Caicos Beach Club sold to CMK – Investors worried BY DELANA ISLES INVESTORS in Caicos Beach Club (resort, casino and spa) are worried that their investment may go down the drain as the development was recently sold at an auction with little to no details forthcoming. On the owners’ message board, investors say they are worried that the new buyers of the unfinished development will demolish it, making way for another project and possibly costing them millions of dollars of their invested cash. There are also claims on the message board that both the Caicos Beach Club and Rahl and Rahl, a privately held business consultancy company in Deerfield Beach, Florida, are now under investigation in the US. When the Weekly News contacted Minister of Finance, Washington Misick last week, he confirmed that the development has been sold to CMK BWI limited, of which Sailrock Development Limited (also on South Caicos) is an affiliate. He confirmed: “Based on my conversation that I have had with both the CMK developers and the

persons who own the operation there had been an auction last week (two weeks ago).” He added: “I believe they will at some stage want to speak with Government to discuss it but that meeting hasn’t taken place as yet.” Asked what the plans are to help people who have sunk their money into the Beach Club project and could possibly lose out if it is demolished, Misick stated that it is a private matter. “I mean there is nothing the Government can do or say about that, it is a private matter. If they have any kind of recourse they would have to exercise that on the basis of whatever their contract is or whatever other means they are able to do that.” He said he does not know if the former developers are under investigation. “But as a result of the auction I wouldn’t be surprised if the seller were trying to recover something,” Misick said. On the website where the auction was listed, it states that the property was being sold as is. It also states that the vendor makes no warranty as to the structural

integrity, state of completion, fitness for purpose or otherwise as to the buildings located on the property. Also, no representation or warranty is given as to whether development permission was obtained for the erection of such buildings or whether there has been compliance with the terms or conditions of any permission granted. As listed in the auction document, unless otherwise specified by the auctioneer, the property was being sold unfurnished with vacant possession on completion. However, it added, there is located on the property a considerable quantity of construction materials and equipment which are not included in the sale. These materials and equipment belong to the

developer, Caicos Beach Club Resort and Marina 1A, Ltd (‘Caicos Beach Club’) and entities associated with Caicos Beach Club. The purchaser will be responsible for making its own arrangement with Caicos Beach Club for disposing of the materials and equipment, it added. The law firm of Misick and Stanbrook – represented by Ariel Misick and Sarah Knight - acted as the vendors’ attorneys in the transaction. The Caicos Beach Club Resort and Marina was touted as an idyllic and exclusive vacation paradise that is only read about, and a resort where vacationers can leave their shoes at the airport, relax in a non-commercial environment and actually find their footprints in the sand untouched the

next day. To lure investors in, the developers promoted the TCI as a rapidly growing off-shore financial centre offering numerous advantages including but not limited to no corporate income tax on revenue, no personal income tax on revenue, no income tax on revenue generated from property, no capital gain tax on property when sold, no annual real estate tax, no estate/inheritance tax, that any nationality may purchase property, that the Crown guarantees title therefore no title insurance is necessary, land registry provides details of ownership, title can be personal or confidential, and a permanent residency status can be obtained with a real estate investment of $250,000, among several other things.

Financial sector review lists overall public debt at $192m THE LAST quarterly report on the economic review of the Turks and Caicos Islands finances for 2014 has shown that the Government has $192,646,000 in total outstanding public debt. The report, a copy of which was obtained by the Weekly News, indicates that after the RBTT bonds of $170,000,000, which are guaranteed by the United Kingdom Government, are retired in 2016, there remains unsecured TCIG bank loans in the amount of $13,488,000 and TCI Invest loans of $9,158,000. Dr Ubaldus Raymond, Chief Economist for the TCI Government, when contacted this past week noted that come March 2016, the $170m will be paid back, and based on Government projections from the approved budget for this financial year, they intend to have $116.6 million in the sinking fund to cover the majority of the loan. That means that the Government will need an additional $56 million roughly to make up the $170m, which will be borrowed, Dr Raymond advised. Meanwhile, other significant information coming out of the report dealt with the number of work permit holders and Government contract

workers as at December 2014, the end of that review year. The total of work permits issued for major occupations as at December 2014 was 7,724, while the total number of Government contract workers as at December 2014 was 639. However the Chief Economist cautioned that these figures may have some discrepancies. “I get this information directly from the National Health Insurance Plan (NHIP); however there was some query by the Chief Statistician in terms of these numbers. “He is currently working on validating them and he has advised that there may be some double counting.” Dr Raymond further cautioned that the review and publishing of the report is a new process and that with new publications there will be a number of glitches coming up. “What I have done now is to allow him to provide me with these numbers as opposed to me getting it from NIB and NHIP. “So hopefully with these validations that he has to do, these numbers would be revised hopefully in the next batch in March 2015.” As reported in the document the

total plant and machine operators and assemblers on work permits are – 115; clerical support workers – 516; service and sales workers – 2,197; elementary occupations – 1,558; craft and related trades worker – 513; technicians and associate professionals -330; managers – 475; professionals – 536 and not specified – 1,484. Major occupation of Government contract workers While the numbers for Government contract workers are as follows - plant and machine operators and assembler – 0; clerical support workers- 15; service and sales workers – 24; elementary occupations – 56; craft and related trade workers -9; technicians and associate professionals – 16; managers – 15; professionals – 307 and not specified – 197. Other figures included in the document were key banking indicators, domestic bank balances, profit and loss accounts and a business registry. Lord Michael Ashcroft resigns from House of Lords LORD Michael Ashcroft has resigned from the House of Lords as he can no longer “contribute meaningfully,” according to the International Business Times. The 69-year-old was treasurer of the Conservative Party from 1998 to 2001, under William Hague and also served as deputy chairman. He has donated £10m to the Tories since the 1980s but withdrew the lifeline in 2013 amid speculation he doubted the party would secure a majority at the general election in May. His Lord Ashcroft Polls service into marginal seats is seen as a barometer of how the election could unfold. A statement on his website said he was stepping down to concentrate on his Lord Ashcroft Polling service as well as publishing interests. “Earlier this year Baroness D’Souza, the Lord Speaker, said that any Member of the House of Lords who can 'no longer contribute meaningfully' should retire,” his statement read. “She added that since the House has close to 800 members, 'retirement at the right time should be seen as a condition of membership of the House of Lords – a duty as well as a right'. “I agree with the Speaker, and have concluded that my other

activities do not permit me to devote the time that membership of the Lords properly requires. “Accordingly, I have today written to the Clerk of the Parliaments giving notice of my resignation from the House of Lords with immediate effect, pursuant to Section 1(1) of the House of Lords Reform Act 2014. “I will continue my involvement in politics through Lord Ashcroft Polls and my political publishing interests: Conservative Home, Biteback Publishing and Dods.” His final written question to the House of Lords came on March 4 when he asked what the government’s response was to a recent leaked memo concerning Ethiopia’s “Destabilising Policy Against Eritrea.” Ashcroft, who grew up in tax haven Belize and registered his companies there, was made a life peer in 2000 on condition he moved to the UK. However, 10 years later he had still not moved and was criticised for his “non-dom” status. MPs also accused him of flouting laws banning overseas contributions. As an author, Ashcroft has published seven titles and his philanthropic projects have included founding the charities Crimestoppers and Action on Addiction.

Stock levels will determine when passports will be printed in UK MINISTER of Border Control, Donhue Gardiner has announced that the exact date in June for the repatriation of printing Turks and Caicos Islands passports in the United Kingdom will depend on stock levels. In a press release on Thursday (April 23), the minister noted that some passports will be retained and will only be printed on compassionate grounds or urgent Government business. He said that from the date of transfer, Turks and Caicos Islands British overseas territories passports will receive the latest biometric version of the passport that is available to British nationals, which includes the highest level of internationally recognised security standards. Applications will continue to be made during the normal process and the fees for a Turks and Caicos

Islands passport will remain the same throughout the current financial year, this is $150 for an adult passport, $75 for a child’s passport and free for citizens that are 75 years and older. Processing times for a passport application from the submission of an application to the return of a printed passport is scheduled to be four weeks. Passport customers are advised to submit their application well in advance of any planned travel dates. Time left on existing valid passports, up to nine months, can be carried over to new passports. Further information will be provided to the general public via press releases, the Government’s website (from which new application forms will be available), as well as through live engagements with the media, the ministry advised.

IMF reviewing TCI’s financial sector THE INTERNATIONAL Monetary Fund (IMF) has been in the Turks and Caicos Islands for the past two weeks conducting an assessment of the regulation and supervision of the financial sector in the TCI. This was confirmed to the Weekly News on Thursday (April 23), by the Financial Services Commission (FSC)’s managing director Kevin Higgins. Higgins stated that the international body is currently in the Islands on the invitation of former Governor Gordon Wetherell following the closure of TCI Bank in 2010. “Because we are a small

jurisdiction, obviously we are not at the top of the list but finally they [IMF] agreed to come and they have been here with six people for two weeks.” He said they are in wrapping up their exercise and will be meeting with the current Governor, Peter Beckingham at 9.30am on Monday to give him the round up information. This will be followed by a press conference to update the local media and the public, at 1.30pm the same day. Higgins said on Monday the group will discuss their terms of reference, who they spoke with while they were here, their preliminary findings and

other things. The failure of the TCI Bank in 2010 caused losses of more than upwards of $22.5 million in savings and checking account deposits to about 4,000 depositors. At the time of the collapse and prior, reports were that the FSC had found the bank lacking but had failed to act. The IMF is an organisation of 188 countries, working to foster global monetary cooperation, secure financial stability, facilitate international trade, promote high employment and sustainable economic growth, and reduce poverty around the world. Scotiabank likely to downsize in TCI – sources REPORTS reaching the Weekly News are that the Scotiabank will soon be downsizing its operation in the Turks and Caicos Islands. Sources told this publication that the Canadian bank will be pulling its banking and brokerage operations from the Islands and that sometime in mid-May there will be a number of layoffs from its local work force. However, efforts to contact the top management of the bank for the past two weeks have proved futile. Minister of Finance, Washington Misick, when contacted by this publication said that as far as he is aware, the Government has not received an official notice from the bank as yet. He noted however, that given the news recently, the Canadian bank has actually sustained substantial losses in its debit type banking, investor experiences and difficulties all over the world due to what is called shadow banking. “These are things like aberrations, private equity and other private sources of funding. So banks are facing challenges,” Misick said. The shadow banking system is a

term for the collection of non-bank financial intermediaries that provide services similar to traditional commercial banks. The minister added that: “Against that background I don’t know that I would be really surprised that they are resizing their operations here.” Last November, the Financial Post reported that Scotiabank will slash 1,500 jobs and close branches amid $451 million charge for Venezuela and the Caribbean. The Bahamas was hit earlier this year with the news of the bank’s restructuring plan in that Island. The plan will result in branch closures and lay-offs. Earlier this month, Bahamas bank executives met with the ministry of the labour to formally present the details of the restructuring plan. The move came on the heels of that country’s Prime Minister, Perry Christie’s March meeting with the bank’s management to discuss the retrenchment plans, the Tribune in the Bahamas reported. The news outlet also reported that sources suggested that the bank was assessing the futures of up to eight branches spread throughout the

Bahamas, including three in New Providence. Scotiabank’s plans have raised further alarm over the commercial banking industry’s future, following significant staff lay-offs and retrenchments by its fellow Canadian-owned banks, Royal Bank of Canada and CIBC FirstCaribbean, reports say. Some 35 of its 200 branches in the Caribbean were earmarked for closure, with 500 international jobs set to be lost, as Scotiabank sought $104.4 million in annual savings. A Globe and Mail article, published in a three part series in the Weekly News since March, outlined how the Caribbean is dragging down the global results for CIBC, Royal Bank and Scotiabank. According to the article, CIBC FirstCaribbean’s $835 million worth of gross impaired loans accounts for 58.4 per cent of the total $1.43 billion incurred by its Canadian parent. While for Royal Bank, the region accounts for 40.4 percent or $800 million of its $1.98 billion gross impaired loan book and for Scotiabank, bad Caribbean credit totals $1.5 billion, out of its $4.26 billion in gross impaired loans.

Desarrollos lawsuit

The civil suit against Walter Stipa’s Desarrollos Hotelco is seen by some as tainting the TCI and possibly putting the Ritz Carlton development in jeopardy. However, the Government has given every indication that the project is still going ahead and that they will continue to carry out their due diligence. What are your thoughts?

Just another case

First, this is a civil lawsuit which may or may not have merit; second, innocent until proven guilty. I do not see any of the US authorities involved in this, other than the civil courts. People are being sued, rightfully and wrongly every day. The plaintiffs may believe that just because he has money, he will make them whole. Another target for their lawyers to pursue. If there was an arrest warrant out for him by the Feds, then maybe we should worry, but until then, it is just another civil matter and there is no point in getting our undies in a knot over it.

Bad reputation

We are in trouble for development because the PNP always has its hand out under the table. We now have a bad reputation. In many cases it seems we are now seeking questionable

sources who are trying to launder their dirty money. Governor Beckingham came in as an expert in bringing developers in. Now he looks like he is getting ready to exit the TCI. This Governor, a senior citizen cannot take the pressure

Stay the course

This is so unneeded in light of the TCI’s immediate priorities. The TCI must find a way to get moving again, expand its economy and revenue position to clear off debt. There is a greater need to retire British controlled debt and guarantees. There is a need to remove the office of the Chief Financial Officer from the TCI constitution so that ministers could return to full incumbency, control and direction of these Islands. So projects like the Desarrollos are needed in this very important initiative to develop the post interim Government TCI. The beauty of companies is that if one

person is eliminated that is not the end of the resort development. The Government is correct in the adopting the Bush doctrine of ‘staying the course’. This is no time for politics but the Opposition’s response was responsible in demanding that the Government come and to account to the people for the reasons this lawsuit talk came up. The TCI just needs one project to get moving again. There needs to be a debate on labour supply, salaries and the role of locals. Let us stay the course and move ahead.

Doing their best

I put trust in the Government; they have done and are still doing their best to bring proper investors into the country. I believe they know what they are doing. So, let the construction begin.

Let the court decide first

Let’s remember that these charges are still before the courts, where Mr Stipa could yet be exonerated and his Aruba hotel project determined to be completely above board. But the big question remains – why would the TCI Government get into bed with someone under such a dark cloud of suspicion? This project has already been ‘in the wind’ for years now, so why not wait until the Connecticut court matter is resolved, and then either proceed with it, or wash our hands of Mr Stipa and his company, depending on the court’s findings? Surely this haste can’t be attributed to Government’s desperation to be seen to be actually doing something to develop this country, rather than just riding the current tourism wave that is more likely in spite of them than because of them? They have done nothing meaningful about the crime issue, nothing about the ever-

First board members appointed to Invest TCI THE CREATION of a new inward investment agency for the TCI took a major step forward with the appointment of its first board members, it was announced on Friday, April 17. The TCI Cabinet appointed two Turks and Caicos Islanders, Anton Faesler as chair, and Tremaine Swann-Harvey as deputy chair of Invest TCI. In addition, TCI permanent resident Colin Heartwell’s consultancy firm has been awarded a contract as investment promotion expert, following a tendering process in line with the Public Procurement Ordinance. The contract was publicly tendered and two locally sourced bids were received.

Heartwell who was nearing the end of his contract with the National Insurance Board (NIB) has been released early to take up this new position. Following the completion of the board of directors, a chief executive and senior positions will be appointed. Turks and Caicos Islanders will encouraged to apply for these roles at the appropriate time. Minister of Finance Washington Misick said: “I am very excited by the potential of Invest TCI, given that we are already one of the fastest growing economies in the Caribbean. “Our economy can only benefit by having an expert team working to bring together the

needs of business and Government in a more coordinated and coherent manner.” Invest TCI will work with investors who want to do business in the TCI, as well as advising the Government on how it can create the right environment to encourage trade and streamline the investment process. It will replace the defunct TCInvest, following the approval of the Invest Turks and Caicos Ordinance. The new agency builds upon the resources of the Ministry of Finance’s Investment Unit, transforming it into a fully functioning statutory body independently operated by a board of directors, chief executive and other key personnel.

Right move

I think that the Government is right to continue with the project. The Ritz Carlton is a five star, huge worldwide organisation that would not allow their name to be tainted. I’m quite sure that they have investigated funding.

Desperation

The public knows that every single development vented since 2003 has ended badly from Salt Cay to Provo, Ambergris Cay, North and Middle Caicos; the South Caicos airport project to the Middle Caicos government building, all failures. Even the Misick family’s St Charles place is a failure. Like TCI Bank they all went down. Now a developer from Venezuela who has an on-going dispute with the US Department of State. Are we that desperate?

Baffling

I have never heard of an on-going due diligence. I thought that this had to be done before any memorandum of understanding (MOU) is signed. What happens if something pops up later on and we have already signed a MOU?

Elections talk

The PNP drumbeat to election started by creating development talk that is false and misleading. They did it with West Caicos, Third Turtle, the 12 story hotel, Sailrock, Royal Reef, Toscana. All of these developments promise a better day but those better days never materialised. All of these developments have had numerous press releases which capture attention and get reported. They are trying to create buzz. But with two and half years into their term not one new development has commenced. And the ones they are promoting are covered in controversy. Wow. For the country’s sake I wish this news wasn’t true. But it is true and the worst part is they said they knew about it. And the courts are not finished with the man. What are they leading us into? Trouble. But, the PNP has always led the country into trouble. Par for the course.

DNA results of dead body not back yet - police BY DAISY HANDFIELD POLICE are still awaiting the DNA results on the remains of the body that was found in the bushes of Breezy Brae in Grand Turk on Thursday, April 16. Up to press time on Thursday (April 23), no results were back in the TCI. H Police press officer, Audley Astwood said that the results could take a few weeks to get back to the TCI as they were sent off island for testing. Astwood also cautioned the public that even though there is only one person missing in Grand Turk, people cannot and should not assume that the remains found were that of Kevino Smith. Astwood’s caution came on the heels of widespread speculation that the recovered body was indeed the body of the missing Grand Turk man. But during a press conference held in Grand Turk Friday, April 17, acting Deputy Commissioner Rodney Adams would not confirm this, saying only that the Royal Turks and Caicos Islands Police Force (RTCIP) was continuing on with the investigation. “We will not be rushing into anything; we will not be rushing this investigation.” Adams said that they believe that not only do they owe it to the family, but to all the residents of Grand Turk. “If we believe that the remains are in fact those of Mr Smith, once we have results, we owe it to the family as well as the residents to bring about closure as to what actually occurred or how he came about his death,” Adams said. The acting Deputy Commissioner explained that they have been in constant contact with the family of Smith, updating them through every step of the investigation. He said that as a police force, they understand the pain the family must be going through and will do all within their power to ensure that as it relates to the forensic examinations of the remains, it is a priority to say one way or the other, what the outcome was. Superintendent Daron Williams, who was also present at the press event, said that he was sure members of the public would be concerned about the progress of the investigation and he appreciated their concern, but with caution. “At the same time we would like the public to be more mindful that this investigation is a very difficult or complex investigation, which requires a lot of police work and a lot of police skills to be exhibited.” Williams said that police knew for a fact that there were a lot of speculations in respect to the demise of Smith or his disappearance, but they could not confirm this until they conducted

further checks to ensure that they were on the right track. “The speculations that are being rumoured in the communities can be a danger to the investigation and we are appealing to the public to discontinue this,” Williams said. Adams continues to spearhead the operation in the Grand Turk and the investigation for the missing man. A cash reward in the sum of $2,000 is still being offered by Crimestoppers for anyone with information about the disappearance of Smith. Smith disappeared after an incident in the nation’s capital on March 4. Police information is that at about 11.45pm on March 4 a report was made to the Grand Turk police station requesting police assistance at the residence of the Ashton family in Breezy Brae in Grand Turk. Officers were dispatched to the scene where they were told of a serious incident involving the use of a firearm. A search for the suspect who was reported as being Kevino Smith, in the surrounding areas later that same night, turned up empty. At 1.11am the next day, officers were called to Smith’s residence on Osbourne Road where an old unused pick-up truck was on fire. The fire was extinguished with the help of people from within the community but Smith was not at home. Investigations were then launched into the incidents as Smith became a person of interest to the police. Another pick-up truck, which is also owned by Smith, was found in

Provo tops the world

VACATIONERS are extremely pleased with the beauty, tranquillity and the hospitality of the Turks and Caicos Islands, so much so that Providenciales has been rated travellers’ choice number one island by TripAdvisor. The accolade of world’s top island was announced on Tuesday (April 21) to much excitement and happy greetings by the Government, the Opposition, Belongers and residents across social media and the airwaves. In a Government press statement on Wednesday, Minister of Tourism Porsha Stubbs-Smith stated: “This is an excellent testament of the hard work by staff of the Tourist Board and across the departments in promotion of the TCI brand.” She said it speaks volumes of the country’s tourism industry which is vital to the economy. “The only way is up for tourism of these beautiful by nature Islands.” The minister congratulated the team of the Tourist Board for “their endless

contribution and hard work,” and pledged continued support to the board and the promotion of the TCI brand. The People’s Democratic Movement also conveyed congratulations to all stakeholders in the tourism industry who contributed consistently to the high standards and well-kept beauty of the country’s beaches. “Your dedication to our brand does not go unnoticed - not by us or by our many visitors,” the party said. ‘We’re here to make things happen for young people’ – YCA chair BY DELANA ISLES IT’S ABOUT making ideas happen through national policies, private partnerships, and young, vibrant minds attuned to the economic advancement and diversification of the Turks and Caicos Islands economy through entrepreneurship. This is the thrust of the newly formed Young Corporate Alliance (YCA), which the group hopes will be augmented by an initial budgetary allocation of $1,000,000 towards vocational programs for youths. Recently, the Weekly News sat down with YCA’s chairman, Kyle Smith and vice chairman, Dominique Rolle, who shared the group’s vision and the steps they will be taking in the coming years to ensure that young people are afforded a firm and prosperous foothold in the business arena and nation building of the TCI. The non-partisan, not for profit organisation is aimed at consolidating young professionals and entrepreneurs - aged 18 to 35 – and lobbying for their empowerment through the Government, with significant assistance from the private sector and other local and international partners. “We are looking at creating a network of young individuals who are supportive of each other, and the next step for them is to really be educated in business, so we are working on things like lectures, workshops and mentorship programmes. “Our first meeting is on the April

22 and this will be the opportunity for a practical calendar of events for lectures, workshops, think tanks, setting up of committees, the community projects that we want to work on and just the general outlay of the land,” Smith said. Smith stated that so far the private sector is doing its part by providing the group with discounts through their businesses in areas such as insurance and legal aid for young start-up businesses in terms of helping them set up contracts and disclosure agreements.

“So, the private sector has already begun to help us in ways that are very clear and tangible, so it’s now the Government that needs to follow in working on the development of policies, and the concessions on duties or deviating the costs of business licences for the first year, whether it is for us or for all small medium enterprises, that is something that we want to be lobbying for.” Asked about the process that someone needs to go through to access aid afforded to the YCA

through the private sector in particular, Smith noted that attending the workshops and lectures is key. “This is so you can have something tangible to show businesses that the you are aware of the ins and outs of the business that you are about to start. “Once the person has done that and is certified by the YCA, they would be able to access those discounts.” He added that the process is one of ensuring confidence to YCA’s partners that the group is recommending young people who

‘Horrid’ video of bullying at Gov’t primary school circulates By Daisy Handfield

THE DEPARTMENT of Education is currently investigating a bullying incident that took place at Ianthe Pratt Primary school (IPPS) in Providenciales this week. The incident came to the ministry and the public’s attention after a video was posted on social media site, Facebook on Tuesday (April 21). The disturbing footage, shot from appeared to be a camera phone, shows a male student pushing and punching another male student, while other students who could not be seen laughed and encouraged the behaviour. The student being bullied attempted to cover his face to escape the blows, without making an effort to fight back. After what appeared to be a few minutes of intimidation and taunting, the bully spat in his victim’s face, before walking away and out of sight of the video.

Provo pupils explore the Big South THE GRADE four class at the International School of the Turks and Caicos Islands has been learning about the country’s cultural heritage. The pupils and their teacher Mrs Saunders ventured to the ‘Big South’, South Caicos, for the day recently. They were greeted there by the Reverend John Malcolm and Norman Saunders, who were their personal guides for the day. The first stop was the Iris Stubbs Primary School, where they met the grade four class, read with them and presented the class with a box of books, craft paper, pencils, pens and some treats for the classroom. The students also had the opportunity to build on their knowledge of the salt industry and its vital role in the history of the TCI. Mrs Saunders said: “It was an amazing experience to walk the salt pond to the Boiling Hole to get a full understanding of the process of salt raking. “We heard first-hand experiences from Rev Malcolm and Hon Saunders about the lives of those who worked in the salt ponds.”

The sightseeing journey continued with a tour of the Sail Rock development near Bell Sound, then a new hotel development and finally lunch at the Ocean and Beach Resort restaurant, on the coast of South Caicos. Mrs Saunders said: “The view of the beautiful shades of blue ocean was breath taking. Our delicious lunch of locally caught fish was served to us by our wonderful host, Cleo Cox.” As part of their topic work all the grades at the school have been studying the Turks and Caicos Islands in depth and recently created a ‘Living history’ workshop in order to educate and celebrate the Turks and Caicos Islands as part of Education Week 2015. Principal Katie Hinks said: “Community outreach is important for us all. We always try to embrace the Islands through our studies, which allows us to truly respect difference and celebrate diversity.” The Leeward based primary school, formerly The Ashcroft School, has about 20 different nationalities represented within its staff and student body.

Sarah Kennedy, education officer for the Education Department, said that the department was unwilling to say anything more about the incident. A press release from the Government read: “The Ministry and Department of Education, Youth,

Sports and Library Services strongly condemn the behaviour exhibited on the video currently being circulated via internet and other social media.” In the release, Minister of Education Akierra Missick said that the ministry and department have taken action to remove the students involved in the act until further investigations are conducted.

She said: “The parents and other relevant authorities have also been contacted. “We are asking the public, that in the interest of the welfare and protection of the child who was bullied and parents, that we respect their rights and cease and desist from the circulation of this horrid video.” The video has since been removed.

Caribbean political traditions: A perspective CARIBBEAN politics is a fascinating subject, but many who follow Caribbean affairs and our own have little knowledge of the political traditions from which current practices have emerged. We talk, but what we often say is not grounded in a serious study of the issues. And this could lead to a distortion of what is the case. Robert Buddan, of the University of the West Indies, has written a book titled, ‘The Foundations of Caribbean Politics,” which discusses these issues. He states that the political system in the Caribbean has been influenced by British institutions, and describes its features. These are, individualism in politics, and a parliamentary form of government rather than presidential seen in Latin America. A two-party dominant system, rather than the multiparty systems of the Spanish speaking Caribbean. There is the electoral system, where the winner takes all, a secular political culture, rather than one where religion plays a strong role in politics, a longer tradition of peaceful civilian government, while in Latin America there were wars and military governments. Caribbean, there are also political parties with a tradition of regular competitive elections. In my view these traditions seem sane, but in their operation issues occur. Individualism is okay but it could cause problems with collective decision-making where each thinks his or her ideas are good, and if not considered persons feel shunned and disrespected. They might even form a third party as we have seen in the TCI. Real democracy therefore takes a hit. On two occasions here, the two-party system has come under challenge, with the formation of a third. The view is that the two dominant parties have basically the same policies, only different strategies. The further observation is that these parties are elitist and even when humble people are elected, politics puts them in a class where they feel above the voters.

And there is the feeling that parliamentary democracy ignores the not so fortunate and caters to the needs of the ‘people with big bellies, and deep pockets’. Our electoral system is seen by some to have deficits. Only those with certain resources are able to enter politics. So elections become the games elites play. And although we have a secular political culture, voters still choose those who profess a certain religion. Buddan’s views seem to favour one tradition over the other. This omits the fact that particularly in the TCI, we have replaced some inherited institutions with our own, although hangovers remain. But, do we have the will to make the big changes that transform our system into a more representative democracy, that works equally well for all of us?

Foundation presents college with hefty cheque By Daisy Handfield A CHEQUE for $26,000 was presented to the Community College to cover the cost of 14 scholarships that were recently awarded to students. This sum of money is to cover the students’ tuition up until May 2016. Nine students have the opportunity to obtain their Associates degrees and five their Bachelor’s degrees through the TCI College Foundation’s scholarship scheme. The cheque presentation was made on Thursday (April 23) at the Providenciales campus of the college. The foundation’s chair Claudette Munroe Clare said that the organisation has been doing some excellent work over the past two years. However, she said that it has been a hassle getting students to apply for the scholarships even though they have exhausted just about every method of advertising. She said: “They did not meet the first deadline so we had to extend it

all the way into June/July. “My vision is for this to continue so we are looking into encouraging students to apply for scholarships and for our fundraisers to continue.” Principal of the Community College Samuel Forbes said that staff try to encourage the students constantly and remind them that they need to make use of the scholarships. He said: “They should make best use of the scholarships because there are a number of persons out there who would have loved to have the opportunity. “When they are on scholarships they don’t have to worry about payment so now they can concentrate more on their work.” The selected students are expected to maintain a 2.75 GPA average in order to keep their scholarships. Foundation treasurer Keno Forbes explained that on an annual basis students are responsible for turning in their grades. “We do have an evaluation where we revaluate the grades and we try to keep in contact with the students, not

Chicken Chicken closed for health violations THE GOVERNMENT’s Environmental Health Department has ordered the closure of the Chicken Chicken restaurant. The popular and affordable Downtown Providenciales eatery, widely known as Lamonts, was

closed due to failure to meet the required health regulations, reliable sources have confirmed. On Wednesday (April 22), the Weekly News visited the fast food outlet at about 2pm. The windows and doors were

closed and employees were seen cleaning and scrubbing the inside of the restaurant. When contacted, officials at the Environmental Health Department would not comment directly on the matter.

However, they did advise that any person who obstructs, hinders, or resists a health officer from executing his or her functions under the public and environmental health ordinances, commits an offence and is liable to a fine of $500 or three

TURKS and Caicos Islanders looking to work in the public sector can now easily track job opportunities thanks to a new vacancies section on the Government’s website. As of Thursday (April 23) all of the 55 new public sector positions identified in the 2015-16 budget have been advertised on the page, as well as all other vacancies which arise through the turnover in the Government’s workforce through resignations and retirements. Anya Williams, Deputy Governor and Head of the Public Service, said: “There will be a significant public sector recruitment drive this year as we look to fill several new important positions such as Deputy Secretary Tourism, a new Director of the Premiers Office, District Commissioners for North and Middle Caicos and Salt Cay, among other key positions. “We have several new units which require staff as well, such as the InterHealth Canada Contract Management Unit and the Juvenile Facility and are currently in the process of recruiting some 20 positions.” Current vacancies can be viewed at any time on www.gov.tc/ government-vacancies in addition to radio and newspaper advertisements. The website also provides guidance on the application procedures and processes. The Office of the Deputy Governor’s recruitment plan will manage the process of recruitment to the public service throughout the year, and will see the recruitment of senior and critical positions take place in late spring. DURING the historic visit of the US President Barrack Obama to Jamaica, he was asked by a TCI student studying at University of the West Indies his opinion of the TCI diversifying is economy. Although his response was lengthy in detail, the message could be summed up as: small countries such as ours should invest in its human resources. Wow! How shocking was it to hear those simple words that seem to have eluded this country for nearly 40 years. Mr Obama’s words amazed me because he has never visited the Turks and Caicos Islands but realised that the key to our economic diversification and empowerment is tied to the education of our people. There are several reasons why we must invest in the education of our people; firstly we have limited resources to harness and manufacture. Secondly, we can forget about tapping into the agricultural trade

in the region as the market has been exhausted by prominent Caribbean countries who are currently struggling to find new markets for trade. Thirdly, while tourism is peaking now, it is going to reach a maximum peak, and like other countries begin to decline as other markets begin to open up. Additionally, in 2015 there are still too many jobs in this country held by expats because TCI Belongers are neither certified nor trained for them. How do we correct this anomaly? We must invest in our people. A lack of investment in the

education and training of the labour force will forever cause the debate over whether or not we have a shortage of labour or a shortage of skills. Education is the key to economic empowerment in a small country such as ours. While writing this column, my mind drifted back to the late Sir Lynden Pindling of the Bahamas. Immediately after majority rule, his cabinet realised that if black Bahamians were to be empowered as the white Bahamians; nationalistic policies alone could not level the playing field. Instead, Sir Lynden invested

heavily in educating Bahamians abroad, establishing and financing the college of the Bahamas, and implemented national development policies such as ‘Bahamianisation’ which insisted on the training and empowerment of Bahamians. Sir Lynden and the PLP were remembered for their slogan ‘Bahamas is for Bahamians’. Not just in political rhetoric but even in the policies they implemented and milestones achieved in preparation for self-determination and postindependence sustainability. Sir Lynden Pindling and his government invested in the people of the Bahamas and that is why Bahamians are running the Bahamas. If we are ever going to seriously consider becoming an independent country we had better do some research on national development, take Mr Obama’s advice and invest in our people.

Puttin’ on the Ritz!

ONE of the funniest movies of modern times is ‘Young Frankenstein,’ a spoof of old horror movies. A favourite scene has the newly ‘reformed’ Frankenstein monster in a tux with a top hat, dancing and singing ‘Puttin’ on the Ritz.’ Doctor Frankenstein rewards him with a piece of candy. Since 2004 the TCI has been trying to put on the Ritz. First it was the Ritz Carlton franchised West Caicos resort which crashed because of the US government tampering with the laws of supply and demand in real estate. West Caicos financier Lehman Brothers crashed and resort construction stopped. Now it’s the ‘reformed’ PNP’s Grace Bay Ritz Carlton. Enamoured by the name Ritz, this Government signed a memo agreement with folks from Venezuela, home of now dead Hugo Chavez.

Hugo, a commie dictator and no friend to the USA, was said to be visited by Mike Misick back in his Ritzy days. Remember that Michael Brassington, Misick’s jet plane pilot, now in a USA prison, was chased by the USA DEA for drug running from neighbours of Venezuela. Did Mike tell Rufus, who he supported for leader, to spend for a fancy vehicle with chauffeur returning the TCI Government to the Misick Ritzy style of life as he, himself, moved back into politics taking PNP chairmanship? Meanwhile his PNP is connected to a Venezuelan Ritz? The PNP chairmanship eluded Mike, not because of internal PNP strife, of which there is plenty, but because of the bail agreement. Mike’s brother Washy says it is the Attorney General who passes out land. Is it possible our ‘independent’ Attorney General’s Office followed orders and gave away PNP candy, the Grace Bay Crown land?

Scholarships deadline drawing near THERE is just a week left to apply for scholarships for further study for the next academic year. The Ministry of Education issued a reminder on Tuesday, April 23, that applicants have until April 30 to submit their forms. In accordance with the Scholarship Policy, the Scholarship Committee will award scholarships to successful applicants in education, youth development work and technical vocational education. Applications for associate and bachelor degree programmes in Turks and Caicos Islands Community College will also be considered. All universities must be found to be fully accredited. ELIGIBILITY Scholarships and grants may be awarded to anyone who satisfies the following criteria. They must be a Turks and Caicos Islander, and reside in the Turks and Caicos Islands. They must have completed secondary education at any of the

high schools, and post-secondary education at the Turks and Caicos Islands Community College, British West Indies Collegiate, or any other sixth form college in the Turks and Caicos Islands They must have no fewer than three passes in external exams for local scholarships or five passes for international scholarships in (CXCCSEC, IGCSE, GCE) at Grade II/B or above. They must produce evidence of acceptance in an accredited institution, approved by the Ministry of Education, to pursue a course identified in the priority areas. If a graduate of the Turks and Caicos Islands Community College, they must have a minimum grade point average of 3.00 or equivalent B grade. If a Turks and Caicos Islands civil servant, they must produce evidence of approval from the human resource management directorate, through their head of department. They must submit a completed application form and all supporting

documents required for assessment by the Scholarship Board. Applications must be submitted on the standard application form available at the Ministry of Education or Education Department, Providenciales. National Scholar Awardees must also submit a completed application package. Scholarships will NOT be awarded to applicants wishing to pursue an equivalent course of study that is being offered by the Turks and Caicos Islands Community College. Application packages should be forwarded to the secretary of the Scholarship Board, Ministry of Education, Grand Turk, or the Education Department, Providenciales. All applications must be received on or before April 30. Applicants who receive a full or partial scholarship shall be required to sign a bond agreement with the Turks and Caicos Islands Government, prior to commencement of payment.

The sleek new smartphones were unveiled during a press conference at Digicel’s Graceway store in Providenciales on Tuesday (April 21). Erik Staaf, newly appointed chief executive officer, spearheaded the conference and took attendees through a video which explained what long term evolution (LTE) was and its benefits. He said that with speeds up to 20 times faster than any other mobile network on the island, LTE from Digicel will allow customers to download, share and stream all their favourite movies, videos or music in a matter of seconds without any buffering. Customers who already have LTE phones can enjoy the fast speeds at the same prices they are currently paying for 4G. Staaf said the LTE service from Digicel will not only support growth in the country, but will also transform how people use mobile internet going forward. He also played a video on the two

S6 models and what new aspects they brought to the market. “Internet has come a long way and I suppose initially with mainly being able to buy things online and certainly accessing your email. “We have moved on to customers wanting to do more than that. “To me the launch of the S6 and the S6 Edge, it goes hand in hand with the LTE. “The reason for saying that is because this is now the launch of one of the most iconic handsets in the market.” The CEO said that this new service is 20 times faster than any mobile network in the TCI. “We have done speed tests across five locations across Providenciales and Grand Turk,” Staaf said. The company is also giving customers the opportunity to trade in their Samsung devices and based on the evaluation, a difference will be paid to obtain either the S6 or the S6 Edge. SEVERAL volunteers, along with Dr Joey Pakes Nelson of Harvard University, in April carried out an extensive exercise to restore the TCI’s caves. The project, which started on April 18 and will conclude on April 27, is focused on the evolution of underwater cave creatures. An Earth Day clean-up took place on Wednesday, April 22. Dr Pakes Nelson, who is attached to the department of Organismic and Evolutionary Biology at Harvard University, along with her research assistant Prentiss Nelson and dive team Tamara Thomsen and Amelia Weiss, have teamed up with the Caicos Cave Project, the Department of Environment and Maritime Affairs (DEMA) and the Turks and Caicos National Trust to research a number of caves in the Turks and Caicos Islands this month.

The team is studying anchialine caves, which are landlocked bodies of water with a subterranean connection to the ocean. “We now know that these caves, in which a discrete marine layer rests beneath isolated layers of brackish or freshwater, host diverse organisms unique to these habitats. “Research of these caves by specialists leads to a better understanding of the evolution and persistence of life in dark, low oxygen systems.” She added that since anchialine caves are particularly susceptible to water drainage, pollution and rising sea levels, understanding cave

the habitats and preserve them as a resource for the TCI. Research on anchialine ecosystems is also perfectly suited for communicating both the excitement of discovery and the process of science to the public. The field team has offered to give a talk to interested members of the public and the Government regarding their research at 6.30pm on Monday (April 27) at the National Environmental Centre in the Bight, Providenciales, the release read. It added that upon return to the USA, Dr Pakes Nelson will host public talks at the Harvard University Natural History Museum and the research will be highlighted at a public exhibit at the American Association for the Advancement of Sciences (AAAS) headquartered in Washington, DC.

The team conducted the research in the TCI under guidance from Mark Parrish of the Caicos Cave Project as well as the scientific officer at DEMA Dr Eric Salamanca and Director of the Turks and Caicos National Trust Ethlyn Gibbs-Williams. They visited caves on Providenciales, North Caicos and Middle Caicos. The project is funded (financially and physically) through the National Geographic Society, the Waitt Foundation, and locally from Big Blue Unlimited. The team also took the opportunity to remove garbage from The Hole in Long Bay, a popular tourist attraction, as part of global efforts on Earth Day on April 22. Special thanks are expressed to North Caicos native Brent Forbes for hauling the garbage 75 feet up from the bottom of The Hole.

TCSPCA to run fifth North Caicos spay and neuter clinic NINETY animals were treated during the fifth annual spay and neuter clinic on the island of North Caicos from April 7 to 9. According to a recent press release from the TCSPCA, 70 of them were spayed or neutered, two specialty surgeries were performed and 18 animals were examined at the wellness clinic, thanks to the volunteer veterinarian team from Kindest Cut, from Minneapolis. Because dogs normally have two breeding cycles a year, it is vital that the TCSPCA mobile spay and neuter clinics be run on a regular basis in each of the family islands, a press release from the animal charity explained. By holding back-to-back surgeries

on North Caicos, residents should see a sharp decline in the number of unwanted puppies born in the next breeding season. The North Caicos clinic marked the first time the new TCSPCA Animal Bus was shipped to one of the sister islands to help run a mobile clinic. The new bus, donated by Providenciales resident Larry Costa, quickly proved to be an invaluable component of the programme. All the equipment and supplies needed for the clinic were packed into the bus, which was barged to North Caicos. Once unpacked, pets were transported to and from the clinic, quickly and safely in the new bus.

Returning Kindest Cut vet Dr Paul Anderson led a team of two very competent and caring vet techs, Andrea Burgeson and Abrah Etzler. The breakdown of surgeries was 29 dog spays, 10 cat spays, 27 dog neuters, four cat neuters, and many core vaccinations were administered. The vet team was helped by Kindest Cut volunteer Laura Uecker, who handled the paperwork and monitored patients in the recovery area. As with all previous clinics on North Caicos, resident Jody Rothjeb generously donated her home for the vet team’s accommodation, and the clinic space. The TCSPCA was also very continued 

FortisTCI joins pupils for Earth Day celebration EARTH Day at Ona Glinton Primary School on Wednesday (April 22) was an exciting day for a group of fourth grade students who spent the afternoon planting seeds as a start to the school’s first vegetable garden. The Earth Day initiative was facilitated by community volunteers and gardening enthusiasts Joan Garneau and Jenny Gollshewshy, and school sponsors FortisTCI, a release from the utility company read. Gwen Harvey, Ona Glinton Primary School principal, said: “We are thankful for this opportunity to start our very own fruit and vegetable garden. “It is something that has been talked about among our teaching staff and students for a while. “With this jumpstart we can now look forward to sharing some of the wonderful vegetables that we will grow in our garden.” Garneau and Gollshewshy, current residents of Grand Turk who are knowledgeable and experienced in the area of growing vegetable gardens, spoke with a group of almost 40 students about the various types of seeds they were preparing to plant. They highlighted what it takes for seeds to grow and why caring for a garden is essential to harvesting good crops.

“When starting a garden at home, you should start small, make sure you have the right soil, and don’t forget to water and give them enough sunlight. “The best part of growing vegetables is that they’re fresh, and you get to share them with your friends and family,” Garneau told the students. The students also learned about new ways they can use recycled materials to grow their crops. According to the release, FortisTCI has pledged to assist the school with the establishment of its garden, donating gardening necessities and by partnering with local landscaping and nursery representatives for the success of the project. An area on the school grounds has been designated for the development of the garden, and as the seedlings begin to sprout students will transfer them to proper planting pots as a part of their learning experience. Some of the plants and vegetables the students hope to see sprout over the next several weeks include tomatoes, sweet peppers, green beans, basil, and more. The utility company said that it believes in celebrating Earth Day every day and that they remain committed to being environmentally responsible.

Obama pledges effort to fight energy cost in Caribbean DURING a trip to Jamaica on April 9, President Obama announced various efforts to encourage the development of low-carbon energy sources in the Caribbean. Obama said that moving Caribbean countries toward clean energy is a priority in the United States’ relations with those countries. “This region has some of the highest energy costs in the world,” the president said in a speech to the Caribbean Community, or Caricom, a coalition of the region’s nations, The Hill reported. The initiative includes a $20

million finance facility for clean energy projects in Caribbean and Central American countries, a United States-Caribbean task force and collaborative efforts to lend the United States’ expertise to countries wishing to expand low-carbon energy. The US is also financing a massive wind farm and in advanced talks to finance a solar array in Jamaica. “Caribbean countries are particularly vulnerable to the effects of climate change, and we have to act now. “This is an example of - large

countries and small countries have to work together, because without collective action, we’re not going to be able to address these challenges,” Obama said, according to a transcript provided by the White House. The president said he is confident the United States and its Caribbean partners “can make great strides over the short term and even greater strides over the long term” on clean energy. Energy Secretary Ernest Moniz accompanied Obama on his trip and at the Caricom meeting.

Students plant trees for Earth Day 2015 BY DAISY HANDFIELD THE DEPARTMENT of Environment and Maritime Affairs (DEMA) recently partnered with the Department of Youth Affairs and FILCOM to host a tree planting exercise in celebration of Earth Day 2015. Twenty-two students from Enid Capron Primary School (ECPS) along with teachers from the school, and staff from the two Government organisations and FILCOM all met at the Community Centre in Five Cays, Providenciales on Wednesday (April 22) to begin the tree planting exercise. During the exercise the children

were educated on trees that are indigenous and were given tips on how to start their own garden and plant indigenous trees around their home. Amy Avenant, Environmental Outreach Coordinator for DEMA, said that this area of choice was because they wanted to beautify an area that is used in the community and the centre was one. She said: “Five Cays Community Centre is in the heart of the community and we feel that it is an important area to upkeep and we hope that by the planting of some indigenous vegetation, we will instil a sense of pride in the community and in the school itself because

they are across the road and become custodians of the plants.” Avenant said that she believes the TCI community should see every day as Earth Day and as an opportunity to preserve the beauty of the Islands. “I think that every day is Earth Day and that it is also not up to school students and the youth. “We can think about being really good stewards of our environment. “It’s something that especially on an island and a small area like this, we should be taking very seriously and we have an opportunity to make a difference,” Avenant said. Niclair Russel, guidance counsellor for ECPS, said that

students from the school partake every year in the event. She said: “It is a very good opportunity for them to get out and get involved with community service as well as to be good stewards of the environment.” Minister of Tourism, Environment, Heritage and Culture, Porsha Stubbs-Smith shared an Earth Day message. “It is my Government’s aim to continue to raise awareness of every citizen’s responsibility to preserve our prized beautiful by nature asset and we will continue to balance the economic, social and environmental needs of present and future generations,” the minister said.

She added that it is important that people living in the TCI be mindful of their actions and the impact on the Islands, and the planet on the whole. Earth Day is an annual event, celebrated on April 22, on which day events worldwide are held to demonstrate support for environmental protection. It was first celebrated in 1970, and is now coordinated globally by the Earth Day Network, and celebrated in more than 192 countries each year. ‘It’s our turn to lead,’ is the motto for this Earth Day with a goal of promoting environmental awareness, developing sustainable initiatives and reasserting a pledge to green behaviour.

Volunteers carry out underwater clean-up TRASH was cleared up from the waters surrounding the TCI during an annual underwater cleaning campaign this week. The Sandals Foundation hosted the campaign to commemorate the 45th annual Earth Day environmental movement. Across the Caribbean the foundation arranged special dives to raise awareness about coral restoration while teaching volunteers and visitors the difference between healthy coral and bleached, dying or dead coral. In the Turks and Caicos Islands, the charity saw a group of enthusiastic volunteers which included members of the local media, come together for the clean-up along Grace Bay. “Earth Day is all about action and what we are doing to protect our environment,” said Beaches press officer Elanor Finfin Krzanowski

who spearheaded the project. “This year we were very impressed with the conditions of the reefs as well as the sea floors, we have collected far less trash and debris than we have in previous years, this goes to show that beach users are being more responsible in their environmental practices.” The underwater cleaning exercise which aimed at promoting environmental awareness also taught participants the importance of preserving the shore line and delicate coral reef systems. me and offer their services as well as their time, whether its locals, expats that are living or have invested in the community, ready to support the YCA in any way possible. “We have lecturers from Columbia University that are willing to partner with us and several others who are potential mentors for the group ready to lend a hand,” Smith said. Some of the private partnerships the group has so far managed to get on board with their ideas and a firm offer of assistance include - Ken Adams, Stan Hartling, Twa Marcelin and Wolf, NW Hamilton Insurance and Financial Services, and HLB Accountant. Smith noted that the group will also be working along with the National Insurance Board and Financial Services Commission to host workshops to foster greater education in these two vital areas of business. YCA vice chairman, Dominque Rolle spoke about the part the TCI Government can and should play in making the young movement a success for youths of the country. “What we did as of last year March was to submit the proposals asking for the Government to fund vocational programmes, concessions and work with not just us as an organisation but on behalf of young people to make it easier for young people to set up businesses and advance as professionals.” He added that the aim of the YCA when it comes to partnership with the Government is to ensure that the proper mechanisms are in place for young people to succeed and help grow the economy. “We also want people to know that we don’t have political ties or political relationships, what we think the relationship between us, young people in the community and the Government is, is not a ‘buddy buddy’ close relationship. “It’s us ensuring that they work for

us as our representatives; and until they enact policies or demonstrably support us through actions, we can’t say that they are working on our behalf.” He stated that YCA is an organisation focused on onward movement and ensuring the proper tools are provided to those willing to put in the work. He said that one of the biggest things they intend to tackle is getting young people to go into more than just tourism related jobs and professions. “We need to divert some of the tourism investment and gains into young people and young businesses, to grow the economy and diversify it because entrepreneurship is the best way to say that we are creating more career paths for young people rather than funnelling a lot of them from high school straight into housekeeping, food and beverage. “So in a nutshell, we are looking for tangible solutions to problems,” Rolle added. In its education drive, a number of pertinent questions will be addressed, these include - Do you know how to register a business name, do you know how to apply for a business licence, what is incorporation and why should you do it, how do you draw up a partnership agreement, how do you apply for a bank account for your business, what should you study, what career paths should you take? In its national skills development policy recommendations, outlined below, YCA explains the challenges facing young entrepreneurship as they see it and steps to be taken to overcome them. Issue There is an identified need to ensure students coming of age in the Turks and Caicos Islands have alternative means of education as opposed to three to four-year baccalaureate degrees abroad. This need must be met with

local college and training providers offering high demand vocational qualifications and skills through high quality teaching and courses to help students into jobs that require short to medium term vocational training. Challenges Many key challenges to the development of in demand professional skills in young Turks and Caicos Islanders include (but are not limited to): the breakdown/ non-existence of pertinent avenues between secondary school and vocational training facilities and experiences; the marginalisation of various professions and skills based jobs; the current structure of the overall skills and management systems throughout the TCI; and poor linkages between the Government, private sector and labour market. There exists amongst many young local people who have not enrolled in the Community College, the dichotomous idea that either one must attain a four year degree from abroad or wait for the opportunity to do so. Those who do not see the potential for such opportunity may internalise the belief that skills based professional work is not for them. This results in either an unnecessary acceptance of unskilled low paying labour, exasperation and idleness after failing to find work in the field or pay scale desired, and subsequent long term joblessness which often leads to a variety of destructive and anti-social behaviour. There must be a detachment from romantic ideas of high paying professions which are often limited to a mere three occupations, instead encouraging a realistic analysis of the economic landscape of the TCI and its main industries to choose from a wide array of good paying, skills based jobs and careers. Early preparation for the attainment of short to medium term vocational skills empowers a generation of young people

New UK visa requirement for Bermudians BERMUDIANS who travel to the UK for longer than six months and do not have a British passport must obtain a Biometric Residence Permit, Government confirmed this evening. The new rules, which are being rolled out in other countries including the Cayman Islands, will take effect in Bermuda from May 31. The BRP card is a credit-card sized immigration document that contains a secure embedded chip. Fingerprints and a digital photo within the chip contain biometrics unique to each individual. The BRP provides evidence of the holder’s immigration status in the

It can be used as proof of right to work, study and access public services in the UK. “While the Bermuda public was alerted to this matter from an announcement made by the Cayman Islands, the actual effective date for Bermuda is May 31,” said chief immigration officer, Dr Danette Ming. “Under the direction of the Deputy Governor’s Office a formal public announcement in Bermuda was on the point of issuing.” As of March 18 BRPs for nonEuropean Economic Area (EEA) nationals travelling to the UK for

Actions The YCA intends to harness the strength of Government policy and private sector capabilities to boost widespread and diverse vocational and career based skills in the nation’s youth pairing these skills with handson experience within their relevant fields. We recommend the following actions to achieve this goal: a nationwide assessment lasting no longer than six months that ascertains through statistical data the top 20 vocational careers in the TCI based on a criteria that lists ‘good’ paying, in demand vocations that require between three weeks to six months of skills based training, costing less than $10,000 to complete. A further study lasting less than three months of the most effective and economical way of providing top class vocational training to local students in these high priority areas. An aggressive youth awareness and education campaign that aims at ensuring all students in the TCI know the vocational career paths available to them, the avenues of preparing themselves for such professions, the means of funding their studies and training, and the industry standard pay scale they should expect at bottom level entry compare and contrasted against their current options. The research and assessment of those in demand, ‘good’ paying vocations requiring short to medium

term training must be met with an aggressive action plan to expound upon, erect, or subsidise the training based institutions that can supply students with the courses and training they need to enter these skill based careers. Subsequent reformation of TCIG’s funding policy for such expansion and implementation of vocational training facilities and subsidisation of the relevant courses which may take place abroad. Building a bridge between private sector businesses and local schools: encouraged, assisted, and maintained by TCIG with a view to boost privately funded scholarships, youth awareness of professions to aspire to through field trips and summer programmes, and on-site handson training through internships, apprenticeships, and long term vocational programs. Improving and encouraging apprenticeship programmes through all private sector businesses. Investing in certified professionals to teach programs and courses through the current educational systems available. Introducing a technical baccalaureate form of qualification a new measure that will allow young people aspiring to a vocational career a high-quality alternative to traditional college/ university routes to be legitimately recognized by private sector businesses. Expanding the provisions for work experience in public and private sector thereby making it mandatory through quotas for private sector businesses to assist TCIG in the education, training, and employment of local professionals. Public consultation to invite opinions on these recommendations. And Government allocation of a budget in the sum of $1,000,000 towards vocational programs until such necessary youth initiatives can be entirely supported by private (preferably local) institutions.

Working alongside the vet team this year were hard working North Caicos residents, who volunteered their time to work in the field, rounding up dogs and cats from every community, to bring them to the clinic for surgery. Dr Mark Butler, Chief Veterinary Officer, is very supportive of the ongoing effort, between the Government and the TCSPCA, to provide spay/neuter surgeries for owned dogs and

cats throughout the TCI. The clinic was well supported by the pet owners from this family island with a population of about 1,400 people. The next stop for the TCSPCA spay/neuter team is South Caicos where they will run to a weeklong clinic from May 7 to May 12 in the School for Field Studies building. Former TCSPCA vet Dr Rich Sefcik has generously volunteered his time once again, to provide professional vet care for the animals of the 1,300 residents of this family island.

Growing basil BASIL, the common name for Ocimum basilicum, is the easiest herb to grow in Turks and Caicos Islands. It is a popular sweet herb used for flavouring and formerly used for medicinal purposes. Basil grows easily from seed which may be sown in the garden or in pots. And basil can also be propagated very reliably from cuttings. Sweet basil (Ocimum basilicum) is a pleasant- smelling annual plant with a spicy taste. There are many types, some large and some small, with a range of leaf colours from green to purple to variegated. The green, tender leaves may be

used fresh at any time or dried along with the white flowers. Pinch tops regularly to prevent flowering, because the leaf production slows or stops on any stem which flowers, so you should pinch off any flower stems to keep the plant in production, or pinch off some stems while leaving others to bloom for decoration or seeds. Once you do let the plant flower, it will produce seed pods containing small black seeds which you can save and plant the following year. Picking the leaves off the plant helps promote continuous growth, largely because the plant responds by converting pairs of leaflets next to the topmost leaves into new stems.

Basil plants whose leaves have wilted from lack of water will normally recover if they are watered. The basil usually grows to a height of 12 to 18 inches. If the soil is rich, a plant cut back will develop successive crops of foliage. Basil plants should be spaced between nine and 12 inches apart and it prefers full sun location

Making Turks and Caicos pesto Ingredients: • 2 cups fresh basil • 1/4 cup roasted whole almonds (picked from the tropical almond tree) • 1/4 cup freshly grated Parmesan cheese • 1 garlic clove • ¾ cup of Olive oil • Salt and pepper, to taste

Instructions: • In a food processor, pulse the whole almonds and one garlic clove until all are ground well. • Add basil, Parmesan and olive oil and pulse together until well incorporated, but don’t over mix. • Taste for seasoning. Add additional olive oil if needed. • Voilà…

Tips to prevent car break-ins IN THE Turks and Caicos Islands oftentimes vehicle thefts are from unlocked cars. Even if you’re running into the store for a quick purchase, that’s too long to leave your vehicle’s contents open for the taking. Simply locking the doors will deter those who might just be waiting around for an easy target. Almost any worthless personal item that’s visible from the outside - even an empty shopping bag - could be seen as a carrier of valuables. If you have an SUV that leaves your cargo area on display, consider getting a cover. Most of these vehicles can be fitted with inexpensive retractable covers to help keep shopping bags

or other belongings out of sight. Do not leave any bait out for thieves; stow your electronics and accessories well out of sight-or better yet, bring it with you. The evidence alone might be enough to pique the interest of thieves, so hide that too, including power plugs, or tell-tale iPod adapters, and even put the cigarette lighter back in place. Get in the habit of putting shopping bags in the trunk right when you return to the vehicle, rather than after you park at the next place. Thieves sometimes linger in busy parking lots looking for valuables being moved out of sight. Don’t display to them what you have. Completely close windows and sunroofs but not just because thieves

might reach in through the gap and open your locks with a coat hanger. Open windows will disable the pressure sensor in some car alarms, leaving the vehicle more vulnerable to break-in and potentially giving thieves more time before the alarm sounds. If you don’t have an alarm system, get one. The noise alone may be enough to scare away an inexperienced thief and prevent the break-in. Factory-option alarm systems are generally best, but a carefully installed, properly calibrated aftermarket system can provide just as much safety. Park in a busy, well-lit area, and avoid concealment from larger vehicles, fences, or foliage. Except for the most brazen

Vegetable coconut curry Makes eight burgers INGREDIENTS • 2oz roasted, unsalted cashew nuts • 2oz fresh white breadcrumbs • 2 tsp dried thyme • 2oz Cheddar cheese, grated • 6oz sweet potato, peeled and cubed • 1 tbsp coconut or vegetable oil

• 5 green onions, chopped • 1 carrot, grated • 4oz brown mushrooms, finely chopped • 1 clove garlic, crushed • Coconut or vegetable oil for frying METHOD • Measure the cashew nuts into a blender or food processor.

• Whiz until finely chopped. • Add to a bowl with the breadcrumbs, thyme and grated cheese. • Boil the sweet potato in boiling water until soft. Drain. • Heat the oil in a frying pan. Add the green onions, carrot and mushrooms. • Fry for 10 minutes or until soft. Add the garlic and fry for one minute. • Tip into the breadcrumb mixture with the sweet potato. Mash everything

together. • Shape into eight burgers. Fry in a frying pan in a little oil over a medium heat for two to three minutes on each side until golden. Be careful to watch the burgers as they can burn very quickly. • The burgers can be frozen, separated with baking parchment before cooking. Thaw out in the fridge before cooking.

Use a fluoride toothpaste and brush for around two minutes morning and evening. Flossing between the teeth is recommended once a day. Regular six monthly check-ups with the dentist are important and will ensure that any problems such as gum disease, infection or tooth decay are detected early and action taken. If your dentist is not already aware, it is important to inform him that you have diabetes. A balanced, healthy diet and if possible avoiding smoking will also help to maintain healthy teeth and gums.

Haitian drug trafficker has sentence slashed for cooperation A CONVICTED Haitian drug trafficker whose allegations of government corruption contributed to the ouster of former President Jean Bertrand Aristide, is set to be released from prison after his 27-year sentence was cut in half, his lawyer said on Monday. A federal judge in Miami granted the sentence reduction on Friday after the U.S. attorney’s office said Beaudouin ‘Jacques’ Ketant had provided valuable assistance as a witness in the prosecutions of drug-related cases involving Haitian government officials. “Jacques helped procure the indictment and conviction of just about every important corrupt official in the Aristide government,” said his lawyer Ruben Oliva. At his own sentencing in February 2004 Ketant famously accused Aristide of being a drug lord who controlled Colombian cartel cocaine shipments passing through Haiti. Days later Aristide was overthrown by armed rebels and bundled out of the country on a U.S. government jet. Ketant admitted to moving more than 30 tons of cocaine between Colombia and the United States over a 12year period, paying bribes to Aristide along the way. He was sentenced to 27 years and ordered to pay $15 million.

This month, the bank announced the sale of its Suriname bank to Trinidad and Tobago’s Republic Bank Ltd., and Chief Executive David McKay also indicated a strategic review of its international wealth-management business was ongoing and could result in more asset sales. “We continue to look at our international wealth franchise and to make decisions there,” the executive said after the bank’s annual meeting earlier in April. Mr. McKay didn’t provide timelines for the bank’s review, but said options could include exiting individual customer segments or entire businesses determined incapable of producing acceptable shareholder returns over the longterm. U.S. expresses concern about dismissal of Haiti kidnapping case THE Obama administration expressed concern on Monday over the speed of a court ruling in Haiti that dropped charges against a man accused in a kidnapping ring who had close ties to the family of President Michel Martelly. On Friday, the judge freed Woodly Ethéart, who has known Mr. Martelly since they both worked in the music business, and Renel Nelfort. Mr. Ethéart and Mr. Nelfort are suspected of being the leaders of the Galil Gang, and they were indicted in March on charges of masterminding a host of violent crimes, including murder, money laundering and more than a dozen kidnappings. Shortly after the indictments were announced, the minister of justice dismissed the prosecutor, saying his deputies had asked the judge to free the men because they did not think they could win a conviction. “We are concerned about

the ruling, including the speed in which it was made,” a State Department spokesman said in an email on Monday in response to a request for comment. “This is an ongoing case in the Haitian courts, and we understand the ruling could be appealed.” Mr. Ethéart, a former music promoter, is a friend of Mr. Martelly’s brother-in-law, Charles Saint-Rémy, and his family owns La Souvenance, a restaurant where the president often dines. Anguillans go to the polls to elect new government ANGUILLANS voted for a new government on Wednesday with outgoing Chief Minister Hubert Hughes not among the 19 candidates facing the electorate. The 82 year-old Hughes is not leading the incumbent Anguilla United Movement (AUM) into the polls against the main challenger, the Anguilla United Front (AUF) that is being led by former finance minister and businessman Victor Banks. The ruling party is being led by medical practitioner Dr. Ellis Lorenzo Webster who took over the leadership of the AUM after Hughes, Anguilla’s oldest chief minister had indicated he was stepping down after 40 years in active politics. Hughes is the island’s longest serving legislator having first entered politics as a candidate in the 1961 general election when Anguilla was one constituency as part of the St Kitts-Nevis-Anguilla administration. Both the AUM and the AUF are fielding seven candidates each in the election for which approximately 11,000 Anguillians are eligible to vote in the 35 square mile British

Overseas Territory with a population of just over 13,000. The almost two year old DOVE party, headed by former Cable and Wireless executive and businessman Sutcliffe Hodge is fielding only three candidates. Hodge ran as an independent candidates in the 2010 general election and narrowly lost to AUF candidate and former Social Development Minister Evans McNiel Rogers by 25 votes. Pamovan Webster, a lawyer and businessman Statchel Warner are both contesting as independent candidates. The economy, job creation, infrastructural development and good governance were among the main issues a lengthy election campaign, spanning a little over 12 months. For the first time in Anguilla’s history, a six member team of independent election observers arranged by the Commonwealth Parliamentary Association (CPA) British Islands and the Mediterranean will be monitoring the polls. The University of the West Indies has been accorded an order by the government to cultivate marijuana for medical research and to “set the pace for the development of a legal cannabis industry.”

The University has been accorded an order by the government to cultivate marijuana for medical research and to “set the pace for the development of a legal cannabis industry.” That follows the passage of the Dangerous Drugs (Amendment) Act 2015, which recently became

effective and provides for the development of a medical marijuana industry in the country. A similar licence will also be granted to Jamaica’s University of Technology, according to a statement from the government. “I want to know when you start to do the experimentation, and what is found in the plant,” Science Minister Philip Paulwell told researchers. “We have to start this way, so that we can set the stage for full commercialization.”

Regional News Bahamas: Sex claims Sir Beckles dismisses Stuart’s row at primary school invitation to enter politics – Were children left unsupervised? THE Ministry of Education is investigating whether the three boys who have been accused of sexual misconduct involving a young girl at a public primary school were left unsupervised at the time of the reported incident. Education Minister Jerome Fitzgerald told The Tribune that he has asked the director of education to meet with the school’s principal and the district superintendent to determine whether there was neglect on the part of any school official. His comments came a day after the ministry released a statement saying that allegations of sexual misconduct at the school were discovered by a guidance counsellor who was reviewing “appropriate touching” in a family life lesson. “I have asked for an investigation to determine under what circumstances these kids were left unattended to see whether or not there are gaps in our school system throughout the day that leaves kids unattended and if that needs to be addressed or if this was an isolated case,” Mr Fitzgerald said after leaving a Cabinet meeting. “The director will report to me when the investigations are complete with recommendations as to how we can ensure that this doesn’t happen again. This ordeal raises questions about the fact that in our society, with the digital age and technology, our kids are just exposed to so much out there. “Unfortunately, a lot of times they are unsupervised

on these devices and they have access to pornographic websites where they are unable to, at their age, understand the complexity of what they are watching. Most times, they act out what they see. Unfortunately this happens a lot in primary schools, not just government primary schools but in private primary schools.” Mr Fitzgerald said as adults and parents “we need to do a better job monitoring our children” and letting them know that “this is not right.” He added: “This incident came to light because during a family life discussion on appropriate and inappropriate touching, one of the (children) involved in this matter came forward and spoke about the inappropriate touching that occurred. That then alerted the officials to go and investigate further. “All of the relevant agencies were called in to deal with that matter, we treated this very seriously. We moved very quickly to call in the police, call in Social Services and call in our psychologist. There is protocol to be followed and (it was) followed in this matter. This is an unfortunate event that occurred, but at the end of the day this is a microcosm of our society. The school is a microcosm of our society and these things happen.” When contacted for comment, acting President of the Bahamas Union of Teachers Zane Lightbourne said he is “more than positive” that none of his members were negligent in their duties on the day in question.

Brown’s brain damage ‘irreversible,’ grandmother says BOBBI Kristina Brown, the daughter of Bobby Brown and Whitney Houston, has “global and irreversible brain damage,” according to her grandmother. Though the 22-year-old is no longer in a medically induced coma, she remains unresponsive, Cissy Houston said in a statement Monday after visiting her granddaughter. “Meeting with the doctors and understanding that she can live in this condition for a lifetime truly saddens me,” Houston said. “We can only trust in God for a miracle at this time.” Houston’s statement matched that from a source with knowledge of Brown’s condition, who told CNN on Monday that she remained in the same neurological state she has been in for nearly

three months. She does not respond to visitors or familiar voices, and her eyes do not follow a person around the room, the source told CNN. She also has a tracheostomy in her throat, the source said. The reports come two days after Brown’s father, Bobby Brown, said his daughter’s condition had improved. “I can say today, Bobbi is awake. BAHAMIAN R&B singer Johnny Kemp, who is best known for the hit song “Just Got Paid,” died in Jamaica last week. He was 55. Jamaica police said Friday that Kemp was found floating at a beach in Montego Bay on Thursday morning. It had not yet been determined how he died. Police said Kemp arrived in Jamaica on a cruise ship but added that they did not have further details. Reach Media Inc. said Kemp had been scheduled to be on a Caribbean cruise this week, but the U.S.-based parent company of the “Tom Joyner Morning Show” said it did not have further details. Kemp was nominated in 1989 for a Grammy Award for “Just Got Paid” in a category that included Bobby Brown and Luther Vandross. The song was a No. 1 hit on the U.S. Billboard R&B chart.

THE cast of the new Avengers film say pages of the script had to be shredded every day on set to stop details of the new movie leaking. Speaking at the Age of Ultron UK premiere, Elizabeth Olsen, who plays new character Scarlet Witch, said security was strict to prevent hacks. Paul Bettany, who evolves from voicing Jarvis to becoming The Vision, said the script was never emailed to him. Bettany told Newsbeat it was posted “with a security guard”. He said it had “a name all over every page so I couldn’t tweet it... it had to be delivered into my hands”. Elizabeth Olsen added: “It was quite funny that we had to burn our sides for the day... we weren’t allowed to go home with our little pages of whatever we shot that day. “They took it from our trailers and shredded it. It’s pretty crazy.” Chris Evans, who plays Captain America, told Newsbeat that most Marvel films are kept secret. “Everything with Marvel is very lock and key and hush hush, you gotta sign a confidentiality agreement.”

Away from script secrecy, Elizabeth Olsen said that Avengers should be watched on the big screen. “These films aren’t plane movies... they deserve to be seen in a cinema the way it was made.” There was a lot of discussion about films being made in 3D on the red carpet as well. “I think when it’s appropriate, when it’s the right format, I think it can be great,” said Paul Bettany.

“Some films that I’ve seen in 3D, I then went to see in 2D and I preferred... I haven’t seen this in 3D but I hear that it’s extraordinary so I’m going to stay tonight and watch.” Many characters from the Marvel universe end up in other projects. Sony Pictures and Marvel signed a deal in February meaning SpiderMan could join up with the likes of Thor, Captain America and Iron Man in future film releases.

‘Vile and depraved’ UK gang raped and abused babies MEMBERS of a paedophile network whose crimes were described as the most “vile and depraved” police had seen have been convicted of arranging abuse. The UK-wide gang raped and abused babies and young children, streaming the attacks online to fellow members. John Denham, 49, and Matthew Stansfield, 34, had denied plotting sex crimes against the victims. They were found guilty after a trial at Bristol Crown Court. Five other members had earlier admitted various offences. The group used the internet to plan and stream abuse and tried to groom pregnant women in order to find new victims, the trial heard. In one case, they groomed a mother and father before their child was born. Officers from the National Crime Agency, which led the investigation, said the crimes were the most “vile and depraved” it had ever investigated. Earlier, a jury convicted former actor Denham, 49, from Wiltshire - previously known as Benjamin Harrop - of conspiracy to sexually assault a child under 13. Stansfield, 34, from Hampshire,

The monarch is celebrating the occasion privately at Windsor Castle where she has been staying for the past month. In her honour, the King’s Troop Royal Horse Artillery staged a 41gun royal salute in full dress uniform. The salute was followed by a selection of celebratory music from the Band of the Royal Artillery close to the firing position. FOUR members of the Royal Navy have been charged with sexual assault after an alleged incident in Nova Scotia, Canada’s military police said. The sailors were in the country to attend a military sports tournament, the Canadian Forces National Investigation Service (CFNIS) said. The men have appeared in court charged with one count of sexual assault each. The incident allegedly took place in barracks at an air base at Shearwater, near Halifax, on Thursday. The alleged victim is a woman not in the military, the CFNIS said. The men have been named as Craig Stoner, Darren Smalley, Joshua Finbow and Simon Radford, in a statement on the Government of Canada website. Canadian officials said they were

members of the Royal Navy ice hockey team. Reports in Canada suggested the men were remanded to a jail until Monday, while lawyers negotiate bail terms. “This is a disturbing accusation of sexual assault,” Lt-Col Francis Bolduc said in a statement. “I’m pleased with the full cooperation provided by the British authorities to support the hard work and diligence of the CFNIS team in responding to this matter.” The UK Ministry of Defence said it was aware of allegations against four members of the Royal Navy. “The Royal Navy takes allegations of this nature very seriously, however as legal proceedings continue it would be inappropriate to comment further,” an MoD spokeswoman said. Americans see ISIS as bigger threat than North Korea or Iran AMERICANS see ISIS as a bigger threat to the United States than Iran, Russia, North Korea or China, according to a new CNN/ ORC poll. Overall, 68% say ISIS is a very serious threat, compared with just 39% who say so about Iran, 32% about North Korea, 25% on Russia and 18% on China. Nearly 9 in 10 see ISIS as at least a moderately serious threat. The partisan divides that often drive public opinion around foreign policy issues are less prominent when Americans rate the threat from ISIS. Majorities across political and ideological lines say ISIS is a deeply serious threat to the U.S., including 68% of Democrats, 79% of Republicans and 63% of independents. With active fighting against the Islamic State militant group in Iraq and the arrests Sunday of six Minneapolis men accused

of trying to join ISIS, concerns about the threat posed by the group grow alongside worries that the military battle could spread. While a CNN/ORC Poll in March found the public remained mostly confident that the U.S. effort to combat ISIS would succeed, it also showed 79% of Americans were worried that the conflict would develop into a larger war that would spread throughout the region and to other parts of the world. The party unity in perceptions of ISIS as a threat do not extend to Iran, however, with the new CNN/ORC poll showing a broad partisan rift in perceptions of Iran’s threat to the U.S. According to the poll, Republicans are far more apt to see Iran as a very serious threat than Democrats or independents (53% of Republicans call it a very serious threat compared with 38% of independents and 29% of Democrats).

Quincy Hazel and Sabrina Golden-Hazel were arrested for child neglect Sunday after one of the two children escaped from the Riviera Beach home and reported the years of abuse to police. The 17-year-old runaway said he managed to escape the horror house about a month ago. He spent several weeks living with a 19-year-old friend before he went to police headquarters Sunday to detail the twisted childhood he suffered alongside a 12-year-old girl, Riviera Beach officers told the SunSentinel. It’s unclear if Hazel and GoldenHazel are the parents of the children or if the two kids are related. The teen said the couple locked him and the girl in a tiny closet for days at a time. They were forced to use a bucket as a toilet, and Hazel would periodically beat them with an extension cord, he said. The abuse started when they were very young, he said. Oregon woman guilty of killing men, feeding their corpses to pigs JURORS spent only about an hour deliberating Tuesday before convicting an Oregon woman of killing two handymen and feeding their corpses to her pigs. The Jackson County jury found Susan Monica guilty of murdering two men about a year apart, then abusing their corpses by feeding them to the animals at her farm, The Medford Mail Tribune reported. Circuit Judge Tim Barnack immediately sentenced Monica to a minimum 50 years in prison. “You shot two people and fed them to your pigs,” the judge told Monica, 66. “I don’t know how else I can put it. You valued pigs more than you value people. “It may sound harsh, but you are a cold-blooded killer,” Barnack said. Prosecutors said Stephen Delicino, 59, was killed in 2012 and Robert Haney, 56, died in 2013. Monica asked for sentencing as soon as the jury was dismissed, saying “it doesn’t seem to matter.” The case will be appealed, the defense said. Monica’s changing stories about how she shot Delicino and Haney never matched the forensic evidence, Allan Smith, senior assistant deputy district attorney, told jurors in closing arguments. She variously claimed that Delicino shot himself repeatedly in the head and also that she shot him in self-defense and he was eaten by her pigs before she buried his remains on her 20-acre farm in southern Oregon, Smith reminded jurors. US drug enforcement agents attended sex parties funded by drug cartels, a new report has alleged. Released on Thursday, the federal report details a number of cases of inappropriate behaviour at the Drug Enforcement Administration (DEA) and other federal law enforcement agencies. It found that some allegations were not fully investigated or went unreported. The report also highlighted communication lapses and potential security breaches at the agencies. One section of the report details that DEA agents attended sex parties with prostitutes in a foreign country. The report did not disclose where the parties took place, but a federal

law enforcement official told the Associated Press the parties occurred in Colombia. According to the report, the parties were held at governmentleased quarters where agents’ phones and laptops were present. But DEA investigators at the time did not report the allegations because they “did not believe that the special agents’ conduct rose to the level of a security risk requiring a referral”. Several agents were also provided with money, expensive gifts and weapons, the report said. The seven agents who admitted to attending the sex parties were given suspensions ranging from two to 10 days. One was cleared of wrongdoing.

One DEA official told investigators: “Prostitution is considered part of the local culture and is tolerated in certain areas called ‘tolerance zones’.” The investigation was spurred by Congress after reports surfaced in 2012 that Secret Service agents had hired prostitutes while protecting the president during a summit in Colombia. Other allegations included unwanted advances, sex between training instructors and students, and relationships between a supervisor and subordinate. Mosquitoes ‘lured by body odour genes’

Researchers tested pairs of identical and non-identical twins to see how attractive they were to mosquitoes.

In a series of experiments each twin placed one hand at an end of a Y-shaped wind tunnel as air was pumped through, carrying odour with it. Swarms of mosquitoes were then released and moved towards or away from each

twin’s hand. For identical twins - who share much of their genetic material - there was an even distribution of mosquitoes in both sections. This suggests the insects did not prefer the odour of one hand more than the other. In contrast, results for the non-identical twins - who share fewer genes - were more varied. Researchers say their

works suggests attractiveness to mosquitoes could be caused by inherited body odour genes. Their next step is to uncover which specific genes may be involved. Further research is now under way. Providing an independent comment, Dr David Weetman, lecturer at the Liverpool School of Tropical Medicine, said: “This is a novel and intriguing finding. “It is the first time a genetic basis has been demonstrated. “But mosquitoes are not just attracted to scent - things like carbon dioxide also play a role.

First quarter of 2015 was Earth’s warmest ever

AFTER experiencing its warmest year on record in 2014, Earth has had its warmest first quarter of the year on record in 2015, including its warmest March, according to the National Oceanic and Atmospheric Administration (NOAA). The temperature averaged around the globe last month was 1.53F above the 20th century average, beating the previous record holder, March 2010, by 0.09F. The average global temperature for January through March 2015 was 1.48F above the 20th century average, surpassing the previous warmest first quarter of January to March 2002. Backed by temperature records dating back to 1880, NOAA says seven of the last 11 months have tied or set new record high monthly temperatures.

Coinciding with the elevated temperatures, NOAA reported Arctic sea ice extent was the smallest on record for the month of March (in records dating back to 1979), 7.2 percent below the 1981-2010 average. During March, record warmth was achieved in parts of the western United States and Canada, and parts of eastern Africa, Scandinavia, northwest Russia, south central China and northeast Australia. In California, the 12 month period ending in March was the warmest on record. Very few land areas experienced cooler than average temperatures in March, with the only notable pocket in northeast Canada where temperatures were 5F or more below average. Global temperature analyses from both NASA and the Japan

Meteorological Agency also found 2015’s first quarter was warmest on record, while March ranked 3rd warmest, and warmest on record, in the respective datasets. Record or near record warmth is thought to be likely to continue over the globe for the remainder of this year. An El Nino event is underway, in which ocean temperatures in the central and eastern Pacific are warmer than normal. These events tend to transport heat around the globe and boost temperature levels. The National Weather Service favours El Nino continuing into the summer and autumn, and some independent forecasters believe it could strengthen into a moderate to strong event, resulting in the transfer of considerable heat from the oceans into the atmosphere. Ebola drug cures monkeys infected with West African virus strain

AN experimental drug has cured monkeys infected with the Ebola virus, US-based scientists have said. The treatment, known as TKMEbola-Guinea, targets the Makona strain of the virus, which caused the current deadly outbreak in West Africa. All three monkeys receiving the treatment were healthy when the trial ended after 28 days; three untreated monkeys died within nine days. Scientists cautioned that the drug’s efficacy has not been proven in humans. At present, there are no treatments or vaccines for Ebola that have been proven to work in humans.

University of Texas scientist Thomas Geisbert, who was the senior author of the study published in the journal Nature, said: “This is the first study to show post-exposure protection... against the new Makona outbreak strain of Ebola-Zaire virus.” Results from human trials with the drug are expected in the second half of this year. Mr Geisbert said the drug, produced by Tekmira Pharmaceuticals, could be adapted to target any strain of Ebola and could be manufactured in as little as eight weeks. It works by blocking particular genes, which stops the virus

replicating. The two-month production time compares with the several months needed to make ZMapp - another experimental drug, which cured monkeys with a different strain of Ebola than the one in the current outbreak. Since March 2014, more than 10,602 people have been reported as having died from the disease in six countries - Liberia, Guinea, Sierra Leone, Nigeria, the US and Mali. The total number of reported cases is more than 25,556. It has been the deadliest occurrence of Ebola since its discovery in 1976. (BBC)

Scientists set a new record with most accurate clock ever built SCIENTISTS have set a new record in accurate timekeeping, by creating a new atomic clock that won’t lose or gain a second in 15 billion years. This timespan is greater than the estimated age of the Universe itself. The clock measures the oscillation of strontium atoms to create its “tick” and could one day become the standard for Coordinated Universal Time (UTC), the standard for the world’s official time. Currently, UTC is set by atomic clocks that measure the vibrational frequency of the element caesium, although these are only accurate in the neighbourhood of one second in hundreds of millions of years. This new strontium clock was developed by physicists from the National Institute of Standards and Technology (NIST) and the University of Colorado Boulder, and measures the movement of strontium atoms pinned in a narrow column of powerful lasers. All atoms have a naturally consistent vibrational frequency with strontium it is about 430 trillion times per second. The measurement of these movements is what scientists used to create the clock. The strontium clock, also known as an optical lattice clock, has been

in development for several years and already broke timekeeping records in 2013. However, scientists have made several tweaks that they outlined in the journal Nature Communications that include shielding the clock from types of electromagnetic radiation that have made the new timekeeper three times more accurate. The clock is so accurate that just raising it just two centimeters off of the Earth’s surface has a noticeable effect. Even with this small change in Earth’s gravity from raising it, the clock can detect it and maintain accurate time. The creation of this clock is about more than just bragging rights among scientists. It could actually help researchers create the most accurate maps of the shape of the Earth. The effect of gravity on the passage of time was first predicted by Albert Einstein as part of his theory of relativity. This essentially means that clocks tick at different speeds based on their elevations. Scientists believe they can harness this phenomenon by using a network of these highly accurate clocks spread across the surface to measure its shape. This new concept of measuring the Earth using these clocks has been given the name, relativistic geodesy.

Nigeria mystery deaths: Pesticides suspected, says WHO THE World Health Organisation (WHO) says pesticide poisoning is the probable cause of 18 mysterious deaths in south-western Nigeria. Those who died in Ondo state suffered from blurred vision and headaches, and then lost consciousness before dying within 24 hours. A spokesman for the WHO said tests done so far had been negative for viral and bacterial infections. He said the current theory was that the deaths were caused by

weedkiller. The outbreak started in the town of Ode-Irele. All of those affected started showing symptoms between 13 and 15 April. The WHO spokesman, Gregory Haertl, tweeted: “Current hypothesis is cause of the event is herbicides” and “Tests done so far are negative for viral and bacterial infection.” The tests were carried out at the Lagos University Teaching Hospital, the WHO said. And after unveiling two new charges in London on Thursday, Maloney thanked the boxing fraternity for its support. “It’s like starting all over but with 30 years of knowledge,” Maloney said. Garland runs season best in 400M TEXAS A&M University student and national 400M record holder Angelo Garland is finding his strides after a hamstring injury with a season-best 400M run in the Michael Johnson Classics at the Baylor University in Waco Texas last weekend. The former Munro College

student raced to his fourth fastest time in the event with a 47.62s finish. Garland said: “He finally ran and felt like myself.” The 20-year-old (with a national record of 46.82s) has the top four times in the 400M for his school (46.82s, 47.22s, 47.61s and 47.62s).

AFC Academy flawless to Digicel PPL title THE AFC Academy are once again the top male football club in the TCI. A 3-0 win against the SWA Sharks last Saturday handed them another Provo

Premier League title (sponsored by Digicel). And with two games left the dominant side can finish the season with a perfect 100% winning record.

So far the Academy have won all of their eight games played. Wins against Beaches next Tuesday (April 28) and on May 9 will seal a perfect season.

THE Paradise Baptist Church brought their ‘A’ game to beat defending champions of the Provo Church Slow Pitch Co-Ed Softball League Jericho Baptist when the two teams met recently. In what turned out to be an exciting and entertainment night

Paradise came out firing to win the game 17-14. The excitement did not end there as Church of God of Prophecy defeated St. Monica in the other clash 6-4 although Damien Seymour had made two home runs.

Record breaker Otuonye now number one rated for Big XII – Confident he can go over 7.7M before season ends NATIONAL long jump record holder Ifeanyi Otuonye feels he will leap over 7.7M before his outdoor season is over. The multi-talented Kansas State University athlete is confident that he has a lot more in the tank and that his record-breaking achievement last Saturday is just the start of many things to come. At the meet Otuonye jumped 7.58M to increase his national record. His previous record 7.47M was achieved at the Commonwealth Games last year. With his consistency this season, Otuonye is currently number one in the Big XII Division. “That’s crazy, two weeks ago I jumped 7.59M with 5.7 wind speed, which was well over legal amount,

today I jumped basically the same thing with 1.2 wind,” Otuonye told the Weekly News after the achievement. OVER 7.7M “My coach thinks I’m well able to go over 7.7M, and I think so too, there’s just some things I’m still learning and trying to perfect; because at that meet I fouled too many jumps, also because of inconsistency.” Otuonye, who finished a close second in the event, is however optimistic about better jumps. “I’m excited and anxious for that (consistency) and when I get it right only God knows how far it’ll be, but I can guarantee you it will be far! Indeed over 7.7M.”

Williams will let his performance speak for itself at World Relays TCI born Delano Williams will speak with his track shoes when he takes part in the World Relays early next month in the Bahamas. The national 100M and 200M record holder Williams was selected along with five others by Great Britain to compete in the 400M event. For Williams it was a proud moment. “I’m just happy and proud of myself for making the team and I know I’m going to make my family, friends and the country proud.” In the past Williams rarely ran the 400M competitively, but under his boyhood coach Neil Harrison, whom he re-joined last year, the former World Junior 200M champion has

been outstanding in a string of 400M events. On January 30 at the Queens/ Grace Jackson Track Meet at the National Stadium in Jamaica, Williams, running for GB, stormed to 46.20s to eclipse his previous best of 47.51s. His PB performance also broke Usain Bolt’s seven-year old record at the event. The 21-year-old UWI student’s main focus is still on the 200M and he will use his 400M relay run as strength training. “I’m just going there to do my best. I know what I’m capable of doing, so I’m just going to let my performance speak for itself.”

Delano Williams will represent Great Britain at the World Relays on May 2-3.
