energy reform and justice in the long run.

Grand Turk Cruise Centre will not see any passenger arrivals until at least October 1

Cruise ports will not reopen until October BY DELANA ISLES ONE of the main economic contributors to the Turks and Caicos Islands’ economy, the cruise industry, is facing major challenges as its reopening date has been further extended. Last Thursday, July 16, the Centres for Disease Control and Prevention (CDC) announced the extension of a ‘No Sail Order’ for cruise ships from August 31, now to September 30. The order continues to suspend passenger operations on cruise ships with the capacity to carry at least 250 passengers in waters subject to US jurisdiction. In 2019, the TCI welcomed 354 cruise ships, up from 320 a year earlier. The number of cruise passenger arrivals in the territory amounted to over 1.1 million in 2019. Cruise operations have been suspended since early in 2020 due to the coronavirus pandemic. The cruise industry is a major economic driver for the Grand Turk community, which fully reopened

its economy on July 6. The CDC said it supports the June 19 decision by the Cruise Lines International Association (CLIA) to extend voluntarily the suspension of operations for passenger cruise ship travel until September 15. “In line with CLIA’s announcement of voluntary suspension of operation by its member companies, CDC has extended its No Sail Order to ensure that passenger operations on cruise ships do not resume prematurely.” The organisation stated that cumulative CDC data from March 1 to July 10, shows 2,973 Covid-19 or Covid-19-like illness cases on cruise ships, in addition to 34 deaths. These cases were part of 99 outbreaks on 123 different cruise ships. During this time frame, 80 percent of ships were affected by Covid-19. As of July 3, nine of the 49 ships under the No Sail Order have ongoing or resolving outbreaks. According to US Coast Guard data,

as of July 10, 2020, there are 67 ships with 14,702 crew on board. CDC said the order will remain in effect until the earliest of the expiration of the Secretary of Health and Human Services’ declaration that Covid-19 constitutes a public health emergency. The CDC director rescinds or modifies the order based on specific public health or other considerations, or September 30. On cruise ships, passengers and crew share spaces that are more crowded than most urban settings. Even when only essential crew are on board, ongoing spread of Covid-19 still occurs, CDC noted. “If unrestricted cruise ship passenger operations were permitted to resume, passengers and crew on board would be at increased risk of Covid-19 infection and those that work or travel on cruise ships would place substantial unnecessary risk on healthcare workers, port personnel and federal partners (i.e., Customs and Border Protection and the U.S. Coast Guard), and the communities

they return to.” CDC is also publishing a notice that requests information from the public regarding cruise ship planning and infrastructure, safe resumption of passenger operations, and summary questions. The organisation is also

accepting comments on the Request for Information in the Federal Register, once published. It said it will continue to update their guidance and recommendations to specify basic safety standards and public health interventions based on the best scientific evidence available.

Woman, 49, arrested for gun offence MONIKA Viljoen, 49, was arrested this week over suspicion of improper importation of a firearm. She was picked up by officers on Monday (July 20) in connection to a gun seized on April 13 at a home on Turtle Tail Drive,

Providenciales. Viljoen was released on police bail with a surety to return to the police station for further action. According to the police press office on Thursday, there is no further update to this matter.

No symptoms, no tests New gov’t policy halts community testing THE GOVERNMENT has put a hold on testing non-symptomatic residents for Covid-19 - even if they are in quarantine because they have been in contact with an infected person. Weekly News reporter Delana Isles seeks answers this week as to why this decision has been made and what the risks are from limited testing. IT HAS long been known that people can have Covid-19 and not show symptoms, posing a significant threat to public health. But there remains some confusion as to what extent these people can spread the virus to others – and for how long after becoming infected. Governments around the world are grappling with the changing dynamic surrounding Covid-19, as research is conducted and new discoveries are made daily. The World Health Organisation (WHO) and the Centre for Disease Control (CDC) are themselves constantly changing and updating their guidelines as studies reveal new findings. Many of these changes surround isolation periods and whether testing is necessary for those who are in quarantine or self-isolation. Particularly those who have come into contact with an infected person but are showing no

To date, the WHO advises that polymerase chain reaction (PCR) testing of asymptomatic or mildly symptomatic contacts can be considered in the assessment of individuals who have had contact with a Covid-19 case, with these screening protocols being adapted locally. Data from the WHO to date suggests that 80 percent of infections are mild or asymptomatic, with just 15 percent experiencing severe infection, requiring oxygen and five percent are critical infections, requiring ventilation. Islands, the Government is following the standard, and preferred, 14-day quarantine and self-isolation period. And it has been found - through inquiries by the Weekly News that many of those in quarantine or self-isolation are not being tested for Covid-19 by the Public Health Agency. Why this is the case, this publication has been unable to ascertain, as questions to the Government have gone unanswered. Speaking with several quarantined people, many revealed they are worried about the lack of testing, even as they are not showing symptoms. Some are also unsure whether they can spread the disease unknowingly to their loved ones who may be vulnerable after finishing their quarantine period. A call to the hotline number provided by the Ministry of Health confirmed that all of those in quarantine are not being tested, and people are free to leave - upon clearance by health officials - once the isolation period is up. The official who answered the hotline number stated: “What they have decided to do, they are not testing the asymptomatic people, so if you are not exhibiting any kind of symptoms you wait until the 14 days, then you will be released from quarantine. “But we are not going to test you unless you come down with symptoms.” When questioned whether private testing can be sought following the quarantine period, the official stated that the Government does not recommend testing at the private laboratories. “It’s up to you if you want to go, but it’s not recommended. The

private test is to tell you if you had the disease and that you develop antibodies, that is what they are doing. It is not recommended by the Ministry of Health.” While the private labs have not been authorised by the Government to conduct any in country testing, the Weekly News has learned that people can still go to get samples taken at the private facilities around the territory. These samples will in turn be sent off to the United States for testing to be conducted at accredited laboratories there. The results will then be returned via Fedex within five to six days. This method can also be used for those who need to travel. COMMUNITY TESTING Press enquiries to government officials over the past two weeks have yielded no update as to when community testing can or will ever be done. As it stands, testing in the country is sporadic at best, even as the quarantine numbers climb, and the positive cases increase. At time of press on Thursday (July 23), there were 62 active cases of the virus, 212 quarantined at home, 22 isolated at a facility, two hospitalised, two deaths, 21 recoveries and 975 negative results. Chief Medical Officer Dr Nadia Astwood reported that 62 percent of Covid-19 cases in the Turks and Caicos Islands are asymptomatic. During a press conference on Monday, Minister of Health Hon. Edwin Astwood said the Government is looking at ensuring that private facilities are able to conduct in-country testing. This is so that they can concentrate on the testing of people who want to get tested but have no symptoms - community testing. He indicated that the Public Health Department is constrained in its capacity to conduct the amount of testing that is needed. He admitted that while they were conducting testing of everyone in the community who came into contact with an infected person, they have had to stop this. “Just like every country in the world, when you have outbreaks and in an investigation you have to move from testing asymptomatic persons… or just wanted to travel, to go to the hot spots. “You have to fight the war that is presented to you, and once you

have a surge in cases you have to divert your resources to finding those persons who are infected, who are sick and the contacts of those persons. “So, even though we want to test everyone, once we have cases evolve we have to divert our forces to them.” Astwood defended the new no test policy by presenting brief information as to similar strategies being employed in the United States - which has significant capacity - and Jamaica, which has more capacity than the Turks and Caicos Islands does. “In Jamaica… they say they are not testing people unless you are symptomatic or you are contacts of contacts. “Jamaica has 46 private labs, 52 public labs, and over three hundred laboratory staff, and they are saying… we have to divert all of our resources to the outbreak first and then we will go back to regular testing.” Currently the Turks and Caicos Islands has one laboratory at Cheshire Hall Medical Centre conducting testing. The Government currently has about three machines conducting the tests, with a very small complement of laboratory staff physically preparing the samples to be entered into the machines. WHAT IT MEANS TO BE AN ASYMPTOMATIC CARRIER The WHO has admitted that it does not know if, when and how often asymptomatic carriers of Covid-19 spread the virus. During a press conference in June, WHO officials said they are still following countries that have reported asymptomatic cases and whether these people are spreading the virus. Studies have found that people can contract Covid-19 and be truly asymptomatic - this means that the virus infects them and runs its course without ever producing symptoms. Studies have also shown that people can be contagious in the first several days of having the virus, before they show symptoms. One study estimated that more than 40 percent of novel coronavirus cases were transmitted in the pre-symptomatic phase (before symptoms appear). A survey from the CDC reports that 54 percent of people who tested positive for Covid-19 could not recall how they got it. Similar instances of this are now being reported by the CONTINUED 

Look out for box jellyfish not man o’ war, says DECR AFTER last week advising swimmers and divers to beware of dangerous Portuguese man o’war in the waters of Grace Bay, local environment chiefs have changed their advice. A beach goer was not stung by the colourful siphonophores but in fact by a box jellyfish, the Department of Environment and Coastal Resources (DECR) said on Monday (July 20). “These jellyfish are pale blue and transparent and are difficult to see, even in clear ocean waters they are almost invisible,” the department said. “They prey on small crustaceans and small fish, and appear to travel towards the shore in calm weather on a rising tide.” Alatina alata, often called a sea wasp, is a species of transparent box jellyfish found in the Pacific, Indian and Atlantic Oceans and in the Caribbean and Arabian Sea. The rash and pain caused by these jellyfish stings is selflimited, usually disappearing with no treatment from 20 minutes to one day. A few victims suffer

generalised reactions with persistent pain and a recurring, itching rash. No confirmed deaths have occurred from box jellyfish stings, but the pain they inflict can be severe. People exposed to large numbers of tentacles may need to seek medical attention to relieve pain. If the pain becomes excruciating, lasts for more than three hours or breathing becomes difficult, attention should also be sought. Stings can be treated by rinsing with fresh water or by applying a warm vinegar compress to the affected areas. Heat in the form of hot salt water or hot packs may be applied as it speeds the breakdown of the toxins already in the skin. “Jellyfish problems in near shore areas, such as this, usually resolve themselves within a few weeks,” the department said. The report concludes by saying this ambiguity “underscores the need for isolation of infected persons, contact tracing and testing during ongoing community transmission, and prevention measures including social distancing and use of cloth face coverings”.

Gunmen caught on camera as they rob Airport Road gas station TWO armed men have been captured on video stealing cash and alcohol from a gas station on Airport Road, Providenciales, on Wednesday evening (July 22). The security footage, which clearly shows the two culprits, has been widely circulated via email and social media in the hope it may lead to arrests. According to the police press office, a white four door Toyota RAV4 jeep with a dent on the right rear bumper pulled up at the Airport Express service station just

before 8pm. Two men, each brandishing a gun, exited the rear door of the vehicle and held the pump attendant at gunpoint. They demanded that he open the door to the convenience store where they were captured on video stealing cash and goods from behind the counter. Living for Christ through the global pandemic

HERE is no better time to search the scriptures and live according to the word of God. The SARS and Ebola outbreaks and 9/11 combined had no such profound impact as the novel coronavirus on the world’s health, education, trade and economies. This impetus is driving a new paradigm shift and hence, the world’s population now is practicing social distancing and lockdown, mask wearing, communicating and working differently. Already, millions of workers have lost their jobs. However, there are pockets of people who are ignoring the impact and severity of Covid-19, including some Christians who are either succumbing to Covid-19 conspiracies or challenging the deadly disease through misinterpretation of the scriptures. In fact, a few American pastors who used this phrase against the works of the coronavirus have died. The good thing is many are turning to God. According to Google, since the pandemic searches for Psalm 91 have rocketed and

Psalm chapter two cites God’s reign over the nations. God’s word has the supernatural capacity to determine global afflictions. We are witnessing tantrums among nations, while global power structures are brewing and twisting their own arms. While people are attributing the current pandemic to either conspiracy, geopolitics or ignorance, we’ve never seen such blatant and innate lack of moral principles and human impairment exhibited in world’s leaders - be it the USA or St Vincent and the

Grenadines. God’s judgment and power is described in Isaiah 45:7. Whether we believe that the current global crisis is God’s action to our callous human nature, he is the primary sovereign genesis behind every occurrence. Because of man’s fallen nature inherited from Adam we faced the futility of life. Therefore, we must seek in faith the Creator to rescue us from these calamities. There is yet more surety in the scriptures for these challenging times: Romans 2:4, Jeremiah 29:10-12, Lamentations 3:21-23, Psalm 91, 2 Samuel 24:12-14 and Roman 6:23. Too often, Christians are using the ‘covered by the blood of Jesus’ quote as

an excuse to ignore the severity of the disease. Noteworthy, the ‘covered by the blood of Jesus’ means that Christ died for the sins of the world and in so doing, we can be saved and receive salvation, as explained in Romans 3:25 and Ephesians 2:13. What it does not mean is to see danger and walk into it. It does not mean jumping off a ship into the middle of storm and claim the blood. In the same token one cannot leap from a plane without a parachute and expect the covering of the blood. Neither, does it mean walking into a burning building and claiming the blood. In Genesis, when Adam sinned, man appropriated a fallen nature and therefore, God gave man a conscience to know right and wrong. Henceforth, if one sees danger and walks into it, then she suffers – Christian or nonChristian. Be comforted though. Revelation 5:9, 7:9 assured God’s plan for cosmic renewal and his commitment to all peoples, nations, tribes and tongues that devour salvation through Christ.

China, its history and conflict I

AM the first to admit that I know little about China and its history. China is possibly the largest country in the world. Over one billion people and a huge land mass. Challenged by India, which unlike China has no plans for growth. China’s adoption of communism I find very disturbing and while it is bound to fail, the current virus is only a tiny part of what will affect the world. The Chinese people are not the cause of their communist government or the virus. Like any country that had ambitions to rule the world, failure by their corrupt leaders is inevitable. Recently this was Adolf Hitler’s Germany and Hideki Tojo’s Japan. One wonders had they won their war how they

would have worked out their mutual goal. When in business, I had a Chinese customer who had us design and build some huge hydraulic man lifts-platforms. He told me they worked well. I met this gent at an American equipment show. In my career, I attended numerous equipment shows where I always found groups of Chinese with cameras and notebooks going over the displays with a fine-tooth comb.

Our government must be aware of this, I thought. Now we find out they have stolen our engineering. Never mind that American presidential candidate Joe Biden’s son has a billion-dollar line of credit from China - that is his right says Joe! Chinese who immigrated to the USA helped to build the US transcontinental railroad in the 19th century. Chinese are characterised by

the Hollywood movie industry as servants or laundry workers. But always as business people. Our government failed to realise that since turning commie, China was undercutting our workers and their reasonable wages plus huge benefits with their government-owned no profit, low wage system. Further they have purchased our media which now openly promotes communism for America - not long ago a crime. Right after WWII there was much sympathy for the Chinese people by Americans for what China suffered from the Japanese military in 1937-1938. In December 1937 into the spring of 1938, the then strong Japanese army invaded the former capital of Nationalist China, Nanking. They raped and killed

upwards of 300,000 Chinese. In the process burning and destroying about one third of the city and adjacent towns and villages. China in general was invaded by the Japanese. Feeling the pain of war may be the motivational factor behind no guns being fired from the large, growing Chinese military. Their ships now prowl the South China Sea restrained only by American naval units. Hundreds of American sailors have been infected with the Chinese bat virus on board their American aircraft carriers at sea in the Pacific Ocean without going ashore. How did this happen? Stand by for more conflict to come in the months and years that are before us. Has the virus taught us a lesson? I doubt it.

Reopening TCI’s borders is a ‘leap of faith’ – premier BY OLIVIA ROSE PREMIER Sharlene Cartwright Robinson has said reopening the territory’s borders, lifting the curfew and allowing businesses to operate is “a leap of faith”. The leader’s remarks came as the Government ended its fourmonth lockdown on Monday (July 20). Pubs, restaurants, churches, hotels, casinos, salons and spas as well as other businesses were allowed to resume operations while residents are no longer restricted by a curfew. And on Wednesday, Providenciales International Airport officially reopened with strict health regulations for those travelling from countries with high Covid-19 infection rates. Speaking at a press conference at her Providenciales office on Monday, the premier said: “This week we approach a new phase in the reorganisation of our society and indeed the economy as we deal with the realities of this new normal in this Covid-19 environment. “Through each stage of this pandemic, and even though through challenges and difficulties, we have always been determined to find a way, while staying true to the science, to get life in our various communities back to an acceptable operational level, that will allow

people to strive and succeed, without taking unnecessary health risks.” She stressed that reopening the territory is a “new challenge” but also an “opportunity”, and navigating this new normal will require a collective paradigm shift. “Going forward, success depends on following and observing all the protocols, exhibiting responsible behaviour and a new community consciousness that does not allow any of us to act recklessly or without regard.” ‘VIGILANT AND DISCIPLINED’ The territory’s leader emphasised that even as Providenciales transitions to phase three of the reopening strategy citizens must be aware that the virus has not been eradicated from society. She said: “The opening up of the economy should not signal the lowering of our guard, this virus is real, alive and painful. “Churches and the remaining businesses in the local economy are open, hotels, dining-in facilities, gyms, casinos, spas, discos and local travel also open. “This does not mean that all the dangers of Covid-19 are gone. “It means that we are prepared to operate in an environment where protocols are extended, and all

safety measures are taken. “We urge all to please follow the protocols, keep logs to assist contact tracers, protect your congregants and staff and be a vigilant player in this fight. “This, together with the opening up of the Providenciales International Airport on Wednesday, is a leap of faith, in the ability of all of use to abide by rules and protocols and to be responsible, if not to us, then with each other.” The Government’s decision to reopen the TCI’s borders was heavily criticised by a section of the public. “We must follow health’s protocols in particular the proper wearing of masks, the proper washing and sanitising of hands and the proper sanitising of frequently used space and devices.” She stressed that the people of the Islands will have to adapt to life with Covid-19 as it will be around for a long time. “There are those who question the opening. If we were opening a few weeks ago, there will be those wanting to remain closed, and if we were opening a few months from now, there would be those who wish to remain closed, as well as those who question, why now? “The truth is, fear is real and whilst we must be cognisant of all the information available, one thing we are confident in is the fact that Covid-19 is not going away right now and we must learn to

coexist. “No matter when we open, Covid-19 will be there for us to face.” Although there are no restrictions under phase three for Providenciales, the premier strongly urged residents to avoid non-essential inter-island travel. “I would also wish to strongly encourage a delay in the openingup of dining facilities at restaurants and to strongly encourage outdoor dining and pick-ups. “We must go above and beyond in our stewardship.” She said that if residents continue to follow strict Covid-19 safety measures including social distancing, mask wearing and proper hand hygiene, transmission of the virus will be lowered. “We have to be vigilant and disciplined now more than ever,” she said.

Wanted man says police poster was unnecessary Health officials say they acted in accordance with the law BY DELANA ISLES HEALTH officials have defended a decision to issue wanted posters for three Covid-19 positive people whom they were unable to locate. The posters were issued on Saturday, July 19, by the Royal Turks and Caicos Islands Police Force (RTCIPF). Under the Emergency Powers (Covid-19) (No. 5) Regulations 2020 anyone who may have been exposed to the virus is required to be quarantined for a period of 14 days. Anyone in contravention of the regulations commits an offence and is subject to a fine or imprisonment or both. On Friday, the Ministry of Health had advised the public that the three could not be located. By Saturday, two had turned themselves in, while one is still being sought as at time of press. Following the issuance of a wanted poster for Ralph St Fleurant, 33, from Kew Town, the man featured on a Facebook live streamed show hosted by Audley Astwood. He complained that he had not breached any protocol, that he had

St Fleurant said he first experienced headaches and fever about three or four weeks ago, and upon visiting the hospital he was tested and told to self-quarantine at home. still not received his test result. St Fleurant said he advised authorities that he could not be reached on his cell phone at certain times of the day because of his “bad sleeping habits” and that his home is not easily accessible. He said health authorities were advised that they needed to call him first so that he can give them directions to his house. The young man said upon learning of his wanted bulletin, he

decided to visit the South Dock Police Station to enquire what was going on. He said when he got there officers called the hospital and an ambulance arrived and took him away to the hospital to undergo further testing and to be quarantined at a local hotel. During a press conference on Wednesday, Chief Medical Officer Dr Nadia Astwood said the Ministry of Health acted in accordance with the law in issuing the wanted posters. “We have had issues with persons not disclosing information which would assist us in our investigations, and this in turn may increase the risk to the general public. “We’ve also had persons who have been non-compliant with quarantine which would also put others in the community at unnecessary risks.” Addressing last weekend’s situation directly, Dr Astwood stated that the law requires that people who are served with a quarantine order have a legal obligation to remain quarantined. “This is an order which outlines their legal responsibility to remain

in place, that they should not go anywhere, this is explained to them. “This is explained to them by the team at the time that they are interviewed… and they are actually required to sign this. “Unfortunately we have instances where persons are noncompliant, as I said earlier, people have not been honest with the team, down to not providing their true addresses, their true names, and this has made it very challenging for the ministry of health.” Dr Astwood stated that in instances such as these there are legal remedies and these were used by the Ministry of Health in last weekend’s situation. “That’s why we were able to call on the Royal Turks and Caicos Islands Police, who I must thank for their assistance, which was tremendous in apprehending the two individuals.” She added: “I am aware that a lot of stuff has been on social media, but not everything is as it says.” Dr Astwood stated that those apprehended did not provide the authorities with the information that they needed to keep the public safe.

Diabetes drug recalled over cancer links ANYONE taking or selling diabetes medication should carefully check the packaging, according to the Ministry of Health. Extended release metformin products have been recalled due to the possibility of the impurity, N-nitrosodimethylamine (NDMA), being found in the formulations. NDMA is classified as a probable cancer-causing agent based on results from laboratory tests. On July 17, the ministry said it is mindful of the current uncertainty that exists and remains aware of the ongoing investigations concerning the medicine. “We are therefore advising patients who are currently taking this medicine to urgently see their physicians, pharmacists or other healthcare providers to discuss

how to proceed.” Healthcare providers must desist from importing the products and shops should remove them from shelves and stop supply, distribution and sale, the ministry said. Metformin is a prescription type drug used to control high blood sugar in patients with type two diabetes. Other suitable alternative treatment options available in the Turks and Caicos Islands. The ministry said its top priority is to ensure patient safety and will continue to monitor this situation as investigations continue. Royal Navy ship HMS Medway is conducting a logistics stop in Grand Turk

HMS Medway docks in Grand Turk THE ROYAL Navy ship HMS Medway is making a stop in Grand Turk at the cruise port this week as part of its overall support to the TCI and wider region. Residents will see the boat from Thursday to Saturday (July 23 to

25) but are warned not interact with the ship’s company to prevent any chance of Covid-19 spread. The ship’s primary aim is to conduct a logistics stop to remain prepared to deal with humanitarian and disaster relief operations throughout the core

hurricane season. Some crew members will be able to disembark but they will not be leaving the Grand Turk Cruise Centre property, except to use the nearby beach area adjacent the pier. The centre facilities are closed

and will not be available to the ship’s company. HMS Medway is Covid-19 free, the Governor’s Office said in a press release on Tuesday (July 21). The TCI’s chief medical officer has provided Covid-19 health

guidance to the ship and it has its own medical team which has been monitoring the ship’s personnel on a regular basis. Police, customs and environmental health officials will meet the ship on arrival.

Beware of toxic hand sanitisers – health ministry ALL health facilities and local suppliers must stop importing any methanol-containing hand sanitisers and need to remove them from sale, the Ministry of Health said this week. The ministry issued the warning on July 17 in a follow up to a June 30 press release in which it spoke for the first time about the dangerous product. A US Food and Drug Administration advisory said there is the potential presence of methanol - a substance that can be toxic when absorbed through the skin or ingested. Methanol is not an acceptable ingredient for hand sanitisers and should not be used due to its toxic effects, the ministry said. Therefore, consumers who

have been exposed to hand sanitisers containing methanol should seek immediate treatment. Immediate treatment is vital to reverse potential toxic effects of methanol poisoning. Symptoms associated with methanol exposure or poisoning include nausea, vomiting, headache, blurred vision, permanent blindness, seizures, coma or permanent damage to the nervous system. All local healthcare facilities and other local suppliers should notify their overseas suppliers and quarantine all remaining stock. The Environmental Health Department will dispose of the product.

The public should not flush or pour these products down the drain and the ministry recommends that consumers dispose of them immediately in separately labelled containers. Contact the Environmental Health Department at 3382142 for more information on how best to dispose of these hand sanitisers. The ministry recommends that consumers use an alcoholbased hand sanitiser that contains at least 60 percent ethanol or 70 percent isopropyl alcohol. Charity pays residents utility bills BY OLIVIA ROSE SEVERAL families who were struggling to pay their utility bills due to the Covid-19 crisis, received assistance this week from a local charity. On Tuesday (July 21), Outreach Turks and Caicos presented a cheque valued at $1,788 to FortisTCI to help clear the electricity bills of 11 out of work residents. Speaking to the Weekly News, founding member of the organisation Stephanie Duncanson said the money was divided among residents of all islands. “The office of FortisTCI in South Caicos and North Caicos contacted us, and they gave us those persons’ names who had no money coming in and we stepped in to assist them. “We also paid a water bill due for $300 for a young lady which far exceeded our budget for that utility, because she was in such a need and she had children and we were happy to help her out. Duncanson said the pandemic has put a financial strain on

many residents and as such the organisation has deviated from its original goal of building a shelter for the elderly to help people with more immediate needs. “We want to ensure that we’re able to help people in a real tangible way and leave our mark on the Turks and Caicos Islands.” The founder said Outreach Turks and Caicos hopes that its small gesture will make a big difference in the lives of those affected. “We’re trying to make an impact in the community. People are really having a difficult time, no work, no money, no food and all of that. “They need help. We’re trying as best as we can to reach out.” In her appeal to the public for donations, Duncanson said helping people is the backbone of the organisation and reminded the public that no amount is too big or small to give. The organisation’s members described this donation as their humble part in fighting the increase of food insecurity brought on by the outbreak of Covid-19. Last year the non-profit organisation provided 300 lunches and care packages for students of various primary schools in the Turks and Caicos Islands. Outreach Turks and Caicos was established in 2015 by a group of civic minded residents who aim to create the first home for the aged and homeless living in the TCI.

A PROJECT to install medical gas lines and electrical fixtures in the TCI’s Outpatient Departments is continuing at Cockburn Town Medical Centre on Monday (July 27). The renovation works are required to convert the department into a multipurpose space, InterHealth Canada said in a press release on Wednesday. This will be used to deliver advanced clinical care in the event of a Covid-19 patient surge and will support ventilator connections. The Outpatient Department and adjacent areas at the hospital in Grand Turk will be inaccessible as of close of business on Friday until Tuesday, August 14. Alternative onsite clinical areas will be used to continue outpatient clinic services during the renovation period. The first phase of the project was completed at Cheshire Hall Medical Centre’s Outpatient Department in Providenciales on July 6.

Ports Authority donates tablets for remote learning STAFF and board members from TCI Ports Authority donated ten tablet computers to the Department of Education on Monday (July 20) to support students from low income families. The donation comes as pupils across the territory continue to attend lessons remotely due to Government restrictions in place to prevent the spread of Covid-19. Chairman of the Ports Authority Urban Jason Francis explained that outreach is a new priority for the body. “We have heard about the challenges students are having with accessing the internet during these challenging times,” he said in a press release on Tuesday (July 21). “We have donated tablets to our staff firstly and now we are donating to the Education Department to assist needy students. “We are developing our physical infrastructure but we want to do our part to support our community.” The Grand United Order of Odd Fellows and Allan Robinson also donated tablets to the Ministry of Education for students to use for home study during the pandemic. Minister of Education Hon. Karen Malcolm said these contributors are valuable assets in Turks and Caicos Islands.

“They make such a difference in all of our lives and our country and we are truly grateful. “Many things have changed but there’s one constant - the unwavering support and dedication of willing persons in the community to help the future leaders of this country. “Thanks from the bottom of my heart. Thanks especially to the staff of the Ports Authority for their substantial donation.” The Ministry of Education is currently working on plans and guidelines for the reopening of schools on August 31. “As can be appreciated, we are living in a very dynamic environment and as such the Government plans will take into consideration all potential scenarios,” the ministry said. The press release added that parents that can afford to do so should purchase a laptop or tablet for each of their children to enable them to effectively participate in classes. “We also encourage parents to review their internet service and ensure that they make the necessary arrangements to enable their children to be able to fully participate in online classes, if the need arises.”

Virtual summer camp launches this August A THREE-week online summer camp aimed at children aged eight to 16 called ‘Who do you say I am’ is taking place this August. The Department of Youth Affairs created the activitypacked camp to allow youngsters to remain active while off school without any risk of Covid-19 spread. “The goal of the camp is to make continued difference in the lives of youth during these uncertain times,” the department said in a press release on Monday (July 20). “It will primarily focus on ensuring young people are reminded of who they really are, and their purpose for their existence.”

The camp held from August 3 to 21 will develop critical skills including building self-esteem and enhancing psychological well-being, and will teach positive social skills. Participants will interact with staff from the department during the event and they will also be able to sign onto a website filled with activities at any time of the day. He is Steven Meza, a secondgeneration American born to a Jamaican mother and a Peruvian father. Should Meza win the Florida State Senate District 33 seat, he would become the second youngest state senator in the history of Florida. District 33 encompasses a large area of Boward County, Pompano Beach, Tamarac, Lauderdale Lakes, Oakland Park, Margate, and Lauderhill. It is one of the most diverse communities in Florida, home to many immigrants, including a large number of Jamaicans.

Currently a student at Florida Atlantic University, where he is studying philosophy, Meza pledges to bring bold, new, and progressive leadership to the Florida legislature. “I have experienced every part of Florida, and the parts that make our state unique need a new voice of leadership to fight for our environment, our schools, and address the real concerns of not only the state, but also our people,” he said on his website. “I want better for our people, our state, and our communities, and that is why I plan on doing better than our past leaders on the fight for a vision of a greater tomorrow,” he said.

The gumbo limbo tree THE GUMBO limbo tree (Bursera simaruba) is a Turks and Caicos Islands native tree. I think that with its curvy branches, it’s the sexiest tree of the Islands. The gumbo limbo tree is a beautiful semi-evergreen tree with showy red bark and interesting branches low to the ground. It develops unusual red bark that peels back reminiscent of sunburned skin, which also gives gumbo limbo the nickname of ‘tourist tree’, but don’t confuse this tree with the poisonwood tree. On island this tree grows to a medium size. Most seen in the bush are around 15 to 25-foottall, though the tree can reach 40 foot. If you are lucky enough to have one in your garden, you can always irrigate to grow a larger tree. The wood is lightweight, soft and easily carved. It used to be used to make carousel horses before plastic. But in spite of the characteristics of the wood, a gumbo limbo is considered

one of the most wind tolerant trees and can withstand hurricane winds. The ‘tourist tree’ is one of the prettiest salt tolerant trees, making it a welcome shade tree for beach properties. It’s also popular with wildlife the berries it produces in summer are a favourite with birds. Generally, this tree can lose its leaves in winter but with our warmer winters it may retain some foliage. No soil amendments are needed, though adding top soil or organic peat moss to the hole when you plant certainly won’t hurt. Trimming a gumbo limbo tree is only necessary to remove too low branches to allow for foot traffic or where the branches extend over a driveway. Fertilise three times a year - in spring, summer and autumn with a good quality granular fertiliser. Plant 15 to 20 foot from the

house if you can. Any closer and you’ll be calling in a tree trimming in the future. So avoid placing near a drive or walk so roots and lower branches don’t become a problem as the tree matures. No pests or diseases are of major concern. Occasionally caterpillars will chew the leaves, but rarely damage enough to warrant control. This tree is also a natural antidote of the poisonwood. The tree’s sap when applied using bark from the gumbo limbo relieves rashes, stings and burns. Tea made from its leaves is also said to treat fever and low blood pressure. Gumbo limbo trees grow in the same vicinity as the poisonwood trees and should be found and its remedies applied promptly to avoid the serious first and second-degree burns.

T IS Tuesday and the Salt Cay Ferry has just arrived in the nation’s capital. This is a ‘long boat’ which means Salt Cay residents have until 2.30pm to scour Grand Turk for their various necessities before returning to the charmed isle. It is also the day before the country officially opens its borders again and not everyone on Salt Cay is thrilled about this prospect. The mood on the island ranges from cautious optimism to outright worry and concern, especially among the elderly. “I read your piece in the paper,” says Ms G, “and I agree 100 percent!” She refers to my column entitled, ‘Vigilance and discipline vs hopes and expectations’ in which I had written: “…yet here on the ground in Salt Cay, despite the obvious desire to welcome visitors back as soon as possible, there is also genuine nervousness and concern as to what our visitors may unwittingly bring with them. “As one native conversation partner shared with me: ‘Should Salt Cay receive the attention it desires, what measures are in place to protect the health and well-being of citizens and residents of the island? “Currently, there is one nurse on island with minimal facilities and no relief. Who then is expected to assist the nurse when, God forbid, residents or visitors fall ill? “Has an area been identified on Salt Cay to quarantine individuals who may exhibit symptoms of Covid-19? “Is the nurse equipped with the proper PPE and training to deal with suspected cases? “Who will police the island and ensure that everyone adheres to health protocols which remain effective until December?” Having only recently launched the popular

Facebook page ‘Destination Salt Cay’ one can’t help but sense that people in Salt Cay are rightfully grappling with the problem of having to balance the health and the wealth of this uniquely special island. In the words of one contributor to the Facebook page: “Salt Cay is truly the gem of the TCI. She is also vulnerable. “While Covid-19 cases continue to rise in Provo and international borders open this week please consider travel until [it is] truly safe. “This little rock and her population appreciate your consideration. Health before wealth.” Another island entrepreneur notes: “As our premier said today, we must do everything possible to learn to ‘coexist with Covid-19’ as it is not going away anytime soon.

“The entry requirements for this country are more stringent than others and just pray we all stay vigilant in our attempts to keep each other safe. “When you are ready, we would love to have you join us in Salt Cay.” Both their sentiments are valid as they are relevant. What is noticeable among all the online contributions you read, or conversation you may overhear these days on Salt Cay is the level of courtesy and respect people show for one another. No one appears to be willing to subscribe to a quick fix or ridicule anyone because they may be overly cautious or conversely enthusiastically entrepreneurial. “It is health that is real wealth and not pieces of gold and silver,” Mahatma Gandhi noted. While there is truth in this, we all know this is also a fine balancing act. We all know that businesses around the country have been through very tough months. Months of little or no income, months of struggling to make ends meet. This is true for Salt Cay, just as much as anywhere else in the archipelago. And yet there is a school of thought on Salt Cay that also celebrates its unique ‘splendid isolation’ during these past months of pandemic, lockdown and reopening. An isolation that, through its unique geographical position, has kept Salt Cay safe and yes, coronavirus free. Is it really any wonder that few wish to sacrifice this good fortune on the altar of careless and overly hasty commercialism? Then again, that’s not what Salt Cay has ever or, as far as I am concerned, will ever be about. And so, it’s goodbye splendid isolation and hello new normal - for better or worse.

Bahamas cases surge past 200 – Grand Bahama hit by two-week lock down, US commercial flights banned DECLARING Grand Bahama a COVID-19 hotspot, Prime Minister Dr Hubert Minnis on Tuesday announced a two-week lockdown of the island after dozens of cases were recorded there since the country reopened its borders in early July. By Wednesday, the island’s cases had risen to 81 and in the Bahamas to 219. Some 25 newly confirmed cases were reported, pushing the number of active cases to 115. New Providence with 114 cases were ahead of Grand Bahama and Bimini (17). Berry Islands (four), Cat Island (2) and Cat Cay (01) all had cases. To curtail the spike, the PM has banned all commercial flights and vessels from entering the country with the exception of those coming from Canada, the United Kingdom and the European Union.

The ban on commercial Flights from the US was due to their rising numbers. Dr Minnis also announced the closure of all beaches in New Providence, Paradise Island, Rose Island, Athol Island and its surrounding cays, which took effect from Monday. He also ordered the closure of Arawak Cay and Potter’s Cay restaurants, from Monday. During a somber national address on Sunday, Dr Minnis linked the spike of cases to the re-opening of the country’s borders. The Minnis administration resumed international commercial travel on July 1 in a move officials said would help jumpstart the country’s tourism industry. Since then, the Bahamas has seen a spike in COVID-19 cases — with over 100 new cases since July 1.

GRAND BAHAMA LOCKDOWN Giving a brief statement ahead of a Cabinet meeting on Tuesday, the nation’s leader said the lockdown was scheduled to begin on Thursday evening and end on Friday, August 7 at 5am. The move comes as Grand Bahama continues to see a surge of COVID-19 cases after a more than two-month lull in cases on the island. The 14-day lockdown includes a shutdown of all flights and sea vessels except for those carrying essential goods and services. As of 6pm on Tuesday, all domestic flights in and out of the island have ceased.

Under the lockdown, Dr Minnis said local food stores will be allowed to operate to the public from 7am to 5pm Monday to Friday. Pharmacies, water depots and gas stations will be also allowed to open, but only from 7am to 1pm on weekdays. The Grand Bahama Humane Society and waste disposal/sanitation companies will be permitted to open

Monday to Friday from 7am-1pm. Dr Minnis noted that: “During Saturdays and Sundays, a complete lockdown will be in place.” His announcement prompted scores of residents to flock to food stores to stock up on groceries and supplies, while others headed to the airport in an attempt to leave the island before flights stopped.

Dominican Republic issues state of emergency over virus DOMINICAN Republic’s President Danilo Medina declared Monday state of emergency for 45 days due to an increase in coronavirus cases. The executive order was announced by Director General of Communication Roberto Rodriguez Marchena on Twitter. The order, which was approved by Congress, will be effective as of Tuesday for a period of 20 days then it will be reviewed based on the epidemiological evolution of Covid-19 in the country, Rodriguez said. The curfew starts at different evening hours in Dominican cities, changing between 5 p.m.

and 8 p.m. (2100 GMT and 0000GMT) and ends at 5 a.m. (0900 GMT). He said that the use of face masks in public places is ratified as an “essential measure” and those who do not wear will be sanctioned. The decision came as new spikes in coronavirus cases have been recorded countrywide following the reopening process. Initial reports indicate that Gonzalo would downgrade to a tropical storm by Saturday afternoon.

Gonzalo set to become 2020’s first hurricane, before downgrading back to TS WEATHER forecasters at the US National Hurricane Center in Miami, Florida, were expecting Tropical Storm Gonzalo to become a category one hurricane by Thursday afternoon. If those predictions were correct, Gonzalo would have become the first hurricane for the 2020 Atlantic hurricane season.

Information published on the centre’s website shortly after 2pm on Wednesday placed Gonzalo in the Atlantic Ocean a little more than 1,100 east of the southern Windward Islands in the eastern Caribbean. The storm had maximum sustained winds of 50mph, some 25 miles below a category one hurricane.

It is moving towards the west at 14mph, forecasters said. Although it is expected to become a hurricane on Thursday, by the time it nears the Windward Islands on Saturday afternoon, it should be downgraded back to a tropical storm. According to initial predictions, Gonzalo is expected to miss the Turks and Caicos Islands.

Bahamas: Island hoteliers fear they may not recover EZRA Russell is ready to close up shop three years after opening the largest hotel on Cat Island, the Fountain Bay Resort and Marina. The 49-year-old put his resort up for sale three weeks ago, a move cemented by Prime Minister Dr Hubert Minnis’ announcement that the borders will be closed to commercial flights from the United States starting this week. “There ain’t no coming back,” he said. “This reopening then shutting down, reopening then shutting down, it ain’t make no sense because all we are doing is wasting our money. You can’t borrow because the banks aren’t lending any money and I don’t want any debt. I’ve talked to a lot of hoteliers here and they have the same feeling. I think this is the end of tourism for us, we have to look to do something else. It’s sad that I opened this three years ago, invested all this money, and I’m here now wondering, what’s next?” Before COVID-19, Mr Russell could depend on at least breaking even. His $6.7 million hotel investment created a product featuring 21 hotel rooms, a clubhouse and opportunities to snorkel, visit pigs and deep drop fishing. Jamaica: $3m proposed for dog-bite fine FOLLOWING a spate of chilling dog attacks in recent years, Justice Minister Delroy Chuck tabled a bill that would impose both civil and criminal liability for delinquent dog owners. The proposed legislation would repeal the Dogs (Liability for Injuries By) Act of 1877. In tabling the bill in the House of Representatives, Chuck argued that responsibility will now lie with dog owners to take precautions to protect the public. “After the latest surge of incidents, I gave a public undertaking to address the existing anomalies in the law. We hope to see no more reports of dog injuries, but in the event they happen, I want Jamaicans to know that the justice ministry has taken the steps necessary to ensure redress under the law,” Chuck stated. It’s not easy.” With the borders partially closed to people from their biggest market, some tourism-related businesses are eyeing domestic opportunities. Mr Lightbourn said he attracted about 30 customers from New Providence when his business restarted this month, far more than the usual four-per-week that he typically sees in normal times. But a domestic tourism focus has limits and will not help all, according to Mr Russell. “Bahamians don’t have the money to travel and pay,” he said. “Most guests from Nassau are looking for rooms around $75 to $80 a night and we couldn’t run our business on that. The cheapest room we have is $190 a night, all the rest are like $250 to $300. Bahamians are not working either. Things are bad with them too. For me to cut my rate to pay electricity and helpers and gardeners, that $75 and $80 wouldn’t work for me, my property is too big for that.” (Tribune242)

World News Trump to send ‘surge’ of hundreds of federal agents to cities PRESIDENT Donald Trump is to send “a surge” of federal security forces to US cities in a crackdown on crime. Chicago and two other Democratic-run cities are being targeted in the Republican president’s move, amid a spike in violence. But federal deployments in Portland, Oregon, have proved controversial. Local officials say they have raised tensions amid ongoing protests. Law and order has become a key plank of Mr Trump’s re-election bid in November. Since the death on 25 May of an unarmed black man, George Floyd, in police custody in Minneapolis, Minnesota, there have been protests - sometimes descending into civil disorder - in scores of US cities. Meanwhile, gun violence has spiked in metropolitan areas including New York City, Philadelphia, Los Angeles, Chicago and Milwaukee. WHAT IS OPERATION LEGEND? It is named after a four-year-old boy, LeGend Taliferro, who was fatally shot in the face while sleeping in his family home in Kansas City in June. FORMER Cardinal Theodore McCarrick allegedly ran a depraved sex ring of underage boys at a beach house on the Jersey Shore, a disturbing new lawsuit claims. The suit, filed by a man using the pseudonym Doe 14, claims that in 1982 and 1983, when he was as young as 14 years old, he and other victims were taken on weekend overnight trips to a Sea Girt beach house. “McCarrick assigned sleeping arrangements, choosing his victims from the boys, seminarians and clerics present at the beach house,” according to the suit filed in state court under New

Jersey’s Child Victims Act. “On these occasions, minor boys were assigned to different rooms and paired with adult clerics.” The victim claims that he fell into McCarrick’s clutches in 1982 through Brother Andrew Hewitt, who was then principal at Essex Catholic Boy’s High School. Hewitt allegedly abused Doe. He also introduced McCarrick to Doe as someone who could help pay the boy’s school tuition, the suit claims. At the time, McCarrick was Bishop of the Archdiocese of Metuchen. He became a cardinal in February 2001. Hewitt died in 2002.

Coronavirus: Boris Johnson says response shows ‘might of UK union’ THE response to the coronavirus pandemic has shown the “sheer might” of the UK union, Boris Johnson has said ahead of Thursday’s visit to Scotland. The trip, a year on since he became PM, will see Mr Johnson meet members of the armed forces and their families. He said troops had done “vital work” to support the NHS during the pandemic and praised Treasury job retention schemes. But the SNP said the visit showed Mr Johnson was “in a panic” about rising support for Scottish independence. Scotland’s First Minister Nicola Sturgeon said she had no plans to meet Mr Johnson, but that she would continue work with his government on the “immediate priority” of tackling coronavirus. Mr Johnson said he “pledged to be a prime minister for every corner of the United Kingdom”, adding that the response to the pandemic had shown his government’s commitment to the whole of the UK. The UK government has coordinated much of the UK’s economic response to the virus, including the coronavirus job retention furlough scheme. But devolved governments have had control over most public health measures and have been able to set country-specific timetables and

messaging. Although the whole of the UK entered lockdown in the same week, each constituent part has eased restrictions in a different way and at a different rate. Phase 3 of Scotland’s “route map” out of lockdown began last week, as pubs, restaurants, hairdressers and barbers were allowed to reopen. CHIEF FINANCIAL OFFICER JOB DESCRIPTION The Turks and Caicos Gaming Control Commission seeks a Chief Financial Officer (CFO) to assist with the daily operations of the Commission. The Chief Financial Officer is a senior level position responsible for managing the Commission’s funds, books of account and accounting records. The CFO responsibilities will include the collection of gaming revenue and license fee, penalties and other funds, the audit of funds, budget development and expense projections and financial evaluation. DUTIES & RESPONSIBILITES Will include: • Oversee, administer, analyze and control the numerous funds for which the Commission is the trustee and prepare both monthly and annual reports detailing revenue collection and fund activity. • Develops directly and with assistance of subordinate staff, develop a draft Commission budget, taking into account expenses including staff, investigatory costs, overhead, travel, purchases, outsourcing, etc. as well as revenue collection. • Develops and implements internal controls, accounting policies and procedures. • Plans, organizes, directs, controls and evaluates the operations of the Commission’s accounting resources. • Makes recommendations to the Managing/Deputy Director and the Commission regarding broad matters in Commission accounting policies. • The CFO will coordinate with the General Counsel to oversee other finance-related processes including internal controls, auditing and related procedures. • Promotes the activities of the Commission, its programs and goals to ensure Commission objectives align with applicable laws, regulations policies and code of ethics. • Reviews all change requests to approved internal controls submitted by gaming operators. Cinnamon linked to blood sugar control in prediabetes, study finds CINNAMON may improve blood sugar control in people with a condition known as prediabetes and may slow the progression to type 2 diabetes, according to a new pilot study of 51 people with elevated blood sugars. “We are looking for safe, durable and cost-effective approaches to reduce the progression from prediabetes to type 2 diabetes,” said study author Dr. Giulio Romeo, a staff physician at Boston’s Joslin Diabetes Center and the division of endocrinology at Beth Israel Deaconess Medical Center. The study published Tuesday in the Journal of the Endocrine Society. “Our 12-week study showed beneficial effects of adding cinnamon to the diet on keeping blood sugar levels stable in participants with prediabetes,” Romeo said. “These findings provide the rationale for longer and larger studies to address if cinnamon can reduce the risk of developing type 2 diabetes over time.”

Coronavirus: Oxford vaccine triggers immune response A CORONAVIRUS vaccine developed by the University of Oxford appears safe and triggers an immune response. Trials involving 1,077 people showed the injection led to them making antibodies and T-cells that can fight coronavirus. The findings are hugely promising, but it is still too soon to know if this is enough to offer protection and larger trials are under way. The UK has already ordered 100 million doses of the vaccine. HOW DOES THE VACCINE WORK? The vaccine - called ChAdOx1 nCoV-19 - is being developed at unprecedented speed. It is made from a genetically engineered virus that causes the common cold in chimpanzees. It has been heavily modified, first so it cannot cause infections in people and also to make it “look” more like coronavirus. Scientists did this by transferring the genetic instructions for the coronavirus’s “spike protein” - the crucial tool it uses to invade our cells - to the vaccine they were developing.

This means the vaccine resembles the coronavirus and the immune system can learn how to attack it. WHAT ARE ANTIBODIES AND T-CELLS? Much of the focus on coronavirus so far has been about antibodies, but these are only one part of our immune defence. Antibodies are small proteins made by the immune system that stick onto the surface of viruses. Neutralising antibodies can disable the coronavirus. T-cells, a type of white blood cell, help co-ordinate the immune system and are able to spot which of the body’s cells have been infected and destroy them. Nearly all effective vaccines induce both an antibody and a T-cell response. Levels of T-cells peaked 14 days after vaccination and antibody levels peaked after 28 days. The study has not run for long enough to understand how long they may last, the study in the Lancet showed. Prof Andrew Pollard, from the Oxford research group told the BBC: “We’re really pleased with the results published today as we’re seeing both

People are more likely to contract COVID-19 at home, study finds SOUTH Korean epidemiologists have found that people were more likely to contract the new coronavirus from members of their own households than from contacts outside the home. A study published in the U.S. Centers for Disease Control and Prevention (CDC) on July 16 looked in detail at 5,706 “index patients” who had tested positive for the coronavirus and more than 59,000 people who came into contact with them. The findings showed just two out of 100 infected people had caught the virus from nonhousehold contacts, while one in 10 had contracted the disease from their own families. By age group, the infection rate within the household was higher when the first confirmed cases were teenagers or people in their 60s and 70s. “This is probably because these age groups are more likely to be in close contact with family members as the group is in more need of protection or support,” Jeong Eun-kyeong, director of the Korea Centers for Disease

Control and Prevention (KCDC) and one of the authors of the study, told a briefing. Children aged nine and under were least likely to be the index patient, said Dr. Choe Youngjune, a Hallym University College of Medicine assistant professor who co-led the work, although he noted that the sample size of 29 was small compared to the 1,695 20-to-29-year-olds studied. Children with COVID-19 were also more likely to be asymptomatic than adults, which made it harder to identify index cases within that group. “The difference in age group has no huge significance when it comes to contracting COVID-19. Children could be less likely to transmit the virus, but our data is not enough to confirm this hypothesis,” said Choe. Data for the study was collected between Jan. 20 and March 27, when the new coronavirus was spreading exponentially and as daily infections in South Korea reached their peak. (Reuters)

Only ten people were given two doses and all of them produced neutralising antibodies. “We don’t know the level needed for protection, but we can maximise responses with a second dose,” Prof Pollard told the BBC. IS IT SAFE? Yes, but there are side-effects. There were no dangerous sideeffects from taking the vaccine, however, 70% of people on the trial developed either fever or headache. The researchers say this could be managed with paracetamol. Prof Sarah Gilbert, from the University of Oxford, UK, says: “There is still much work to be done before we can confirm if our vaccine will help manage the Covid-19 pandemic, but these early results

hold promise.” WHAT ARE THE NEXT STEPS IN THE TRIAL? The results so far are promising, but their main purpose is to ensure the vaccine is safe enough to give to people. The study cannot show whether the vaccine can either prevent people from becoming ill or even lessen their symptoms of Covid-19. More than 10,000 people will take part in the next stage of the trials in the UK. However, the trial has also been expanded to other countries because levels of coronavirus are low in the UK, making it hard to know if the vaccine is effective. There will be a large trial involving 30,000 people in the US as well 2,000 in South Africa and 5,000 in Brazil. There are also calls to perform “challenge trials” in which vaccinated people are deliberately infected with coronavirus. However, there are ethical concerns due to a lack of treatments. WHEN WILL I GET A VACCINE?

It is possible a coronavirus vaccine will be proven effective before the end of the year, however, it will not be widely available. Health and care workers will be prioritised as will people who are deemed at high risk from Covid-19 due to their age or medical conditions. However, widespread vaccination is likely to be, at the earliest, next year even if everything goes to plan. Boris Johnson said: “Obviously I’m hopeful, I’ve got my fingers crossed, but to say I’m 100% confident we’ll get a vaccine this year, or indeed next year, is, alas, just an exaggeration. “We’re not there yet.” WHAT PROGRESS IS BEING MADE WITH OTHER VACCINES? The Oxford vaccine is not the first to reach this stage, with groups in the US and China also publishing similar results. The US company Moderna was first out of the blocks and its vaccine can produce neutralising antibodies. They are injecting coronavirus RNA (its genetic code), which then starts making viral proteins in order to trigger an immune response. The companies BioNtech and Pfizer have also had positive results using their RNA vaccine. A technique similar to the Oxford one, developed in China, also seems promising. However, all these approaches are at the absolute boundary of science and have not been proven to work before. More traditional methods of vaccine development are also being investigated. The company Valneva is taking the whole coronavirus, inactivating it and then inject it. In total there are 23 coronavirus vaccines in clinical trials around the world and another 140 in early stage development. (BBC)

According to a new study from France, foods containing raw and fermented cabbage may be beneficial against the coronavirus by reducing the levels of a compound that helps the virus infect the body, the South China Morning Post reported Monday. The study found that cabbage — whether raw, pickled in sauerkraut or mixed into coleslaw — as well as cucumbers and kimchi, the Korean delicacy made from pickled cabbage and other vegetables, could help people build up resistance to the virus, which has killed more than 606,000 worldwide and 140,000 in the US. ENGLAND Athletics has dismissed a claim that new coronavirus rules will let men run in 5,000m events but not women. A report suggested only men would be allowed to resume the event initially because the women’s race generally takes longer than 15 minutes. People together for 15 minutes at less than 2m (6ft) are in ‘close contact’ in the UK government’s tracing system. England Athletics said it is not planning to “differentiate” guidance for male and female athletes. The current guidance does not yet allow men or women to take part in 5,000m events. At present, no track events of more than 1500m are allowed, because social distancing cannot be guaranteed in longer races from 3,000m upwards. POPULAR sports tourism event, the Turks and Caicos “Race for the Conch” EcoSeaSwim has been rescheduled to June, 2021. The 11th edition of the race was initially scheduled for late last month, but the Covid-19 pandemic (and flight restrictions) forced organisers to settle for an all-local event on July 11. Co-Director/Founder Ben Stubenberg told the Weekly News that they had submitted a plan to the TCI government limiting the event to just a one-mile race with social distancing and staggered starts to minimize risks, but the beach restrictions at that time worked against them. The race “was just not going to be possible with limited numbers allowed for beach gatherings (at the time 25, reduced back to 10, and then just 4). So we decided to cancel 2020 altogether.” Stubenberg noted that they have set the 2021 event for June 26. “All those who registered online for 2020 will automatically be registered for the 2021 event.”

Safety is priority when attempting open water sailing PRESIDENT of the Provo Sailing Academy Bex Reaston Brown is reminding sailors that they should all employ safety precautions when doing open water sailing. In an invited comment, she told the Weekly News that safety comes first, especially since the ocean can be unforgiving at times. “No one should attempt to sail open water without first being a good and knowledgeable sailor, taking into account and being fully aware of weather conditions and having a chase boat in case of any problems which can occur even for the most seasoned sailor.” Ross Patrick who functioned as head coach of the Academy last year, sailed around Providenciales in under seven hours a few weeks ago. Bex noted that persons desirous of completing such a feat, will have an opportunity later this year, but under more supervised conditions. “We are planning on doing another round the island event later this year with a flotilla of boats including lead and chase motor boats to ensure everyone has fun but safety is the first priority.”

Sailing in groups or with support is recommended in open water.

Over 100 youngsters benefit from first leg of Summer Sport Camps – Robinson dubs event a success for sports development in the “new normal” A LARGE turnout of young enthusiastic athletes signalled the re-start of team sports in three islands of the Turks and Caicos. Last week’s five-day event attracted over 100 participants ranging from ages 7-18. The camps were the first of several around the islands organised by the TCI Sports Commission in conjunction with the TCAAA, the TCI Basketball Federation and the TCI Softball Federation. The main idea of the event was to get our youngsters back outdoors, but due to the ongoing Covid-19 pandemic, organisers also used the time to teach fundamentals of the respiratory disease and provided the participants with the knowledge to function in a post Covid-19 world.

Youngsters from the islands of Grand Turk, South Caicos and North Caicos participated in the camps, which were jointly coordinated by the TCAAA and the Sports Commission. According to Ms. Judith Robinson, Sports Programme Manager of the TCI Sports Commission. “Despite limitations, the first leg of camps will go down as a success for sports development in this new normal.” The veteran official noted that safety was key. “Despite the Covid-19 pandemic challenges and the setbacks from the increase cases on Providenciales, we continue to press forward keeping in line with all regulations of the Health Ministry and maintaining all protocols. Many had doubts and had great

concerns, but we have seen how united teamwork with committed volunteers in partnership can bring about success.” Another sports veteran, Mrs. Rita Gardiner, Camp Coordinator for Grand Turk, noted that this particular camp was special. “It was necessary that this Summer Camp be held for the greater good of our children who were on lockdown for the last four months, we just have to be extremely careful and follow social distancing but our children need that interaction for their survival.” She added that the camps encouraged fair play, encouraged diversity, taught the participants that leaders must learn to take risk and be responsible for their actions and that athletes must be able to

strike a balance, while striving to achieve high standards in the midst of adversity. At one of the camps, the Ministry of Health Task Force came in for a surprise inspection, to ensure that the right protocols were being followed (social distancing, checking for hand washing and sanitising etc.), and they gave the camp instructors good ratings. PACKED PROGRAMME In addition to learning about the proper ways of protecting themselves against Covid-19, the participants learnt (or enhanced their) athletic techniques in jumps, throws, sprints and middle distance running, learned about drug use in sports, nutrition, and about promoting a healthy lifestyle to

enhance and encourage track and field. At the end of each day, campers were given a hot meal and at the completion of the week, each camper received a certificate, t-shirt, a backpack and other incentives. The TCI Sports Commission in an invited comment issued gratitude to the TCAAA executive members, their team, parents and the individual Island communities for their support in helping to make the camps successful, and for being the trailblazers for the start of the new normal in sport development. Providenciales will soon get its track and field camp, while basketball and softball camps are also scheduled for the various islands in the coming weeks.
