Huntington hires new architect to design Conte community center

Town of Huntington officials went back to the drawing board by hiring a new architect to take over designing what promises to be a future Huntington Station landmark. Huntington town board unanimously approved a resolution to hire Patchogue-based BBS Architects, Landscape Architects and Engineers, P.C. to take over the engineering and design of the James D. Conte Community Center in attempts to keep the project’s budget under control. In December 2016, the town selected DCAKMSA Architectural and Engineering P.C. out of 14 proposed bids received to create plans to renovate the former New York State National Guard Armory on East 5th Avenue into a community center. The costs of the firm’s engineering services were not to exceed $603,000 over the length of the four-year contract. On May 22, 2018, DCAK-MSA submitted a supplemental fee request asking for an additional $850,000 to raise their total design fee to $1.453 million, more than double the initial price agreed upon, according to the town. Supervisor Chad Lupinacci (R) also indicated there were issues with the conceptual plans that were unveiled in November 2017 as the renderings included features that brought the project’s total cost up to $14.2 million, far exceeding the anticipated budget of $10 million. “We do expect to receive a modified plan from BBS after contracts are signed, scaling construction costs back down within the $9 million range,” Lupinacci said. “Their experience

provides knowledge and skills necessary as we move into the important cost management and design phase.” BBS has completed more than $3 billion of municipal and school construction projects, according to the town, and is familiar with municipal bidding costs and industry trends. Its contractual costs with the town are not to exceed $711,000 over a four-year span. The town first acquired the former armory from New York State in 2013 in the hopes of creating a space that could be used for community-based public programs in education, fitness, health and wellness and veterans’ activities. The center will be named after James Conte, a former state assemblyman who represented the 10th district including Huntington Station for 24

years and played an instrumental role in getting the state to transfer ownership of the decommissioned building over to the town. Conte died in October 2012 of T-cell lymphoma. The initial conceptual plans for rehabilitating the 22,500-square-foot building unveiled in November 2017 suggest space could be repurposed for such uses as arts and crafts, a computer lab, a recording studio, an all-purpose gymnasium, a strength training facility, CrossFit center, rock climbing arena, a community meeting space, a multipurpose room, classrooms, office space and an elevated indoor running and walking track. The town has also promised the American Legion Greenlawn Post 1244 a designated area to run as a veterans canteen. “A couple of months ago my mother and I

went down to Town Hall to view the plans that are going to be on display today, and we were just blown away,” said Conte’s daughter Sarah at the time of the unveiling. “This is exaI amctly what my father would have wanted for this community. Myself and my family are so honored to be here and to have this named after him. We know he would be honored as well.” The first set of architects had suggested possible outdoor uses for the 3.6-acre site could include an amphitheater, meditation gardens, a spiritual walkway and bench seating. It’s unclear which of these features may be eliminated or reduced in an effort to keep the project costs within its remaining $9 million budget, but BBS is expected to present its revised plans to the town board in the future.

LIPA wins appeal, right to challenge Northport plant taxes BY SARA-MEGAN WALSH SARA@TBRNEWSMEDIA.COM Long Island Power Authority has won the latest battle against the Town of Huntington in the lengthy legal war over Northport Power Station’s value. New York State Supreme Court’s Appellate Division has reinstated LIPA’s right to pursue a lawsuit against the Town of Huntington regarding the amount of taxes levied against the Northport power plant, reversing a September 2015 decision made by a lower court. A panel of judges ruled Aug. 8 LIPA does have legal standing to be a plaintiff in the 2010 lawsuit it filed jointly with National Grid. “We believe the appellate court’s decision is correct,” LIPA spokesman Sid Nathan said. “We remain committed to reaching a fair settlement for both the local communities and our 1.1 million customers to put an unsustainable tax situation back on a sustainable path.” In September 2015, state Supreme Court Justice John Bivona issued a decision dismissing LIPA’s standing as an initiating plaintiff in the tax certiorari case, since National Grid — and not LIPA — is the owner of the plant. Bivona had written that while LIPA believed its financial interests are adversely impacted by a wrongly overstated assessment of the power plant, “the result is still remote and consequential and certainly does not constitute a direct loss because the property taxes levied upon the Northport Power Station are actually and directly paid by National Grid Generation LLC.” LIPA filed an appeal of Bivona’s decision in 2015. The utility has asserted while National Grid does own the power plant, the station is under contract with LIPA. Under the contract, LIPA is required to pay all costs to run the power plant — including the $80 million in annual property taxes to the Town of Huntington — and provide necessary fuel, for which in return it receives all electricity generated for its customers. The utility company claims that its costs to operate the Northport Power Station including the taxes on it exceed the total revenue, resulting in LIPA referring to it as a “significant burden to LIPA’s customers.” With LIPA’s legal status reinstated as a party of interest on the tax certiorari case, the issue of the property tax-assessed value of the power plant could proceed to trial. However, Huntington Town Attorney Nicholas Chiappetta has said he plans to carefully review the appellate court’s decision. “We believe this has been wrongly decisioned,” Chiappetta said in a statement. “We’re reviewing the order from the appellate division and we’re considering an appeal.” This latest legal decision comes less than a month after Huntington voted July 17 to hire a neutral third-party mediator, Marty Scheinman, in an attempt to reach a resolution with LIPA, National Grid and Northport-East Northport school district. The town agreed to pay Scheinman $1,150 an hour in addition to covering all out-of-pocket expenses, such as transportation and a one-time administrative fee. Northport school district to reopen K-wing for `18-19 year

Following air quality concerns, Northport school officials said the district plans to reopen the K-wing of Northport Middle School to students for the 2018-19 school year. Over the summer recess, Northport Superintendent Robert Banzer confirmed the district has undertaken extensive renovations of the K-wing classrooms, including its ventilation systems. The building’s indoor air quality has raised concerns from district residents since the smell of gas fumes was reported in April 2017. “Prior to the reopening of the school, the district plans to follow [New York State Department of Health’s] recommendation to retest the K-wing to ensure that there are no indoor air quality issues,” Banzer said. The K-wing’s indoor air quality was last tested in March by the district’s environmental consulting firm, Hauppauge-based J.C. Broderick & Associates, according to the superintendent. The study’s results, which were shared with district residents in a letter dated March 19, stated the consultants had no concerns about mold growth, volatile

organic compounds or carbon monoxide in any of the priority areas it reviewed. The consultants did raise medium, or moderate, concerns that some of the district’s ventilation systems were imbalanced in areas and in need of either repair or replacement. Banzer said the district will continue to utilize

the Tools for School program in the K-wing and throughout the district, which shows schools how to carry out a practical plan to resolve indoor air problems such as volatile organic compounds and mold “at little to no cost using straightforward activities and in-house staff,” according to the

U.S. Environmental Protection Agency website. The district’s issues with indoor air quality in the K-wing ﬁrst came to light when an earth science teacher reported smelling fumes in the classroom, and an investigation found the source to be a petroleum-based warehouse beneath the K-wing. An initial July 2017 study by J.C. Broderick & Associates showed no hazardous concentration of chemicals in any of the air samples. However, four chemicals commonly linked to perfumes, natural rubber products, air conditioners and refrigerators, thermoplastics and latex paints were found in high concentrations — above the 95th percentile of allowable levels determined by the state — in the K-wing corridor, rooms 74 and 75. The consultant’s study was reported to the New York State Department of Health. Facing widespread community concerns, a forum was held in August 2017, where the superintendent said the district ofﬁcials had decided to close the Northport Middle School wing for the 2017-18 school year. The closure did not affect previously scheduled classes other than changing their locations, as students were readily accommodated by reallocating use of existing classrooms.

The Town of Huntington’s new administration made a second wave of staffing changes at its Aug. 7 meeting, reinstating some positions, while abolishing others. Huntington Supervisor Chad Lupinacci (R) sponsored a resolution last week that reinstated nine job titles with a total annual salary of $284,921 while also creating 14 new positions for a total of $272,413. The bill also cut nine staffing positions, which is estimated to save more than $268,000 annually. “We look at the different departments, I’ve been in office seven months now to see what has been working and what isn’t working,” Lupinacci said. A second bill put forth by the supervisor appointed nine individuals to the newly created positions, many of which are exempt from taking civil service tests. Both pieces of legislation passed by a narrow 3-2 vote, split on party lines with Councilman Mark Cuthbertson (D) and Councilwoman Joan Cergol (D) voting against. They accused the board’s hiring process for these position of lacking in transparency and reeking of political nepotism. “We are seeing chapter two of the Republican patronage playbook at work,” Cuthbertson said,

denouncing the legislation. “A slew of positions are being created that require no civil service test. These are patronage jobs — plain and simple.” The councilman reported he and Cergol weren’t included in the hiring process, stating he had seen only one candidate’s résumé prior to the town board meeting and questioned if those appointments had proper qualifications. Councilman Gene Cook (R) voiced support for Lupinacci’s appointments, stating the changes were needed in order for town government to run efficiently. “In the past month or two, I’ve had nothing but complaints against the people in the building department,” he said. “I’ve had the same thing with the planning department. There’s been a number of issues and people deserve better.” As part of the staffing changes, Joseph Cline, who has served as Huntington’s director of engineering services, was demoted to deputy while maintaining his $138,375 salary. Cline will be replaced by Daniel Martin, who will make more than $146,500 a year. He was appointed to serve as a Suffolk County Supreme Court judge since 2010 before becoming a deputy town attorney. Lupinacci said he stood by the newly hired and appointed employees based on their skills and merit. Of the nine appointments made Aug. 7, five are new hires and four individuals were already

employed by the town but are taking on new roles for which they will receive an additional stipend. Cuthbertson previously criticized Lupinacci’s February appointments for going to “11 white Republican males” many of whom had previously campaigned on the party line for various government positions. The councilman argued this second wave of appointments will also have a negative fiscal impact on the town. “This is gravely wrong from a fiscal and budget standpoint,” Cuthbertson said. He estimated many of the newly created positions would cost the town approximately $40,000 a year in benefits including health care insurance and retirement benefits. The town will pull roughly $265,000 from its contingency funds in order to fill the new positions. Cergol voted against the move, calling it a “dizzying array of personnel maneuvers that mystify even those of us used to looking at these resolutions, let alone the public.” She also questioned the hiring process used. “Where is the transparency you promised?” Cergol said. She said the resolution Lupinacci presented to board members on the Friday before their meeting had dramatically changed by Tuesday afternoon without explanation. Suffolk County police are offering a reward for any information that may give them a lead on who is responsible for more than $100,000 in damage to a Northport golf course. Vandals struck the Town of Huntington’s Crab Meadow Golf Course last month causing about $124,000 in damage. Huntington town officials announced four holes at the Crab Meadow Golf Course in Northport were damaged overnight between July 30 and 31. “It’s very upsetting to see someone do this,” Supervisor Chad Lupinacci (R) said. “Not only to inflict the pain not only monetarily, but on people’s use and enjoyment of this facility.” The vandalism to holes 1, 11 and 17 occurred between 9 p.m. July 30, when the final golf cart was turned in, and 2 a.m. July 31 when a golf course employee arrived, according to the town. The damage appears to have been done intentionally using an object such as a pick axe, according to the town. Lupinacci said the areas damaged are closest to the Makamah Nature Preserve and a utility right-of-way, a particularly dark, unlit section of the golf course. One of the greens sustained insignificant damage, which will be repaired in-house by town employees, town spokeswoman Lauren Lembo said. The town has filed an insurance claim for the estimated costs of repairs, which will take approximately four to six weeks. However, the town’s policy has a $50,000 deductible that will be paid out of its Parks and Recreation Capital Improvement Reserve Fund to begin repairs and limit revenue loss. The town also filed a police report, and the

public safety department is ramping up park ranger and security patrols immediately in response to the incident. While gates to the golf course are locked each night and public safety officers patrol, according to Lembo, there are no security cameras currently at the site due to lack of electricity. Due to the damage, the town will offer a 10 percent discount on greens fees for golfers and there are temporary greens in place at holes 1, 11 and 17. Attacks on the free press must stop

I am writing in response to Publisher Leah Dunaief’s “Between you and me” column in the Aug. 9 editions of TBR News Media newspapers. My father always carried a handkerchief, neatly folded, ironed by my mother. On more than one occasion he reminded me that a gentleman always carried one. While tissues or sleeves may indeed be the modern substitute, to this day I carry a handkerchief, neatly folded, ironed by my wife. I do so for sanitary reasons as well as to honor my

Below is an editorial written by Judy Patrick, the New York Press Association’s vice president for editorial development. We’ve been complacent. We thought everybody knew how important a free press was to our world and that all this talk about us being the enemy of the people would be dismissed for the silliness that it is. But the reckless attacks have continued, instigated and encouraged by our president. When the leader of the free world works to erode the public’s trust in the media, the potential for damage is enormous, both here and abroad. We once set an example of free and open government for the world to follow. Now those who seek to suppress the free flow of information are doing so with impunity. The time has come for us to stand up to the bullying. The role journalism plays in our free society is too crucial to allow this degradation to continue. We aren’t the enemy of the people. We are the people. We aren’t fake news. We are your news and we struggle night and day to get the facts right. On bitter cold January nights, we’re the people’s eyes and ears at town, village and school board meetings. We tell the stories of our communities, from the fun of a county fair to the despair a family faces when a loved one is killed. We are always by your side. We shop the same stores, attend the same churches and hike the same trails. We struggle with day care and worry about paying for retirement. In our work as journalists, our first loyalty is to you. Our work is guided by a set of principles that demand objectivity, independence, open-mindedness and the pursuit of the truth. We make mistakes, we know. There’s nothing we hate more than errors but we acknowledge them, correct them and learn from them. Our work is a labor of love because we love our country and believe we are playing a vital role in our democracy. Self-governance demands that our citizens need to be well-informed and that’s what we’re here to do. We go beyond the government-issued press release or briefing and ask tough questions. We hold people in power accountable for their actions. Some think we’re rude to question and challenge. We know it’s our obligation. People have been criticizing the press for generations. We are not perfect. But we’re striving every day to be a better version of ourselves than we were the day before. That’s why we welcome criticism. But unwarranted attacks that undermine your trust in us cannot stand. The problem has become so serious that newspapers across the nation are speaking out against these attacks in one voice this week on their editorial pages. As women’s rights pioneer and investigative journalist Ida B. Wells wrote in 1892: “The people must know before they can act, and there is no educator to compare with the press.”

The power of a neatly folded handkerchief father’s memory. Your confession of unintentional “pilfering” the officer’s handkerchief brought to mind a family story that always elicited laughter. My father was employed by Newsday as its classified advertising department manager. Many, if not all, of his immediate co-workers were women operators whose job it was to take advertising copy over the telephone. From time to time my father had to call one of the women into his office to convey the bad news that she was being

fired. When that message elicited tears, dad offered the distraught ex-employee his neatly folded handkerchief, ironed by my mother. Inevitably, the fired operator left the building with dad’s handkerchief clutched in her hand or tucked in her handbag. If nothing else, the voluminous turnover of handkerchiefs always provided the family with ideas for holiday and birthday gifts. Thanks for the memory. Barry Warren Port Jefferson

Trump’s trade policies are hurting America On Tuesday, July 24, President Donald Trump announced plans to provide $12 billion in emergency aid to farmers harmed by his trade policies. Just so we all are clear, this means that the president started a trade war which hurt farmers because of retaliatory tariffs on soybeans and pork, and in response the president offers the farmers welfare which is paid for with money he’s borrowing from the countries (e.g., China) he started the trade war with. So instead of profiting from the sale of American food to China, Trump’s trade policy has the U.S. paying money (interest) to China while U.S. farmers become dependent on our government. The criticism of the president’s trade policy is not only coming from the political

left. Members of his own party have said on the record: • “If tariffs punish farmers, the answer is not welfare for farmers — the answer is remove the tariffs,” Sen. Rand Paul (R-Ky.); • “This trade war is cutting the legs out from under farmers and White House’s ‘plan’ is to spend $12 billion on gold crutches. America’s farmers don’t want to be paid to lose — they want to win by feeding the world,” Sen. Ben Sasse (R-Neb.). Trump responded to these critiques by saying “be a little patient.” It would be easier to be patient if the president’s Republican policies of tax cuts for the wealthy and increased spending were

working to greatly expand the economy and pay down the debt. In 2017 Trump pledged to eliminate the national debt over a period of eight years. But here we are a year and a half into his presidency, and the national debt surpassed $21 trillion for the first-time ever. So far, a year and a half in, Republicans have managed to increase our debt and our deficit, with no gains in real wages for working Americans. Color me unimpressed by Trump, Zeldin and the Republican leadership in Congress. So forgive me, Mr. President, if I have trouble being patient when you spend $12 billion on welfare to farmers who are harmed by your policies, and continue to raise the national debt. What do you do when everything within says the policies and statements coming from the White House are unjust, inhumane and ultimately un-American? You feel it in your bones: Something is wrong, morally wrong. Because when immigrant children are taken from their parents and placed in cages, that is immoral. When an entire people is stereotyped as “criminals and rapists,” that is immoral. When politicians beholden to the NRA protect guns over students, when the wealthy get big tax breaks while the poor face losing food stamps, when environmental regulations are stripped so greedy corporations can increase profits, all of that is immoral. And when the president makes enemies of our allies and allies of our enemies, siding with a brutal human rights-abusing dictator over U.S. intelligence communities, it is not only immoral but treasonous,

even if our economy is humming along, and it’s tempting to turn a deaf ear to the cries of people suffering the consequences of immoral decisions. Something is terribly wrong. That’s why I felt compelled to shout in protest, “Stop the hate talk!” and “We are all Americans!” during Congressman Lee Zeldin’s June 28 campaign rally after hearing speakers ridicule Americans with whom they disagreed. I’d do it again because I’m sick over the direction in which our country is moving and am convinced we must use every platform available to appeal to Trump die-hards like Zeldin to turn back this terrible tide. We need acts of nonviolent moral resistance, planned or unplanned, alone or with others. We need to exercise our God-given, Constitution-affirming inalienable right to protest because as a friend once said, the

opposite of depression is expression and expressing your outrage, even in a small way, is far better than staying depressed. I was thrown out of Zeldin’s campaign event along with two newspaper reporters with visible press credentials. Could it be that in Smithtown — pegged “Zeldin country” by the town supervisor during that same rally — the Trumpian refrain of the press is “the enemy of the people,” despite its ugly history, is frighteningly embraced? Something is terribly wrong, and it may take all of us — white, black, brown, left, right, Christian, Muslim, Jew, gay, straight, rich and poor — to come together and express ourselves before our democracy goes over the cliff that leaders like Trump and Zeldin have brought us to. A satirical page from a beleaguered attorney general’s diary

ith great power comes great criticism. The following is a hypothetical diary entry from beleaguered Attorney General Jeff Sessions, who faces routine presidential ire: I don’t know how much longer I can take this. It’s not fair. Yes, I know my boss is angry, defensive and frustrated, but D. None he’s always pickof the above ing on me, calling BY DANIEL DUNAIEF me names. I think he wants to get rid of me. The other day, he called me “scared stiff” and “missing in action.”

Gosh, that doesn’t sound nice, now, does it? What’s worse? He didn’t say it to my face: He wrote it on Twitter, where the whole world can see his feelings. I’ve been turning the other cheek all this time, but I’m running out of cheeks. What can I do? Maybe I’ll develop a new hobby. I’ll practice that “lock her up” chant that tickles me so. I won’t do it in public. When I’m alone in my soundproof shower, I can say it quietly. I can get a small doll and look down on it, terrifying it the way my boss tries to intimidate me. I was conﬁrmed as attorney general by a 52-47 vote in the Senate. Now, I know it’s not quite as stunning and exciting as that electoral college win by the guy who keeps insulting me, but it’s still pretty cool and it was a close vote. You don’t hear me telling everyone about the 52 votes I got, the way my boss repeats, all these months later, that he got 304 electoral college votes.

I’m working hard, even though I recused myself from that Russia investigation. I’m just not sure how much more of these harsh insults I can take. I could resign. I could ride away from this situation into something much more fun and less stressful, like zip lining over an alligator pit. I’m just kidding, of course. There are no alligator pit zip lines but there are some people I’d like to see trying that. “Lock her up, lock her up!” Wait, I got distracted. I’m serving my country, but it just doesn’t seem rewarding. So, today, I did an internet search, “What to do if your boss is out to get you,” and I found an article in TopResume, a professional résumé service. It said I should evaluate the situation and see if I’m doing enough. Well, yeah, I am, so check on me, right? Or, maybe, check plus. Then, it said I should understand my boss’s issues and communication style, and it linked to another article that suggested ways to neutralize

a Machiavellian boss. It said I should present my ideas in a way that allows him to take credit. So far, I’m not sure I’ve done that. Then it says I should give him credit but, again, I don’t know what he wants credit for? My boss also seems like a seagull at times, diving in, depositing steaming piles of advice and then taking off, leaving the rest of us to clean up his mess. Now, I don’t mean to sound ungrateful, but this sounds a bit like my boss. I’m also supposed to create a written record so I can go to human resources. I’m not sure what HR ofﬁce I could approach these days. I’ll say one thing for Twitter: It sure does allow me to keep track of all the things he’s said about me. Oh, and it also suggested I see the situation as a learning opportunity, helping me be a better boss. I guess if I were ever in his shoes, I wouldn’t need to criticize people publicly. That’s it for now, diary. Until tomorrow, that is, when he attacks me again.

A reader responds with a tale of mercy from California Dear Leah, My wife and I enjoy your weekly opinion pieces, and we especially enjoyed your column about a police encounter (“Techniques for avoiding trafﬁc tickets,” Aug. 9). It rekindled the memory of our encounter, 55 years ago, with the California Highway Patrol.

BY CHUCK DARLING n January 1963, while employed by the Gyrodyne helicopter company in St. James, I was “volunteered“ by the owner, Peter Papadakos, to lead a team of engineers and electronic technicians to assist the U.S. Navy ﬂeet in Coronado, California, installing our drone helicopters on Navy ships. This assignment was to last six months, so Nancy and I packed up the four kids, (ages 5, 4, 3 and 1), and the dog, locked up the house and ﬂew to San Diego. After we had settled in for a month, Nancy’s folks decided that they could use some time away from the brutal win-

ter weather in Illinois, so they drove to San Diego to warm up and to see their grandbabies. Whilst there they volunteered to stay with the rug rats for a long weekend, so we could have a respite from parenting. This was a godsend for Nance, for, other than the occasional movie, she hadn’t had a break from the kids for more than five years. She immediately contacted some friends that we knew from the University of Illinois who had settled in Southern California, and set up a long weekend in Las Vegas. Nancy’s folks had driven their 1958, fin-tailed Cadillac from Illinois, and since it had air conditioning, they thought it would be more comfortable for us to drive in it through the desert to Vegas than in the used Volkswagen Beetle which I had bought in San Diego. We gratefully accepted their offer. On a Friday morning in February, we kissed the kids goodbye, and headed east for Las Vegas. Driving the Caddy was like flying a plane — it was quiet, comfortable and fast. It was very

easy to let the speed creep up, as the road was flat and very few cars were evident, especially when compared with traffic on Long Island. As I noticed the speedometer at 80, I also noticed in the rear-view mirror, a California Highway Patrol car approaching with his bubble light flashing. Oh, no! I pulled over and the smartly dressed officer approached and said, “You were going a little fast there.” I told him that we were headed for Vegas for a long weekend, the first time for the two of us to be away from kids together, and we were giddy to get to the palaces of pleasure in Vegas. He asked to see my driver’s license, and I handed over my New York license. He said, “Why a New York license?” I told him I was on a temporary work assignment in San Diego, and hadn’t bothered to change it for a California permit. He said, “But you are driving a car with Illinois plates.” I said it was my father-inlaw’s car. He was visiting us from Illinois and the old folks were sitting with the kids back in Chula Vista while we were in Vegas. He asked to see the

car’s registration, and I told him that I had forgotten to get it from Nancy’s dad before we left. He had this incredulous, bewildered look on his face and just stared at me for the longest time — it seemed like an hour. Finally, he said, “I’m going to have to let you go with a warning.” I almost wet my pants with joy. But, since the CHP wasn’t known for its benevolence, I asked him, “Why?” He said, “Because a judge would lock you up forever if I wrote you up. You’re driving 80 miles an hour on a California highway; you have a New York driver’s license; you’re driving a car with Illinois plates on it — and you don’t possess the car’s registration. You would never get out of jail. Somehow, someway, I believe everything you’ve told me, but I’m not sure a judge would. Just get out of here, just leave.” As I watched him walking back to his patrol car, he was quietly shaking his head as though he had seen everything now.
