PDM calls on Gov’t to respect rights of mentally ill inmates THE OPPOSITION has taken up the call for the Government to find adequate facilities to house mentally ill inmates, in light of recent revelations that one died last month at Her Majesty’s Prison in Grand Turk. In statements to the press on Thursday, Leader of the Opposition Sharlene Cartwright Robinson, recalled her party’s repeated calls for the Government to remove mentally ill persons from HM prisons, along
with juvenile inmates. The party leader reiterated that there needs to be proper facilities to address the needs of these two groups who are currently housed at the prison. “Last year, a mentally challenged inmate attacked several prison officers whilst they attempted to ensure he got his medical treatment. “More than one officer sustained injuries from this encounter and one lost sight in his eye permanently as a
Public meetings for proposed amendments to the National Park Ordinance THE DEPARTMENT of Environment and Maritime Affairs (DEMA) is reminding the public of the town hall meetings on North Caicos, Grand Turk and Providenciales, to discuss the proposed amendments to the National Park Ordinance. Meetings will be held on Friday (October 30) at 6.30pm in North and Middle Caicos at the Primary School in Bottle Creek. On Wednesday, November 4, at 6.30pm at Dillon Hall in Grand Turk the meeting will be held and on Thursday, November 5, at 6.30pm in Providenciales at the Gustarvus Lightbourne Sports Centre.
People are being reminded that the amendments to be discussed are available for review on DEMA’s webpage: www.gov.tc/dema (green button on the right hand side of the page). result of being stabbed with a sharp object. “This incident resulted in no real changes, and the mentally ill continue to be held at HM Prison,” she said. She added that the incident exposed the Government to a lawsuit as it exposed civil servants to harm, having neither been trained nor required under their job descriptions to manage these people. “We had hoped that representations on this issue would have raised the profile and awareness of the challenge and that the Government would see it fit to address the matter. “Recently, the public has now become aware of a mentally ill patient who had been housed at the prison in excess of six years and who passed away under circumstances that is causing even international bodies heads to turn. “We are wondering when the Government’s head will turn out of concern for the patients, the prison workers and this country’s reputation.” Cartwright Robinson stated that housing the mentally ill at a prison is a sad state of affairs. “Once again we see the need to
call out the Government and ask them to address the need to care for all of our citizens especially our vulnerable citizens. “Whilst we focus today on those that are committed to the prison, this Government must do more to provide the resources needed to address the needs of the mentally challenged on the street, and those residing at home and presenting challenges. “We commend the department, like other departments of Government, for the work it continues to attempt to do with so little.” She added that the recent incident, while under investigation, must speak to the hearts and minds of those in authority with the power to allocate funding to address the matter with urgency. She said: “We must see the risk to our civil servants who work at the prison and also the rights of the patient who requires facilities that can adequately address their needs. “This present state of affairs cannot continue as is.” Recently, Courtenay Barnett lawyer for the deceased inmate, Alvin Standford - called out the Government and Governor Peter Beckingham for being derelict in
their duty to uphold the human rights of mentally ill prisoners. Stanford’s lifeless body was found in a prison cell at Her Majesty’s Prison in Grand Turk on September 25 after he allegedly consumed his own faeces. Stanford is originally from Jamaica and was serving a life sentence for the murder of his wife on December 1, 2008.
Public reminded of no time change on November 1
THE GENERAL public is reminded that on November 1, clocks will NOT be turned back one hour. The decision was made to move permanently to AST in 2014, but only implemented in 2015 to allow proper notification of the relevant international authorities, including airlines and shipping companies.
Premier Ewing is Caribbean Tourism Champion PREMIER Rufus Ewing was honoured last October 22 by the Caribbean Tourism Organisation (CTO) as a Tourism Champion. Premier Ewing while attending the CTO’s State of the Industry Conference in Curaçao as a speaker on the ‘What our leaders say’ panel was presented with the Tourism Champion letter by CTO’s chairman Richard Sealey and CHTA’s president Emil Lee. The letter stated: “In cooperation with the World Tourism Organisation (UNWTO) and the World Travel and Tourism Council (WTTC) and their ongoing efforts to rally the support of world leaders to promote the role of travel and tourism as a driver of socio-economic growth and development, we salute you and honour you for being a Tourism Champion.”

Grieving mom cries out for justice By Olivia Rose IT HAS been seven months since 25-year old Kevino ‘Bah’ Smith was callously murdered and his body retrieved in the Breezy Brae area in Grand Turk, and his grief-stricken mother Patti Smith is still crying out for justice as the killer is yet to be found. “From the fourth of March until today, I haven’t heard anything, any updates or nothing about his death from the police,” Smith tearfully related during an exclusive interview with the Weekly News on Thursday (October 29). According to initial reports Smith went missing on March 4, 2015; his body was subsequently discovered in bushes in the Breezy Brae area, Grand Turk. Edwin Astwood, Grand Turk south representative for the PDM, who spoke with the media in April when Smith’s body was found, recounted the gruesome find: “All morning the forensic team was there; we could see them. “What we saw at the end was them coming out with bags, a number of small bags, two body bags, brown heavy bags with a bunch of individual plastic bags inside of it.” No suspect has been arrested in connection with Smith’s murder and his mother is growing frustrated with the Royal Turks and Caicos Police Force’s apparent lack of will to capture the person she believes is responsible for her son’s untimely demise. She told this publication that she met with the Assistant Police Commissioner Rodney Adams about three weeks ago but did not receive any substantial answers to the questions that burden her heart. “Last week I was on fire on him, I said Mr Adams time is running out and my patience is running out, I need to know what’s going on, why
is it taking so long, because other cases in the TCI they are on it right away. “I’m losing confidence in them, my son was a son of the soil, and he contributed to this country, when it was the Late Reverend Dr Howell it burned me to see how they reacted right out there. “So I want to know what’s happening, I need justice for my son.” A family liaison officer was subsequently appointed to keep the family updated on the progress of the investigations, but Smith claims no information surrounding her son’s murder has been forthcoming. She told the Weekly News that just a glimpse of Kevino’s garments sometimes causes a flood of emotions so strong that she is often driven to uncontrollable tears. She said she is flooded daily with memories of her smiling son, and her grief knows no bounds. Crippled with emotions Smith said: “Some days I feel like I’m hitting rock bottom, under a cliff or the world is closing down on me, when I get up and I can’t see him, I can’t touch him, I can’t talk to him, I cry day and night. “I just want justice for my baby, why did they do that to me? “Bring in the suspect and prosecute them, because Christmas I don’t want those people to be out here eating cake and having fun and I’m eating tears.” The mother is pleading with the general public to assist the police with their investigations and is urging the police to do more so she can have closure. When contacted on Thursday, police press officer Audley Astwood said that police are still conducting investigations into Smith’s murder. To date there has been no reported progress in the case.

Gov’t employees being trained in public private partnership TWO Government employees - Deputy Secretaries Shonia Thomas-Been and Desmond Wilson – are undergoing training in public private partnership (PPP) basics and enabling environment. The two attended an initial three day workshop hosted by the Caribbean Development Bank (CDB) in partnership with the World Bank and the Inter-American Development Bank, from September 28 to October 2 at the CDB Headquarters in Barbados. Wilson explained on his return: “Although PPPs generally deliver superior results, they are more complex to structure and implement than traditional public projects. “One major constraint in progressing PPPs is the lack of
multi-faceted technical capacity in governments to make wellinformed decisions.” He added: “Hence the three-part PPP boot camps for senior technical government staff intended to fill this gap, by improving the knowledge and skills of participants in all areas of PPPs. “Themes covered ranged from policies and enabling environment, through to project preparation and finally transaction implementation and monitoring.” The two participants are expected to travel during the month of November to complete the second module entitled ‘Building a PPP business case’, which will be held at the Arthur Lok Jack Graduate School of Business, Port
of Spain, Trinidad. The third and final module ‘Implementing PPP projects’ module will be in Jamaica, in January 2016. When the remaining modules are completed, it is expected that regional governments will be sufficiently prepared to implement their own PPP programmes, with support from the CDB’s regional public-private partnership support facility and the networks that are being established during the training. Both, the Ministry of Finance and the Ministry of Infrastructure, Housing and Planning respectfully offered congratulatory remarks to the team for their participation and continued hard work.

Police HQ needed SINCE his appointment as Commissioner of Police last February, James Smith has continuously called for a purpose built police headquarters. Two weeks ago, the commissioner also revealed that the lack of such a much needed facility is seriously hindering the force’s ability to effectively fight crime in the TCI. What are your thoughts?
Long overdue
Good idea, as long as he fills it with decent cops! Seriously, it is long overdue here on Provo. We need a clean efficient working environment for the officers and some decent holding cells.
We need proper investigations
The commissioner needs to start leading investigations rather than being a traffic officer and construction engineer.
We need this
The commissioner is correct. Police resources have to move into the 21st century. While the Chalk Sound Police Station is well located to reduce crime in that area, headquarters should be centralised with all modern communications and space for other emergency service coordinators. It also needs a proper strong room with limited access so that valuable evidence (drugs, jewellery, electronics etc) no longer ‘go missing’ hindering prosecutions and return of recovered stolen items to their rightful owners. There is also a case for additional smaller police stations to be built in strategic locations, such as the entrances to Long Bay Hills, Leeward Palms, Cooper Jack – only one way in and out so cars carrying criminals can easily be blocked.
Purge the force first
I don’t agree. Revamping the current police force and retiring all those perceived corrupt cops in the public interest is a good start instead. Keeping the same old force and building them a state of the art new headquarters will not change much for policing but instead can be likened unto putting new wine into old bottles. After calls for providing more resources recently, the force was given approximately 18 new vehicles. Did it significantly reduce crime or did the detection and clear up rate improved? Not to my knowledge. Instead the vehicles are almost obsolete and will soon be parked in the Government garage on the Old Airport Road. Start solving the existing crimes and
reducing the backlog of unsolved cases and then let’s talk. I would not even join a march or sign a petition to support the call for a new headquarters. One does not need an office to solve crime. A bigger office means more electricity, less persons on the street, more ancillary staff and higher overheads. Let’s do a cost benefit analysis first before we forge ahead with the construction of a new headquarters.
Foolishness
The perspective of our police chief is incorrect. Look at the highest level there has been, wars against drugs, wars against terror, and the like. The truth is these wars have failed, the simple reason being that our leaders fail to discern the root problem causing these symptoms in society, and deal with the root cause. Instead they pointlessly beg the tax payer to give them more and more assets to try to fight the symptoms. Look, the book sworn on in our courts explains why there has been an increase in crime, saying: “When the sentence for a crime is not quickly carried out, people’s hearts are filled with schemes to do wrong.” Ecclesiastes 8vs11. If we take the fact that the SIPT matters have not yet been even tried in court we can all conclude that the TCI court run by the British has totally failed to follow this most basic rule that the court has people swears upon.
Very much needed
Have you ever been in the current headquarters? Have you ever been in the one they operated out of for years near Cairsea? Yes, they need a real, SECURE police headquarters with a jail. They also need trained, intelligent, psychologically stable officers who are not related to everyone else in the country.

We have $77 million don’t we? The question is ‘whom do you blame?’ The Minister of Finance or the Chief Financial Officer (CFO)?
The issue is a question of resources and their effective allocation. The TCI Constitution is less innovative and really retrograde when compared to other constitutions in the world, where the minister is to prepare the budget and the CFO is to approve it. Wow. Added to this racist paradigm from 2012 elections until now, is the absence of any real fight on the part of the Government to undo this. So the TCI and its people are faced with the plight of proper law enforcement resources, assets, equipment, staff training and facilities. Critically absent is policy from the Government - elected officials or the Police Commissioner - is any initiative to fight crime. The narrative since 2012, when this Government took office, is ‘the British this and the British that’ but no fight, no policy, nothing. They all know that the British invented racism so this issue of the CFO choking funds, stopping things, telling ministers no - is no problem for the British and it seems for this Government. How about the old post office? We have $77 million don’t we? I won’t suggest the old PNP headquarters as a site to house the police or to fight crime because that would be too in your face and too juicy for the British. Hon Ministers must play the $77 million surplus card, force the issue, issue a tender for a police headquarters and stop playing the racist British game!
More fluff
Once again this is the result of 12 years of wasting money on everything except needed infrastructure. Based on the well-established PNP policies all we have to do is find a supporter, give them the land for peanuts, let them design, build and mortgage the police station then rent it to the Government for three times the cost. The station will be just like the witness protection, Security Council and Integrity Commission, all fluff and a waste of money and non-effective. After the trials in three or four years give Chief Smith the Myrtle Rigby Court building.
Armed patrols needed
James Smith has obviously been consulting with FortisTCI. The way they provided good electrical service at high cost was to build a multi-
million dollar plush office for their managers. Now the police chief wants a fancy office to frighten criminals away from crime. Smith must be planning to stay and therefore wants to work in luxury. What we really need is heavy armed police patrols 24 hours a day, seven days a week.
Use the PNP HQ land
A proper police station should be built where the former PNP headquarters is located. The parcel size is big enough to accommodate a purpose built police station and there is room for expansion of the existing building. It is time that building is utilised and save the taxpayers some rent expense in the process.
Get rid of the corruption first
Where to start! First of all, Police Commissioner James Smith inherited a department which was badly mismanaged, underfunded where a number of police officers were not properly trained. In others words he inherited a huge mess, and a new building will not solve the problem. I have no idea how difficult a police officer job is, as a matter of fact no one does unless they have been in the officers’ shoes. Over the years the act of police corruption has been striking and it saddens me to know that I live in a place where people care more about which political party your family support, rather than getting rid of the corrupt officers. One time ago Turks and Caicos Islanders used to be proud and saw it as an honour to put on a police uniform to protect and serve their community. However, that is no longer the case, as many police officers have abused and misused their powers to get even with people. Right now the Royal Turks and Caicos Police force faces many challenges, and the commissioner needs the support of the community in order to fight crime.

Utility regulators conference held in TCI By Olivia Rose UTILITY regulators of 13 Caribbean countries will discuss strategies to improve the telecommunications, electricity, natural gas, water and transportation sectors in the Caribbean over the next three days. This comes as the 13th annual Organisation of Caribbean Utility Regulators (OOCUR) conference opened in Providenciales during a simple ceremony on Wednesday (October 28) at Beaches Resort and Spa. The annual conference which opened with much pomp and ceremony seeks to bring together utility regulators from across the Caribbean to network and share their
experiences and to combine their human, natural and socio-economic assets to help each other. This year’s conference will be held under the theme, ‘Facilitating a dynamic telecommunications environment.’ Speaking at the opening ceremony chairman of OOCUR John Avery said: “Certainly we see evidence of dynamism in telecommunications sector and over the last 20 years. “Telecommunications has grown in leaps and bounds; the internet has certainly changed our lives significantly.” Avery said that captivating this new reality for all its advantages is a must if the Caribbean region wants to be on par with the international

Elliot, along with other junior ministers from around the Caribbean marketed their countries at the conference. The PDM in a press statement commended Elliot for his representation, stating that he has done the Islands proud. “I have never been more proud of William,” party leader, Sharlene Cartwright Robinson said. She added: “I sat and watched for over three hours waiting to hear our junior minister speak and then to hear the winners announced. “Though disappointed and admittedly confused that we did not place, William’s presentation from content to delivery was first place quality. “He was strong, confident and beaming with pride as he marketed his homeland. “I was even more proud when

He asserted that this global direction has forced the Caribbean region’s utility regulators to rethink their strategies and formulate better business models that would comply with international standards. “As regulators we have to look in terms of how we will accommodate the demand by consumers and to provide these essential services.” Avery propounded the need for energy to be generated in a renewable fashion in an effort to protect and preserve the environment for future generations.
Minister of Tourism Porsha Stubbs-Smith in her brief remarks welcomed the delegates to the Turks and Caicos Islands and urged them to make full use of the opportunity to share ideas and by extension transform their respective territories. Delivering the feature address Minister of Communications George Lightbourne, noted that the OOCUR conference is the best platform for utility regulators to hone in on the future development of energy, water and communication and their role in business, society and politics. “As we reflect on these three sectors of our economies we cannot think of any others that have such a profound effect on our lives without electricity our daily activities will come to a grinding halt. “Without the marvels of modern communication our countries would be simply left behind and without water we will die. “The digital age is here, those who do not embrace it will be left behind that is why my Government continues to assist and encourages the
communication entity to employ and make available to our citizens the very best and latest the sector has to offer.” He said that having a dynamic and regulatory environment augurs well for all Caribbean countries seeking to enhance these outlined sectors. Representatives from OOCUR member countries Anguilla, Bahamas, Barbados, Belize, British Virgin Islands, Dominica, Guyana, Jamaica, St. Lucia, Trinidad and Tobago, Turks and Caicos Islands and the US Virgin Islands are attending the conference. Guyana was lauded for its consistent dedication and contributions to the OOCUR which was incorporated there under the auspices of Justice Prem Persaud, Chairman of the Public Utilities Commission, Guyana. The Executive Director is David Geddes and the Secretary General (ag) is Justice Prem Persaud PUC, Guyana. OOCUR is the regulatory body with responsibilities for telecommunications, electricity, natural gas, water and transportation sectors in the Caribbean.
Our people are depressed – PDA leader LEADER of the Progressive Democratic Alliance (PDA), Oswald Skippings, believes that the cause for the increasing incidence of suicides and suicide attempts is due to the depressed conditions in the country. In a public statement on Monday (October 26) Skippings said that these conditions are creating depression among people in the Turks and Caicos Islands. He stated that the impoverished plight of people in the Islands has reached astronomical proportions and is unfortunately going unnoticed by elected politicians to the extent that hopelessness and despair are already widespread. “The apathy, lack of concern and insensitive attitude that is being displayed by Government, especially toward the youth is unbelievable. “It is more than evident that Government does not care and only one has to look at the areas where they have already begun to aimlessly throw tens of thousands of dollars around in an attempt to mamaguy the youth and once again con them into voting for them.” According Skippings money could be used to employ the youth, put in place social programmes that

would prepare them for life, provide outlets and positive entertainment that would prevent the excessive “lollygagging” that is prevalent because the youth have nowhere to go for positive entertainment. He said it is about time that young people are respected and cared for enough by elected officials who need to respond to their social and economic needs in order to cease the escalating social crisis. The party leader added that politicians need to understand that the days are over when the young could be fooled by imported celebrities and gangster rappers and things of that sort. “The youth have seen and are feeling the effects of the neglect, the
joblessness and the marginalisation and are suffering the devastating sting of poverty and social displacement. “Therefore, they are rightfully seeking jobs, business opportunities, scholarships, positive entertainment, proper sports facilities and the list goes on.” Politicians must be advised that the youth of today are wiser than many of the politicians and they want more, expect more and deserve more than a concert and a party, he added. “I call on elected officials to cease their apathy and negligence toward the young people of this country and take serious and meaningful steps to hear their cries, address their problems and embrace them as an integral and important segment of society, so that we will not lose another generation to vagrancy, crime, drugs, alcohol, violence and all the other prevalent social ills. “Please understand that there needs to be proactive and serious investment in the young people of this country and I appeal to Government, private sector and NGOs to rise to the occasion and respond to the clarion call to save our youths,” Skippings stated.

Cameron responds to criticisms about racial inequality PRIME minister of the United Kingdom, David Cameron has responded to criticisms that his Government has not done enough to foster racial equality in the UK. Cameron responded via a post on his official Facebook page on Tuesday (October 26). See the full text below: “At the Conservative party conference two weeks ago, I spoke about a young black woman who had to put a more white-sounding name on her CV before she started getting called for interviews. Such racism in 21st-century Britain, I said, was a disgrace, and I committed our party to ending discrimination and finishing the fight for real equality. The audience rose to their feet. It was a significant moment. And it provoked three reactions. The first was: “What on earth are the Tories doing speaking about equality? It’s not their issue.” To this I say “nonsense”. We’re
not just the party of the first Jewish prime minister and the first female prime minister; we’re the party that introduced the Disability Discrimination Act, legalised gay marriage and reduced stop-andsearch, and that today will start forcing companies to publish the gap between men and women’s pay, and making police record Islamophobia as a separate hate crime. I accept that we haven’t always got this 100 percent right. No party ever has. And, because of our belief in equality of opportunity, as opposed to equality of outcome, for too long we have thought the only barrier to success was a lack of a decent education. Of course, that’s the most important thing – and it’s why school reform has been at the heart of our plan in government. But we need to sweep away the other things holding people back, not least discrimination.

HIV Prevention Unit receives PIMA-CD4 machine for patients BY DAISY HANDFIELD THE NATIONAL HIV Prevention Unit was the recent recipient of a PIMA-CD4 machine, an essential tool for monitoring and providing an absolute CD4 count to patients living with HIV or Aids in the Turks and Caicos Islands. The donation was made to the unit by the TCI Aids Awareness Foundation (TCAAF) during a handover ceremony at the Pelican Bay restaurant in Providenciales on Thursday (October 29). During the ceremony director of the TCI Aids Awareness Foundation, Nicky Shoulak, explained that the machine was the first of its kind in the TCI and will be housed and operated by the staff of the primary health laboratory through the Ministry of Health and Human Services in Providenciales. She said: “The PIMA analyser CD4 machine along with the accessories will be solely for the purpose of providing an effective and reliable tool for the health management of everyone living with HIV or Aids throughout the Turks and Caicos Islands. “The TCAAF is very honoured to be donating this machine to the National Aids Programme. “This is one of many milestones we have accomplished together in the pursuit of improving awareness, education and to enhance the lives of those living with Aids in our community.” National Aids Programme coordinator, Aldora Robinson, was almost in tears throughout her speech
Getting this right is a natural and logical next step for a modern, compassionate Conservative party that wants to extend social mobility. The second reaction was: “All right then, the Tories get this, but the only thing you can do is pass laws, and where are your proposals?” Of course, laws are important, like ours on disability discrimination and equal marriage. And we should recognise that the Race Relations Acts of 1965 and 1976, or the Equal Pay Act from 1970 didn’t just outlaw discrimination, they also helped to change attitudes and shift public opinion. But for all the legislation we have passed, discrimination still persists. It’s no longer signs on doors that say “no blacks allowed”; it’s quieter and more subtle discrimination. It’s the disappointment of not getting your first choice of university place; it’s being passed over for promotion and not knowing why; it’s organisations that recruit in their own image and aren’t confident enough to do something different, like employing a disabled person or a young black man or woman. In my opinion, you won’t change these attitudes simply through more laws, but in smarter, more innovative ways. The third reaction was: “Right, if you mean this, when and how will you show us how?” We have managed to get some
of the biggest graduate employers to pledge to anonymise their job applications – in other words, make them name-blind. That means those assessing applications will not be able to see the person’s name, so the ethnic or religious background it might imply cannot influence their prospects. The civil service, BBC, NHS, local government, HSBC, Deloitte, KPMG, Virgin Money, learndirect – all these and more will now recruit people solely on merit. The Conservative party HQ will do it too. Taken together, these organisations employ 1.8 million people. And we’ll go further. Some research has shown that top universities make offers to 55 percent of white applicants, but only to 23 percent of black ones. The reasons are complex, but unconscious bias is clearly a risk. So we have agreed with UCAS that it will make its applications name-blind, too, from 2017. Britain has come so far, but the long march to an equal society isn’t over. Today’s announcement is not the only thing we can do, but it’s a milestone. And it means that a young black woman knows she’ll get a fair shot when she applies for the job of her dreams.”
South Caicos air services a serious concern for the Gov’t The Turks and Caicos Aids Awareness Foundation along with their patrons Galmo and Althea Williams handing over the PIMACD4 machine to the National HIV Prevention Unit
at the event. She said: “I am more than elated. This has been a long time coming and we have tried several times to acquire this machine and we were not successful.” During the event, chief technician at the TCI Blood Bank, Peggy Samuels, said that she along with the ministry were very grateful because for quite some time they were trying to secure an instrument to monitor the CD4 status of their patients. She said: “We know that for the patients living with Aids it is important to monitor the CD4 and viral load and it has been a challenge for us in terms of getting this testing done because it is not offered on island. “We have gone a number of years transferring samples to the Bahamas and trying to find ways to transfer samples to different countries but that became a challenge.” Due to the challenges Samuels said that that it became important for
them to have their own machine. She assured the foundation that the machine would be put to good use in the proper manner and that necessary services will be done regularly to keep it up and running. She also promised that the HIV Prevention Unit would keep the blood bank abreast of their activities. The Turks and Caicos Aids Awareness Foundation (TCAAF) is a non-profit organisation which was founded in December 2003 by a group of individuals who lost friends and/or family to Aids. The mission of the organisation is to raise awareness and eliminate the stigma and discrimination associated with HIV and Aids by providing the necessary community assistance and participation to affect positive lifestyle and behavioural changes. In addition, the TCAAF supports the efforts of the Turks and Caicos National Aids Programme and the HIV Prevention Unit.
THE RECENT degradation in flight services to the country’s fishing capital, South Caicos, has raised much concern for the Government, especially as it relates to services between the island and Grand Turk. This is according to a press statement from the Premier’s Office on Thursday (October 29). Premier Rufus Ewing spoke of these concerns during the recent sitting of the House of Assembly and has continued to engage the stakeholders in dialogue towards a resolution, the release read. “The Government is aware of the challenges currently experienced by residents and travellers to and from the island of South Caicos, due to the inadequacy of fire coverage as well as an inconvenient flight schedule between South Caicos and Grand Turk.” Ewing stated: “We have been in constant contact with the Airports Authority which has confirmed that while a new fire truck is currently on order, they are committed to finding an interim solution for reliable fire service in
South Caicos while awaiting the delivery of the truck. “I have also been in dialogue with the operator of the scheduled airline into South Caicos on the issue of implementing a convenient flight schedule between South Caicos and Grand Turk and these talks are ongoing.” However, he added that the Government is committed to resolving the issue with both the operator and the Airports Authority within the next few days. “We apologise to the community of South Caicos for the inconvenience of disruption in flight service and we wish to assure them, and the travelling public, that we are working diligently to resolve these issues in a timely manner,” he continued. On Thursday morning, this publication learned that air services to South Caicos from Providenciales had to be suspended due to the lack of a fire tender at the airport. Efforts to reach John Smith, chief executive officer of the TCI Airports Authority, for a comment on the situation all proved futile.

Dr Anya Malcolm is the new Gov’t clinical psychologist DR ANYA Malcolm, who recently completed her doctorate degree in psychology, has been appointed as the new clinical psychologist within the Department of Mental Health and Substance Dependence in the Ministry of Health. The announcement was made on Wednesday (October 29) by the Government press office. Deputy Governor, Anya Williams welcomed Dr Malcolm to the civil service and congratulated her on her recent accomplishments. “I am most pleased to welcome Dr Malcolm to the Turks and Caicos Islands civil service and most proud of her accomplishments. “She has continued to excel throughout the years, performing exceptionally well at both the secondary and tertiary levels and has always made quite clear her devotion to these Islands and to assisting with the development of programs in the Mental Health Unit.” Williams said she has every confidence that not only will Dr Malcolm do exceptionally well in her new role, but that she will be a leader of change and will help to transform the social and mental wellbeing of many people lives in the Islands. Caicos Islander who hails from the island of South Caicos, was granted a Government scholarship upon graduating as valedictorian from Clement Howell High School in 2004, and moved to District of Columbia (DC) in 2005. While residing and furthering her education in the east coast of the USA, Dr Malcolm acquired a wealth of knowledge and skills which has deemed her qualified for the post of clinical psychologist.
She holds a Bachelors of Science degree in psychology with a minor in biology (Magna Cum Laude Honours), a Terminal Master’s degree in psychology and a Doctor of Psychology Degree in clinical psychology. She has previous experience in private practices and community mental health clinics across Virginia, Maryland, and DC namely, Emmaus Services for the Aging, Neuropsychology Associates of Fairfax, Associated Clinical Services, New Perspective Psychotherapy and Consulting, and Community Counselling and Mentoring Services, Inc. While Dr Malcolm has worked with individuals of all ages in diverse populations and settings, her concentration is in child and family therapy. She boasts about her main focus and professional goal of “providing children and adolescents with the skills and knowledge needed to navigate their complex worlds, while fostering self-love and boosting selfesteem.” Commenting on her appointment she said: “I am bursting with joy as I embark on this new journey. One that I have been preparing for in my personal and professional development. “Despite being only 28-years-old, I feel that I can assist my country in an area which is very much needed.
“Not to mention, the youth of the country who can benefit from someone of whom they can relate given my upbringing in the TCI.” In reference to her post of clinical psychologist with responsibilities for children and adolescent cases, Dr Malcolm commented: “I often ask, what if we treated our children’s mental health with the same urgency as we do physical illnesses? “Now is the time for us, as Turks and Caicos Islanders, to push mental health to the forefront as it should be. “This something that I am passionate about, and with your help we can secure the social, emotional, and psychological wellbeing of our children. “It truly takes a village to raise a child, and I want to contribute to their development by performing my duties of providing therapeutic and assessment services for those in need.” She thanked the Government for selecting her for the position. “I welcome all requests for consultations and coordination of services within the various Government departments and ministries as it relates to providing mental health services to our children. “I join an excellent team here at the DMHSD and I look forward to assisting them in their courageous and selfless efforts,” she added.
Five Cays to receive community facelift - Astwood By Olivia Rose FIVE Cays is expected to receive a facelift within the upcoming months as part of an overall community enhancement project. This was revealed by parliamentary representative of Five Cays, Sean Astwood, during an exclusive interview with the Weekly News on Thursday (October 22). Astwood said the community “sprucing up” initiative will see members of the community participating in several small projects that will enhance the aesthetics of the environs. “We’re going to be doing a facelift to the cemetery. Early on this year I did a walk through the cemetery and some of the residents here highlighted some of the issues that related to the cemetery and I have communicated that to the Government department. “I’m now getting a commitment from the department responsible for that area, and they pledged to do some of the things I have listed in the correspondence.” Astwood noted that he has personally committed to beautifying
the community’s cemetery since he believes families should feel comfortable visiting their departed loved ones. “I have taken on, on my own, to create a wall and a proper entrance to the cemetery, to look like the cemeteries we see around the world. That is the next project that were working on.” He said residents have bemoaned the current condition of the cemetery for a while which is filled with grown vegetation and clogged internal drains. This and other unsightly vegetation in the cemetery will be cleared in an effort to create a cleaner environment under the project. Also part of the community enhancement project a 911 street naming programme will also be rolled out during the coming months. This aspect he explained is geared at providing proper directions for tourists visiting Five Cays. “The streets have been named but signs haven’t been erected so I’m in the process of talking to companies that are willing to assist in purchasing those signs, this continues in our

efforts to beautify the community.” This phase of the project, although still in its initial stages has birthed the erection of a spanking new entry sign into Five Cays which was built to the tune of $6,000. On the other hand, Astwood is also working on providing proper lighting for the community’s basketball court, while minor renovations will be undertaken as well.
The community enhancement project will also see efforts being made to officially open the community centre. “Getting the community centre up and running is something else that we’ve been working on. “We had some initial delays with Government but we will be finding ways to make that happen.” He further revealed that ground
work is being done to taper down illegal squatting development and also to tackle garbage issues. Meanwhile, in addressing several issues facing the youth population of Five Cays, a special part of the project will be directed towards tackling youth unemployment. In this regard a job preparedness workshop is also expected to begin in the latter part of November. “That will see the young men and women in Five Cays who do not have a job or who are under employed come to this workshop and by the time they leave they will be in a better position to land a job, or to move up the ladder.” The workshop will equip youths with the relevant tools to produce a solid resume to their potential employers. Youths will take mock interviews, and learn occupational dress and hygiene techniques during the workshop. Astwood is convinced that once residents offer the necessary support and participation in all of these projects, his vision to improve the reputation of Five Cays will be a success.

Intolerance attacks freedom of conscience and freedom of thought Dear Editor, Where a footballer cannot praise God in his own mind, to himself, the world has gotten extremely dangerous. This is about Dante Turo, a young footballer and the trend that has taken full root in the United States, formerly the land of the brave and the free.
It is a country where its leaders used to say, “One Nation under God”. Now the US is one nation that thinks it is free to ridicule those who believe in God. A God that many of them say does not exist. If there is no God, if he does not exist, why condemn those of us who worship something that, they say,
does not exist? It tells us that they believe that what we are worshiping is real and their attacks expose their fear of that God that is real but they maintain he does not exist. Thankfully the Turks and Caicos Islands remains free to do what it likes with its freedom of worship and

Independence, education and preparation IN RECENT months there has been much talk about the idea of independence by persons of various standing in the TCI. And what is triggering this is the complaint by some that the TCI constitution limits the elbow room of elected representatives, so that their ability to do things on the people’s behalf is curtailed. But what I really want to talk about is the continued confusion in many circles about what independence is; the strategies involved in making it a reality and examine the concepts of education and preparation as they relate to independence. Many here still feel independence means you do as you like. That there is money out there in abundance that can be borrowed with ease and if you need security or defence against outsiders, the Bahamas or the US will take care of this. So what will we do? The fact is that none of these is the case. Independence is about individual and national responsibility. It involves fashioning a nation to achieve certain objectives which will result in the transformation of the country in the interests of its citizens. This means having a diplomatic core to represent the country abroad and negotiate issues on

its behalf, crafting our own national security apparatus and reconstituting our culture through education to enhance national identity and respect for our heritage. It involves fostering national respect, cultivating a sense of patriotism and managing economic growth. And how does this relate to education and preparation? These two ideas were recently mentioned in our House of Assembly by a member who said that independence is not just about education. It’s about preparation. But education is preparation. They are not distinct activities. No country has undergone any special preparation for independence. It is not like pursuing a course of studies and receiving a credential. The process of political development comes from educating citizens. Through education they become more enlightened about how government works and use this
knowledge to make demands for reform. Further education comes through direct involvement and experience in the mechanics of governance. For example from colonialism to self-government then independence. At each point, more autonomy is ceded. And the best and the brightest make themselves available to facilitate these processes in the service of their country. In the Caribbean, the middle class led these efforts. In Jamaica, it was Norman Manley, in Trinidad and Tobago it was Dr Eric Williams, and in the Bahamas it was Lynden Pindling. There was no preparation in the sense of formally learning lessons. It was education that created the knowledge and competencies to manage the political process which resulted in political freedom and national sovereignty.
freedom of conscience. We have freedom of life, liberty, conscience, and freedom of expression and the right to worship God while not trying to impose our beliefs on anybody. There is no immediate threat because the leaders, as well as followers, of all three parties in the TCI profess a serious belief in God. This letter is not political but a concern about what may happen in the future if we are not vigilant about beliefs and the culture. We are bombarded by US media, culture and trends. Kids are raised on American TV as the preferred ‘babysitter.’ There is, however, a militancy in the US and globally, that does not yet exist in the TCI, where if one simply points one finger in praise to God, that invites an attack and in some cases, a penalty from a football referee. There is a report that: “Seventeenyear-old Dante Turo ran 73 yards to score a touchdown in a high school football game in New York over the weekend. “After scoring the touchdown, Dante raised one finger to the sky in a gesture of thanks to God for allowing him to make the play. “Immediately after, the referee penalised Dante 15 yards for ‘taunting’ and ‘excessive celebration.’ “Dante, his father, and others who watched, were incredulous and did not understand why the referee would penalise Dante’s action so severely for such a simple gesture.” Notice that young Dante Turo did not call God’s name, he did not invite the crowd to pray, he did not try and bully the team or anybody else to pray but as soon as he motioned to the sky, in a gesture of thanks to God, he was penalised by the referee. Basically his right to worship and praise God as he wishes was taken away and deprived. Most importantly he did not call for the establishment of a religion. Yet everyone in the world takes the First Amendment to the US Constitution to mean that the Congress, US governments, state governments will have the right to deny one’s right to worship as one prefers. The First Amendment does not
state that. Really it states that: “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.” All the first amendment states is that Congress shall not pass a law to recognise or create a religion and more importantly that Congress shall not prevent the free exercise thereof. So according to the first amendment, this young had a right for to worship God as he wished and no one had the right to stop him. They have read that first amendment as a means of stopping people from worshipping God as they wished. “Dante’s father also said that his son was not being overly arrogant, but on the contrary, he was taking a moment to give God the glory so he would not become arrogant. “When you score touchdowns, when you make big plays, it's easy to become proud,” Geno stated. “It’s easy to take credit for yourself. I didn’t want my son to get caught up in that.” In speaking of the referee’s decision: “It troubles me,” Geno said. “I think people have forgotten that we settled in this land to flee religious persecution. “We’re supposed to have religious freedom here. But it seems like instead of religious freedom we are being persecuted for our beliefs.” Dante has vowed not to let the referee’s warning deter him from giving glory to God. If he scores another touchdown: “Without a doubt I will raise my finger,” he said. Thankfully the TCI is not yet victim to this kind of attack on freedoms but the media is pervasive that as we watch CNN, NBC, MSNBC, Fox, CBS, where liberals reign supreme the Culture will affect local thinking. So TCI people must be vigilant to prevent this kind of anti-God Culture from seeping to the thought and mind-set of the TCI.

Airline schedule impacts South Caicos Dear Editor The South Caicos Concerned Citizens Association (SCCCA) along with the travelling community of South Caicos wish to express herein our concerns about the newly introduced schedule by InterCaribbean Airways, which has a very adverse impact on passengers travelling from South Caicos to Grand Turk and vice versa. In addition to being a major inconvenience, the new schedule places an undue and added financial burden upon South Caicos residents desiring to travel to Grand Turk, and on the Government, whose officials and workers are required to travel to and from South Caicos from time to time. What is most alarming is the fact that medical patients who are referred to Grand Turk for treatment make up a high percentage of the travellers from South Caicos into Grand Turk, sometimes for very

It is cool to be a Democrat because the Democrats are cool but they, like the liberal republicans, have declared a war on God, the things of God and all that’s good. They are actively pushing abortion, gay marriage and antiChristian beliefs. God forbid that these ideas become a part of TCI culture because some of us want to be “cool”. The Republicans, not a viable alternative, because they are “uncool,” pretend to prefer the things of God but will sit quietly and allow anti-Christian agendas to prevail because they are really focused on money, making money, allow racist tendencies and hate the poor. None of these generalisations are helpful but this is how most of the world see them. So following the US, its political culture and trends are not good for the world and the TCI. Family’s greatest asset Dear Editor, This is an interesting time for me to write to your invaluable paper once again. It was 14 years ago I began to publicly share my views with your readers, shortly after the birth of our first baby girl God had rewarded us with after six years in the union. On October 21, the doctors here at InterHealth Canada performed a successful surgery on my beloved wife and I/we are praising God for his faithfulness and saving her life once again and blessing our beloved and peaceful country with doctors and nurses that cares for the lives and wellbeing for those that are entrusted in their care. When my wife told some people that she was doing the surgery here some questioned if that was a wise decision. But she replied that, the same God that will help her in whatever country she goes to, will help her here. And indeed he saved her. Praise God for his power to heal, save and impart wisdom to the saving of lives and much more things. May God continue to be gracious and merciful to us all.
I couldn’t help to ask for a copy of this beautiful piece that my niece Shandia Gardiner shared with church members, families and friends this past Sunday, which was named: ‘Family and friends day’ so that you can publish it also. God blessed her heart and yours. Here are some of the reasons why I believe family are our greatest assets. 1) Family understands your habits and behaviours better than anyone because they have been with you the entire time. 2) Family stick by you and support you when no-one else would. 3) Family are the most trusted confidant you can have. 4) Family are not afraid to give you good advice. 5) Family pick you up when you’re having a bad day.
6) Family make the greatest teachers (even though sometimes we don’t want to take their advice). 7) Family are the best thing to come home to after a long hard day at school or at work. They are the hardest to leave behind. So you see, no matter what happens in life, at the end of the day, family are our greatest assets and you can always count on family. Shandia is ten-years-old, the same age as our youngest beloved daughter who will be celebrating her birthday on November 19. After meeting Jesus on the way to the shipyard here on Provo many years ago, I was flown to Nassau, Bahamas, shortly thereafter. My brother, one year older than I am, my wife and I, were greeted with these words from a young Bahamian on the tarmac shortly after disembarking the air ambulance flown by our cousin: “Boy you all are a good family ah.” Indeed the Spirit of God reveals that to him. AFTER watching US news, the political debates and the empty can noises of billionaire Donald Trump, US folks are being drawn to Dr Ben Carson, a retired brain surgeon, running for US president. Dr Carson’s remedies for fixing the USA economy and moral decay would in my view repair the same problems we have here in the TCI. The TCI’s problems parallel the USA. Tremendous debt, disconnected government with elitist mismanagement. Gun violence and illegal immigration are problems both countries face. Ben Carson was raised by a single mother married when 13-years-old. Her husband abandoned her with two sons in dire poverty. However she refused welfare, worked at several jobs and taught her sons to be thinkers and selfreliant. When Carson struggled with

There is a speech Dr Carson made before a Manufacturers Association in Pennsylvania. It lays out his background and his general point of view. Well worth watching. Doctor Carson has operated over the years on the brains of 15,000 people worldwide. He has separated several conjoined twins including one very difficult case in South Africa. On this complex operation Dr Carson tells us he prayed his way through it. Dr Carson retired and lives in South Florida with his wife. Based on the encouragement of thousands he is running for president and is
very high in the polls. In my opinion the US voters need to make him their leader. No one else, including some very strong candidates, come close to the personal abilities of Carson. Interesting is our Dr Rufus Ewing abandoned his practice of medicine to continue the policies of an entire administration now in court for alleged corruption. His policies follow the examples of Mike Misick, who recommended Ewing to lead his party. Remember as Chief Medical Director Dr Rufus sold our healthcare to an inexperienced Canadian outfit. This will export 600 millions of your dollars to Canada in the next 20 years, if we have them! Governor’s wife raises $40,000 for local charities MORE than $40,000 was raised for local schools and charities, well over 1,000 school children took part and 60 miles walked by the Governor’s wife - those are the results of Footsteps4Good in Turks and Caicos Islands this October. Speaking last Saturday (October 24) after the final event, Jill Beckingham said: “Many thanks to everyone who participated in this year’s Footsteps4Good. “It was great walking with the school children in all the islands from the largest high schools to the smallest schools in Salt Cay and Middle Caicos. “Like last year the level of sponsorship has been fantastic and now all the many different NGOs will benefit. “There are some wonderful people in our community working selflessly to make the lives of less fortunate better.

Sandals Foundation promotes the gift of reading SANDALS Foundation, the nonprofit arm of Beaches and Sandals Resorts International, unveiled a new collaboration with Scholastic Book Fairs aimed at improving literacy among students in the Turks and Caicos Islands and the Caribbean. Scholastic made the announcement at the ‘Social Media on the Sand’ event at Beaches Turks and Caicos Resort Villages and Spa. At the event special guests Amy Mascott and Alison McDonald, authors of the soon-to-be-released new book Raising a Rock-Star Reader, addressed an audience of influential bloggers, a release from the foundation read. Scholastic Book Fairs, a division of Scholastic that hosts more than 130,000 book-sale events in schools annually, will sponsor Reading Road Trip, the Sandals Foundation’s educational outreach program operated by Island Routes Caribbean Adventure Tours. The weekly programme affords guests of Sandals and Beaches Resorts the opportunity to visit a Sandals Foundation supported schools such the Enid Capron Primary in Five Cays to lend literacy, comprehension and vocabulary support and give books to students throughout the school year. “Scholastic is one of the most vibrant organisations instilling passion for reading among children in the world today,” Heidi Clarke, director of programmes for the Sandals Foundation said.

Applying for a temporary emergency passport THE MINISTRY of Border Control and Employment is reminding citizens of the Turks and Caicos Islands that while there is a requirement to submit applications for a TCI passport in the normal way, locally, the actual printing of TCI passports has been transferred to the United Kingdom. In a press release this past week, the ministry advised that given the implications that the new application process has for travelling at very short notice, everyone is encouraged to check the validity of their passports whether there are immediate plans to travel, or not. More importantly, the expiry dates on passports must be checked prior to purchasing airline tickets as there as strict guidelines governing the issuance of TCI passport stock. The following do not meet the criteria to have an emergency temporary passport issued locally the discovery of a soon to be expired or already expired passport, after the purchase of an airline ticket, a preplanned business trip, vacation or doctor’s appointment overseas, and accidental or intentional damage to a valid passport as a result of inattentiveness, for example spilling liquids on a passport, washing a passport in a washing machine and defacing or tearing passport pages, the release read. Emergency temporary passports
may be issued locally under the following conditions: When there is contact from the hospital regarding the transfer of a patient to another country and the patient concerned is not in possession of a valid travel document. When there is urgent business travel by senior government officials and parliamentarians; and, any other travel that may be considered on compassionate grounds. Additionally, non-British overseas territory citizens are cautioned to be in possession of a valid travel document from their home country at all times as only British overseas territory citizens of the Turks and Caicos Islands qualify for a TCI passport. In the event of an emergency, non-TCI nationals are advised to contact the nearest embassy of their home country. Additional information and forms may be found on the website www. gov.tc/passports. The ministry also advised citizens on the passport photo requirements. The release advised that people must make sure photos for their passports meet all the rules as the application might be delayed if not adhered to. People are further advised to check their application form to see how many photos they need to provide.
Photo size Photos must be professionally printed and 45 millimetres (mm) high by 35mm wide - the standard size used in photo booths in the UK. Standard sizes in photo booths outside the UK can be different. Photos that have been cut down from larger pictures cannot be used. Photos must be in colour on plain white photographic paper, taken against a plain cream or light grey background, identical, taken within the last month, clear and in focus, without any tears or creases, unmarked on both sides (unless a photo needs to be countersigned), unaltered by computer software. Photos must show a close-up of the applicant’s full head and shoulders. It must be only of that person with no other objects or people. From the crown of the head to the chin must be between 29mm and 34mm high. Photos may be rejected unless they show people facing forward and looking straight at the camera, with a neutral expression and your mouth closed, without anything covering the face, in clear contrast to the background, without a head covering (unless it is worn for religious or medical reasons), with eyes open, visible and free from reflection or glare from glasses, with your eyes not covered by

sunglasses, tinted glasses, glasses frames or hair, without any ‘red eye’ and without any shadows in the picture. Photos of children Children must be on their own in the picture. Babies must not be holding

CRIME BLOTTER Police arrest man found with gun and ammo OFFICERS of the Royal Turks and Caicos Islands Police Force have arrested a 23-year-old man after they found him in possession of a handgun and several rounds of ammunition. On Tuesday evening (October 27) shortly before 10pm police on mobile patrol in the Bight spotted a vehicle that drew their suspicion. After signalling to the driver to pull over, they proceeded to search his person and the vehicle. They subsequently recovered a .45 handgun, matching ammunition and rounds of nine millimetre ammunition. Police said that other items were also seized during the search, and they are conducting further investigations into the recovery. The man is expected to appear in court soon.
Police recover stolen car, searching for three others POLICE are investigating the theft of two cars after responding to a report last Friday (October 23) of a burglary at Bayside Car Rentals, Grace Bay Road in Providenciales. Shortly after 8am an employee returning to work at
the car rental company discovered the business place was broken into, police reported. A white 2006 Nissan Tida Vehicle Identification Number (VIN) SC11063265 (the vehicle did not have a licence plate) and a red 2004 Toyota Willcypha registration TC7777 VIN NCP700026464 were stolen. Police have since recovered the red 2004 Toyota Willcypha but the white 2006 Nissan Tida is yet to be recovered. In a second incident, police are also investigating the theft of a gold coloured Chevrolet Trax Jeep with the licence plate number TC5200 and VIN 3GNCJ7CE9FL126077 after responding to a report on Monday (October 26) shortly before 8am of a burglary at Budget Car Rental Office. Police said that an employee returning to work at the car rental company located at Town Centre Mall compound discovered the business place was broken into and the gold coloured Chevrolet Trax Jeep was stolen. In a third incident, police are looking into the theft of a yellow four door Nissan March with the licence plate number TC27819. Investigations were launched after officers responded to a report of a burglary on Sunday, October 11, shortly before 7pm. A resident returning to his home located at a Lower Bight address discovered that it was broken into and the yellow four door Nissan March was stolen. The three cars have yet to be found.
Police are appealing to the public, if anyone knows the location of the stolen vehicles to provide them with any information, and cautioned that people should not act on their own to recover the stolen items. They are also urging anyone with information in relation to the incidents to call Crimestoppers on 1-800-8477.
Crime prevention tip - Reducing violence Look for ways to settle arguments and disagreements without violence. Remember if you resort to violence to settle disputes, a child may well follow your example. Be a good role model. Use good manners to help ease tensions that can lead to violence. Teach kids that showing respect for themselves and for the needs of others can prevent crime. Report crimes and suspicious activities to police; agree to testify when necessary. If you want to live in a safe community, stand up for what you believe in. Don’t support illegal activities, like buying stolen property or using illegal drugs. It’s the wrong message to send to a child, and it involves you in criminal activity. It also encourages more crime that hurts you and your neighbours.

Ianthe Pratt and Hope Foundation receive school supplies BY DAISY HANDFIELD ABOUT 50 infant class students at Ianthe Pratt Primary School (IPPS) in Providenciales will be the beneficiaries of school supplies recently donated by a family visiting the Turks and Caicos Islands. The donation was presented to the school by a family of seven during a devotions ceremony at the school grounds on Monday (October 26). Aside from the school supplies, new swing sets were installed on the playground and the school’s administrative block was repainted. During an interview with the vice principal of the school, Robin Cox-
Foster, on Monday (October 26) she said that the students were extremely excited about the donation and the renovation. The Seipert family were visiting the TCI from the United States for a week’s vacation and spent several hours daily from their vacation at the IPPS repainting the building themselves. Manager for talent growth and local affairs at the Grace Bay Resorts, Carlton Mills, said in a separate interview that the family had contacted him months ago about making a donation to a school, and he encouraged them to make the donation specifically to the IPPS. Grand Turk Rotaract raises funds for mammogram machine BY DAISY HANDFIELD THE ROTARACT Club of Grand Turk is planning to raise between $6,000 and $8,000 for a new mammogram machine. This will allow residents of Grand Turk and Salt Cay to get tested for breast cancer without having to travel to Providenciales. President of the Rotaract Club of Grand Turk, Temard Butterfield, on Thursday (October 29) said that this machine will benefit the two islands. “We realised that there is a need for mammogram machines to service the community of Grand Turk and Salt Cay and because there is none on these islands persons have to travel to Providenciales to be tested,” Butterfield said. He added that this initiative would not only be to raise funds, but to also raise awareness to the fatal disease. Up until the second week of November members of the club will be asking Grand Turk residents to make a donation through pledges on behalf of the Cancer Foundation for the machine.
Butterfield said that pledges can be made in honour of loved ones who are battling cancer, those who have survived or even those who have passed away from the illness. People who make a donation will receive a pink ribbon to show that a contribution was made towards the worthy cause. The president said that he encourages residents of Grand Turk to contribute in order to help them gain success in fighting against breast cancer. He said: “I am very proud of my community service team which is spearheaded by Janique Fritz who actually came up with the initiative.” Those interested in making a donation or assisting the club in any way can contact the president via email at rotaractclubofgrandturk@outlook.com. October is Breast Cancer Awareness Month, which is an annual campaign to increase awareness of the disease. She said: “The Hope Foundation Autism Classroom was blessed by Blaine Seipert and his wife and children with a generous donation of art supplies. “We are happy to receive this gift in order to begin a small art programme in the classroom. “They also donated a few games and toys that were specially selected for children with autism.” She said that it was donations like these that helped to keep the autism classroom running and growing throughout the years. The Hope Foundation for Autism Awareness, a non-profit organisation, was founded in the Turks and Caicos Islands on April 16, last year to cater to autism awareness, diagnosis, and treatment. Members estimate that there are hundreds of undiagnosed cases of children with autism spectrum disorder (ASD) in the TCI.
BOAT Builder. Mentor. Navigator. Free Spirit. Dog Lover. The son of the Rev Arnold and Evelyn Mathews, Dave spent his youth in North Bay and in Peterborough, Ontario and Winnipeg, where he graduated from the University of Manitoba. Wherever the family lived, summers were always spent at Pinewyn cottage on Eagle Lake, South River, Ontario, where he developed his passion for boating. Dave moved to Pickering, Ontario after graduation, where, for the next 10 years, he worked as a claims adjuster for Travellers Insurance by day and spent his nights and weekends building his sailboat, TAO. Many, many friends became involved in this huge project, a Piver multihull which, upon completion back in the early 70s, at 56 feet, was the third largest trimaran in the world. Dave and his then partner Faye started the boat charter business in Toronto Harbour and then began taking guests to and from the Bahamas in 1972. In 1985 he and Diane Newton and Skudgie Dog brought the big boat to the Turks and Caicos Islands, where they did day charters for many years. The Turks and Caicos Islands was David’s home for 20 years. He chartered his yacht with the help, over the years, of Disey, Mike, Henry, Brian, Chad, Sue, and Skudgie Dog, to name a few of many. He regularly announced the weather over the VHF radio in the mornings, before the days of TV and computers.
Many a good time was had upon his yacht, and deep friendships formed during this time. His Canadian friend Bill Pump had been the mainstay of Dave’s life, up until the very end. Of interest to film buffs, ‘Horse Latitudes,’ a film starring Gordon Pinsent, was filmed aboard TAO, not in the Atlantic, but in Toronto Harbour. Who was the stunt man during filming? Dave, of course. When Dave sold TAO in the late 90s, he moved back to Ontario where he operated a very successful yacht delivery service. He applied his 200-tonne Master’s Ticket skills on many occasions, and regularly passed through the Turks and Caicos Islands during deliveries. David will be dearly missed by his two sisters Rosemary Riley, Georgetown, Ontario, and Nancy Pryor, Salmon Arm, British Columbia, his friend and partner Barbara Dixon and, of course, his dog Charlie. A celebration of Dave’s life will be held at the Royal Canadian Yacht Club, City Side, (Bloor and St George Streets), Toronto, Canada, on Saturday March 5, 2016, 2 to 4pm. All who knew Dave would agree that he lived the following quote: “There is nothing, absolutely nothing, half so worth doing as simply messing around in boats.” Ratty (Wind in the Willows). Gov’t hosts child and gender responsiveness workshop A NATIONAL workshop will be held next week on child and gender responsive budgeting in Grand Turk. The workshop is being hosted by the Ministry of Home Affairs, Transportation and Communications/ Department of Social Development and Gender Affairs on November 11 to 12 at the NJS Francis, West Committee Conference Room, House of Assembly. The event is a joint initiative of UN Women, being sponsored by UNICEF and DFID in collaboration with the Organisation of Eastern Caribbean States (OECS) Commission. The workshop aims to bring about awareness through following objectives: Help to develop skills and expertise to enable governments to integrate child and gender needs and priorities into a country’s
strategic planning and budgeting processes. To build national capacities for child sensitive and gender responsive budgeting in sectorial and national budget processes and cycles. To help build capacity of the various ministries and government agencies within the Eastern Caribbean Area (ECA) and to assist them in integrating the concept and principles of child and gender responsive budgeting within their policybudget frameworks. Increased knowledge and strengthen the standard operational practices of policy makers and social development practitioners in the OECS sub-region and Caribbean overseas territories on child and gender responsive budgeting. The Department of Social Development and Gender Affairs
is the leading agency in child protection and gender equality, this also includes the responsibility of ensuring that the protocols, policies, legislations, gender needs and priorities are implemented into a country’s strategic planning and budgeting processes. Attending the workshop will be representatives from key ministries and departments (financial officers, budget officers, health professional, education offices and social workers). On Friday, November 13, the consultant will meet with Government officials to strengthen the working partnership and begin preparation for the joint work plan for 2016. Reggae concert to showcase local talents BY DAISY HANDFIELD PROCEEDS from Sand Jam 2015, an upcoming reggae concert in the Turks and Caicos Islands, will help to form a non-profit organisation called ‘Music is Life’. Co-chairman for Sand Jam 2015 Donna Davis on Tuesday (October 27) said that another reason for the event is to showcase the country’s local talent who usually go unnoticed. She said: “This is all going to benefit a foundation called Music is Life and that’s a programme that is going to help support our youth who have talent but just need an opportunity. “Turks and Caicos has a lot of musical talent on the island and sometimes the general public, unless they are invited to a private event, I don’t think that they get to hear some
of our local guys. “We decided to put together a music festival that would bring in an international band, Caribbean music and then couple it with a lot of our local artists.” Local talent such as V6 from Grand Turk, Keno and Kazz, Elroy and Daz and prime DJs will be featured during the event. International reggae performer, Mighty Mystic hailing from Jamaica will be in the TCI that night to perform. There will also be a Junkanoo performance by cultural Junkanoo group, ‘We Funk’. Clement Howell High School and Long Bay High School choirs will showcase a special piece in honour of the late Bob Marley. When asked about expectations for attendance to the event, Davis
said that she was optimistic that at least 1,500 people would attend. The event is scheduled to take place on November 14 at Flamingo’s Café on the beach in Grace Bay in Providenciales. Entry fee for the event will be $10. There will be food and drinks available for purchase. DJs will start playing music at about 1pm, local performances will start at about 2pm, the headliner which is the international guest will be on stage at about 6pm and the DJs will return back on until about 10pm, closing off the event. Davis said that interested sponsors still have the opportunity to jump on board and be a part of the initiative. Sponsors will receive a special VIP booth. Students take part in annual outreach programme ABOUT 200 students from the Oseta Jolly Primary’s fourth and fifth grade classrooms participated in the School for Field Studies’ annual outreach programme on the school grounds in Blue Hills on Wednesday (October 28). This initiative is a collaborative effort between the Amanyara resort and the School for Field Studies. The outreach programme which was conducted at the Provo Primary International School last year is an essential course for fourth and fifth grade level students because questions about coral reefs and
marine life usually come up on the Grade Six Achievement Test (GSAT). This year’s programme consisted of in and outdoor activities related to coral reefs and sea animals. The students made sea animals from paper, engaged in interactive computer programmes on the coral reefs and participated in lectures on marine life. Principal of the school Rachel Handfield, on Wednesday (October 28) she said that the programme was extremely beneficial to the students because it augmented their social
studies and science curriculums. “It was a fun filled, educational day for the students. They also got the opportunity learn from practical activities. “I embrace this programme because it helps us to achieve our educational goal and it strengthens our relationship with our partners.” In addition to the primary school students, 20 students from the School for Field Studies attended and joined in on activities which focused on the TCI wildlife and the environment.

November is alcohol awareness month
– Keen focus on underage drinking AS IS now customary, the Department of Mental Health and Substance Dependence (DMHSD) will be increasing public awareness and understanding about alcohol abuse, treatment, and other related issues this November. During alcohol awareness month, people will be encouraged to evaluate their own drinking and determine if they need to change their habits. The department will also be highlighting treatment and prevention of alcoholism with particular focus on underage drinking, a press release from the Government press office read. According to the release, most people have a general sense of the negative impact of high-risk drinking, but may not realise how widespread and extensive the consequences are. In neighbouring United States, nearly 80,000 people die each year from alcohol-related causes, making it the third leading preventable cause of death. In addition, alcohol problems can cost governments billions each year, primarily from lost productivity, but also from healthcare and property damage costs. Problems such as these affect everyone, regardless of whether they drink or not. Underage drinking also carries significant consequences and needs to be reduced in order to ensure the future of Turks and Caicos Island’s youth. Alcohol used by the youth is a serious issue and has association with traffic fatalities, violence, suicide, education failure, overdose, unsafe sex, even for people who may never develop a serious addiction. Alcohol is the number one drug choice for the TCI’s youth, and has the potential to cause
more deaths than all illegal drugs combined. Reducing underage drinking in the TCI requires effort from everyone; parents, schools, community organisations, business leaders, Government agencies, alcohol manufacturers/ retailers, and the youth. With this year’s theme, ‘For the health of it: Early education on alcoholism and addiction,’ the month of November will be filled with local events aimed at educating people about the treatment and prevention of alcoholism and encouraging individuals and families to get help for alcohol-related problems. Activities being held by the Department of Mental Health and Substance Dependence include the seventh annual Intercampus College Debate on November 6, at 10am at the TCI Community College, Grand Turk Campus. Alcohol screening at local hospitals – November 9 (alcohol screening questionnaires will be administered, and counselling will be available on site). Alcohol free weekend: November 13 to 15 (during this 72-hour period, the DMHSD extends an open invitation to all residing in the Turks and Caicos Islands, to participate in three alcohol-free days. Mosquitoes in the garden THERE are two things that mosquitoes need. They need blood to manufacture eggs and a place to lay their eggs. The mosquitoes lay up to 250 eggs at a time in still water and will hatch in about seven to 10 days. That is why it is important to clean out water weekly, to keep mosquitoes from breeding. Mosquito hatcheries are everywhere. With all the rain we had, expect a lot of mosquitoes and many items that might keep water include wheelbarrows, tires, cans, bottles, toys, garden equipment, pool covers, pipes, tarps, drains, bins and even a bottle cap.
Also remove standing water from fountains, ditches, clogged rain gutters, plant saucers, puddles and buckets. The cistern should be sealed and its opening should have a mosquito net. If you have a pond or fountains, you might consider adding fish that would eat the mosquito larvae. To avoid mosquito bites it’s always wise to wear long sleeves, avoid wearing perfume and scented hair products, make sure you have installed or repaired window and door screens and apply insect repellent that contains DEET only on children over the age of two months. Another product made of oil of lemon eucalyptus is effective but
should never be used on children under the age of three. Dengue fever Dengue fever is primarily a disease of the tropics that is transmitted by the mosquito. The mosquito is a day-biting that prefers to feed on humans. Those infected with dengue can suffer from a spectrum of illnesses ranging from a viral flu to severe and fatal haemorrhagic fever (DHF). The dengue virus is passed back and forth between mosquitoes and humans and causes an extraordinarily painful ailment that exists in four known strains or serotypes. Dengue is especially dangerous to children, who generally have one infection, but if bitten again can get a more serious infection that can lead to dengue haemorrhagic fever (DHF). DHF causes severe internal
bleeding, shock, and circulatory collapse, and is usually fatal to children. Dengue is increasingly becoming a plague of global proportions and may soon eclipse malaria as the most significant mosquito-borne viral disease affecting humans. Mosquito trapping devices Many mosquito trapping devices are based on generating carbon dioxide (CO2) to lure the mosquitoes to the device. Once in the vicinity of the fan on the device, the mosquitoes are sucked up into the device and into a collection bag where they will die. The CO2 baited traps will catch mosquitoes. However, even an impressively large collection may be a minute percentage of all the blood-seeking females in the area and this will not likely impact large
populations of mosquitoes. These devices are only successful if the wind is low, the actual mosquito population is low and there are no other factors to attract the mosquitoes in that area. Bug zappers Bug zappers use ultraviolet light to lure mosquitoes into a trap that will electrocute them. These devices attract many types of insects such as moths and beetles. Studies have shown that these devices do not reduce the number of biting mosquitoes, and they kill other types of insects more often than they kill mosquitoes. The best way to reduce the mosquito population is by preventing them from breeding in close vicinity to your home by making sure your garden has no nests, as well as sharing this information with your neighbours.

Be a defensive driver DRIVING is risky business. As a defensive driver, you can avoid crashes and help lower your risk behind the wheel. If you’ve been out on the roads, you know that not everyone drives well. Some people speed aggressively. Others wander into another lane because they aren’t paying attention. Drivers may follow too closely, make sudden turns without signalling or weave in and out of traffic. Aggressive drivers are known road hazards, causing one third of all traffic crashes. But inattentive driving is becoming more of a problem as people ‘multitask’ by talking
on the phone, texting or checking messages, eating, or even watching TV as they drive. You can’t control the actions of other drivers. But updating your defensive driving skills can help you avoid the dangers caused by other people’s bad driving. Before you get behind the wheel of that two-ton frame of glass and steel, here are some tips to help you stay in control, stay focused. Driving is primarily a thinking task, and you have a lot of things to think about when you’re behind the wheel: road conditions, your speed and position, observing traffic laws, signs and signals, following directions, being aware of the cars around you, checking your mirrors - the list goes on.
Staying focused only on driving is key. Distractions, like talking on the phone or eating, make a driver less able to see potential problems and properly react to them. It’s not just teen drivers who are at fault. People who have been driving for a while can get overconfident in their driving abilities and let their driving skills get sloppy. All drivers need to remind themselves to stay focused. Stay alert. Being alert (not sleepy or under the influence) allows you to react quickly to potential problems like when the driver in the car ahead slams on the brakes at the last minute. Part of staying in control is being aware of other drivers and roadway users around you (and what they may suddenly do) so you’re less likely to be caught off guard. For example, if a car speeds past you on the highway but there’s not
much space between the car and a slow-moving truck in the same lane, it’s a pretty sure bet the driver will try to pull into your lane directly in front of you. Anticipating what another driver might do and making the appropriate adjustment helps reduce your risk. Never assume that other drivers are sober, alert, and follow the rules of the road at all times.

Free water - just how it ought to be WITH everything we know about plastic pollution and the continuing use of single use plastic it was very encouraging to find out this week that Graceway Sports Centre installed a water refilling station a year ago in a bid to combat the rising tide of plastic and educate the sports centre users into making a change for the better. The special water dispenser which has an integrated reverse osmosis feature is unique in that as you refill your reusable bottle, a digital counter calculates how many plastic bottles have been avoided, and in less than one year they have eliminated more than 50,000 single use disposable plastic bottles. Fifty thousand in just one year from one sports centre! Just imagine how many more can be avoided if every business, especially hotels, installed a refilling station like this which not only avoids single use plastic but is also educational by having the digital counter ticking over with each use. These dispensers are now becoming a common feature in airports and other locations around the world to make it easier for clean, drinkable and more importantly, free water to be readily available to the
public. As more people become aware of the problems of plastic pollution on the environment it is hoped that one day they will become the new normal. Many hotels and resorts on island still hand out small bottles of water for their guests who add to the growing problem of waste both on land and in the marine environment. A small number of hotels hand out reusable bottles for their guests to refill at the standard five gallon bottle dispensers on the property. One plastic bottle will take approximately 450 years to completely breakdown. The price of bottled water can be over 2,000 times more than tap water. More than 75 percent of plastic bottles are not recycled. Ninety percent of the trash in oceans is plastic. At least 40 percent of all bottled water is just filtered tap water. Chilli turkey wraps INGREDIENTS • 2 kg beef brisket, trimmed and sliced into 2.5cm thick pieces across the grain • 500 ml hot coffee • 3 large dried chillies (ancho, chipotle or poblano) • Olive oil • 2 heaped teaspoons ground cumin • 2 heaped teaspoons smoked paprika • 1 heaped teaspoon dried oregano • 2 fresh bay leaves • 2 red onions, peeled and diced • 3 to 4 fresh chillies • 2 cinnamon sticks • 10 cloves of garlic, peeled and

activities. But you don’t always feel pain in your back when there is a problem. Restricted movement or discomfort in your arms, legs and shoulders are also indications that something’s up with your spine.
FACT: At one time, many people believed this to be true. But in fact, bed rest may worsen your back pain unless it is so severe that you cannot move. See a health professional such as a chiropractor about chronic or new back pain. MYTH: Applying heat is
recommended for a sore back. FACT: Applying heat may worsen the inflammation of the joint and surrounding muscles and ligaments. Use ice on a sore back instead. The usual recommendation is to ice – use a commercial cold pack, a bag of frozen vegetables, or ice in a dampened towel – for the first three days of acute pain. Limit cold pack treatments to 10 to 15 minutes at a time, and always place a damp towel or cloth between the sore area and the ice. MYTH: Pain is the main indication that something is wrong. FACT: Pain in your back is definitely an indication that something is wrong, especially if the pain is chronic and stops you from doing everyday chores and
• Make your coffee and, while it’s hot, soak the dried chillies in it for a few minutes to let them rehydrate. • Meanwhile, put your largest casserole type pan on a low heat and add a few lugs of olive oil, the cumin, paprika, oregano, bay leaves and onions. • Fry for 10 minutes, until the onions have softened. Deseed and chop half your fresh chillies. • Slice up the rehydrated chillies and add them to the onion mixture along with the chopped fresh chilli, the cinnamon sticks, sliced garlic, a good pinch of salt and pepper and a splash of the chilli-infused coffee. • Stir, then add the rest of the coffee, the tinned tomatoes and the molasses or sugar. • Add the pieces of brisket and another good pinch of salt and pepper, cover with a lid and simmer for around three hours, stirring occasionally. • After a few hours use two forks or a potato masher to break the meat up and pull it apart.
• Once you’ve done this, add the sliced peppers and tinned beans and leave to simmer, stirring occasionally, for 30 minutes with the lid off until the meat is completely falling apart and delicious. • Have a taste and season well – if you require a bit more heat, this is the
time to deseed and chop the rest of your fresh chilli and stir it in. • Dollop a big spoonful of soured cream over the chilli if you fancy it, and serve straight from the pan, with fluffy rice, flatbreads or potatoes and a really nice fresh lemony green salad.
MYTH: Bed rest is a great treatment for back pain.

CARICOM observer mission identifies deficiencies in Haiti elections DESPITE the significantly reduced cases of violence in Sunday’s presidential and legislative polls in Haiti, the Caribbean Community (CARICOM) electoral observation mission said inadequate space at polling stations, anomalies pertaining to voting norms and inadequate legislation are among the issues that need to be resolved for future voting. And it said that unless the problems are corrected, there could be “undesirable sequels in the future”. In a preliminary statement released by chief of the mission, Dr. Robert Surujbally on Tuesday, the team gave a glimpse into the matters which will be discussed in it full report. The eight-member mission, which visited 127 polling stations, pointed to: too many anomalies pertaining to voting norms, but noted that it could not be ascertained whether those were accidental or due to deficiencies in the training of the Provisional Electoral Council (CEP) staff; and varying methodologies in the poll practices, on occasion, being used by CEP officers during the course of the day; for example, different fingers were stained as a form of identification. One of the other major issues was inadequacy of physical space in polling stations. The areas in which CEP staff had to operate were described by the mission as being “sauna-like conditions” which occasionally led to frayed nerves, although the team never saw any altercations be between CEP officials and voters evolving into physical confrontations. “Nevertheless it was the considered opinion of the team that five polling stations in one room would obviously not be conducive to an optimal working environment,” the mission said, noting that having several polling stations in one building led to
some degree of turbulence at the entrance of the polling station complex. “The absence of trained, qualified and experienced ushers (information clerks/ ‘orienteurs’) exacerbated this problem.” As for the tabulation of votes, the CARICOM mission said there would be more transparency if the methodology of processing the tally sheets – not the content of the tally sheets – was shared with political parties and other important stakeholders. “It would help matters if, prior to the elections, relevant laws were to be enacted, so as to assist any Electoral Court/Tribunal in carrying out its deliberations,” it added.
THE Bahamas failed to become the first English-speaking Caribbean country to sit on the United Nations Human Rights Council after an unsuccessful bid on Wednesday. In the election the Bahamas was well received, but the113 out of 192 countries votes were not enough to achieve the desired outcome. Minister of Foreign Affairs and Immigration Fred Mitchell said: “Today on behalf of the Government of The Bahamas I thanked the Ambassador and staff of the United Nation’s Mission for The Bahamas in New York for their valiant efforts in seeking to get the country elected to the UN Human Rights Council. We were not successful but the team put in a valiant effort for which they are to be commended, especially having joined the campaign some six weeks ago. The campaign was run almost exclusively by the young people of
the Foreign Ministry.” Prior to the elections Mitchell had said that he thought the time was ripe for the Bahamas to have a say. “We think, more importantly, that we have something to contribute and, amongst other things, we believe that the world’s interest in migration at the moment is a subject to which The Bahamas can contribute. We experience thousands of economic migrants coming to our shores without leave every year and it is important from the Caribbean perspective on these issues to find their way into this world forum.” The country’s campaign for a seat on the UN Human Rights Council was run “almost exclusively” by diplomats under the age of 40, most of them younger than 30. And Mitchell said the campaign was intentionally “a young diplomat’s campaign”.
The Bahamas: Work stopped at the Pointe FORMER Deputy Prime Minister Brent Symonette on Tuesday called for the country’s executive leadership to resign after it was revealed that developers of the $250m The Pointe resort had overstepped approved works and were issued a stop order from the Ministry of Works. Mr Symonette accused Prime Minister Perry Christie and Deputy Prime Minister Philip “Brave” Davis of being “complicit or reckless” as he questioned why construction at the luxury downtown development was not under greater scrutiny. The Ministry of Works’ Buildings Control Division issued a stop order last week after a site visit revealed that construction had progressed further than the permits issued for ground preparation allowed, The Tribune was told. “We have requested them to issue a stop order,” said Buildings Control Officer Craig Delancy. “The (permit application) process hasn’t been completed so we requested that
they stop and make sure get all the approvals in place. The applications are in, but they haven’t gotten all the approvals. There will always be modifications and changes, the ground preparation was done but they appeared to have gone a little further.” Mr Delancy added: “We’ve looked at some of their initial foundation works and drawings and piles. We had no objections to the piles drawing but we’re still asking them to get all the approvals in place.” “It’s all pending,” he added, “there are other agencies involved so hopefully they will get things sorted out within the week or so.” China Construction America (CCA), The Pointe’s developer, broke ground on the Bay Street development in August while engaged in a dispute with megaresort Baha Mar over the stalled $3.5bn Cable Beach project. In an interview with The
Tribune on the sidelines of the event in August, Mr Christie said construction of The Pointe was not intended to start before Baha Mar was completed; however, the Cable Beach resort’s extensive delays had now forced both developments to overlap. Scheduled for a 2017 launch, the Bay Street project is expected to provide 250 construction jobs for Bahamian workers, and some 500 jobs within the 200-room entertainment hotel, oceanfront residences and 80-slip marina. The development also boasts a 1,000-car garage, a bowling alley, and movie theatre. On Tuesday, Mr Symonette demanded an explanation from the government on whether officials allowed the developer carte blanche to build without following protocol. “This project is so large the prime minister and the deputy prime minister should have been

extra vigilant,” Mr Symonette said. “Either they didn’t care or they were reckless and they deserve to explain to the Bahamian people. They should not push this off to the Ministry of Works - here we have a man who is prime minister and the one who wants to be prime minister. They should have a firm grip on this project. “In light of the whole debacle
with Baha Mar and the things that you’re reading in the newspaper with the Chinese government involved with different things, officials at the Ministry of Works should have been extra vigilant that they did not go beyond the permits they had, we’re talking about a multi-story building which has some serious liabilities. This is the Bahamian people’s lives they’re gambling with.”

The Bahamas: Joaquin set to cost insurers $25-$30m

Two appear in court for murder of British attorney and wife in Tobago A VINCENTIAN and Trinidadian man are behind bars of remand after appearing in court on Tuesday charged with the murder of Britishborn attorney Richard Wheeler and his wife in Tobago last week. Naajip Hills, a 23-year-old Vincentian who has been living in Tobago for the past three years, and 29-year-old local Andre Romeo appeared in the Scarborough Magistrates Court and were remanded in custody until November 24. It was the first court appearance for the two construction workers since they were charged on Monday evening for the murders which occurred sometime between October 18 and October 21. A woman who was also arrested with the duo and was being
questioned in connection with the murders, was released pending further investigations. However, Assistant Commissioner of Police Vincel Edwards said the murder probe was continuing and they had not ruled out the involvement of other persons in the crime. Wheeler, 73, a British national who was a senior partner with Lex Caribbean, was chopped several times on his head and hands while his 67-year-old wife, a real estate agent with Island Investment, was also had her throat slit at their home in the middle-class neighbourhood of Riseland Gardens, Carnbee. She was found on the lawn while he was discovered inside the house lying face down in a pool of blood.
T&T reassures citizens after woman dies from Swine Flu T&T HEALTH authorities last sought to re-assure the population after a woman is believed to have died from the H1N1 Influenza (swine flu). The woman, Cherrie Ryce, 46, died at the San Fernando General Hospital on Saturday. In a statement, the Ministry of Health said influenza is an acute illness that can be caused by several different viruses, including H1N1, H3N2, and other respiratory viruses that circulate in all parts of the world. “Safe and effective vaccines that can prevent influenza or reduce the severity of illness are available at local health centres. Vaccination is especially important for people at higher risk of serious complications of influenza and for people who live with or care for high risk individuals,” the ministry said. “In tropical countries, such as ours, influenza occurs throughout the year, unlike countries with
colder climates when seasonal epidemics occur during the colder months,” the statement said, noting that in Trinidad and Tobago more than 6,000 suspected cases of influenza are reported yearly. Symptoms of influenza, said the ministry, can include high fever, cough, headache, muscle and joint pain, sore throat, runny nose, and generally feeling unwell. “Most people recover within a week without any medical attention. However, influenza can cause severe illness in some persons, including the elderly, infants, young children, and pregnant women, as well as those with chronic medical conditions, such as heart, lung, kidney disease, and diabetes.” The ministry said it would continue to “monitor all diseases of public health importance” and urged the public to ensure that they follow proper sanitary guidelines so as to protect their health.
Total insured losses from Hurricane Joaquin will likely total between $25-$30 million, Tribune Business was told this week, with the sector set to reassess its underwriting approach following the storm. Patrick Ward, Bahamas First’s president and chief executive, said that while the property and casualty insurer was still calculating its own Joaquin exposure, its total claims would be “north of 100”. He added that damage inflicted by the Category Four hurricane would likely cause the Bahamian insurance industry to examine its approach to underwriting risks in coastal areas, given the impact of “seawater inundation” in the southern and central islands. Mr Ward, though, said it was unlikely that the Joaquin damage and associated insurance payouts would result in any increase in the sector’s reinsurance costs for 2016 a key factor in determining insurance premium prices paid by Bahamians. “At this point, I would say the market loss for all lines is going to be somewhere in the region of $25$30 million,” Mr Ward told Tribune Business of the likely level of Joaquin-related claims. “It’s definitely within what we expected. Obviously, saying that here from New Providence is one
thing, but if you look very closely at the impact this has had on individuals in those areas they’d be telling a very different scenario. We’re always conscious of that.” That sum only applies to insured losses, and is much lower than the total repair/recovery cost that the storm has inflicted on the southern and central Bahamas. Prime Minister Perry Christie suggested that the damage was at least $60 million and rising almost two weeks ago, and the disparity between that figure and Mr Ward’s estimates reflects the relatively low level of insurance penetration in the impacted area. Bahamas First is thought to be the Bahamian carrier with the greatest Joaquin exposure, and Mr Ward said: “Our indications are that we’ll be receiving north of 100 claims as an entity and, by this stage, we think we’ve heard from essentially everyone filing a claim. “I can say that most of the claims reported have been seen by an adjuster; either an internal staff member, or an external adjuster retained to look after hurricane claims.” Mr Ward agreed that Bahamas First’s Joaquin exposure, and that of the entire industry, “probably in no way compares to the number
of damaged homes, vehicles and property out there. “But it tells you about the lack of insurance, or inadequate coverage,” he added. While Joaquin’s insured losses are much less than those incurred during either Hurricanes Sandy or Irene, the Bahamas First chief said total storm losses were “typically significantly above” those incurred by the industry. Mr Ward said the low penetration of insurance in the Joaquin-ravaged islands stemmed from personal choices by their residents and businesses, rather than lack of product availability. “It’s not a question of whether it’s available,” he told Tribune Business. “It’s more a question of personal choice. “These are cases were people elect not to insure as opposed to buying insurance. There are cases where people, even though they have a mortgage, if that mortgage is below the level of the value of the land, the bank doesn’t pressure them into getting insurance.” Mr Ward, though, suggested that Joaquin may cause the insurance industry to alter its approach to assessing and underwriting risk when it came to properties located on the coast.
Bell blames the FNM for present levels of violence STATE National Security Minister Keith Bell on Monday blamed the Free National Movement for the country’s current crime crisis, adding that had the former government “been responsive, a great deal of the violence that we are experiencing today could have been avoided”. Speaking in the Senate, Mr Bell criticised the FNM for “adopting an attitude as though they were never in a position to address many of the crime challenges that we are experiencing today.” Mr Bell said criminal gangs flourished under the former administration, adding that the PLP is now left to “clean up the mess left by the FNM’s inaction and deal with today’s crime challenges.” Mr Bell also accused opposition senators of “twisting” every debate, no matter the subject, to one on crime and violence to “suit their limited purpose.” He subsequently challenged the FNM senators to point out the FNM’s crime initiatives that had any affect on crime between 2007 and 2012 – the Ingraham
administration’s last term in office. However, FNM Senator Kwasi Thompson subsequently blasted Mr Bell’s comments as “shameful”. He added that the remarks were a “waste of time because they do not go to resolving our problems that we are facing today.” The exchange came during yesterday’s Senate debate over the government’s Rehabilitation of Offenders Amendment Bill, which seeks to shorten the time for some convicts to have their police records wiped clean. Black women just as likely to get breast cancer as white women – But 42% more likely to die from it BLACK women have long been more likely to die of breast cancer than white women, but this frightening statistic was once tempered a bit because black women were less likely than whites to get breast cancer in the first place. No more. A new report from the American Cancer Society finds black women are just as likely to get breast cancer as their white neighbours, and they are 42 percent more likely to die of it. “From 1989 to 2012, breast cancer death rates have decreased by 36 percent; and, as a result, 249,000 U.S. breast cancer deaths have been averted during this time period,” the American Cancer Society’s Carol DeSantis and colleagues write in their report. “Widening racial disparities in breast cancer mortality are likely to continue, at least in the short term, in view of the increasing trends in breast cancer incidence rates in black women,” DeSantis’s team writes in

to be offered, and to accept, the best treatment options. Several studies offer clues — there may be genetic differences, there may be disparities in getting medical care, and black women may simply avoid doctors more. A 2013 study found black women were often sicker to start with, suffering other conditions besides breast cancer. “Black women are also disproportionately diagnosed with triple-negative breast cancers,” DeSantis’s group wrote. This type of tumor is very difficult to treat. According to the National Cancer Institute, 25 in every 100,000 white women die of breast cancer. Nearly 34 in every 100,000 African-American women die of breast cancer. Just 16 out 100,000 Hispanic and American Indian women die of breast cancer. This week’s study finds similar patterns. Hispanic women may have lower breast cancer rates, DeSantis and colleagues said, because they have children at younger ages and have more children than women from other ethnic groups. Having children younger protects from breast cancer, as does breastfeeding those children.

Two-thirds of the world has herpes, WHO says TWO-thirds of the globe’s population has herpes, according to the World Health Organization. That’s more than 3.7 billion people under the age of 50, or 67% of the population, the organization said Friday. There are two types of the herpes simplex virus, an infectious and incurable condition. HSV-1 is primarily transmitted through oral-oral contact and causes cold sores around the mouth, while HSV-2 is sexually transmitted and causes genital herpes. But the new WHO study shows that HSV-1 can also cause genital herpes through oral sex. Now, over half-a-billion people between ages 15 and 49 have
genital herpes caused by either strain of the herpes virus. “Access to education and information on both types of herpes and sexually transmitted infections is critical to protect young people’s health before they become sexually active,” Marleen Temmerman, Director of WHO’s Department of Reproductive Health and Research, said in a statement. In the Americas, the region with the lowest rates of infection, 49% of women and 39% of men are estimated to carry HSV-1. In Africa, the region with the highest rates, 87% of both women and men are estimated to have HSV-1. (Time.com)

Surprise Discovery: Oxygen found on comet in Rosetta mission The U.S. Department of Health and Human Services recommends four servings of vegetables and three servings of fruits daily for active women and most men.
More fruits, veggies in youth linked to healthy heart decades later YOUNG adults who eat the most fruits and vegetable have the least calcified plaque buildup in their arteries decades later, which indicates a reduced risk of heart disease, according to a new study. “Most dietary studies out there on things like fruits and vegetables or healthy fats are all in an older population,” said lead author Dr. Michael D. Miedema, of the Minneapolis Heart Institute in Minnesota. It seems intuitive that the same dietary advice would hold for younger people, but there hadn’t been a direct study of youthful diet and coronary plaque decades later,
he told Reuters Health by phone. The new analysis involved participants in the governmentfunded Coronary Artery Risk Development in Young Adults study. At the start, in 1985, researchers collected diet history and other health-related data from blacks and whites ages 18 to 30. For the long-term study, the researchers divided 2,506 study participants into three groups based on their fruit and vegetable consumption. Those in the top third ate an average of seven to nine servings per day as young adults, while the bottom third got two to three daily servings.

SCIENTISTS from the Rosetta mission have found oxygen in the atmosphere of comet 67P/ChuryumovGerasimenko, a discovery that could change our understanding of how the solar system formed. The molecular oxygen (O2) was detected by the ROSINA mass spectrometer, one of a suite of instruments aboard the Rosetta spacecraft that has been traveling with the comet since August 2014. The revelation came as quite a shock. “The first time we saw it, we all went a little bit into denial because molecular oxygen was really not expected to be found on a comet,” said Kathrin Altwegg of the University of Bern in Switzerland, the project leader for ROSINA, the Rosetta Orbiter Spectrometer for Ion and Neutral Analysis. “It does not sound that spectacular, but it is actually the most surprising discovery we have made so far on 67P,” she said of the comet, which is about to pass the orbit of Mars. UK population ‘to top 70 million in 12 years’ THE UK population is to increase beyond 70 million in the next 12 years, official projections suggest. The Office for National Statistics said the population was expected to increase by 4.4 million in the next decade, before reaching 70 million in 2027. That increase is roughly the size of the Irish Republic. The statistics predict an ageing population, with some 29.5% of people aged over 60 by 2039 - up from 23.2% this year. By then, more than one in 12 UK people are expected to be aged 80 or over. The latest official figures say there are just under 64.6 million people in the UK. The population is projected to grow by 9.7 million over the next 25 years, to 74.3 million. The Office for National Statistics (ONS) said its latest projections assume that more people will come to live in the UK than emigrate, accounting for about half of the projected population increase. The remainder is attributed to births outnumbering deaths. Projections were also revised upwards in the latest figures. The population estimate for 2024 is now 249,000 more than the previous projection in 2012. The overall trend is “very similar”

CHINA has decided to end its decades-long one-child policy, the state-run Xinhua news agency reports. Couples will now be allowed to have two children, it said, citing a statement from the Communist Party. The controversial policy was introduced nationally in 1979, to slow the population growth rate. It is estimated to have prevented about 400 million births. However concerns at China’s ageing population led to pressure for change. Couples who violated the onechild policy faced a variety of punishments, from fines and the loss of employment to forced abortions.
Over time, the policy has been relaxed in some provinces, as demographers and sociologists raised concerns about rising social costs and falling worker numbers. The Communist Party began formally relaxing national rules two years ago, allowing couples in which at least one of the pair is an only child to have a second child. U.N. overwhelmingly rejects U.S. embargo of Cuba THE United States voted against a U.N. resolution criticizing the U.S. economic embargo against Cuba Tuesday, despite initial U.S. discussions about abstaining on the annual vote. The U.S. had considered taking a less emphatic stance on the resolution in light of the new opening of diplomatic relations between the two countries. U.S. officials said they decided to cast a “no” ballot because the text did not fully reflect the spirit of the recent opening between the two former enemies. Only Israel joined the U.S. in opposing the resolution, with 191 voting for it. The resolution, introduced by Cuba, demanded an end to the embargo -- which it refers to as “blockade.” The resolution also calls on all U.N. members to refrain from interfering in other countries’ internal affairs as well as the freedom of international trade and navigation. U.S. delegate Ronald Godard told the U.N. that “we find it unfortunate that despite our bilateral progress, Cuba introduced a resolution nearly identical to those in years past.” The resolution is not enforceable, but the yearly exercise has become a symbolic ritual framing the embargo as illegitimate and demonstrating
Washington’s isolation on the issue. Last year, the vote count was 1882, with Israel once again the only country to stand by the U.S. After opposing the resolution for 23 years, U.S. officials had sought compromise amendments to this year’s text -- the first since the historic shift in U.S. policy toward the island nation -- that would allow the Obama administration to abstain. Such a move would have been unprecedented, pitting the administration and the international community against Republicans in Congress who have refused to scrap the embargo. French man ‘hired out’ his Runaway U.S. military blimp wife for sex to 2,742 men wreaks havoc in Pennsylvania A FRENCH man who allegedly ‘pimped out’ his wife for sex with almost 3,000 men in four years faces a criminal trial. The 54-year-old man, of Meaux, north of Paris, made more than £5,000 a month through prostituting his wife, a court heard. His 46-year-old wife had sex with 2,742 different client, the Daily Mail has reported, including while he sat outside their home in the family car with his five-year-old child. Emmanuel Dupic, prosecutor at the town’s criminal court, said: “The husband exercised a psychological power over his wife, preventing her
from stopping submitting herself to the sexual needs of customers who were sometimes very tough.” The man, who cannot be named for legal reasons, was charged with pimping and now faces a decade in prison. He has been released on bail but now faces a criminal trial for his actions. In France, prostitution is legal but soliciting for clients - or pimping - is illegal. Former comedian claims victory in Guatemala presidential election FORMER TV comedian Jimmy Morales, who has no experience in government, declared himself the winner of Guatemala’s presidential election this week after a corruption scandal toppled the last president and stoked outrage with the political establishment. The headquarters of Morales’ National Convergence Front (FCN) party erupted in a celebration with live music and dozens of early revellers, while all was quiet at the nerve centre of former first lady Sandra Torres’ party as a throng of reporters waited. A political outsider promising clean government, Morales had 72.4 percent of the vote with returns in from 70 percent of polling stations, well ahead of Torres, who had around 27.6 percent. “As president I received a mandate, and the mandate of the people of Guatemala is to fight against the corruption that is consuming us. God bless and thank you,” Morales said as results showed him on course for a landslide victory. With tales of his humble origins and jokes from a 14-year stint on a sketch comedy show, the 46-yearold Morales connected with voters fed up with corruption that sparked nationwide protests and finally toppled Otto Perez from the presidency last month. “We are tired of the same faces. A HIGH-TECH U.S. military blimp designed to detect a missile attack came loose on Wednesday and wreaked havoc as it floated from Maryland into Pennsylvania while dragging more than a mile of cable and knocking out power to thousands. The U.S. military scrambled two armed F-16 fighter jets to keep watch as the massive blimp traveled into civilian airspace after coming untethered from its base at Aberdeen Proving Ground, a U.S. Army facility 40 miles (65 km) northeast of Baltimore. Pentagon officials said they were unsure why the 242-foot-long blimp broke free at 12:20 p.m. Military officials wrestled for hours over the best way to bring it down safely, but eventually it deflated on its own. The blimp, part of a $2.8 billion Army programme, landed in a rural, wooded area in Exchange, Pennsylvania, a community outside Bloomsburg, about 150 miles (240 km) north of the Aberdeen Proving Ground. Pacquiao trying to negotiate Mayweather rematch MANNY Pacquiao is attempting to negotiate a rematch against Floyd Mayweather for what is set to be his final fight in April. The Filipino suffered a unanimous points defeat against Mayweather in a bout that failed to live up to its ‘fight of the century’ billing in May.
However, Pacquiao says talks are ongoing with the American’s team over a second fight. “I don’t know who’s my opponent next but we’re still negotiating about the rematch with Floyd Mayweather, so hoping for that,” he said during a live chat with fans on his Facebook page.
Pacquiao said he was hampered by a shoulder injury against Mayweather in Las Vegas, which saw him undergo rotator cuff surgery after the fight, ruling him out for the rest of the year. PPL looking for new sponsor THE Provo Premier League (PPL), which will run from January to May in 2016, is currently looking for a new sponsor. PPL president Steve Kendrew said that he was grateful for the previous partnership with Digicel, and would like to thank the company for its support. Additionally a new team called Full Physic FC (made up of former Academy players) has applied to join the league. Kendrew confirmed that the first game will be held on January 9th.
This year the Provo Ryder Cup enjoyed some of the best golf witnessed in the history of the matches. The weather finally cooperated after seven inches of rain earlier in the week and the course rebounded under the guidance of Superintendent Tim Mack to provide the players with great conditions for the weekend challenge. All four captains did a tremendous job creating a competitive, but fun tournament atmosphere, which made “the spirit of the game” top priority. The Provo Ryder Cup is eagerly anticipated each year and again kicked off with a spirited Wednesday pairings party where the captains set the stage for all 39 matches. Other highlights included the fact that there were seven first time Ryder Cup golfers which included Governor Beckingham, as well as 10-year-old Brooke Rivers who played brilliant golf both days. The tournament is a true team event, however it should be noted that the following eight players captured an impressive two points by winning both of their matches: Lesley Stevenson, Tammy Glugosh, Mervin Cox, Jumphol Srinark, Kent Soukup, Rob Ayer, Terry Erskine, and Jarrad Goldfarb. Many other golfers played outstanding golf as well in capturing 1.5 points as this year a record number of matches went to the 18th green ending in a tie. At the Gustarvus Lightbourne Sports Complex, the most powerful woman in FIFA Sonia BienAime, former TCAAA and TCI Commonwealth Games Association head Rita Gardiner and acting
director of sport Judith Robinson were inducted into the Sports Hall of Fame. Footballers and track and field athletes dominated the awards. Long jumper Ifeanyi Otuonye won the coveted: Sports Personality of the Year award after edging out national male football captain Billy Forbes, while another senior national footballer Christma Jean-Louis won the Senior Female of the Year award, over darts player, Danzella Jennings. Young footballer Olivia Park won the Junior Female of the Year (7-12) award, while Anthony Gardiner, who
was the lone nominee in the male division for that age group, also went home with the trophy. National athletes Akia Guerrier and Woodens Corvil (who both had good seasons) copped the Youth Female and Male of the Year awards respectively. Sports coach Keith Cox, who has helped the BWIC become a dominant factor in school sports, was named Unsung Hero of the Year, while the TCI Football Association claimed the Association of the Year award. Gilley’s Enterprises was rewarded as the Sponsor of the Year.
Otuonye might follow Williams and try to Williams wins first 10K race compete for GB TCI’s national record holder Ifeanyi Otuonye might join Delano Williams as a Great Britain athlete in order to compete at the 2016 Rio Olympics. Since TCI is barred from competing at the Olympics, owing to the fact that we are a territory of GB, it might be the long jumper’s best chance at competing at the greatest sporting occasion. The decision has not been finalised for Otuonye, who last Saturday evening got past Billy Forbes to win the first ever Sports Personality of the Year award at the inaugural TCI Sports Award Ceremony and Banquet. “Since next year is an Olympic year, I’m not fully sure as of what I will be doing or will be able to do in regards to TCI not having
an Olympics Committee…my only choice would be to represent Great Britain.” The 21-year-old said he wants to first build on his huge 2014 season. “I’m doing very well in my workouts, off to a great start. Even better that last year around this time, so right now I’m just being optimistic, trusting in the Lord that next year I can take my athletic career to another height.” For the Kansas State University student his number one task will be to make the Olympic standards. Otuonye had a breakout season this year, by breaking the national records in both the indoor and outdoor long jumps. He also jumped over eight metres several times in practice and 7.98 (wind assisted) in competition.
NATIONAL 100M and 200M record holder Delano Williams proved that he is not just good at the sprints by winning his first ever 10K run last Saturday in Providenciales. The Great Britain athlete won THE FOOTSTEPS 4 GOOD Walk/Run event organised by the Governor’s wife: Mrs. Jill Beckingham and the Provo Roadrunners. Williams’s visit home was mainly to attend the TCI inaugural Sports Banquet, where he was honoured with an award for excelling in track. The UWI student resides in Jamaica.
