Marion Carll Farm: Struggle Continues DONNA DEEDY DONNA@TBRNEWSMEDIA.COM After 50 years of trials and tribulations, the Commack School District is forging ahead with a plan to use the Marion Carll Farm on Commack Road for educational purposes, but some activists are not happy with the decision. Since July, the district has been renting its barns to Long Island University. The site is expected to become the region’s first veterinarian school of medicine by September 2020. “We expect animals to be on the site by February,” said Superintendent Donald James. But, Cynthia Clark, a concerned citizen, who formed the Marion Carll Preserve Inc. said she has asked the New York State Attorney General’s Charities Bureau to intervene. Her goal, she said, is to acquire, restore and sustainably run the site in perpetuity according to benefactor Marion Carll’s wishes. “For 50 years, the district has squandered this gift,” Clark said. “It’s a crime! Pedestrian Bridge at Train Station Deemed Unsafe

The Town of Huntington has temporarily closed off access to the easternmost pedestrian bridge connecting the north and south parking garages at the LIRR Huntington Train Station for inspection and evaluation purposes. A visual Engineering Condition Inspection was performed by Desman Engineering Consultants for the Town-owned north and south parking garages, which included the east and west pedestrian bridges connecting the garages; the easternmost bridge is property of the MTA LIRR and the western bridge connecting the garages is property of the Town of Huntington.

Based on the unsafe conditions observed in the report, further inspection and evaluation of the east bridge is warranted. On Friday, Oct. 18, the Town closed access to this bridge, which will remain in effect until the issue is addressed. Communication and coordination with the MTA LIRR is ongoing at this time. “Together, the Town and LIRR are working diligently to investigate and address the concerns associated with this overpass, as the safety of our residents and commuters remains paramount,” said Supervisor Chad Lupinacci (R).

Continued from A3 Clark said that she has commitments with Harbor Harvest to buy organic produce grown on the 9-acre site and can secure grants to restore all buildings. But the district unanimously chose the LIU proposal over her application earlier this year. LIU’s proposal, according to an LIU spokesperson, met both the wishes of Marion Carll’s Last Will and Testament along with the Commack School District’s standards for financial viability. The district stated the plan will include providing valuable educational programs to the children of the district. James said that the district expects to implement a shadowing program that will provide an opportunity for students to consider career options that they might not otherwise consider. Animals on the premises will include cows, goats and chickens. The district also expects to offer lessons on beekeeping to the students. The site is listed on the National Register of Historic Places and has not been adequately maintained. Carll’s will, granting the property to the district, stipulates maintaining the buildings as historical museums for educational purposes. Clark sounded the alarm this past summer, she said, when the property was being cleared without appropriate permits and as work commenced to replace the barn’s roof. The state Department of Education has since issued a stop work order. In an interview on the Marion Carll Farm, James said that he expects to have all needed permits before the year’s end. LIU’s rent of $15,000, he said, will fund the stabilization of the house and barn and be used to properly catalog and preserve the contents of the building. After that, the district said it will remove the antiques within the farmhouse while restoration occurs. The house is not part of the lease with LIU, but the district is counting on the rental income

to finance repairs. LIU, James said, has already spent $700,000 repairing the historical red barn and replacing its roof and clearing dead trees and overgrowth. The university will also cover expenses related to installing historically correct fencing, complete repairs to the barn and other buildings and lend labor to restore the historic home. Over the next 10 years, LIU is committed to spend $175,000, James said, and the district is committed to spend $350,000, which is the savings associated with LIU maintaining the entire property. Clark, who is a preservation specialist for leather clothing and furniture, estimates that the restoration project will cost $2.5 million plus another $1.5 million to restore the furnishings in the house. The preserve, she said, applied for nonprofit 501(c)(3) status last year, but the application is still pending. She said that she’s already spent thousands of her own money on the project, but expects to be able to secure the funds she needs through grants and said in a telephone interview that she is aligned with a successful grant writer with a “100 percent track record.” She could not provide the name. Clark’s plan was one of several options that the district considered earlier this year. The district ultimately chose the Long Island University lease, largely because of its longterm economic viability. Long Island University’s College of Veterinary Medicine spokesperson Mary Studdert stated in an email that it has received a Letter of Reasonable Assurance from the American Veterinary Medical Association’s Council on Education (AVMA-COE) enabling LIU to immediately begin accepting applications for the fall 2020 semester. At full enrollment, the veterinary school will serve 400 students, with 100 in each graduating class and will be the first College of Veterinary Medicine in the New York Metropolitan area. The conflict with Clark arises just years after the district was sued by the Carll heirs

to revert ownership back to the Carll heirs because of the district’s failure to fulfill the will’s obligations. The district ultimately won the 2012 case in summary judgment on statute of limitation grounds, stating that the heirs were 12 years too late. Restrictions on the district’s obligations were lifted to clear title, according to board member Jarret Behar. James said that the district could now legally sell the site, if it wanted to, but said the board is committed to its preservation and use as a historical museum with educational purposes. The house, according to the district, is structurally sound, but part of the building is still taking on rain. The main structure is covered with a rubber membrane to control leaks, but James said in an email that more leaks formed in different places and need to be fixed. The stop work order, he said, is now yet another

hurdle that interferes with the district’s efforts to properly maintain the site. Clark said that she can reveal no details about her conversations with the attorney general’s office but said that she is hopeful. The Carll family was one of Huntington’s earliest settlers and Marion Carll was Commack’s first teacher. She died in 1968 and willed the site to the district. The site was occupied by a Carll family member until 1993, as stipulated in the will. The district leased part of the site to BOCES from 1990 to 2000 and sought to sell the farm to developers for $750,000 in 2010, but the public referendum failed. Over the years, different school boards have had different ideas on how to use the property. James, who grew up on a farm in Pennsylvania, said that the board is committed to doing what’s best for the district.

County 26th Long Island Fall Festival: Thank You Huntington Community The Huntington Chamber’s 26th Annual Long Island Fall Festival was a spectacular weekend of fun. Suffolk Conducts First Public Budget Meeting for 2019-20 BY DAVID LUCES DLUCES@TBRNEWSMEDIA.COM County residents got a glimpse of the county’s budget process as the operating budget working group held its first public meeting Oct. 17 when the 2019-20 recommended operating budget was discussed. The county operating budget funds employee payroll costs, county departments and a variety of other expenditures. The status of the budget has been in the spotlight since the New York State comptroller, Tom DiNapoli (D), said Suffolk was under “significant fiscal stress” — with Nassau — for the second year in a row. In 2018, Suffolk had an operating deficit of about $26.5 million and a general fund balance deficit of $285 million. The topic has been an important issue in the county executive race. The current incumbent, Steve Bellone (D), has stated that during his tenure he has worked to bring the county spending and finances back in check. John Kennedy Jr., the county comptroller and Republican challenger for executive, has stated that the county is in a “fiscal crisis.” Here is what legislators discussed at the meeting. The proposed operating budget for 2019-20 will be $3.2 billion, an increase from last year’s $3.1 billion budget. The recommended budget would look to increase property taxes by $14.66 million (2.14 percent), according to the report. The increase is comprised of a rise in police district property taxes of $16.56 million (2.8 percent). The police district will face an $11.3 million deficit by the end of 2019. It is the fourth year in a row that the district will have a deficit. Overtime for the police department in 2019 is estimated at $30.9 million.

In addition, the county’s general fund, despite seeing an increase of $318 million in revenue from 2015 to 2019, is projected to experience its fifth consecutive deficit in 2019. Combined with the police district, the county may face an operating deficit of some $20 million. Sales tax revenue is projected to increase an additional $48.5 million from 2019-20 or about 4.5 percent. Another area of concern is the county payroll. It has increased by $315 million in the last seven years, despite the workforce being reduced by 1,250 positions. From the start of 2019 through Sept. 8, the number of active county employees on the payroll declined by approximately 150, according to the report. The recommended expenditures for employee health care in 2020 is projected to increase by approximately by $22.2 million. The Budget Review Office also raised concerns in the report that property taxes in the Southwest Sewer District, which covers parts of Babylon and Islip, would decrease by $2.14 million. This could lead to less funds available for sewer projects and potentially increase borrowing. In terms of other revenue, the county is projected to see an increase in funds from video lottery terminals at Jake’s 58 Casino Hotel in Islandia. The revenue brought in will increase to $25 million in 2020 compared to $2.9 million in 2018 and $3.3 million in 2019. For homeowners, the proposed county property tax will yield an estimated average tax bill of $1,207, an increase of $25. Average taxes per homeowners will increase by $32 in five western towns, including Brookhaven, Smithtown and Huntington, and decrease by $2 in the county’s five eastern towns.

It was all Harborfields in a Division II road game against Mount Sinai where the Tornadoes blew through the Mustangs, 5-0, Oct. 22. The juniors led the way for Harborfields when Katie Davis scored twice along with Kathryn Morgan and Taylor Sammis who both scored. Ruby Sember the freshman stretched the net to round out the scoring for the Tornadoes with one game remaining before postseason play. Harborfields senior keeper Zoe Krief had three saves in net and teammate Kristina Hansen, a freshman, stopped two. Hailey Covington had eight saves for the Mustangs and teammate Alaina Riley stopped four. Mount Sinai concludes their regular season with a home game against West Babylon Oct. 24 in a must-win game for any hopes of postseason play. Game time is 6 p.m. Harborfields also concludes their regular season needing a win on the road against Bayport-Blue Point Oct. 24, with a 4:30 start. Call for Bipartisanship Suffolk’s Fiscal Stress Mess The House representative for New York’s 1st Congressional District, a Republican, has come out against the U.S. president on foreign policy. We here at TBR News Media think it’s time for more of us to look at such national decisions in a bipartisan way. On Oct. 13, President Donald Trump (R) stunned the world and ordered the abrupt removal of American troops out of Kurdish territory in Northern Syria along the Turkish border. The unusual policy shift has been characterized by foreign policy experts and representatives from both the Republican and Democratic parties as a gravely flawed decision that harms U.S. national security interests. Trump’s military decision should mark a turning point. The issues of today should no longer pivot on party affiliation. Whether you are a Republican or a Democrat, the matter affects the whole of the U.S. national security and the whole fabric of America. U.S. Rep. Lee Zeldin (R) represents Suffolk County residents in New York’s 1st Congressional District. He sits on the House Foreign Affairs and Financial Services committees. We’ve asked him to tell us when he learned about Trump’s decision to remove troops from the Turkish border, a question he did not answer. However, he did provide his insights into the situation. “The Kurds have fought, bled and died fighting alongside the U.S.,” Zeldin said. “They have been warriors and brothers in battle along the way The president is right to want to end endless war, but the Turks wiping out the Kurds will absolutely not be an acceptable outcome after all of that.” Instead of responding to questions, Zeldin’s office wanted us to know that the congressman, who has tended to support the president, signed a joint piece of legislation that flatly denounces Trump’s decision, namely H.J. Res. 77 (116th Congress). The resolution stated, inter alia: “An abrupt withdrawal of United States military personnel from certain parts of Northeast Syria is beneficial to adversaries of the United States government, including Syria, Iran and Russia.” The damage is done, and both experts and federal representatives said the U.S. strategic presence in the region has been severely neutered. Russian President Vladamir Putin’s troops now occupy the region. Jihadists have broken from prisons, reversing many of the West’s original hard-fought gains against ISIS and terrorism. The House Foreign Affairs Committee chairman called the situation “just devastating.” These are elected officials we are talking about. If a local official, such in the case of former Nassau County Executive Ed Mangano, or former Suffolk County Police Chief James Burke, abused the power of their office, then one should want them investigated. That should be no different for a sitting president, Republican or Democrat. No elected official is “your guy.” Even if you vote for a person, you should never blindly accept every decision they make. As the impeachment proceedings move forward and as more details are made public, scrutinize the behavior, comments and motives of the president with keen concern. Distinguish between propaganda and truth. It’s time to join hands and unite with your neighbors or your relatives, whatever party they belong to.

It’s very surprising that an extremely troubling report from New York State Comptroller Tom DiNapoli regarding Suffolk County’s frightening fiscal state, released at the beginning of this month, has gotten scant local attention. A headline announcing we’ve been designated the “most fiscally stressed county in the state,” two years running might have gotten residents’ attention. They may have been tempted to ask how Suffolk is in “significant fiscal stress” when they’ve been paying so

much of their hard-earned money in taxes and fees? DiNapoli flunked us after studying our year-end-balance, cash on hand, short-term borrowing, fixed costs, patterns of operating deficits and factors such as poverty and unemployment. We’ve also been hit with seven bond downgrades in the last seven years. Think of that as having dramatically supplemented a big spender’s income, only to learn their FICO score went from a 750 to below 500. What’s crucial to note, given the

current partisan political climate, Democrat DiNapoli’s straight-forward, by-the-numbers exposure of Suffolk County’s money woes was not influenced by his party affiliation. DiNapoli gave an honest accounting of a county governed by a majority of Democratic legislators, led by Democrat Steve Bellone, and let the chips fall where they may. Endorsement for Gene Cook In 2013, I ran a primary for the Republican nomination for supervisor of the Town of Huntington. My opponent was Gene Cook. As a former chairman of the Huntington Republican Committee, and a lifelong resident of Huntington, I opposed giving the Republican nomination to a member of a minor party and thought my vision for Huntington’s future while preserving its historic past as one of the earliest English settlements in America would be more in tune with the values of the Huntington GOP. Gene proved me wrong on both of those considerations. His decisive victory in the primary established his undeniable credentials to be accepted as a Huntington Republican despite his registration in another party. His voting record over the past six years

demonstrates his commitment to the core principles valued by the residents of our town: economical delivery of governmental services; putting a brake on overdevelopment without the infrastructure to support it; and preserving our property values. Today, I am proud to endorse his reelection as councilman for the Town of Huntington. Gene ran on a platform that included his commitment to term limits. The power of incumbency is immense. Without term limits, elected officials tend to focus more on partisan considerations rather than sound public policy. Gene’s success in securing term limits is one example of promise made, a promise kept. It is a giant in the right direction. Critical issues are still facing our town, including the pending tax

certiorari case; development plans that stress our existing infrastructure; and the failure to adequately address the dire need for additional parking and necessary infrastructure enhancements. Gene has been a strong voice addressing these issues. He needs and deserves all of our support so our vision of the way forward can be advanced. Because in order to implement our agenda on some critical land-use issues may require a super majority, it is obvious Gene needs additional support on the Town Board. Therefore, I urge the election of the entire Republican slate: Gene Cook and Andre Sorrentino for Town Council, Andrew Raia for town clerk and Stacey Colamussi for tax receiver. Exempting the state veterans nursing homes from budget cuts would be a meaningful way for New Yorkers to say ‘thank you for your service.’ When the LISVH ﬁrst opened, he again served his fellow veterans for many years as a volunteer. He visited the nursing home almost every day because it was his way of supporting his “band of brothers and sisters.” When my Dad fractured his hip at age 83, many doctors at the hospital thought he would never walk again. It took a year of rehabilitation with the skilled and compassionate staff at the veterans home, but my Dad walked out of the nursing home and

spent the last year of his life with my mother in their own home. In the 74 years since the end of World War II, military men and women have been on the front line of battles in Korea, Vietnam, Iraq, Afghanistan and many other locations around the world. Sadly, the physical, emotional and psychological wounds never heal for many of the warriors who fulfill their oath to protect America. I learned that firsthand more than 20 years ago when my father had emergency surgery for a ruptured appendix. I visited him the morning after his operation. He was laying his bed shivering and shaking uncontrollably. He whispered he had the worst nightmare ever. He was back in a foxhole in the Philippines, guns were blasting and bombs were dropping all around him. Then he looked at his fellow combat veteran in the bed next to him and said, “Sal got me through it. Thank God he was here for me.” Today we might say that my father had post-traumatic stress disorder or a flashback. But whatever you call it, his fellow veteran pulled him through just like the veterans do for

ew York State government should not cut funding for America’s heroes residing at the Long Island State Veterans Home at Stony Brook University. The veterans home has, and does, provide ﬁrst-class health services for veterans and their spouses who receive rehabilitation and long-term care in their time of need. Providing topnotch nursing home care for our veterans, many of whom put their own lives on the line to keep us safe, is a patriotic action that truly expresses “thank you for your service.” At the age of 17 my father, Hugh “Joe” Cassidy, enlisted in the United States Coast Guard to serve his country during World War II. Before he reached his 19th birthday he participated in ﬁve shore invasions with the Marines and Army as frogman. He was frequently shot at while he stood on coral reefs in the Philippine Islands acting as a human buoy to help keep the landing boats from crashing into reefs and sinking. He was almost thrown overboard when his ship, the

USS Cavalier, was torpedoed in the still of a Paciﬁc Ocean night. But my Dad always said he was not a hero. His heroes were all the soldiers and sailors who put their lives in harm’s way, were wounded or died in battle.

A Review of the Yankee Lessons from the ALCS

ooking back at the six-game American League Championship Series, it’s clear that the Houston Astros were the better team. Tough as it is to write that when my fan allegiance is with the Yankees, the Astros had more clutch hitting, better defense, and better starting and relief pitching. Yes, the two teams were fairly evenly matched when it came to runs scored. The Yankees covered up many of their sins — and D. None deﬁciencies — with a few timely of the above long balls and some BY DANIEL DUNAIEF standout pitching performances from Masahiro Tanaka and James Paxton.

While hindsight is always perfect, because we know who failed and who succeeded, I want to ask an obvious question. Why was our designated hitter doing little more than striking out? It’s clear that our enigmatic catcher Gary Sánchez, who has a talent for crushing balls deep into the night, seems to disappear at big moments. And, while we’re playing the hindsight game, it seems obvious that closer Aroldis Chapman, who has lost a few miles per hour on his fastball and now relies on an effective slider, should have avoided pitching to José Altuve with two outs, a runner on ﬁrst and a defensive replacement on deck for Houston. So, one at a time. Edwin Encarnación was a compelling pickup from Seattle Mariners during the season, offering a few moments of ball-bashing power. Perhaps because of injury, or maybe because he was trying to hit a deﬁning titanic home run, he couldn’t do much of anything in the postseason. The same seems true for the multimillion dollar Giancarlo Stanton.

Given that both can hit huge home runs and are capable of changing the complexion of a low-scoring game, I understand the urge to put them in, but, at some point, if they are not getting it done, why not go with other options? Sure, Cameron Maybin doesn’t hit as many home runs and isn’t as physically imposing. If manager Aaron Boone had inserted him into the lineup, would he have taken away the possibility of using Maybin as a late-inning defensive replacement? That’s possible. OK, then, how about using Austin Romine as the designated hitter? Yes, I understand that Boone might also have been saving him to give Sánchez a break in a game where defense takes precedence. If either of them had become an unconventional designated hitter, would fans be screaming about the panic move if they had failed? Yes, of course, they would. But at least Boone would have been trying something — anything — when he seemed wedded to a script that wasn’t working in a short series.

The same thing holds true for Adam Ottavino. The guy was a great pitcher during the season, but he ran into the postseason twilight zone. It happens. Sit him down and don’t let him affect the outcome of games. As for Sánchez, he may have hit batting practice pitches into the next county, but that’s irrelevant. He wasn’t getting it done at or behind the plate. Maybe even a single day off would have changed his approach and would have helped. In a short series, managers can’t wait to see if something that’s not working turns around. The team — and its desperate fans — don’t have the luxury of that kind of time. The question for next year isn’t whether the Yankees will get a starting pitcher who can throw more innings than the present incumbents, or whether Stanton will make a meaningful postseason contribution. The question is: Will Boone buy into the idea of a team game and give other players a chance? After all, the last time the Yankees won the World Series was a decade ago, in 2009.
