“All Clear for Bahamas” – Hurricane Matthew pounded the Central Bahamas left destruction behind THE NATIONAL Emergency Management Agency (NEMA) has given the all clear for the entire Bahamas after Hurricane Matthew left Bahamian waters early Friday morning. Hurricane Matthew, the fiercest Caribbean storm in nearly a decade, made landfall in the Bahamas on Wednesday after battering Haiti, Cuba and the Dominican Republic with torrential rains, killing at least a thousand people in Haiti alone. The hurricane, which the United Nations said has caused the worst humanitarian crisis in the Caribbean

in over a decade, ripped rooftops and doors off of homes in several islands in the Bahamas. According to the Miami Herald, Hurricane Matthew hit Nassau in the Bahamas on Thursday with 140 mph winds and even higher gusts, as it marched across the Caribbean nation with a punishing storm surge and torrential rain that left the capital city in a watery darkness. New Providence, the most populous island with about 80 percent of the nation’s citizens has not had a major hurricane since 1929. Meteorologists expected storm

surges in the Bahamas as high as 15 feet, along with intense rains and damaging, “life-threatening’’ surf conditions. Prime Minister Perry Christie warned that Matthew had the potential to be “violently unpredictable” and indeed it was as many called the tragic experience “unforgettable”. Ports and airports were closed and cruise ships were diverted away from the islands. Tourists who were stranded rushed to find safe ground Thursday. The country’s tourism-dependent economy was bracing for major losses. The worst damage was reported on Long Island, Great Exuma and some smaller islands, but the storm escalated Thursday afternoon as it hit New Providence. According to Bahamian sources assessments of hotel properties, beaches and other touristic sites throughout the Islands started as soon as the all clear for all islands was given. Most islands fared well during the storm with Grand Bahama, New Providence and Andros receiving the brunt of the storm. It is unclear at this time to what extent Grand Bahama was affected by Hurricane Matthew. Officials from the Nassau Airport Development Company said they are conducting cleanup and assessment exercises at the Lynden Pindling International Airport with a view to restoring operations as early as Saturday. The Bahamas Ministry of Tourism’s (BMOT) crisis management team continues to liaise with NEMA, The Bahamas Hotel and Tourism Association (BHTA), Nassau Airport Development

Company, the Port Authority and other relevant authorities. It is also keeping track of all visitor counts by island and receiving frequent updates. BMOT has urged industry partners to allow NEMA, the appropriate government agency, to conduct the initial damage and needs assessment in all the affected areas so that offers of assistance are appropriate. BMOT stressed that it is not recommended for private entities to travel to the affected areas at this time.

The Crisis Management Team has been in constant contact with its representatives throughout the Family Islands during the storm who have given initial reports on the status of hotel properties and other tourism infrastructure. Many Turks and Caicos Islanders have been expressed well-wishes and prayed for the people of that nation. According to statistics more indigenous Turks and Caicos Islanders reside in the Bahamas than in the TCI itself.

PDA calls for stiffer penalties for criminals

THE PROGRESSIVE Democratic Alliance (PDA) is calling on the Government to institute stiffer penalties for criminals following the recent spike in violent crimes in the Turks and Caicos Islands. According to PDA`s Leader,Oswald Skippings, the spate of violent crimes that include two shooting deaths in two weeks that were carried out in broad daylight, is reprehensible, intolerable and totally unacceptable. Skippings in a media release issued October 8, said: “We cannot as a nation, sit helplessly and allow these unconscionable criminals and executioners to destroy what we have worked so hard to build and what we have cherished over the years.” He asserted that the Government and populace must exhibit a zero tolerance to these criminals and their atrocities.

“The police need an increase in manpower, they need to be better trained, they need to be better equipped and there needs to be more

community policing which is now virtually nonexistent.” To this end Skippings emphasised the need for both the Government

and businesses to expeditiously deploy the CCTV program which is expected to come on stream later this month. He said : “Among other necessary steps that government needs to take include ; revamping legislation to provide stiffer penalties for these crimes, becoming more effective in its border control efforts, implementing a more efficient system of vetting persons being allowed to live and work in the Turks and Caicos.” He noted: “Instituting a comprehensive program to sort out the many hopeless, undocumented, long term residents, some of whom were born here, providing suitable jobs for masses of able bodied, unemployed Turks and Caicos Islanders and providing positive social outlets and activities for our youth.” He reminded that the public on the other hand has to play a pivotal role in solving and preventing crime

by being more forthcoming and cooperative with law enforcement and crime stoppers in reporting information. “We must not lose sight of the fact that tourism is the bedrock of our economy and one of the critical selling points of our tourist industry is safety. “This is quickly and ruthlessly being eroded and consequently our entire economy is being threatened which could plummet us into nationwide poverty, a situation that is a breeding ground for even more crime. “It is already obvious that nobody is safe any longer in our Beautiful by Nature Turks and Caicos and the truth of the matter is that statistically, one is safer in the USA.” The PDA Leader appealed to the incumbent government to rise to the occasion and save the country from being destroyed by crime.

Deputy Premier says it’s time for the people to know the fight – Echoes Ewing`s call for CFO`s removal BY OLIVIA ROSE DEPUTY Premier Akeirra Missick said it is time for the people of the Turks and Caicos Islands to know that the Government has fought the imposition of the Chief Financial Officer (CFO) from day one. Missick, in echoing Premier Rufus Ewing’s calls for the UK Government to live up to their agreement to rescind the position of CFO, noted that her Government had rejected the position from the start. Premier Rufus Ewing on September 18, at the opening of the recently-held UK Overseas Territories Attorneys General symposium in Providenciales, slammed the British Government for

imposing a Chief Financial Officer (CFO) upon the country under the new 2011 constitution. It was agreed in the Government`s discussion with the UK Government that there would be a six month transitional period following the repayment of the bond. However, this period expired at the end of August of this year and the UK government has failed to honor their end of the bargain to remove the CFO. Missick, in a side interview after the opening of the conference said: “Since coming to office the promise was made that once the loan guaranteed is repaid, or debt is settled, we would have free reign again in managing our finances.

“Now that was done; we held our end of the bargain; we met the deadline, and so there`s still a position here that we feel is not valuable to the Turks and Caicos Islands elected Government. It is a good oversight position, but it’s one that we should be able to say we want in the civil

service, and recruit locally, for as we have qualified Turks and Caicos Islanders that would make amazing CFO`s, if it is a desirable position.” She clarified that the Government has no issues with the current position holder, Stephen Turnbull, since he works well with them; however the issue rests with the position itself and the UK Government’s failure to keep its promise. “It’s more of a slight on the people of this country, that we still have someone from a million miles away who has to oversee every nook and cranny, every decision, whether I can spend the next three million dollars at the Clement Howell High School vs. having to build a road for this country. “A promise was made and it does not seem to be upheld, and we as a Government have decided to take measures into our own hands. We’be drafted a repeal bill; we`ve prepared the necessary documents to progress

to the House of Assembly. “It is a collaborative effort between the Minister of Border Control and myself, with the advisor, on the instruction of the Premier; and so we`re prepared to do the necessary steps like we did with VAT, and it’s up to those in authority to ascent to the bill once it comes to cabinet. Deputy Premier Missick, said the message is a timely one, since Progressive National Party`s (PNP) Government and the UK Government has reached the end of a long line of negotiations. “She said: “And it seems there is no peace that could be made before this present Governor departs the country and beginning of the new Governor`s term, and so it time for us to say enough is enough. “We`ve been behind the doors, working against this to move this country forward and now it is time for us to take it to the people and let the people understand the fight that we`ve been up against.”

SHOULD THE TCI STAY WITH THE EU? Legal savant Jerzy Kolodziej, who is a resident of Grand Turk, questioned in our previous issue whether the UK was fair in not extending the referendum to leave the EU to its Overseas Territories, including the Turks & Caicos. He suggested that a continued association with the EU could be beneficial to the TCI, as the Islands were already receiving significant benefits from the EU in terms of grants, technical support, international relations and trade. He said it may well be that the people of the TCI would prefer to remain part of the EU. What are your thoughts?...

The blatant truth

A. Britain done think already that Black People don’t have brains - that is number 1. B. The real issue is not the ex post facto question - but - it is the question that should have been posed, not publicly after the fact, but actually before the Brexit vote. What use is it to give only Gibraltar the Brexit referendum vote amongst all the BTOs but not all the other 13. Where then is there “democracy” and the so called democratic process? C. The blunt and blatant truth is that on the major and central issues the public simply does not respond in the TCI. What we find is a society that seeks ( not all persons to be sure) to have a monthly pay

cheque or a British honour bestowed, or some sort of financially undeserved reward without ever tracing the implications of same to the future of the TCI. The UK is so enmeshed in said process - at TCI expense it feels that all of us are so brainless that the questions asked and the answers exposed, as may never be published, do not actually keep minds alive to start addressing the real questions for the real answers to follow. We know and we are not stupid ( at least not all of us - but as in any country - some) that it is an elaborate orchestrated game.

Sunny Foods robbery accused for trial next year THE three Haitian nationals who were first fingered in the April 10 robbery at the Sunny Foods supermarket are to stand trial for conspiring to rob. On Friday (October 7) Chief Justice Margaret Ramsay-Hale set the case for trial in February 2017, when the men - Reginal Presil, Fritzer Prevalus and Wilbert Almonor - appeared for their sufficiency hearing in the Grand Turk Supreme Court. She found that there is now sufficient evidence for the case to proceed. The men had been previously set free after another judge determined that police did not have enough evidence for the case to be tried. They were later re-arrested by immigration, had been ordered to be deported back to Haiti, but was soon taken

back into police custody when new evidence emerged in the robbery, occasioning a reinstitution of the initial charges. The trio are accused of conspiracy to rob, while a fourth man - Ewing George who was later arrested was charged with the shooting that also occurred during the commission of the robbery. However, George was released by the court due to a lack of sufficient evidence to take the case to trial. Owner of Tag Security Services, Alboine Williams, was shot at least four times as he was leaving the Sunny Food Supermarket at about 1.37 pm onSunday, April 10. He was then approached by three masked men who confiscated a bag with an undisclosed amount of cash he was carrying.

Do they want us to stay?

I think the problem is not whether we want to stay with the EU, but whether they want us to stay or not. The reality is that we are only another cost factor to them.

Against separation

We ought to be against the separation of of our mother country from the EU. However our people fail to understand who the criminal politicians are in our own midst. TCI has been embarrassed twice. Once by a drug runner who one island continued to elect after he got out of a USA jail cell. Some voters will soon support the man waiting for the trial of himself and his entire cabinet to finish and then be extradited to the USA. They forgot the EU gave PDM the money to join the twin islands because the PNP sat on the grant and spent it on only God knows what. Our vote would not be well informed.

Foreigners swung the vote

After we elected the do nothing last government composed of incompetents related to corruption how could this voter group be expected to provide an informed vote on an issue remote from daily survival. Further the voters of the UK now have a abundance of foreign expats now British

citizens and they swung the vote for separation.

I 100% agree, TCI would suffer and do very poorly without the support from the EU.

Exactly how Snow White took the wicked witch’s apple. The hypnotic lure of funding and aid. Remember who pays the piper calls the tune. Unfortunately some people here are myopic enough not see what comes with it. We are already festooned with EU laws and regulations, stringing us up like a chicken ready for the spit. Fortunately a majority of people in the UK saw through this. Not wanting to see their sovereignty, economy and judicial system run by a corrupt, unelected bunch of opinionated slobs based in Brussels and Strasbourg respectively; many of whom have never held down a proper job in their lives.. Wallowing like hippos in their Michelin starred restaurants, lavish expense accounts and forever gorging themselves at the publicly funded trough. Although hypothetical, it would be nice to think that if the vote had been extended here, common sense might prevail with a firm “NO”. After all, do you really want to be run by another country again!.

Man stands trial for Dockyard stabbing death ON TUESDAY (October 11) 27-year-old Jamesly Joseph appeared in a Providenciales Supreme Court to stand trial for the murder of his 44-year-old girlfriend. Joseph is being tried by a judge (Robert Shuster) and jury in the capital offence which carries a mandatory life sentence. He previously pleaded not guilty to the May 25th, 2015 stabbing death of the woman when he first appeared in court. Reports at the time the crime was committed had indicated that Joseph and the woman had been involved in a tumultuous relationship, punctuated by frequent incidents of domestic violence. Neighbours recounted that on the fatal day, the mother of five and the accused could be

heard having a scuffle and arguing inside of their Dockyard home at about 2:30pm. The fight escalated, and moved outside of the house where Joseph is alleged to have repeatedly stabbed the woman about her upper body. Eye witnesses had also recounted that the woman had appeared to have sustained a massive injury to her head before she was fatally stabbed. She was pronounced dead when emergencies services arrived on the scene shortly after. Two hours later Police arrested Joseph in connection with the woman’s death. The trial continues this week in the Supreme court with the selection of a jury.

Turks and Caicos returns to normalcy after Hurricane Matthew’s scare BY OLIVIA ROSE BUINESSES, schools and Government offices all resumed operations in the Turks and Caicos Islands on Thursday October 6th, as Premier Rufus Ewing announced the “all-clear” following the passage of Hurricane Matthew. According to a release, Ewing revealed that: “Hurricane Matthew by-passed the Turks and Caicos Islands without the loss of life or without any wind or rain damage to these islands. “For these mercies we should be grateful and thankful to the Almighty God. We as a nation prepared for the worse, prayed and hoped for the best and our prayers were answered.” Ewing expressed his gratitude to the Department of Disaster Management and Emergencies and all of the Government Ministries and Departments, especially the Public Works Department and the individual District Administrations for their actions in preparation for Hurricane Matthew. “Such gratitude is also extended to our private sector partners and volunteers who were instrumental in our preparedness and response activities. He emphasized that the Government has a mandate to ensure that these islands are well prepared for any hazard such as a hurricane so as to minimize injury, loss of life and damage to property. He said: “And to this end we made critical decisions that removed our citizens out of harm’s way in a timely manner. “All efforts were based on our various risk assessments that were provided from several agencies. We thank them for their guidance in every instance. “Now that the “All Clear” has been given and we were spared from the potential dangerous effect

of Hurricane Matthew, we now turn our attention to resuming the normal operations of this country.” “The international airports and ports of entry have been opened and international flights will resume as notified by the Turks and Caicos Islands Airport Authority and the airlines. “Our students who were evacuated from Jamaica and persons evacuated from Salt Cay will be returning to those respective locations tomorrow. “I have been in communication with the Bahamian Government concerning the passage of Hurricane Matthew through the islands of the Bahamas, and I have pledged our support to the people of the Bahamas as well as to Haiti.” In this regard, the Government will be working in collaboration with the Caribbean Disaster Emergency Management Agency (CDEMA) in their response and recovery efforts. He urged residents to lend their support in whatever way possible, to aid the people of the Bahamas and Haiti. Ewing said: “As a nation let us continue to remain vigilant during the remainder of this hurricane season. I urge all individuals and organizations to maintain a constant state of readiness as preparedness is the best means of securing ourselves, our families and our nation.” According to International Meteorological experts, the unpredictable Hurricane Matthew formed from a tropical wave that pushed off the African coast in late September. That tropical wave was dubbed Invest 97L just southwest of the Cape Verde Islands on September 25. It took a few days for that system to organize as it moved westward in the Atlantic. About three days

later, however, the system gained sufficient organization to be named Tropical Storm Matthew near the Windward Islands. Once Matthew reached the Eastern Caribbean, it became a hurricane and rapidly intensified. Its peak intensity was late September 30 into early October 1 when it reached

Category 5 strength with 160 mph winds. Hurricane Matthew claimed over 23 lives, ravaged homes and washed away roads and bridges in Haiti leaving Haiti in “total disaster,” according to reports. The devastating hurricane is now headed for the Bahamas and onwards

Service Charge committee to conclude consultations later this month BY OLIVIA ROSE THE SERVICE Charge Committee, which was established to iron out ‘service charge’ issues facing Hotels and Restaurants workers, is expected to conclude its consultations later this month. The committee was established to examine information received from owner, worker and employer groups operating within the hospitality industry, on the management and distribution practices regarding service charges. Reliable sources informed the Weekly news that the committee, which was formed following cabinets instructions some three months ago, has since held a number of meetings since its inception meeting on Wednesday, June 29, 2016. A revision of the (Hotels and Restaurants) Ordinance (2004) in its entirety meant that the Committee would consider both the qualitative and quantitative aspects of the legislation.

Each section of the legislation was assessed in detail by the committee and the merits of its relevance and current application considered in the context of the local environment as well as best practices in the industry elsewhere. The Committee agreed that regardless of what was found in the research of other industries, though such information could possibly be applied in principle, there are peculiarities specific to the TCI that warranted some element(s) of primary research to ensure that any recommendation(s) emanating from the Committee are well-founded. Proposed amendments to the legislation have been documented for review by the AG’s Chambers. A survey was since developed, which is now in the public domain, and in-depth interviews are being undertaken at businesses throughout the Turks and Caicos Islands. It was agreed that stakeholder representatives would be asked to participate voluntarily in in-depth interviews to assess their knowledge

of the collection and distribution of service charges by those entities levying it. “It is envisaged that data collected will provide information on the percentage(s) of service charge collected; the percentages distributed between entity and staff; how it is currently distributed between the employer and employees, and how respondents feel it should be distributed; how entities utilize their apportionments; how knowledgeable the various stakeholders are of the Service Charge (Hotels and Restaurants) Ordinance and its application.” According to the Government, it was initially estimated that recommendations derived from the Committee’s findings would be put forth by the end of October 2016. Regrettably, there have been delays, owing to absences during summer holiday travels, and other competing priorities on the completely voluntary team. However, the deadline has not been pushed further back as the team aims to work assiduously towards

Political strategy: Going low and going high Politics is a highly contested affair. Some see it as dirty, while others believe it is a noble enterprise where people of good will join to advocate policies and programmes they feel will benefit the country in general. Some see politics as an avenue for personal gain, and social prestige tarnishing others in the process. This is going low. Others enter politics to influence decisions necessary for a good and noble life for all. This is going high. Michelle Obama coined the phrase ‘when they go low, we go high,’ describing those who take the low road, as opposed to the high road in political discourse. Whenever a political group realises it is losing, its strategy is to demonise its opponents, disparage their families, devalue the leader, and sells the idea that the ruling group has done little to provide jobs, and develop the country’s infrastructure. This is going low to convince the electorate that with the opposition in government, everything will be different. No evidence is provided of the non-performance of its opponents, in the form of facts, or statistics to prove its allegations. Its charges are slanderous, and an

attempt to garner support from the electorate so it could assume power, and get its chance at governance. Politically, this is going low. And when parties go low, they do not suggest any alternative policies. The idea is to sow confusion and discord, and poison minds against the existing political order, to achieve their objectives. And the country becomes a casualty. This is how the politics of going low works, and carries everyone down with it. It turns people off, and creates reservations even among supporters who feel their party has gone too far. The politics of going high aims to create a fair and just society. Its strategy is presenting the truth forcefully, backed by concrete evidence. It does not belittle opponents, but respects them, and may even include them in governing

the system. This is because going high is ethical politics. It is a politics that wants to heal, and transform the system, giving birth to a new society. But sometimes politics goes so low it scares people, confusing them, and they react by making unfortunate choices, only realising it when it does not work for them. Then the politics of opposites makes its presence felt, with the idea that the other group will do better next time. But there is no certainty in anything. Going high presents the option that is moral and decent. It generates trust which brings development and progress, and creates citizens with the courage to choose what is best, right, and good.

Businessman shot dead during a cash collection BY DAISY HANDFIELD GARY MEAD, a well-known Provo businessman, was shot and killed during during an early morning robbery, in the parking lot of SlotsO-Fun Casino on the airport road, Providenciales, on October 30. Mead, 55, a long-time resident of Provo, was found dead in front of his business with gunshot wounds to his chest. According to police press officer, Kevin Clarke, a report was made to 911 at about 8:30 am that morning of shots being heard and the body of the victim on the ground, drenched in blood. Police believe the men waited on the other side of the road, at the Sammy Been Plaza, for Mead to exit the building, then rushed him. Supt. Clifford Ashton has sent out an appeal to the public, urging individuals to come forward with information that might assist police with their investigations. “I do believe that people know who is responsible for the murder of Gary Mead. I am appealing to those people to come forward.

“They might have that vital piece of information that will help us bring the offenders to justice. If you were on the Airport Road between Sammie Been Plaza around 8 am or 9 am that morning as a pedestrian or driving along Airport Road, I urge you to come forward. “You may have information that you do not know is significant to inquiry,” he said. The superintendent explained that if for whatever reason individuals did not feel safe contacting the police directly, they could call Crimestoppers on 1-800-8477 or use the Crimestoppers online reporting page www.crimestoppers.tc. Information will be treated in the strictest of confidence. All calls are answered by Miami Dade Police and no one from the RTCIPF will know who called. After the news broke, friends and family members of the deceased took to social media to express their grief and disbelief. One said: “This is so sad. My heartfelt condolences go out to his family and close friends. May he rest in peace.” The family of Mead described him as “the most loving and generous person you could ever know.” They said that he was a family oriented man, who was always the life of every party and social gatherings he attended. Family members of the deceased set up a GoFundMe page, in an effort to raise US $20k to send Mead’s body back to California, his place of birth. Up to press time, almost US $17k had been raised.

The private members bill, according to Selver, will also seek to clearly define the term “tips” in the context of the hospitality sector. He said: “There is a good reason why I provide that definition, because I’m also making a new sub-section, which would make it an offence for an employer to penalize an employee or servant for receiving a tip from a guest or customer that has not been solicited.” He explained that reports reaching him indicate that there are certain businesses that do not want staff to receive tips from their guests because of their own internal policy. “To me it goes contrary to what is happening elsewhere in the industry, not only in the Turks and Caicos Islands, but further afield. If customers are satisfied with the service being provided by the staff they would indicate that by saying thanks and, in addition, they would give them a monetary reward. “So to prevent or penalize a staff for accepting a tip, it de-motivates the staff. Here it is that somebody recognizes your good work and your employer denies you that credit.” On the other hand, Premier Rufus Ewing, told the House of Assembly on Wednesday (May 11), that the Government is seeking to proactively address issues facing workers in the hospitality sector, especially complaints of reduced service charge (tips, gratuity etc). He said: “We heard the call from

the Opposition with regards to the reinstatement of a 100 percent of gratuity, and all of these issues are becoming quite confusing to not only members of this House but also members of the public, who are confusing terminologies and what is provided for in legislation.” He explained that the committee has been established to allow the Government to fully understand what is taking place in terms of actual practice in the industry. “Because, even if today we were to just go and give a 100 percent service charge to those individuals, without fully understanding what is taking place in the industry, it may not be to the good of those particular individuals. “What is taking place behind the scene is still not accounted for, so we really need to understand what systems and mechanisms accounts for service charge from employers to employees. “There’s no doubt within anybody’s mind that gratuities and tips that are collected or paid by customers for the benefit of employees should be given to the employees 100 percent. “The only difference is in situations where these tips are in non-cash form, meaning that they are collected through a system of payment by credit card. “Those credit cards incur administrative fees in the collection and distribution, and so only then employers may be able to take out the administrative cost on behalf of the employee.” The Premier emphasised that this issue requires the Government to find out exactly what mechanisms can be instated to ensure employees receive their full benefits.

We have a duty to create new economic markets, to develop new industries, to establish new trading partnerships and for the first time in 40 years; deliver true economic empowerment to our people. We have a duty to secure our boarders, police our communities and inject innovative ideas in the National security of our nation. We have a duty to position our people to possess their wealth, economy and resources. Finally, we have a duty to leave for the next generation a better Turks & Caicos Islands than the one that was given to us.

To those who would call me a dreamer, I quote the words of Josi Marti [hero of Cuban independence]: ‘’A true man does not seek the path where advantage lies, but rather, the path where duty lies, and this is the only practical man, whose dream of today will be the law of tomorrow, because he who has looked back on the upheavals of history and has seen civilizations going up in flames, crying out in bloody struggle, throughout the centuries, knows that the future well-being of man, without exception, lies on the side of the duty.” To perform this duty, this country needs a soldier who will fight for the people and put nothing above their service to God and service to country. A soldier who understands his duty to fight, even when so many other politicians just want to run. Thankfully, I am not a politician; I am Just Another Soldier – reporting for duty.

Time is running out

The whole country, especially the voters can not understand why the election is delayed. Has election been stalled because plans to treat voters with yellow school bags designed to make school children into walking PNP bill boards were canceled ! Obviously not ! However the few things PNP backed into doing because election looms do have a political stamp on them. Thank God they don’t make yellow pavement ! Time is running out ! On November 28 Parliament will automatically dissolve, 4 years are over. Only Rufus Ewing can stop it by announcing election ! Otherwise the country will soon suffer without any House of Assembly. Embarrassing !

Legal employment for foreign workers also attracts numerous illegals ! Bills include the mortgage payments on the over priced 30 bed hospitals, new school, repairs to the Grand Turk School, contractor bills for replacing the poorly PNP built South Caicos Airport. A host of other bills. Not the least of which is the yearly cost of tens of millions owed to the Interhealth

Canada group. A deal Premier Ewing cooked up years ago. The Premier fought against funding the defense attorneys representing his PNP colleges in court. He needs that money to pay bills ? When will Grand Turk see Front Street and the seawall fixed. They had 4 years to lay their plans, get estimates ! The PNP Minister in charge resides there ! Is the British CFO now guarding the NIB pension fund raided of 23.5 million to fund a private bank run by a PNP Misick which quickly went belly up in 2010 ? It appears the financial management that has marked PNP run TCI is still with us stalling the election...... but time is running out !

TCI lends a helping hand to Haiti and Bahamas following Hurricane Matthew BY OLIVIA ROSE THE TURKS and Caicos Islands has extended a helping hand to the people of Haiti and the Bahamas to aid in recovery efforts after hurricane Matthew left a wake of devastation and death. According to a release from the Government, a team from Caribbean Disaster Emergency Management Agency (CDEMA) travelled to the Turks and Caicos on Friday 7th of October to join with Team Turks and Caicos, and the combined team travelled to Nassau, Bahamas. l The release stated: “The Government of the Turks and Caicos Islands is supporting the assessment, rescue and recovery efforts in Haiti and the Bahamas through financial contributions to the Caribbean Disaster Emergency Management Agency (CDEMA).” The combined CDEMA/TCI team would be working with other agencies in damage assessment, search and rescue and generally supporting the relief efforts with materials and supplies to aide in recovery and rebuilding. Residents who are desirous of supporting the relief efforts through

The CDEMA Team, which also comprises members of the United Nations Disaster and Coordination (UNDAC) and MapAction, is headed by Joanne Persad; while Team TCI is headed by Dr. Virginia Clerveaux. As Hurricane Matthew reached US waters Friday October 14, it left behind a humanitarian crisis in Haiti and destruction in the Bahamas and Cuba.

At least 276 people have been killed so far in Haiti, the Dominican Republic and St. Vincent and the Grenadines, officials said, with the death toll expected to rise. Haiti, still recovering from the catastrophic 2010 earthquake which killed hundreds of thousands, was hit hardest with more than 271 people reported dead as of Thursday evening, local time. As the death toll rises and crucial infrastructure crumbles, hundreds of thousands have been displaced.

So there stood a somewhat perplexed populous, having just been informed that as a result of an evacuation order, those who had chosen to remain on the island (including senior citizens and young children), were now faced with food rotting in fridges, water pumps not running, electric stoves unable to prepare meals for the coming days; not to mention the impact on communications, as cell phone batteries ran low. Still, someone was just following orders. “Those who know the least, obey the best” (George Farquhar, 1677-1707). I think that it is fair to say that the good people of Salt Cay, “the Salt Cay Family”, are a very civic minded, welcoming, friendly group of law abiding citizens, however when faced with what was undeniably a mind bogglingly, stupid decision, they decided to do something about it. A truly concerted effort commenced. Calls were made, texts sent and within an hour, those who had to know (and had the power to make an impact on said decision) - knew. And voila - by 8:05 pm, the power was back on - and incidentally stayed on for the entire “evacuation episode”. However this was more than just a small community being able to switch the lights back on. This was prime example of citizens standing up to authority and asking for a bad decision to be reconsidered and reversed. What was demonstrated was not just that this approach was the correct one, but that it ultimately can work and that is the real lesson of this saga. “Nothing strengthens authority so much as silence”, Leonardo da Vinci once said and on 3 October 2016, the citizens of Salt Cay demonstrated that “distrust of authority should (indeed) be the first civic duty” (Norman Douglas), thus returning much more than just kilowatts to their island... Postscript: 6 October 2016. Several Salt Cay residents (all native, except yours truly), gather around in an impromptu meeting and review the past few days. None of them are bitter but all are determined to let government know that perhaps next time the people of Salt Cay should be involved in the consultations, prior to an evacuation order. Theirs, they argue, is one of the safest islands to be on during a hurricane. (Is a mandatory evacuation really in the interest of the people ?) All they ask is to be consulted, so that future decisions take essential local factors into account. They decide to submit some suggestions to government in the coming days - and although I am very much a newcomer to Salt Cay, I have no doubt they will. Watch this space...

National Heritage Day celebrated with much fanfare

IT WAS a day when many of the Turks and Caicos Islands’ stalwarts, it’s talented and the spirit and culture of the country were appreciated and celebrated with pride. On Monday (October 10) National Heritage Day opened with an awards ceremony in Grand Turk where former Chief ministers, educators, healthcare professionals, community activists, police officers, long serving politicians and several other civil servants were duly awarded. The order of the Turks and Caicos Islands was awarded to Marjorie Basden and Sybil Ianthe Pratt for their service with distinction in education. Basden acted as headmistress on numerous occasions; assisted pupils outside hours; she was a disciplinarian and she taught five generations of students. Pratt started public education in the Bight in 1956. The patriotic medal was awarded to Elaine Brooks-Clare, Juanita Coalbrooke, Austin Robinson Austin, and Delphine ScottWilliams, Delphine. This medal was given for demonstration of a keen sense of national consciousness and for rendering exceptional sacrificial service to the islands and the people. The meritorious service medal was awarded to several persons for their sacrificial and meritorious service in a field of service that is inherently challenging or for a brave or humane act in the islands or abroad. The awardees for this medal were - Mary Forbes, Dr Hugh Malcolm,

Norean Williams and Ethlyn Williams-Gibbs. The long serving medal had the most awardees. These persons were awarded for outstanding and exemplary public service to the islands and its people for a minimum period of twenty years. Seven persons were also awarded with the young achiever’s medal - William Clare, Sanadia Forbes, Darron Hillaire, Dekkel Simmons, Angel Simmons, Natalia Williams and Shanice Williams. They were recognised as Turks and Caicos Islanders between the ages of twelve and twenty-five years who have performed exceptionally well on a national, regional or international level in the areas of culture, academics, performing arts and sports among others. Meanwhile, in Providenciales, the heart and spirit of the islands were celebrated in one the country’s more culturally rich communities - Blue Hills. The Deputy Governor, the

Premier, other government ministers and people from all across the country came together at the Blue Hills jetty for a day of fun and activities. The events included a float parade in which the Bight and Blue Hills communities participated, with the Bight emerging the winner and capturing the $1000 prize for best music and best performance. Blue Hills won for being the most creative float and was awarded the $500 prize money. There was also a domino tournament, with a team from Nassau, Bahamas participating, but eventually losing out to Jason Francis and his team from Providenciales. Up for grabs in that event was the Premier’s Cup, which the Bahamian team had previously won.

North Caicos and Salt Cay also had representation in the domino tournament. The Rake and Scrape competition was of course a high point of the day’s celebrations. Harbour Heights emerged victorious after all was said and done. They sent the crowd into a frenzy when they did the mega-hit by Jack Nasty and Avvy “Jackie Why You Call”. Q-Band Links took second place with some melodious music, but was denied the crown because they used the same ripsaw musician from Harbour Heights, promoters later revealed. The other participant - V-6 was reportedly disqualified from the contest because they did not have a ripsaw involved in their performance.

Young Dominican man murdered shortly before receiving salary BY DAISY HANDFIELD THE SHOOTING death of another Dominican man has sent shockwaves through the Dominican community of the Turks and Caicos Islands (TCI). Ronny Heredia, 27, was shot on Friday in the area of Times Square on Aviation Drive, in Providenciales. According to police information, a 911 caller reported that they heard a number of gunshots in that area and that a man had received gunshot wounds. The man was rushed to the Cheshire Hall Medical Centre by friends, but unfortunately succumbed to his injuries. Police say that the investigation is active, but early indications suggests that the motive for the shooting was robbery. Heredia was employed by a contracting company and it is alleged that it was a norm for the employer to pay his workers at the mentioned

location. It is also alleged that the culprits got away with a substantial amount of money. Edwin Hernandez, assistant consul for Dominican Republic in the TCI, said in a recent interview that he was saddened by the death of yet another Dominican, but he is hopeful that justice will prevail. Hernandez said: “The Dominican community in the TCI has lost another life. With the most recent one, the count is already four Dominicans being killed in the TCI in 2016. It a big number, not only for the Dominican community, but for the entire Turks and Caicos Islands, especially in a country with a small population. “The number of people that have recently been killed in the TCI is scary. “If the relevant authorities do not put hands on these crimes, it will come to a point where things will get totally out of hand and it will be impossible to control these crimes.

“As a citizen of the TCI, I am appealing to the relevant authorities to please give the general public an answer, but not just saying who they believe did it, but actually bringing those guilty before the court of law. “The TCI is currently a high class tourist destination, but if things continue going in this direction, we

will lose everything.” Scores of friends and family members of the deceased, living in the Dominican Republic took to social media with severe lamentation. One said: “I cannot believe that you are gone, Ronny Heredia. However, I feel proud and happy because I got to share some of the

happiest moments of your life with you. I know that God has a very special place for you, because you were a super special person. I miss you my friend, brother and adviser. I will never forget you.” Another said: “The things of life are difficult to understand sometimes. I still find it hard to believe that from one moment to another you are no longer here. May you rest in peace.” Up to press time, no one has been arrested for the murder. Police are seeking the assistance of persons who may have information about the crime. Premier’s statement on the departure of Governor Beckingham and his wife THE ARRIVAL of Mr. Beckingham in 2013 began a new era for Turks and Caicos and another step in the evolution of our relationship with the United Kingdom. And while we have enjoyed an amicable and productive relationship, there is much more to Peter Beckingham than the title and role of Governor of these Turks and Caicos Islands. He is a man, who had the interest of the people of these islands at heart and along with his wife involved themselves in many charitable activities including the signature “Footsteps for Good” event. Mr. Beckingham entered a situation and a role fraught with peril and facing a social and political minefield that required an open mind, a cooperative spirit and a willingness to understand and respond to the advice and needs of the duly elected government of the day. He has worked with us, laughed with us, shared in our hardships and has, through his actions, temperament and demeanor, encouraged a relationship that may have had its disagreements, it has not been disagreeable. On behalf of my government and the people of Turks and Caicos, we thank His Excellency

and your lovely wife, for their time here in our beautiful home. Today represents the ending of an era and the beginning of a new day for Turks and Caicos. Yet as Peter Block once wrote, “What worked yesterday, is the gilded cage of tomorrow.” The people of Turks and Caicos have clearly and repeatedly stated their belief that at this time, the relationship between the TCI and the U.K., is one that is beneficial and should be maintained. Yet we believe that it is time for this relationship to take the next, natural step and evolve into something greater, where TC Islanders can face the future and its challenges and opportunities head on; with greater freedom over the direction of our country. It is our position that the people of Turks and Caicos regardless of political ideology or affiliation, guided by the wisdom of God, have the intellect, ability and strength to take a larger role in the governing of our own affairs. As a government, we have demonstrated the ability to manage our island’s finances, eliminating the near crippling debt we inherited,

faster than anyone imagined possible; creating a budget surplus that will now be used to reinvest in our people, grow our country and the opportunities available in this land for all TC Islanders. As a government, we have restored investor confidence, begun to repair the crumbling infrastructure we inherited and over the past few years have planted the seeds of future success that have blossomed into a harvest ready to be collected by the people of Turks and Caicos; ALL the people. We believe that the people of Turks and Caicos are ready to take the “training wheels” off which should have not been there, step out and ride into the future with greater freedom, greater responsibility and greater autonomy over the affairs of the land we call home. We seek this greater freedom, greater responsibility and greater autonomy not for the PNP, not for the PDM or for any other political entity formed in this land; but for the people who call TCI home. As President Woodrow Wilson once wrote, “We can have no sympathy with those who seek the

power of government to advance their own personal interests or ambitions.” This is about something much bigger than that. This is about the ability for the Government of the day to form a Cabinet and meet without the direction, intervention or interference of the U.K’s representative of the day. It is about the long promised removal of the unwanted and unneeded oversight and power of the CFO and the ability of the government of the day to act on behalf of the people who elected them and spend government funds on the people of TCI without direction, intervention or interference. It is about gaining greater autonomy over The Royal Turks and Caicos Island’s Police Force and our internal security and the ability to get a grip on crime and maintain law and good order and be fully accountable for the a safety of our people. What we seek is not unknown to either the U.K. Government, or Her Majesty’s overseas territories. In fact, our sister island, Bermuda with whom we share so much history, culture and familial ties has a government with the autonomy,

freedom and abilities that we seek on behalf of our people. If it can be done there, we argue that the talent, intellect, ability, skills, character and leadership within TC Islanders, can do it here. Any relationship worthy of maintaining, must be one that has the flexibility to adapt, grow and evolve. It is our position that our status as a colony, as unnatural as it may be to some of us, does have value, must be maintained and has room to grow and evolve to a status more reflective of the progress, maturity, wisdom and character of the people of Turks and Caicos. Yet as today marks the beginning of a new era, one we hope that will see the evolution of our relationship with the U.K., it also marks an ending. Your excellency and Mrs. Beckingham we thank you for your service. We honour the time you have spent with us and the assistance you have provided to our government. On behalf of TC Islanders and all who love the islands of Turks and Caicos we wish you well, a safe journey and that the loving and protective hand of God continue to preserve the happiness, health, safety and prosperity of you and your family.

Hotel Association raises funds for culinary-inclined students BY DAISY HANDFIELD ROUGHLY US $20,000 was raised from the Turks and Caicos Hotel and Tourism Association’s (TCHTA) first annual Golf Scramble event, to benefit students from their Hospitality Adventure program and other TCHTA initiatives. The event, hosted at the Provo Golf Club on October 9at 1 pm, saw a number of golf lovers and residents supporting the cause. According to the director for TCHTA Stacy Cox, the event exceeded expectations and she was looking forward to its second year. She said: “We have had a great day. We had over 16 teams participating in the event and I would deem it as quite a success.” The director said that from these funds she also hopes to finance

their culinary team that will be participating in A Taste of the Caribbean in June and to also provide culinary scholarships for students who are interested in pursuing a career in culinary arts. There was also food and drinks available for purchase. For students who are interested in pursuing a degree in culinary arts, but do not know where to begin, Cox’s encouragement was to take advantage of the programs offered at the Providenciales and Grand Turk Community Colleges, “because that is a brilliant avenue to get started in the cooking field.” TCHTA aims to assist organisations through networking opportunities, training, promotional activities and representation at all levels of decisionmaking in the Turks and Caicos Islands and the region.

Beckingham, who only five days left the TCI after ending his tenure here, said in a release that he is optimistic about the future of the Turks and Caicos Islands. In his farewell message issued on Thursday October 6, Beckingham

said: “After three happy years in the beautiful country of Turks and Caicos Islands, Jill and I will be leaving with great sadness next week, on 10 October – and with great relief that the islands were, unlike others in the region, untouched by Hurricane Matthew. “It hardly seems possible that it was almost three years to the day that we were in the House of Assembly for a memorable swearing-in ceremony.” “We both count ourselves

It’s good that motivation and training is being increasingly recognised, but there are still vulnerabilities, for example in delivery and customer

service, where we need to get sharper. “Similarly it is my hope, and that of Ministers in London, that whoever leads the country after the next election will retain and strengthen the open and corruption-free government the TCI has developed, and a rigorous and resilient economy. “Our painstakingly achieved reputation, demonstrated by the fantastic achievement of a Triple B plus rating from one of the world’s largest rating agencies over the last two years, can be dashed quickly. A return to the high spending extravagances of an earlier era could be disastrous. “Above all, my optimism is based on seeing the younger generation of Turks and Caicos Islanders starting to make their mark on the country. The thousands of schoolchildren Jill and I have met across all the islands during the annual Footsteps4Good charity walk, and through the Cadets Corps, have an energy, enthusiasm and charm which could take TCI to a higher level. “The country saw how one young man, Delano Williams, carried the baton, literally, at peak level in this year’s Olympics. “He told me last month that he is determined, despite the setbacks, to continue to perform at world levels for the foreseeable future. Mouthwash can be used for several reasons and the requirement for use determines which type I would recommend. ANTIBACTERIAL If I see a specific bacterial infection or sore areas that have the potential to become infected are present, then I would recommend a mouthwash based on chlorhexidine. This is sold under several brand names- your pharmacist will be able to assist you. Chlorhexidine is a very effective antibacterial agent and should only be used under direction from your dentist. Annual breast cancer walk deemed successful BY DAISY HANDFIELD SCORES of residents participated in the National Cancer Society’s (NCS) annual Breast Cancer Awareness Walkathon in Providenciales on October 1. The initiative was an effort to generate funds to assist cancer victims in the TCI, who are currently undergoing treatment, and also to spread awareness about the fatal virus. The walk commenced at the IGA Gourmet at 5:45 am, continuing on to the International School in Leeward and then back to the IGA Gourmet supermarket. Rosemary Jolly, president for NCS, said during the event that she was impressed with the turnout. In a previous interview Jolly explained that about 256 people in the TCI are afflicted with cancer. She explained that cancer is escalating in the TCI and more than 20 additional people have been diagnosed with the disease in the last five months. “I would like to encourage people to be proactive about getting themselves screened for various cancers because early detection is so vital. “I would also ask for prayers for our cancer patients. We have many patients in Jamaica right now… we have children and adults who are currently undergoing chemotherapy and radiotherapy,” Jolly said. The month of October is globally recognized as Breast Cancer Awareness Month. Other initiatives that the NCS will be hosting or collaborating with to

Multi-island walk continues to raise funds for local schools and charities BY DAISY HANDFIELD JILL BECKINGHAM, the wife of Governor Peter Beckingham, has helped raise a substantial amount of funds for charity by walking more than 100k across the Turks and Caicos Islands. Scores of school children, young and old, joined Mr and Mrs Beckingham during their annual Footsteps4Good walk across five of the country’s six inhabited islands. This year’s Footsteps4Good walkand-run was initiated in Grand Turk on September 24, with a tremendous turnout of over 800 school children. It then continued in South, North and Middle Caicos from September 26 to the 28. The Governor commented on the

participation of the students from the outer islands. He said: “There is less obvious sign of new development in North and Middle Caicos, but there is a good deal of smaller building works and real estate activity, which suggests that there is optimism in the community about prospects. “A number of Parrot Cay staff supported the walk in North Caicos, and it was great to hear of the resort’s plans for re-investment in the property, which is one of the surest signs of a strong economy.” Last Friday on Providenciales the students walked from the Clement Howell down to the National Stadium on the Leeward Highway. Mr Beckingham expressed that he was heartened by the enthusiasm of

to see people from all parts of the community taking part and enjoying themselves in a healthy start to the day.” Footsteps4Good was started in 2014 by Jill Beckingham, in an effort to raise money for local schools and non-profit organizations. Last year the organization raised over US $40 thousand dollars.

Hurricane Matthew kills at least 22 in US AFTER tearing through the Caribbean, leaving more than 1,000 dead in Haiti, Hurricane Matthew hammered the coast of the southeastern United States, leaving behind a trail of coastal destruction, wind damage and freshwater flooding that claimed an additional 22 lives. The confirmed deaths include 10 in North Carolina; five in Florida, three in South Carolina, three in Georgia; and one in Virginia. Although Hurricane Matthew is long gone, communities from central Florida up through Virginia have been dealt problems ranging from substantial beach erosion and blackouts to uninhabitable homes and major flooding. After Hurricane Matthew pulled away from North Carolina Sunday, the state was coping with historic flooding that has killed at least 10 people and prompted thousands of water rescues. In the town of Princeville, floodwaters from the Tar River forced the evacuation of the

entire town Sunday afternoon. According to North Carolina Governor Pat McCrory, 1,500 people were stranded in Lumberton Monday after a levee breach. People are stranded on roofs and rescues are underway, the governor said during a press conference Monday morning. Edgecombe County announced on its Facebook page that buses were being brought in to evacuate 2,000 residents from Princeville, which was destroyed by flooding from Hurricane Floyd in 1999. As floodwaters continued to rise, officials were also worried that a dam northwest of Fayetteville could fail, and some residents were ordered to evacuate. The Woodlake Dam in Moore County was in danger of failing, according to WNCN.com, and residents downstream were being told to leave their homes. The dam failure could raise flooding in areas like Fort Bragg, Pope Air Force Base and Spring Lake, the report added.

Along with the 22 deaths Hurricane Matthew did considerable damage to the coast of the south-eastern United States.

announced the updated death toll Sunday morning after rescue crews worked all night to pluck stranded residents from their homes. “As the sun rises in North Carolina

More than a foot of rain fell in the south-eastern part of the state, damaging homes, businesses and roads as far west as Raleigh. As the hurricane inundated an already saturated state, authorities continued to urge residents to remain vigilant and heed warnings. “I cannot stress how serious an issue this hurricane could cause to North Carolina, not only in damaging structures but also risking human life,” McCrory said. He added that authorities are concerned that because the storm was downgraded to a Category 1 hurricane, and residents would “let down their guard.” McCrory noted that “it’s storms like these that have caused the most damage and loss of life.” (The Weather Channel)

Trump campaign signals mud-slinging endgame as Clinton points to GOP unravelling DONALD Trump plans to keep up his offensive against Hillary Clinton, the GOP nominee’s top strategist said Monday, while his running mate defended him as someone poised to take the country in a new direction. The push came as Trump brought the campaign into new and dark territory Sunday night with scorched-earth-style tactics that included promises to send the former secretary of state to jail if he becomes president. Reeling from the release of a 2005 video showing him crudely bragging about using his fame to force himself on women, Trump sought to salvage his candidacy by dialling up his attacks on Clinton to new levels during their town hall event in St. Louis. He repeatedly interrupted the Democratic nominee. He lashed out at her with a multitude of falsehoods over her foreign and domestic policies as well as her judgment and character. He called her “a liar” and “the Devil.” And as Clinton answered voters’ questions in the town-hall-style debate, Trump lurked just an arm’s length behind her with a grimace on his face. Trump further claimed that Clinton was trying to discredit and humiliate women who accused her husband of sexual abuse. Clinton, while mostly restrained, showed flashes of ire at her aggressor during their second of three face-toface encounters before the election. “Okay, Donald, I know you’re

UKIP leadership favourite Steven Woolfe released from hospital after bust up UKIP leadership hopeful Steven Woolfe is out of hospital after he was admitted last Thursday following a bust up in the European Parliament in Strasbourg. The politician was involved in an altercation that led to him being rushed to hospital but he has now been released. The North West MEP was rushed by ambulance to hospital on Thursday after reportedly being punched in the face and hitting his head on a metal bar at a violent get-together of the party’s representatives in Strasbourg. However mystery surrounds the circumstances of the incident which fellow MEP Mike Hookem was implicated in. Mr Woolfe collapsed following the brawl at the parliament building and was at one point said by those close to him to be “fighting for his life” with a bleed on the brain. However he left the hospital this morning avoiding the press by leaving by a side entrance. The incident is currently being investigated by UKIP and the European Parliament, where it has been announced the inquiry will be led by Conservative MEP Sajjad Karim. Mr Woolfe issued a statement from his hospital bed on Thursday, he said: “The CT scan has shown that there is no blood clot in the brain. “At the moment I am feeling

brighter, happier, and smiling as ever. “As a precaution, I am being kept in overnight awaiting secondary tests to make sure everything in fine. “I would like everyone to know that the parliamentary staff, the UKIP MEPs with me and hospital staff have been brilliant. The only consequence at the moment is a bit of numbness on the left hand side of my face.” Mr Hookem acknowledged he was involved in a ”scuffle” in the European Parliament but denied he assaulted Mr Woolfe by punching him.

Yemen: Missiles fired at US warship, Pentagon says TWO missiles targeted a US warship off the coast of Yemen on Sunday but missed the vessel and hit the water instead, a Pentagon spokesman said. The missiles were fired at the USS Mason from Houthi-controlled territory in war-torn Yemen, Capt. Jeff Davis said, adding that the guided-missile destroyer deployed “onboard defensive measures” and was undamaged. But the Houthis -- a minority Shia group that has taken control of much of Yemen, including the capital -- denied Monday that its forces had targeted the warship. An official from the Houthicontrolled military said the reports were aimed at covering up a “heinous” Saudi-led coalition airstrike on a wake Saturday in the capital, Sanaa, that officials said killed at least 155 people, the Houthi-controlled SABA news agency reported. “Reports that allege that Yemeni rockets targeted ships off the Yemeni (coast) are baseless,” the official said. GB demand for Irish passports doubles post-Brexit vote THE number of applications for Irish passports from people living in Great Britain has almost doubled since the UK voted to leave the European Union. New figures from the Irish Department of Foreign Affairs show that between July and September the number of GB applications rose by 96%. There were 3,431 applications in September 2015, compared to 7,518 in September 2016. Year-on-year applications from Northern Ireland have also risen since the vote. They have increased by twothirds in the three months since the Brexit decision. 119% RISE IN SEPTEMBER In terms of numbers, there have

been 15,757 applications from people in Northern Ireland since July, compared 9,401 in the same period last year. Regional News Bahamian PM estimates hurricane damages in hundreds of millions THE Bahamas PM, Perry Christie, described the aftermath of Hurricane Matthew on Saturday night as “utterly devastating” as he estimated the total cost of repairs to be three or four times higher than the $100m in damages left by Hurricane Joaquin last year. At a press conference at the National Emergency Management Agency (NEMA), Mr Christie said the infrastructure in North Andros, Grand Bahama and New Providence were “relatively intact,” however he said there was “enormous loss” of personal items and scores of homes were “substantially damaged” by flooding. Hurricane Matthew toll in Haiti rises to 1,000, dead buried in mass graves ALMOST a week after Hurricane Matthew smashed into Haiti, leaving widespread devastation; the death toll is still rising. After being unable to establish communication with some of the hardest-hit towns, aid is finally beginning to arrive for the affected areas. A Reuters’ tally of numbers from local officials showed that 1,000 people were killed by the storm in Haiti, which has a population of about 10 million and is the poor est country in the Americas. The official death toll from the central civil protection agency is 336, a slower count because officials must visit each village to confirm the numbers. Authorities had to start burying the dead in mass graves in Jeremie because the bodies were starting to decompose, said Kedner Frenel, the most senior central government official in the Grand’Anse region on Haiti’s western peninsula. Frenel said 522 people were killed in Grand’Anse alone. A tally of deaths reported by mayors from 15 of 18 municipalities in Sud Department on the south side of the peninsula showed 386 people there. In the rest of the country, 92 people were killed, the same tally showed. Aid officials have reported that almost 90 percent of some areas of Haiti’s south had been “completely destroyed,” according to BBC News. If you know that you have a mother, or a sister with breast cancer, then you know

that you are at risk of getting breast cancer. “Make sure that at the appropriate age you do your breast examination; you do your mammogram and you do your ultrasounds so that if you developed breast cancer because of that risk, you (can) catch it early. That way, you can live a long life and a healthy life, with good quality, as opposed to being someone who develops breast cancer and dies of it within five years.” In the Pink was created to honour breast cancer survivors, raise awareness about steps individuals can take to reduce the risk of getting breast cancer, and raise money to assist those persons locally who require additional assistance with extensive treatments. The funds are all donated to the National Cancer Society, who in turn donates it to cancer patients battling the disease.

Regional News Cayman legislators reject motion on gay marriage referendum THE Cayman Islands Legislative Assembly voted along party lines Thursday night to oppose a motion that sought a referendum on whether the territory should accept same-sex marriages. All nine government members opposed the motion, while all opposition party and independent members supported it. The final vote was 9-8 against. The vote was taken on a private members’ motion filed by Bodden Town MLA Anthony Eden who sought a public vote on the issue following a controversial decision by the Immigration Appeals Tribunal earlier this year. The decision allowed the same-sex partner of a work permit holder to remain in Cayman as a dependent on his partner’s permit. An earlier decision by the Work Permit Board

had rejected the dependent application, but was overturned by the appeals body. Mr. Eden and a number of other lawmakers came out vehemently against the Immigration Appeals Tribunal ruling, claiming it was not in keeping with the territory’s laws. Several government ministers said Thursday it is the government’s view that legislators would not approve changes to the local Marriage Law, which defines marriage as the union of one man and one woman. On Tuesday, Cayman was given assurances by Overseas Territories Minister Baroness Joyce Anelay, who spoke in the Legislative Assembly, that Britain would not force the overseas territory to change its law or constitution regarding same-sex marriages.

During her address to the assembly Tuesday, Baroness Anelay said, “The British government has no plans to impose same-sex marriage in the Cayman Islands. However, I want to be clear that continued discrimination puts the Cayman Islands in breach of its legal obligations, so there is a legal imperative to change.” Premier McLaughlin and Finance Minister Marco Archer both noted that holding a separate referendum on the subject before the May 2017 general election would be expensive and time consuming. Mr. Archer noted any result in such a public vote would not prevent the U.K. from directly implementing the right to same-sex marriages or civil unions in any case. The cost of holding such a referendum was estimated at $2 million.

Sports National Williams set for DWF race and Commonwealth Games Beach Olympics TCI’s first ever Olympian Delano Williams will be the special guest of the Commonwealth Games 11th Annual Beach Olympics after running in the Delano Williams Foundation 5K event this Saturday morning in Grand Turk. The Grand Turk born sprinter, who will return to the TCI this Friday for the events, confirmed this week that he will participate in the distance event. Along with the 5K, participants will also compete in the 10K road race. Race time is 5:30h with the 5K starting at the Gazebo and proceeding to Governor’s Beach and the 10K from the Community College Gate to Governor’s Beach. Jolly Ranchers and Wahoos continue dominance of Tag League THE BCB Wahoos and Jolly Ranchers continued their unbeaten run in the autumn season of the Turks and Caicos Islands Rugby Football Union (TCIRFU) Tag Rugby League with emphatic wins in round four last Thursday evening at the Meridian Field in Provo. Jolly Ranchers were led by a great team effort over Red Mist. Seven players got onto the score-sheet in the 16-5 victory. Ben Gearing led the attack with eight points. Dave O’Connell scored a great try for Red Mist, but they could not get past the defence of their opponents. In the feature clash Wahoos defeated the Tipsy Turtles 17-10 after Harry Turbyfield, Achasha Wildish and Gabby Aquino scored nine unanswered points (three each) towards the end of the game. Tipsy Turtles started the game with new recruit Brian Hurler scoring three tries before the Wahoos came back strong and led 5-4 at the half. In the second period the Turtles went ahead

In the third clash, defending champions of the league the Meridian Marauders suffered their second loss in as many weeks when they went down to the Unicorns of Doom by two points 15-13. Meridian were ahead 8-6 at the half after having controlled most of the possessions, but a try from Rose Swarts (playing in her debut season) and another from Claire Winchester (who also played a great defensive game) took the Unicorns ahead. Two tries towards the end by Michael Williams brought the Meridian back into the game, but Unicorns of Doom held out for the win.

BAHAMAS OPTIMIST NATIONAL CHAMPIONSHIPS:

TCI sailors outstanding in first ever optimist boat competition TEN-YEAR-OLD Grace Reaston Brown led team TCI to a respectable finish at the Bahamas Optimist National Championships earlier this month. The young sailor, who was the top female in her age division, placed fourth among the 10-and-under competitors and 31st overall in the October 1st and 2nd event. Another female, 12-year-old Maya Lopes Wilson was also outstanding; she finished ninth in her category (third girl) and 34th overall. The pair along with three pre-teen boys competed in TCI’s first ever competition of this nature. Twelve-year-old Tristan Grandsire, who ended 30th overall, the best position by a TC Islander, finished seventh in his age group. Fellow 12-year-old sailors Charlie Downes and Jay Scott also did well with placements of 37th and 41st respectively from the 80 boats that competed. What was amazing was the quality of sailing by the five, who only started to sail in the optimist boats in early September. Head Coach Keir Clarke was so impressed with his sailors during practice that he decided to enter them in the most competitive fleet in the competition. “We are incredibly happy with our results….We had a bit of pressure on, in probably the most competitive optimist fleet in the Caribbean! a weekend that never saw the wind drop below 12 knots and at times was gusting over 25, with thunder & lighting added in to the mix,” Clarke told the Weekly News. From the first day (Saturday) of the two-day event, team TCI performed well, and although the sailors were exhausted after four long races, they were ready for the early start on Sunday and again held their own in the three other races. “It was an absolute pleasure watching the kids sail in such a competitive environment, and hopefully it has inspired each one of them to continue pushing hard with their sailing,” Clarke added. Clarke, who has been proactive

New coaches set to improve North and Middle Caicos football NORTH and Middle Caicos Football Academy was given a timely boost recently when 16 persons in the area completed a grassroots coaching course. The four-day programme (September 28-October 1), which was administered by CONCACAF instructor Antonio Santillan and TCIFA Technical Director Daz Meehan, was well received and is a stepping stone to a strong football programme in the area, North/ Middle Caicos Development Officer Karmeta Burke told the Weekly News. Burke noted that the 16 new grassroots coaches will be used to advance the Academy’s programmes and improve the level of knowledge and skills that are imparted to the young players. “Having a larger number of coaches who understand grassroots football is vital to the development
