Suffolk County Police arrested two Flushing women June 20 during a raid at a massage parlor in Huntington. In response to community complaints, Suffolk County Police 2nd Precinct Crime Section officers, assisted by the Town of Huntington Public Safety’s criminal intelligence detectives and 2nd Squad detectives, conducted an investigation into illegal activity at the Four Seasons Spa, located at 367 West Jericho Turnpike at around 5:35 p.m. Jing Mei Zou, 50, of Flushing, and Qiong Zhou, 55, of Flushing, were arrested and charged with two counts of prostitution and two counts of unauthorized practice of a profession. There were no customers in the business at the time the search warrant was executed, according to police. No other arrests were made. Business records and massage tables were seized as part of the search and the policy say that the investigation is ongoing. The Town of Huntington does not have the authority to shut down the spa, but issued five summonses for building violations that include

illegal signs, public nuisance, interior alterations without a certificate of occupancy and plumbing without necessary permits. The doors were locked, but the business still posts its telephone number on the door. A business using the same phone number and address still advertises massage services on a website longisland.bedpage.com, posted on May 8. Zou and Zhou pleaded guilty to one count of attempted unauthorized practice of a profession a misdemeanor, and were sentenced to one year probation. Suffolk County police have previously conducted similar raids and investigations, particularly in 2017, for prostitution at massage parlors.

County finds fix for certain wastewater contaminants BY DONNA DEEDY DONNA@TBRNEWSMEDIA.COM “It’s more than a pretty garden,” said Chris Clapp, a marine scientist for The Nature Conservancy. “It’s a biological process that relies on plants, wood chips and microbes to remove nitrogen in wastewater before it flows back into the environment.” On June 24, County Executive Steve Bellone (D) joined Clapp with a conglomerate of representatives from both government and the private sector at The Nature Conservancy’s Upland Farms Sanctuary in Cold Spring Harbor to unveil a state-of-the-art method for reducing and eliminating nitrogen from wastewater. The county expects the new system to be a replacement for cesspools and septic systems, which are blamed for the seeping of nitrogen into Long Island waterways, causing red tides, dead zones and closed beaches. The issue is a serious concern, Bellone said, as he introduced the county’s Deputy Executive Peter Scully, who is spearheading the county’s Reclaim Our Water Initiative and serves as the Suffolk’s water czar. “Anytime a government appoints a water czar, you know you have problems to address.” Scully, formerly the director for the Long Island region of the New York State Department of Environmental Conservation, said six other septic alternatives are currently approved. Long Island is reportedly one of the most densely populated locations in the country without adequate wastewater treatment. Currently, there are 360,000 antiquated cesspools and septic systems. The county expects to set nitrogen reduction targets for watershed areas where replacement holds the most benefit. The technique, called a vegetated circulating gravel system, is composed of an underground network that essentially connects the drains and toilets of a home or office to plant life and microbial action. It works in two stages to denitrify the wastewater. The first phase discharges wastewater into an underground gravel bed covered with a surprisingly small garden of native plants that takes up nitrogen through its roots. The water is then circulated into an underground box of wood chips that convert the remaining nitrogen into gas, before it’s circulated back to the gravel bed. Once the water is denitrified, it’s dispersed through a buried leaching field. The county partnered with the Nature Conservancy to develop and implement the system for its Upland Farms Sanctuary. The sanctuary is located a half-mile from Cold Spring Harbor, where water quality has worsened

during the last 12 years to the point where the state is officially proposing to designate it an impaired water body. “The Conservancy is proud to stand alongside the county and our partners to celebrate this exciting new system that taps into the power of nature to combat the nitrogen crisis, putting us on a path to cleaner water,” said Nancy Kelley, Long Island chapter director for The Nature Conservancy.

During the experimental phase the system reduced by half the amount of nitrogen discharged from wastewater. A similar technique has been effective at removing up to 90% in other parts of the country. The system’s designers at Stony Brook University’s Center for Clean Water Technology aim to completely remove nitrogen from discharges. The Upland Farms offices and meeting hall system, which encompasses 156 square feet, serves

the equivalent of two to three homes. Suffolk County Legislator William “Doc” Spencer (D-Centerport) said that denitrification efforts work. The Centerport Yacht Club’s beach was closed for seven years due to water quality issues and reopened in 2015 after the Northport sewer plant upgraded to a denitrification system. Improvements to the harbor storm drain discharges, and a public lawn care campaign about curbing the use of fertilizers, also reportedly helped. The county has reached a critical juncture and beginning July 1, its new sanitary code for septic systems takes effect, which permits only denitrifying technology. Justin Jobin, who works on environmental projects with the Suffolk County Department of Health Services, said that he expects to gain approval for a pilot program to accelerate the vegetated circulating gravel system’s public introduction, which could be approved as soon as this summer. The design can be modified, its developers said, to serve single homes or large businesses. In addition to removing nitrogen, the system can also naturally filter out pharmaceuticals and personal care products. Its impacts on 1,4-dioxane are being studied. New York lawmakers aim to tackle the climate change issue head on: It passed June 20 a bill that will largely eliminate fossil-fuel emissions by 2050. The bill, called the Climate Leadership and Community Protection Act, will require incremental changes to the state’s infrastructure. By 2030, the state plans to obtain 70 percent of its electricity from renewable energy sources, shifting entirely to carbon-free electricity by 2040 and cutting greenhouse gas emissions by 85 percent below 1990 levels. Part of the plan includes developing and implementing measures that remove carbon dioxide, a heattrapping gas, from the atmosphere. New York joins California, Nevada, Hawaii, Washington, New Mexico, Washington, D.C., and Puerto Rico in committing to clean energy power. The initiative comes in response to the current administration bailing out of the United Nation’s landmark 2015 Paris Agreement to build a low-carbon future and scaling back on many other environmental measures and regulations. Assemblyman Steve Englebright (D-Setauket), the bill’s original sponsor, said the bill addresses one of the most important issues of our time. He and state senators have been trying to get clean-energy legislation passed for the last four years. Prior to the 2018 elections,

2nd Gear Fair is a hit On June 20, second-graders from Harley Avenue Primary School in the Elwood Union Free School District showcased what they’ve learned over the past six weeks in the 2nd Gear program — in-school enrichment that aids students in learning to express themselves through different areas of interest. “Research shows that enrichment clubs help develop the whole child, so allowing children to be challenged and think critically outside of the regular school subjects during the school day is

very valuable,” said principal Elissa Milan. Students had the opportunity to choose one area of interest from a variety of options, including the Debate Team, Chromebook Coding Creators and Act it Out earlier in the year. Each group was then led by a Harley Avenue educator who volunteered their knowledge of a specific area of expertise. During the 2nd Gear Fair, each group demonstrated what they learned for their peers. The afternoon was filled with applause and cheers as students proudly showed off their new skills, excited to pursue new hobbies both in and out of school.

In a fun and challenging synthesis of math, science and reading comprehension, third-graders in Katie Moy’s class at Ocean Avenue Elementary worked together to save the endangered golden tree frogs during a handson breakout lesson. Students worked together to solve a series of clues to open a series of locks ultimately resulting in saving the hypothetical endangered tree frogs and transporting them to a safe location. Clues came with challenges including building a

3D cage for the frogs out of clay and toothpicks and using a series of codes that would bring frogs through a maze to reach a cricket as a lock combination. When the first team completed all tasks and opened all the locks, students cheered and high-fived each other. “These lessons can either introduce or reinforce math, science, and reading skills, and the kids respond so positively to them,” said school curriculum coordinator Amy Laverty. “They know there’s no prize for winning, just the satisfaction of using their brains and a job well done, and that alone motivates them.”

Letters to the editor

While the U.S. women’s soccer team waits to enter mediations regarding the discrepancy between their pay and the men’s team’s earnings, Suffolk County women, as well as racial and ethnic minority workers, are about to enter a more even playing field when they decide to apply for a new job starting June 30 thanks to a new law. We say it’s about time. Historically, women along with racial and ethnic minority workers have earned lower than average wages. Before passing the law, the county Legislature used an April 2018 New York State Department of Labor report that found women in the county earn 78 percent for what their male counterparts earn. The statewide percentage is 87. The same report cited that in New York African American or black women earn 64 percent and Latino or Hispanic women earn 53 percent of what men earn. The Legislature recently decided to do something about the injustice by creating a local law, called the RISE (Restrict Information Regarding Salary and Earnings) Act, to restrict divulging earnings history during the interview process. County Executive Steve Bellone (D) signed the legislation into law in November. This means when a Suffolk County resident searches for a new job, they will not be haunted by their last salary. Now, employers and employment agencies cannot ask for salary history on applications or during interviews. In addition to women and minority workers being offered less in the past, there are also cases where people have been out of work for a long time — whether due to layoffs, taking care of children or a sick relative — who take the first job they are offered, regardless of pay just to get back on track careerwise. This can cause problems when they apply for a job and the company asks for their salary history. The job applicant might be offered a salary below the range the employer was originally thinking. The employer may see it as an opportunity to save money, thinking if the applicant got by on their last wage, why would they need much more. But no more. Now employers have to decide how much they believe a job is worth, then offer that salary. And while it makes sense that there may be a salary range based on experience, it also makes sense to pay people similar pay for doing the same job. And the law benefits more than women and ethnic and racial minority workers; it even helps those who are leaving a highpaying position. In the past, if someone wanted to travel down a different career path, they may have been willing to accept a lower salary. But a company may not have called them for an interview when they saw how much they made at previous jobs, thinking they wouldn’t take a lower salary. In the end, the new law may even help the local economy. With more money in women’s bank accounts, they will have more buying power or the opportunity to escape from dysfunctional relationships and get a place of their own. Confirmed with a bipartisan, unanimous vote, the Suffolk County Legislature apparently believes the RISE Act will help break the cycle of wage discrimination in the area. We agree, and we say to those who have felt stuck in their financial situation that now is the time to RISE and shine.

In recent weeks, certain Town of Huntington officials took to social media to defend and clarify the administration’s position on the Huntington Farmers Market and the Huntington Lighthouse Preservation Society’s cancellation of the MusicFest. These posts, appearing on the town’s governmental Facebook page and elsewhere on social media, carried personal attacks on the longtime operator of the Huntington Farmers Market and the president of the Huntington Lighthouse Preservation Society. The posts were inappropriate. Moreover, they violated the town’s own social media policy. That policy states that the town

Public input needed without defamation “welcomes public comments as a means of furthering sharing of ideas and advancing public dialogue” but deems inappropriate and subject to removal comments that fall into a number of objectionable categories, including comments that make “defamatory or personal attacks.” Indeed, social media presents challenges for individuals, businesses and government. For government, a major imperative should be to foster civil discourse in our modern public forum. And that imperative begins with government setting the example of how to achieve that. We join those who have contacted us in recent weeks to register their disappointment over these unfortunate town

posts. And we sincerely regret the harm done to those who were the subject of these unwarranted attacks and, as we have since learned, often untruthful characterizations. Ironically, just last week the Town Board unanimously approved a revised employee code of conduct that specifically defines and prohibits cyberbullying and states that the town “seeks to promote a climate of mutual respect and dignity for all employees and interns.” Don’t our residents deserve the same courtesies and protections? No cell tower for Eaton’s Neck This letter is a follow up and closure to the consideration of Eaton’s Neck Fire District entering into a leasing arrangement to erect and operate a 120-foot monopoletype macro cell tower at the fire district property. We have strived to be transparent throughout the process and we wish to share with all the results of our survey as well as the findings of our due diligence and the conclusions we have reached. First, the results of the public survey, which was sent to the residents of the district. Using a file from the Town of Huntington Assessor’s office, the basis for our fire tax collection, we sent out 535 survey packets. As of last week, 20 were returned as “undeliverable,” 176 received were “yes” and 85 received were “no” for a total of 261 responses. This is a 49 percent response rate with 67 percent of respondents in favor of us proceeding. That said, we have also received a significant level of opposition to the very notion of having a cell tower in our community. Some based on the aesthetic impact of such a structure in our bucolic community, but mostly due to the potential health risk associated with microwave technology and a perceived increased exposure if the tower were to

be erected. Additionally, our immediate neighbors around the district property would be impacted the most by this and we are a small community and need to be respectful each other’s rights. Due to the size of the district property, 150 percent mandatory fall-zone requirements for a 120-foot tower, and current zoning laws in effect, a zoning variance is required to proceed. Recent actions by the Town of Huntington Zoning Board relative to variance requests for cellular structures lead us to believe that we would not receive the required approvals for the fall-zone variance. If that occurred, the tower company could and likely would appeal to federal court and the fire district would be contractually committed to support the action. Likewise, should the town approve, we are fairly certain that residents would appeal that decision. Thus, any decision by the Zoning Board will likely result in a protracted litigation. We are not inclined to proceed in the face of certain litigation, as we feel this is not in the best interest of the community. Based on the all of the information and investigation that we have done on this issue, the board has decided to cease all efforts associated with entering into a

long-term lease arrangement for a cell tower. We have developed and are implementing alternative solutions to our long-standing fire service radio communications issues that do not rely on the cell tower. We have installed mobile hot spots in both ambulances to allow for transmission of telemetry data during cardiac events and are implementing a sweeping radio upgrade utilizing the county 700/800 MHz infrastructure and new Motorola radio equipment thus eliminating the need for a 100-foot plus radio antenna at our firehouse. We hope we can count on the community’s continued support in an upcoming referendum to approve this purchase. We have structured the purchase so that it will not impact our annual operating expense or the total tax assessment for the fire district. We hope this message lets everyone know and understand the process and thinking of the fire district as well as the conclusions we have reached. Celebrating opportunities for people appreciation

Long after we’ve put a book down, the characters join us as we commute back and forth to work. We feel the pain they D. We are grateful that the main character who is battling his personal demons somehow survives unimaginable ordeals.

We stare into the faces of the huddled masses from pictures at Ellis Island, many of whom left the only home they’d ever known to start a new life in a place that has become, fortunately for so many of us, the only home we’ve ever known. We see the bags at the immigrants’ sides, the children in their arms who are our parents and grandparents, and the resolve in the arrivals’ eyes as they wait for their turn to pass through the gates to the New World. We read about people whose lives touch us so profoundly that we send money through GoFundMe pages. We don’t have any need to ask them whether they drink Coke or Pepsi, whether they’re a Democrat or a Republican, or if they support France or the United States in the Women’s World Cup. We want something better for them. What about all the people who surround us, who drive next to us on the same roads on the way to and from work, who stand in line with us at the movie theater, the deli or the Department of Motor Vehicles?

The people who share time and place with us are just as deserving of our sympathy, empathy and care, and yet we honk when the light turns green and they don’t go, we become irritated when they don’t understand our lunch order, and we snarl when our co-workers misunderstand an assignment. I would like to suggest that we spend one day every year, maybe this publication day, June 27, appreciating people. Let’s call it People Appreciation Day. This doesn’t and shouldn’t be a day when we trudge out to get a mass produced card that says, “Hey, I appreciate you.” This could be any level of appreciation we’d like to share. We could take an extra second to thank the cashier at the supermarket, who asks us for our store card and wants to know if we found everything OK. We can thank her and ask how she’s doing. When she answers, we might react accordingly: “Oh, happy birthday” or “Sorry to hear about your cat” or “I sometimes miss the place where I grew up, too.”

Maybe instead of honking when the light turns green, we can imagine — the way we would if we were looking at the title of a movie or the cover of a book — what the driver inside is feeling, thinking or experiencing. How is that any different from caring about a two-dimensional stranger in a book we’re holding? The people in our lives aren’t here to entertain or amuse us, but they can elicit our empathy, understanding and appreciation. We can, however, offer them the gift of care and concern. We can appreciate their efforts to meet their basic needs and their desire to strive for something better for themselves and their children. These other people are dedicated teachers, determined athletes, a third-generation member of the military or a new neighbor from far away whose loneliness we can extinguish. Let’s take the time and put out the effort to appreciate them. When we do, we can beneﬁt from the opportunity for people appreciation to forge a human connection.

Summertime and something to think about

This is the time to make a barbecue and invite friends, enjoy the summer sky over some nice port in the long evening, lounge in the backyard, splash at the beach, watch a baseball game, sleep in a bit and read, read, read those books and magazines that have piled up on the bedside table all year long. It’s also the time to sail, swim, play, get lost on long walks and, in so many other ways, rejoice in the outdoors. There is even time to think. Here is something tantalizing to think about. A letter published on the website Medium.com Monday, written and signed by a group of 18 billionaires, from 11 families, including ﬁnancier George Soros, co-founder of Facebook Chris Hughes, Abigail Disney and heirs to the Pritzker fortune, Liesel and Ian Simmons, urged government to tax them at a higher rate. They called for “a moderate wealth tax on the fortunes of the richest one-tenth of the richest 1 percent of Americans — on us.” Over the last three decades, the wealth of the top 1 percent grew by $21 trillion. even visualize such sums? But the wealth of the bottom 50 percent fell by $900 billion — not hard to visualize by comparison because we can see the effects on American lives. The letter follows a similar declaration by investment guru Warren Buffett in 2011 encouraging greater tax on the richest. He revealed that his effective tax rate was actually lower than that of any other 20 people in his ofﬁce. The richest pay 3.2 percent of their wealth in taxes versus 7.2 percent from the bottom 99 percent. President Barack Obama (D) picked up the suggestion at the time and called for a 30 percent tax for that population, dubbing it the “Buffett rule.” Not only was that never enacted, the latest round of tax cuts under President Donald Trump (R) have particularly helped those same richest Americans. The Monday letter was addressed to all presidential contenders. Elizabeth Warren, U.S. senator from Massachusetts and Democratic hopeful, has proposed a comparable strategy, recommending that those who have $50 million or more in assets, like stocks, bonds, yachts, cars

and art, be subject to a wealth tax. That would include some 75,000 families and raise, in her estimation, $2.75 trillion over the next 10 years. That money could be put toward better child care, helping with education debt and the opioid and climate crises. Such a tax would strengthen American freedom and democracy and would be patriotic, it is claimed. Surveys show that about seven out of 10 people support this concept. In 2014 Nick Hanauer, a successful Seattle entrepreneur, wrote a memo to “my fellow zillionaires” in which he advised the following: “[We are] thriving beyond dreams of any plutocrats in history, [while] the rest of the country — the 99.99 percent — is lagging far behind. If we don’t do something to ﬁx the glaring inequities in this economy, the pitchforks are going to come for us.” How is that for some heady stuff to occupy the mind and lessen any lazy guilt as our bodies are stretched out on the lounge?
