Gaughran Opens Public Discussion on High Taxes BY DONNA DEEDY DONNA@TBRNEWSMEDIA.COM New York State Sen. Jim Gaughran (D-Northport) represents Huntington and its surrounding communities with his seat in Albany but also speaks for all New Yorkers as chair of the Local Government Committee, which is responsible for looking at issues that impact the villages, towns and counties. Over the last month, Gaughran has organized roundtable discussions with many elected officials in his district, on Long Island and in upstate New York. Two common threads continue to surface: environmental concerns, such as water quality and sewage treatment, and high taxes. Many elected officials, Gaughran said in a telephone interview, were frustrated and feel restricted by the permanent 2 percent tax cap. Gaughran said his feeling is that all elected officials represent taxpayers. If you can imagine how much higher taxes would be without the cap, which was previously temporary, the costs would be even higher. The following Q&A summarizes some of the ongoing discussions taking place that aim at reducing people’s tax burden: Why are Long Island taxes so costly? I’ve been a state senator for nine months and pay property tax, and as a citizen I’ve seen taxes go up and up and up. One of the reasons I ran for office was to address this concern. Before the 2 percent tax cap became permanent this year, municipalities could raise
taxes to whatever level they saw fit. Also, the federal government’s elimination of the state and local tax deductions is essentially a tax increase for Long Islanders. Long Islanders regularly complain about high taxes. Can that reality change? What are some of the best ideas that can be implemented to address concerns? We are looking at ways to allow villages to build clean energy. There are certain provisions in certain laws that need to be tweaked to remove impediments. Towns and villages already have the authority to initiate projects. What ideas hold the strongest potential for reducing costs? Consolidation of services holds the greatest potential. We’d like to make changes to create more opportunities to share or consolidate services such as road repair and police and water districts. It’s not my job to tell local governments what to do. There’s reluctance, so we need to maintain independence. We want to give people the tools they need and provide incentives and take away impediments so governments can share services such as road repair and snow plowing. Villages can combine services with other villages, towns can consolidate services with villages. A simple example: When it snows the Town of Huntington sends out its plows, the Department of Transportation has its plows and villages have plows. You have three different plows in the same area. It’s silly to have plows take care of some roads and not others.
The many different election districts for fire, schools, libraries, villages, towns, county, etc. make it hard to monitor expenditures. Are there any discussions about changing that? My jurisdiction as chair of the Local Government Committee pertains to village, town and county governments. There’s an education committee that addresses school issues. But, for the 2020 primary elections, state and local primaries will be combined and held in September, which will save tens of millions of dollars over time. The problem is that budgets are on different cycles and it’s been a tradition, but its worthy of investigation. Our newspaper has noticed that a $2 million home in Southampton pays $6,000 a year in taxes, while a house in Fort Salonga valued at half the value pays more than twice the amount in taxes. Is there any way to address the inequities? In Suffolk County, tax assessments are done by town. It’s always been done on the local level. I would be against the state imposing local control. One of my big fights is to increase state aid for schools. The most important investment to make is education. Perhaps the money can come from economic development funds. High property taxes often are attributed to school spending. Education is important, but is there a way to consolidate services? School districts dictate their own fate. There’s nothing stopping two districts from combining. It’s not a board issue, it’s the voter. Last time it was tried, I think it was on
the North Fork, the referendum failed. Long Islanders are reluctant to lose local control. It’s a fact of life. More funding for school and state aid will help. It’s often stated that increasing costs for retirement benefits in the public service sector (teachers and police) is one of the main reasons for high taxes. Is that true? The fact is that the vast percentage of costs when you look at a pie chart in any government anywhere is to pay the people that provide the services. We’re fortunate to have many dedicated volunteer fire departments on Long Island. The people offer protection and it’s a tremendous savings. Some communities pay for fireman and it’s a huge cost. Generally speaking, a lot of people in the public health sector, whether its teachers, police or city health employees, work because it’s something they want to do. Salaries are often lower than the private sector. Their pension benefits are protected. It’s something they’ve invested in. It’s their money. The State Comptroller Tom DiNapoli administers the system. Most years it’s the number one or a top investor in the bond market. Are there abuses at different levels of government? Perhaps, but it’s often caught. What steps can people personally take to address the situation? Everyone should participate in local government: village, town, school. People need to pay more attention. Everyone should vote.

Region Scientists to Public: Act Now to Create More Bird-Friendly Communities Birds on the Brink of Extinction BY DONNA DEEDY DONNA@TBRNEWSMEDIA.COM A new study in the Sept. 20 issue of Science has found that in the United States and Canada bird populations have fallen a staggering 29 percent since 1970. Such a dramatic drop has scientists concerned that the decline could be a sign of an ecosystem collapse. Habitat loss is considered a prime culprit. Huntington resident Coby Klein understands the big picture. He’s an ecology professor at Baruch College and a guide with the HuntingtonOyster Bay Audubon Society. “If the arctic continues to become warmer and drier, it will cause larger and more frequent fires,” he said. “Fires kill birds and destroy nesting habitats and drive down populations of sandpipers, gulls, terns, waterfowl and birds of prey that migrate through or winter on Long Island.” The best thing people can do, if you really have an interest in protecting birds and the environment, he said, is to vote. Otherwise, the Audubon Society is committed to transforming communities back into places where birds flourish. Sterile lawns, ornamental species, pesticides and herbicides mean that on a local level, the landscape no longer supports functioning ecosystems. Klein himself said that he lives on a postagestamp-sized lot and the only native plant that thrives in his yard is poison ivy. But he notes that the Audubon Society is sponsoring a campaign called Creating Bird-Friendly Communities. The program is designed to educate the public on what they can do to help reverse the damage done and revive disappearing bird populations. Growing native plants is a key component to re-establishing the ecological functions of cities and towns, according to the society and its experts. And they say the concept is easier on the back and wallet. To flourish, birds need (a) plenty of food, (b) shelter where they can rest, (c) clean water to drink and bath in and (d) safe places to raise their young. Native plants and the insects that co-evolved around them are vital to a healthy system. The more native plants, the Audubon emphasizes, the more food and shelter. More bugs, caterpillars and seed pods on more public and private land is part of the solution. The Audubon’s Native Plants Database, which is on its website, suggests plants according to ZIP code. The choices were hand-selected by local experts and include information about the birds and creatures it benefits. Serviceberry, for example, is recommended for Long Island’s North Shore communities. The small, shrublike
tree with dense branching produces white flowers in the spring followed by red, purple or black berries. It attracts butterflies and caterpillars, as well as warblers and woodpeckers and about nine other types of birds. The database can be a good first place to explore landscape options. The Long Island Native Plant Initiative’s website is another good resource. The local nonprofit gathers wild seeds and makes native plants commercially available. It also grows and sells the native plant species to local nurseries to increase availability. Polly Weigand, the executive director, recommends requesting native plants from your favorite garden center to increase demand. It’s goal is to reach more businesses in the nursery industry. Once people get into the habit of providing suitable habitats, birds become less vulnerable and are potentially more capable of adapting to climate conditions, according to the Audubon. Native gardens, experts agree, are also relatively maintenance free and require little to no special irrigation system or fertilizers or toxic chemicals. So, it saves time and money and is a healthier option for people in the long run. This fall consider practicing less drastic and costly yard cleanup. The Audubon recommends leaving the seed heads of perennials in the garden and skipping the raking. Leaf litter, they say, is free fertilizer, and a good place for birds to forage for worms and other critters. If tree limbs fall, they say, consider building a brush pile that will provide birds with shelter from the wind and predators. Branches settle and decompose over the seasons and make room for the next year’s contributions.

Plant asters and woody shrubs like bayberry and winterberry this fall. The waxy fruit of bayberry provides an important source of energy to migrating birds. Evergreens, too, like cedars, firs and holly, provide shelter and something for birds to eat in winter. In general, milkweed, goldenrod and sunflowers are important plants for the rest of the year. “When you plant native species in your home landscapes it’s a protective way of ensuring that invasive ornamental species seeds don’t spread and dominate the rest of Long Island’s landscape,” said Weigand. Overall, the objective is to lose some lawn, or create pathways through it, and create habitat layers. Tall canopy trees produce nuts and provide nest cavities for shelter. Shrubs and small trees throw fruit for bird food and herbaceous plants supply seeds and a habitat for pollinators. Decaying leaves produce the base of all habitats. It also happens to be where moth pupae live, a favorite food of baby birds. Start small, the Audubon states, and cluster plants in groupings of five or more of the same species. Pollinators, they say, prefer to
feed from masses of the same flower. And remember to include a birdbath or hollowed out rock where rainwater collects, so birds have a supply of fresh water. In the end, you’ve created a backyard sanctuary and a sure method for healthy, sustainable living.

Tigers Win Big in Homecoming Game A warm fall day was the perfect backdrop for the Northport Tigers to take the field during the district’s annual homecoming festivities held on Sept. 28. Students, faculty and members of the community donned blue and gold as they packed Tiger Stadium to demonstrate their pride and support of the district’s football team, who played an aggressive matchup against Deer Park High School, ultimately winning the game with a score of 31-6. The day’s celebration commenced earlier in the morning with an Athletic Hall of Fame induction in the auditorium. Introduced to the community were the 1983 varsity baseball team, the Atkinson family, Lois
Elsinger, Grace Hawkins (Class of 2006), Dr. Rick Johnson (Class of 1971), Kevin O’Sullivan (Class of 1998), Rob Parker (Class of 2004), Dr. James Ruck (Class of 1962), George Tiffany (posthumous) and Phil Weber (Class of 1957). The game commenced with the singing of the national anthem by the chorus. The halftime festivities included a show by the award-winning marching band, as well as the Tigerettes and Flagline who performed a variety of popular songs for the crowd. Dock Master to Run NYC Marathon Danielle Krupka, 26, has worked as a dock master at the Northport Town Dock for the past 10 years and will be running in the New York City Marathon on Nov. 3. For the run, she’s fundraising for HOMEBASE, a charity dedicated to helping veterans and their families. Krupka is no stranger to being around veterans. She has many family members who are vets, including both of her late grandfathers, who were World War II vets, and her late uncle, who was a Vietnam War vet. She always keeps them in mind and close to her heart. On Oct. 6, The Wine Cellar on Main hosted a fundraising event to help Krupka meet her goal. The event was made possible by generous donations from local business owners. “We all stick together around here to help one another,” said Mike O’Brien, owner of the Wine Cellar. “It takes a village!” Besides being an athlete and tending the town dock, Krupka has kept herself pretty busy. She holds a bachelor’s degree in biochemistry and a master’s degree in speech language pa-
thology from Hofstra University. She also just completed her fellowship for adult neurogenic disorders and trach/vent rehabilitation. “This is not about me,” said Krupka. “This is about helping veterans who have sacrificed so much for all of us. We are able to give back, because of all these amazing donors: The Wine Cellar, Robkes, Seymour’s Boatyard, Maroni’s, Casey Cakes, Orange Theory, Kiddie Academy, Northport Feed and Grain, Harbor House, Tim’s Shipwreck Diner, Gunthers Tap Room, Seven Quarts Tavern, Animal Instinct, Recovery, Napper Tandy’s, Sand City Brewing Co., Northport Harbor Deli and the Jewelry Collection. Businesses Should Look to End Discrimination
If you ignore prejudice, you invite prejudice. Stony Brook University officials recently hosted a forum in Port Jefferson to highlight how, despite efforts to stamp out prejudice in the local community, its specter constantly lingers in the background. The catalyst for the panel discussion was a recent incident, where a Sikh man was essentially barred from entering a restaurant because his religious garb was misunderstood. Presenters praised the more than 40 people, mostly business owners, who attended the panel for being open-minded. Many walked away with new insights and goals in mind. It makes little economic nor moral sense to restrict who can buy your products or shop because of a lingering prejudice, so we agree that all North Shore businesses should be looking for ways to become more inclusive. Prejudice sits just under the skin of a community and surfaces regularly. Back in May, a gay couple were called “faggots” by a waiter as they left a restaurant in Smithtown. The restaurant wrote a long apology on its Facebook page, but not until after the news was carried far and wide. That incident not only looks bad on that one individual and the business where they are employed, but the stigma is transmitted to all surrounding businesses. People can pretend that prejudice is contained as overt acts of aggression, yet the truth is less obvious. In reality, much of Long Island is dotted with areas of high wealth, situated alongside areas of upper and lower middle class. Consider Long Island school districts, which dictate their own boundaries. Segregation among school districts is such that the majority of Brentwood students, for example, are black and Hispanic, while a district like Three Village is comprised of more than 80 percent white students. To pretend that such overt segregation doesn’t lead to ignorance and prejudice is fooling oneself. The truth is that Long Island is regarded as one of the most segregated metropolitan regions in the country. Restricting somebody from entering a restaurant is overt in its ignorance. It’s wrong for a whole host of reasons, and in the small relatively insular communities of the North Shore of Long Island, those ideas are hard to wrestle away. But those ideas must be torn away, ripped up and be jammed deep to the bottom of the garbage bin. Our local shops have a lot they can do to help. The Stony Brook University panel suggested businesses talk about hiring people to become more diverse. Simply putting a sign in a store window inviting people of all races, religions, creeds, sexual orientations and genders to shop can emphasize inclusivity. Learn to recognize prejudice and then take a stand when you see it, especially if it’s within your own thoughts and actions. There are benefits to racial and cultural diversity. Let’s celebrate our differences.

Don’t Hold Your Breath Congress holds the key to pass a bill for gun control, but don’t hold your breath. In 2009, under former President Barack Obama [D] with a super democratic majority, what was accomplished? During his eight years, there were 32 mass shootings and the deadly Sandy Hook shooting that left 28 people killed (20 young children). Are our children being protected like Congress today? Only in New York City schools are there metal detectors, police officers, locked doors and safety officers. Recently, in June, Mayor Bill de Blasio [D] announced an initiative to put more social workers and less police in city schools. Detailed background checks, curtailing access to assault weapons, mental health reviews are all good, but the gun is only one tool of mass destruction. What about when pressure cookers, knives and moving vehicles are used? We seem to be repeating superficial answers to our complex cultural problems. We have yet to hear on a state or national level a discussion with
regards to the bombardment of violence via the TV, movies and electronic games and the effects of marijuana and other drugs that can add to the prevalent mental illness and violence. It really needs to start at home, with parents, relatives, friends, teachers, ministers, doctors, police and judges. Taking action individually and locally as former President Harry Truman [D] said, “The buck stops here.” Perhaps our state leadership can “reprioritize” projects that cost millions and spend resources wisely on the cause and effects of violence. A major challenge is that criminals do not abide by laws, and we need to remember as Americans that our Second Amendment was put in place not for hunting and home defense but was created to give citizens the right to fight back against a tyrannical government — having just fought off the British during the Revolutionary War. In conclusion, we value scrutinization of information. Facts matter but more important is if the resources are accurate
and not part of a revised history. To set the record straight with regards to former President Woodrow Wilson [D], from a critic, he was not supportive of the Nineteenth Amendment — giving women the right to vote — which was met with much resistance for many years. In fact the government used heavy-handed tactics and unspeakable brutalities, and National Woman’s Party attorneys had to step in. The Republicans gained control of both the House and Senate after the 1918 elections, and it was the Republicans who passed the Nineteenth Amendment, June 4, 1919, and ratified Aug. 18, 1920. Now our Congress, with the impeachment inquiries, is in a “summer rerun” of the Mueller report on a revised movie of “Groundhog Day” since they returned to Washington from their vacations. Suffolk’s Fiscal Stress Unsustainable It’s official: For the second year in a row, Suffolk County has been rated the most fiscally stressed county in the state. This is not from some think tank, this is directly from the New York State Comptroller’s Office, and the report shows what I have been saying all along: Suffolk is in a fiscal crisis. To say that the county is showing “significant” fiscal stress, like the report said, is a gross understatement. According to the state comptroller’s office, the county’s general fund balance is running a deficit of over $91 million. That is more than three times the figure from three years ago. It also shows that, since 2016, expenditures have outpaced revenues. That is because our current county executive, Steve Bellone (D), is spending more than the county is taking in and continues to borrow against our future. And because of our junk bond status, he will borrow at higher interest rates, burdening the county’s taxpayers. This is not a problem that can be solved by increasing taxes. The truth of the matter is, unlike what County Executive Steve Bellone would have you be-
lieve, most county taxpayers in its five western towns have experienced annual tax increases averaging about 4 percent per year over the past several years, well above the 2 percent tax cap. County residents are simply taxed too much and can no longer afford to live here. We are in a fiscal free fall, with insufficient cash flow, making it difficult to pay the county’s bills. We are now in a position where we are having difficulty meeting our financial obligations from week to week. Many of our vendors are receiving delayed payments, putting significant financial stress on them as well. It means these companies will not meet payroll, employees will not be paid on time, jobs will be in jeopardy and, in many cases, a reduction in services to the taxpayers. How has this affected Suffolk’s fiscal crisis? The comptroller’s report goes on to say that, from 2017 to 2018, Suffolk’s population decreased by 1.28 percent, home values declined by 12.52 percent and more than 17.5 percent of the county’s population rely on state and federal aid just to live here. But who can afford to live here? Since
Steve Bellone took office in 2012, Suffolk residents have been burdened with $200 million in new taxes and fees, a 22.4 percent hike in the property tax levy and a 15 percent budget increase — along with nearly $900 million in debt, seven bond downgrades and seven fiscal emergencies — and we have seen over 16,000 residents flee Suffolk. Our younger generation cannot afford to live here, and our seniors can no longer afford to stay here. The tax-and-spend policies of this administration have created this fiscal crisis and have hurt Suffolk County taxpayers. This has to end. Our finances are on the brink of disaster and, if we are hit with another recession or an economic slowdown, sales tax revenues, which the county heavily relies on, will be reduced. This is what keeps comptrollers up at night, and I worry about the impact it will have on our county, its taxpayers, employees and those who rely on it for vital services. A Little Appreciation Goes a Long Way

speak with a police officer near my son’s school regularly. She steps into four lanes of frantic morning commuting traffic to allow people to maneuver into and out of a school parking lot. She offers a pleasant, “Good morning,” to people who roll down their windows or who walk past her. As she steps carefully into a heavily trafficked street, she makes eye contact with drivers. D. None She waves of the above to the waiting BY DANIEL DUNAIEF parents to make their turns and rejoin the flow of traffic to work or to their next morning destination. She sends them off from school with
a pleasant, “Have a great day,” as they drive around her. Recently, I pulled up to the stop sign and saw the officer holding her stomach. “What’s happening?” I asked. “I just can’t stop laughing,” she said. “I see the same crazies every day. I’m used to them. There’s this guy who drives a pickup truck and he cusses at me every time he passes. I’m not sure why.” “Is that funny?” I asked. “No, today, a woman looked right at me, clapped, gave me the thumbs up and raised her fist. She seemed so happy that I was here.” “That’s great,” I said. “Yeah, she made my day,” the officer said, again holding her stomach. “That was just so funny.” This police officer spends her day looking in car windows, hoping people stop instead of running her over or creating traffic hazards for children or their parents near schools. And yet, this driver made her happy by sharing an effusive and appreciative series of
simple gestures. The movements the woman made are the kinds of displays superstar athletes see every time they step on a sports field or tennis court. These expressions of appreciation, gratitude and admiration are so common that many of the players block out the sounds so they can focus on the game. But for this officer, the show of support was a welcome sight. A day before, a friend told me that he and his daughter pulled into a parking lot, where a parking attendant asked for $3. When he handed out the money, his daughter leaned across him and thanked the attendant. The attendant smiled and directed them to a spot nearby. “What are you thanking him for?” my friend asked. “What did he do?” “He’s doing his job and I appreciate it,” his daughter said. “Why can’t you appreciate it?” “He’s taking my money,” the friend reasoned. “Yes, and you’re getting a place to park,”
she said. My friend recognized the value of the words. Besides, even if it didn’t make the attendant’s day, it didn’t cost anything and it may have helped the car park collector feel like someone cared that a good job was being done. In that same vein, I’d like to thank you for reading this column today and any other time you take the time to read it. I know you could be doing numerous other tasks and I appreciate the opportunity to share words, thoughts or experiences with you. I realize you don’t always agree with me. Maybe climate change isn’t top of your mind or you have perfect children who never once frustrate and amuse you, or your dog is so well trained that it never jumps up on anyone or consumes a plate full of warm cookies. But I appreciate the chance to connect with you. Maybe today, tomorrow or next week, you can also pass along an appreciative gesture. Who knows? You might make the day of a police officer, a baker, a mail carrier or a dog walker.
Talking to Strangers Can Be Revealing or Can Be Something Else
A
book I recently finished and enjoyed has topped The New York Times Best Sellers Hardcover Nonfiction list, so clearly many others appreciate it as well. It is “Talking to Strangers,” Malcolm Gladwell’s latest offering. Reading it, in some ways, is like a summary of controversial current events, with a lot of interesting yet extraneous information thrown in because that makes for a good story. And one thing about Gladwell: He is a good storyteller. The author of Between previous bestsellers you and me including “The TipBY LEAH S. DUNAIEF ping Point,” and “Blink,” Gladwell is said to turn social science into best selling books. One of the critics
said that he could probably make a riveting story about a pencil sharpener. Initially I picked up the book because of its title. I thought it could have been written for me because I habitually and notoriously talk to strangers. I say it that way because I’m not sure the people I am with always appreciate sharing me but I can’t help myself. When I am in a theater and it is intermission, I am interested in how the people around me like the show. When I am at the opera — where a surprising number of different languages are spoken by the audience — I wonder where the people next to me come from and I ask them. Sometimes I even begin chatting with others in an elevator in conversations of obviously limited duration. Lest you think I am an insensitive pest, I rush to assure you that if those questioned by me would seem unwilling to talk, I would immediately become silent. But I find quite the contrary. Most people seem to enjoy talking to strangers who are sharing the same environment. So I started reading but was surprised that Gladwell’s theme was quite different from what I was expecting. From his perspective, it is difficult to evaluate a person, especially in a provocative

situation, simply by talking with them and reading their body language. Why? Sometimes people lie, and lie convincingly. An example he gives is Bernie Madoff, who with his quiet and thoughtful manner, was able to convince clever and talented financial experts that he was honest. For a time, even members of Renaissance Technologies in Setauket were caught off guard. As Gladwell wrote, “Through a complicated set of arrangements Renaissance found itself with a stake in a fund run by [Madoff]” and “The people at Renaissance are brilliant … but couldn’t quite make the leap to believe that it was all a setup” despite personal interviews with Madoff. That is, until they became sufficiently suspicious to take out their money, but then only half that was invested with Madoff, according to Gladwell. There are other examples in the book having to do with cultural or contextual differences between the viewer and the person being viewed, sometimes with disastrous results. One such situation involved Amanda Knox, an American student incarcerated for four years following the murder of her roommate in Perugia, Italy, largely because Italian prosecutors

interpreted her youthful American goofiness as signs of guilt. She was subsequently acquitted of the murder. Another example put forth by Gladwell is the unwillingness of witnesses to recognize the guilt of Jerry Sandusky, the former Penn State assistant college football coach who abused children. Yet another example, the one that starts and ends the book, is of Sandra Bland, the African-American woman from Chicago who was stopped by a white highway patrolman in a small town in Texas for not signaling when she changed lanes. It should have been a routine event. Instead, because of misreading, it turned into a confrontation resulting in her death three days later by hanging in a local jail that was ruled a suicide. There are also fascinating stories about Cuban spies fooling the CIA, among other tales. Gladwell’s conclusion is that we should “accept the limits of our ability to decipher strangers.” He goes on to say, “What is required of us is restraint and humility. … There are clues to making sense of a stranger. But attending to them requires care and attention.” And knowing that we can be wrong. Anyone who has hired the wrong applicant for a job can vouch for that.
