Beaches will reopen in December, affiliate resort rep says BY OLIVIA ROSE AN AFFILIATE of the global representatives of Beaches Turks and Caicos has announced that the resort is working towards a December 21 reopening after a string of delays. The announcement of a new opening date comes just days after executives of the resort in a letter to TCI’s leading representatives said it would remain closed until
April 2, 2021. Leader of the Opposition Hon. Washington Misick told the Weekly News the correspondence was also addressed to Premier Sharlene Cartwright Robinson and Governor Nigel Dakin. On Tuesday (November 17), online international destination magazine Travel Pulse reported that the Sadler said: “We know the significant impact this has and apologise in advance for this inconvenience.” He explained that the resort is giving advisors options for clients impacted by the decision. These options include moving existing reservations to another Beaches or Sandals Resorts property in the Caribbean for the original dates or any future date. Or bookings for Beaches Turks and Caicos can be rescheduled and Beaches will cover all applicable airline-related change fees. As an added benefit, those guests will receive a credit of 20 percent of the room cost, which can be applied to a room category upgrade, additional nights, spa services, candlelight dinners or resort credits. Clients who choose not to reschedule their vacation will receive a full refund, said officials. However, the back and forth between reopening dates has caused quite a stir not only in the TCI but also online. Earlier this week, several people took to Tripadvisor to write about their recent experiences with bookings, refunds and official reopening of the all-inclusive family resort. Some people who rescheduled
from the start of Covid-19 into October were expecting the resort to already be open but were surprised to find that opening was being delayed again. Worsening the situation, they claimed that Beaches had refused to give them their money back. Kelly from San Antonio, who had planned her vacation at the resort since October 30, claimed that after several delays only a small portion of her money was refunded. On Wednesday, she wrote: “It appears Beaches is going out of business, but taking as much money as they can before they do… “They continue to take bookings saying they are opening in a month, and then days before ‘opening’ they cancel. “They have been doing this and taking people’s money since at least August that I’ve seen. “Eventually I suspect they close for good and those people booked that month will be left holding the bag.” In another review posted to Tripadvisor on Monday, Joni, a traveller who was also planning to stay at the resort, said her refund was denied. “The resort is closed and they will not refund the money for the trip. Instead they want you to wait and pay any differences in cost even if you refuse.” She added: “This is a lot of money for a vacation for the resort to tell you how it is going to work
and what additional costs you will have to pay due to their resort not being open. “They change the opening date monthly for the Turks and Caicos resort. I am not able to go any other time and want my money back. “They cancel on you and then tell you how your vacation will be rescheduled.” In response to these reviews on Tripadvisor, Sean Redhead, a management representative of the resort, apologised for the confusion. He said the company’s best practice is to notify impacted guests with flexible cancellations options when changing the resorts’ reopening date, including full refunds, even during the holiday period - however that is not the case here. “We are scheduled to open in December as expected, should this change we will contact impacted guests immediately.” He added: “At this time, we have not been informed about a further delay to our reopening efforts and we remain on schedule for a December 2020 reopening.” Beaches Turks and Caicos has been a part of an ongoing dispute regarding an alleged $26 million tax bill that the Government says it is owed, but which the resort denies. An arbitration that was planned for November 18 did not move ahead as scheduled, leaving the standoff in limbo.

BY OLIVIA ROSE THE GOVERNMENT will not introduce or propose any new tax measures or fees to assist with the increased Covid-19 expenditure “in the medium term”. Premier Sharlene Cartwright Robinson gave the assurance on November 9, when she laid an amended version of the Fiscal Strategic Policy Statement (FSPS) in the House of Assembly. However, she did not give any further details on the exact time frame of the ‘medium term’ freeze on tax increases. The 2020-2024 policy paper, which puts the territory’s macroeconomic environment into perspective, was first tabled in the House of Assembly in December 2019. It was recently revised to reflect changes in the TCI’s financial position due to the pandemic. “The revised budget is planned against the background that no new taxes or fees are being imposed on the citizenry of the Islands in the medium term,” the premier said. “Total expenditure excluding capital has been reduced to $273.1 million or 29.5 percent of GDP or $28.2 million or 9.4 percent lower than the approved estimates,” she continued. “$35.6 million has been allocated for 2020-2021. The outlook is being revised to show budget deficits within the short to medium term.” Cartwright Robinson stressed that Covid-19 halted economies globally and tourism dependent

Two men charged with Leeward Highway murder SHAQUANT Walkin, 24, and Myrohn Pereira, 22, have both been charged with the August 5 murder of Mathew Florez. The 39-year-old Florida-born man was shot dead in a drive-by near Thomas Stubbs roundabout on Leeward Highway, Providenciales. According to the police press office, officers were informed of the shooting at about 11.19pm. They were told that masked men driving a dark vehicle approached two men changing a
tyre along Leeward Highway and opened fire. Nikira John from TCI Hospital told the Weekly News that the man “never made it to the hospital”. Walkin and Pereira were charged on Tuesday (November 17) with murder, discharging firearm, discharging ammunition, possession of firearm with intent to endanger life and carrying firearm. They were both due to appear in court this week.
Commissioner of Police Trevor Botting said: “Once again, this is excellent work by investigators from the Serious Crimes Unit. “While we have charged two men, we still need the public for any relevant information they may have. REVENUE DECLINE The premier said the pandemic has caused government revenue at the end of the second quarter of 20202021 to decline by 52 percent over the same period in 2019-2020. “Recurrent receipt of $167.9 million or 18.2 percent of GDP are expected to be approximately $146.6 million lower in 2020-2021 than the unaudited actuals of 20192020 and $93.7 million lower than the approved budget for 20202021. “Non-recurrent revenue is $4.6 million. Total revenue is $172.5 million or 18.7 percent of GDP.” Although airports were reopened early in the second quarter, major providers of accommodation are expected to reopen for business in the mid-second quarter. Additionally, it is being forecast that the aggregate receipts will further decline by 44 percent at the end of the fiscal year and 40 percent in 2021-22 or until a vaccine is in circulation and tourists are more comfortable to travel amidst the pandemic. To this end, revenue from hotel and restaurant tax will be reduced by 86 percent, while import duties and customs processing fees will be reduced by 43 percent, work permit revenue by 54 percent, fuel
tax by 36 percent and business licence revenue by 14 percent. Cartwright Robinson said: “An underlying cash balance which is the net recurrent cash flow is projected at negative $99.8 million or 10.8 percent of GDP in 20202021. “Fiscal balance/operating deficit which is the net cash flow after capital expenditure, is projected at $135.9 million or 14.7 percent of GDP in 2020-2021.” According to the premier, the projected deficit will be funded from cash reserves and debt financing. “The key assumption underpinning the calculations is that $40 million will be borrowed in FY 2020-2021 and approximately $165 million in 2021-2022. “The cash flow forecast shows that approximately $20 million will be required in 2020-2021. “The aim of the Government is to consistently keep the liquid cash reserves at the 90 days recurrent cash levels.” Given the territory’s current economic position, the Government has established a National Economic Council tasked with drafting a plan of action beyond the Covid-19 pandemic. As part of its mandate the council will be looking to revamp, stabilise and enhance the economy of the Islands to make it more resilient and sustainable. Cartwright Robinson said: “The committee will help the Government to plan for the short, medium and long-term viability of the Islands therefore ensuring that the Islands are adequately prepared for future shocks and that there are stable and sustainable government revenue streams to sustain the Islands beyond any future shocks.”

Elections Amendment Bill 2020 seeks to introduce electronic voting BY DELANA ISLES ELECTIONS Amendment Bill 2020 is now stuck in the committee of the whole in the House of Assembly as the extensive bill needs a lot of clarifications before it can be passed. The bill was presented by Attorney General Rhondalee BraithwaiteKnowles and seconded by Premier Sharlene Cartwright Robinson last Tuesday, November 10. The bill seeks to amend the Revised Elections Ordinance 2012 based on observations and recommendations made by elections adjudicators appointed by the governor and the Office of the Supervisor of Elections It also looks at recommendations by the election observer mission to the TCI carried out by the British Islands and Mediterranean Region of the Commonwealth Parliamentary Association of the (CPA BIRMR) during 2016 general elections. These include provisions to provide for advance poll and introduction of the electronic tabulating system which is the equipment to be used for casting, scanning and tabulating ballots and reporting of voting results by
electronic means. The attorney general said that legislation enabled two cycles of elections to be conducted and tested in accordance with the ordinance, but some sections have been found to be insufficient and in need of improvement. She added that inconsistencies found in the ordinance “should be considered by members of this honourable house in advance of the 2020 general elections.” But the bill instantly brought controversy, not against the suggested changes, but rather the timing of its passage and possible implementation. Leader of the Opposition Washington Misick in his contribution on the bill appealed to the attorney general and the Government to hold off on such important amendments until after the next elections. “My position is, I would appeal to the honourable attorney general and my colleagues on the other side, in the interest of making sure that we had an opportunity to properly consider this and an opportunity to avoid confusion by the public and the outside chance that this would be a rush job to put in equipment, machinery systems
The bill instantly brought controversy, not against the suggested changes, but rather the timing of its passage and possible implementation and training ahead of the next elections.” Misick added that if the bill is passed there is nothing to stop the Government from actually trying to do those things. “I’m not saying that is what will happen, I’m saying that we create an avenue for something like that to happen as we enter into an election ill-prepared to deal with a new system that has been inadequately tested and inadequately trained for that could have consequences that we may not be prepared for.”
Misick made it clear that he supports the principles of the bill: “Electronic voting is something I support, I’m all sold on the digital age… that is something that I will be working hard to achieve but I believe that at this 11th hour when we had so much time before, we should not be trying to rush this through at the moment.” These sentiments were echoed by many others on the opposition benches, while members on the Government’s side showed their full support for the provisions of
the bill. During her wrap-up of the debate, the attorney general clarified that it is not the intention of the supervisor of elections to use the proposals under the bill in the upcoming general election. “I believe that such an undertaking should suffice in this honourable House, however, having consulted with the supervisor of elections… I am happy to propose some language during the debate in the committee of the whole to provide additional comfort that those provisions will not apply to a general election to be held prior to March 31, 2021. “Noting that the electronic voting system will not replace the manual system but will be an addition to the manual system and the supervisor will then have the option of choosing one or the other depending on the prevailing circumstances that exist in the Islands.” She added that having gone through almost a year of dealing with Covid-19, they understand that the circumstances can change dramatically, and so the flexibility of having both a manual system and an electronic system should be welcomed.
Missing man found alive at sea after four days
Blue Hills resident Claudin Noel was found 100 miles from Providenciales
MISSING father-of-three Claudin Noel was found safe and well on Sunday (November 15) floating in an inflatable raft off Little Inagua in the Bahamas. He had travelled over 100 miles during the four days after he disappeared and was finally spotted by fishermen. The boat captain, who worked at Amanyara resort, went missing at about 9am on November 11. The police press office released a missing person report asking the public to look out for him. It read: “Mr Noel left the Turtle Cove Marina in a grey inflatable vessel powered by a 65 HP Yamaha engine headed for Amanyara resort, but has not been seen nor heard from since.” And at 7.30pm they launched a search party led by the police Marine Branch to attempt to find
him. Police boat Sea Pursuit was joined by two private vessels, while the United States Coast Guard provided aerial view support. They continued the search over the next two days. Concerned friend Sandra Dolce reached out to the Weekly News to ask the public for help in finding him. She said the 45-year-old Blue Hills resident, known to be “very friendly and kind” had driven a 2020 Ribcraft from Amanyara to Turtle Cove Marina but never returned. Commissioner of Police Trevor Botting said: “We were all hoping and praying for the safe return of Noel and during my visit to his family this evening, I shared their joy that he will be returning to them soon. “We are grateful for the support in the search operation from the
private boaters and volunteers on the ground. “I am especially grateful for the great work of my officers from the Marine Branch Unit who were assisted by the United States Coast Guard. “They were certainly doing what they could to find Mr Noel and their professionalism and commitment was made all the more worthwhile today when Mr Noel was found. “We are proud and thankful to everyone involved.” He thanked the Marine Branch officers, the United States Coast Guard and the owners of the private vessels and volunteers for their support. Noel has a wife and three children who live with him and is an active member of Bethel Seventh Day Adventist Church.

TCI’s young adults bear the brunt of Covid-19 cases BY OLIVIA ROSE PEOPLE aged 20 to 30 have continually had the highest rates of Covid-19 in the Turks and Caicos Islands, according to the health minister. And large gatherings which are usually heavily attended by people in this age bracket, have played a major part in increasing the cases. Minister of Health Hon. Edwin Astwood urged all residents to exercise increased caution, even as Covid-19 cases have dropped significantly. During a ministerial statement in the House of Assembly on November 10, Astwood said he wanted to talk about the impact of Covid-19 on younger Turks and Caicos Islanders. “In no way are young people the sole cause of the continual spread of the virus. “Much has been made of the fact that younger people, especially those without underlying health conditions, and under the age of 40, have a low chance of dying or experiencing a severe outcome. “This is absolutely correct, but these are not the only risks that
come with contracting Covid-19.” He stressed that while younger people are less likely to die from the disease, the long-term consequences of getting infected with this virus are still unknown. He said: “No one of any age can take Covid-19 lightly.” The health minister acknowledged that younger people might have a pent-up urge to go out into public spaces after being restricted for a while. But he emphasised the need for them to continue physical distancing and wearing face coverings to prevent spread of the virus. He added that: “Covid-19 really does love parties, and we need to keep this in mind when planning or attending social events. “I know that no one wants to intentionally spread Covid-19 to people they care about, whether family, friends or colleagues, so let’s all be careful and thoughtful. “I also want to reiterate a previous request, to please work with, and support our contact tracers if you test positive for Covid-19. “Please remember that this is an
Robbers go on a 15-minute crime spree THREE robberies took place in Providenciales on Tuesday (November 17), all within 15 minutes of each other. Gunmen entered a bar located in Kew Town, Providenciales, and escaped with an undisclosed amount of cash. Officers on patrol were dispatched to the scene at about 7.23pm where they spoke to the complainant. They explained that the three armed men also stole passports and identification cards before leaving the scene on foot. Officers arrived at a home along Walter Cox Drive, Kew Town, after reports of an aggravated burglary at about 7.30pm. Two men armed with guns
entered a male victim’s home and him before escaping the scene on foot with an undisclosed amount of cash and a gold chain. Then at about 7.35pm, a report was made to the Police Control Room that a man was robbed outside of his home on Walter Cox Drive, Kew Town, by two armed men. According to the victim, he was removing groceries from his vehicle when he was approached by the men wearing masks. Stolen were a cell phone, identification and bank cards. outbreaks, where viral spread between employees has occurred. “This is showcasing the need to improve prevention measures within workplaces.” He reminded residents that all family and private social gatherings should have a limited number of guests. “The fewer people we come into contact with, the lower the risk of exposure, or the lower the risk of us exposing others. “Therefore, whenever possible, we would encourage anyone planning these kinds of private social events, or parties, and family gatherings to reduce numbers as
much as possible. “I am recommending that masks should be worn at all private and family social gatherings, and also in all indoor work settings, except when alone in workspaces, such as cubicles or offices where you can be safely distanced from others.” He told the residents that the territory is at a critical juncture in the fight against Covid-19, and things could either get better or worse. “Therefore our goal should be to get our cases down to below one new case per day, with also a growth rate of less than one,” he said.

No changes to electoral boundaries before next general elections BY DELANA ISLES MEMBERS of the House Assembly quickly axed all proposed changes to the boundaries of the electoral districts last week. When the Electoral District Boundary (Amendment) Bill 2020 came up for a second reading and debate in the House on November 10, it took less than 10 minutes for it to be dismissed. Fourteen no votes and two abstentions were delivered when Attorney General Rhondalee Braithwaite-Knowles presented the bill for debate. The two members who abstained were Hon. George Lightbourne, member for Grand Turk North, whose district was up for changes, and Hon. Ralph Higgs, whose district was not. The bill was drafted following consultations held by the Electoral
Districts Boundary Commission with members of the public in the various districts. A report was then drafted containing the commission’s recommendations with suggested changes to some of the boundaries of the electoral districts. The Electoral District Boundary (Amendment) Bill 2020 was then introduced for the first time in the House of Assembly on November 3. The bill was seeking to give effect to the recommendations contained in the report, which centred on equalising the number of registered voters in each constituency. The boundaries the commission was recommending changes to were District One - Grand Turk North; District Two - Grand Turk South; District Seven Cheshire Hall and Richmond Hill, Providenciales; District Eight -
Blue Hills, Providenciales; District Nine - Five Cays, Providenciales and District 10 - Wheeland, Providenciales. According to the report, in Grand Turk the issue of changing the existing boundaries in the Grand Turk and Salt Cay constituencies was discussed. The prevailing view from the public was that the two existing constituencies were adequate. In Providenciales, the report said, the chairman explained the scope of the commission’s work which was to equalise as far as feasible the number of registered voters in each constituency. He stressed that he had come to no conclusion about the changing of boundaries in Providenciales although it was apparent some boundaries would need to be changed. The rationale is that Cheshire
Hall was already the largest district, and the principle of equality required a reduction to match as closely as possible the other districts on Providenciales. The Five Cays district was also rather large, but the commission found it difficult to adjust the boundaries of that district, more than ensuring that the district did not include residents north of the airport. Therefore, the Five Cays district was set to be reduced by a very small number, while it was hoped that Wheeland would benefit significantly from the recommended changes, the report had outlined. In the 2016 general elections, there were 7,732 registered voters. The People’s Democratic Movement (PDM) won with 51.2 percent of the votes, the Progressive National Party (PNP)
got 42.7 percent, the Progressive Democratic Alliance (PDA) 3.9 percent and Independents, 2.1 percent. The constituency breakdown was as follows: District One (Grand Turk North) – 709 voters; District Two (Grand Turk South) – 908 voters; District Three (South Caicos) – 371 voters; District Four (North Caicos and Middle Caicos) – 521 voters; District Five (Leeward) – 826 voters; District Six (The Bight) – 814 voters; District Seven (Cheshire Hall and Richmond Hill) – 1,109 voters; District Eight (Blue Hills) – 893 voters; District Nine (Five Cays) - 983 voters and District 10 (Wheeland) - 305 voters. With parliament’s rejection of the changes proposed by the commission, the constituency breakdown will likely remain the same in the next general elections.

HOA passes law to manage and protect insurance industry BY DELANA ISLES A BILL that sought to accurately reflect the ownership structure in the insurance industry and the basis for which producer owned reinsurance companies are established has been passed. The Insurance Amendment Bill 2020 was presented to the House of Assembly by Attorney General Rhondalee Braithwaite-Knowles on November 10. “This bill arises out of the committee established to work with the Financial Services Commission (FSC) to look at the need for reforms and improvements in the financial services industry,” the attorney general told the House. She added that this legislation is the lifeblood of the Turks and Caicos Islands’ financial industry at the moment. “So anything we can do to improve it or to shore it up, would be in the best interest of the Turks and Caicos Islands.” The bill amends the Insurance Ordinance by repealing and replacing section nine. It changes ‘producer owned reinsurance company’ (PORC) to ‘producer affiliated reinsurance company’ (PARC), thereby expanding the categories of people who can be owners of the reinsurer, the AG explained. A producer affiliated reinsurance company is a company which carries on the business of reinsurance of the risks specified in the regulations. It is a company whose affairs are under control of a direct writer, and which is beneficially owned by one or more affiliates. A producer affiliated reinsurance

company typically submits annual financial statements to the FSC in such form as may be approved. It also deposits with the FSC an undertaking satisfactory to the commission that the company will not engage in business other than the reinsurance of risks covered by an insurer approved by the commission. The insurer referred to in the amended legislation will need to be licensed by the commission, registered with the commission, or have a financial strength rating of at least B+ or its equivalent from an approved rating agency. Hunt on for robbers after multiple raids A STRING of robberies that took place on Airport Road and in Kew Town, Providenciales, in the space of a few hours last week are thought to be related. The first took place at a clothing store along Airport Road on Wednesday, November 4. Police were called at 3.51pm and told that two masked gunmen dressed in dark clothing had entered the shop and demanded money from the cash register. They took the cash and escaped with cash on foot. The second robbery was reported at 5.26pm. Police officers were dispatched to a hotel bar on Houseman Close, Kew Town, Providenciales. They were told that two armed men had entered the bar and stole cash before heading towards Norway Road on foot. The third robbery was reported just minutes later at 5.36pm. Two gunmen, again dressed in dark clothing, had entered a bar on Norway Road. They stole cash and cell phones from staff and customers. No shots were fired. Avoiding a deadlock in the electoral process AS GENERAL elections loom, politicians and voters alike must reflect on past election events marked by divisive moments. From these political miscarriages, we examine the distrust between politicians and voters with a focus on politics as the domestication for violence and how the electoral process musters extremist behaviours and legitimate ruthlessness. In going forward, our primary focus should surround the nature of the ‘transaction’ between electoral politics and tribalism in our pluralist political system. The corollary is, tribalism impacts national cohesion, spawned by misunderstanding between the citizenry, hence a breakdown in relationships, suppressing ideas and dysfunctional leadership. We’ve seen how propaganda, identity and party politics continue to be a major force influencing politicians and their constituents. What is more, where economic development and growth, and political stability were at stake, party identification and disinformation campaigns approach overtime - had breed contentions. Past elections also manifested how the elites had ramped up passion among youths

and mobilised the poorest of voters to defend and promote their party’s agenda, what is otherwise their narrow sectional interest. In response, the masses follow their leader, demonstrating their lingering tapered belief that only one person can best serve their communal interests if placed in a position of power. However, the candidates and their supporters can avoid these political debacles, by examining their impacts, absorbing the drawbacks fermenting from across the region, the impasse over Brexit and the aftermath of president Trump’s insidious behaviour. Both parties – the PDM and PNP – must first formulate its strategies through a well thought out party manifesto, void of lies and
deception and convoluted promises. Rather, it must highlight parties’ policies, providing statistics to aid their claims and a capital structure describing how projects would be funded. Too, hyperbole is discouraged, so parties must present policies which are realistic in nature, measurable, time bound, specific and achievable. In effect, the incumbent Government must create a slogan and message analogous to eco-political stability and growth in the country. In the interim, the Opposition should frame a similar message, focusing on the Government’s failures across major sectors of the economy - tourism, fisheries, national security, roads and infrastructure,
health and the environment, agriculture and food security, education, poverty and unemployment. Considering the coronavirus pandemic, parties should diverge from huge rallies, as these campaigns can be super-spreader events. In promoting health across the Islands, politicians could engage their supporters in town hall meetings, where attendees can wear masks and practice social distancing. The electoral process should adapt a national debating initiative and design rules, which prohibit the candidates from deploying falsehoods and disinformation, character assignation and misleading narratives to sensible meaningful political discourse that drive their political agenda. One thing I’d like to see in this election year is the use of painted billboards and social media to disperse campaign messages. Through culture, politicians can drive their messages through soca music to be aired on local television stations and in this information age, creating effective ads using a YouTube channel as a communication hub. It is time we get this right, forget about the crossfires and unite as a nation even when we are at odds with each other.

Be optimistic despite a pessimistic environment IF YOU are a pessimistic and have negative thoughts, you may remain in the same position for a long time because you will not want to move from step one to step two and so on. On the other hand, if you are optimistic, you will be motivated and encouraged to move forward with your plans. I know it is hard to be optimistic during this pandemic that has taken the world by storm. It is hard to be optimistic when you have exhausted all of your resources. One thing though is that we have not exhausted going to God. BE POSITIVE
We should not focus on how things look in the natural realm. While we must be conscious of our environment and be realistic, we must always remain positive and believe that something good will come out of circumstances. Sometimes if you are not strong enough, you become like the people you surround yourself with.
There is a lot of negative energy coming from individuals and soon if you do not remain focused, you too will be full of negative energy and become pessimistic. If you are unable to stay away from these people, then change the conversations from negative ones to positive ones. TRUST GOD
One of the ways to remain optimistic is to trust in God. You should know that God knows what you are going through and he can rescue from any situation. There are many people who are questioning God as to why he allowed evil to take place. You see evil takes place because of the choices we make. Despite our bad choices, God will still protect us and see us through. Even though the environment may appear pessimistic, you can transform your surroundings by being optimistic. Being optimistic is very beneficial not only to your mental wellbeing but also your health.
Police force gets 15 new officers COMMISSIONER of Police Trevor Botting swore in 15 new police officers on Monday (November 16). The officers, who are trained in various speciality areas, have begun orientation for their new careers in supporting the Royal Turk and Caicos Islands Police Force (RTCIPF). As announced in March 2020, the additions include two superintendents from the United Kingdom. They are Lisa Mitcheson, who will be leading crime and public protection, and Martyn Ball, who will head specialist operations. Among the other new faces are eight trained firearms police constables who will strengthen the Tactical Unit. Four officers will provide analytical and technical support for crime-solving, while one special constable will join the Marine Branch Unit. Commissioner Botting said: “I consider myself extremely fortunate to have been given the incredible opportunity to lead the RTCIPF despite many challenges we face. “We have done incredible work building capacity. This year alone, we have had 20 new police constables returning from training

work to serve the communities of the TCI.” Further recruitment is underway and will be completed by the end of November. This new batch of 20 plus recruits, will attend the official police training school in April 2021.

TCI airline to provide transport for Caribbean disaster relief BY OLIVIA ROSE TCI based airline InterCaribbean Airways has signed an agreement to provide the transportation for the people and supplies that are needed during regional disasters. It inked the formal partnership with the Caribbean Disaster Emergency Management Agency (CDEMA) via a Facebook live stream on Monday (November 16) The virtual event saw CDEMA executive director Elizabeth Riley and InterCaribbean Airways chair Lyndon Gardiner sign a memorandum of understanding. Bringing remarks before the signing, Riley said the MoU with InterCaribbean Airways will strengthen the strategic airlift available across the Caribbean. It will support the Regional Response Mechanism a network of CDEMA participating states through which external response and relief operations are coordinated. “InterCaribbean Airways exemplifies the spirit of regionalism and demonstrates the tangible role of public-private partnerships,” Riley said. “This spirit of cooperation will undoubtedly boost our operational

able to support both governments and private organisations with the agency during many disasters that have affected the Caribbean in the past. “People may know that in 2017 there were quite a number of countries within the region that were impacted by hurricane Irma. “We were quite instrumental in being able to transfer a lot
of personnel and emergency equipment to some of the states that were in dire need of these services.” InterCaribbean Airways offers scheduled domestic and regional services from its hubs in Providenciales and Tortola, British Virgin Islands, to multiple destinations in the Caribbean. These include Antigua, the Bahamas, Cuba, Dominica,
Dominican Republic, Haiti, Jamaica, Puerto Rico, St Lucia and St Maarten. “With a Caribbean wide network of destinations, we are uniquely able to quickly respond,” Gardiner said. “This network and experience will be critical in the event of a need.” A statement issued following the signing said that both entities would maintain close cooperation and consultations when needed on issues of common interest concerning disaster risk management including mobilisation of support. The partnership will be guided by the mandate of humanitarian assistance including joint advocacy on humanitarian issues and concerns and sharing expert advice on humanitarian institutional capacity building, it added. CDEMA is a regional intergovernmental agency for disaster management in the Caribbean Community (Caricom). The agency coordinates an integrated and proactive approach to disaster management and seeks to reduce the risk and loss associated with natural and technological hazards and the effects of climate change to enhance regional development.
Entrepreneur wins university pandemic comp TC ISLANDER Gabriel Saunders, 23, is one of a team of student entrepreneurs that won a competition looking for solutions to problems brought on by the Covid-19 pandemic. The UK’s University of Waterloo launched the ‘Pandemic Challenge’ in May and 69 teams made up of more than 130 students from across all faculties and academic levels entered. They all worked their way through the challenge doing extensive research, attending workshops, meeting with coaches, and committing to solving global problems. After a semester of hard work, the university opened applications to the Pandemic Challenge Fund for grant funding to continue working on their ideas. Twenty-five teams applied to compete and were narrowed down to the top ten most promising as selected by the judges. Some of the problems that the
competing start-ups attempted to solve included food insecurity, health issues in long term care homes, and inefficiencies with remote work. With $3,000 in funding on the line, the teams practiced and perfected their deliveries and created pitch videos detailing their innovations and initiatives. Saunder’s team ‘Decomp’ aimed to combat plastic waste pollution through their unique solution which combines plastic-degrading microbes and custom bioreactor technology. The microbes identified have the capability of being able to degrade plastics that take 400 to 1,000 years to degrade in landfills, in weeks. Plastics will be sorted, shredded and inputted into the bioreactors which will create and maintain the optimal growing conditions for the microbes to break down the waste. Decomp was chosen as one of

three winners of the challenge and were given $3,000 for research and development. The team was also selected to enter GreenHouse’s Workplace Innovation Programme, which will give them funding opportunities and the chance to work with
experienced professionals. “I’m extremely proud of our team and all of the work that we have put in,” said Saunders, who pitched for the competition. “It’s an honour to have been chosen as a winner and even more so to have been selected to
enter GreenHouse’s Workplace Innovation Program. “We’re excited for our next steps and to keep developing Decomp.” Other members of the team are Caleb Seward, Master of Applied Science in Chemical Engineering, and Tooba Mohtsham, Master of Business, Entrepreneurship and Technology. Decomp previously won the University of Waterloo’s Hult Prize Finals in 2019. At the time of the Pandemic Challenge, Saunders was a Master of Business, Entrepreneurship, and Technology student at University of Waterloo’s Conrad School of Entrepreneurship and Business. He attended The Ashcroft School (now The International School of the Turks and Caicos Islands) and British West Indies Collegiate in Providenciales. He graduated from Trinity College School in Port Hope, Canada, and is the son of E Jay and Drani Saunders.

Premier talks return to UK non-quarantine list PREMIER Sharlene Cartwright Robinson has spoken of her delight at the TCI’s return to the United Kingdom’s Travel Corridor List, dubbing it a “huge achievement”. As of last week, anyone travelling to the UK from the TCI or vice versa will not have to selfisolate. The announcement was made on November 12, by the UK’s Secretary of State for Transport Grant Shapps. “This is good news for the Turks and Caicos Islands,” the premier said in a November 13 statement to press. “When we were first removed, I initiated a call with UK ministers to set out the case on behalf of TCI,” she explained. “I shared that the methodology used was unfair to small territories and further the negative statement that this decision would make to other countries when TCI had been
working so hard in the fight against Covid-19.” She said the UK listened and offered to send direct support to the Premier’s Office, the National Laboratory and the National Epidemiological Unit. “We welcomed the support of PHE and thank Professor Ian Cummings in his absence for all of his assistance but equally recognise Professor Duncan Selbie who continues on in direct support… with a small team.” In addition to existing strong protocols locally and the TCI’s entry requirements, several other new initiatives taken in relation to case management, internal systems and community testing played a major role in securing this decision, the premier said. “I am grateful to the Minister of Health and his team at the Ministry of Health, the public and Environmental Health Board,
Premier Sharlene Cartwright Robinson Cabinet colleagues and the people of this country for working together to get us to this place.
“It is a huge achievement which we must take care to maintain. This move sends a strong signal to other
countries.” She said that now all the Government’s efforts remain on addressing the challenges in the US which still requires a mandatory quarantine. “With cases down and testing up, we are encouraged in our efforts. We are indeed grateful to the UK ministers for the decision taken.” The news was previously celebrated on Instagram by Governor Nigel Dakin who congratulated all who put in the work to have the territory removed from the list. “Given the diligence that went into this decision I hope other destinations - New York for example - weigh [the] decision by the UK in the balance of their own important calculations. “A big thank you to everyone, everywhere, who worked so hard to make this happen. Let’s keep it going TCI.”
Hundreds of students get free electronic tablets BY OLIVIA ROSE MORE than 500 electronic tablets have been distributed to students from low income families across the TCI as schools across the territory reopen for classes. The Covid-19 pandemic has created a heavier reliance on technology in the education system and TCI pupils are now required to have access to a dedicated tablet or a laptop. During a statement in the House of Assembly on November 9, Minister of Education Hon. Karen Malcolm said the Government recognises not all children have access to these devices. “Our goal as a ministry and as a Government is to persevere until we have a laptop or tablet in the hands of every child in the Turks and Caicos Islands,” she said. “This is an audacious goal. However, we are on an irreversible technology path and this pandemic has taught us the value of an electronic device.” Malcolm said the education ministry is fully committed to providing resources to help the education system transition to one that can effectively navigate the new normal. “With the advent of face-toface learning on the horizon, my ministry recognises the value of technology and will ensure that it’s made available to facilitate
learning and development. “A lot of time has already been lost but we are striving to make up for that. We all want to see every child back in school and we will work together to achieve this.” The education minister stressed that the current public health crisis has presented the education system with an opportunity to retool for the technological age. “It is often said that there is an opportunity in every crisis,” she said. “Responding to the coronavirus pandemic is a matter of the greatest national importance, and the scale of the challenge in front of us is truly without precedent. “However, teaching, learning and support will continue – albeit in different ways for the diversity and safety of the students.” Malcolm said all schools across the territory are working with strict Covid-19 health and safety measures. These protocols are intended to mitigate the health risk posed to students, teachers and parents by the pandemic while at the same time facilitate active learning. She said the Ministry of Education will continue to monitor the threat of the Covid-19 pandemic and make informed decisions about the next milestones set out in the Roadmap. The Roadmap document outlines
five phases with instructions for online and ordinary classroom learning and a “blended model” of learning which is gradually being phased in. Malcolm said: “Underpinning the transformation process to the new norm is the notion that every child is important and deserves the opportunity to fulfil their own unique potential. “Our commitment to education and training was demonstrated from our first year in office. “As stated in the Roadmap document, it is still our intention to have all students return to face-to-face instruction by January 2021.” Malcolm expressed her gratitude to teachers in the TCI who remain committed to nurturing young minds despite a myriad of challenges brought on by the pandemic. “I would like to place on record my sincere appreciation for the extraordinary work exhibited by all of the teaching staff in our schools during this period,” she said. “They have dedicated their time and resources to assist their students wherever possible. “This year’s investment in education represents a renewed belief in the young people of these islands and teachers responsible for teaching them.” Both the private sector and TCI

Home affairs ministry staff win Gov’t-wide comp STAFF from the Ministry of Home Affairs are the winners of a creative Government-wide competition held as part of Breast Cancer Awareness Month. The Human Services Health Promotion and Advocacy Unit asked ministries and departments to decorate a door or corridor to highlight the importance of breast cancer knowledge. The competition was judged 60 percent from a Facebook live poll and 40 percent from Facebook likes. The Ministry of Home Affairs emerged as the winners, the Labour Tribunal came second and in third place was the Ministry of Border Control. In a press release on Monday (November 16), Aldora Robinson, Director of Health Promotion and Advocacy Unit, said it was an
excellent initiative. “This competition not only afforded ministries and government departments to participate in bringing awareness concerning breast cancer but it was also used as a tool to educate persons within government. “This unique initiative led by the Health Promotion and Advocacy Unit aims at bringing elements of fun, excitement and creativity through the spirit of competition in relation to the most common cancer which is on the rise here in the TCI.” Desiree Lewis, Permanent Secretary of the Ministry of Health Agriculture Sports and Human Services, was present for the presentation of trophy and gifts to the winning team. She said: “The objective of the event was to encourage
the exposure to creativity and imagination because whatever the mind can imagine we can find ways to achieve. “It afforded ministries and their departments to learn more about breast cancer and it also promoted interaction, collaboration and teamwork.” Minister of Health Hon. Edwin Astwood congratulated the winning team. “All participants were winners and brought creativity to breast cancer awareness in a unique way, we look forward to even more ministries participating next year,” he said. Each ministry was able to have two entries either from two of their departments or one from the ministry itself and one from a department.
Health ministry spotlights antimicrobial resistance NUMEROUS health professionals this week turned their attention to infections caused by bacteria, parasites, viruses and fungi that are resistant to treatment. An annual global event called World Antimicrobial Awareness Week (WAAW) focuses on antimicrobial resistance and ways which it can be prevented. According to the Ministry of Health, antimicrobials including antibiotics, antivirals, antifungals and antiparasitics – can become ineffective when microbes change over time.
This means that infections can persist, increasing the risk of spread to others and can lead to severe illness and death. To celebrate WAAW, from November 18 to 24, the ministry is distributing leaflets in primary health care clinics and displaying information at the hospitals. It is also conducting online presentations to churches and schools in Grand Turk, Providenciales and North Caicos. On Monday, the Health Matters show on Radio Turks and Caicos discussed
antimicrobial resistance. The World Health Organisation (WHO) has declared antimicrobial resistance as one of the top 10 global public health threats facing humanity. To prevent the spread of antimicrobials, patients should take their medicines as prescribed by their doctor and prevent infections by washing well and keep vaccinations up to date. Turks and Caicos Reef Fund – An introduction
TURKS and Caicos Reef Fund (TCRF) is a 10-year-old nongovernmental environmental advocacy organisation. Our mission is to help preserve and protect the environment of the TCI through education, research and advocacy. TCRF is run primarily by volunteers, but we have recently added our first part-time person to oversee our efforts on stony coral tissue loss disease (more on that in our next column). All of our funding comes from private donations, research grants and sponsorships. As an NGO, we receive no funding from the TCI Government, but we work closely with the Department of Environment and Coastal Resources (DECR) on virtually every project. Our governing missions are, after all, one and the same. Over the past 10 years, TCRF has undertaken a great variety of projects. We were responsible for the rehabilitation of the Bight Reef (Coral Gardens) Snorkel Trail and we are currently undertaking a similar project to make improvements to the Smith’s Reef Snorkel Trail thanks to funding from the Sandals Foundation. For the past eight years, TCRF has also taken on the responsibility for the installation and maintenance of all the dive and snorkel boat moorings throughout the TCI, a project that costs an average of $25,000 per year, all coming from private donations. This is just on materials and a little fuel as the boats and people running them are volunteer based. When discussing environmental (marine) protection, moorings are the first line of defence. Unfortunately, even the most skilled captain and crew cannot claim to have never damaged a coral head when dropping anchor. Having greatly increased the number of dive and snorkel boat moorings available to operators within our national parks, we are directly mitigating the impact of increased tourism and watersports operators on our reefs. TCRF with funding from an EU funding agency has established the TCI’s first coral nursery in which two critically endangered coral species are raised and will eventually be replanted onto reefs where they once were dominant. We are also currently working on a plan to establish a landbased nursery which would allow us to greatly expand the number of coral species that we could raise, eventually replanting them on reefs where those species have been negatively affected by coral disease. Additionally, we have created a primary school marine biology curriculum for use by teachers to help our youth better understand why the marine environment is so important to the TCI. We have advocated strongly to keep captive dolphin facilities out of the TCI, especially since the TCI was the location of the rehabilitation and release back into the wild of the UK’s last three remaining captive dolphins back in the 1990s. We are also advocating for sustainable development in the TCI. In this column, we hope to help our readers understand the challenges and opportunities that the TCI environment faces and we look forward to sharing our thoughts and efforts with you.

IT WAS the call every parent dreads: “Your child has had an accident and is in hospital. Get here now!” ‘Here’ in this case was Providenciales and after a sleepless night, a ferry trip to Grand Turk and an onward flight to the archipelago’s economic powerhouse, I headed for the emergency room of the Providenciales hospital. After receiving a detailed report from the doctor - a huge sigh of relief. Yes, it was serious and yes, it would be a long recovery time, BUT it could have been worse, very much worse. Then reality kicked in; the reality of life during a pandemic and the fact that once your loved one is taken to the ward all further contact is virtual. No visitors are allowed. So, as I am back in Provo for the first time in over a year, I might as well make the best of it. Coming from Salt Cay, with its current population of approximately 60 people, where one spends days on end only seeing a handful of people, strolling by the store fronts, eateries, bars and cafes of Grace Bay can feel a bit surreal. More than the availability of goods and services, one is struck by the sheer number of people, and the traffic! And this is Provo during a pandemic. Yet there’s more to this experience. More than the impressive SUVs, highend condo developments and gourmet food; it’s the ‘can do’ attitude. Much as those of us who fled from the hustle and bustle of Provo to the other side of the Turks Island Passage like to justify our decision with the desire to live in a more relaxed,

quieter, traffic and crime-free environment, there’s no denying it, Provo continues to be a vibrant, private sector-driven island, where - to its credit - the entrepreneurial spirit continues to thrive. Case in point: A prominent building burns down in Provo, it’s rebuilt in no time, done! Try doing that on Grand Turk. “But you see that’s how it always was,” a veteran Turks Islands friend reminds me, “in fact we used to be quite jealous of them over there on Provo. “We called it ‘The Wild West’ because they got away with so much more than us here in the Turks Islands, where our every move was constantly scrutinised by the civil servants and bureaucrats.
“Not so in Provo. They just got on with it - in spite of, not because of government - and although many of us over here were jealous we also quietly admired them.” Fast forward to November of 2020 and I have just had my first-ever meal, here in this country, ordered via an app- Thai food. Delivered to the door in 38 minutes and actually not bad at all. Suddenly, as I am sitting in an immaculate, air-conditioned condo, I think about Salt Cay, its simple, yet comfortable, non-air-conditioned homes, of an evening stroll down Victoria Street, Nettie’s homemade bread, friendly banter at the fish shack, and the donkey dawn parades. Am I homesick? I don’t think it’s that actually, but more the realisation that here we are in a relatively small country and yet we have this fascinating variety of contrasting experiences, depending on where we happen to find ourselves - Provo, North/Middle Caicos, South Caicos, Grand Turk- or, of course, our gem called Salt Cay. The distance between Salt Cay and Provo is 75 miles and yet, when travelling from one to the other, you might as well be going from Hamburg to Timbuktu. That’s how stark is the contrast in my humble opinion. And how wonderful is that? At a time when the travel industry is buzzing about the ‘staycation’ travel experience, we here in Salt Cay should be capitalising daily from the Provo market. So close and yet so different. But, as with most visions that sound too good to be true, there is a slight damper to the dreams of staycation fortunes
coming to Salt Cay any time soon. That damper is called airlift! For while we have only recently, with great ceremony, officially reopened our airport on Salt Cay after a $6 million upgrade, it is currently a major struggle to actually fly here and I speak from personal experience. Early Monday morning, I am booked on the flight from Provo to Salt Cay via Grand Turk, due to depart at 8 am and land in Salt Cay at 10 am - okay? “I am sorry,” says the young lady at the counter of the local carrier currently ‘servicing’ Salt Cay. “The Salt Cay flight is cancelled. The plane’s broken down.” Funny that, as that was the exact same excuse my American neighbours were given a week earlier as they attempted to return. “You can try the competition or take the ferry from Grand Turk to Salt Cay,” she says confidently. I inform her that there is no scheduled ferry service to Salt Cay on a Monday and board the flight to Grand Turk. Having no desire to further bore the reader with this saga, I’ll come to the point: I did finally make it to Salt Cay very late that day, for although there was no flight by any of the carriers, once you’ve lived in Salt Cay long enough you can usually find some watery way to get home. No, I didn’t swim! But, and this is critical, if we want to attract more visitors from Provo or anywhere else for that matter, we have to make it much more possible and convenient for them to get here, failing which we will forever be so close and yet so very, very far.

Bahamas: Tourism could be off by 75% ‘through 2021’ The Bahamas could endure tourism volumes up to 75 percent below last year’s record-breaking 7.2m visitors “through 2021”, the Inter-American Development Bank (IDB) warned this week. The multilateral lender, in its latest Caribbean Quarterly Bulletin, said data measuring year-over-year airplane booking search changes showed that this nation and other tourism-dependent Caribbean nations face the prospect of a protracted recovery in their major industry. “Internet search data suggests that future travel for the rest of 2020 and through 2021 will remain 40 to 75 percent below 2019 levels in Barbados, The Bahamas, and
Jamaica,” the IDB warned. “A major caveat, however, is that people might respond with last-minute bookings as health circumstances evolve in both source and destination countries. The response is likely to depend on the evolution and distribution of a vaccine, and a better understanding of how sanitary measures reduce the risk of infection, particularly in airplanes and airports.” The IDB’s forecast was backed by Dionisio D’Aguilar, minister of tourism and aviation, who told Tribune Business that tourism was likely to be “a sliver of its former self but certainly better than we’re doing now, which is very limited” once 2021 was reached with both Atlantis
and Baha Mar having re-opened. Atlantic Hurricane Season might not end on November 30 THE 2020 Atlantic hurricane season might not necessarily end when December begins, potentially adding to a record number of storms. At this point, hurricane fatigue is completely understandable. Thirty named storms, 13 of which became hurricanes, six of which strengthened to Category 3 or stronger – all in one hurricane season. We’ve blown past the previous record for storms in any season – 28 in 2005 – and have gone deeper into the Greek alphabet for naming storms than ever before after exhausting the first 21 names of the 2020 list. We’ve had a pair of hurricanes – Laura and then Delta – landfall in southern Louisiana just 14 miles apart, and in Nicaragua – Eta and Iota – 15 miles apart in the same season. A record 12 storms have made a
mainland U.S. landfall. But, unwelcome as it may be at the end of a record-breaking season, there is historical precedence for “postseason storms.” Officially, the Atlantic hurricane season runs from June 1 through Nov. 30. That time frame was selected to encompass 97% of all Atlantic tropical storms and hurricanes, according to NOAA’s Hurricane Research Division. But what about the other 3%? According to NOAA’s Best Track Database, 10 storms have formed in December, and another four storms formed in either January or February from 1950 through 2019. Four of those postseason storms became hurricanes, most recently Hurricane Alex in January 2016. (Weather.com)

Last month, the prime minister said the discontinuation of COVID-19 Emergency Powers Orders would depend on an improvement of virusrelated cases. And the situation has made a turn for the better. On Tuesday, Ministry of Health officials reported 11 new
COVID-19 cases for a total of 7,323. Twenty-three people are currently hospitalised with the virus and there have been 163 deaths to date. On Monday, there were 56 newly confirmed cases, whereas on Sunday there were 30 new cases. On Saturday there were 40 cases. The previous day, health officials said there were 23 new cases. The two days prior saw a combination of 112 cases. These numbers pale by comparison to the rise in cases – more than 400 in the immediate days ahead of the last extension of emergency orders. The draft resolution for the impending extension says it “continues to be necessary and expedient for securing the
public safety, the defence of the Bahamas, the maintenance of public order, the suppression of mutiny, rebellion and riot, and for maintaining supplies and services essential to the life and well-being of the community to continue in force, the second proclamation, the Emergency Powers (COVID-19 Pandemic) Regulations, 2020…” Last month, 14 MPs voted in favour of extending the state of emergency resolution and zero voted against it. There were 24 parliamentarians absent from the vote. Many of them were absent because of COVID-19 curfew rules or because they had been exposed to the virus and could not attend parliamentary proceedings.

Atlantis guests won’t face Covid-19 tests GUESTS registered at Atlantis resort will not be required to undergo multiple COVID-19 tests once they remain confined to the Paradise Island “safe zone” for the duration of their stay. The information, published on mega resort’s website under its “Frequently asked questions” page, noted that visitors will not have to take a second COVID-19 test five days after arrival once they remain in the safe zone and follow all of the resort’s safety protocols. “The safe zone is an enhanced COVID-19 screened area to protect the residents, guests, team members, and other Paradise Island visitors,” the resort said on its website. “Registered guests whom vacation/stay in the safe zone for the entire duration of their stay do not have to undergo multiple testing, unlike other properties in The Bahamas, where additional COVID
testing is required upon arrival and again on day five.” However, the resort also explained that guests wanting to take the antigen test on the fifth day can still do so, adding it will be “free of charge”. As it relates to residents and visitors arriving from New Providence, Atlantis says they “will be required to provide a negative Rapid Antigen test result within seven days of entry.” Meanwhile, “Bahamas residents not from New Providence Island will be required to provide a valid domestic travel health visa issued by the Bahamas Ministry of Health.” The country’s latest travel protocols mandates that visitors and returning residents entering the country must present a negative COVID-19 RT-PCR test no older than five days and have an approved Bahamas health travel visa. While travellers are no longer required to take a COVID-19 rapid
antigen test upon arrival, they must still do so on the fifth day of their visit (unless departing on day five). It is not clear whether the mega resort was granted permission to scrap the fifth day testing requirement for its guests. Neither government nor hotel officials could be contacted for comment. Although guests are no longer required to take a rapid antigen test on the fifth day, Atlantis says they will still have to adhere to the property’s COVID-19 protocols. This will include taking a thermal scan to ensure normal body temperatures and following the physical distancing protocols. Guests over the age of two also will be required to wear a mask. However, mask wearing will not be required “while lying at the beach, swimming in the pools, riding the Aquaventure slides, or eating and drinking.”

The Associated Press reports one person was shot in the head as demonstrators attempted to reach an area where the heavily guarded Moise was placing a wreath at the National Mausoleum commemorating the 217th anniversary of the Haitian Revolution, when local forces defeated Napoleon’s French expeditionary forces.
It was not immediately clear who fired the shot. Haitian opposition leader André Michel said, “Haitian people are tired of Jovenel Moïse; he will no longer be able to govern the country.” Demonstrators are venting at Moise, who is leading the impoverished country without the input of a parliament, which was dissolved in January after failed elections in October. The political situation in Haiti has not helped the country generate donations from the international community, hampering its ability to respond to a lingering economic struggle, including food shortages. Tourist arrivals begin to awaken Dominican Republic from the lethargy of Covid-19 DURING the first ten months of this year, more than 2.1 million passengers have entered the Dominican Republic by air, of which more than 1.4 million are foreign visitors, which gives an idea that non-residents and foreigners are beginning to visit this destination despite the impact left by the global pandemic on the tourism industry. In October of this year, 2020 alone, 7,901 foreign tourists arrived, not counting non-residents. The number, if compared to 2019, when there was no pandemic, registers a drop. Still, it also becomes interesting if we consider the arrival of only 102 foreign tourists in January this year,
73 in February, 357 in March, and already in July 54,105, in August 50, 068, in September 46,877 and in October 70, 901. In addition to the U.S. market, other tourists from North America to the Dominican Republic are Canada and Mexico. As of October, 39,398 tourists had arrived from the United States and 42,574 from North America. From South America, significant growth of 2,517 foreign visitors is reported only in September. In October, the figure goes over the 5,970 tourists, according to the tourist activity statistics in the Dominican Republic, of the Central Bank (BCRD) in January-October 2020.
In the July-October 2020 quarter, the largest arrival of tourists came from the United States, representing 78.4% of the total of 221,951 non-resident foreigners.
The South American market includes the countries receiving tourists from Argentina, Brazil, Chile, Colombia, Ecuador, Peru, Uruguay, Venezuela, and others. Although some recipients are still slow, Latin American and Caribbean countries such as Curaçao, Haiti, and
Puerto Rico are still growing. Passengers from Asia increased from 390 to 661 in October. While the European market, which is of great importance to the Dominican Republic because it includes longdistance destinations, has grown from 4,613 visitors to 11,216.
Countries such as Finland only recorded four passenger arrivals during the entire pandemic period. From 787 passengers, France shows an increase in the arrival of 3,701 tourists, and Spain, which is another essential destination, shows growth from 1,703 to 2,275 visitors.

Brexit: UK ‘will be less safe without EU security deal’ - police chief

Lockdowns could be avoided if 95% of people wore masks, says WHO LOCKDOWNS could be avoided if everyone followed health measures such as wearing masks, the World Health Organization’s top Europe official said at a Thursday news briefing. WHO Europe’s Regional Director Hans Kluge stressed that lockdowns should be a “last resort,” and urged the public to follow guidance to help to prevent deaths. He said that if 95% of people wore masks, instead of the current 60%, “lockdowns would not be needed” -- although he added that mask use was not a “panacea” and needed to be combined with other measures. “If we all do our share, lockdowns are avoidable,” Kluge said. He noted that hundreds of millions of people are currently living under lockdowns, which require economic support and cause job losses, disruption to health services and collateral damage in terms of mental health, substance abuse and genderbased violence. Kluge, speaking in Copenhagen, Denmark, warned of the “negative impact of easing too quickly,” saying restrictions should only be relaxed gradually. European countries are still facing high rates of infection and death, with Italy registering 753 fatalities on Wednesday, its highest daily tally since the first wave. Poland reported a record number of deaths for a second day in a row Thursday, with 637 registered. There were more than 29,000 coronavirus deaths in the region last week, or one person dying every 17 seconds, Kluge said. Covid-19 deaths were up 18% in Europe over the past two weeks, with 4,500 lives currently lost daily, he added. This is leading to more signs of
overwhelmed health systems, with French intensive care wards at over 95% capacity for 10 continuous days and Switzerland’s intensive care units at full capacity, he said. But Kluge said current restrictions across the continent had seen new cases drop from 2 million to 1.8 million last week. “It’s a small signal, but it’s a signal nevertheless,” he said. “I am encouraging a tier system based on levels of seriousness in community transmission, with a set of proportionate measures that could be considered under each one of them,” he said. “The virus thrives on the vulnerable, on doubts, on the governmental decisions being late,” he added. Kluge said countries should ensure safe learning, with most European countries keeping schools open in their latest lockdowns and children not considered primary drivers of transmission. He said that the good news on two vaccines represented a “new horizon.” “While vaccines won’t stop Covid-19 entirely, and don’t answer all our questions, they do represent a great hope in the war against this virus,” he said. He warned that vaccines are “not a silver bullet” as their supply and distribution will be limited, especially initially. “We know that the vaccine will be too late for winter, so we have really to stick together, and implement the long-term measures which we know are working,” Kluge said. The WHO director added that he is “hopeful” but “also very, very vigilant because we have seen that health systems can be very quickly overwhelmed.” (CNN)
THE UK will be less safe if it fails to strike a post-Brexit security deal with the EU, Britain’s top counterterrorism officer has said. Neil Basu told the BBC’s Newscast podcast a deal was “incredibly important for the safety and security of our country”. He said he was hopeful of a better security and law enforcement agreement than the UK currently has. The government said the safety and security of citizens was a priority. Talks between the UK and EU are ongoing ahead of the 31 December deadline for a deal. The UK left the EU on 31 January, but continues to follow current EU rules until the end of the year while negotiations take place. Any deal would need to be ratified by parliaments on both sides. On security, the UK had wanted to maintain the same access to shared databases that it has now, but the EU says that is not on offer to nonmembers. Metropolitan Police Assistant Commissioner Mr Basu told BBC Newscast: “We need to negotiate a security treaty that either retains or improves on the current position that we’ve got today. “It’s incredibly important for the safety and security of our country. And I know the government gets that. And I know that that is what it’s aiming for.” When asked what a no-deal Brexit

The outreach is a sign that President Donald Trump’s refusal to concede the election and the continued obstruction from the White House is beginning to frustrate even those affiliated with the administration. The General Services Administration still has yet to acknowledge Biden’s victory and begin the formal transition. As a result, Biden and his team remain locked out of access to contacts with the federal agencies, funding to help ramp up government hiring for the new administration and access to classified intelligence briefings. Brexit talks suspended after positive Covid test The EU and UK chief negotiators have stepped back from post-Brexit trade talks after a member of the EU team tested positive for Covid-19. The EU’s Michel Barnier said his UK counterpart Lord David Frost had agreed to suspend negotiations between them for a “short period”. Mr Barnier added their teams would continue discussions in “full respect” of safety guidelines. They are locked in talks as the clock counts down to a December deadline. Both sides are seeking an agreement to govern their trading relationship once the UK’s postBrexit transition period ends in January 2021. Fishing rights, post-Brexit competition rules and how any deal would be enforced remain key areas of disagreement. On Thursday, Mr Barnier tweeted that a member of his negotiating team had tested positive for the virus, as talks over a deal continued in Brussels. “With David Frost, we have decided to suspend the negotiations at our level for a short period,” he added. Peru’s third president in a week sworn in FRANCISCO Sagasti has been sworn in as Peru’s new interim president - the country’s third head of state in under a week. The 76-year-old engineer and academic will lead Peru until the presidential election next year. Last week, President Martín Vizcarra was impeached over bribery allegations, which he denies - a move that sparked protests across the country. At least two people were killed and many were injured in the protests. President Sagasti was elected leader after securing the minimum 60 votes required. He belongs to the only party that voted against the impeachment of Mr Vizcarra last week. In an address to Congress, President Sagasti asked for “forgiveness on behalf of the state” from the families of those killed during demonstrations. “We cannot bring these young people back to life,” he added. “It is absolutely necessary to remain calm, but do not confuse this with passivity, conformity, or resignation”. Mr Sagasti has taken over from Manuel Merino, the former speaker of Congress who became interim

Mr Merino had been in the post for less than a week when protesters and politicians called for his resignation following a violent crackdown on demonstrations against him. others said they were fed up with members of Congress and what they described as the “parliamentary coup” it staged in the middle of the coronavirus pandemic and an economic downturn. Hong Kong: ‘Eyes will be plucked out,’ China warns West CHINA has strongly rebuked the UK, the US, Australia, New Zealand and Canada after being accused of a concerted effort to silence critics in Hong Kong. The countries, which form the Five Eyes alliance, criticised China’s imposition of new rules to disqualify elected legislators in Hong Kong. They urged Beijing to reverse course. A Chinese foreign ministry spokesman warned countries to stay out of China’s affairs saying: “They should be careful or their eyes will be plucked out.” “The Chinese never make trouble and are never afraid of anything,” Zhao Lijian told journalists in Beijing on Thursday, saying it did not “matter if they had five or 10 eyes”. Last week, Hong Kong expelled four pro-democracy lawmakers from its legislature after Beijing passed a resolution allowing the city’s government to dismiss politicians deemed a threat to national security. In response, all of Hong Kong’s pro-democracy lawmakers announced their resignation. For the first time since the UK handed the territory back to China in 1997, the body has almost no dissenting voices. The dismissal of the four lawmakers was viewed by many as the latest attempt by China to restrict Hong Kong’s freedoms, something Beijing denies. Foreign ministers from the Five Eyes group urged China to reinstate them, saying the move was a clear breach of Beijing’s legally binding commitments to protect the territory’s freedoms and autonomy. They also accused Beijing of undermining the rights of people in Hong Kong to elect their representatives. Five Eyes is an intelligencesharing alliance of the five Anglophone countries set up during
the Cold War and initially developed to monitor the USSR and its allies. Earlier, China’s Ministry of Foreign Affairs in Hong Kong said any attempt by foreign states to threaten or pressure Beijing to make concessions was “doomed to fail”. Hong Kong was returned to China under the “one country, two systems” principle, which allowed it to retain more rights and freedoms than the mainland until 2047. As a Special Administrative Region, Hong Kong was to have its own legal system, multiple political parties, and rights including freedom of assembly and free speech. But in late June China passed a controversial, far-reaching national security law in the territory after years of pro-democracy and antiBeijing protests, which reduced Hong Kong’s autonomy and made it easier to punish demonstrators. It criminalises “secession, subversion and collusion with foreign forces”. Beijing says the law will return stability to the territory, but western governments and human rights groups say it effectively curtails freedom of speech and protest. After the law was introduced, a number of pro-democracy groups disbanded out of fears for their safety. Earlier this month, a reporter who helped investigate suspected police involvement in a violent attack on protesters last year was arrested, in what journalists said was a tactic to discourage reporting. In response to the security law, the UK offered Hong Kong residents still holding British National Overseas (BNO) status a route to British citizenship. Around 300,000 people currently hold BNO passports, while an estimated 2.9 million people born before the handover are eligible for one. China last month strongly criticised the UK in response, telling London to “immediately correct its mistakes”. (BBC)

Pompeo makes unprecedented visit to Israeli settlement in West Bank Secretary of State Mike Pompeo has toured a Jewish settlement in the Israeli-occupied West Bank, marking the first such visit by a top US official. The trip to Psagot came a year after Mr Pompeo said the settlements did not contradict international law, reversing a long-held US position. The declaration outraged Palestinians, who oppose settlements on land they claim for a future independent state. Mr Pompeo will later pay a similar visit to the occupied Golan Heights. President Donald Trump last year officially recognised Israeli sovereignty over the strategic plateau, which Israel seized from Syria in the 1967 Middle East war and annexed in 1981. Mr Pompeo arrived in Israel on Wednesday for what is likely to be his last trip to Israel before leaving office in January. On Thursday morning, he held talks with Israeli Prime Minister Benjamin Netanyahu in Jerusalem. At a joint news conference, Mr Pompeo announced that the state department would declare as anti-Semitic the global Boycott,

Divestment and Sanctions (BDS) movement, which campaigns for a complete boycott of Israel over its policies towards the Palestinians. Mr Pompeo also told reporters that “for a long time the state department
took the wrong view of settlements” in the West Bank. “It took a view that didn’t recognise the history of this special place and instead now today the United States department of state stands strongly to the recognition that settlements can be done in a way that’s lawful and appropriate and proper,” he added. He then travelled by helicopter
to the Psagot winery, in a Jewish settlement close to Ramallah. More than 600,000 Jews live in about 140 settlements built since Israel’s occupation of the West Bank and East Jerusalem in the 1967 Middle East war. Most of the international community considers the settlements illegal under international law, though Israel disputes this. Following his visit to Psagot, Mr Pompeo issued a statement saying the US would require goods imported from areas “where Israel exercises the relevant authorities” to be marked as “Israel”, “Made in Israel”, or “Product of Israel”. The guidelines, he said, applied “most notably” to the 60% of the West Bank, classified as “Area C” under the Oslo Accords, that is under full Israeli military and civilian control and where much of the settler population lives. It includes the Jordan Valley and many Palestinian communities. Exports from West Bank areas controlled by the Palestinian Authority had to be labelled “West Bank”, and those from Hamascontrolled Gaza marked as “Gaza”, Mr Pompeo added, arguing that
the territories were “politically and administratively separate and should be treated accordingly”. Palestinian leaders called Mr Pompeo’s actions a provocation. Nabil Abu Rudeineh, a spokesman for Palestinian Authority President Mahmoud Abbas, said: “Pompeo’s visit to occupied land is an active participation in the occupation.” President-elect Joe Biden is expected to reverse Mr Pompeo’s declaration on settlements, but he has said he will not undo Mr Trump’s decision in 2017 to recognise of Jerusalem as Israel’s capital. Mr Pompeo will also go to the Israeli-occupied Golan Heights on Thursday. “The simple recognition of this as part of Israel... was a decision President Trump made that is historically important and simply a recognition of the reality,” he said in Jerusalem on Thursday. Israel’s annexation of the Golan has not been recognised by the rest of the international community, and Syria demands the return of the territory. Covid: US records quarter of a million deaths from coronavirus THE US has recorded more than 250,000 deaths from Covid-19, a bleak marker as cases soar once again across the country. According to Johns Hopkins University, the country has now reported 250,029 deaths and nearly 11.5 million cases. It has more reported infections and a higher death toll than any other country worldwide. And cases have once again started to soar throughout the US, hitting new daily highs in the last week. Speaking to the BBC on Wednesday, top US infectious diseases Dr Anthony Fauci said the country was “going in the wrong direction at a very precarious time”, with people more likely to gather inside as the weather gets colder. New York City - the epicentre of the US outbreak in the spring - has ordered the closure of its schools from Thursday, amid a spike in cases. The decision to close the US’s largest public school system came as positive test rates for the virus surpassed the 3% threshold, officials say. It will affect some 300,000 children. In an interview on the BBC News channel, Dr Fauci warned about the new surge in cases leading to more deaths.

“It’s a very serious situation because there are lagging indicators,” he said. “So when you see the massive increase in cases as we’re seeing now particularly as more and more people are doing things inside, we’re in a very difficult situation.” He repeated his call for people to “double down” on public health measures, such as wearing face coverings, physical distancing and avoiding crowds. “They sound so simple and we
know they can work. But there’s a degree of Covid fatigue - people just are worn out with these restrictions,” Dr Fauci said. He urged people to “hold out for just a little longer because help is on the way” in the form of vaccines. At the end of March - when the US had recorded 2,200 deaths - Dr Fauci predicted the pandemic could kill up to 200,000 Americans and infect millions more. On Wednesday data released
by Pfizer and BioNTech said the vaccine they had developed to tackle the virus appeared to protect 94% of adults over 65 years old. Last week, Pfizer and BioNTech published preliminary data suggesting the vaccine offered 90% protection against Covid-19 and said there were no safety concerns. This was followed by data on a vaccine made by US company Moderna suggesting nearly 95% protection and similarly promising
results from trials of another developed in Russia called Sputnik. A letter from New York City Schools Chancellor Richard Carranza released on Wednesday informed parents that all schools would close and classrooms would immediately shift to online learning “until further notice”. “You will hear from your principal shortly about next steps for you and your student. Please note that this is a temporary closure, and school buildings will reopen as soon as it is safe to do so.” The move comes only eight weeks after the school system reopened to students. It is the latest city to close school and shift to online learning after Boston and Detroit, with Las Vegas and Philadelphia delaying plans to return pupils to classrooms. Bill de Blasio, the New York mayor, said: “No one is happy about this decision. We all in fact are feeling very sad about this decision because so much good work has been put into keeping the schools open, opening them up to begin with.” However, he said that officials had “set a very clear standard” on safety metrics that needed to be met in order for schools to take pupils, “and we need to stick to that standard”.

Prince William ‘tentatively welcomes’ new inquiry into BBC’s Diana interview THE Duke of Cambridge says a new investigation into how the BBC secured an interview with his mother in 1995 is “a step in the right direction”. The BBC has promised to “get to the truth” about the events surrounding the Panorama interview with Princess Diana. Diana’s brother has alleged the BBC’s Martin Bashir used forged bank statements to convince her to do it. Kensington Palace said in a statement that Prince William “tentatively welcomed the investigation”. The prince, whose mother died in 1997, added: “The independent investigation is a step in the right
direction. “It should help establish the truth behind the actions that led to the Panorama interview and subsequent decisions taken by those in the BBC at the time.” On Wednesday, the BBC announced that Lord Dyson, one of the country’s most senior retired judges and a former Supreme Court judge, had been appointed to lead the inquiry. The BBC’s director general, Tim Davie, said: “The BBC is determined to get to the truth about these events and that is why we have commissioned an independent investigation. “Lord Dyson is an eminent and highly respected figure who will lead

a thorough process.” Diana’s brother, Earl Spencer, called for an independent inquiry earlier this month, saying “sheer dishonesty” was used to secure the interview with the princess. In a letter to Mr Davie, reported by the Daily Mail, the earl said Bashir had used forged bank statements which wrongly purported to show that two senior courtiers were being paid by the security services for information on his sister.
Earl Spencer wrote: “If it were not for me seeing these statements, I would not have introduced Bashir to my sister.” In another Daily Mail interview, he also alleged that the then Panorama reporter made a number of false and defamatory claims about senior royals during a meeting with him, in order to gain his trust and access to his sister. These claims included that Diana’s private correspondence was
being opened, her car tracked and phones tapped - described by the Mail as “preposterous lies”. Bashir, 57, currently BBC News religion editor, is recovering from heart surgery and complications from Covid-19 and has been unable to comment on Earl Spencer’s allegations. The BBC said the investigation would start straight away and it was handing over “all of its relevant records”.

TMZ has reported the 68-yearold “is in isolation with 101-degree temperature” and may have coronavirus. His representatives said they could “neither confirm nor deny” he had tested positive for Covid-19. Weinstein is serving a 23-year prison sentence, having been found guilty in February of rape and sexual assault. He is currently being detained at Wende Correctional Facility in upstate New York. A representative for Weinstein
confirmed to the PA news agency that he has a fever. The disgraced Hollywood mogul is considered vulnerable to coronavirus due to his age, weight and other medical issues, including a heart condition and high blood pressure. He spent five days in hospital in March for ongoing heart problems and chest pains. A spokesman for the New York State Department of Corrections and Community Supervision (NYSDOCCS) said they could not comment on individual cases but said that anyone displaying Covid-19 symptoms is immediately isolated and tested. Weinstein’s representatives
said they were “working with the NYSDOCCS and the excellent team at Wende CF to ensure Mr Weinstein receives the proper medical attention he needs”. Weinstein was found guilty of committing a first-degree criminal sexual act against one woman and third-degree rape of another woman after a trial in New York. Last month he was charged with six further counts of sexual assault, meaning he now now faces 11 sexual assault charges in Los Angeles County. Los Angeles officials have started extradition proceedings, with another extradition hearing set to take place in December.

MASTERCHEF Junior star Ben Watkins has died aged 14 from a rare form of cancer, his family has confirmed. The young chef, who appeared on the US version of the popular cooking show in 2018, died on Monday. TV chef Gordon Ramsay, one of the show’s judges, described Ben as “an incredibly talented home cook and even stronger young man”. Ben came from tragic circumstances, having lost his mother and father in a murdersuicide three years ago. His grandmother Donna Edwards and his uncle Anthony Edwards said in a statement, via his GoFundMe page: “Our Ben went home to be with his mother this afternoon after a year-and-a-half-long battle with cancer. “Ben suffered more than his share in his 14 years on this Earth, but we take solace in that his suffering is finally over and in that, in the end, Ben knew he was loved by so many.” Ben Watkins came from just outside of Chicago and honed his fledgling culinary skills by working at his father Michael’s barbecue restaurant.

Ben would operate the cash register and take orders, and also sold his own homemade cookies, brownies, cinnamon rolls and banana bread. Or I just picked it up by watching her.” However, in 2017, Ben’s father shot and killed Ben’s mother, Leila Edwards, before killing himself.
Ben’s grandmother and uncle then became his legal guardians. The following year, aged 11, he featured on the Fox show MasterChef Junior, where his eye for a dessert combined with his tragic back story made him a viewers’ favourite. Watkins’ first appearance saw him compete as one of 40 contestants, aged between nine and 13, for 24 spots on the show and a chance to win the $100,000 (£75,224) prize.

Ban on new petrol and diesel cars in UK from 2030 under PM’s green plan NEW cars and vans powered wholly by petrol and diesel will not be sold in the UK from 2030, Prime Minister Boris Johnson has said. But some hybrids would still be allowed, he confirmed. It is part of what Mr Johnson calls a “green industrial revolution” to tackle climate change and create jobs in industries such as nuclear energy. Critics say the £4bn allocated to implement the 10-point plan is far too small for the scale of the challenge. The total amount of new money announced in the package is a 25th of the projected £100bn cost of highspeed rail, HS2. Business Secretary Alok Sharma told BBC Breakfast the £4bn was part of a broader £12bn package of
public investment, which “will help to bring in three times as much in terms of private sector money”. Mr Sharma, who is president of the COP26 international climate summit that the UK will host next year, said the money would also support the creation of 250,000 jobs in parts of the UK “where we want to see levelling up”. The government hopes that many of those jobs will be in northern England and in Wales, and that 60,000 will be in offshore wind. PM’s 10-point plan for ‘green industrial revolution’ 1. Nearly one in five Covid-19 deaths in Africa are linked to the rise of diabetes Over the last decade there has been growing concern that so much of the way health systems are structured across Africa is set up to handle communicable diseases like malaria. But as the sub Saharan Africa region in particular has seen a growing middle class it has also seen a rise in noncommunicable diseases including heart disease, blood pressure, renal failure, and especially diabetes, which has been growing at an alarming rate. The World Health Organization now says 18.3%—or nearly one in five—Covid-19 deaths in Africa were found to be among people with diabetes in an analysis of 14 African countries. So far about 46,626 deaths have been recorded in Africa, a number that is much lower in both absolute and per capita terms than those of Europe and the Americas. It has been well-reported in various health studies that people living with diabetes have higher chances of dying if infected with the SARS-CoV-2 virus. One report has suggested the risk of death is more than two-times higher than with non-diabetic patients. A wholepopulation study in England showed a third of Covid-19 related deaths occurred in people with diabetes: While Africa’s incidence rates of people with diabetes remains relatively low, the trend of diabetes in sub Saharan Africa has been a
source of concern as the disease burden is escalating. Last year even though just 19 million people of the 436 million globally who live with diabetes are in sub Saharan Africa, about 60% of them were unaware of their condition—the highest of all regions. But the number of people with diabetes is expected to increase by 48% in 2030 and by 143% in 2045. The economic burden of diabetes in the region was estimated at $9.5 billion in 2019 and is expected to increase to $17.4 billion by 2045. Despite this worrying trend, only about a third of 41 countries in the region offered fully functional health services for diabetic patients during the onset and peak of the pandemic. As the world marked this year’s diabetes day on Nov. 14, WHO called for investment in early detection, prevention, and treatment of diabetes in Africa. A person develops diabetes when his or her body either doesn’t produce insulin or doesn’t use the amount it produces properly. Insulin is a hormone that controls glucose levels in the bloodstream. When all is well, it can maintain glucose levels at the right amounts. When the system is failing, either because the pancreatic cells that produce insulin, called beta cells, are under attack from antibodies, or because cells have become insulin-resistant,

Their carcasses were found in a conservation area in Kenya’s north-eastern Garissa County, where the male giraffe is currently living alone. The Ishaqbini Hirola Community Conservancy, which oversees wildlife in the area, said the tracking device was attached to one of the giraffe’s horns on 8 November. In a statement released on Tuesday, the non-profit group said the tracking device would give hourly updates on the giraffe’s whereabouts, enabling rangers to “keep the unique animal safe from poachers”. The manager of the group, Mohammed Ahmednoor, thanked conservationists for their help in protecting the giraffe and other wildlife. “The giraffe’s grazing range has been blessed with good rains in the recent past and the abundant vegetation bodes well for the future
of the white male,” he said. The Kenya Wildlife Society, the main conservation body in the eastAfrican country, said it was happy to assist in efforts to protect “unique wildlife like the only known white giraffe”. White giraffes were first spotted in Kenya in March 2016, about two months after a sighting in neighbouring Tanzania. A year later, white giraffes made headlines again, after the mother and her calf from the conservancy in Kenya’s Garissa County were caught on camera. Native to more than 15 African countries, giraffes are the world’s tallest mammals. They are hunted by poachers for their hides, meat and body parts. Some 40% of the giraffe population has disappeared in the last 30 years, with poaching and wildlife trafficking contributing to this decline, according to the Africa Wildlife Foundation (AWF). Giraffes have been designated as a vulnerable species on The International Union for Conservation of Nature’s (IUCN) Red List, with an estimated population of 68,293 globally. (BBC)

A SINGLE pill loaded with cholesterol and blood pressure medications can reduce your risk of heart attack and stroke by as much as 40%, a new international study reports. The “polypill” containing three generic blood pressure medications and a statin dramatically reduced the risk of heart-related illness in people with no prior history of heart problems, according to clinical trial results. When taken on its own, the polypill reduced by about 20% the risk of heart attack, stroke, procedures to reopen clogged arteries, and other heart disease, the researchers reported. The polypill combined with daily low-dose aspirin was even more effective, reducing heart health problems by up to 40%, the findings showed. “We’ve estimated that if even just one-half of people with high blood pressure or diabetes were treated with such a polypill, at least somewhere between 2 and 4 million premature deaths, heart attacks and strokes would be avoided every year,” said lead researcher Dr. Salim Yusuf, a professor of medicine at McMaster University in Canada. Such a polypill would have other benefits as well, Yusuf said. It would be easier for patients, who wouldn’t have to juggle fistfuls of daily medications, and for doctors who’d only have to write one prescription. A single pill also is cheaper to market and distribute. “I personally would just like to get people to use the components either separately or together. If it’s more convenient together, why not?” Yusuf said.

Moderna: Covid vaccine shows nearly 95% protection A NEW vaccine that protects against Covid-19 is nearly 95% effective, early data from US company Moderna shows. The results come hot on the heels of similar results from Pfizer, and add to growing confidence that vaccines can help end the pandemic. Both companies used a highly innovative and experimental approach to designing their vaccines. Moderna says it is a “great day” and they plan to apply for approval to use the vaccine in the next few weeks. However, this is still early data and key questions remain unanswered. HOW GOOD IS IT? The trial involved 30,000 people in the US with half being given two doses of the vaccine, four weeks apart. The
rest had dummy injections. The analysis was based on the first 95 to develop Covid-19 symptoms. Only five of the Covid cases were in people given the vaccine, 90 were in those given the dummy treatment. The company says the vaccine is protecting 94.5% of people. The data also shows there were 11 cases of severe Covid in the trial, but none happened in people who were immunised. “The overall effectiveness has been remarkable... it’s a great day,” Tal Zaks, the chief medical officer at Moderna, told BBC News. Dr Stephen Hoge, the company’s president, said he “grinned ear to ear for a minute” when the results came in. He told BBC News: “I

Dinosaurs would have continued to thrive had it not been for the asteroid, researchers say DINOSAURS were doing well and could have continued to dominate Planet Earth if they had not been wiped out by an asteroid, new research has found. After emerging during the Triassic period some 230 million years ago, dinosaurs occupied every continent and were dominant in most terrestrial ecosystems, until they were rendered extinct by the asteroid impact 66 million years ago. Some scientists believe the creatures were beginning to lose their edge and were already heading for extinction
when the asteroid hit Earth at the end of the late Cretaceous period. But researchers from the UK’s University of Bath are hoping to put this theory to bed. Gathering diverse and up-to-date data, researchers used statistical analysis to assess whether the dinosaurs were still able to produce new species up until their untimely demise. “What we found is that the dinosaurs were still dominant, they were still widespread and still doing really well,” Joe Bonsor, first author of the study, said in a statement.

During their more than 150 million years on earth, dinosaurs evolved to take many shapes and forms -some dinosaurs were tiny, while others measured over 100 feet. Experts think diversity was the key to their dominance on Earth, with some boasting armors, crests, teeth and even feathers. Previous research had suggested that this diversity was starting to decline, and that dinosaurs were beginning to lose their dominance. But the study published Tuesday in the journal The Royal Society Open Science argues that the earlier research reached this conclusion by modeling dinosaur family trees based on previous fossil records. The University of Bath researchers say that, after looking at a greater number of dinosaur groups, their more up-to-date and detailed family trees show that dinosaurs on every continent were in fact flourishing, with plant-eating animals such
as hadrosaurs, ceratopsians and ankylosaurs dominant in North America, and carnivorous abelisaurs continuing to thrive in South America.

And it is not known whether the vaccine just stops people becoming severely ill, or if it stops them spreading the virus too. All these questions will affect how a coronavirus vaccine is used.
HOW DOES THIS COMPARE TO THE PFIZER VACCINE? Both vaccines use the same approach of injecting part of the virus’s genetic code in order to provoke an immune response. The preliminary data we have seen so far is very similar - around 90% protection for the Pfizer/BioNTech vaccine and around 95% for Moderna’s. However, both trials are still taking place and the final numbers could change. Moderna’s vaccine appears to be easier to store as it remains stable at minus 20C for up to six months and can be kept in a standard fridge for up to a month. Pfizer’s vaccine needs ultra-cold storage at around minus 75C, but it can be kept in the fridge for five days. The Sputnik V vaccine, developed in Russia, has also released very early data which suggests it is 92% effective. (BBC)

Tokyo Olympics: Many rules, no partying, no hanging around ATHLETES at the Tokyo Olympics won’t have the luxury of hanging around once they’ve wrapped up their event. No late-night parties in the Athletes Village. No nights — or early mornings — on the town. Instead of getting to know their global neighbors, Olympic athletes will be encouraged to leave Japan a day or two after they’ve finished competing. From the opening ceremony to life in the village on Tokyo Bay, the postponed 2020 Olympics will be like no other. There’ll be stringent rules and guidelines — and maybe vaccines and rapid testing — to pull off the games in the middle of a pandemic that has been blamed for more than 1 million deaths worldwide. “Staying longer in the village increases the potential for
problems,” John Coates, the IOC member in charge of overseeing Tokyo preparations, said Wednesday at a briefing for the Olympics and Paralympics. Coates was asked if athletes would be discouraged from sightseeing, or looking around the city. “Yes,” he replied simply, a short answer suggesting these Olympics will be all business with few frills. Coates accompanied International Olympic Committee President Thomas Bach to Tokyo this week as he met Prime Minister Yoshihide Suga and shored up support with key Japanese sponsors. It was Bach’s first visit to Japan since the Olympics were postponed in March. Bach left Tokyo on Wednesday after two days of saying a vaccine was likely to be available and athletes would be strongly encouraged to
take it. Organizers and the IOC are growing confident they will have a vaccine and rapid testing. This will help, but dozens of other countermeasures will also be in place; social distancing, masks and bubbles in the venues and the Athletes Village. Japan has controlled the virus reasonably well with about 1,900 deaths attributed to COVID-19. But almost 500 new cases were reported Wednesday in Tokyo, and more than 2,000 around Japan — both one-day records. Cases are surging in the country just as optimism is also on the rise. Christophe Dubi, the Olympic Games executive director, acknowledged much is still in the planning stages with many scenarios in play ahead of the scheduled opening on July 23, 2021.

They have a pair of All-Stars in their backcourt now, with hopes the duo of Paul and Devin Booker — one of the league’s most dynamic young scorers — will be enough to get the franchise back to the postseason for the first time since 2010. The trade sending Paul to the Suns from Oklahoma City was completed Monday night, a blockbuster to start what could be a wild few days of NBA transactions before training
camps begin next month. The particulars: The Suns get Paul and forward Abdel Nader, while the Thunder get Kelly Oubre Jr., Ricky Rubio, Ty Jerome, Jalen Lecque and a protected 2022 firstround pick. “We are excited to welcome Chris Paul and Abdel Nader to Phoenix,” Suns general manager James Jones said. “Chris’ leadership and competitive approach to the game will have an immeasurable impact on our team. Caster Semenya takes appeal to European Court of Human Rights CASTER Semenya will appeal against World Athletics’ rule restricting testosterone levels in female runners to the European Court of Human Rights. The double Olympic 800m champion, 29, lost two previous appeals to the Court of Arbitration for Sport (Cas) and Switzerland’s Federal Supreme Court. The rule means she cannot compete in events between 400m and a mile without taking testosteronereducing drugs. The South African’s lawyers confirmed her further appeal on Tuesday. “Public support goes a long way to help show how the rules from World Athletics are against public interest,” said Greg Nott, a member of Semenya’s legal team. “As such, we encourage everyone to help create a more equal world by showing their support on social media and by putting pressure on their sporting bodies to embrace and apply internationally accepted human rights values in their activities and rules.” Athletics’ governing body brought in a rule in 2019 that athletes with
differences of sexual development (DSD) must either take medication in order to compete in track events from 400m to the mile, or change to another distance. Athletes with DSD have higher levels of natural testosterone, which World Athletics believes gives them a competitive advantage. Cas rejected Semenya’s challenge against the rule last year, before the Swiss Federal Supreme Court also denied her appeal in September. Following the second ruling, World Athletics said: “We welcome the decision by the Swiss Federal Tribunal to uphold our DSD regulations as a legitimate and proportionate means of protecting the right of all female athletes to participate in our sport on fair and meaningful terms.” The ruling means Semenya, who won Olympic gold in 2012 and 2016, will not be able to defend her 800m title at the rearranged Tokyo Games next summer. MPs call for Formula 1 world champion to be knighted after seventh title A GROUP of MPs has called on the prime minister to recommend Lewis Hamilton for a knighthood. MPs want Hamilton to receive “national recognition” after he equalled Michael Schumacher’s record of winning seven world titles on Sunday. Sir Jeffrey Donaldson MP, chair of the All-Party Parliamentary Group on Formula 1, told BBC Sport it is “the right time to do this”. The group plans to write to Prime Minister Boris Johnson this week. Donaldson said: “The All-Party Parliamentary Group on Formula 1 supports the call for Lewis Hamilton to receive national recognition of his tremendous sporting achievements for British motorsports. “With his record-breaking season this year, we believe now is the right time to do this.” The BBC has seen a letter, sent to the prime minister last week by the co-chairmen of the All-Party Parliamentary Group on Motorsport, saying “we write to encourage you
to recommend to Her Majesty The Queen that Lewis Hamilton receive a knighthood”. The letter continues: “It is clear that Lewis has demonstrated his outstanding achievement in his field... He has used this and his own experience to support others and he is a credit to the United Kingdom.” Meanwhile, David Richards, chairman of Motorsport UK, wrote to the prime minister on 11 November, saying: “For many years, Britain has led the world in F1 engineering and we’ve produced many great drivers. “But we can now celebrate the greatest of them all and there can be no more fitting way to do this than award Lewis Hamilton a knighthood.” Hamilton, who lives in Monaco, has faced scrutiny in the past over his tax arrangements, but has previously defended himself against criticism by saying that he pays “a lot” of tax in the UK. Point guard LaMelo Ball, the brother of New Orleans Pelicans point guard Lonzo, was the third pick selected by the Charlotte Hornets. LaMelo, 19, and 2017 second pick Lonzo, 23, are the first brothers selected in the top five of the NBA draft. Chicago Bulls opted for Florida State small forward Patrick Williams as the fourth pick.
The draft was originally scheduled for 25 June but had been delayed because of the fallout from the coronavirus. Rodgers unstoppable in time trials – Carmichael wins third consecutive SEAN Rodgers can safely rename himself Mr Time Trials. Since cycling re-started, the ace rider has been a dominant force. His victory on Saturday is his fourth consecutive over the last several weeks. Also dominating the time trials (racers are judged on time, instead of positions, which means more social distancing), is youngster Rezon Carmichael, who stormed to his third victory in the junior division. The Oxygen Time Trials, the fourth in a series of races ran by the Turks and Caicos Cycling Federation (TCCF) was a 4.25 mile event (half a lap of Venetian), which was undertaken by a number of seasoned riders. Rodgers blazed the course in 9:15 minutes, he was followed by Kavin Ewing, who finished in 9.46 and Dam Redmond who clocked 9:58 minutes. Rodgers also won the Elite division, while Omard Gardiner placed second and Anthony Pluckett third. In the Masters Division, Ewing
was the first across the finish line, followed by Redmond and Walner Registre. In the Masters 2 Division, Kenneth Grant (10:37) surged ahead, with Matthew Williams in second. Meanwhile in the Open category, Peter Melleney (10:07) finished ahead of Carola Gonzalez. Carmichael (11:12), who finished ninth overall, was the first junior to cross the finish line. He was followed by Jeremiah Fulford (12:27), Lenin Hamilton Jr. (12:33) and Tarjari Williams (13:26). According to information from the federation, the trials were the only viable option to re-starting the sport. “To stay with the regulations for public gatherings set by TCIG, it was decided to host a series a Time Trial, which by their nature call for social distancing,” a release had stated. The Federation will look to host another time trial, called the ‘Devastator race’ over 8.6 miles on November 28.
The races have unearthed some speedy individuals both at the junior and senior levels.

Wijnaldum late winner against Poland not enough
Wijnaldum has scored three goals in his last two games for the Netherlands.
LIVERPOOL’S Georginio Wijnaldum scored a late winner against Poland but it was not enough to send the Netherlands into the Nations League finals. Kamil Jozwiak had put Poland ahead in the first half but Memphis Depay equalised from the penalty spot with 13 minutes remaining. Wijnaldum’s header in the closing stages gave the visitors the win. However, Italy’s 2-0 against Bosnia-Herzegovina meant the

Andrea Belotti and Domenico Berardi got the goals for the Italians, who join Belgium, France and Spain in the Nations League finals, which take place in October next year. While the Netherlands failed to progress the victory was their second in a row under new boss Frank de Boer, who had failed to win any of his first four games in charge.

TCCF gets first Road Cycling Commissaires THE TURKS and Caicos Cycling Federation now has its own Road Cycling Commissaires. The new title means that the federation can add more structure to the sport, which has grown expeditiously over the last few years. Executive members of the federation, Vice President Gabriella Hegedus was the star performer. She and Race Committee Chair/Treasurer Karl Isaac are the first ever Turks Islanders to have achieved the feat. The duo were successful at the Union Cycliste Internationale (UCI) seminar, which was conducted by Elaine Sirydakis of Brazil. The world governing body seminar was funded by the Pan American Cycling Confederation for the Caribbean Cycling Confederation. President of the local federation Shanwell Gardiner told the Weekly News that the achievement was momentous for cycling in the TCI. “I am proud of their

Fenelus’s football club can clinch title this Sunday

A win on Sunday against Hang Yuen FC means that Tainan FC would win the title. Taipower is the only team that can catch them, but with 42 points from 19 games and an inferior goal difference, they will have to rely on Tainan (45 points from 19 games) losing both of their last two games and them winning one and at least drawing the other.
Tainan FC dominated the threegame series against Taipower in their clashes. In total, Tainan FC scored 11 goals against Taipower’s six goals. “If we are level on points at the end of the competition, this (goal difference) would determine the champions,” Fenelus stated. The next best team, Taichung Futuro are on 36 points from their 19 games, while Hang Yuen are currently fourth on 33 points. In the second half of the league, Fenelus has been a dominant force.
